That's helpful indeed.  We may have an issue with a shared column/shared leak 
area with our neighboring house, whose landlord is less than helpful in these 
types of situations.  My guess is that we will need to split the cost, and both 
incur repairs and replacement on our adjoining porches.

 Believe it or not, NO reaction from our elected and government personnel to my 
Sunday rant about the contempt of court case concerning the abandoned house at 
300 E Lorriane! 

I'm now interested in how much tax revenue we have all lost from this house 
continuing to be taxed at an owner occupied rate, when in fact, its been 
completely abandoned since 2004, and the owner has been in contempt of court 
for six months.  Despite a $500 per day fine imposed last November, she was 
allowed to pay property tax of just $650 in February: something is seriously 
out of sync in the city government, or the owner knows the right people at City 
Hall.  Paul

has, occupied the house since 2004 (even the vagrants have run away).

saying work is in progress, concerning the myriad ongoing problems outlined 
below, which have been previously reported over two years ago now. 



So I ask you as mayor: Why is this house being taxed as a resident occupied 
house after 5 years as an abandoned property, and why has her contempt of court 
case not been enforced a full year later?  The house was to have been torn down 
in December of 2007.  How can the tax office accept a tax payment in February 
of this year, when she is in contempt of court to transfer sell or demolish the 
house, as condemned, and accept her claim that it is owner occupied?  This is 
tax fraud, and the owner needs to be retroactively fined and taxed as an 
abandoned property.    



In my opinion, you all have failed us residents miserably, and I'm now going to 
the press20to expose this gross inaction.  Paul

that the owner not only paid her taxes in February (on a condemned house where
she is in contempt of court), but that she LISTED THE HOUSE AS HER PRICIPAL
RESIDENCE.  And, she got the residential tax rate (about $1400 per year), which
I’m sure she has obviously been getting for several years,
even with
condemnation proceedings now over two years old.  Nobody can, or has, lived
in the house since 2004. 





 





We moved into an adjoining house facing the shared alley in
2003.  Even the illegal vagrants moved out in 2004 because of the deteriorated 
condition. 
 How can th
e city allow someone to claim this condemned property as her principal
residence?  She was found in contempt of court, and was subject to a $500 per
day fine beginning in November of 2008.    





 





I was assured action by my elected officials for several years
now, and thought our communication last November ensured that this house be
torn down.  Now I need to expose this illegal and embarrassing theft from
our city coffers, and I intend on doing so by any public means possible,
beginning with the media on Tuesday morning, unless I hear from you with its

 Dawna!  That's my next course of action.  However, I leaned that when you 
email the Mayor with those listed as being inactive, you get results fast; 
apparently it will enter the next round of famed Citi-stat results.  I'll 
retain that in the future.  I heard back immediately from Councilman Young, and 
from one of those individuals previously inactive via their blackberry tonight 
at 9:30 pm. 

That helps to conform to me that the city has really dropped the ball on this, 
and cost us all tens of thousands of lost tax revenue over the years.  Somebody 
got away with tax fraud, big time!

I'll follow through, and let everyone know the status. I've been really 
patient, and this case made its way through the courts, only to be dropped with 
lack of enforcement afterwards, for two years.

 The difference with this house is that the owner has claimed it as her primary 
residence when she (or anyone) can not live in it since 2004.  That's down 
right tax fraud.  Additionally, it went through the normal procedure of 
inspection, and the court ordered the owner to transfer, sell, or fix the 
property in Jan 2007.  The owner could have sold as is, but asked about three 
times the amount it was worth, and they ignored the court order.  So, when she 
refused to even bring it up to code (or secure it), which is the responsibility 
of any home owners in a civilized society, she refused, and the court held her 
in contempt in Nov of 2008. 

The city has not only lost out on lost tax revenue, but allowed an abandoned 
house to be claimed fraudulently as a residence.  The court ordered the 
homeowner to pay a $500 per day fine beginning in November for contempt of 
court, and the city needs to collect that from the owner or their estate.  I'm 
interested in finding out exactly where (and how) she lives while I smell her 
mold infested house next to mine, with what must be four feet of water in the 
basement. 

We had another long abandoned property on our block that was eventually claimed 
by the city, sold to a non-profit that did an outstanding job at renovation, 
and put it back on the tax rolls, provided city revenue from the sale, and put 
back into a safe environment for all.  The mere $1400 per year in taxes the 
owner of 300 Lorraine=2
0pays per year would be recouped by the transfer tax alone on a single deed 
transaction if the city were able to convey the house or even vacant lot.

Or how about the fact that the city should be happy to receive any tax revenue 
from an abandoned house?  The majority of abandoned properties in the city are 
not generating any tax revenue.  Double this individual's tax bill, and they 
will likely stop paying their taxes.  This will drive the property into tax 
sale and, based on the the current shape it is in, will quite possibly become 
another city owned property.  Good luck finding a reporter that would do a 
story on this.  How about one of the other tens of thousands of abandoned 
properties that are not generating ANY tax revenue?

See my rant about 300 E. Lorraine Street, an abandoned and
rapidly deteriorating house I’ve been complaining about for years.  I’m
getting no action from our elected officials, nor our city employees. 
They have not only let me down, but cost the city tens of thousands in lost tax
revenue: despite its condemnation classification, its taxed as a principal
residence rate.  The court ordered its demolition in December of
2007!  I’ve learned today that the owner claims it as her principal residence,
and it’s been taxed as such since 2003.



 



It’s completely uninhabitable, as the court found, and was
ordered razed 17 months ago.  So how does the city classify it as her
principal residence, accept her tax payment of just $650 in February of this 
year,
when no one has been inside since 2004?  Its not had rain gutters since
2004, and all rain water from the roof pours directly inside the kitchen from
the back wall: the windows are so black with mold you can’t see inside
anymore.

file was requested from the field and a contempt case was filed against Ms.
Neal to enforce the court order that required her to raze, rehabilitate or
transfer 300 E.  Lorraine.  I have not seen the returns from the
District Court but we expect the initial hearing to be on November 25th,
501 E. Fayette Street between 8:30 a.m. -12p.m.  Generally in a contempt
case the court would provide the owner with a deadline to comply with the
original order.  A daily fine automatically applies (usually $500 per
day)
if the owner fails to meet the deadline.  We will contact you
when we have confirmed the court date.

Just had a thought asking for shipping boxes

I'm selling five giant, two foot tall indivdual letters that spell B E E R S 
all individually on eBay1940s era letters that I salvaged from an old

[Chat] New CV Restaurant

On my way up St. Paul from the train station yesterday, I noticed lights on  
in the building on the northeast corner of St. Paul and 25th  Street...(catty 
corner from the subway).  I went up the stairs and  peeked in as I saw a menu 
posted on the door called MJ Soul Food.  It  appears to be opening very soon, 
as tables were set with salt and peppers, and  the place looked fresh and new. 
 Looks like you order from a kitchen side,  and then sit down.  Breakfast, 
lunch and dinner.  
 
Prices caught my eye...french fries and gravy for less than  $2!
 
I've also been watching renovations across the street at the (vacant) store  
front/restaurant on the southeast corner that looks like it will open with 
some  new business soon.

[Chat] Titanic survivor a native Charles Villager!

Greg and I are finishing up the research and writing of our Charles Village  
history tome, and its taken us longer than we expect...simply due to the 
amazing  amount of history to be gleaned within our borders.  
 
We have just confirmed that a native of Charles Village did indeed survive  
the Titanic disaster, along with her husband, two children, and a  maid.  Its 
quite a story, and I'll keep it a secret until the book  comes out later this 
year!

If find it amusing that everyone likes to see there real estate value rise,  
as your largest personal investment in most cases, but nobody wants to pay 
their  fair share of the taxes on it.  
 
In NY State, one used to be re-assessed at the sales price!  Our  assessments 
in MD are far below what one would sell their house for.  
 
With that said, perhaps the increase, especially to those absentee  landlords 
without the cap, will prompt them to sell abandoned and/or leased  houses in 
the area that are not well cared for.

[Chat] Eddies Liquor

Not long ago, I went into Eddies Liquor, and I was struck that the normally  
low stock of wine was almost depleted entirely.  My partner and I complain  
about their normal stock being rather pathetic...maybe 4-5 bottles of about 30  
varieties, but this visit I was struck when I saw a total of about 35 wine  
bottles in the entire place.  
 
All the floor bins were empty, and the remaining bottles were arranged  along 
the shelves with one bottle about every twelve inches.  It seems they  were 
not awaiting delivery of any wine soon, but spreading out stock to make it  
look more full.
 
Anybody heard an explanation?  If I didn't know better, I would say  the 
store is going out of business.

Many of the homes in CV are made with what is called iron spot brick; the  
bits of iron found in the clay spotted the surface when it was fired.   Roman 
bricks are longer and more slender or thinner than their typical  
counterparts.  Pressed brick have a very sharp edge (no chips on the  
corners) and 
were typically used for the front facade, as they were more  expensive than the 
cheaper, molded bricks.

[Chat] Deep Clean Follow Up!

Amazing.  Good thing I didn't apologize to the city for criticizing their 
imaginary deep clean program as someone suggested...I just ventured out today 
to do an errand in the alley, and the City never returned to pick up our bulk 
trash left out last Saturday!  Its still in the alley behind the 2600 block of 
Guilford.  

Yep, the same pile not picked up when the city mistakenly told us we were part 
of the deep clean last Saturday, the 23rd.  And, despite the promises to have 
it taken care of Tuesday the 26th, amid a plethora of city calls and apologies 
on their behalf, they never did.

So, now of course, its attracted additional bulk trash and garbage on top of 
the old pile.  I hope we don't need an emergency vehicle or police car down the 
alley anytime soon.  

I'll be calling AGAIN for pick up on Monday, but I've lost faith now that 
anyone will help out, especially with the holiday week upon us.

I have to agree with Eric on the way the flyers were distributed.  It would 
have helped to have a map on them, or even the basics: a telephone number!

I should apologize to the city for distributing a flyer more than two blocks 
away from their target promising deep clean, and then not following up?   When 
hundreds of townhouses all around me had the same flyer hanging on their 
doorknobs, how were we to tell that is was a mistake?  They could have come by 
a few days later, before the event, and corrected their mistake, and none of 
this would have been an issue.  Representatives from the City and Clarke's 
office have since called me with an apology, as they should have. 

In the meantime, our alley was impassable for four days (it's being cleaned 
today).  I wonder what legal action would have resulted if we needed a police 
cruiser or fire engine in the rear of our houses during the last four days?  

And if somebody could donate a voice mail machine for the Mayor's Office, that 
would be a nice gesture.  They may have even been one in the alley for a few 
days here...

I will follow up; the placard had no telephone number, of course, and the 
mayor's number in the tele book doesn't work!  I called the general city 
number, and the operator told me no body would answer the Mayor's new 
number.and she was right.  

So, I'll reach her on Monday, I guess, when the alley should be a complete and 
dangerous mess.

Think of all the money they would get from those speeding tickets...

As you are no doubt aware, on June 5 an alleged road rage incident
occurred during which a cab driver, who was traveling east on 28th
Street with a passenger, was shot at the intersection of Maryland and
28th by a passing motorist. Because this was the last straw in a long
list of traffic accidents and dangerous conditions endured by
residents along 28th Street for many decades (and they are getting
worse every year), on behalf of Westside Neighbors I asked Dana Moore
to have the CVCA sponsor a special meeting with City Transportation
Department Officials, Northern District Police, Belinda Conaway and
Mary Pat Clarke to discuss possible solutions to this problem.
Surrounding neighborhood association presidents and their members will
also be invited to participate. I wanted to have the meeting quickly
so that the memory of what happened is fresh in everyone's memory
because I believe it is symptomatic of a larger problem with traffic
on 28th Street.

The meeting date has been set for Wednesday, June 27, 2007, at 7:30
p.m. at Sts Philip and James Catholic Church at 29th and Charles

the Johns Hopkins University.

A lone man is looking up and down the street, apparently waiting for someone. A 
pickup truck drives up. The man says something to the driver, gets in and they 
drive off.

Minutes later, a block away, a woman is robbed at gunpoint by two men who speed 
off in a pickup. No one at the scene can describe the truck to campus security 
officers or to Baltimore police.

This case last June might have gone cold. But it did not. The Lovegrove caper 
was solved by technology that plays the role of an old-fashioned tipster.

[Chat] House Inquiry

I've been curious about the c.1965 one-story, green house that sits on the 
northwest corner of N. Charles Street and 31st Street, across the Street from X 
and O.   

Its just so out of place, looking like it should be situated in a tree lined 
suburb from the 1960s.  Does anyone know about its history?  

I suspect it might have been a model home of some sort, moved into place after 
an exhibition, perhaps?  

We're in the final stages of our history book on Charles Village, and we have 
unearthed many fascinating tidbits and individuals that we can't wait to share 
with all of you.  Look out for lots of inquires here as we finalize and fact 
check, for which we need all of your memory as long time CV residents.

Thanks everyone for all the good hints in which to investigate the history  
in the 1960s-2000.  Oddly, its a period where not many documents have  made 
their way into public archives yet, so its the most difficult to  research.  
That's why we will rely on you all to help us along!
 
I'll be asking lots of questions in the next two months, and hopefully you  
will all help just by reminiscing where you shopped and who you met, etc.  
 
Why was the store where Donna's is now, strange?   Intriguing!

Actually, its likely this is not the original (as it states corrections are 
handwritten) but a early draft or copy of the document. 

The original would have had to have been filed in probate for the estate to 
settleand is likely now in the Maryland Archives. Copies of Wills were 
frequently made for family members attending the reading. 

That said, its also possible somebody stole the original from the probate 
archives to salvage his signature (typically cut from the document), and then 
proceeded to sell the Last Will  Testiment. 

Its interesting to see this on eBay!

Apple was an old client of mine; he was really into knowing the history of 
his rather unusual Georgetown house; it had been remodeled in the Art Deco style 
in the 1930s, complete with chrome trim.

Hello!

Just wanted to follow the urban trend, and not hold an Old House Enthusiast 
meeting in August...its just too hot to talk shop lately!

Rest assured, we will return in September. Anyone care to host? 


P.S. Greg and I just had a faux copper ceiling installed in our front 
room, filmed for an HGTV show coined "I Want That" that will air this 
fall.It's a great product, and at $4 a square foot, half the cost of 
real copper...it comes in many different finishes, and you can't tell its not 
real copper even up close...its plastic. 

Producers from HGTVoften ask me if I know others willing to install 
somethinglike this in their homes for filming purposes, so if anyone is, 
send along your email and I'll create a list to forward 
inquires.Filming took about twoand a half days total (over a 
week period), including installation and extra host wraps, etc. It's 
a great way to promote Charles Village and 
Baltimore!

If you want a picture, I'll be glad to send one along.

[Chat] CV Historic District

Simple question: 

Is there a local design review committee for alterations or new 
construction withinthe boundaries of the CV Historic District, or are all 
design reviews done at the city level?As a DC transplant, I'm trying to 
figure out the differences in historic districtreview.  

(In DC, local groups located within the specific HD hold design review 
sessions, then recommends their findings to a city wide 
HistoricPreservationReview Board, as do other, elected entities, 
such as the Advisory Neighborhood Commissioners).

Thanks, John,that explains the difference all right. In DC, the 
norm is that a historic district is first designated local (with review), then 
national (mere formality). 

Also, I read with caution the Baltimore change of CHAP into the planning 
office. DC did the same a few years ago with their equivalent (Hist Pres 
Division and HP Review Board), without first thinking through the enforcement 
issue; now that they are part of planning, they have no enforcement of 
violations capability like they didwhen they were formerly with 
DCRA. I suspect the same will happen with CHAP. 

I was about to write a letter to the Sun concerning the same 
thing!

I'm sure CV has discussed becoming a local district in the past, but would 
it be appropriate to discuss the pros and cons again at this time?

[Chat] Brown Water

Anybody else having medium brown water emulating from their taps? 


Ours ran brown for awhile this morning; quite disgusting, actually, and by 
far the worse I've seen. I suspect its sediment or rust stirred up from a 
repair somewhere along the line, but its also happened before. It would 
certainly clog up a water/icerefrigerator filter fast (which are 
expensive)

We put out a bird feeder this winter, whichfirst concerned us that 
rats would be attracted to the dropped food. Instead, we have three or 
four alley cats sitting atop our fence, watching the birds safely eating at a 
distance (including a pair of cardinals). I think the night and 
daystake outby the cats is keeping the rats at bay. We also 
blocked the lower portion of our fence so they can't run from one yard to 
another, or in from the alley. 

We may have thewhole food chain out there soon.

[Chat] Water Quality

Over the last few weeks, we have noticed a very light brown water 
coming from the tapsnot a nice site. We have new interior plumbing, 
and have noticed some work being done on the streets...anyone else getting 
slightly dirty water?
