I agree that the setting menu code could be made simpler and more flexible, and your idea is as good as any other.
However, I don't think it needs to be done "offline" with a text file and a script. I believe we should be able to solve it with a more flexible setting/menu code and some preprocessor magic, much like we do today with the persistent settings.
