I would say, in a 9x9 tournament, being able to beat GNU Go at 9x9 is
enough.  I hope you will enter it for the Formal division.

How do you define “beating GnuGo”? My bot is a standard MCTS bot that is
considerably stronger on 9x9 than it is on 19x19 and it has no problem
beating GnuGo on 9x9 but is much weaker than GnuGo on 19x19. Which division
should I apply for?

It will be a 40-round Swiss tournament with two divisions.  Only bots that
have shown that they can beat gnugo3pt8 (currently rated as 5k on KGS) may
enter the Formal Division. Bots of any strength may enter the Open
Division. If there are fewer than three entrants (not counting gnugo3pt8)
for the Formal Division, they will be transferred to the Open Division, and
the Formal Division will be cancelled.

I have now accepted unofficial entries from
  Fuego   using the name 'FuegoAl', operated by Aloril
  GNU Go  using the name 'GnuGoAl', operated by Aloril
and hope to receive one from
  MoGousing the name 'CzechBot', operated by Petr Baudiš.

I welcome these, as I want to see these strong players take part, and
so, I believe, do the other entrants.  However they are all willing to
step down to make way for official entries from these same players,
particularly if the official entries are able to use more processor
power - Aloril's Fuego will be running on two cores and his GNU Go on
one.  I would even welcome unofficial entries for GNU Go and Fuego if
these would be able to use more processor power than Aloril can, and so
would he.
