   It appears that "svn copy" is the key.  Making a copy from trunk to 
tags will do it.

   Their example:

svn copy http://svn.example.com/repos/calc/trunk \
          http://svn.example.com/repos/calc/tags/release-1.0 \
          -m "Tagging the 1.0 release of the 'calc' project."

   So for rg, I think it might be more like this:

svn copy svn://svn.code.sf.net/p/rosegarden/code/trunk/rosegarden \
          svn://svn.code.sf.net/p/rosegarden/code/tags/release-13.02 \
          -m "Whatever"

   But I'm really not sure if the "svn:" URLs would work.
