I have to apologize for the noise.

I've misremembered the progression.

At 5.1 for bug tdf#92630 and handling on GTK3 we'd tweaked the mbEnableAccel
and mbAutoAccel to be consistent cross platform.
Which for Windows eliminated the  key focus onto main menu 'File' 
with opening of that menu. See won't fix bug tdf#124048

Instead  was behaving like  and would only focus to the main menu
default of 'File', without opening it. Requiring a cursor key between menus,
or one of the main menu mnemonics, was now needed.   and  behaved
the same entered from document canvas.

Meaning the  should toggle to the main menu, and *confirming your
observation* of an issue at 24.2.1.2 release.

However, at 24.8 for bug tdf#54169 we've cleaned up the UI response to 
and to follow the SPI_GETKEYBOARDCUES read from MS Windows 'Ease of Access
center' action "Underline access keys when available" or from
Win11 accessibility settings "Underline access keys".  And with that the
 focus again matches the  focus.

Will open a Bugzilla issue against 24.2.1

I opened a Bugzilla issue tdf#160075 [1] for the regression at 24.2.1, 
requesting a bibisect.


But note that issue seems resolved already with the nightly builds of 
master against 24.8.0 release.

I just checked here on Win 11 Pro and LibreOffice 7.6.x
It does actually work.
alt opens the menu bar.

Like Jason, but on Windows,  key alone has never focused to the main
menu with AT enabled.

F10, or cycling F6 remains the core keyboard and assistive technology
movement. Nothing has changed.

Please note thought that for the current master against a 24.8.0 release,
handling of the Alt key has been adjusted as for tdf#54169 (
https://bugs.documentfoundation.org/show_bug.cgi?id=54169 ) to follow os/DE
settings. Which, with a MS Windows assistive technology tools enabled
signal, should toggle enabled with a screen reader in use.  You can check a
current nightly of master and check for any impact.

Interestingly, pressing Alt alone never moved focus in any version of 
LibreOffice that I can recall, under Linux. Thus it seems to be a 
Windows-specific issue. F10 always worked though, and still does.
