I'd need to refresh my memory a bit, but if you're trying to make that work, I can probably knock it together in an hour or so. It's all about action states. As different things are selected or unselected, we enter and leave different action states, like have_rests_in_selection and have_notes_in_selection and so forth. You probably want a special new action state just for these chord labels, and entering it enables a few options that seem relevant.
