However it's heating up outside faster than we can find locations to plant them. If you are interested and a property owner or have permission to plant in a tree well, please reply to this email. These trees need to be planted ASAP and watered frequently in order to survive. Up to the challenge? Good. We have a handful each of Red Maple, Regal Oak, Eastern Redbud, and Ornamental Cherries. First come, first serve if you'd like a specific type of tree. Also, let me know if you need help with transportation and planting. We can coordinate to have the trees dropped off and shovels available. This is a great project to coordinate with your neighbors if you have several empty tree wells on your block. I just checked out the Baltimore Bocce League link that Chad Abrams just supplied and I think I have just figured out that the Hampden Group lists Wyman Park as the location, for league play at 6:30 pm on Thursdays starting July 12. You can signup between now and June 30 as a member of a team, or as a free agent, or you can start a team. People currently registering. Groups are just forming and no teams are listed yet. Just individuals signing up. So even though the Groupon Link does not list this location, the 50% off Groupon offer still works for the Hampden Group which is demonstrated by the number of people who have registered since the Groupon came out in the last 2 days. Christine: You should call 311 because it is no longer an emergency. If you had called immediately after discovering the crime, 911 would have been the proper choice. When you call 311 report what happened and request a police officer to come to your house to take a report of a larceny from auto. Then call Officer O'Donnell and if he is on duty he will take the call. Officer O'Donnell is a nice resource to have but you should always call 911 (or 311 in this case) before calling Officer O'Donnell. Kathleen: You did the right thing by calling 311 first and I hope you saved your complaint numbers. The Mayor's Office promises us that if we call 311 and get complaint numbers the Mayor's Office will review the 311 calls through the CitiStat System and will hold city agencies responsible for not handling the complaints in a timely manner. Before we can report the lack of response to the Mayor's Office we will need the location of the dead tree, the dates and times of the 311 calls, and the complaint numbers so that they can investigate the reason for the failed response. Please provide that information to me and the CVCA Sanitation/Beautification Committee will make the necessary inquiries and we will add your location to the committee's list of dead tree removal requests for followup. Once you tell me where the tree is located, we will copy our city councilperson for that District who can also assist us with any nonresponsiveness. Once the dead tree is removed, the same process must be followed to get the stump grinded and a new tree planted because they are all done on separate work lists and by separate supervisors. You should make 311 calls and keep complaint numbers and dates for each of the 3 steps. Once the 311 call is made, the complaint number recorded, and all info forwarded to me, we contact Forestry for followup on requests for removal of dead trees and for followup of new tree planting requests. The list for spring planting is closed but they are taking requests for fall planting now. We have already requested the planting of 3 new trees on the Fall list and there is room for more, if the treewells are ready for planting. We also work with a volunteer group known as the Charles Village Tree Stewards which seeks grant money to rent equipment to make new tree wells and to enlarge current tree wells to accommodate growing trees. This volunteer group, led by Peter Duvall, also works with Forestry Dept to assist with the planting of new trees. When they are able to do so, they pick up trees from the City and plant them where needed as a way to get more trees planted than the City can do on its own. So we share our list of new tree planting requests with the Tree Stewards so that we are always on the same page, or we try to be. The Tree Stewards are planning a tree well creation and enlargement day on Saturday, April 28 but they are not planning to plant any new trees until the Fall because of the dry conditions. Once the new tree is planted, the neighbors nearest must keep it watered We have seen many trees recently planted die because of neglect. Greg: I have forwarded your message to Diana Mitchell, Community Safety Coordinator, at CVCBD, and to Deputy Major Worley of Northern District, for followup and discussion about enhanced patrols in that area. If an arrest is made, Deputy Major Worley will let us know. Deputy Major Worley stated at a recent meeting that year to date crime in charles village is up about 15% simply due to an increase in burglaries. Robberies and larceny from auto are both down. He stated that the crime stats are lower above 28th Street where JHU Security Patrols. He stated that he has worked on segway patrols in the past in Mt Vernon and finds them a great tool for that area and would be a great tool for Charles Village. The CVCBD proposes to raise the surtax in order to, among other things, provide an off-duty police patrol of targeted areas and is holding a public meeting to discuss the FY 2013 Budget plan on Tuesday, March 27, 6:30 – 8:00 pm at Lovely Lane Church, 22nd and Saint Paul St. There will be a presentation of the budget and program services recommended by the CVCBDMA Board that asks for a surtax rate increase from the current 12 cents per $100 of assessed property value to 12.5 cents per $100. This equates to an approx average tax increase to residential property homeowners of approximately $5/year. Greg: Safety is just as important as sanitation to me, personally, so I agree with your concerns. As a result, I attend safety meetings, keep in contact with the Safety Program of the CVCBD, and the Northern District Police, and patrol with the Neighborhood Walkers whenever I can. If those who care about Safety show up at meetings and at events, the CVCBD Board will see that it is not only me that pushes for more safety programs and more will change more quickly. Residents are part of the Crime Prevention equation. In order to be an effective partner in crime prevention, we must participate in crime prevention efforts daily and not just when an incident occurs. When CVCBD or the Northern District reminds us of ways we can contribute, we must not accept that information in a defensive manner, but in the spirit in which it is intended. The police want us to be well informed so that we can be more effective partners in crime prevention. If burglars keep breaking into houses through open windows and doors, as an example, the police will get the message that they need to keep reminding us and that means we are not getting the word out broadly enough. That is why we keep hearing it. The Northern District Police have been very responsive and are working closely with our efforts to prevent crime. If we all sign up for the CVCBD crime alerts and attend bimonthly CVCA general membership meetings, we will receive information about crime stats. Increased police patrols in targeted areas, and arrests that have been made. If you go online at www.charlesvillage.org, the CVCBD website, you will see the monthly crime watch report which shows which arrests the CVCBD is tracking through the courts and for which they are sending Community Impact Letters for sentencing. The Northern District attends the monthly CVCBD Safety Advisory Council meetings and provides stats and adjusts patrols accordingly. I communicate with the Major and Deputy Major at least twice a week, and lately more often, updating them on resident complaints and obtaining additional info that I can pass on to concerned residents. They tell me that they inform the officers on the beat daily where the problems areas are to target and how to improve response time to 911 calls. They report back to me if I ask them for response times on any given 911 call. I am waiting to hear back about the one related to the break-in in the 300 block of E. Lorraine on 3/19 at 3 p.m. I will share that info with you when I receive it. The CVCA Safety Committee has been looking for a volunteer to attend the Monthly Northern District Community Council which is held on the 3rd Wednesday of each month at the Northern District Headquarters but so far no one has volunteered to attend on behalf of the Safety Committee. Please consider volunteering for that role, or helping me find a concerned citizen who will do so. It is the same night as the CVCA Board meetings so I am unable to attend. Karen: Thanks for this report. I would happily ask the Deputy Major for followup if you could give me the date, time and subject location for the 911 call, and the names of either the offending officers or the supervisor who showed up later. The Major and Deputy Major have told me on numerous occasions that they are committed to better training of officers. I would like to hold the offending officers and the supervising officer accountable for their statements but to do so I need the details. I would like to know what corrective action the offending police officers received. The more detail I have to confront them with, the more effective that confrontation will be. Otherwise, all I can do is report the story and ask the Major to address the problem generally at roll call. But it would be better if we could nail down the incident by date and time and location or names of offending officers to make sure that they received corrective instruction. Let me know if you can provide more detail for followup. A few months back a couple of kids broke the backdoor window of my across the alley neighbor's house. It took a LONG time for the police to come - we actually flagged down a patrolling car (which had not heard from the dispatcher that there was a problem) BEFORE the police car that was dispatched showed up. And both officers did little. I doubt they even took reports..and told us that they couldn't do anything because the call had to come from the neighbor whose house was broken into. DUH!!! Later in the afternoon an officer of a much higher rank showed up to ask us about what happened. He was pretty ticked off at how the two responding officers had acted. But I don't know what happened with that. There's no feedback. Based on this experience, I wouldn't rely on police officers to show up in time to do anything. Judy: Here is Deputy Major Worley's response to our request for assistance in locating the suspicious person who was knocking on doors on 1/31, based upon the detailed description and location you provided: Sharon, I will have something put on the Special Attention list so that the officers are on the lookout for him. As soon as anyone sees anything like this they should immediately call 911. Unfortunately, someone like this is just looking to take advantage of someone and most of the time they are targeting the elderly, so please make sure everyone looks out for their neighbors. They also use this as a chance to knock on a door to see if anyone is home. If they don't get an answer they may go to the rear or break in the front. If someone answers they ask for someone who doesn't exist or make up a story. We haven't been experiencing any problems like this recently. However, if someone comes to your door soliciting anything ask them for ID. If they are legitimate they will have no problem showing you their ID. In most cases the ID is hanging around their neck to clearly identify them. Even if that is the case, ask to see it or just deny them any contact and say your aren't interested. The best advice I can give is that if something doesn't seem right, it usually isn't. Call us and let us investigate. Please let me know if you need anything else or you get any more information. Judy: It seems that the lack of response time to the 911 call was a result of a number of factors that need improvement. If we give the 911 Operator our location and phone number and say that we want to speak to the officer that will speed things up. The officer answered the call in 5 minutes but did not have an address or phone number for the caller. So that is one of the reasons why the officer did not find you or your neighbor. The other reason is because the officer did not call the dispatcher back and get the call back number from the 911 operator, which she could have done. I told him the Deputy Major that we would continue to advise residents to provide detailed information when making 911 calls and he promised to remind the patrol officers to do more to locate 911 callers. Here is what Deputy Major Worley just told me: Sharon: The call was dispatched and the officer gave it a code which indicated that she was unable to locate the victim or reporting person. It looks like the call came in from the cell phone tower at 1 University Parkway and was dispatched to 3000 Vineyard. The officer arrived in he area within 5 minutes of the call being dispatched and was unable to locate the caller or the suspicious person. It seems the problem was with the wording in the call. The text said that the caller was willing to speak to the officer but it did not give a location where the caller could be located. The officer could have done more by asking for a call back number to speak to the caller. It seems to be a breakdown in communication that we can fix easily. The caller has to tell the dispatcher they want to speak to the officer and if they are using a cell phone they will need to give a location where the officer can locate them. On our end, we will give the officers training at roll call about using call back numbers. I know this is something technical but with people wanting to remain anonymous and privacy laws the officer may err on the side of caution. I think as we correct these things and move on the lines of communication will improve. We need all the help we can get and I hope this incident doesn't discourage anyone from calling 911. It is a work in progress but the biggest step is we have people calling. We can always do better on our end and we will. It's encouraging that the people not only care enough to call but they also care enough to send an email to bring our attention to issues as they arise. We can fix them and get better with every call and every email. Communication is the key to success and we are definitely moving in the right direction. Judy: Suspicious Activity is cause for calling 911 so you did the right thing. If you described the activity you observed that should have been enough to get a squad car out to question the suspect. And it is certainly enough to put the police on the lookout for this individual. I get quicker results when I call 911 by using my Northern District Crime Watch number (for application see www.charlesvillage.net, www.charlesvillage.org, or ask me), and by using code words like, Suspicious person canvassing houses under false pretenses, etc. The activity you described is what burglars do to determine which houses have someone home and which do not. Judy: No, it is a special meeting set up just yesterday by CVCBD between the Northern District and the community associations within CVCBD boundaries, i.e., Abell, Charles Village, Harwood, and Old Goucher regarding the prostitution problem in various parts of the Greater Charles Village area. Problem areas identified by residents so far are: below 25th Street between Guilford and Howard Streets, Calvert and 27th Streets, and the 2500-2600 blocks of Maryland and Howard Streets. Complaints are old and ongoing below 25th Street and in 2011 areas north of 25th Street have seen an increase in activity which I fear may be a result of the increased enforcement efforts below 25th Street, i.e., moving the problem around instead of resolving it. At the October 19th Charles Village Safety Meeting, Major Tapp-Harper advised us that the Northern District had a plan for enhancing enforcement efforts to rid the area of prostitution which included sending written warning notices to the homes of the johns, and other examples of directing the enforcement toward the customers. The Major is holding this additional meeting because the complaints continue to come from residents but when she checks the 911 calls they are not as numerous as the complaints she is receiving in community meetings. Therefore, she is offering the residents this additional opportunity to provide the Northern District with more detailed information about the location and severity of the activity. That is the reasons residents are being asked to submit specific questions and/or reports of activity with details prior to the meeting. The Northern District Community Council meetings are held on the 3rd Wednesday of each month at the Northern District Office at 6 PM which is the same date as the CVCA Board Meetings so the CVCA has been looking for a volunteer to gather community concerns from the CVCA Safety Committee, to attend those meetings and report back to the CVCA Safety Committee each month. If anyone is interested in assisting the community with that, please let me know. Date: Beginning Monday, November 28, 2011 Location: Various scattered locations in Baltimore City and Baltimore County Description of Work: Dear resident/property owner, In order to improve the efficiency and accuracy of our utility billing system, the Bureau of Water and Wastewater will be replacing your water meter. Approximately 40 years ago an internal meter was installed at your property. These meters are now obsolete and their internal location complicates obtaining an accurate read. This is part of a longer-range project to completely automate the entire metering system. Over the next several weeks you will see a new meter vault being installed in your sidewalk. This will be covered with a temporary asphalt and sand patch. Try not to walk on that to avoid tracking it in you house. This will be followed with an actual meter installation a week or two. This will involve a very brief (up to one hour) interruption to your water service. Our crews will knock on your door to alert you when this installation occurs. This will be done at no cost to you. There is a very slight chance that if you have deteriorated plumbing in your building that you may need to have your plumber do some internal upgrades. Finally, the existing meter inside your building will remain in place. It will not impact your water service. The permit has been approved by the zoning office, and is awaiting building, fire and health department inspections. A little bit more on why zoning would have approved this… the property is currently (and should be in the next code) zoned residential, R-6; however, the non-conforming use as a grocery store pre-dates the 1971 zoning code and is thus “grandfathered” in. As long as the non-conforming use is not expanded or terminated, the use is allowed to continue, even if ownership changes, and does not require BMZA or “Board” approval. So to answer your original question about ‘protesting a change in use,’ technically, there is no evidence of a change in use per se (it’s allegedly going from a grocery store to a grocery store), and I have no evidence at this time of a proposed fried chicken establishment. My recommendation if you have serious concerns about this property being used for a purpose other than that stated in the permit application would be to contact the zoning office (410-396-4126) regarding this matter, and I suggest using the property address of 219 E. 27th Street (physical address) or 2648 Guilford Avenue (mailing address). John: The problem is prevalent. When it happened at 28th and Maryland at 4 a.m., I called Salem Reiner at JHU and he called the company to stop it. So the best thing to do is to locate the person or company paying the bill for dumpster pickup at that location and approach them with the request to contact the company to come after 7 am. There is a City ordinance prohibiting dumpster pickup in residential areas but I am not sure of the hours. The city ordinances and laws are online at www.baltimorecity.gov. Steve: There is a storage place at 26th and Charles where the old moving van place used to be. I should know the name but it escapes me at the moment. The owner came to the CVCA Land Use Committee before setting up and they were very interested in being a good neighbor. They planted shrubbery, promised not to park on the front lawn, and promised not to allow truck to park endlessly on the street. They have kept those promises. Richard: Thanks for providing another perspective. We all benefit from the hearing it. I don't mind getting the Sun Plus and I have even benefited from reading them. When I have finished reading them I simply recycle them. No harm done. The fact that local businesses support the Sun Plus delivery will definitely inform my decision on whether to cancel the delivery. All: The bigger issue is when property owners or tenants do not pick them up and dispose of them but leave them on the street or on their porch for days. This problem we can solve only by opening up lines of communication with our neighbors and asking them not to litter and to maintain a clean exterior. We can advocate for our blocks and keep our blocks safer by getting to know as many owners and residents on our block as possible, making them feel like part of the neighborhood, informing them of neighborhood clean and safe standards and, if all else fails, by using the systems and processes that exist to change offensive behavior. [Chat] Lights and electric in Wyman Park Dell
FYI Councilwoman Clarke: Baltimore City Recreation and Parks is aware of the lights out in Wyman Park Dell. We have experienced an epidemic of theft of copper wire between the poles. The wire has been stolen in the Dell twice. Stolen In Patterson Park three times. Stolen from Violetville Park. A couple months ago stolen from Latrobe Park. We have a solution that seems to be theft proof. We have replaced the wire in Violetville and are almost finished in Patterson Park. We will move to the Dell next. It is expensive but we have identified capital funds to replace. DOT Street Lighting has been kind enough to replace the wire in the past. Now BCRP is responsible for replacing the wire. I hope to have the Dell finished by mid-January. Thank you for your patience. Attacks on Charles Village residents have increased over the last several months including the murder of Johns Hopkins researcher Stephen Pitcairn. Subject: Media Advisory Charles Village Leaders, Police Commissioner, Councilmembers Unite to Stop Violence in its Tracks Press Conference: Wednesday, July 28, 6:00 pm, corner of St. Paul East 26th Streets Charles Village leaders and Citizens On Patrol (COP) walkers will join together for a press conference with Police Commissioner Frederick Bealefeld, Northern District Police officials and Charles Village Councilmembers Carl Stokes, Belinda Conaway and Mary Pat Clarke at the start of the regular Wednesday COP patrol. David Hill, director of the Charles Village Community Benefits District, and CVCBD's Community Safety Coordinator Walter Brown are coordinating this event in conjunction with CVCBD's regular Wednesday COP patrol. This event is to confirm the community's solidarity in expressing its profound sympathy to the family of homicide victim and neighbor Stephen Pitcairn and mobilizing this active and historic neighborhood in joining forces with its partner institutions and City agencies to stop this violence in its tracks. Director Hill will announce the convening of a community and partners summit to plan and coordinate an all-out strategy to fight back and restore Charles Village to its traditional safety and sociability. This summit will also be promoted at the three Night Out locations in Charles Village on August 3. As a first step, CVCBD and Charles Village Councilmembers have pledged to monitor court proceedings involving the two suspects arrested by Northern District in the tragic and senseless homicide of Stephen Pitcairn. No more revolving doors, the councilmembers have pledged, according to Councilmembers Stokes, Conaway and Clarke.
