This kernel configuration is wrong. You shouldn't compile statically both the ALSA and the OSS drivers for USB MIDI devices. It is safe to compile both as modules, but in this case you must be very careful about what module to load and how, because both drivers will try to claim some device models. I suggest you to compile and use only the ALSA driver. The OSS driver is the one labeled "USB MIDI support".
