One thing about trying to understand some of this cross-compilation technology is that I always suspect there are words I am hearing and I think I know their meaning, but in this context, I do not.

The title says "Setting up Debian Environment". In my limited understanding, I do not think I want to do this. My host is an Ubuntu 6.10 system and I am trying to compile for an arm-based embedded device.
But am I misunderstanding this? Perhaps I want to setup a Debian environment because it is "virtually speaking" a Debian system inside the scratchbox but one does not have to be on an actual Debian host to do this. Or does one need to be on an actual Debian host? I can make a case for the logic in either direction.
