Yes, certain things, like preserving tag names/values in rpmlib.h, needs to be
done more carefully. It was expedient to find where the tags were used.

And yes there is more to do, this is just the preliminaries to find code that
depends on tag values.

I'd like to check this patch in this week, if for no other reason, to mark the code
that needs to be nuked, and permit compilation without legacy code.

What say ye?
