RE: .bak files in DreamweaverContribute is a seperate application provided by Macromedia, which offers Content Management for the non-technical inclined (assuming someone has developed a site for them with that in mind), and specifically a feature called Rollback. Rollback creates backup files each time you put your file to the server, up to a limit you set.

If you are not using any Contribute functionality, then you may turn off Contribute compatibility by unchecking that option in your Site definition.

That would be my suspiction too, Calvin.
Using DWMX 2004 and CT 2 (if you've indeed got your site configured to use Contribute) I'm pretty sure you can find/set this option via: 

 
- Site  Manage Sites 
- Highlight the site in question, click Edit to open the site defs window
- Select the Contribute category
- Click 'Administer site in Contribute'
- (Contribute 2 launches)
- click the 'Sitewide Settings' button 
- uncheck 'Enable Rollbacks'
