I think that is just fine, and a perfect example of 
where and when something like Winlink could and should be used. Outside 
the amateur bands. If the government wants hams to be involved in 
emergency communications they should do the same: give us additional 
(outside ham band) frequencies. Todays modern tranceivers mostly can be 
modified easily to expand the hf bands, thus amateurs and their equipment can be 
configured and used to support these requirements.

Actually Danny, according to Part 97.1 the 
government already gave us the Ham Bands and their primary use is to be used for 
Emergency Communications

We sometimes forget that the "Hobby" use is a 
secondary use of the bandsas no where in part 97 does it say the Amateur 
Service is a hobby.

No- as long as it is NOT commercial, NOT encrypted, 
NOT automatic to the point of operating without an operator at both ends (or has 
the proper software that recognizes when a frequency is in use or not), and does 
NOT intefere with other ongoing communications. Why not the 
hambands? Simply so that it CAN be use for all the above without 
intefering with amateur communications. Yes - our bands should be 
available for emergency use too, when required and necessary, but I do NOT want 
to see them under attack from such traffic (such as constant testing) when not 
necessary. Giving us frequencies adjacent to the ham allocations would 
allow us to use our present equipment and our present antennas, and encourage 
large numbers of amateurs to be involved, without having to spend additional 
monies in preparation of emergencies that 
most of us will never be involved with, except for practice.

I agree with you and Tim.  I also think WINLINK and WINLINK 2000 are 
good for amateur radio.  Maybe not for me, right now, because I can 
not afford to buy an expensive proprietary modem, but the WINLINK 
2000 folks are reported to be working on PSKMAIL client access to 
WINLINK 2000, which would open up use of the system to anyone with a 
radio and computer.   I can not visualize a better network to handle 
limited amounts of EMCOMM at reasonable speeds that can be accessed 
by anyone anywhere worldwide with a transceiver and computer with 
sound card.   Can anyone else?   If so, why has it not been at least 
mentioned on this reflector?

I strongly disagree with your point. Read the definition of the 97.3.(a).(4). 
Nowhere is Emergency Communications mentioned.

97.3
(4)Amateur service. A radiocommunication service for the purpose of self 
training, intercommunication and technical investigations carried out by 
amateurs, that is, duly authorized persons interested in radio technique solely 
with a personal aim and without pecuniary interest.

On the basis and purpose part, just previous to this part, it states that it 
intends to recognize and enhance the value of the amateur service to the public 
as a voluntary non commercial communications service, particularly with respect 
to providing emergency communications.

Read VERY CAREFULLY and do not misinterpret the regulations.

Amateur radio is a hobby.

However, if we fear that it is going to disappear as such a hobby unless we 
turn into en emergency service, and we are willing to accept that, so be it. 
For me, when this becomes and emergency service, that will be the end.

Yes, it IS a hobby.  The emergency proviso has been an excellent excuse for
us to continue to keep the bands, and indeed expand them from time to time.
but the majority of hams never are involved one iota in emergency
communications.  The original hams were strictly playing with the CW
mode and learning how to get a signal across town.  They gave themselves
their own callsigns and it was only later AFTER they had proven the use of
radio that the government got involved, and even later when the governments
started assigning bands of frequencies to us, as well as other users.
Everything is a personal choice, and when that goes, so do I.  The amateurs
themselves, I understand, are the ones that wrote the first rules and
regulations and the ARRL adopted  much of the wording concerning the
advancement of technical and operational  aspects of radio.  The government
(FCC- now) just glommed on to them.

Sorry to break the news to you, Flavio.
I hope you will reconsider ending it all over such a trivial issue...

In USA, we hams operate in the Amateur Radio Service under FCC rules.
The ARS rules are silent on the issue of hobby, but the ARS rules do
include emergency operation in many paragraphs.

Some might even go so far as to say that the ham radio hobby is a
lifestyle. The fact that many hams participate in the ARS as a
hobby is a personal choice... the hobby is only a choice people
might make for themselves. But your perceived right to pursue your
hobby is not the official reason for the ARS to exist in USA.

Some very interesting parts of the rules are aspects of what the
FCC calls the radio art, and it is pertinent for enthusiasts in
digital communications:

 �97.1 (c) Encouragement and improvement of the amateur service
through rules which provide for advancing skills in both the
communications and technical phases of the art.

keeping the RF Digital end of the hobby alive in upstate NY (thanks to
Greg KE2VW, Joe K2LMH (SK) and allot of other folks)..

As you can see from 97.1 below, there are 5 principles underlying 
the amateur radio service, one of which is to provide emergency 
communications.

By definition, an activity undertaken by an amateur is a hobby.

The rules and regulations in this part are designed to provide an 
amateur radio service having a fundamental purpose as expressed in 
the following principles:

(a) Recognition and enhancement of the value of the amateur service 
to the public as a voluntary noncommercial communication service, 
particularly with respect to providing emergency communications. 

(b) Continuation and extension of the amateur's proven ability to 
contribute to the advancement of the radio art. 

(c) Encouragement and improvement of the amateur service through 
rules which provide for advancing skills in both the communication 
and technical phases of the art. 

(d) Expansion of the existing reservoir within the amateur radio 
service of trained operators, technicians, and electronics experts.

(e) Continuation and extension of the amateur's unique ability to 
enhance international goodwill.

I'm sorry I had to be the bearer of bad news, Danny. 
It may be a shock, but there really isn't any need for ultimatums.
Don't worry, we remain free to pursue amateur radio as our personal
choice of hobby. But don't look for the FCC rules to enshrine it.

If you wish the Amateur Radio Service to be changed into the Amateur 
Radio Hobby, petition the FCC or lobby Congress to change the rules.
But before you start working on that, consider this: What would you
give up to change it?

As a just a hobby, Amateur Radio would not require licensing. In fact,
it would be on the same level as woodworking or stamp collecting. They
are both wonderful hobbies. But as simply the Amateur Radio Hobby,
there would no longer be a bonafide charter for us to pursue new
digital signal technology, deliver emergency communications, or
advance the art... so the government would be justified to auction off
most of our spectrum for the public benefit and better use of the
public airwaves. Billions of dollars of better use.

No thank you. I'm content with the Amateur Radio Service, I think hams
and the rest of society have been well-served by the service.
