FWIW: I use the "easy-rsa" package for that (standard in Fedora, for
RHEL/CentOS 7/8 it's in the EPEL 7/8 repository).


I use the easyrsa package as well. It can be found in the OpenVPN 
source code, if you need to download it directly.
