I got the same result as your output. And it is same as the result using
\startcolumns … \stopcolumns.
If ‘\vfill’ works, then it is OK for me, but it isn’t.

if I understand it correct it is not necessary to set default parameters.
In my example it is a difference to set it or not (distance=0pt should
be default):
\setupinitial%[distance=0pt]
