-Caveat Lector- Russians optimistic over new IMF loan MOSCOW (AP) - Russia's former prime minister and Moscow's mayor expressed optimism Saturday that a new loan deal with the International Monetary Fund would be successfully negotiated. Former Prime Minister Viktor Chernomyrdin, returning from a visit to the United States, said he believed talks with the IMF under way in Moscow would reach a successful conclusion by the end of the month. Moscow's Mayor Yuri Luzhkov, a favorite to succeed President Boris Yeltsin in next year's presidential elections, also said he was hopeful a loan deal would be negotiated. The government recruited Chernomyrdin to help move along talks with the IMF because he has long experience with such negotiations and good personal contacts with IMF chief Michel Camdessus and Vice President Al Gore. Russia has accumulated about $150 billion in debts to foreign lenders, and is due to pay off $17.5 billion this year. The government has already said it can't meet the obligation and is hoping that a combination of new loans and restructuring agreements will help it avoid default. Chernomyrdin, who returned Friday night, telephoned Prime Minister Yevgeny Primakov on Saturday to brief him on his meeting in New York with Camdessus, the ITAR-Tass news agency said. Although Chernomyrdin pointed out he had no powers to negotiate, he said his meeting with Camdessus went well, ITAR-Tass said. Chernomyrdin was scheduled to meet early Sunday with Finance Minister Mikhail Zadornov, who is leading the Moscow talks with an IMF delegation, the Interfax news agency reported. The Russian economy plunged last August after the government defaulted on some debts when the country was hit by the global crisis in emerging markets. Yeltsin, seeking to assure the IMF that the government is taking steps to restore a sound economy, has ordered a larger state role in Russia's banking system, Interfax reported. The IMF mission in Moscow is expected to prepare a report on Russia's economic condition by March 24, when Primakov is scheduled to meet with Camdessus in Washington. Copyright 1999 Associated Press. It seems to me that: - If the federal authorities have a constitutional right to exercise their powers in the state, then the powers of the Sheriff are not relevant. Accordingly, there would be no reason to consult him. - Presumably, whenever a federal powers attempts to act they would suggest their actions are constitutional (even if they are not). - Ipso facto, there is no reason to consult the sheriff. Can someone explain if and where this analysis is wrong ? Finally, isn't it the job of the courts (rather than state employees) to determine the cosntitutionality of a federal authorities actions ? He explained by saying, "They know they do not have jurisdiction in my county unless I grant it to them." Additionally, Sheriff Mattis contends that the U.S. Constitution, Article 1, Section 8, clearly defines the geographic territories where the federal government has jurisdiction. Amendment X, he said, states that "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Therefore, Mattis thoroughly believes the Feds have very limited powers in any state unless the local high-sheriff allows them to exercise power beyond that which the Constitution provides. "Put another way," Mattis said, "if the sheriff doesn't want the Feds in his county, he has the constitutional power and right to keep them out or ask them to leave." Accompanied with other legal interpretations Mattis stands on the definition of the world "sovereign," which is defined by Webster's as "paramount, supreme. Having supreme rank or power. Independent: a sovereign State." The Sheriff of the local counties is elected and the feds - they can only be called in during emergency at the request of the Govenors.if pertaining to university areas, in particular. Regional News - March 14, 1999 Scaife-obsessed man sought him, but took own lifeBy Richard GazarikTRIBUNE-REVIEW Last month, Steve Kangas of Las Vegas bought a 9mm pistol, a bottle of Jack Daniel's whiskey and a bus ticket to Pittsburgh. It would be a one-way trip. Almost immediately after arriving on Feb. 8, Kangas went to One Oxford Centre. He walked around inside the towering office complex for a time, then hid out in a public restroom on the 39th floor. Nine hours later, drunk to the point of incoherence, Kangas shot and killed himself in the restroom - on the same floor as the offices of Richard M. Scaife, the publisher of the Tribune-Review and a nationally known backer of conservative causes. The location was no accident. Kangas, 37, was obsessed with Scaife's politics; apparently he traveled to Pittsburgh to confront, and possibly to kill, the man he believed to be evil incarnate. And he came close to completing whatever bizarre mission he was on. Scaife was in his office for much of the afternoon, but he never ran into Kangas. Late that night, Kangas turned the gun on himself moments after a maintenance worker found him semi-conscious in the men's room, according to a police report. He was carrying a box of ammunition when he died. The pistol was brand new; he had obtained a permit for it shortly before leaving Nevada. The Allegheny County Coroner's Office ruled the death a suicide. Six days before he died, Kangas posted a message with an Internet discussion group blaming Scaife for all of President Clinton's legal troubles. Clinton is, in my mind, a moderate Republican, and it is only the insanity of Richard Mellon Scaife that is causing them to go after this man, Kangas wrote. Scaife has been a frequent target of the left during Independent Counsel Kenneth Starr's investigation of Clinton. The White House, other Democrats and some liberal media have accused Scaife of being the financial force behind what Hillary Clinton called the vast right-wing conspiracy to remove Clinton from office. Unfortunately, Kangas bought into it all. On his World Wide Web site, which he titled Liberalism Resurgent, Kangas wrote that Scaife and other wealthy conservatives are the overclass, and he accused Scaife of having connections to the Central Intelligence Agency. He called the conservative movement a smooth flowing organization of advocacy groups, lobbyists, think tanks, conservative foundations, and PR firms that hurtled the richest one percent into the stratosphere. The origins of this machine, interestingly enough, can be traced back to the CIA, Kangas wrote. Scaife wasn't the only target of Kangas' scorn. His writings were also critical of The Washington Post and its publisher, Katharine Graham, former editor Ben Bradlee and Deputy Managing Editor Bob Woodward. Even the Knights of Malta and various foundations not linked to Scaife came under attack. Kangas also considered Arthur Hays Sulzberger, publisher of The New York Times, part of the CIA-directed conspiracy. Kangas was himself a former intelligence agent, according to his Web site. A Russian linguist, he served in the U.S. Army in Berlin during the 1980s electronically intercepting and translating communication traffic of East bloc military units. Journalism is the perfect cover for CIA agents, he wrote in one of many lengthy diatribes against the right. He believed that the news media provided the perfect cover to write anti-communist, pro-capitalist propaganda when needed. As it says in this article, over 30 scientists have testified that it works. Once again you have the myopia of mainstream science saying it's impossible for it to do what Newman says it can do, which is to produce more energy than is put into it, because this contravenes a supposedly immutable law of science.Of course many things were previously thought to be impossible which later turned out to be achievable. -Caveat Lector- Here's what I think as well as a word from Mr Newman and a few words about Mr Newman. I "got into" the alternative and supressed technologies a while back and eventually progressed into the "conspiracy guy" that I am today. I looked at many claims of the elusive perpetual motion machine. I also realized, very quickly, that these type of inventions threaten to take away a ton of money from the established energy corporations. I found it very easy to beleive that if these technologies existed and worked that they would be "buried" by those who really run the world. (or should I say "milk" the world). Most of these free energy machines aren't. This makes them no less miraculous. Most of these free energy machines get thier power boost from an otherwise ignored external source. The Earth! The use of the earth's magnetic and/or gravitational field(s) to "add" energy into a "closed" system is what makes most of these things work...and yet still preserve our sacred laws of physics. (except for the ones that maintain there is no energy in space/vacuum/ether) I beleive the "milkers" have all sorts of toys based on these technologies. I'm sure their underground bases are accessed via anti-grav elevators and powered by generators that never lose energy. 'Course I beleive a lot with no evidence. Jeffrey Smith In the modern world of commerce, the U.S. patent and trademark office is a street-corner cop with the power to arrest de development of any product that promises the impossible. Its book of statutes contains the basic laws of physics, the axioms of mathematics, the fundamental principles of mechanical engineering. With paticular enthusiasm, its employees serve as guardians of the public in a never-ending battle against mechanical devices allegedly capeable of perpetual motion. This, at least, is how they see themselves. Invetors such as Joseph Newman are more apt to view them sa "a bunch of narrow-minded people who have conducted themselves outside the federal law and the human race." For more than 5 years, Newman, 48, has been frustrated in his efforts to obtain a patent for an "Energy System Having Higher Output Than Input." In 1982, the patant office told him that because such a devive is simply infeasible, his application was denied after something less than a comprehensive, time-consuming review (Science, 10 Ferbruary [1984], p. 571). Recently, however, with the help of some unexpected scientific endorsements, Newman persuaded th U.S. District Court in Washington, D.C., to order that his application be granted a full review by an examiner - in short, a second chance. Newman believes that the decision is a slap in the face for the patant office and a partial vindication of his claims. Actually, the dispute reveals how easy it can be for inventors to jerk the patant office around. The ruling, made by Judge Thomas Jackson on 31. October, places the office in the difficult position of determining whether Newman's "energy generation system" -- a powerful electric motor -- is adequately described in his application, and whether it is similar or identical to motors with existing patants. Neither topic was given serious consideration on the first go-around, for reasons the patent office believes obvious. The decision resulted from an unusual hearing in which a phalanx of attorneys in Newman's employ repeatedly cited patent case law, while Jere Sears, deputy solicitor in the patent office, repeatedly invoked the second law of thermodynamics. In its essence, that law states that the energy produced by a mechanical device such as Newman's woill always be less than the energy needed to opeate it. In addition to basing the case on "all of recorded science", as Sears put it, he relied heavily on an affidativ from Jacod Rainbow, a former chief research engineer at the National Bureau of Standards and well-known debunker of perpetual motion machines. Rainbow has several objections to the patent application, but his primary claim is that the motor's output of energy has been measured incorrectly. Although he has not seen the device or tested himself, he is willing to bet "any money" that it operates at well under 100 percent efiicency. As strong as the gouverment's argument was, it was sharply undercut by two affidatives. One was written by Mort Zimmerman, the president of Commercial Technology, Inc., in Dallas. Zimmerman said his 400-person firm "has independently ... constructed, operated, and tested several crud prototype devices based on th Newman invention, and has confirmed for itself that these prototype devices which embody the Newman invention operate and produce power as claimed by Newman" at more than 111 percent efficiency. Zimmerman was enthusiastic enough to purchase an option for the right to manufacture and sell Newman's motor in north Texas. (Recently, he told SCIENCE that the motor "needs further development for prctical utilization, and we're not completely convinced that we can get there.") The second affidativ was prepared from Lawrence E. Wharton, a physicist in the Laboratory For Atmospheric Sciences at the Goddart Flight Space Center in Maryland. Initially, Wharton, who volunteered his services to the patent office as a sceptic of Newman's claims, vigorously attacked Zimmerman's statement. Shortly before the court hearing, however, he recanted some of his arguments, and declared that the motor's efficiency "is in substantial excess of 100 percent" and perhaps as high as 600 percent, if Newman's measurements are correct. The change of heart came, he said, after Newman argued with him in a long telephone conversation. Both of these statements apparently made a strong impression on William Schuyler, an attorney and one-time commissioner of U.S. patents who was appointed by the judge as a "special master" to help resolve some of the technical disputes. So why should we leave the comforts of home when we can run the global economy, or digitally connected planet, from Washington and New York? Ameria is on a roll. But America also is losing it. But in the oldest of stories, the more power we accumulate, the less judicious or careful we seem to be in using it. How do we look to an ordinary Italian? A U.S. Marine Corps jet plane, based on Italian soil, flies into a valley on a clear day at 621 mph, more than 100 mph over its mandated limit, at an altitude of less than 400 feet, which is 1,600 feet below its flight-plan limit, and strikes the cable of a ski gondola that has been strung across the valley for more than 30 years. Twenty people in the cable car, all Europeans, plunge to their deaths. Is it what used to be called "Blame America First" to be shocked or outraged when the Marines find the pilot did nothing wrong? I mean, even the commander in chief, President Clinton, said he was "baffled" by the Marine verdict. How do we look to an ordinary Scot, who works in a factory making cashmere sweaters? The Unites States is putting tariffs of more than 100 percent on such products because Europeans aren't buying enough American bananas. Oh, you thought Americans don't grow bananas? We don't - except for a few bunches in Hawaii. But the U.S. government is charging the governments of Great Britain and France with rigging trade rules to buy bananas from their onetime Caribbean colonies rather than from American-owned companies in Central America. Is this fight necessary? That is to say nothing about how we look to ordinary Iraqis as the bombs fall and the missiles fly day after day, because our planes are flying over their country and, we say, their air-defense radars are locking on those planes. We don't like your leader, so we bomb you. What will ordiunary Serbs say when the Yanks and their friends march in as part of our make-peace-or-we'll-kill-you foreign policy? I am not saying we are wrong in all or any of those situations - although it should be noted that the U.S. system of military justice hasn't seemed capable of finding anybody guilty of anything in recent incidents. We are throwing our weight around these days because we have the power, and the ignorance, to do it. But we shouldn't kid our sanctimonious selves that our illusions make what we do right or sensible. Basically, we are demanding that the world do it our way or else. If that is what being "the world's only superpower" and the world's "necessary" country is going to mean, perhaps we should learn a touch more about the lives of Indian villagers, Italian skiiers and European factory workers before we send out the commands that it is their duty to remake themselves in our image. Last July, America rejected the court, fearing U.S. soldiers could be prosecuted. Yet, American diplomats are beavering away alongside U.N. bureaucrats who envision the tribunal as a world court that shall sit above the claims of any and all nation-states. The sovereignty issue is roaring back. "Why Sovereignty Matters" is the title of a paper written for the American Enterprise Institute by Jeremy Rabkin, a professor of government at Cornell, who sees global agreements as a growing and direct threat to American sovereignty. "(W)hat makes a state sovereign," Rabkin writes, "is that it need answer to no outside authority." For us, "sovereignty means the primacy of our own Constitution. The people of the United States, by their own sovereign authority, have made the Constitution supreme over the government, and no outside agreement can challenge that supremacy." Yet, both NAFTA and Al Gore's Kyoto treaty on global warming supersede our Constitution and imperil that sovereignty, putting America on the same fatal path being trod by Europe. Writes Rabkin: "(T)he Common Market ... has expanded in size and ambition to emerge as something like a federal superstate. ... The European Union has undertaken ... to remove tariff barriers ... to standardize products and services, to ensure common protections for labor and the environment, and to reallocate wealth from richer to poorer regions. In total, such 'integration' is far more ambitious than the aggregate of policies undertaken by the federal government in the United States. ... (T)he European Court of Justice claims and exercises the authority to invalidate statutory enactments of parliaments ... "No one seriously pretends," he adds, "that the member states of the EU are still sovereign in the way they once were." With Tony Blair's Britain, Europe last great holdout, preparing to surrender its currency and control of monetary policy to the new European central bank, the day of the nation-state in Europe is over. Now, the United States, too, "has begun to participate in environmental agreements, human rights agreements, trade agreements, and agreements in other areas that do raise inescapable questions about American sovereignty." Under NAFTA, private companies can appeal U.S. import duties to panels dominated by Canadians and Mexicans, whose rulings are binding on U.S. courts. Globalists have discovered the loophole in the Constitution, Article 6, which puts foreign treaties on the same plane, and are driving their one-world agenda right through it. The Kyoto Protocol, Rabkin writes, "assumes that actions of motorists in Kansas or homeowners in Minnesota can be related to 'international' concerns. ... In ratifying that treaty, the Senate would seem to be ratifying in advance a whole series of future policies that may never return to the Senate for its consent." If Americans are not to lose their constitutional rights and the United States. its sovereignty to "global governance," there is a need for the eternal vigilance that is the price of liberty, and more than that. "Congress must come to grips with the threatened erosion of U.S. sovereignty in the very near future," writes Rabkin. We need both "new protective legislation against international bureaucratic mandates," and "a formal amendment to the Constitution to clarify and reinforce traditional limitations." America needs an amendment that declares that no treaty we enter into is above the Constitution, and that above the sovereignty of the nation stands the sovereignty of God alone. -Caveat Lector- By Bill Gertz THE WASHINGTON TIMES Picture: The Pentagon said Thursday that disclosures about Chinese spying at a U.S. nuclear laboratory will not alter plans to bring a group of People's Liberation Army officers to a similar laboratory in New Mexico this year. "At this point, I know of no plan to cut back on our military-to-military contacts," said Pentagon spokesman Capt. Michael Doubleday. In Antigua, Guatemala, President Clinton Thursday denied charges by congressional Republicans that his administration ignored Chinese espionage at Los Alamos National Laboratory, where U.S. nuclear-warhead secrets leaked to Beijing's agents in the 1980s. "We did not ignore evidence," Mr. Clinton said during the last day of a visit to Central America. "Quite the contrary, we acted on it. I think the record is that we acted aggressively." According to an internal Pentagon plan released to The Washington Times last month, the Pentagon will hold more than 80 activities this year with PLA officials, including high-level visits to China by Defense Secretary William S. Cohen and Marine Corps Commandant Gen. Charles Krulak. As part of the exchanges, the Pentagon plans to bring a group of PLA officers to Sandia National Laboratory in New Mexico. A document outlining the "game plan" for the exchanges states that a PLA -- Continued from Front Page -- delegation will attend a "workshop" in October or November at Sandia, where a "cooperative monitoring center" is located. Chinese intelligence operations at nearby Los Alamos National Laboratory in the 1980s led to the loss of U.S. nuclear secrets. On Monday, Energy Secretary Bill Richardson fired Wen Ho Lee, a longtime Los Alamos employee suspected of providing design information on this country's most advanced nuclear warhead to China. He has not been charged. Capt. Doubleday said he knows of "no thought that is being given to curtailing" the exchanges as a result of the case. Capt. Doubleday said it is to "our advantage" to maintain contacts with the Chinese military as part of the Clinton administration's conciliatory "engagement" policy, "even in the face of some of these alleged incidents." Asked if the Chinese military gains from the exchanges, Capt. Doubleday said: "I think that although there may be some benefits to the Chinese, our overall view is that any information that we share with the Chinese is information that is not detrimental to the United States." Col. Richard Bridges, another Pentagon spokesman, said later that the PLA visit to Sandia is still "on the table." However, planning for the visit is still being worked out, he said. Al Santoli, an aide to Rep. Dana Rohrabacher, California Republican, who specializes in Chinese affairs, said the Pentagon's consideration of the Sandia visit in light of Chinese actions is "unconscionable." "They should cancel it as a message to the Chinese military that any type of military cooperation should include their scaling back on aggressive acquisition, especially through espionage, of our military technology," Mr. Santoli said in an interview. Mr. Santoli said Sandia is where the most important nuclear-weapons research takes place, and canceling the PLA visit there would be a sign that the United States will not tolerate nuclear spying. Republicans in Congress have expressed anger over what they say were efforts by the Clinton administration to hide the Chinese spying from Congress. Two Republican presidential candidates also called for White House National Security Adviser Samuel R. Berger to be fired for his handling of the case. "I believe the record is clear that we did respond in an appropriate way," Mr. Clinton said. The president also rejected calls for Mr. Berger to resign. The president defended his China policy from critics, who say engagement has undermined U.S. national security, first from improper satellite technology that boosted Chinese missiles, and also from earlier thefts of nuclear-warhead design data. As for the spying at U.S. weapons labs, "We have investigated it, and we continue to investigate it," Mr. Clinton said. "We have dramatically increased our counterintelligence. I believe we have taken all appropriate steps. I do not believe that that evidence justifies an isolated, no-contact relationship with China," he said. At the Justice Department, Deputy Attorney General Eric H. Holder Jr. said Thursday the administration was not slow in responding to the spying accusations and that the inquiry was given the "highest priority." He also denied that political considerations delayed the probe. It would be a one-way trip. Almost immediately after arriving on Feb. 8, Kangas went to One Oxford Centre. He walked around inside the towering office complex for a time, then hid out in a public restroom on the 39th floor. Nine hours later, drunk to the point of incoherence, Kangas shot and killed himself in the restroom - on the same floor as the offices of Richard M. Scaife, the publisher of the Tribune-Review and a nationally known backer of conservative causes. The location was no accident. Kangas, 37, was obsessed with Scaife's politics; apparently he traveled to Pittsburgh to confront, and possibly to kill, the man he believed to be evil incarnate. And he came close to completing whatever bizarre mission he was on. Scaife was in his office for much of the afternoon, but he never ran into Kangas. Late that night, Kangas turned the gun on himself moments after a maintenance worker found him semi-conscious in the men's room, according to a police report. He was carrying a box of ammunition when he died. The pistol was brand new; he had obtained a permit for it shortly before leaving Nevada. The Allegheny County Coroner's Office ruled the death a suicide. Six days before he died, Kangas posted a message with an Internet discussion group blaming Scaife for all of President Clinton's legal troubles. "Clinton is, in my mind, a moderate Republican, and it is only the insanity of Richard Mellon Scaife that is causing them to go after this man," Kangas wrote. Scaife has been a frequent target of the left during Independent Counsel Kenneth Starr's investigation of Clinton. The White House, other Democrats and some liberal media have accused Scaife of being the financial force behind what Hillary Clinton called the "vast right-wing conspiracy" to remove Clinton from office. Unfortunately, Kangas bought into it all. On his World Wide Web site, which he titled "Liberalism Resurgent," Kangas wrote that Scaife and other wealthy conservatives are the "overclass," and he accused Scaife of having connections to the Central Intelligence Agency. He called the conservative movement "a smooth flowing organization of advocacy groups, lobbyists, think tanks, conservative foundations, and PR firms that hurtled the richest one percent into the stratosphere. "The origins of this machine, interestingly enough, can be traced back to the CIA," Kangas wrote. Scaife wasn't the only target of Kangas' scorn. His writings were also critical of The Washington Post and its publisher, Katharine Graham, former editor Ben Bradlee and Deputy Managing Editor Bob Woodward. Even the Knights of Malta and various foundations not linked to Scaife came under attack. Kangas also considered Arthur Hays Sulzberger, publisher of The New York Times, part of the CIA-directed conspiracy. Kangas was himself a former intelligence agent, according to his Web site. A Russian linguist, he served in the U.S. Army in Berlin during the 1980s electronically intercepting and translating communication traffic of East bloc military units. "Journalism is the perfect cover for CIA agents," he wrote in one of many lengthy diatribes against the right. He believed that the news media provided the perfect cover to "write anti-communist, pro-capitalist propaganda when needed." He included Scaife in that group, he wrote, because Scaife's father, Alan, served in the Office of Strategic Services during World War II. The OSS was the forerunner of the CIA. Kangas' writings conveyed a sense of frustration. He tried unsuccessfully to raise money over the Internet in a one-man crusade called "Help Fight the Right." He was once a conservative himself. Kangas wrote that his political transformation began while he was in the Army. He honed his new liberal views in Santa Cruz, Calif., coffeehouses while earning a degree in Russian studies at the University of California. Kangas' family and friends say they knew he was troubled but had no clue that he might be homicidal or suicidal. "I was deeply concerned that he was in serious mischief," said Roger Langheet, his stepfather. The local media duly showed some of those who'd been stopped and searched stating that they thought it was a 'good idea', that they were okay with the idea of the illegal search (or course, it wasn't reported as such), since 'whatever needs to be done should be done'... Not one person was reported to have objected to being stopped and having their vehicles searched. Linda Tripp is a principled whistle blower, confronting illegitimate power under difficult circumstances, certainly nothing like the "American people" who care only about propitiating power, kneeling down before government power in the hopes of obtaining unearned medical and retirement benefits. Again, it isn't even a case of benefits, whether one consideres them 'earned' or not (now THAT subject can open up a whole can of worms, for whom determines whether such benefits are 'earned' or not?)...rather, it all comes down to the wider venue of 'security', whether that security is in feeling one can keep a roof over their heads and food on the table, and obtain medical help when needed, or whether 'security' means giving up certain freedoms in the name of 'safety'... The evidence, as my tin foil-covered window has told me in clear tones, is but a roll of tin foil away. We covered our windows completely with tinfoil and after initially getting only tiny holes, we then found much better evidence of strange things from the sky--and from much closer. Patterns in various shapes, some in vertical pulse lines and others with angular whale-bone type with one series of parallel lines (in this case 3) going off at angle to another set that is more radiating, not parallel. The tinfoil must completely cover an access window so that the waves must pass through them, and it is easier for them to pass through window than walls. This, together with fax paper or other paper with ink of any pen preferably a wide-tip felt marker should, I imagine, constitute some sort of indication that strange things have been coming through that cannot be explained otherwise. I have sheets of paper on which I jotted down various notes, and while they lay beside the computer which is often getting interference, I watched in amazement as the ink blurred before my eyes. I showed this to Kathy, together with the tin foil and NY Times story which I will send you. I will also include a piece of the black closed-cell foam rubber "skin" which may have to be worn in more than one layer, but which, because it is thin, is easily added to without being too bulky. The proof consisted of two items: a piece of aluminum foil and a piece of fax paper. Aluminum Foil: The piece of foil was about 24 inches by 12 inches (approximately). Besides the usual crinkling of the foil there were additional lines - very distinctive lines - very straight lines. These etched lines showed obvious pulsing and they were very straight. Depending on how long a single piece of foil is utilized - in attempts to block the pulsing microwave energy - will determine how many lines are etched in the foil. For each pass, a new line appears. This shows that the microwave beam is traveling across the targeted field. So, if you think you are targeted by satellite platform microwave radiation, be sure to hang some foil in the window. You will need to decide which window, because the satellites continue in the same orbit, but the Earth turns. Experiment. Put the foil up in all windows. Collect proof that you are on the receiving end of microwave radiation. Fax Paper: First, push the "copy" button on the fax machine - this will only work with fax paper which is thermal coated. Retrieve "blank" sheet of paper. Place the paper - coated side up - next to your computer. Log onto the computer. If the ground scanner in your neighborhood is alert and is being paid to block and/or retrieve files, sit and watch the paper as it develops the spectral lines. Sometimes it helps to write on the paper with fine line felt tips pens - then you can watch the ink as it spreads. But arguing that it's not worth spending the money on something that _may_ not work is certainly not a valid reason against developing the technological means to defend the U.S. against a possible missile attack from Russia or China or any other rogue state that decides to test America's [or its allies'] will. There are still many reasons [i.e. stability, safety, deterrence, etc.] why the U.S. ought to further explore this project and work jointly with its Allies in perfecting the technology that makes a "Star Wars"-type of defense functional, and work well. There are pro and con arguments for everything. Sometimes it's worth to argue point by point, and make excuses like "It's not worth the money," etc. But, in this case, where the lives of millions are at stake, the risks are too high to be proved wrong. Isn't avoiding mass destruction on U.S. soil a national priority? Isn't RD of a national missile defense in this country's best interests? I would argue that it _is_ worth the money, considering all the gunk procurable pet projects spent by the U.S. Congress. What makes an SDI-type defense system any less important on the grand scale of this country's long laundry list of priorities? There are naysayers everywhere, making lots of different excuses based on various SDI research analysis. One ought to ask themselves the source of some of the results, and Time articles cited below. Who's behind crushing the SDI for the U.S. and its Allies? What's their agenda? Why do they care so much whether or not the U.S. develops a national missile defense system? Technology that helps mankind was not developed out of thin air. It was perfected and made to work due to ingenuity, persistence and the true American spirit. A recent poll [I can't recall the source, but maybe someone out there does] indicated that a majority of folks in the U.S. believe America currently has some sort of protection set up against a missile attack. While we know that's not the case, one can't help but wonder about the kind of mass destruction that would occur and how many peoples' lives would be ended without the protective shield of an SDI-type defense network. This week the fight focuses on science with the release Wednesday of a government-ordered report assessing claims that marijuana can alleviate suffering associated with everything from AIDS and cancer to glaucoma and chronic pain. At stake, both sides in the debate say, could well be the future of marijuana -- hailed by some as a miracle medicine, condemned by others as a dangerous substance and the first step to hard drugs, addiction and despair. The report was commissioned from the National Academy of Sciences' Institute of Medicine by Clinton administration anti-drug chief Barry McCaffrey as a review of all the available research on marijuana. He has said he will carefully weigh the evidence it presents. Many observers expect that evidence to be positive, and while few believe the report will offer specific policy recommendations, pro-marijuana activists say even a suggestion that further research be conducted would be powerful new ammunition in the struggle to make marijuana medically available to people who say they need it. ``This gives a scientific basis to the argument,'' said Bill Zimmerman, director of Americans for Medical Rights, a group that has coordinated campaigns to pass medical marijuana initiatives in a number of U.S. states. ``We're hopeful that the government will change its policy in response to this report,'' Zimmerman said. That hope would have seemed far-fetched just a few years ago. As recently as last October, McCaffrey himself dismissed medical-marijuana advocates as undercover operatives working to weaken America's anti- drug resolve. ``Let's have none of this malarkey on marijuana-smoking by cunning groups working to legalize drugs,'' he told a news conference. ``American medicine is the best in the world for pain management.'' That position has been echoed by a range of conservative, religious and family groups, who scoff at the notion that the rolled marijuana joint should be allowed into America's medicine cabinets. ``Morphine is a pure derivative of heroin, and from the poppy. But no doctor tells you to go out and smoke opium for pain relief,'' said Terry Hensley of the Drug Free America Foundation of St. Petersburg, Florida. ``This movement ... is using medical marijuana as a red herring or a Trojan horse to legalize dope because they know they can get it through on the compassion issue,'' Hensley said. But compassion and the concerted efforts of well-organized AIDS activist groups have carried the day in most of the recent tests of the medical-marijuana issue. California and Arizona in 1996 became the first states in the country to pass voter initiatives legalizing certain medical uses of marijuana, and six other states adopted similar measures in last November's election. Efforts to implement the state laws have been messy and ineffectual, however, stymied in large part by federal anti-narcotics laws, which ban marijuana as a Schedule I drug: dangerous, addictive and without medical benefit. The adopted seven-point plan broadly calls on the school system to reject "bias" in curriculum. The stated goal is to equip "students, teachers and the community at large with the tools needed to combat racism, sexism, ableism, classism, heterosexism and homophobia and all forms of oppression" To teach this "anti-bias" curriculum the school system will "search for, hire and retain a diverse staff, including sexual minorities." (Source:The Washington Times, "Provincetown Preschoolers to Learn ABC's of Being Gay," August 21, 1997). Miss Cristina remarked that the success of her proposal is "truly a milestone in education." "I'd be so excited to have this happen across the nation," she said. "But the reality is a lot of work has to be done across the country, and hopefully Provincetown will be the model." Miss Cristina also won the help of local homosexual activist John Perry Ryan who explained that the plan is to end the "dominance" of the perspective of the "white Europeans...who are also very heterosexual, very Christian, very male." (ibid.) President Clinton was vacationing at Martha's Vineyard, about 40 miles from Provincetown, when the school board approved the "anti-bias" plan. Proponents urged the White House to endorse it, but there has been no reaction as of yet. The lack of response is characteristic of the president when confronted with an explosive issue. One may be assured that the silence does not mean indecision, because the president has several militant homosexuals in his administration and his Hate Crimes conference, scheduled for November 11th, plans to address America's "bias" problems. Provincetown and President Have Same Plan In case Miss Cristina is feeling put off by the Clinton's silence about her plan for America, all she needs to do is review his radio address of June 7, 1997. In that address the president announced his planned White House conference on hate crimes, and announced his initiative for the eradication of those "biases" that are the target of the Provincetown plan. On the surface the president's address was full of the usual benign cliches and platitudes, however, the trained ear may discern the trumpet call for another assault in America's culture war. Like George Bush's speeches during the Gulf War, President Clinton's June 7th address was liberally sprinkled with globalist Newspeak. He said, "...as we move into a new century with its global economy and its global society, our rich diversity is a powerful strength...", a powerful strength for the ruling elite, that is, as the American social fabric is ripped to shreds by "diverse" counter cultures, making the enslavement of all more certain. Hate Crime - Daring to Think or Speak the Truth Clinton lamented, "We still have our ugly words and awful violence, our burned churches and bombed buildings." He neglected to explain that this violence is often the effect of the culture war he is nurturing and supporting with his high office. He hinted at a remedy for the "ugly words" that he deems to be the cause of our troubles when he said, "...it is time for us to mount an all-out assault on hate crimes, to punish them swiftly and severely, and to do more to prevent them from happening in the first place."
