I've had this happen a couple of times.  On the TX side I was trying to 
move the exciter down to 144.39.  Tried a couple of exciter boards until we 
found one that "made it down".  If it's the RX you're having trouble with 
make sure you follow the pre-tuning instructions in the manual.
