Does anybody know if any distros are about to do a package freeze such 
that our delaying the release a couple of weeks would mean getting stuck 
with an old Rosegarden lingering out there a lot longer than otherwise?

Probably not, I'm thinking, but if such a thing were afoot I could 
release what we have as a pre-release or a beta or something just to get 
the version incremented, and I bet the distro would grab updates to that 
version after the fact.

I pay no attention to distro politics or schedules these days though.  I 
just run Kubuntu LTS and update about a year after the new LTS is 
available, honestly.
