10 foot resolution ????? That's kind of hard to predict unless you're standing next to the antenna. Those other parameters are necessary to predict ANYTHING. Kind of like asking a meteorologist if it's going to rain. His answer will definitely be YES. But that means it could rain ANYWHERE on ANY DAY in ANY AMOUNT. If you want to know specific details, you have to provide SOME limiting, specific information. Cable loss, antenna types, tower height, etc., all affect propogation, so that info is needed to predict what the propogation MAY be. The presence of other towers may mean that the tower owners could only afford that location, propogation not withstanding.
