Dear Friends in Community Radio movement, On 31 August 2012, I handed over the charge of Community Radio SARANG 107.8MHz, to Swebert D'Silva, Prinicpal of St Aloysius College, with Jerrin Chandan assisting him, in its functioning. http://sarang.org.in/ I am leaving next week for the UK for further studies. It was nice associating with you, and learning about this nascent movement in our country. Community Radio SARANG has been a passion for me, part and parcel of my life, though I was primarily a full time faculty at, and Heading the Department of Mass Communication at St Aloysius College. Radio SARANG is the first Community Radio in India to go 24x7; when -due to tech issues- we closed the station mid-night, we received quite a few calls requesting us not to close down! Senior citizens, security personnel, and auto drivers waiting in the auto-parks told us Radio SARANG is their only companion at their unearthly hour! Now with seven hours of real-time live phone-in program daily, and almost every dialect and community (specially women - such massive fans!) of Mangalore finding a place on Radio SARANG, I am sure, most of us would believe that Radio SARANG is doing decently a good job!? I am sure this post on the website will give some inklings of Radio SARANG. I was encouraged and supported not just by meeting you people and your messages, I was also privileged to have many interested people visiting Radio SARANG - Rukmini from CEMCA, Pasha from Bangalore for training, Mr Vishukumar (great supporter of CRS movement who also initiated a State Govt financial scheme to assist CRS in Karnataka - the Director of Information Publicity Dept; he went out of his way to modify the GO from 'procurement' to 'sustain' to help Radio SARANG, and now it helps any CRS in Karnataka!), many of his teams which he sent to see how SARANG was doing (thanks to the wonderful media and word-of-mouth publicity we received!). There were many more! Recently we had Stalin visiting Radio SARANG. I missed having Dr Sreedher visiting us, for all his support through CEMCA and its dedicated team. Ms Supriya Sahu, Mr Rao and Taneja from MIB, and Sajan, of course... Many more! All of you! Now it's time for change. My good wishes. Thanks a lot for your support and encouragement. It's really the good news all of us were waiting for. I hope it is fully and completely true, and the ministry-concerned will pass orders at the earliest. The complete scrapping of the spectrum fee for community radios will bolster the CR movement in India. (Res) Sibal waives off license fee for community radio TANIA AMEER KHAN (Millennium Post Exclusive) NEW DELHI: The incisive letter that the National Advisory Council (NAC) member Aruna Roy wrote to the Congress president Sonia Gandhi on 6 July has had desired effect. Roy had opposed the five-fold increase in license fee for community radios, as per sources. The sources have told 'Millennium Post' that the communications minister Kapil Sibal has decided to scrap the fee for community radio stations altogether. Highly placed sources in the Ministry of Communications and Information Technology have said that Sibal has issued instructions to R Chandrashekhar, a secretary in the Department of Telecommunications, to waive off all license fee for community radio stations. It will come as a huge relief to such radio stations. In a letter addressed to Gandhi, Roy had highlighted the issue 'regarding the exorbitant fivefold license fee hike from Rs 19,700 to Rs 91,000 by the Ministry of Communications and Information Technology.' In her petition to Gandhi, Roy pointed out the following: 'The Information and Broadcasting Ministry has been largely supportive of Community Radio and IB Secretary Uday Kumar Varma has written a letter to the Secretary DoT, R Chandrashekhar to reconsider the hiking of the fees in May 2012.' Roy's petition also had support of many community radio organisations, like the Digital Empowerment Forum, Barefoot College and the gram panchayat of Dandasli. Roy reminded Gandhi in the letter that earlier a similar petition was sent to her by the community radio activist Stalin K. Roy also said, 'Community radio operators have been petitioning since then for an exemption in spectrum fees and are now instead faced with this mammoth fee increase, which will surely kill this fledgling initiative.' 'Community radio is a powerful tool for the poor, not-for-profit companies meant to serve society. There has not been mutual understanding and agreement among all stake-holders, some even dividing campus ngo stations. Fact is all are community stations, and we need to work together.It is sad to know that some have already paid Rs. 91,000/! Unfortunate.CRA seemed to have decided to pay Rs. 19,700/-, but probably their decisions are not circulated on emails! If there is greater coordination between CRF CRA, things might work out better. It would be naked extortion, but nudity is also probably among the many subjects that will not find a hearing on CR, with Big Brother breathing down their necks. The airwaves in Chamba are now resounding with Garhwali music, the Yuva Manch show and the Hamara Gaon programs that the teams have generated over the years!It is a time to celebrate and to look ahead! Fourteen women from different communities and walks of life attended the RJ training program organised by Community Radio SARANG 107.8 FM. Of course, Radio SARANG staff too benefitted much from this training. The one day program had Mr Vishwas, the senior most RJ of Radio Mirchi, helping our community ladies to understand the language of radio presentation. As a part of the training program, all of them articulated and developed ideas for program production and presentation. after being introduced to the radio studio, the women also presented programs. Community Radio SARANG 107.8MHz, (St Aloysius College Mangalore) launched its phone-in program on Wednesday. "Kaanoonu Kacheri" (Legal Cell) is a weekly phone-in program in collaboration with a local law college and advocates. It is broadcast on every Wednesday at 6pm. The principal of the law college moderates the discussion, every Wednesday; he with his law professors and other city advocates, have been kind to be associated with SARANG 107.8MHz. The half-an-hour live program on "Dowry Prohibition Act" had three callers asking questions and clarifying their doubts. The next week's program will feature the all important "RTI" in Kannada. Initially, PARD started working with urban slum dwellings in the city of Madurai, but soon expanded its activities to become the main coordinator of LISA Network (Low Inputs for Sustainable Agriculture), and also moved to rural areas of Tamil Nadu, in order to implement micro-finance actvities with rural women. About two years back, soon after the Central Government released the community radio guidelines, PARD applied for a license. However, the Letter of Intent was not provided to PARD. Moreover, no reason was provided for rejection of the application. PARD applied to the High Court, and this is perhaps the first instance where the government has been taken to court specifically on community radio. It would hearten supporters of the movement to know that since the government had not given any reason, nor could they justify why they had rejected the application, the government just as suddenly passed the application. A couple of months ago, PARD finally got its Wireless Operating License, with considerable patience and courage shown by director, Mr. James Rajasekharan, and with equally considerable help from Commonwealth Educational Media Centre for Asia (CEMCA). Without any fund or any other kind of support, PARD mobilised internal support to set up a basic low cost radio station. Finally after receipt of WOL, UNESCO agreed to pitch in with some support through the International Program for Development of Communication (IPDC), a major forum of the UN, with member states pitching in with support. This support includes four capacity building programs, some nominal support for equipment and one transmitter and antenna from NOMAD India Network. Set about 30 kilometers from Madurai, PARD Vaanoli has a full time team of 7 people, with 2 announcers, 2 field reporters and 3 reporters/editors. Further, PARD has also mobilised about 6 volunteers from Madurai who are basically slum development workers, but are expected to pitch in with the radio as well. PARD Vaanoli has already started producing programs with their production set up, and in July, NOMAD India has successfully installed a transmitter and antenna. This means that PARD Vaanoli is all set to go. While PARD’s courage and tenacity in starting their community radio station in the face of obstacles from the government and sans support from donor agencies, other civil society networks etc, the fact remains that PARD Vaanoli is a station in its infancy and still requires a lot of support in terms of capacity building; secondary equipment; seed funding, programmatic support, and so on. It is with a sense of keen anticipation that one will watch the progress of this tough station, and how it will slowly but surely make a remarkable difference to the community in and around Thirumangalam, Madurai. Hi everyone!I have a problem. Would like to know how you would deal with this - we have 107.8 MHz frequency assigned to us. But low power radio sets and mobiles cannot receive our radio signals even in nearby areas - car stereo do. That means, local communities are deprived of our transmission. People keep pleading us "increase signals" - they have listened to our station sometime; they have read in newspapers. hence their demand. We are unable because of the frequency. We checked why this happens. The answer is 'frequency'. In addition - noise! Besides, private FMs and AIR keep invading our frequency gloriously. All Our efforts and people's desire doesn't seem to be bearing fruit. How would be address this problem? I will try uploading an audio piece recorded from our own transmitter in our own campus in the vicinity of the College. You can feel the noise and difference. [cr-india] SARANGA - St Aloysius College Mangalore starts test broadcast
SARANG 107.8 - St Aloysius College (Mangalore) CRS started its test transmission on 24 June. After completing all its formalities, SARANG was waiting to go on air - WOL pending, which came in the last week of June. To begin with, SARANG CRS has been test-broadcasting for two hours every day, from 6 to 8pm. But gradually it will increase the broadcast time. The SARANG signals are received over 20-25 km radius and covers large agricultural, fisher folk, and daily wage earners' communities, besides huge student population. Broadcasts include programmes on health and hygine, farmers and agricultural issues, issues related to fisherfolk, children, and youth and students. There has been a cordial reception to the SARANG CRS - community people eagerly coming forward to air their day to day life - problems and issues, folk elements and and joys and sorrows. The St Aloysius College Community Radio broadcasts in four different languages - Konkani, Tulu, Kannada and English. Beary language programmes also have been tried, though not on a regular basis. While Konkani, Tulu, and Beary languages are major languages of the local communities, Kannada and English happen to be languages of formal communication. A formal launch of SARANG 107.8 is planned for after the monsoon season passes by. CEMCA played a major role in securing the WOL. [cr-india] St Aloysius College Signs GOPA
Dear Friends, I am very happy to inform you that we -St Aloysius College (Autonomous) Mangalore- have signed the GOPA today. Thanks to many of our friends and well wishers, it was not difficult for us get to this. We are specially grateful to CEMCA for their continued support help. We were able to do many of our works without coming to Delhi, through CEMCA. Dr Sridher Ms Monica, they have been real nice. So also our good friends from the CRS community -Sajan, Ram and others- have been more than helpful and encouraging. Should I specially mention that MIB was very very nice? They have been! Today, specially Mr Taneja, Mr Rao, and Mr S.P. Veer (Under Secretary)- they went out of their way to make things easy. Sweet, as Mr Sajan would say! Occasionally things looked like taking a bit long; but people from both the ministries -MIB WPC wing- were good and responsive. We have submitted our documents for WOL. If things go on as planned,we shoud be on air in March! Thank you.
