Michael:

I was able to reproduce the problem, but when I save the file, and
re-load it, the problem is not there.  

You really do need to initialize Rosegarden, record a short segment,
then try to toggle-repeat with it selected.  

But there are a few more steps in reproducing it, any of which may not
be relevant.  

1.  Initialize Rosegarden.
2. Select track 1, and enter a name for the track.
3. Right-click on track one, and set it to be General Midi Device 1.
4. In the Instrument Parameters pane, set the Channel drop-box to
"Fixed".
5. Click on the Manage MIDI Devices toolbar button, and connect the
output and input devices.
6. Record a short segment (maybe one and a half measures).
7. Re-size the segment so that it ends on the next beat past the last
note.
8. With the segment still selected, choose "Toggle Repeat" from the
"Segment" menu.  
9. Observe that nothing happens (no repetition is done).  
10. Select the "Draw" toolbar button.
11. Click near the beginning of Track 2, noting it creates a short,
empty segment.
12. Click on the "Select and Edit" toolbar button.  
13. Left-click on the recorded segment in track 1.  
14. Select "Toggle-Repeat" from the "Segment" menu.  
15. Notice that it repeats the segment.  

I have attached the file I used, but when I re-load it (even after
re-initializing Rosegarden), the problem is not evident - you can repeat
the segment.  

To reproduce the problem, you really do have to first record a short
segment.

To use that button, first you Shift+click and drag on the ruler to set a 
loop region.  This activates that button, and the button subsequently 
toggles loop mode off and on.  This works globally, for the entire

I took a quick stab at repeating this, and I managed to record a short 
segment and set it to repeat every time.

Repeating segments stop repeating as soon as they hit another segment on 
the same track.  My guess is that somehow or other you are creating the 
situation where your segment is running into something else without even 
realizing it.  Maybe you are ending up with segments so short they are 
invisible or something.

Send an example file you've created that exhibits this problem (directly 
to me) and I'll see what it tells me.  If nothing else, I can probably 
help you figure out exactly what happened.
