Please distribute this notice to others living and working in the 
neighborhoods proximate to the Johns Hopkins University Homewood campus in 
Charles 
Village regarding (1) a test of the emergency alert system and (2) The Hub (a 
new web-based center with news and other info at JHU, including many 
resources for our neighbors).

 

Homewood Campus Safety and Security will conduct a test of the campus 
siren/public address system and the Johns Hopkins Emergency Alert text 
messaging 
system at 1 p.m. on Tuesday, September 11, 2012. The text alerts are only 
available to Johns Hopkins affiliates.

 

The test will be a full-scale simultaneous activation of both the siren/PA 
and emergency text system. The sirens will simultaneously sound the alert 
tone and then sequentially broadcast the voice message, announcing, This is a 
test of the Homewood campus emergency warning system. Those Johns Hopkins 
affiliates who have subscribed to the text message alert system will receive 
a brief message that reads, This is a test of the Homewood Emergency Alert 
text message system. There is NO EMERGENCY. Had there been an imminent 
threat additional information would follow. Shortly after the public address 
broadcast, an all-clear alert tone will sound, followed by the message saying, 
in part, This has been a test of the Homewood campus emergency warning 
system. Had there been an actual emergency, you would have been given specific 
instructions on what to do.

 

Because the public address system incorporates a silent self-test feature 
that will exercise each module on a weekly basis, Campus Safety and Security 
will schedule live tests only three times a year. The main purpose of the 
exercise is to familiarize the Homewood community with the sound of the 
system. Except for these periodic tests, the system will be used only in the 
event of an incident or situation that presents a significant threat to the 
lives or safety of the campus community.

Say it isn't so! Good news for our friend Jon Walter..sad news for the 
rest of us! Community Relations Officer Jon Walter is retiring at the end of 
this month! After 22 years of dedicated above and beyond the call of duty 
service to the citizens of Baltimore City, and in particular all of us in 
the Northern District, Jon is wrapping things up and has placed a big red 
circle around September 28 as his last day on the force.

To celebrate Jon's exemplary career with the Baltimore City Police Dept and 
to thank Jon for all he has done for each of us and every one of our 
communities, we are making plans to bid him a fond farewell at September's 
Community Council meeting:

I just received a very weird message allegedly from the CHAT list that CHAT 
messages to my email address are bouncing and I am just checking to see of 
this is true.

Somebody on the Chat list please reply directly to my email address and 
tell me whether there have been any CHAT messages over the past weekend.  I 
need to confirm whether CHAT messages to my email address are bouncing or not 
and what to do about it.  I haven't seen a CHAT message in quite some time.

Storm Recovery Volunteers Needed: Prepare and Distribute Food to Families In 
Need



Dear Friends  Supporters,



As you know, a severe, hurricane-strength storm ripped through our area over 
the weekend, and many are still without power in this sweltering heat.



The Salvation Army canteen is a van managed by small groups of volunteers to 
travel through areas of critical need distributing food and other supplies.  
They are increasing the trips over the next couple of days and they desperately 
need volunteers to help assemble sandwiches and distribute them.



Volunteers will meet at the Salvation Army warehouse in Hampden over the course 
of this week, at least through Friday.  Shifts will be from 9:00 AM - 1:00 PM 
and 1:00 PM - 4:00 PM.



Please call Salvation Army before arriving at the warehouse.  To sign up for a 
shift, call Peggy Vick, Director of Volunteer Services with the Salvation Army, 
at 443.677.6468.

Because we have some!

 

CVCBD received several tree varieties from TreeBaltimore to plant in both
yards and sidewalks. However it's heating up outside faster than we can find
locations to plant them. If you are interested and a property owner or have
permission to plant in a tree well, please reply to this email. These trees
need to be planted ASAP and watered frequently in order to survive. 

 

Up to the challenge? Good. 

 

We have a handful each of Red Maple, Regal Oak, Eastern Redbud, and
Ornamental Cherries. First come, first serve if you'd like a specific type
of tree. Also, let me know if you need help with transportation and
planting. We can coordinate to have the trees dropped off and shovels
available. This is a great project to coordinate with your neighbors if you
have several empty tree wells on your block. Let's increase Baltimore's tree
canopy!

Just a reminder to inform you of upcoming events that will be occurring at 
and around the Johns Hopkins University Homewood campus, including 
Commencement on Thursday, May 24. Please pass this information on to your 
neighbors.

1. Commencement will occur at Homewood Field on May 24. Please be aware 
that this will bring additional activity near Homewood Field, on the campus, 
and around student residencies (including off campus housing). We are 
replicating the successful actions taken over the past several years to 
minimize the 
impact on our neighbors, including providing off-street parking to 
accommodate all guests, placing traffic control officers at key locations, and 
utilizing directional signage. 

2. Many Johns Hopkins students will be moving out between May 9th and 29th, 
with the majority of them departing around May 17th . Please be aware of 
additional activity on and around the JHU Homewood campus. For the sixth 
consecutive year, JHU will be providing its highly successful trash removal 
services for students moving out of row homes and other private residences 
within 
the neighborhoods surrounding the campus.

3. Third Annual JH-U-Turn: Call for Volunteers

 JH-U-Turn is a sale of used student items designed to help reduce waste 
and support a great cause. Volunteers are needed.

The Health Department will be hosting another community meeting to provide 
an additional opportunity for residents to learn about their community's

I just checked out the Baltimore Bocce League link that Chad Abrams just 
supplied and I think I have just figured out that the Hampden Group lists 
Wyman Park as the location, for league play at 6:30 pm on Thursdays starting 
July 12. You can signup between now and June 30 as a member of a team, or as a 
free agent, or you can start a team. People currently registering.  Groups 
are just forming and no teams are listed yet. Just individuals signing up.

So even though the Groupon Link does not list this location, the 50% off 
Groupon offer still works for the Hampden Group which is demonstrated by the 
number of people who  have registered since the Groupon came out in the last 
2 days.

You should call 311 because it is no longer an emergency.  If you had 
called immediately after discovering the crime, 911 would have been the proper 
choice.

When you call 311 report what happened and request a police officer to come 
to your house to take a report of a larceny from auto. Then call Officer 
O'Donnell and if he is on duty he will take the call.  

Officer O'Donnell is a nice resource to have but you should always call 911 
(or 311 in this case) before calling Officer O'Donnell.

 because proper reporting leads to crime statistics which properly reflect the

You did the right thing by calling 311 first and I hope you saved your 
complaint numbers.  The Mayor's Office promises us that if we call 311 and get 
complaint numbers the Mayor's Office will review the 311 calls through the 
CitiStat System and will hold city agencies responsible for not handling the 
complaints in a timely manner.  Before we can report the lack of response to 
the Mayor's Office we will need the location of the dead tree, the dates and 
times of the 311 calls, and the complaint numbers so that they can 
investigate the reason for the failed response.  Please provide that 
information to 
me and the CVCA Sanitation/Beautification Committee will make the necessary 
inquiries and we will add your location to the committee's list of dead tree 
removal requests for followup.

Once you tell me where the tree is located, we will copy our city 
councilperson for that District who can also assist us with any 
nonresponsiveness.

Once the dead tree is removed, the same process must be followed to get the 
stump grinded and a new tree planted because they are all done on separate 
work lists and by separate supervisors.  You should make 311 calls and keep 
complaint numbers and dates for each of the 3 steps. 

Once the 311 call is made, the complaint number recorded, and all info 
forwarded to me, we contact Forestry for followup on requests for removal of 
dead trees and for followup of new tree planting requests. The list for spring 
planting is closed but they are taking requests for fall planting now.  We 
have already requested the planting of 3 new trees on the Fall list and there 
is room for more, if the treewells are ready for planting.

We also work with a volunteer group known as the Charles Village Tree 
Stewards which seeks grant money to rent equipment to make new tree wells and 
to 
enlarge current tree wells to accommodate growing trees. This volunteer 
group, led by Peter Duvall, also works with Forestry Dept to assist with the 
planting of new trees.  When they are able to do so, they pick up trees from 
the City and plant them where needed as a way to get more trees planted than 
the City can do on its own. So we share our list of new tree planting 
requests with the Tree Stewards so that we are always on the same page, or we 
try 
to be.  The Tree Stewards are planning a tree well creation and enlargement 
day on Saturday, April 28 but they are not planning to plant any new trees 
until the Fall because of the dry conditions.

Once the new tree is planted, the neighbors nearest must keep it watered We 
have seen many trees recently planted die because of neglect.

Waverly Main Street commemorates The War of 1812 Bicentennial from 12:00 PM 
to 2:00 PM on Sunday, April 1, 2012 with a walk through history beginning 
on the site of a former American Revolutionary military barracks at 3009 
Greenmount Ave Old York Rd, now St Johns in the Village. 

Stops along the way include Waverly Fire House, which has protected and 
served the village for over a hundred years, old US Post Office Waverly 
Station, historically renovated for reuse as Ace Hardware, Waverly Historic 
Marker 
on Olmsted Green, 

Waverly Main Street office and historic marker on Merryman Lane, concluding 
with a reception outside old Waverly Town Hall, 3100 Greenmount Avenue and 
31st Street, 
a Baltimore Landmark where villagers voted for annexation into the city in 
1888.

THE NEW HISTORIC SIGN IN FRONT OF THE TOWN HALL TELLING THE STORY OF THE 
BUILDING AS A COMMUNITY CENTER AND ITS RECENT DESIGNATION AS A CITY LANDMARK

POETRY IN COMMUNITY will recite revolutionary verse including Francis

From Waverly A Narrative of Bygone Years 1731-1960 by John Allen Sipes and 
Patricia Ann Riggle (Baltimore 1979)

At least one small contingent of the army that wrest the colonies from 
George III was headquartered in Waverly. On the modern site of Saint John's 
Church a stone barracks was built to house soldiers of the Revolution. Again 
during the War of 1812 the barracks served as a rest center for weary troopers. 
And it was this same barracks that became Waverly's first schoolhouse as 
well as headquarters for the village magistrate.

General Sam Smith, heroic defender of Baltimore during the War of 1812, 
chose Waverly as the site for his own lofty estate, Montebello. This 
architectural gem with its magnificently columned veranda stood at the east end 
of 
Thirty-Third Street until its destruction in 1907.

I have forwarded your message to Diana Mitchell, Community Safety 
Coordinator, at CVCBD, and to Deputy Major Worley of Northern District, for 
followup 
and discussion about enhanced patrols in that area.  If an arrest is made, 
Deputy Major Worley will let us know.

Deputy Major Worley stated at a recent meeting that year to date crime in 
charles village is up about 15% simply due to an increase in burglaries. 
Robberies and larceny from auto are both down.   He stated that the crime stats 
are lower above 28th Street where JHU Security Patrols.  He stated that he 
has worked on segway patrols in the past in Mt Vernon and finds them a great 
tool for that area and would be a great tool for Charles Village. 

The CVCBD proposes to raise the surtax in order to, among other things, 
provide an off-duty police patrol of targeted areas and is holding a public 
meeting to discuss the FY 2013 Budget plan on Tuesday, March 27, 6:30 – 8:00 pm 
at  Lovely Lane Church, 22nd and Saint Paul St.  There will be a 
presentation of the budget and program services recommended by the CVCBDMA 
Board that 
asks for a surtax rate increase from the current 12 cents per $100 of 
assessed property value to 12.5 cents per $100.  This equates to an approx 
average 
tax increase to residential property homeowners of approximately $5/year.  

To view the CVCBD's current supplemental Programs/Services, please go to

Community 2012.  This coming fiscal year, the CVCBD is looking to provide 
even more services/programs.

 Yesterday afternoon around 3:00, someone broke into 300 E. Lorraine, the 
 rehabbed 
 house that was bought a few months ago by a young woman who lives there 
 with her son. They broke in through the basement (like most of the other ones 
 that occurred on the 2600 block of Guilford) and stole a laptop, 
 children's clothes and attempted to steal the flat screen TV but was unable 
 to carry 
 it (thankfully).  She has an alarm but they got away before police 
 arrived.  
 
 
 
 And, no, her windows were not open or any of the other excuses the 
 Northern Police District likes to give. Her house was secure with an alarm in

Greg:

Safety is just as important as sanitation to me, personally, so I agree 
with your concerns.  As a result, I attend safety meetings, keep in contact 
with the Safety Program of the CVCBD, and the Northern District Police, and 
patrol with the Neighborhood Walkers whenever I can.  If those who care about 
Safety show up at meetings and at events, the CVCBD Board will see that it is 
not only me that pushes for more safety programs and more will change more 
quickly.

Residents are part of the Crime Prevention equation.  In order to be an 
effective partner in crime prevention, we must participate in crime prevention 
efforts daily and not just when an incident occurs.  When CVCBD or the 
Northern District reminds us of ways we can contribute, we must not accept that 
information in a defensive manner, but in the spirit in which it is intended. 
 The police want us to be well informed so that we can be more effective 
partners in crime prevention.  If burglars keep breaking into houses through 
open windows and doors, as an example, the police will get the message that 
they need to keep reminding us and that means we are not getting the word out 
broadly enough.  That is why we keep hearing it.

The Northern District Police have been very responsive and are working 
closely with our efforts to prevent crime.  If we all sign up for the CVCBD 
crime alerts and attend bimonthly CVCA general membership meetings, we will 
receive information about crime stats. Increased police patrols in targeted 
areas, and arrests that have been made.  If you go online at 
www.charlesvillage.org, the CVCBD website, you will see the monthly crime watch 
report which 
shows which arrests the CVCBD is tracking through the courts and for which 
they are sending Community Impact Letters for sentencing.  The Northern 
District attends the monthly CVCBD Safety Advisory Council meetings and 
provides 
stats and adjusts patrols accordingly.  I communicate with the Major and 
Deputy Major at least twice a week, and lately more often, updating them on 
resident complaints and obtaining additional info that I can pass on to 
concerned 
residents.  They tell me that they inform the officers on the beat daily 
where the problems areas are to target and how to improve response time to 911 
calls.  They report back to me if I ask them for response times on any 
given 911 call.  I am waiting to hear back about the one related to the 
break-in 
in the 300 block of E. Lorraine on 3/19 at 3 p.m.  I will share that info 
with you when I receive it.  

The CVCA Safety Committee has been looking for a volunteer to attend the 
Monthly Northern District Community Council which is held on the 3rd Wednesday 
of each month at the Northern District Headquarters but so far no one has 
volunteered to attend on behalf of the Safety Committee.  Please consider 
volunteering for that role, or helping me find a concerned citizen who will do 
so.  It is the same night as the CVCA Board meetings so I am unable to 
attend.  The March meeting is tonight.

 months. My comment relates to the fact that every meeting I go to, when crime 
 comes up, it seems like the police and others are implying that somehow the 
 victim is at fault. At our recent meeting at the CVCBD all I heard was 
 that our block is too dark, people leave their windows open, etc.  All valid 
 points, but at some point, law enforcement and the CVCBD must be held 
 accountable as well. I always hear about increased patrolling but never see 
 it.

Thanks for this report.  I would happily ask the Deputy Major for followup 
if you could give me the date, time and subject location for the 911 call, 
and the names of either the offending officers or the supervisor who showed 
up later.  The Major and Deputy Major have told me on numerous occasions that 
they are committed to better training of officers.  I would like to hold 
the offending officers and the supervising officer  accountable for their 
statements but to do so I need the details.  I would like to know what 
corrective action the offending police officers received.  The more detail I 
have to 
confront them with, the more effective that confrontation will be.  
Otherwise, all I can do is report the story and ask the Major to address the 
problem 
generally at roll call.  But it would be better if we could nail down the 
incident by date and time and location or names of offending officers to make 
sure that they received corrective instruction.

Let me know if you can provide more detail for followup.

 standards.  A few months back a couple of kids broke the backdoor window of 
 my across the alley neighbor's house.  I called the police before the kids

 heard the glass break.  It took a LONG time for the police to come - we 
 actually flagged down a patrolling car (which had not heard from the 
 dispatcher 
 that there was a problem) BEFORE the police car that was dispatched showed 
 up.  And both officers did little.  I doubt they even took 
 reports..and told us that they couldn't do anything because the call had 
 to come from 
 the neighbor whose house was broken into.  DUH!!!  Later in the afternoon 
 an officer of a much higher rank showed up to ask us about what happened.  
 He was pretty ticked off at how the two responding officers had acted.  But 
 I don't know what happened with that.  There's no feedback. Based on this 
 experience, I wouldn't rely on police officers to show up in time to do

Join Neighborhood Walkers on Patrol tomorrow evening at 6:30 on the corner 
of Charles and 26th street as we patrol through the district. The walks are 
usually an hr long, we walk through the neighborhood, with a Northern

locating the suspicious person who was knocking on doors on 1/31, based upon 
the detailed description and location you provided:


Sharon,

I will have something put on the Special Attention list so that the 
officers are on the lookout for him. As soon as anyone sees anything like this 
they 
should immediately call 911. Unfortunately, someone like this is just 
looking to take advantage of someone and most of the time they are targeting 
the 
elderly, so please make sure everyone looks out for their neighbors. They 
also use this as a chance to knock on a door to see if anyone is home. If they 
don't get an answer they may go to the rear or break in the front. If 
someone answers they ask for someone who doesn't exist or make up a story. 

We haven't been experiencing any problems like this recently. However, if 
someone comes to your door soliciting anything ask them for ID. If they are 
legitimate they will have no problem showing you their ID. In most cases the 
ID is hanging around their neck to clearly identify them. Even if that is 
the case, ask to see it or just deny them any contact and say your aren't 
interested. 

The best advice I can give is that if something doesn't seem right, it 
usually isn't. Call us and let us investigate.

It seems that the lack of response time to the 911 call was a result of a 
number of factors that need improvement.  If we give the 911 Operator our 
location and phone number and say that we want to speak to the officer that 
will speed things up.  The officer answered the call in 5 minutes but did not 
have an address or phone number for the caller.  So that is one of the 
reasons why the officer did not find you or your neighbor.  The other reason is 
because the officer did not call the dispatcher back and get the call back 
number from the 911 operator, which she could have done.  I told him the Deputy 
Major that we would continue to advise residents to provide detailed 
information when making 911 calls and he promised to remind the patrol officers 
to 
do more to locate 911 callers.

Here is what Deputy Major Worley just told me:

The call was dispatched and the officer gave it a code which indicated that 
she was unable to locate the victim or reporting person. It looks like the 
call came in from the cell phone tower at 1 University Parkway and was 
dispatched to 3000 Vineyard. The officer arrived in he area within 5 minutes of 
the call being dispatched and was unable to locate the caller or the 
suspicious person. It seems the problem was with the wording in the call. The 
text 
said that the caller was willing to speak to the officer but it did not 
give a location where the caller could be located. The officer could have done 
more by asking for a call back number to speak to the caller.

It seems to be a breakdown in communication that we can fix easily. The 
caller has to tell the dispatcher they want to speak to the officer and if 
they are using a cell phone they will need to give a location where the 
officer can locate them. On our end, we will give the officers training at roll 
call about using call back numbers. I know this is something technical but 
with people wanting to remain anonymous and privacy laws the officer may err on 
the side of caution. 

I think as we correct these things and move on the lines of communication 
will improve. We need all the help we can get and I hope this incident 
doesn't discourage anyone from calling 911. 

It is a work in progress but the biggest step is we have people calling. We 
can always do better on our end and we will. It's encouraging that the 
people not only care enough to call but they also care enough to send an email 
to bring our attention to issues as they arise. We can fix them and get 
better with every call and every email. Communication is the key to success and 
we are definitely moving in the right direction.

Suspicious Activity is cause for calling 911 so you did the right thing.  
If you described the activity you observed that should have been enough to 
get a squad car out to question the suspect.  And it is certainly enough to 
put the police on the lookout for this individual.  I get quicker results when 
I call 911 by using my Northern District Crime Watch number (for 
application see www.charlesvillage.net, www.charlesvillage.org, or ask me), and 
by 
using code words like, Suspicious person canvassing houses under false 
pretenses, etc.  The activity you described is what burglars do to determine 
which 
houses have someone home and which do not.

I am meeting with Deputy Major Worley at 1 PM today at the monthly CVCBD 
SAC meeting and can have a discussion with him about your experience. But he 
will ask me for details.

Did the police arrive? Did they question the suspect? If not, can you give 
me a description of the suspect? What did the suspect do after he left your 
house?  What block of which street did it occur on? Please provide some 
additional details, including your neighbor's name, address, phone number, and 
your address and phone number to provide to police who may want to speak to 
you before trying to locate and question the suspect.

depending on the crowd. We did pretty good last weekend and I want to that

CHRISTMAS EVE OPEN HOUSE

We will be open Christmas Eve for an international culinary open house. We 
be serving Italian, German, Swedish and American holiday foods including a 
roast turkey, smoked salmon, stuffed loin of pork and Swedish Korv Christmas 
sausage among other things.We are teaming up with Claudia and staff from 
Cafe Einstein in Fells Point for this event and she will prepare and amazing 
German Schnitzel with Gorgonzola Sauce and of course we sell her amazing 
cakes.

For all you Vegans, Vegetarians and pork free customers we will have 
awesome food for you as well.

The open house menu will have NO SET PRICES. All we ask is that you BYOB

No, it is a special meeting set up just yesterday by CVCBD between the 
Northern District and the community associations within CVCBD boundaries, i.e., 
Abell, Charles Village, Harwood, and Old Goucher regarding the prostitution 
problem in various parts of the Greater Charles Village area.  Problem areas 
identified by residents so far are: below 25th Street between Guilford and 
Howard Streets, Calvert and 27th Streets, and the 2500-2600 blocks of 
Maryland and Howard Streets. Complaints are old and ongoing below 25th Street 
and 
in 2011 areas north of 25th Street have seen an increase in activity which I 
fear may be a result of the increased enforcement efforts below 25th 
Street, i.e., moving the problem around instead of resolving it.

At the October 19th Charles Village Safety Meeting, Major Tapp-Harper 
advised us that the Northern District had a plan for enhancing enforcement 
efforts to rid the area of prostitution which included sending written warning 
notices to the homes of the johns, and other examples of directing the 
enforcement toward the customers.  The Major is holding this additional meeting 
because the complaints continue to come from residents but when she checks the 
911 calls they are not as numerous as the complaints she is receiving in 
community meetings. Therefore, she is offering the residents this additional 
opportunity to provide the Northern District with more detailed information 
about the location and severity of the activity.  That is the reasons residents 
are being asked to submit specific questions and/or reports of activity 
with details prior to the meeting.

The Northern District Community Council meetings are held on the 3rd 
Wednesday of each month at the Northern District Office at 6 PM which is the 
same 
date as the CVCA Board Meetings so the CVCA has been looking for a volunteer 
to gather community concerns from the CVCA Safety Committee, to attend 
those meetings and report back to the CVCA Safety Committee each month.  If 
anyone is interested in assisting the community with that, please let me know.

Description of Work: 

Dear resident/property owner, 

In order to improve the efficiency and accuracy of our utility billing 
system, the Bureau of Water and Wastewater will be replacing your water meter. 
Approximately 40 years ago an internal meter was installed at your property. 
These meters are now obsolete and their internal location complicates 
obtaining an accurate read. 

This is part of a longer-range project to completely automate the entire 
metering system. Over the next several weeks you will see a new meter vault 
being installed in your sidewalk. This will be covered with a temporary 
asphalt and sand patch. Try not to walk on that to avoid tracking it in you 
house. 


This will be followed with an actual meter installation a week or two. This 
will involve a very brief (up to one hour) interruption to your water 
service. Our crews will knock on your door to alert you when this installation 
occurs. This will be done at no cost to you. There is a very slight chance 
that if you have deteriorated plumbing in your building that you may need to 
have your plumber do some internal upgrades. Finally, the existing meter 
inside your building will remain in place. It will not impact your water 
service.

Sharon, Thanks for contacting me.

 I just pulled the permits, and it looks like the permit approving a “
change of ownership” is currently under review. The new lessee is a 
“deli/grocery
” though since it is just outside the Charles/25th URP, I will not get to 
review it (I typically only approve URP or PUD permits in my district). The 
permit has been approved by the zoning office, and is awaiting building, fire 
and health department inspections. 



A little bit more on why zoning would have approved this… the property is 
currently (and should be in the next code) zoned residential, R-6; however, 
the non-conforming use as a grocery store pre-dates the 1971 zoning code and 
is thus “grandfathered” in. As long as the non-conforming use is not 
expanded or terminated, the use is allowed to continue, even if ownership 
changes, 
and does not require BMZA or “Board” approval. So to answer your original 
question about ‘protesting a change in use,’ technically, there is no 
evidence of a change in use per se (it’s allegedly going from a grocery store 
to 
a grocery store), and I have no evidence at this time of a proposed fried 
chicken establishment.

 

My recommendation if you have serious concerns about this property being 
used for a purpose other than that stated in the permit application would be 
to contact the zoning office (410-396-4126) regarding this matter, and I 
suggest using the property address of 219 E. 27th Street (physical address) or 
2648 Guilford Avenue (mailing address). The permit number is USE2011-03311. 
Let’s be in touch, too, if there are any new developments in this case.

The problem is prevalent.  When it happened at 28th and Maryland at 4 a.m., 
I called Salem Reiner at JHU and he called the company to stop it.  So the 
best thing to do is to locate the person or company paying the bill for 
dumpster pickup at that location and approach them with the request to contact 
the company to come after 7 am.

There is a City ordinance prohibiting dumpster pickup in residential areas 
but I am not sure of the hours.  The city ordinances and laws are online at 
www.baltimorecity.gov.

There is a storage place at 26th and Charles where the old moving van place 
used to be.  I should know the name but it escapes me at the moment.  The 
owner came to the CVCA Land Use Committee before setting up and they were 
very interested in being a good neighbor.  They planted shrubbery, promised not 
to park on the front lawn, and promised not to allow truck to park 
endlessly on the street. They have kept those promises.  I am not sure but they 
may 
even be offering a discount to CVCA members.  Check out the CVCA website at

Dear Charles Village Residents:

I am forwarding to you a message that I received from the Old Goucher 
google group on Sunday about the passing of Michael Deets, a representative of 
the Charles North Community, who worked with the CVCA, Old Goucher, and Abell 
Land Use Committees on Comprehensive Rezoning over the past year. 

His is a tremendous loss, not only for the Charles North Community, but for 
the surrounding neighborhoods as well.  He was always a positive presence, 
moving the agenda along, and always successfully completing the work he 
volunteered to handle.  He also offered the Traffic Calming committee his 
support and assistance for the removal of rush hour restrictions on St. Paul 
Street.

His obituary appeared one day in the Baltimore Sun on Sunday, March 6. His  
memorial service is set for Saturday, March 12 at  2 p.m. at St. Mark's 
Lutheran Church at 1900 St. Paul Street.  More details about a memorial fund 
are attached.

Upcoming Events at Margaret Brent

School Family Council Mtg:

Jan 10th 3pm in room 143 we will hear about a number of important activities
happening at the school including updates about the redesigning of the outdoor
facilities and Safe Routes—an organization dedicated to making safer walking
routes to and from school.

Baltimore Education Coalition Training:

School funding cuts, teacher pension shifts, and further unforeseen cuts are
very real possibilities this year due to the massive budget shortfall. We can
do our part to prevent these cuts by organizing the community to pressure their
legislators to support our schools.

The Baltimore Education Coalition is a well-established group that has
prevented similar cuts to BCPS in the past, and is working even harder this
year to combat these new threats. So please urge your friends, neighbors,
colleagues, etc to attend the BEC Advocacy Training on Thursday, January 13th
from 5:30-8:30 at Digital Harbor HS so they can learn how to advocate for their
public schools.

Career Day:

Jan. 28th from 1-2:15 community members, parents, guardians and friends are
invited to display a table of information on their career or profession.
Similar to International Health day, students will travel around the hallways
to visit different table set-ups.  They will also have their quarter 2 projects
on display for the community and fellow students to check out.  If you are

 improvements will discourage through traffic and reduce traffic speed without

  of the school headquarters
 
   
 
  4.   27th 31st St. intersections reduced from a 4 way to 2 way stop
 
   
 
  5.   Bike emergency vehicle friendly speed humps on the 2600 block 
 and
 
  2700 block of Guilford
 
   
 
  6.   Curb extensions on the southwest corner of North Ave Guilford 
 to
 
  provide for better bike pedestrian protection
 
   
 
  7.   Widening the median crossing at North Ave from 6' to 12'.  While
 
  two separate crossings for pedestrians and bicycles were preferred, the 
 location of signal poles prevented this option.
 
   
 
  8.   Green sharrows on approaches to 33rd St crossing and green bike
 
  lanes on the 33rd St median crossing.
 
   
 
  9.   Wayfinding signs indicating destination, distance and direction
 
   
 
  10.  A white pavement marking to delineate the on-street parking from

Thanks for providing another perspective.  We all benefit from the hearing 
it.  I don't mind getting the Sun Plus and I have even benefited from 
reading them. When I have finished reading them I simply recycle them.  No harm 
done.  The fact that local businesses support the Sun Plus delivery will 
definitely inform my decision on whether to cancel the delivery.

All:

The bigger issue is when property owners or tenants do not pick them up and 
dispose of them but leave them on the street or on their porch for days.  
This problem we can solve only by opening up lines of communication with our 
neighbors and asking them not to litter and to maintain a clean exterior.  
We can advocate for our blocks and keep our blocks safer by getting to know 
as many owners and residents on our block as possible, making them feel like 
part of the neighborhood, informing them of neighborhood clean and safe 
standards and, if all else fails, by using the systems and processes that exist 
to change offensive behavior.

If anyone would like to help with this effort by becoming a block leader on 
their block or by joining the CVCA Sanitation Committee where issues such 
as these are discussed and solutions proposed, please contact me.

 few Sanitation heads.  Unfortunately the CVCBD Clean Team can not remove 
 hazardous waste because it takes special training and special equipment to

 with the material.  It also takes a special place to assign to dispose of 
 the material.   I am inquiring on ways and methods the residents can 
 dispose of this material if the City not longer can deal with the material.

 items and trash…these items end up in our alleys and hazardous material like 
 old motor oil is dumped in the sewers and find its way into our waterways

[Chat] Lights and electric in Wyman Park Dell

Councilwoman Clarke:

Baltimore City Recreation and Parks is aware of the lights out in Wyman 
Park Dell. We have experienced an epidemic of theft of copper wire between the 
poles. The wire has been stolen in the Dell twice. Stolen In Patterson Park 
three times. Stolen from Violetville Park. A couple months ago stolen from 
Latrobe Park.

We have a solution that seems to be theft proof. We have replaced the wire 
in Violetville and are almost finished in Patterson Park. We will move to 
the Dell next. It is expensive but we have identified capital funds to 
replace.

DOT Street Lighting has been kind enough to replace the wire in the past. 
Now BCRP is responsible for replacing the wire. I hope to have the Dell 
finished by mid-January.

Peak Hour restrictions (7:00 – 9:30 am) are being removed from the westside of

Peak Hour restrictions (7:00 – 9:30 am) are being removed from the westside of 
St. Paul Street, North Avenue to University Parkway. DOT’s peak restriction 
signs are being removed before Christmas, but the RPP signs still note the 
restrictions.

 

Mr. Little, Please tape over and then replace the RPP signs which note these 
peak restrictions.

 

Mr. Unitas, DO NOT TICKET FOR PEAK HOUR PARKING once DOT’s restriction signs 
are removed, even if the RPP signs still note.

which may take some additional time, and in confirming that, despite those few

Dear Neighbors:

Just like last year, David Canova is coordinating a yard sale with 
neighbors on the 2600 block of Maryland and the unit and 100 blocks of 27th 
Street 
for the morning of Saturday, August 28, 2010. So far, he and Jim Coffin, and 
Diane Brunetti are down for this and he is looking for more Participants. He 
is posting an ad on Craigslist. The time will be from 7:30AM - 1pm. He 
believes that the more houses who participate, the more shoppers we can 
attract. 
Maybe some residents of the 2700-2800 blocks of Maryland or the 2600-2800 
blocks of Howard may want to participate.

I am forwarding a Press Release (below) regarding CV Safety. Please attend,

District Major Ross Buzzuro, all three of CV's Council Members including City 
Council President Young, David Hill, E.D. CVCBD, Ed Skrodski, E.D. Johns 
Hopkins Security, Karen Stokes, Executive Director, GHCC, Charles Village 
Citizens on Patrol (COP) Community Association leaders from various 
neighborhoods. 

WHAT: Council members Stokes, Clarke and Conaway will host a press 
conference with several Charles Village community leaders and institutional 
partners 
to show solidarity and to put out a call to action to address recent 
violence. Attacks on Charles Village residents have increased over the last 
several months including the murder of Johns Hopkins researcher Stephen 
Pitcairn.

Charles Village leaders and Citizens On Patrol (COP) walkers will join 
together for a press conference with Police Commissioner Frederick Bealefeld,

Wednesday COP patrol. David Hill, director of the Charles Village Community

profound sympathy to the family of homicide victim and neighbor Stephen 
Pitcairn

summit to plan and coordinate an all-out strategy to fight back and restore 
Charles Village to its traditional safety and sociability. This summit will

monitor court proceedings involving the two suspects arrested by Northern
