The utility program you remembered is part of the vkeybd (Virtual
Keyboard) package, and generates a similar (but not quite the same) text
format, though its text format is simpler.
Realizing what it was put me on to the right track in finding what I was
looking for. The text format I was expecting, is produced by the
"Import Soundfont" file-menu feature of the vmpk (virtual midi piano
keyboard) package, and is used to specify its instrument definitions.
It writes a text file in the format I was looking for.
Actually, though, the utility program you named will be easier to make
use of, since it can be used by running the program from within another
program.
