when I hit your web link, it says that it's a broken link, what ever that means, and when I googled a starburn 12.1 download, I tried to do it from the windows site, and when I hit the download starburn 12.1 link, nothing happenned, even with alt + n. Now, back to the original question: The information bar may be popping up when you attempt a download, and you may not be hearing the sound, so after you click on a download link, press Alt + N to access the information bar, and follow the prompts.
