Cologne Digital Sanskrit Lexicon lists "ravaNa" (with the short first "a") for crying, 
roaring, shouting etc., as shown below:

Meaningmfn. roaring , yelling , crying , howling , singing &c. Bhat2t2. ; sonorous (= 
%{zabdana}) L. ; sharp , hot (= %{tIkSNa}) L. ; unsteady , fickle (= %{caJcala}) L. ; 
m. a sound L. ; a camel L. ; the Koi1l or Indian cuckoo L. ; wagtail (= %{bhaNDaka}) 
L. ; a bee L. ; a big cucumber L. ; N. of a man g. %{zivA7di} ; of a serpent-king L. ; 
n. brass , bell-metal L. 
For rAvaNa (with the long first "a") meaning it lists the meaning as Sai has said - 
"one who makes you cry." I was trying to think of analogies that would follow the 
identical route, i.e., start with a short first "a" in the regular noun form of the 
verb, and end up with a "makes you do that" meaning when that first "a" is lengthened 
to an "A." I could come up with two such words (there may be many more). They are:
 
maraNam (dying, death) ------to----mAraNam (killing), which obviously results in 
maraNam.
karaNam (doing) -----------------to------------------kAraNam (reason), which results 
in karaNam. 

Obviously Apte's and MW differ on the rAvaNa meaning. I used to hear a proverb with 
reference to male babies, when translated would mean- "this kid, if sleeping is a 
kumbhakarNa, if awake is a rAvaNa," which points to a meaning closer to Apte's (cries, 
shouts out loud etc., till you cave, and let him have his way:-).
