Perhaps, though it really doesn't make sense to have complexity req before you tell it, it's a Windows style AD domain - hence that would be why it happens when you provision the domain.
[I've never tried to set it prior to provisioning the domain, so I'm not at all sure it's really a bug - though I'd agree cosmetically it's a little odd.] But _really,_ it's not that hard to meet the complexity req - especially for your master Admin account.
