(February 12, 1999 8:02 p.m. EST http://www.nandotimes.com) - Irradiated red meat moved closer to the shelves of your neighborhood grocer Friday when the U.S. Department of Agriculture approved the controversial process for zapping potentially deadly bacteria. "We need to do all we can to give consumers confidence we have the safest food supply in the world, which it is," Agriculture Secretary Dan Glickman said at a meeting in Charlotte of the National Cattlemen's Beef Association. The proposed USDA rule would permit - but not require - irradiation for refrigerated or frozen uncooked meat, and some meat products. The industry welcomed the announcement, saying it will make meat safer. Anti-nuclear groups oppose the procedure and some health advocates fear it might lead to a relaxation of other safety practices such as plant sanitation. Irradiation also remains a hot issue in America's kitchens. "I'll let someone else try it first before I buy it," said Annie Miller as she loaded groceries into her car outside a supermarket in Charlotte. During irradiation, low-level doses of gamma rays or electron beam irradiation are administered to kill bacteria. Irradiation is the only known method to eliminate a potentially deadly strain of E. coli in raw meat. The technology can also significantly reduce levels of listeria, salmonella and campylobacter bacteria. Recently, contamination at a meat processing plant in Michigan was linked to 11 deaths, and listeria was the suspected culprit. The USDA rule on irradiation will be published in the Federal Register within 10 days, with a 60-day period after that for public comment. Charles P. Schroeder, head of the Cattlemen's Beef Association, said: "It is not often that industry eagerly awaits new government regulations and guidelines, but the use of this technology in the beef industry will benefit both beef producers and consumers" by producing safer beef. Brian Sansoni, a spokesman for the Grocery Manufacturers of America, added: "In the simplest of terms, food irradiation will save lives." It remains to be seen whether meatpackers will make widespread use of the technique. "We see irradiation as another potential tool for enhancing food safety. Ultimately, it will be up to the consumer to determine whether it's an acceptable practice," said Gary Mickelson, spokesman for meatpacking giant IBP Inc. of Dakota, Neb. "First we need to see what the rules are. After that, we may test-market some ground beef." The Food and Drug Administration ruled in 1997 that irradiation is safe for raw meat, and also has approved irradiation for years in poultry, pork, spices and some raw produce. But USDA regulates the processing and labeling of red meat, so it had to write regulations to guide how meat processors incorporated the new technology into the plants, how they used different dosages and how they labeled the resulting products. None of the major food companies has stepped forward to market irradiated products. Only a few small retailers offer irradiated foods. "It's like pasteurization of milk," said rancher Wallace Schulthes, who raises cattle in Utah. "At one time, people were concerned it would be bad for them. Look at the benefits of that." I am an American, I was born here in New York and have lived here all my life. Voting - supposedly the hallmark of democracy, has been so managed and controlled that only elite-approved candidates are ever known the public (much less, what people see are the meaningless "feel-good" commercials of politicians posing with PIGS and children, talking bs about how they are making the community safer, etc, while the REAL issues and repercussions of failed policies are ignored altogether). So there is no argument about the fact that the United States of America - the things it ever claimed to stand for, is functionally dead and extinct. Harris Capitol Hill Blue Despite official denials, the Clinton White House has collected new dossiers, complete with financial records, FBI investigative information and IRS reports on House impeachment managers and other perceived enemies of the administration, Capitol Hill Blue has learned. "It's payback time and payback will be a bitch," one White House aide said Thursday. "This won't be a gloat-free zone. It will be a 'get even' zone." Some White House aides worry privately that the President's lust for revenge will be so great it will create a new scandal and charges of abuse of power. "I've seen FBI and IRS files on members of Congress, complete dossiers on reporters and more," one worried aide admitted. "This is really scary." As the Senate prepared to acquit Clinton on charges of perjury and obstruction of justice and end four weeks of impeachment trial, the White House is prepared to launch a campaign of terror against those who tried to remove the President from office. At the center of this campaign will be White House smearmeister Sidney J. Blumenthal, who recently got caught lying about his efforts to smear former White House intern Monica Lewinsky. "There are new files from the investigators, files from the FBI and IRS financial information on Hyde, Barr, Hutchinston and others," one source confirmed Thursday night. "We will get even." Another source said Blumenthal has been working on the campaign "at the expense of everything else. This is Sid's bailiwick and he is ready to serve his President." According to White House sources, the revenge list includes not only the 13 House managers, but Senators, journalists and others that Clinton feels need to taste revenge at the hands of the White House. Those on the list include: Rep. Henry Hyde and the other 12 House impeachment managers; Rep. Dan Burton of Indiana, a frequent Clinton critic; Senator Tim Hutchinson of Arkansas, brother of House impeachment manager Asa Huthinson; Newsweek reporter Mike Isikoff, who developed the original story on Monica Lewinsky and the Linda Tripp tapes; Larry Klayman, founder of Judicial Watch, which has filed both legal cases and investigative material against Clinton; "The list is long and growing," one aide said. "There will be blood on the floor before this affair is over." A Thursday New York Times article said Clinton was prepared to put all his efforts into defeating as many of the House impeachment managers as possible in the 2000 elections and restore control of Congress to the Democrats. The Times article infuriated Republicans, who accused the president of arrogantly seeking revenge against the 13 House ``managers'' who pressed allegations of perjury and obstruction of justice on the floor of the Senate. The flap demonstrated that even as Clinton's impeachment trial draws toward an expected acquittal in the Senate, it is becoming a powerful theme for both parties ahead of the 2000 elections. White House spokesman Joe Lockhart told reporters Clinton would work hard to help Democrats recapture control of the U.S. House. Democrats, the minority party in the House since January 1995, need to capture seven seats to win an outright majority. But Lockhart said there was no strategy of targeting the House Republican managers. Lockhart noted that many of them hold safe seats, adding that the prospect of Democratic control of the House was motivation enough for the president. ``I can't think of a worse, more dumb strategy than going after people based on whether they were a House manager or not,'' Lockhart said. ``We're going to go out, do the best we can at articulating a message, and do it based on where we think we can win seats.'' However, other White House aides told Capitol Hill Blue that Lockhart was lying. "The payback has been in the planning stages for weeks," one said. "The President is not a man to take this without fighting back. There will be retribution against those who tried to take him down." The Times cited unidentified Clinton advisers as saying the president was determined to work for a Democratic victory in the House as an affirmation of his legacy. The Times quoted the advisers as saying Clinton was particularly angry at the 13 managers, believing they needlessly prolonged the impeachment trial, which is expected to end with his acquittal Friday. The White House has been trying hard publicly to keep expressions of vindication to a minimum and has said there would be no gloating over an acquittal. But privately, aides say Clinton is unrepentant and angry and wants revenge for the attempts to remove him from office. What has happened in Germany and other European nations, friendly since WW2, is the introduction of foreign (to them) labour to assist in areas where they had employment gaps (skills and desire to work). Where I lived (around 15 miles from Frankfurt in Hessen), there also lived a large group of Turks and other Moslem groups. In about 1993, there (and in other areas) were large demonstrations because there was a trend (attributed to citizens from the newly reacquired 'East' Germany) of harassing people in hostels in other parts of the country. Obviously, this was five or six years ago. Yet, I have read other news items from various sources indicating this is not an isolated trend; France, for example, was having some dealings with Algerians, I believe; Spain, for example, was considering erecting fences to stem the flow of immigrants from North Africa. Also in the WSWS article: "In response to the social crisis, this wing of the party is seeking to mobilise the racist dregs of society. This was clearly the content of their campaign against dual nationality, which Koch began in Hesse against considerable opposition even from within the CDU itself. Their motto "Yes to integration. -Caveat Lector- From wsws.org WSWS : News Analysis : North America : Clinton Impeachment Journalist who turned in Clinton aide Scoundrel time redux: Christopher Hitchens as a social type By David Walsh 13 February 1999 These are politically instructive times, and that perhaps has its own objective significance. At historical turning points a variety of pretensions and guises fall away. Individuals, as well as social forces, are obliged to declare who and what they are. The ongoing crisis in Washington--with its dual conspiracies, the right-wing Republican effort at a political coup d'état, the attempt by the White House and the Democrats to cover up this conspiracy--has demonstrated the enormous gap that separates the political and media establishment from the mass of the American people. The illness afflicting bourgeois democratic institutions has reached an advanced stage, far more advanced than is understood by wide layers of the population. Over the course of the past 13 months left-liberal and radical circles have demonstrated that they function largely within the orbit of the political establishment. One would be hard-pressed to name a single organization or publication that has developed or even set out to develop an independent, socialist analysis of the forces at work in the Clinton-Starr crisis. In differing fashions they have each lined up with one or another faction of the ruling class. The case of Christopher Hitchens is not a unique one, although it is admittedly extreme. Hitchens is the British-born radical journalist who signed an affidavit for House prosecutors February 5 alleging that Clinton aide Sidney Blumenthal had provided him with information last March disparaging Monica Lewinsky. Hitchens asserts that Blumenthal told him over lunch that Lewinsky was a "stalker" and that the president was a "victim" of the young woman. During his questioning by prosecutors earlier in the week Blumenthal had acknowledged that Clinton described Lewinsky in that manner, but denied being the conduit of that story to the media. Shortly after the release of Blumenthal's videotaped testimony, House Republican prosecutors released Hitchens' affidavit. A neat trap, except that nothing in Hitchens' affidavit contradicts Blumenthal's testimony. The latter told the House prosecutors he had repeated the story to friends and family. He can hardly have been attempting to plant the story with Hitchens, a long-time friend and a well-known Clinton opponent. Moreover, journalist Joe Conason has reported finding some 430 articles containing the words "Lewinsky" and "stalker" that predate the Blumenthal-Hitchens lunch date. From the point of view of nailing Blumenthal on a perjury charge, the whole business is ludicrous, typical of the heavy-handed operations mounted by the cabal of right-wingers behind the attempt to oust Clinton. The methods employed against Blumenthal, including the criminalization of private conversations and the use of informers, come straight out of Senator Joseph McCarthy's book. Hitchens has floated various justifications for his turning stool pigeon. Asked by CNN's Judy Woodruff, "Why did you decide to come forward now?" the journalist responded, "Well, I didn't decide to go forward. I was approached by the House Judiciary Committee." This answer says a great deal. First of all, it omits what Hitchens himself has admitted, the fact that he raised the issue of his conversation with Blumenthal to Republicans. He acknowledges, in the Nation, that in the course of preparing an article, "I had a number of conversations with staffers at various House committees. One of them evidently called the House Judiciary Committee, which contacted me on Friday, February 5." -Caveat Lector- GM food harmed rats, says research http://www.independent.co.uk/ 13 February 1999 By Steve Connor, Science Editor A group of scientists warned of serious health dangers from eating genetically modified (GM) food yesterday, citing unpublished research allegedly showing that GM potatoes have damaged laboratory rats. The independent scientists vigorously defended the work of Arpad Pusztai, an expert on plant toxins, who was forced to retire last year from his post at the Rowett Research Institute in Aberdeen after prematurely releasing the results of his experiments to the World in Action television programme . Twenty researchers from around the world have signed a memorandum condemning the way Dr Pusztai was treated by the Rowett Institute, which said the 68-year-old scientist had become "muddled" over an experiment that did not in fact involve genetically modified potatoes. Dr Pusztai was suspended and his annual contract not renewed. He has since been told not to talk publicly about his work on GM potatoes by his former employer. But yesterday Vyvyan Howard, a toxicologist from Liverpool University, released data from further experiments carried out by Dr Pusztai which, said Dr Howard, supports the principal conclusion that genetically modified food can be harmful to health. Dr Howard said that "transgenic" potatoes, which had an added gene responsible for a plant toxin called a lectin, produced damaging effects on the immune systems and internal organs of the laboratory animals. "There is obviously something going on with this transgenic potato which is not just due to the lectins. We don't have an answer to that. It needs further research," he said. Stanley Ewen, of the department of pathology at Aberdeen University, released preliminary results of his own experiments, which showed that animals fed on GM potatoes experienced the take-up of lectin proteins into the cells of their intestines. "It may be that in GM food a drug-delivery system has been created, delivering something you didn't want to," Dr Ewen said. Another supporter of Dr Pusztai, Professor Brian Goodwin, of Schumacher College in Dartington, Devon, said the latest results will strengthen support for an immediate moratorium on the growth of GM crops, a ban on patenting genes and an independent inquiry into the use of genetic engineering by the food and agricultural industries. Ronald Finn, past president of the British Society of Allergy and Environmental Medicine, said Dr Pusztai's research raised serious concerns. "Dr Pusztai's results to date at the very least raise the suspicion that genetically modified potatoes may damage the immune system." If that happened, he said, the consequences of something like a flu epidemiccould be extremely serious. "You can imagine a doomsday scenario. If the immune system of the population was weakened, then the mortality would be increased many, many times." Other scientists criticised Dr Pusztai's supporters for taking his research out of context. Professor Ray Baker, chief executive of the Biotechnology and Biological Research Council, said the potato experiments did not cast doubt on the safety of all GM food. "These potatoes were part of an experiment and were never intended for commercial production, nor are they available on the market," he said. As the row over Dr Pusztai erupted, Tony Blair yesterday rejected calls for a moratorium on GM food and played down mounting concern. "There is no GM food that can be sold in this country without going through a very long regulatory process," he said on BBC radio. "Let's proceed on the basis of genuine scientific analysis and inquiry, proceed with very great care and caution and not get the facts mixed up." Philip James, director of the Rowett Institute, vigorously defended his decision to suspend Dr Pusztai on the grounds that the lectin expert had become confused over key experiments on GM potatoes. Dr James said that Dr Pusztai had claimed in media interviews to have found ill-effects on rats fed with GM potatoes with a lectin called GNA - a protein derived from the snowdrop plant - but in fact he had mistaken these results for those on ordinary potatoes that had been deliberately laced with high concentrations of another, highly toxic lectin called Con A, which would never be used in human food. Dr James strongly denied that he had come under any political pressure to dismiss Dr Pusztai. The environmental pressure group Friends of the Earth called on the Prime Minister yesterday to hold an inquiry into the affair. Due to this, Hackworth's comments should be understood as even more strongly applicable to the US Navy and US Air Force - push-button jet jockeys dropping everything from napalm, cluster bombs, white phosphorus, chemicals and high explosives on an almost exclusively civilian population. Returning afterwards to their hot showers, clean white sheets and Playboy R R machismo hobbies. Hackworth may have been an officer but he was something much more than a grunt with shoulder insignia, for in facing the enemy on the ground he learned the truth, and then had the wholly GREATER moral courage it takes to step out of line and tell it to the people he really served - the US public. It takes that kind of hero to go around his disloyal military brass and his dishonest Presidents. Least we forget, let's not leave out the CIA : for it was their Col. Lansdale and his illegal and totally immoral coterie of little boys playing top secret spooky games who actually started the war beginning in 1954. We must remember, it was the CIA, using mostly detached military personell, who invaded and attacked the Vietnamese, both North and South. Neither the so-called 'north' Vietnamese nor the old Viet Minh in the 'south' ever did anything against America or any American until they had been tortured and assassinated to the tune of over 200,000 dead and wounded (by 1960), mostly civilians with the wrong sympathies. From: Mark Keesee [EMAIL PROTECTED] http://www.arktimes.com/mara/020599mara.html Arkansas Times February 05, 1999 Opinion Less Lewinsky, more Barry Seal By Mara Leveritt [EMAIL PROTECTED] I consider the trial unfolding in Washington little more than a tawdry spectacle -- bread and circuses, if you will -- distracting us not only from crucial affairs of state, but from a far nastier scandal that could tarnish Democrats and Republicans alike. The bipartisan nature of this ugliness, I suspect, is why no one has made much of a stink of it. To me, what's being avoided while we engage in this silliness is no less than a question of aid for the enemy at a time when we are at war. I would go so far as to use the word treason if this were a formal, military conflict, but the war I speak of is the War on Drugs, so betrayal may have a different meaning. What we do know is that while our nation has been conducting this costly War on Drugs, parts of our own government have seriously obstructed that very effort, helping major, international drug smugglers -- identified by our leaders as the enemy -- by turning a deliberate, blind eye to their activities and allowing them to continue to bring cocaine into the U.S. While we taxpayers have funded the creation of countless, state and federal drug task forces, witnessed the relentless expansion of prisons, and seen thousands doomed to life behind bars through the imposition of mandatory sentences, we also have had to face the reality that these Draconian measures are failing. In November, 1996, the San Jose Mercury-News published a remarkable series of articles by reporter Gary Webb that offered a grim look at this war's history. The gist was that, beginning in 1979, certain elements of the CIA, seeking to help Nicaragua's Contra rebels, developed questionable associations with drug smugglers, some of whom went on to supply the crack epidemic that swept Los Angeles and other cities across America. The CIA issued denials, and the Mercury-News fired Webb, saying he had overstated his case. But many Californians found the allegations credible, and in response to the resulting clamor, the CIA appointed an inspector general to investigate the series' contentions. Months later, the CIA's inspector general reported that, yes, the agency had maintained ties with suspected drug traffickers during the 1980s, though he insisted there was "no information" that the CIA had actively participated in the trafficking of drugs. The release of a second, more detailed report had been repeatedly delayed. Another disturbing bit of history has also come to light. Letters that have recently surfaced between former CIA Director William Casey and William French Smith, a former U.S. attorney general, reveal that in early 1982, the Justice Department released the CIA from its obligation to report suspected violations of U.S. narcotics laws, when the alleged violators were not CIA employees. In other words, while parts of the U.S. government were spending billions on eradication, interdiction and incarceration as tactics in the War on Drugs, the Justice Department secretly arranged for the country's main intelligence arm to legally protect drug smugglers when it chose to. This information is of particular interest here in Arkansas, where many of us have wondered for years how Barry Seal was able to operate his well-documented cocaine-smuggling business, importing, by his own account, millions of dollars worth of cocaine, without any official interference. Seal, who claimed he was working for the CIA, moved his operation to Mena in the spring of 1982 -- apparently, as the ink was drying on the Casey-Smith agreement. All that put him out of business four years later was his murder in Louisiana. The question ever since has been: who was protecting Seal? Two years ago, the CIA acknowledged that it had conducted "training exercises" at Mena while Seal had his headquarters there, and that Seal had indeed worked for the agency, in a "limited" capacity. It took a decade to extract those admissions. We can assume they're but the tip of an iceberg. Republicans will have a lot of explaining to do if questions about the CIA's connections to cocaine ever get the attention they deserve, since much of the questionable activity took place on the Reagan/Bush watch. But Democrats are on the hook too, especially President Clinton, who has yet to offer the least explanation for why Seal was allowed to operate unimpeded in Arkansas for years, even though the nature and scope of Seal's activities were known to the DEA, the FBI, the IRS, the Louisiana State Police, and the Arkansas State Police before Seal landed his first aircraft at Mena. There may be a good explanation for why our prisons were filled with petty drug dealers while people like Seal stayed in business. If so, it's time for us to hear it. The column did not exactly provoke a stampede to pick up the gauntlet. As I had outlined, there are powerful, bipartisan reasons why the questions about Seal have languished. Republicans don't want to touch them for fear of where the answers might lead. The trail already points to the offices of former presidents Ronald Reagan and George Bush. Likewise, Democrats are not keen on kicking up a lot of dirt about Barry Seal, a major cocaine smuggler who, for reasons that remain a mystery, was allowed to base his multi-million-dollar operation in Arkansas, under the very eye of the Arkansas State Police, for four years while Bill Clinton was governor. What did happen after that column appeared was that a reader called to remind me of the role played in the Seal saga by our own Republican Congressman Asa Hutchinson, the House manager who has been lately so aggressive in his prosecution of Clinton in the Senate. Having listened to Hutchinson expound repeatedly on his desire only to get at "the truth" of the Clinton-Lewinsky affair, I am struck (as was my caller) by how remarkably unaggressive he was -- in fact, how surprisingly hands-off he was -- back in the 1980s when, as the U.S. attorney for western Arkansas, Hutchinson had the chance to prosecute Seal, the smuggler. We now know that during the time that Seal headquartered his operation at Mena he was being watched by U.S. Customs officials, as well as by agents for the DEA, the FBI, and the IRS. Former IRS agent William Duncan has testified that Hutchinson, who was among the first to know of Seal's arrival in Arkansas, called a meeting in early 1983, at which Duncan was assigned to investigate Seal's suspected money laundering. Duncan did, and he tried to have members of Seal's gang indicted. But when the IRS investigator asked Hutchinson to subpoena 20 witnesses who were prepared to testify about the alleged drug-trafficking at Mena, Hutchinson balked. Only three of the 20 were called, and of those, two later complained that they had not been allowed to present their evidence to the federal grand jury. The grand jury never indicted Seal or anyone else involved with him at Mena. In 1991, five years after Seal was murdered, Duncan testified about his experience. "Are you stating now under oath that you believe that the investigation in and around the Mena airport of money laundering was covered up by the U.S. Attorney in Arkansas," he was asked. "It was covered up," he said. Since then, I have spoken with Paul Whitmore, a former Chief of Criminal Investigation for the IRS, who was Duncan's superior. He oversaw the Seal investigation and concurs with Duncan's assessment that presentation of Duncan's evidence was blocked by Hutchinson's office. At the time, and to this day, however, Hutchinson has cast himself as an anti-drug crusader. In light of that, I wrote to him after his election to Congress. I explained that I have had a Freedom of Information request pertaining to Barry Seal before the FBI for several years -- a request that the FBI has acknowledged should have been filled a long time ago. In light of that, I asked Hutchinson if he would intercede on my behalf to get the records released. I was curious as to how hard Hutchinson would work to bring to light public records about a politically sensitive investigation in which he had played a significant part. As it turned out, he was not helpful at all. He replied that he had contacted the FBI concerning my request and that when he heard back from the agency he would "be back in touch" with me. That was more than a year ago. He has not been "back in touch." By contrast, Rep. Vic Snyder, to whom I placed the same request, has been diligent in his support of my appeal. It seems to matter to Snyder that the Justice Department can flaunt a federal law, delaying by years, if it wants, the release of public information. The agency still hasn't budged on the Seal records, but Snyder's push for their release distinguishes him in this otherwise dark affair. As for Hutchinson I hope that some day he is held to account, as he would hold Clinton to account, for certain events of the past -- events that even this self-proclaimed seeker of truth might prefer would never come to light. A law enforcement official of my acquaintance has told me that a secret Congressional hearing in 1988 heard enough evidence about North's drug smuggling to put him in jail for the rest of his life. Another former DEA agent, Michael Levine, said he has pored over North's diaries and found "hundreds" of references to drugs that "have never been investigated." For example, Levine said, on July 9, 1984, North wrote: "RDEA, Miami. Pilot went, talked to [Federico] Vaughn, wanted aircraft to go to Bolivia to pick up paste, want aircraft to pick up 1500 kilos." "My god," said Levine, author of The Big White Lie, "when I was serving as a DEA agent, you gave me a page from someone in the Pentagon with notes like that, I would've been on his back investigating everything he did from the minute his eyes opened!" In November and December 1987, the cleared Committee staff read thousands of pages of Iran/Contra Committee material including the "North notebooks," which consisted of 2,848 pages of spiral-bound notes taken by North on a daily basis from September, 1984 through November, 1986 covering his activities, telephone calls and meetings while he was at the National Security Council. In reviewing these notebooks, the Committee staff found a number of references to narcotics, terrorism and related matters which appeared relevant and material to the Subcommittee's inquiry. However, in many of these cases, material in the Notebooks adjacent to the narcotics references has been deleted from the material provided to the Committee. Upon reviewing the matter with staff of the Iran/Contra Committees, the Subcommittee learned that neither the Iran/Contra Committees nor the White House had had access to uncensored North Notebooks. Instead, North or his attorney had deleted portions of the Notebooks which they considered to be outside of he jurisdiction of the of the Iran-Contra Committees. In all, 1,269 of the pages of the Notebooks were censored to some extent by North or his attorneys prior to being delivered to the Iran/Contra Committees, with 155 pages blacked out completely. This occurred because North took the Notebooks from the White House in November 1986 before his documents were impounded, and turned them over to his lawyer, Brendon Sullivan. The Notebooks were then subpoenaed by the Iran/Contra Committees. North asserted his Fifth Amendment Constitutional right, and was then given limited immunity by the Committees to compel his testimony. After North was given immunity, his attorneys still objected to furnishing the full Notebooks, contending that they were not relevant to the Committee's investigation and North need only furnish portions which he and his attorneys determined were relevant. Because of the Iran/Contra Committee's very tight deadlines and the need to have the Notebooks for at least a brief period prior to beginning the questioning of North, the Committee agreed to allow North's lawyers to make deletions from the Notebooks. North or his attorneys blacked out hundreds of Notebook pages and numerous entries. Some f the censored entries were read by Committee lawyers, but most were not. Most important, the lawyers who read the diaries at that time did not know names, dates and places which would later prove to be important, and therefore were not in a position to determine the relevance of the material deleted. The Iran/Contra Committee's staff had only a few days to review the material before North was questioned. The thousands of pages were furnished in often illegible copies and would have taken weeks of analysis to make sense of under the best of conditions. Under a fundamental agreement over classification which the Iran/Contra Committees made with White House, the Notebooks were classified at codeword level and could only be released after a review by a White House declassification team. Following the review of the diary entries by cleared staff, Senator Kerry read several hundred pages of the North Notebooks and wrote the White House on January 25, 1988 requesting the immediate declassification of 543 pages containing references to drugs and drug trafficking, North's probe of the investigation into North's activities initiated by the Foreign Relations Committee in 1986, and related matters. A White House declassification team declassified some of the requested materials. Some of the materials were deemed "not relevant to the investigation," and others were not declassified because the White House team could not determine what they meant without reading portions not in their possession since they had been previously censored by North and his attorneys. JURISDICTION AND VENUE
6. This Court has Jurisdiction over this action pursuant to 12 O.S. _ 1651.
Venue is proper pursuant to 12 O.S. __ 137 and 187 as both defendants are
foreign corporations currently doing business through their local
distributor, Anderson News Corporation, with a distribution address of 909
W. 23rd, Tulsa Oklahoma, 74107. Jury Trial is Demanded.
BACKGROUND
7. On November 22, 1963, the Thirty Fifth President of the United States of
America, President John F. Kennedy was assassinated on tape, in Dallas
Texas.
8. In June of 1964, then Chief Justice of the Supreme Court, Chief Justice
Warren, pursuant to Executive Order of then President Lyndon B. Johnson, was
ordered to head a commission empowered to determine what happened involving
the slain president on November 22, 1963.
9. This report by the Chief Justice is known as the Warren Commission Report
on the Assassination of John F. Kennedy and Lee Harvey Oswald ("Warren
Report") to which identifies whom the Commission believes assassinated the
late President.
10. Defendant Hustler Magazine communicated a public offer of reward, with
no limitation of time, for "$ 1,000,000.00" (One Million) for information
identifying the Killers of deceased President John F. Kennedy after the
published Warren report.
11. On April 17, 1998, plaintiff was requested by Joanna Massey ("Joanna
M.") to deliver what information plaintiff had and that someone would get
back to plaintiff within a few days.
12. On April 18, 1998, plaintiff, by private courier, Fed. Ex Tracking
Number 803550299982, delivered to defendant Hustler Magazine, addressed to
Larry Flint or Joanna M., by and through Andrea Daily, Security Officer on
duty located at the Building which houses both defendants and their agent
Mr. Isaccman, a copy of the information plaintiff chose to submit in support
of plaintiff's claim for the Reward.
13. Between April 18, 1998 and May 18, 1998, plaintiff attempted telephonic
communication with defendants and/or their employees, only to be told that
plaintiff needed to contact Hustler and LFP., Inc.'s Attorney and Agent Alan
Isaccman for any further communication on the issues plaintiff presented.
14. Plaintiff contacted defendants' Attorney and Agent, Mr.Isaccman, to whom
failed to return any calls to plaintiff.
15. On May, 20, 1998, after 4 weeks had passed and silence was the result of
plaintiff's claims and defendants' refusing to return plaintiff's property
associated with plaintiff's claim, plaintiff delivered copies of the
information plaintiff relied upon in support of his claim for the Reward,
mailed by U.S. Certified Mail and U.S. Express Mail. Express Mail Numbers
were EI754401743US to Larry Flint and LFP. Inc., and Express Mail Number
EI754401757US to Alan Isaccman as agent for the defendants.

The office in Palo Alto, California remained open for a while but it was merely a stay of execution. Two months ago the company filed for Chapter 11. Nobody realises, but with the "pending failure" of DigiCash, a bit of Dutch Glory died. The company made a brilliant product. Even Silicon Valley was jealous of the avant garde technology invented in the Amsterdam Science Park. Internet "guru" Nicholas Negroponte went so far as to call the electronic payment system, ecash1, "the most exciting product I have seen in the past 20 years." The rise and fall of DigiCash: a story of paranoia, idealism, amateurism and greed. David Chaum The name of one man stands out way above anyone else in the history of DigiCash: David Chaum, US citizen, born into a wealthy family, brilliant mathematician and one who had to always have things his own way2. After travelling around the world he ended up in Amsterdam in the late 80's. Here, he became head of the cryptography department of the CWI (Centre of Mathematics and Information Science). Cryptography is the science of encoding and decoding of data, in order to maintain privacy. Chaum had built a big reputation in this field in the previous few years. Insiders estimated he was in the top 5 of the world at the time. And at the CWI, they also worked on electronic payment systems. In the early 90s, Rijkswaterstaat3 became interested as they were thinking about introducing automatic toll-collection roads. Chaum got together a few researchers, mainly from earlier contacts with the university of Eindhoven. All guys who knew each other through a "young researchers" programme sponsored by Philips. They had all spent their youth programming behind a computer. Enthusiastically they started, and within little over a week the job was done. DigiCash Rijkswaterstaat was satisfied and the team got another assignment. That was the moment when Chaum smelt money. Why couldn't he turn the patents he claimed in the 80s into money? On the 21st of April, 1990, the company DigiCash first saw light of day. Unfortunately Rijkswaterstaat decided to put the advanced system on the shelf and to continue with the old standby, number plate recognition. Chaum could have divested himself of the company and continued his work at the CWI, but he had apparently tasted the forbidden fruit of business. He decided to market his research other ways: smart cards, point-of-sale applications, cash registers and tele-banking. Of course, he had to quit his job at the CWI because of the risk of conflict of interest. Financing of the company was done privately by the American. Former DigiCash employees agree that Chaum and his wealthy family had at least contributed a few million. It all started out quite nicely. The brand new company sold a smart card for closed systems which was a cash-cow for years. It was at this time that the first irritants appeared. Even if you are a brilliant scientist, that doesn't mean you are a good manager. David Chaum was a control freak, someone who couldn't delegate anything to anyone else, and insisted upon watching over everybody's shoulders. "That resulted in slowing down research," explains an ex-DigiCash employee who wished to remain anonymous. "We had a lot of half-finished product. He continuously changed his mind about where things were headed." This drove a few people crazy and it didn't take long before the first few turned their back and started their own company. In 1992 Boudewijn de Kerf and Eduard de Jong quit the company and went to Silicon Valley where they invented and sold an operating system to Sun Microsystems for a substantial sum. Ecash Annoying as he was, David Chaum had brilliant ideas. In 1993 he invented the digital payment system ecash. According to insiders, it was a technically perfect product which made it possible to safely and anonymously pay over the Internet. Dan Tebbutt reports Charles Stuckey, chief executive of Nasdaq-listed Security Dynamics, will visit Brisbane to open the Australian arm of his subsidiary, RSA Data Security. Queensland Premier Peter Beattie will be there smiling for the cameras, largely oblivious to the controversy behind the new RSA facility. The plan for the office came to fruition following a series of negotiations that offer an eye-opening insight into Silicon Valley horse-trading. The most contentious aspect of RSA's arrival down under was the groundbreaking grant of export licences by the Department of Defence, which maintains tight control over encryption policy in Australia. Defence's concessions to a US developer raise questions of credibility and consistency: if one company has received export approval, why not others? The RSA Australia story began about a year ago. At that point, Tim Hudson and Eric Young were obscure engineers working for a small Silicon Valley outfit called C2Net. Within the secretive encryption community the two were recognised as gurus because of SSLeay, Young's independent implementation of the Secure Sockets Layer (SSL) protocol used to safeguard Internet commerce. But most of the IT world remained unaware of their work in Brisbane. Wider impact was unlikely while they remained with C2Net. While C2Net president Sameer Parekh became a media darling for his outspoken opposition to US encryption laws, the secure Web software supplier struggled for sales and finance. And size matters when it comes to security software. Few companies are willing to entrust critical corporate data to a small developer that may disappear like so many IT start-ups. So C2Net and its Australian development arm were an obvious takeover target when RSA one of world's largest encryption suppliers started looking to expand into the SSL tools market last February. C2Net's appeal was boosted by unique development arrangements under which strong cryptography was cleared for export from Australia via the Internet. This made the company immune from export restrictions and permitted it to sell its data scrambling software into any market in the world including areas where RSA was blocked by US laws. "For 13 years we have wanted to participate in markets outside the US," RSA president Jim Bidzos says. Dialogue between the two companies began, and US stock-market filings reveal that in June RSA's parent company loaned C2Net $US200,000 ($308,000) to help its development efforts. A formal acquisition offer was made the following month, according to informed sources. But in August the deal started to unravel over the critical issue of intellectual property rights. Because their SSLeay tools were distributed as freeware on the Internet, Hudson and Young had reserved exclusive control of their intellectual output meaning C2Net had nothing to sell. Parekh says middle management at RSA had misinterpreted C2Net's position before making the acquisition offer. "If the people in charge at RSA were fully aware of the situation from the start, I don't think they would have spent as much time negotiating," he says. John Linton, former director of business development at RSA, said: "In other words, there were no intellectual property rights owned by C2Net that RSA could acquire." Reading Millstein in Hebrew is tough slogging but the Gefen translation is a major improvement in style. The book has become fast-paced and highly accessible...and twice as disturbing for those of us personally concerned about Israel's security. The story Millstein tells is of a young man placed in high military command, in large part, due to deference to his mother, a famous left-wing activist. Without consideration given to his character, Rabin provesto be a hopeless batallion and brigade commander. In his sole test under fire, on April 20, 1948, Rabin fled an ambushed convoy under the pretext of gathering reinforcements. However, once he reached safety, he chose not to return to the battleground where dozens of his men lay wounded and dying, preferring to take a nap. A month later he slept at the soldiers' hostel in Jerusalem while 44 men of the Harel Brigade he led, died on the rocky slopes of Nebi Samuel, barely five miles away. So how did Rabin rise to the top of the ranks? Accidentally, it turns out. In June, 1948, Prime Minister David Ben Gurion ordered an arms ship, the Altalena sunk off the coast of Tel Aviv. The ship belonged to the rival, right wing organization, the Irgun and standing on its bridge was Ben Gurion's political opponent Menachem Begin. Ben Gurion found a willing officer, Yigal Yadin, who was prepared to sink the ship with artillery but no soldier or officer was prepared to actually shoot the Irgun men swimming to shore. Into Palmach headquarters walked Yitzhak Rabin to visit his girlfriend Leah. Ben Gurion realized that only the far-left Palmach had been inculcated with enough Irgun hatred to actually shoot dead helpless men swimming away from a burning ship. Since Rabin was the highest-ranking officer in the building, he gave the order to murder and fourteen Jewish men fell dead from his bullets. To prevent the ugly truth from reaching the public, thereafter Ben Gurion felt obliged to advance Rabin's military career. Most of the Rabin File is not about Rabin himself but about myth-making and the cost in lives to the Israeli people. Rabin was not the only officer to disgrace himself in the War Of Independence: Yigal Allon, the "hero" of the war, never once stepped onto a raging battlefield. Those who did, including Uzi Narkiss, Yitzhak Sadeh, Yohai Bin-Nun, Chaim Bar Lev and Yosef Tabenkin displayed the same lack of nerve and judgement as did Rabin from afar. The result was the loss of 6000 men, 1% of the Jewish population of Israel and 10% of its finest young men. Nor does Millstein allow us to forget that Rabin's Harel Brigade also lost the holiest neighborhoods of Jerusalem and the most vital strategic settlements everywhere but west of the city. So how did Israel survive the war at all? Mostly because of the courage and determination of lower-ranked officers and their men, plus the incompetence of the enemy. And this, insists Millstein is Rabin's legacy: The IDF to this day advances its most incompetent and scandal-ridden officers, they eventually enter the top ranks of the political system and the country pays the price. The brain specimen (Tippit's surgically slain brain) bolstered the single gunman theory because, in fact, it was a TRUE AND VERITABLE SINGLE GUNMAN'S WOUND, ergo, one man's work. Without Tippit's death and body as the lynchpin of both the getaway plan and, equally important, as "the prop" used to incriminate Lee Harvey of both murders, the plan could not have succeeded. Furthermore, as evidence indicates now that Tippit was an active participant, namely "Badgeman" and the cop who led the Tramps to safety before being dispatched to Arlington, the idea of eliminaing Tippit makes a lot of sense in getting rid of an unreliable element (Loose Lips Sink Ships) and would also save the planners a lot of money (if a big payoff was involved, which I believe is evident). I figure Tippit's cut would have been around $50,000 if we believe James Files story of getting $30,000 for his role from Nicoletti. $50,000 is exactly what Mrs. Tippit got from Abe Zapruder alone after he donated his first year's payment of Z Film royalties to the grieving widow. This is before the $600,000 she got in donations from sympathetic supporters of the "young hero", described as a "poor dumb cop" by one of the TWO men present at his shooting. The swapping of the photos was key to conning the Parkland doctors that they had been in error in regard to the nature of the throat wound. Tippit's pictures were used to browbeat Dr. Malcolm Perry and others into doubting their own observations and their own sanity. The customized "HoaX-rays" of Tippit's skull and the supporting forensic evidence provided by the correctly corresponding brain specimen is the cornerstone of the Warren Commission's medical report. After Russia, it has the second-highest rate of imprisonment in the world. One in every 163 Americans is in jail or prison, a rate six times the average in Europe. America=92s zeal for imprisonment is usually attributed to a recent shift towards harsh law-enforcement policies, especially against drug users. To some degree, this is true. The number of people locked up has tripled since 1980. But this recent surge is anything but an anomaly. Bondage of one sort or another has played a central role in American history from the beginning. It is no exaggeration to say that prisoners did as much as free men and women to establish the United States as a nation. Most Americans will scoff at this idea. Australia accepts its history as a prison colony. But Americans, with the notable exception of blacks, still cherish the idea of a country founded by hardy individualists, who spurned the oppressions of a rigid European order to build a better society in the wilderness of the New World. In fact, as detailed in Scott Christianson's fascinating new book, a large proportion of white immigrants to early America arrived in chains as prisoners, indentured servants or bonded labourers. Their Atlantic crossing was almost as terrible as that of the black slaves being shipped at the same time from Africa. Between a third and a half of white immigrants died on some voyages. Once in America, their lot was often only marginally better than that of slaves. Their biggest advantage over slaves was that they could look forward to being free once their term of imprisonment or service was over. Many, of course, never lived to see that day. For any American brought up on the more benign view of American history taught in the nation=92s schools, Mr Christianson's work will be something of a shock. But the evidence he marshals is simply too massive to ignore. Throughout the 17th and 18th centuries, Britain operated a system of severely punitive laws designed as much to provide cheap labour for its American colonies as to curb crime. In an age when there was no established police force, private agents called =93spirits=94=97many of them criminals themselves=97were paid to apprehend supposed lawbreakers. Large numbers of people=97including hordes of poor or abandoned children=97were simply kidnapped off the streets of London and other big cities, and then sold with the blessing of a magistrate as felons or bonded labourers to ship captains, who transported them to the American colonies where they were resold as labourers to the highest bidder. One purchaser of felons was George Washington. This practice continued right up to the American revolution, which caused a prison crisis in Britain when hostilities interrupted prisoner exports. Even those colonists who emigrated voluntarily exhibited a taste for imprisoning others. One of the first public buildings erected in Boston, in 1632 when the town consisted of only 40 dwellings, was a "house of correction". Over the next 250 years, as America was settled, jails and prisons were always among the first public facilities built. For people trying to make their way in a wild continent, this was strange. Prisons and jails are expensive. Other societies relied more on different, cheaper ways to maintain discipline. In fact, once jails were built, Americans spent little on prisoners. Life "inside" was usually horrific. Frequently prisoners were left in dark cells to starve or die in their own filth. When larger state prisons were built, reformers sought a more enlightened regime. Rehabilitation through penitence had a vogue--hence the term "penitentiary". But even the best of these places were grim, involving

From: [EMAIL PROTECTED] To One and All, and especially to Daniel: My brother (the one who was in the Civil Air Patrol in Baton Rouge with his best pal, and our old neighbor, Adler Berriman Seal), was in town this week. Over dinner last night he told me more strange things about the New Orleans Civil Air Patrol unit. First, the Baton Rouge boys weren't nearly as sophisticated, so Barry Seal was much enamored of David Ferry (CIA-Op and commercial airline pilot who recruited Seal for black ops missions). Ferry's New Orleans CAP unit was a quasi-military outfit. They met at least 3 times a week (2 evenings and each Saturday). Lee Harvey Oswald was a member of Ferry's elite little boys' club (not even the Warren Report could deny that). My brother and Seal both met Oswald. My brother called him a "CAP super geek." He said all N.O. CAP guys were "geeks", but Oswald epitomized the unit. "He was extremely bright," according to my Harvard-educated brother. "Spoke Spanish and some Russian." Now at that time, it must be recalled that Oswald was 15 or 16 yrs old, so one must wonder when in his dysfunctional past he picked up -- of all things -- Russian? Anyhow, my brother again related the incident in which he and Barry flew to the little airport in Lacombe, where the geeks had assembled, festooned in neo-classic military regalia, for inspection by their fearless, if not feckless leader, David Ferry. "The guy was sitting in this Hollywood director's chair, dressed in black military fatigues, boots, and a black beret. He wore a rug, and fake eyebrows. In fact, one eyebrow was turned up at a 45-degree angle, and the other was horizontal. I laughed when I saw him, but Barry told me to stay by the plane or he wouldn't let me fly back to Baton Rouge." My brother watched them talk, and saw Ferry point to the 50-or-so wooden crates staged next to the tarmac. On the way back to Baton Rouge, Seal told my brother he was making $400 a week flying "runs" for Ferry, and that Ferry was "CIA". The crates were weapons and ordinance, according to Seal. "How'd you like to make that kind of money?" Seal asked my brother. Our dad made about $400 a month back then, and we weren't poor. My stunned brother didn't know what to say. "I'll think about it." They never discussed it again. One last thing: As you said, Daniel, Stan Bardwell told us he (i.e., the feds) knew Seal was CIA. Why doesn't anyone else care to probe the Seal- Ferry-Oswald connection. Isn't it obvious? Who brought JFK down? Oswald? Hardly. They asked General Smedley Darlington Butler, the most famous and revered military man in America at the time to lead the vast number of Vets and active duty soldiers that they hoped would take part in the coup. He saved this country. Major General Smedley D. Butler was a three time winner of the Congressional Medal of Honor, and a famous hero of the Spanish American War and W.W.I. -Caveat Lector- This post came through on a wellpet list I subscribe to. Because my dogs are presently sick, and because the pesticide-poisoned burrito post caught my attention I thought this would also be of interest. A relative was hospitalized the other day in NY for food poisoning after eating a vegetarian taco. ** Grim Note On the issue of consumer protection and hazardous warnings, here's a new one, I think. Those yellow sponges with the green plastic fibers on the back for scrubbing pots -- "Pot Scrubbers" -- should be kept far away from our birds, fish, reptiles, cats and dogs, hamsters and whatevers. Proctor Gamble, in its continuing search to make America look clean and smell great, has a new "improved" version of the sponge on the market that kills odor-causing fungi that get in the sponge after a few uses. They make a big deal out of this innovation on the outside packaging. A friend of mine used one of these sponges to clean the glass on a 200-gallon aquarium. The abrasive backs are good for removing algae and smutz that collect on the inside of the tank. He refilled the tank and after the water had time to condition and rid itself of chlorine, he reintroduced his tropical fish collection of some 30 fish. Within five hours of putting the fish back in the tank, they were all dead! Some began to die after only 30 minutes. He removed the survivors to another tank but they all died. Retracing his steps to clean the tank, the only thing that was different was using that new kind of sponge -- he'd used the regular old Pot Scrubbers for years. Lo and behold I discovered on the back of the packaging in about the finest print you could put on plastic a description of the fungicide in the sponge and the warning in tiny bold-face letters, "not for use in aquariums. keep away from other pets." Thanks for warning Proctor Gamble. It seems the fungicide is a derivative of the systemic pesticide-herbicide, 2-4-D, more popularly known as Agent Orange, the chemical we sprayed all over Southeast Asian during the Vietnam War that many veterans and war refugees say did them permanent damage to their lungs and nervous systems. The package warning goes on to say they fungicide cannot be washed from the sponge even if it is placed in the dishwasher (in which case Agent Orange is now all over your dishes and drinking glasses). And, if you think its there to kill disease-causing bacteria like Salmonella from contaminated chicken meat, think again -- it's not an effective enough bactericide to kill those kind of bugs. I called PG to register a complaint and told them I'd never use their products again because I couldn't trust what they were putting in them. By the way, the same chemical in the sponge is used now in many of those popular anti-bacterial, anti-viral disinfectant liquid soaps and hand cleaners that are flooding the market. Bob Barr once came to a meeting of a group I used to attend called "Fully Informed Jury Association". His helper came around to our table and said "Bob Barr believes like you". Well, perhaps we agreed on a few things, but even at that table there was a great divergence in political opinions. During the question period there was so much discussion in favor of ending the war on drugs that the leader of our group cut it short. He said something about it starting to sound like a NORML meeting. Does Bob Barr support the relegalization of marijuana because he attended our group? Get real. I do not know what his political beliefs were other then that he wanted to keep the US out of WW2, though he later fought in the pacific (though unofficially). I do know that his father was a strong enemy of the the Federal Reserve and did all he could to try to stop it while a congressman at the time it was voted in. Scientology dislikes the Internet; it dislikes FACTNet; it dislikes me and it dislikes this conference. One of the major problems of Scientology is that its special brand of evil dislikes any attempt by anyone to expose the true criminal nature of this pernicious cult. I can assure you, however, that I am here tonight continuing to do just that. More often than not when we detail the dark activities of Scientology, we concentrate on the more obviously outrageous legal and constitutional rights violations committed by Scientology's Office of Special Affairs, or OSA. Truly these acts by Scientology's self-styled police force are evil, their hypocrisy the most notable, and it is easiest to express outrage against this level of Scientology's crimes. It is OSA that targets critics like me and organizations like CULTinfo. There is more than enough information on OSA's outrageous activities available on the internet and I will not burden you with a further litany of their abuse. However, before I get into the main text of my speech, I do wish to share with you some insights into Scientology that came about last summer as a result of fifteen hours of meetings with top Scientology officials. I had a series of meetings with two of the top leaders of Scientology, Mike Rinder, the head of OSA, and Marty Rathbun, the head of RTC and second in command of Scientology, under David Miscavige. I agreed to these meetings because at the time I naively thought it might be possible to carry on a dialogue with these people for the purpose of bringing about reforms of some of their most abusive practices. Without boring you with the details of these meetings, I concluded by the third and last one that communicating on any rational level with these or any other Scientology leaders was impossible. The arrogance and disdain with which they treated me during these meetings was born of a firmly held belief that anyone critical of Scientology is nothing but a hindrance to their forward progress, something to be neutralized in any possible way. I was an irritant, and theirs was an unshakable belief in the infallibility of the technology created by the failed artist, L. Ron Hubbard. Since these meetings, Scientology has stepped up its attacks on me. But I am not the kind of person who has tended to avoid confrontation. Although the Scientologists have done everything in their power to complicate my life, I have no intention of turning my back on their insidious evil. Scientology knows this, and they intend to stop me using whatever means they possibly can. But what has happened to me is only one example of the many tactics Scientology uses to silence its critics and, generally, to keep the outside world at bay. Indeed, the external-facing Office of Special Affairs is the only part of Scientology that anyone on the outside ever encounters. It is extremely important to realize that none of us outside the tightly controlled world of Scientology are ever allowed even a glimpse of the true face of Scientology. OSA personnel are assigned to attend conferences like this one to monitor the activities, report back to their seniors with a list of attendees, and, if possible, harass and introvert Scientology critics, many of whom are here tonight. The people who carry out the harassment and intimidation of critics are all OSA personnel or OSA's hired investigators and agents. People on the Internet never speak to anyone who has not been specifically assigned by OSA to "handle" the critics. OSA, therefore, is the interfacing entity between the Scientology world and the real world. There is rarely even the slightest ripple in the mirror-still waters of Scientology's slick public image. The agent would then go to mainland China and try to satisfy all of the requirements of both services. The Chinese said that this agent had gone on trips before to China and had produced good intelligence. Since we had yet to place one solid reporting agent on the mainland, we eagerly agreed to their proposal. The agent -- I will call him L/1 -- was a Chinese James Bond. There seemed nothing he could not do. Our training officers taught him our system of secret writing, radio communication, photography, observation and reporting, and numerous other subjects. Our intelligence staff briefed him on major intelligence requirements. I gave him his travel documents and briefed him on the cover story. No matter what the topic or instructions, all agreed L/1 was the best agent they had ever trained. He grasped broad concepts as easily as he mastered demanding technical points. We were all a little awed by L/1, but were put off by his condescending manner. Our plan was to send L/1 to the mainland, where he would contact and recruit a friend to serve as our resident spy. He was also to set up a clandestine radio in the friend's house. We gave him a detailed daily time schedule for radio contact, at which time our people would monitor his radio's frequency. After he recruited his friend (L/2), he was to travel around China for several months while occasionally sending out radio reports and encoded letters. After two months of training and briefing, we launched him into China. L/1 lived up to all his potential, except for radio contact. He began sending back a series of encoded letters, which decoded perfectly, and described his travails along the way. After nearly four months he re-appeared on Taiwan. This was the first successful operation of this type that the station ever had, and we all were elated. I planned to get the best mileage out of the operation and set forth a debriefing schedule for every day, both morning and afternoon. As it turned out, the debriefing went on for a full month. I had to reply on an interpreter, but that seemed only a minor problem since L/1's answers were crisp, short, and straight to the point. During the debriefing L/1 gave us details of L/2's house and life in a commune in China. Food and clothing were rationed, apportioned according to one's status and function. Everyone was required to participate in political meetings that continued sometimes until late in the evening. In the morning everyone was required to get up early for group exercises when the government's radio station broadcast exercise music. There was one thing about L/1 that disturbed me -- the lack of radio contact while he was in China. L/1 claimed that he could not make contact because our schedule called for early-morning communication when, the electricity was turned off. Yet the government's exercise program came on early in the morning and was received by L/2's commercial radio. How was one radio able to operate but not the other? I began to wonder if L/1's claim about no electricity might be contrived. I did not want to confront him with the discrepancy until I had closed all avenues of possible retreat. I wanted desperately for him to allay my suspicions, but I just as strongly wanted to know the truth. One aspect complicated the problem. The intelligence service of the Chinese Nationalists might have substituted their crystals in our radio, thereby allowing L/1 to report only to them. I had to be careful not to expose any possible duplicity on the part of the liaison service, since the ongoing relationship was probably more important than determining the truth. Scattered throughout the last two weeks, I casually asked about L/2's radio -- where he had purchased it, what brand name was it, what stations could it receive, and what kind of batteries he had to buy for it. L/1 responded that it did not have batteries and that it operated off the house current -- the wrong answer!

A method that works in one area, will not work in another. (Thailand required a unique combined operational/analytical approach). Analysts must be able to scan large amounts of information and eliminate the non-relevant and peripheral, while identifying and focusing on the important. Above all, analysts must have flexible mentalities -- and be able to examine facts and data without fixed preconceptions -- as much as possible. I note that my study of Asian Revolutions relied heavily on the writings of the various Communist leaders -- Mao Tse-tung, Ho Chi Minh, Vo Nguyen Giap, etc. (For those interested in this study, I suggest a Freedom of Information request to the CIA.) (Also, of extreme importance, analysts must be free of political pressures; and, promotion methods rewarding politicized results.) Each situation demands flexibility in searching for and adopting analytical and operational procedures. From a distance it appears that terrorism and terrorists have definite vulnerabilities and invulnerability's. Each group or groups-of-groups present different analytical challenges. As one example of analysis I offer my data base, CIABASE. Trying to put an analytical collar on all of the Agency's activities is a challenge of unending proportions. I do this since I know in my own mind that the CIA will lead the United States into one disaster after another as it uses operators and operations not analysts and analysis to deal with situations -- the Vietnam War being one of its greatest negative accomplishments. The advocates of the Agency will note the large number of analysts in the Directorate of Intelligence (DI). But the CIA "is" the Directorate of Operations (DO) -- where it leads, the rest of the Agency follows. So you can have any number of analysts and sophisticated computerized analytical systems but they all come to naught when they are bent to the operational, intellectual, and ideological will of the DO. This is one reason why I advocate the assignment of analysts or analytical case officers to field operations -- this is the beginning and much of the end of the Agency's problems -- including the lack of accuracy in its predictions and intelligence. If you get all sorts of nonsense reported from the field, it destroys most opportunities for later adjustments or analysis, especially when this nonsense comes from the all-powerful, know-nothings of the DO. For a long time, many people have believed that African-Americans were targeted by the Central Intelligence Agency to receive the cocaine which decimated black communities in the 1980s. It was, until now, widely accepted that the case could not be proven because of two fallacious straw obstacles to that proof. Both lie smack dab in the misuse of the word "crack" and that is why, in my lectures, I have strenuously objected to the term "CIA crack". First, it cannot and probably never will be established that CIA had anything to do with the first creation of crack cocaine. Chemically, that problem could have been solved as a test question for anyone with a BS in chemistry. The answer: add water and baking soda to cocaine hydrochloride powder and cook on a stove. A study of the literature (including articles I wrote 14 years ago for The U.S. Journal of Drug and Alcohol Dependence), as opposed to, for example, that pertaining to LSD, shows no CIA involvement whatever in the genesis of crack cocaine. Also, there has never been any evidence provided that CIA facilitated the transport or sale of crack itself. What is beyond doubt is that CIA was directly responsible for the importation of tons of powdered cocaine into the U.S. and the protected delivery of that cocaine into the inner cities. Another obstacle has been the fact that CIA imported so much cocaine that, even if every black man, woman and child in the country had been using it, they could not have used all of what CIA brought in. Ricky Ross, the celebrated dealer of Gary Webb's Dark Alliance, sold approximately four tons of cocaine during his roughly five years in business. Yet one CIA ring, that of Miguel Angel Felix Gallardo and Rafael Caro-Quintero, was moving four tons a month. And that was only a fraction of the total CIA operation. Leaving the unsupportable arguments aside, is there a supportable case that CIA directly intended for African-Americans to receive the cocaine which it knew would be turned into crack cocaine and which it knew would prove so addictive as to destroy entire communities? The answer is absolutely, yes. And the key to proving that CIA intended for blacks to receive the drugs which virtually destroyed their communities lies in the twofold approach, of proving that they brought the drugs in and interfered with law enforcement - AND that, by virtue of CIA's relationships with the academic and medical communities, they knew exactly what the end result would be. Knowing that, we then have a mountain of proof, especially since the release of volume II of the CIA's Inspector General's Report (10/98) that the CIA specifically intended and achieved a desired result. For anyone not familiar with the ways in which CIA studies and manipulates emerging social and political trends I cannot encourage strongly enough a reading of The Secret Team by L. Fletcher Prouty, Col., USAF (ret.). This article is a start, a beginning on the painful work that needs to be done to build a class-action lawsuit. Such a suit, by necessity, will have to include room for all the whites, Asians and Latinos who also fell prey to cocaine addiction. But this article should convince any reader that the argument is solid - and winnable. It is too-rich food for the following thoughts, and it will give you a stomachache. Augusto Pinochet's regime was as depraved and brutal as can be imagined, yet he loves things "civilized". How delightful. Picture yourself being forced to watch your loved ones raped before your eyes. Imagine mutilation, castration, electroshock to genitals, bayonets up vaginas, dogs used to commit sexual assault. These were not merely tactics used against criminals. They were used as a full-scale war against anyone of even remotely leftist or progressive tendencies, anyone critical of the government. Perhaps Britain is indeed civilized, having arrested Augusto Pinochet. There is as much paradox and irony in this, too, as there is in Pinochet's comments. Providing the contrast is the ever so-civilized Maggie Thatcher, enjoying lunch with Pinochet, criticizing the arrest. I have a fondness for London, myself, and always will. It is where my lover and I went to celebrate our 25th anniversary, our first trip abroad, the first place in the world that we wanted to see. I notice that there is a peculiar popularity, these days in America, for newscasters with heavy British accents. I think that perhaps it is because so many Americans have a stereotype engrained in their minds of "very proper" British. Somehow, they trust them more than their own newscasters. While I maintain affection for Britain, I am aware of the painful paradox and contradiction. Its history is often shameful and depraved. The same is certainly true of America, maybe even more so. Probably, the truth is that paradox and contradiction are universal in human beings. We are both quite civilized and quite barbaric at the same time. Wake up, Maggie, I think I have something to say to you. You and many others will think that I am quite barbaric and uncivilized when I am done saying it, but I am merely the same contraction that you, and Britain, and America, and the rest of the world are. I would hate to be rude to a host, but I have a higher duty, as one of the rabble, to rouse people all over the world to rebel against their governments, when it seems best for the balance of barbarism and civilization. The ugly side of Britain has been evident enough in history. The brutal suppression and exploitation in India. The callous attitudes toward Ireland, just recently mending. The Nazis sympathies within sections of British aristocracy, before WWII. Most Americans would never give a second thought about Britain's despicable role in China's Opium War, and how Britain raped that country for the sake of drug profits. Then again, most Americans never noticed the CIA's raping of half the entire globe, for drug profits. Probably, the CIA, Richard Nixon, and Henry Kissinger are far more to blame than Britain and Maggie Thatcher, for the spectacle of horror that was Augusto Pinochet. Our government would prefer to hide the fact of the extremely close collaboration between Nixon's administration and Pinochet, despite its knowledge of the human rights abuses. Our country might have been more aware of the abuses of Kissinger and Nixon, true madmen that they were, but I recall another civilized lady who enjoyed luncheon dates with unsavory, powerful men. Supporters of Katherine Graham, formerly of the Washington Post, were quite upset when I criticized her for censoring news critical of her dear friend Kissinger. Didn't I know, she was extremely liberal? I had her all wrong. I don't doubt for a minute that she was extremely liberal, in spite of her having lunch with a rabidly right-wing friend. It is the contradiction and paradox of the decent and indecent, the civilized and the barbaric. It is the very subject of this entire, verbose essay. Kissinger did not believe in democracy, when it came to Chile's election of the liberal Allende government. He said quite cynically that the people of Chile had no right to make such a mess of things, to elect a socialist government, through their own foolish votes. The U.S. government would never admit it, but I believe that they welcomed and intended torture as a tool of repression. Today, the civilized world wrings its hands over such soul-tormenting questions- do we have the right to arrest Pinochet? Should he be exempt, as a head-of-state? Are we following international law and agreement, according to all the proper rules? The hypocrisy of it all is sheer madness, of course. So

Good, The Atlanta Journal-Constitution Investigators today were trying to trace a mysterious man who walked through a MARTA car coughing and staggering just seconds before passengers began having trouble breathing. MARTA authorities said today they still have no idea what forced 21 passengers from one car of a southbound train to seek treatment at Grady Memorial Hospital. Doctors sent home everyone except a 14-year-old boy whose throat swelled shut. Hospital staffers inserted a tube to his lungs to keep him breathing, said Dr. Philip Shayne, a Grady emergency room spokesman. The boy was in satisfactory condition today, said Grady spokeswoman Barbara Vogel. "He's doing very well," Vogel said. "His breathing problems are looking better. " Officials shut down the Oakland City MARTA station, disrupting the commute for two hours during the evening rush hour. The station was operating normally today. The FBI's domestic terrorism squad joined the investigation because of reports that a man sprayed something into the train, said Celestine Armstead, spokeswoman for the FBI's Atlanta office. However, Dee Baker, a spokeswoman for MARTA, said investigators had found no one who saw anything sprayed. She said the investigation was centered on a man dressed in "a heavy coat and shorts" who entered the car through a back door at the West End station. The man coughed uncontrollably, gasped out an expletive, walked up the aisle clutching at seats to keep himself balanced and staggered out through the middle door, she said. Seconds later, on the two-minute run to Oakland City, passengers began falling ill. "He seemed to have been exposed to the same thing or something similar as the passengers," Baker said. She said investigators had found no one who noticed the man at West End before or after he passed through the car. She said they were checking to see whether he showed up on security videos at the station. No one saw him spray anything, she said. "He had his hands covering his mouth or holding on to the seats." MARTA Police Chief Gene Wilson said he had conflicting reports about what the man looked like. The first victims were the seven riders, the first MARTA police officer to enter the train at 6:12 p.m., and a MARTA rail supervisor, Wilson said. Of the 21 victims, those most seriously affected coughed, felt tightness in their chests, had eye irritation, felt nauseated and had difficulty breathing. Medical care for the victims began at the MARTA station. Atlanta firefighters hosed off victims, dousing the fully clothed people with a light stream of water. Ambulances took them to Grady. At the hospital, the victims stepped off the ambulances and into plastic decontamination tents. Hospital staffers escorted the victims through a series of showers. Because no one knew what the substance was, Grady workers placed all sheets, towels and materials in red hazardous waste bags. They also drained the shower water into barrels, instead of letting it go into the Atlanta sewer system. Those who were released were given green hospital scrubs to wear because their clothes were confiscated by the FBI to identify the substance, Vogel said. -Caveat Lector- Deadly vaccine claims finally hitting mass media. flw Electronic Telegraph ISSUE 1360 Sunday 14 February 1999 Pre-1963 polio vaccines may be killing hundreds through cancer By Robert Matthews Science Correspondent THE mass vaccination campaigns of the Fifties and Sixties may be causing hundreds of deaths a year because of a cancer-causing virus which contaminated the first polio vaccine, according to scientists. Known as SV40, the virus came from dead monkeys whose kidney cells were used to culture the first Salk vaccines. Doctors estimate that the virus was injected into tens of millions during mass vaccination campaigns before being detected and screened out in 1963. Those born between 1941 and 1961 are thought to be most at risk of having been infected. Now a new study of the effects of SV40 points to disturbing evidence that the monkey virus causes a number of human cancers. It concludes that there is "compelling" evidence linking SV40 to mesothelioma, a once-rare type of lung cancer whose prevalence is rapidly increasing. Dr Janet Butel of the Baylor College of Medicine, Texas, and the lead author of the study, told The Telegraph: "I feel strongly that research is warranted to determine how common human infections by SV40 may be, and what factors might predispose individuals to SV40-related tumours." Her study, published in the Journal of the National Cancer Institute, also suggested that the monkey virus may be passing from those given the contaminated vaccine to their children, spreading the cancer risk still further. Blood samples analysed by Dr Butel and her colleagues point to the steady spread of the cancer-causing virus in the human population, with 10 per cent of those never exposed directly to the contaminated vaccine testing positive for SV40. Dr Butel said: "I believe SV40 is present in the human population today and is being spread among individuals by an unknown route." The Telegraph has learnt that scientists in Britain have joined an international effort to confirm the findings. According to Prof Gordon McVie, the director general of the Cancer Research Campaign, researchers have so far uncovered evidence linking SV40 to a number of cancers, including brain tumours and bone cancer. He said: "I've a feeling that the virus might be implicated in more, such as non-Hodgkin's lymphoma and prostate cancer." The study is also likely to prompt a radical rethink by doctors of what happened 40 years ago, during the early days of polio vaccination. Until now, SV40 was regarded as harmless, with no evidence of long-term health effects emerging in follow-up studies of those vaccinated. Now it appears that these studies may not have been conducted over a long enough period. New highly sensitive laboratory tests have disclosed the presence of SV40 in many different types of human tumour. The most startling results centre on mesothelioma, until recently linked primarily to exposure to asbestos. Studies have found that around 70 per cent of mesothelioma cases test positive for the SV40 virus. Over the past 30 years, the number of mesothelioma cases has risen 10-fold, to about 1,000 a year, and is predicted to reach 4,000 early next century. Until now, the increase was blamed on the asbestos industry. But the new findings are leading scientists to suspect that SV40 may account for a substantial number of mesotheliomas. Dr Butel said: "The consistent association of SV40 with that tumour is compelling." Some scientists remain sceptical of the link, however. Robin Weiss, a professor of viral oncology at University College, London, said that SV40 is widely used in laboratories and could easily contaminate tumour samples, fooling the ultra-sensitive tests used to detect the virus. Prof Weiss said: "Many of the positive results are probably false positives. However, Dr Bharat Jasani, a leading expert on SV40 and mesotheliomas at the University of Wales College of Medicine, Cardiff, said that new reliability tests rule out contamination as a possible explanation. He said: "There is absolutely no question of laboratory contamination being to blame. That part of the story is now over. The time has come where we have to take things more seriously." Dr Jasani said he had little doubt that the mass polio vaccination campaigns were to blame for SV40 entering the human population. He said, however, that this could bring new hope to hundreds of cancer patients, as it suggested that many might be treated by a vaccine that attacked SV40. He said: "We could think about saving more than 2,000 lives a year from mesothelioma - and that is good news." In Congress, where Britain is termed "a red pox spreading across the Pacific", there are calls for the United States to "seize maritime control of the world". "We are nearer war today than ever before," an admiral warns. As war fever mounts, a bestselling tome declares, "We were Britain's colony once. She will be our colony before she is done." It sounds like an especially fanciful Tom Clancy novel. But every word is true. All this happened in the US during the 1920s, and there would be years more of fear, loathing and near-catastrophe before the cold war finally locked "the cousins" in potentially permanent embrace. How dangerously lunatic those times were is a subject English-speakers on both sides of the Atlantic have done their understandable best to forget. It is precisely that which makes this book so startling, and (for anyone who cares about the continued health of the "special relationship") so necessary. Written by an American professor in a style blessedly unacademic, this slender, fast-paced volume is a rarity among histories. Not only does it add to understanding, it supplies knowledge where there was almost none. Dislike of things British sprang from several sources. One was Irish and German Americans, whose long memories seekers of American public office were not unwilling to exploit. Another was a distaste for imperialism, which most Americans associated solely with their former masters. Perhaps the most important cause, though, was a suspicion that America had been snookered into the first world war via the cunning of British diplomats, and the imbecility of their American counterparts. Add to these factors historic xenophobia and not a little military ambition, and the post-first-world-war result was a frenzy of battleship construction matched in size only by dreamed-up worries of imminent red-coat invasion. In the end, cooler heads prevailed, and America entered into a 1921 treaty with Britain, Italy, France and Japan limiting the size of respective fleets. But that stayed Anglophobia only briefly. Certain America had been outwitted once again, the Tennessee senator John K Shields began inveighing against the Rhodes scholarships as a plot to brainwash America's best, so they might work for US-British union. Not to be outdone, the normally sensible Robert La Follette of Wisconsin proposed checking up on all Englishmen living in America for more than five years without applying for citizenship. His theory: anyone who had not traded in their passport must be subversive. From there, it was off to the nativist races. Claiming that "certain Tory elements in our country have never become reconciled to our Republican institutions and have ever clung to the tradition of King and Empire", the Illinois legislature decreed in 1923 that the state's official language, "shall hereafter be known as the American language, and not as the English". Irish-Catholic organisations in New York were demanding that the city's schools be rid of pro-British, "anti-patriotic" books. Former Chicago mayor and Al Capone chum "Big Bill" Thompson mounted a book-burning campaign of his own and warned George V to "keep his snoot" out of American affairs. In some quarters, even mild-mannered Herbert Hoover was thought to be a British stooge: he had, after all, worked in London once. The looming prospect of another world war deepened the hostility, and not merely because of Charles Lindbergh and the "America First" movement. Just as important, and making for some of Moser's most eye-popping paragraphs, was the role played by an ideological grab-bag of late-1930s opinion-makers, set on convincing the public that Britain was not appeasing Hitler, but joining in common cause with him. Chicago Tribune publisher and long-time Anglophobe Colonel Robert McCormick found proof for this in the abdication of Edward VIII, an event instigated by "fascists", who had placed Britain "under Nazi yoke". Lest the same befall the United States, politicians urged vigilance, particularly about Hollywood, where Congress was mulling an investigation into the likes of Leslie Howard, Laurence Olivier and Alfred Hitchcock. Despite the furore, measures such as Lend-Lease and the swap of American destroyers for access to British bases passed. Not everyone was happy.
