HTML::Element::Library does make use of Array::Reform and it is right here:
http://search.cpan.org/~kilinrax/Array-Reform-1.04/

perhaps you could install it manually?

I gave the Array::Reform namespace to Alex Bowley awhile back. I wrote Array::Reform and then decided that he had a better implementation and turned development over to him.
 
That description is wierd. It belongs to DBIx::Recordset. Something I maintained for one release cycle only.
