One thing to think about.
145.41/12 = 12.1175 MHz
12.1175 x 11 = 133.2925 MHz
It could be related to this as it is harmonic of the fundamental crystal freq.
A low pass filter would not take this out. A band pass cavity might do the job if from your tx.
