Sorry it took so long for me to reply - I've been taking a bit of a break from
working on rhythmbox for various reasons that seem to be coming to an end now.

mp3 playback works fine for me on fedora 25 using mad (from rpmfusion's 
gstreamer1-plugins-ugly)
and mpegaudioparse (from gstreamer1-plugins-good).  I've just tried mpg123 and 
that seems to
work properly too.

Output from 'gst-launch-1.0 -m filesrc location=file.mp3 ! decodebin ! 
fakesink' would probably help.
