I'm thinking it seems most sensible to go ahead and put Peter's new patch 
together with your existing branch however you two can hash out, and then set 
about moving the whole works to the main development line as soon as 
practical.

This is a new feature that nobody is depending on, and I'd be surprised if it 
requires hooks deep into other things that might affect overall stability.  
It's probably pretty self-contained, so why not just develop it right in the 
middle of everything, and let it go where it will?  That will save some 
trouble in the long run trying to keep it merged up with all the other things 
that are going on at the moment.

I haven't seen Peter's work yet, but I decided that anybody interested in 
undertaking this sort of project is probably someone who is fairly serious 
about code, and so represents a very low risk.  He should have SVN access now, 
unless I botched something with the permissions.
