If you mean the CT-API man pages, you can get them
from the towitoko-2.0.4 source package from
http://www.geocities.com/cprados or from the Debian
mirror nearest to you, f.i:
http://http.us.debian.org/debian/pool/main/t/towitoko

(note that I'm not native english-speaker and there
may be imperfections in the manpages. Any correction
is welcommed).

It wouldn't be bad if the PCSC Lite API were available
in manpage format also. It wouldn't be hard to write a
DocBook SGML document starting from the PDF
documentation. Then this file could be converted to
any other format (PDF, manpage, info, HTML, ps, dvi
...) by sgmltools.
