Or they may have a reason NOT to send in the information just yet. A family member may be considering taking the test so that they can keep the callsign as a Memorial to the loved one.
With licenses going for 10 years now even a very young child or grandchild has a chance to be old enough to read and pass the test if desired even if they were too young at the time of the
relatives passing.

It is usually the family should ( maybe they did not know ABT this ) send info. to the ARRL like a copy of the Memorium or certificate of Death copy. they can handle that kind of stuff.
