It's been years ago, but I think I actually tried this (and it
worked).  

I was trying to record from a Roland D20 (from its on-board sequence
editor).  I set Rosegarden to be the slave, and the D20 as the master.  

Then, when I pressed the start button on the D20 (to start playing), it
started the recording.  

I think I had to first press the "Record" button on Rosegarden, but
where Rosegarden was the slave, and not receiving timing events, the
position did not advance.  After The D20 started playing (generating
MIDI signals), the recording position started to advance.  

As I recall, the recording was successful.  I was using it as a way to
record the tracks of the piece separately, but in a way that the
separately-recorded tracks all started at the same time.  

I admit it is a hazy memory, and it was years ago.  But perhaps that
will work for you now.

JACK transport.  It does have some problems, but it has existed for 
years.  Why not try that first?

You'll find

     [x] Use JACK transport

right there on the first page.  A restart might be required.

Now you can control Rosegarden from QJackControl, myriad other things, 
and possibly the command line too.

Try that, see how you get along with it.

Another possibility has to do with MIDI master slave clock sync stuff 
that I've never gotten into myself, and can't really explain.
