Your problem description is rather confused. It is always best to put an example online and to describe what steps to perform to see the problem.
If you are talking about an OL-List where the number of an element gets set to "1" when you start to drag it, then it is a bug in Internet Explorer. Microsoft still has not fix it with IE7? Gosh.
