I'm fine with a new release. How do these things get decided? Vote?

I think we should build an RC1 and see how it goes.
When we are confident it's ok we should start a vote
for a release.

Not entirely sure for BCEL but I assume this vote
should be also on [EMAIL PROTECTED]

Let's keep it on bcel-dev, but due to the limited number of committers, 
this should be notice for those who've agreed to help with bcel (myself 
included) to pay attention.
