International agencies fighting the drug trade are warning that Kosovo has
become a "smugglers' paradise" supplying up to 40% of the heroin sold in Europe
and North America.

Nato-led forces, struggling to keep peace in the province a year after the war,
have no mandate to fight drug traffickers; and - with the expulsion from Kosovo
of the Serb police, including the "4th unit" narcotics squad - the smugglers
are running the "Balkan route" with complete freedom.

The peacekeepers of K-For "may as well be coming from another planet when it
comes to tackling these guys," said Marko Nicovic, a lawyer and vice-president
of the international narcotics enforcement officers association, based in New
York.

"It's the hardest narcotics ring to crack because it is all run by families and
they even have their own language. Kosovo is set to become the cancer centre of
Europe, as western Europe will soon discover," he said.

He estimates that the province's traffickers are now handling between 4.5 and
five tonnes of heroin a month and growing fast, compared to the two tonnes they
were shifting before the Kosovo war of March-June last year, when Nato bombing
forced Serbia's regime to pull out of the largely ethnic-Albanian province.

"It's coming through easier and cheaper - and there's much more of it. The
price is going down and if this goes on we are predicting a heroin boom in
western Europe as there was in the early 80s."

A heroin trafficker in Belgrade confirmed to the Guardian that since the war
the Kosovo heroin dealers, most of them from four main families, are
concentrating on the western Europe and US markets.

A kilo of heroin that is worth £10,000 in Kosovo or £20,000 in Belgrade can
make £40,000 on the British, Italian or Swiss markets, said that 24-year-old
heroin middleman. He expected the Kosovo route to grow: "There's nobody to stop
them."

Only half the promised 5,000 policemen have arrived to join the peace operation
in the province, which is now the main route for heroin flowing through some of
the world's most troubled countries, Afghanisatan, northern Iran, the southern
states of the Russian Federation, Azerbaijan, Turkey, Kosovo and into western
Europe and the US

"It is the Colombia of Europe," said Mr Nikovic, who was the chief of the
Yugoslav narcotics force until 1996. "When Serb police were burning houses in
Kosovo they were finding it [heroin] stuffed in the roof. As far as I know
there has not been a single report in the last year of K-For seizing heroin.
They are soldiers not criminal investigators."

Echoing this, an official at Nato in Brussels said: "Generals do not want to
turn their troops into cops ... They don't want their troops to get shot
pursuing black marketeers."

There is no evidence that the ethnic Albanians' Kosovo Liberation Army is
involved directly in drug smuggling, but according to the British-based
International Police Review published by Jane's they may be dependent on the
drug families who, the Review says, partly funded the KLA's operations in
Kosovo last year.

When drug squad chiefs from northern and eastern Europe met in Sweden 10 days
ago, the Balkan route was the main issue, according to the head of the Czech
narcotics agency, Jiri Komorous: "There are four paths of drug trafficking
through the Balkans to western Europe and we have to improve our attempts to
control the Kosovo Albanians."

The Kosovo mafia has been smuggling heroin since the mid-80s - but since the
Kosovo war they have come into their own, according to Mr Nicovic: "You have an
entire country without a police force that knows what is going on."

The Kosovo Albanian mafia is almost untouchable. "Everything is worked out on
the basis of the family or clan structure, the Fic (brotherhood), so it is
impossible to plant informers," said Mr Nicovic.

"Their diaspora have been in Turkey and Germany since Tito's communist purges
so the whole route is set up. Now they have found the one country between Asia
and Europe which is not a member of Interpol."

To Britain, he said, there are two routes: "By truck through Germany, Belgium
and France and then via Dover - and also through Budapest, Poland, the
Netherlands, then to Britain."

the site to gather any information on you. I draw your attention to the

While the data in the following may be entirely accurate, my suspicion is
Iraq is allowing this to happen -- as an element of their own version of war of
attrition -- to show strength and resolve to their neighbours (remember this
'action' has been going on about as long as VietNam now {how many $$$?}) and to
show what they -- the neighbours -- might expect from choosing the wrong side
or their own path.  In that part of the world, the Big 3 (Judaism,
Christianity, and Islam) have never seemed to have had problems with martyrdom
for their own causes, to achieve their own ends, to impress on others their
point(s).  I'd think the other Arab / Moslem nations are taking a hard look at
the plight of the people, and the relative success of Hussein (S) in retaining

Counterpoint: The real reasons Iraq sanctions are wrong

Robert J. White's Feb. 27 Commentary article recommends softening the sanctions
on Iraq. His recommendation is not based on any moral grounds but on the
argument that the sanctions have failed to "accomplish their purpose" of
changing Iraq's behavior.

Although ordinary Iraqis have been suffering for 10 years under economic
warfare imposed by the United States, this seems only of minor concern to
White. He blames Iraq alone for the humanitarian crisis there, claiming the Oil
for Food program could have provided enough assistance if only the Iraqi
leadership would "make full use of exemptions" for food and medicine. White may
wish to contemplate the following statistics from a UNICEF report on the impact
of the sanctions on the people of Iraq:

  The sanctions have resulted in at least 500,000-1 million dead Iraqi children
from hunger and disease. One half of these children died from malnutrition,
which was not a problem before the sanctions.

   Wheat flour now costs 12,000 times what it did before the sanctions.

   Iraqi salaries have fallen dramatically since the sanctions were imposed.

   Before the sanctions, 92 percent of the population had access to safe water
and modern sanitation. Now Iraq's water and sanitation are in a state of
collapse (in 1997, lack of sewage treatment caused over 100 tons of raw sewage
to be dumped into major rivers).

Although dissent was not tolerated, the Iraqis had a good standard of living
because of their supply of oil. They enjoyed free access to health care,
education, social security and social welfare programs. What is noteworthy is
that this standard of living existed under the current regime. Now, as a result
of 10 years of sanctions and a continuous bombing campaign, many teachers and
doctors have either left the country or are driving taxis to supplement their
small salaries. White's assertion that the Iraqi leadership (and not the U.S.
government) is alone to blame for the condition of Iraq today is, at best,
dubious.

One other strange thing about White's piece: He seems to consider the gassing
of Iraqi Kurds in 1988 as proof that Hussein will not hesitate to commit
atrocities; this forms part of his justification for his previous support of
sanctions. But he fails to mention that Hussein was a U.S. ally at the time and
received substantial military aid from the United States before and after this
act (some human rights groups even say the United States barred contacts with
Kurdish and democratic dissidents after this act to indicate support). Not
until Hussein disobeyed U.S. orders by invading Kuwait did he fall from grace
in the eyes of the U.S. government. This omission by White and his insensitive
attitude toward the plight of ordinary Iraqis suggest that his heart is in the
wrong place -- a very cowardly place where concern for non-U.S. citizens is
appropriate only if it coincides with current U.S. power interests.

I heard on CNN this AM (3-13-00) that the 'real' price of the most expensive
gasoline would have been several years ago, costing around $2.60 a gallon in
Y2K $$$, making today's (Y2K) $1.50 something a gallon relatively cheap.
Notice also every President who gets into trouble with the Senate gets an oil
problem.  True, U.S. corporations may be involved in some of this shenanigans
but it is likely that them furreners have a little to do with the prodding as
well.  The global families squabble.  Buy small cars/carpool, support/demand
public transportation, reduce the need for oil, and the myriad lessons we
learned (but never applied) a quarter century ago can go a long way to making
us a little more independent.  This is the issue for the 21st Century, and
we've still got 9.5 months to put the plans into effect before that century
starts.   AER

With the International Monetary Fund now under fire from several directions for
general incompetence, there are several points of view on why and how this has
become an important topic for discussion. Most of them miss the point,
including the just-issued report of the International Financial Institution
Advisory Commission. Id like you to get it straight in your own minds, as you
ponder the report and its implications. For 25 years I have believed that the
IMF is an Evil Empire that dispenses poisonous demands on poor countries of the
world to keep them poor, and to mid-level countries which soon become poorer.
It is no small matter, then, that when the GOP Congress last year gave the IMF
another $18 billion to play with, that it did so on the grounds that this
commission be set up to discuss reforms. Billions of people around the earth
have been victimized by the IMF over the years, but because the beneficiaries
have been the multinational banks of New York and Europe -- the heart of the
big money Political Establishment -- the politicians of both parties have kept
quiet and, for the most part, so have you, the opinion leaders of the Major
Media.

If you read George Melloans "Global View" column in Tuesdays WSJournal, "A
Short Primer on What the IMF Is All About," you will get a better start than
most. Melloan has been writing WSJ editorials about international banking and
finance for more than 30 years and thus understands that the IMF problems began
with the breakdown of the Bretton Woods international monetary system in 1971,
when President Nixon ended the gold standard. The IMF had been set up in 1944
by the allied powers to assist in reconstruction of the world economy when the
world war would end, as it did in 1945. The role of the IMF was to help member
nations keep their currencies fixed to the dollar, which in turn was fixed to
gold at $35 an ounce. Melloan says the IMF was the "cornerstone" of Bretton
Woods, but it was really gold that was its cornerstone. The IMF simply puttered
about, making small loans here and there to countries such as the United
Kingdom -- where the Keynesians in charge never understood that the pound
sterling was weak because it left its highest income-tax rate at 96%. Every
time it devalued the pound to get the economy on the move, inflation simply
pushed the productive forces into higher income-tax brackets, reducing the
demand for "money," producing a surplus which the Bank of England should have
mopped up. The process became known as "the British disease," which did not get
proper treatment until Maggie Thatcher ran and won as a supply-sider in 1979,
whittling the top rate down to 40% from 96%.

The reason the IMFs role changed in the years after the dollar floated was
that the multinational banks suddenly found that countries to which they had
loaned great amounts of money could not pay them back. Citicorps Walter
Wriston was one of the culprits here, because he had helped Milton Friedman
talk Richard Nixon into permanently floating the dollar. The big banks,
Citicorp first among them, had a problem figuring out where to lend the "money"
the Federal Reserve was cranking out in its goal of expanding the economy.
Wriston realized private companies were not good bets, so he came up with the
idea of lending to sovereign nations, which theoretically could not default on
their dollar debts. It was when the private banks had trouble collecting from
these poorer countries, when commodity prices were deflating instead of
inflating, that the banks got the Nixon administration to sell the idea of the
IMF becoming the "lender-of-last resort." This meant, in practice, that the IMF
would lend money to the countries in default so the countries could pay
Citicorp the money it owed. A safety net for the big guys, you see.

That would not have been so bad, but the IMF soon began swarming with Ph.D.
economists who knew that poor countries in economic trouble should do what
Britain had been doing, which led to the British disease: Raise tax rates on
the "rich," and devalue the currency. Even as you read this, the acting
director of the IMF, Stanley Fischer of MIT, is applauding the decision in
Buenos Aires to raise taxes to get the country moving again! If you look in his
shoes, editors, you will find that Professor Fischer has cloven hooves. The
Clinton administration actually would like Professor Fischer to be the new IMF
director. So would his pals from academia, including Professor Paul Krugman,
who writes a column for the NYTimes. Like Melloan of the WSJ, Krugman writes
about the IMF and the Meltzer Report, in yesterdays NYT, "Errors of
Commission." You can also learn something from his column, but because Krugman
does not understand that poor countries

receipts at higher prices.   Think about it, the whole Wall Street operation
functions in this manner.   Again, once the market operator sells bogus
shares to restrain (manipulate) price motion, he puts himself and his
co-conspirators profiting from secret omnibus accounts in a very profitable
position.   That is, when price is restrained below the balance of supply
and demand, public buyers predominate and money pours in while more and more
bogus receipts flood the market.   Eventually, those corporations must be
bankrupted as the market operator and his criminal cohorts are not about to
buy back their bogus, counterfeit receipts.   This has been the criminal
operations of the Wall Street gang throughout history (Isaiah 10:13-14).

THE BILL OF RIGHTS IS SEPARATE AND
SUPREME

   A basic precept to remember is that
the Bill of Rights is separate
from and supreme over the Constitution
and is the final check over the
Constitution and its officers. This Bill
of Rights check is administered
directly by people on Grand and Trial
Juries. The following are examples
why the Bill of Rights is supreme.
   Article 1 of the Bill of Rights
places a limitation (or check) on
the law making power of
Congress. "Congress shall make no law...
abridging
the freedom of speech, or the press..."
   Article 4 of the Bill of Rights
places a limitation (or check) on
the executive power commanded by the
President and those who assist him.
"The right of the people to be secure in
their persons, houses, papers, and
effects, against unreasonable searches
and seizures shall not be violated."
   Article 7 of the Bill of Rights
places a limitation (or check) on
the judicial power in that "... no fact
tried by a jury shall be otherwise
re-examined in any court of the United
States."
   The Bill of Rights places direct
checks on the members of the
legislative, executive and judicial
departments of government. The
legislative, executive and judicial
departments are without the authority
to place checks on the people's Bill of
Rights. At the Constitutional
Convention a motion was made and
seconded that a Bill of Rights be
adopted.
The lawyers unanimously rejected the
Bill of Rights. At the ratification
conventions, the people insisted that
the Constitution be rejected unless a
Bill of Rights was delivered.
   The lawyers at the Convention
placed the supremacy provision in
Clause 2 of Article VI: "This
Constitution and the laws of the United
States which shall be made in pursuance
thereof... shall be the supreme law
of the land." The Constitution and the
laws of the United States can not be
"the supreme law of the land" if they
can be set aside by the people on
Grand and Trial Juries for not being in
conformity with the people's Bill
of Rights.
   In using this power over the
federal government the people can
easily negate the authenticity of the
claim made in Clause 2 of Article VI.
A law enacted by Congress cannot "be the
supreme law of the land" if the
people on a Bill of Rights Jury refuse
to convict the person who was
charged with breaking that law. Under
the Bill of Rights, twelve people
have more power than the Congress and
the President who enacted and signed
the law. A law enacted by Congress must
be taken off the books if the
people on a Jury repeatedly nullify
it. "The senators and
representatives... and the members of
the several State legislatures, and
all executive and judicial officers,
both of the United States and of the
several States" should have been
challenged to stop them from taking an
oath to support the Constitution as "the
supreme law of the land," once the
Bill of Rights became the people's
direct and independent check on the
Constitution. Both the Constitution and
the laws of the United States "made
in pursuance thereof" could no longer be
claimed to "be the supreme law of
the land." That is why Madison and his
fellow lawyers, who dominated the
Philadelphia Convention, unanimously
rejected the proposition that the
Constitution be prefaced with a Bill of
Rights.
   The Bill of Rights did not amend
the Constitution. The Bill of
Rights should have been listed and
returned to the recalled state ratifying
conventions for their immediate approval
as a separate document. The people
who had attended the ratifying
conventions were not sure they would
enjoy
life, liberty, and property without a
written guarantee to protect them
from encroachments of the federal
government. To this end, one hundred
twenty-four amendments were proposed by
the seven conventions which
demanded protections from abuses that
might arise under the Constitution.
The Bill of Rights should have been
prefaced to the Constitution with a
message somewhat like Virginia's Bill of
Rights, and should have been
stated as follows:

A Declaration of Rights made by the
people [of the United States] in the
exercise of their sovereign powers,
which rights are inherent and
inalienable and pertain to the people
and their posterity, as the basis and
foundation of government.

would have been more familiar
with the Bill of Rights they had
previously sent to the

  (Columbus) and the Akron/Canton/Youngstown area.  These units are
  funded via a separate channel and are not funded by the state
  government, but rather from a federal antiterrorism fund.  It is not
  clear who they take their orders from.  Other National Guardsmen are
  not being informed of these unit activations, the reason given is the
  usual "need to Know" excuse.

  These units have training from and are rotating out of Rangers, Delta
  (Combat Applications Group), SOCOM, and other 'snake-eater' groups.
  This has been in the works for the last couple of years.  Originally
  each state was supposed to get one 50 man unit.  Ohio requested, and
  apparently obtained, a total of 5 (250 men total). Other states have
  at least one 50 man unit with some states getting additional teams as
  needed or requested.  These state groups are not to be confused with
  the unit that is featured with the above shoulder patch.  That
  apparently is a national or federal antiterrorism team.

  It should be obvious that everyone should be concerned over the
  constitutional questions as to the legality of such military teams
  acting domestically.  Of equal concern to me is that due to the cult
  of secrecy of our military forces, it is very unclear just what role
  and power these new units have or will have.  I'm especially
  concerned that in an age of decreased domestic terrorism (The US is
  currently at a 20 year low) the rapid and ill defined expansion of
  police state groups such as this will cause more domestic incidents
  such as the bungled raid at Waco.  When the only tool you have is a
  hammer every problem looks like a nail.

  redundancy, turf-wars and information-hoarding?  Of if they are

  controlling or making decisions for *civilian* law enforcement?

  3.  Are the apparently-operational (complete with shoulder-patches)
  *military* anti-terrorism officers and staff active in *civilian*
domestic
  investigative and/or enforcement activities?  If so, are they on their
own,
  or are they under control if *civilian* law enforcement?  And -- if not,
is
  this the first step in a military take-over over civilian law
enforcement,
  and/or investigation of American civilians (or is it just one more step
in
  the often-apparent, covert creeping militarism of formerly-civilian law

announced plans to require a special photo ID license and
mandatory gun course for the purchase of handguns
'[T]here is only one reason...[for] a...database on

and that's for the 2nd step -- ...when they decide...to sweep
every firearm from every American house' " (Gun-rights

So true.  But then why, should such a law pass, does
LaPierre want to enforce it?

Through "Project Exile," LaPierre wants to "enforce existing
gun laws" with "zero tolerance" and 5-years in the federal
prisons he's helping build, despite the unconstitutionality of
most existing gun laws and our bitter struggles against their
passage. Predictably, Clinton  Co. are buying in: "Enforce
existing gun laws, huh? Hey, that sounds pretty good! How
about 500 more ATF agents?" (Which, of course, LaPierre
had to swallow, though as usual he didn't seem to mind).
Anti-gun-rights enthusiasm for Exile was predictable,
considering that LaPierre partnered with pro-defenselessness
Philadelphia Mayor Ed Rendell to grease this sucker deal.

And yet, this from the "NRA Winning Team" web site:
"Readers...may be surprised...about the latest politician
taking credit for 'Project Exile.' A Buffalo News article
(8/10/99) quoted...Sen. Charles Schumer...saying,
'Before Project Exile,...a crime with an illegal gun could mean
only a slap on the wrist. But now those wrists are slapped
with handcuffs.' (Credit Where Credit Is Due? NRA-ILA Fax
Alert, Vol.6, No.32, 8/20/99)"

Why should anyone be surprised to see the Victim Disarmers
jump on a bandwagon that will turn decent gun owners into
political prisoners, one by one? Is NRA's "Winning" Team
really that dense, or, like the corrupt police official in
Casablanca, are they "shocked, shocked, to discover there is
gambling in this institution" (as they collect their winnings)?

Perhaps when pressed, LaPierre will say something like, "I
meant real criminals; you know, violent felons." But while his
"Winning Team" chants the "law enforcement" mantra, they
take little care to limit the focus of Exile propaganda to
convicted criminals; let alone violent felons. Not that these
finer distinctions would save us anyway: Intended or not, they
will include decent folks busted for CCW or refusing to turn in
"illegal" guns, then busted again after doing time. As gun
laws grow ever numerous and complex, Exile will victimize
good citizens for unknowing violations as well. Moreover,
since anti-gunners are designing and implementing Exile,
even "Violent Felons" will include decent, victimless
offenders.  In short, Project Exile will turn political dissidents
into political prisoners.  Hence, "Project Gulag."

Let's say they come to confiscate your "assault weapon,"
which respectable sport shooter Charlton Heston says you
have no legit reason to own. Maybe you're not enthusiastic
enough about giving it up. Maybe you mouth off about your
"rights."  We'll assume you're luckier than Don Scott, the
Weavers, and the little kiddies at Waco, so the police merely
beat you and claim you attacked them. Besides a gun
"crime," you're also convicted of a "violent crime".  Or,
suppose while carrying "illegally" for self-defense, you rid the
gene pool of a would-be torture-murderer who had not yet
racked up a record. As they say, "no good deed should go
unpunished."  It's your word against your pure-as-the-driven-
snow "victim," so to add injury to injury, and some insult as
well, the slam-dunk carry case helps convict you of a "violent
crime" against him.

In any case, after doing time, you're arrested  convicted
again for exercising your "inalienable right" to self-defense.  5
years later and "free" again, your incorrigible attachment to
the "RKBA" gets you a 3rd Strike. Thanks to LaPierre's
"Winning" Team -- big supporters of 3 Victimless Crimes 
You're Out and other cornerstones of the Prison Industrial
Complex -- you go to the Gun Gulag for life.

Here. In America. As a political prisoner. Even though you
never hurt a soul.

In HUMANITARIAN SPIES we charged that the OSCE (Organization for Security and
Cooperation in Europe) Verification mission in Kosovo that was in place from
fall, 1998 until NATO started bombing in March, 1999 - that this was a cover
for a) spies and b) establishment of liason between US covert agencies and the
Kosovo Liberation Army (KLA).

The U.S. verification team was composed of employees of Dyncorp, a Virginia

named Dyncorp here in the Washington, D.C. area. And the corporation has, from

was a) to gather military intelligence and b) to establish command-relations
with the Kosovo Liberation Army? The goal was to bond with the KLA which killed
and is still killing ethnic Serbs and ethnic Albanian "collaborators" Serbian
State policemen, power line repairmen, school officials, Yugoslav troops, even
state-employed wood gatherers - just like the Latin American death squads
Walker "observed" during previous CIA assignemnts.

Now the (London) Sunday Times has confirmed our charges. The OSCE Verification
Mission in Kosovo for 6 months prior to the bombing of Yugoslavia was indeed a
phony, a cover for the CIA to set up liason with the KLA and spy on Yugoslavia.
Walker was indeed creating another death squad operation - just as he did in El
Salvador. Dyncorps, which supplied the 'verifiers', is indeed a 'Company'
company. The US horror-show government has made fools of the 'honest broker'
Euro leaders - that is, if there are any honest Euro
leaders. NATO must get out of Kosovo - NOW!

AMERICAN intelligence agents have admitted they helped to train the Kosovo
Liberation Army before Nato's bombing of Yugoslavia. The disclosure angered
some European diplomats, who said this had undermined moves for a political
solution to the conflict between Serbs and Albanians. Central Intelligence
Agency officers were ceasefire monitors in Kosovo in 1998 and 1999, developing
ties with the KLA and giving American military training manuals and field
advice on fighting the Yugoslav army and Serbian police.
When the Organisation for Security and Co-operation in Europe (OSCE), which co-
ordinated the monitoring, left Kosovo a week before airstrikes began a year
ago, many of its satellite telephones and global positioning systems were
secretly handed to the KLA, ensuring that guerrilla commanders could stay in
touch with Nato and Washington. Several KLA leaders had the mobile phone number
of General Wesley Clark, the Nato commander.
European diplomats then working for the OSCE claim it was betrayed by an
American policy that made airstrikes inevitable. Some have questioned the
motives and loyalties of William Walker, the American OSCE head of mission.
"The American agenda consisted of their diplomatic observers, aka the CIA,
operating on completely different terms to the rest of Europe and the OSCE,"
said a European envoy.

Several Americans who were directly involved in CIA activities or close to them
have spoken to the makers of Moral Combat, a documentary to be broadcast on
BBC2 tonight, and to The Sunday Times about their clandestine roles. Walker
dismissed suggestions that he had wanted war in Kosovo, but admitted the CIA
was almost certainly involved in the countdown to airstrikes.

Les Coleman's Trial Starts Today, March 13

LEXINGTON, KY The long awaited trial of Les Coleman, begins tomorrow in
Lexington, Kentucky. Coleman is the author of The Trail of the Octopus, the
book that exposes the DEA's involvement in the bombing of Pan Am 103. Coleman
is one of a long list of government whistle blowers who have been silenced by
incarceration.

The trial is expected to last two to three days.

What are the charges?

Mr. Coleman is being charged with fraud due to a check in the amount $1200.00
I wonder how much money the state of Kentucky will spend on this trial?

The $1200.00 check was sent to Mr. Coleman so he could attend the Pan Am 103
trial in the Hague. It came through people who have connections to the
Intelligence community. It was given to Coleman's landlady to pay the rent.
It is now said to have been fraudulent Whether or not it is or was has not
been proved beyond a shadow of a doubt.

Back in 1989, when I married Gunther Russbacher, he was thrown in jail for
one year due to "fraud". The two checks in question had already been paid by
the bank. But he was held for one year due to this charge. He finally was
forced to plead guilty and agree to a probation. When the CIA caused him to
violate the terms of his probation, he was thrown in jail for 28 years. It
took us four long and agonizing years to get him out of prison.

What happened to Les Coleman is a typical way that the United States
Government sidelines whistle blowers.

Les Coleman has a new lawyer who tells him that the State doesn't have a
case. Gunther and I were told this also. However, if the court is a kangaroo
court, it doesn't matter if the State doesn't have a case.

Your prayers are needed. Les Coleman told the truth when he wrote the book,
The Trail of the Octopus. He is being punished for being a whistle blower.

Please do what you can to help. Just remember: THERE BUT FOR THE GRACE OF

Television station WKYT CHANNEL 27 says they will cover the trial. In
Gunther's case, all the television stations in St Louis were set to cover the
trial, but at the last moment, they all backed out.

Japan to Issue "Zaito" Bonds

The Japanese government plans to issue around ¥10,000bn worth of a new type
of bond next year, to offset a looming funding crisis in its state-financial
system.

The new instruments, to be known as "zaito" bonds, will be issued on top of
the normal Japanese government bonds (JGBs) which the Ministry of Finance
already plans to issue to fund the core budget.

The "zaito" bonds plan has triggered unease among some government officials
and politicians as Japan's debt levels are spiralling and issuing more bonds
could potentially saturate the market, driving long term interest rates
higher.

In fiscal 2000, for example, the government already plans to issue a record
¥86,000bn of normal JGBs, which will leave debt to gross domestic product
running at 130 per cent. However, in fiscal 2001 - or when the "zaito" bonds
will start - the Ministry expects gross issues of normal JGBs to rise above
¥100,000bn, or

The last post by Steve really makes me want to stress the importance of
building the immune response capability. We are constantly being bombarded
by
this "junk" from the air. What is flowing around "normally" in this culture
is enough to take "radical" steps alone.

What is "radical" in times like these anyway?

I think it most reasonable to get equiped with Clark-type "zappers" and use
them daily. They are harmless to us when used according to very simple
directions. They are powerfully antiviral and even kill a multitude of

Convict Chip Idea Stirs Ire

Gov. Gary Johnson has hopes that rapidly advancing computer technology
someday could help solve the problem of New Mexico's overcrowded prisons.

Much to the dismay of inmate lawyers, Johnson at a private meeting in
May [1999] raised the possibility that a futuristic form of incarceration
could include implanting microchips in convicted felons.

Johnson made the comments during an informal meeting with the chief federal
judge in New Mexico, top state corrections officials, and lawyers involved
in an 18-year-old lawsuit over prison conditions, according to three people
who attended the gathering.

Johnson said during an interview this week that he wasn't implying the
state could implement such a program anytime soon.  But, he said, with
"the technology advancing all the time, we're going to have in the future
to ... be able to implement innovative ways of parole and work release."

Peter Cubra, one of the lawyers representing inmates in the prison lawsuit
testified about the remarks earlier this month at the Legislature's Interim
Courts, Corrections, and Criminal Justice Committee.  Cubra didnt' divulge
where Johnson made the comments, but two ...

According to Cubra, Johnson responded by saying technology is evolving to
the point that microchip implants WOULD be performed, and someday would
be relatively inexpensive.

"What the governor literally said ... was, he took his index finger and
thumb and held them about a half an inch apart and he said 'We are this
close to the time when we will have microchips avialable' and then he
took his left hand, took it to his temple and said 'AND WE CAN INSERT
THE MICROCHIPS INTO PEOPLE'S BRAINS AND CONTROL THEIR BEHAVIOR THAT WAY'"
Cubra told the legislative committee Aug. 18 in Albuquerque.

Apparently it wasn't the first time Johnson made such remarks.

People who attended the Santa Fe meeting said Johnson mentioned that he
had raised the issue during his campaign for governor.  After Johnson's
statements in May [1999] those in the room were stunned, said Cubra and
another person at the meeting.

However a third person who attended but refused to be identified said the
governor was obviously joking.

A spokesman for Conway said Thursday that the judge wouldn't comment on
any matter related to pending litigation.  Cubra brought up Johnson's
remarks urging the legislative committee to take the lead in setting
prison policy.  "This is the most ridiculous thing I've ever heard, he
said.

He told the committee "it appeared the executive branch didn't have any
realistic attitudes about it.  A spokeswoman for the governor said last
week that Johnson was speaking in "very broad terms" when he mentioned
the microchip concept.

"He said he was talking very broadly, very future-oriented, like what
are the technologies that are being developed for prisoners, what
applications in general for new technology might there be" said
Catherine Bedell, a deputy chief of staff.

Asked Whether Johnson has any specific proposals, she said, "not yet" and
referred further questions to Corrections Secretary Karl Sannicks.

Sannicks, through a spokesman, said he hadn't heard about microchips
being used on prisoners and "it probably would be something he would not
implement."

When asked about the May meeting, Johnson said Wednesday "I was talking
about bracelets and being able to track felons out of jail, that that
technology is going to exist if it doesn't exist already.

"But it's going to exist in an affordable state and that may revol-
utionize parole, that may revolutionize incarceration as far as we know
it.  In that context, that technology certainly is in the future, is going
to play a role in parole, in incarceration, and work release."

Asked whether he specifically brought up microchips, Johnson said, "Well,
talking about microprocessors, the advance in microprocessors, again,
that is technology in essence."

Dr. Michael Hollifield, director of the Special Problems Clinic at the
University of New Mexico medical school, said HE KNEW OF NO RESEARCH
ANYWHERE IN THE COUNTRY ON THE USE OF MICROCHIPS TO CONTROL HUMAN

We have the power to free ourselves, and are deceived to feel helpless

LET ME BEGIN by making it clear that I do not anticipate our being able to
face the government's armed forces in open battle; I mention this not to
discourage my fellow militiamen, but to focus our attention on what is
possible. Just because we can't defeat them in battles like Yorktown does not
mean that we are unable to accomplish the militia's mission, which is to
preserve liberty. Only if the militia is completely destroyed (which is to
say if our people's will and character are destroyed) will the government be
free to manifest its totalitarian vision of social control. Fortunately, we
do not have to even engage the armed forces, let alone defeat them! To
explain why this is so, I will need to demonstrate a correlation of forces.
Consider that about a million white men die every year in the USA. Think
about it; that's approximately as many as have died in combat in all
America's wars! Those of us who have grown old in sullen anger could bring
down this tyranny in a season, if only we would resolve to invest our
inevitable death with significance by forthfaring in
honorable combat. If our men will embrace their fate, and die
fighting, rather than wasting away under medical torture!
How many of our men will rise to this occasion of our people's mortal peril?
It is hard to say, on present trends and evidence, but we can begin the
analysis by considering two groups: gun owners and racists. While it is true
that those groups overlap to an unknown degree, they can be considered
separately, and I will begin with the gun owners.
The oppressors are committed to disarming the public, and it is probably
because they rightly fear resistance to their social control programs and our
vengeance! Certainly, many of "our" women fear punishment for their treason
against the white race; their perfidy is such that blacks and they are spoken
of as "wimmen and minorities". The words cut like a knife in the back, and
their hysterical attacks on "racism" are designed to keep us psychologically
neutralized until we can be made helpless. Because we are politically
helpless already (being outvoted

by that unholy alliance on any important issue) those who fear our vengeance
are certain to attempt disarmament.

They are going about it in small steps, and anyone can see (from places like
California) how it will be done; at each step the gun owners retreat. But the
criminals will keep their guns, and (even if disarmed) black gangs with
"only" fists, clubs, and lighter fluid will terrify disarmed whites. I think
a lot of whites will hide guns, and even though some will give in to
"amnesties" there will still be a lot of them left to take away: eighty
million Americans own 230,000,000 guns! We all know people who say that they
will shoot it out when the alphabet armies come for theirs; I hope and
believe that some of them will have the courage to live up to that intention.

I think it is reasonable to suppose that at least ten percent will hide at
least one or a few guns for self-defense in some all-too-imaginable
emergency. That would make around a million gun "criminals", and even if a
lot of those lost their nerve and gave in to "amnesties", it is realistic to
suppose that at least 500,000 would hang tough. While I doubt that the
government can realistically expect to do that well, even "success" means
that they will have infuriated nearly a third of the population by making
them helpless!

A high percentage of those who
remain armed will be old men who don't feel they have much to lose
anyway, and the government probably wont dare try to root them all out.
Instead they will make some highly publicized raids against a few
unfortunates, followed by new amnesties and so on. I don't know how many
agents will get their just desserts in that process, but it is bound to be
some number more than are "getting some" now. Because the men who resist
disarmament are a selected group of hard-cases with a bad attitude, I think
we can assume that they will cause at least as many police casualties as are
currently inflicted by economic criminals.

Then let's consider the multitude who only get put in jail. The "war on guns"
will put more white men in jail than the drug laws have, and there are
currently two million prisoners, about half of them white. The government of
this "land of the free" already locks up more people (and for longer terms)
than any other nation, or all of Europe: 25% of the world's prisoners are in
American jails! More people want guns, simply to protect themselves from
"multi-cultural society", than use drugs, and the government is more afraid
of guns than

Tel Aviv, February 24th (Tanjug) - The manner in which NATO committed its
aggression on FR Yugoslavia last year is very similar to the crimes
committed by Hitler's policy in this country, stated the historian, Anat
Peri, in the text "Let the truth be heard", published today in the prominent
Israeli "Haarecu" daily.


Simultaneously with the forming of the ustasha NDH (The Independent State of
Croatia) and the giving over of Kosmet to the fascistic Albanian regime,
Hitler requested that all Serbs opposing nazis be expelled. Germany and the
US have now, as Hitler did then, encouraged the separation of Croatia and
the expulsion of the Serbian population from the Croatian territory, stated
Peri.


The US has armed the Albanian army, encouraged it to attack FRY and take
over the control over parts of Kosmet, the southern Serbian province, and
launch attacks on Serbian soldiers. Aside from that, the US supported the
Albanian terrorists and mafia, while it accused the Albanian intellectuals
from Kosmet of collaborating with Serbs, reminded the Israeli historian.


Peri said that today, Ibrahim Rugova, the leader of the Kosmet Albanians,
fears for his life because of the terrorists, which the US supported and
enabled to rule. These terrorists, proteges of the US, are the murderers of,
not only Serbs, but also Albanians, which are opposed to violence. This is
why there are many similarities between the policies of NATO and Hitler,
stated Peri.


It is in NATO's interest that there be violence between the small nations in
Yugoslavia in order for them to justify their policy of enslavement, stated
Peri, adding that any decent man must confess that the only way to achieve
peace in Kosmet is through extensive negotiations between Serbs and
ethnic-Albanians, as it is the only way of achieving peace between the
Palestinians and the Israelis.


The NATO aggression on FRY did not, as the aggressors claimed, protect the
lives of Albanians, but with it, the last Russian ally in Europe was
attacked, and from the territory of Kosmet, after the arrival of the KFOR
and UNMIK forces, the majority of the Serbian population was expelled, the
remaining Serbs are being murdered on daily basis, and the representatives
of KFOR and UNMIK are not interested in avoiding this, said Peri.

(U-WIRE) EUGENE, Ore. -- The chemical weapons that were used against
civilians during the tumultuous World Trade Organization conference in
Seattle three months ago have given rise to a number of mysterious and
potentially serious long-term health afflictions, says a medical doctor who
is studying the matter.

Dr. Kirk Murphy, an assistant clinical professor at the UCLA Medical School
and a representative of the group Physicians for Social Responsibility,
discussed the health-related consequences of the gas-choked WTO meetings
last weekend at the Public Interest Environmental Law Conference in Eugene,
Ore.

"What we saw happening in Seattle was the largest single application of
chemical weapons against civilians in the northern hemisphere," Murphy said.
"We've seen a range of symptoms arising from the Seattle experience,
including a subset of symptoms that are atypical for the chemical agents
that we've been able to confirm were used."

Law-enforcement officials maintain that four types of chemical agents were
used in the streets of Seattle during the WTO conference: OC, or "pepper
spray," as well as three varieties of gaseous irritants -- CN, CS, and CX.

According to Murphy, people exposed to OC "normally" suffer from intense
burning sensations of their skin and/or eyes, and sometimes from rashes and
minor vision changes in the minutes and hours after exposure. And the
"normal" reactions to the three types of "tear gas" agents reportedly used
in Seattle, Murphy explained, commonly include eye, nasal and throat
irritation, and sometimes respiratory and digestive system problems.

Teams of street medics treated thousands of people exhibiting these types of
symptoms on Nov. 30, the first big day of protests against the WTO, Murphy
noted. But the following day -- after martial law had essentially been
imposed throughout downtown Seattle -- the symptomatic effects of the
chemical weapons changed significantly, Murphy said.

"Starting on December 1st, we saw a set of symptoms that went beyond the
usual 'irritation' symptoms," Murphy said. "These came to be called the
neurotoxic set of symptoms."

People who were gassed on Dec. 1, when police stormed Seattle's Pike Place
Market and Capitol Hill neighborhood, suffered then -- and continue to
report now -- a mysterious and troubling set of afflictions, Murphy said.

"We've collected several dozen reports of (women) who had an immediate
on-set of menstruation, and there's at least one report of a spontaneous
abortion," Murphy said. "One person who came in (to a street clinic) was
technically delirious ... and had symptoms consistent with shock. So, we
started asking questions that night about what additional agents could be
responsible for what we were seeing."

Law-enforcement agencies have denied allegations that "nerve gas" or other
military-grade chemical agents were used against WTO protestors and other
civilians in downtown Seattle, and Murphy acknowledged that there is, at
this point, no molecular evidence to support that charge.

But based on a symptomatic assessment of a host of medical reports -- as
well as a laboratory analysis of several spent chemical weapons
containers -- Murphy and his colleagues at the Los Angeles Office of
Physicians for Social Responsibility have come up with a hypothesis.

"Broadly speaking, we've raised a few different possible means or methods by
which the atypical symptoms might have come about," Murphy said.

One explanation, Murphy said, is that the atypical symptoms exhibited in
Seattle were in fact completely consistent with OC and the various tear
gasses -- but that no one -- including the manufacturers of the chemicals
and the police -- know that yet.

"A lot of the information that was developed (on chemical weapons) came from
the armed forces, where most of the people in the uniforms tended to have
male genitals," Murphy said. "So, we don't have a lot of information from
when thousands of women are exposed to these agents."

Another possibility, Murphy said, is that age or temperature had caused some
of the chemicals to break down during storage.

"There's a (spent) canister chasing around Eugene that was manufactured in
1980," Murphy said. "There are a number of chemical reactions that one could
envision taking place over time in a stored sample."

A third possibility is that the so-called inert ingredients that are present
in the chemical weapons containers -- which are frequently toxic and
carcinogenic solvents -- independently caused the atypical symptoms
exhibited in Seattle, Murphy said.

"What we do know is that the solvents that are found to be present in CN
include something called methelyne chloride," Murphy said. "Methelyne

demography and global capitalism, in his book "Disposable People: New

claims that as many as 27 million people around the globe endure

servitude and are "in a relationship in which one person is completely
controlled by another person through violence or the threat of
violence for
the purpose of economic exploitation," from which the rest of us
benefit.
Bales states, "the population explosion plus the globalization
of
the economy have pushed a lot of people into economic vulnerability."
When
capital flows where labor remains cheap, then bribery undermines labor
laws. As a result of such corruption, workers become easily replaced

"disposable." Currently, slaves across the world, work and sweat and

and suffer for products that we all use. Slaves in Pakistan may have

the shoes that you are wearing and the carpet that you stand on.
Slaves in
the Caribbean may have put sugar in your kitchen and toys in the hands

Debt bondage forces many men into near starvation and often
they
die from starvation conditions. As many as 45,000 children in India
make
fireworks and matches in factories while the gunpowder they handle

corrodes and blisters their already scarred fingers. Bales estimates

about 35,000, or one in 20, of the women in the huge commercial sex

Numerous

Is there a prosecutor in this country with the guts to take on the oil and
auto companies?

If you are one such prosecuting attorney, and you are reading this, go out
and buy the current issue of The Nation magazine.

Rip out the 30-page investigative article titled "The Secret History of
Lead," by Jamie Lincoln Kitman, drop in your standard indictment form, and
then run down to the courthouse and file it.

That will be the easy part. The companies will then hire the best
white-collar crime law firms in the business and come after you with all
of their resources to defeat the indictment.

But reckless endangerment is reckless endangerment. And the people need a
chance to bring justice to those who perpetrated this atrocity. It will be
worth your while. Given the publicity this case will generate, you might
even be elected to higher office. (For precedents, see Rudolph Giuiliani,
former white- collar crime busting U.S. Attorney in the Southern District
of New York, who went on to be mayor of New York, and William Weld, former
Assistant Attorney General who went on to become Governor of
Massachusetts.)

Kitman's article is about how the makers of leaded gasoline -- duPont,
General Motors, Standard Oil of New Jersey (now ExxonMobil), and Ethyl
Corporation (which started out as a joint venture between GM and Standard
Oil) -- systematically suppressed information about the severe health
hazards of their product for decades.

These companies knew from mid-1920s that leaded gasoline was a public
health menace, yet they went ahead and put lead in gasoline anyway, to
prevent engine knocking.

This despite the fact that safe anti-knock substitutes were cheaply
available. But the companies rejected them because they would be
unprofitable.

From the 1920s until 1986, when leaded gas was banned from the market in
the United States, lead was spewing from tailpipes of automobiles, where
it entered the bloodstream of humans.

In children, lead lowers IQs, and increases learning disabilities,
hyperactivity and behavioral problems. In adults, elevated lead levels are
related to blood pressure increases, cardiovascular disease and heart
attacks.

Lead expert Dr. Paul Mushak, in a 1988 report to Congress, estimated that
68 million children had toxic exposures to lead from gasoline from 1927 to
1987.

A 1985 EPA study estimated that as many as 5,000 Americans were dying
annually from lead-related heart disease before the lead phase-out in the
United States

Lead was identified as a hazard thousands of years ago. It was not as if
executives at GM and duPont and Standard Oil and Ethyl didn't know what
the hazards were. In fact, those who worked with lead immediately became
sick. Kitman estimates that dozens of workers died from lead poisoning.

Workers knew that going crazy was an early sign of lead poisoning.
Standard Oil's Bayway facility in Elizabeth, New Jersey was known in the
1920s as "the house of butterflies," because, as Kitman told us, in some
cases "when you are experiencing acute lead intoxication, you start
hallucinating, and believing that you are being attacked by winged
insects."

Workers going crazy and dying created a public relations nightmare in the
1920s. The papers picked up on it, and citizens began believing that they
were being poisoned by the lead coming out of their tailpipes.

To save their deadly enterprise, in 1924, the corporations pulled lead off
the market and asked the Surgeon General to hold a hearing, which he did
in May 1925, to consider what one public health expert called "the single
most important question in the field of public health that has ever faced
the American public."

And the hearing lasts for six hours and forty five minutes. The Surgeon
General concluded that the question couldn't be definitively answered and
recommended that a committee of experts be set up. The committee was duly
set up and reported back some months later that a) leaded gasoline can be
manufactured safely, and b) they can't verify that leaded gasoline won't
result in injury and they can't prove that it will in the short time they
have.

So, this placates the public, and lead gets back in gasoline for another
forty years. Until the public became concerned about air pollution -- smog
-- and the car companies built catalytic converters. Lead had this
wonderful way of destroying the catalytic converter -- so one or the other
had to go -- and finally, lead met its match.

We called the Lead Industries Association to ask about Kitman's article.
They refused to respond. Then we called Ethyl Corp. which is still selling
tetraethyl lead as a gasoline additive for sale all around the world,
except in the United States and Europe.

Lloyd Osgood, a spokesperson for the Richmond, Virginia- based Ethyl
Corp., was kind enough to read us a statement. She called Kitman's piece
"a distorted interpretation of known historic events and documents that
have

  1) The LA Times disclosed Friday that the LaBella memo charged Gore got
special treatment from Reno, but ABC, CBS, MSNBC and NBC ignored it. CNN and
FNC pounced, but broadcast viewers instead learned about "the living wage"
and restaurant meal inflation.

 2) ABC and NBC ignored LaBella Saturday night too. On Sunday, ABC featured a
story on how Al Gore is painting himself as a champion of campaign finance
reform, but still refused to mention LaBella.

 3) FNC's Sean Hannity highlighted CyberAlert numbers on how little time
Maria Hsia's conviction earned on ABC, CBS and NBC. Charles Krauthammer also
relayed the notion on Inside Washington.

 4) When Tom Brokaw recounted how Al Gore acted as if he didn't know Maria
Hsia had been convicted, radio host Don Imus zinged him by pointing out: "If
he's watching NBC News he missed it." Brokaw sheepishly conceded: "Yeah, well
that's true."

 5) MRC Study: Over just eight nights network reporters referred to Bush
tilting toward the right on 15 occasions, "but not one evening news report
described John McCain's attack on the religious right as ‘liberal' or ‘going
to the left.'"

  1) Another fundraising scandal development harmful to Al Gore
suppressed by the broadcast networks. Friday morning's Los Angeles Times
revealed much of the content of the long-secret Charles LaBella memo,
including how the former Justice official, whose wish for an independent
counsel to probe White House fundraising was rejected by Attorney General
Janet Reno, claimed Bill Clinton, Hillary Clinton, Al Gore and Harold Ickes
got special treatment.

 Friday morning, not a word about the disclosure appeared on the ABC, CBS
or NBC morning shows. Even though the networks had all day to produce a
story, not a syllable about it aired Friday night on ABC's World News
Tonight, CBS Evening News or NBC Nightly News. Nor did MSNBC's hour-long The
News with Brian Williams touch it. The story did, however, capture some
attention on cable as it topped CNN's Inside Politics and The World Today as
well as FNC's Special Report with Brit Hume. FNC's Fox Report ran a story a
few minutes into the 7pm ET show.

 It was a slow news day on Friday, so what did broadcast networks find
newsworthy? Here's a rundown of what ABC, CBS, CNN, MSNBC and NBC viewers saw
instead on March 10:

 -- ABC's World News Tonight led with a full story on what anchor Charles
Gibson warned was the "most dramatic evidence yet" of how humans alter the
environment, a study in Science magazine which found that pollution reduces
rainfall. ABC's second full story of the night: How a Centers for Disease
Control report documented media over-hype of the flu epidemic.

 Other subjects earning full-length field reports: How floods in
Mozambique have ruined an African success story; accusations that Allstate
Insurance representatives improperly discourage injured victims from hiring
lawyers; the FAA's decision to move the entire town of Minor Lane Heights,
Kentucky in order to get the residents away from noise caused by new runways
at the airport in Louisville; and a story which re-ran already twice-shown
Nightline footage from IDEO company designs, on how designers are "blending
form with function."

  -- CBS Evening News opened with the debate over the minimum wage and
how the House passed a $1 hike to be phased in over two years as well as tax
cuts aimed at small businesses. Clinton said he won't sign the bill unless
the tax cuts are removed, but reporter Diana Olick painted the Republicans as
the crass political operatives, concluding: "So why did Republicans push this
to a vote when they knew their tax plan would just force a veto? Easy. It's
an election year. So now they can tell voters we

GEORGE BUSH and FAMILY, Part Seven

There was a conference in Chicago supposedly on the topic of what to do about
the dope scourge. The former chief federal prosecutor in Chicago was there,
Anton R. Valukas. I was sitting right in front. So it should have been easy
for me, as a free lance journalist, to ask the alleged crime-buster a
question.

"Some contend the CIA is flooding the U.S. with dope by way of Chicago. What
did YOU do about this problem, as the U.S. Attorney here, Mr. Valukas?" I
asked in my usual point-blank manner. He refused to answer and instead,
pointed to some other reporter who had a question just short of asking this
panel member about the weather.

Also sitting on the panel as one of the speakers was Richard J. Dennis. He
was over-stuffed. Looked to me like 350 pounds of laundry. On second thought,
he seemed to be a pompous British viceroy, at some Caribbean colony, like in
some movie about pirates. Dennis was glassy-eyed and seemed to me to be
half-giggling. On a panel about dope, did they put up a speaker who was
stoned?   Dennis has been dubbed the soybean king. He also is reportedly in
favor of legalization of narcotics. My interview policy, however, is to never
question, if I can help it, someone who is drunk or stoned. So, I didn't ask
Dennis anything.

Dennis made his mark in the period of 1989. At the time, the Vatican-owned
agro-chemical firm, Ferruzzi Finanziaria S.p.a., was determined to get a
foothold in the U.S. soybean market, in competition with the highly secretive
Cargill and the reportedly highly corrupt Archer-Daniels-Midland, A.D.M.
Ferruzzi, fair and square, abiding by the rules, had cornered the market on
soybeans. Cargill and ADM had bet big the wrong way. By the way commodity
contracts are written, Ferruzzi had the right to seize THEIR assets if they
defaulted. And they could not comply with the contracts, which would have
damaged them worldwide. Some say billions of dollars were involved.

The bosses at the Chicago Board of Trade, in the middle of the game, changed
the rules to protect Cargill and ADM as long-time speculators on the
exchange. Ferruzzi went to federal district court. One of then President
George Herbert Walker Bush's cronies, Chicago Federal District Judge James B.
Zagel [(312) 435-5714] said he has no intention of helping Ferruzzi by
defaulting the two grain speculators.

In a related case, also naming the Chicago Board of Trade, as defendant,
another Federal Judge, George M. Marovich [(312) 435-5590] kept the matter
hanging near forever. On the one side of that case were some bankers and such
from Arkansas tied to Hillary Rodham Clinton and her law partner, Vincent W.
Foster, Jr. On the plaintiff's side of that case in 1991, Hillary
Clinton/Foster's representatives met me in Chicago. As a known judge-buster,
I was asked if I could come up with some dirt on Judge Marovich. That was
easy. Among other things, he was an owner of a small, closely held suburban
bank, South Holland Trust  Savings Bank that reportedly dealt in the soybean
markets through their then correspondent, Continental Bank of Chicago. Also,
Judge Marovich owned a west suburban shopping mall, Cermak Plaza, which
reportedly had enterprises laundering illicit funds in corrupt combination
with top brass of the Internal Revenue Service, Chicago Region Office, and
the Director of the Illinois Department of Revenue. That is, the mob and the
state and federal tax collectors in a corrupt arrangement. The clue to it
all could not be disputed: ownership was shown on Judge George M. Marovich's
mandatory financial annual disclosure form. That was the starting point.

 I asked if they wanted to be on my public access Cable TV Program to discuss
their misgivings about Judge Marovich having their case. They declined.
Evidently they simply wanted leverage for reported blackmail, the usual
practice of some lawyers.

Funny thing happened. In 1993, some of the top officials of the Chicago Board
of Trade asked to discuss with me and my associates a problem. It was not
directly related to the soybean mess. I suddenly changed the subject. In the
presence of witnesses, I asked whether Judge Marovich was crooked in the
soybean case against the Chicago Board of Trade [No. 89 C 8467, U.S. District
Court, Chicago.] They blurted out that a total of FIVE JUDGES, INCLUDING
JUDGE MAROVICH HAD TO BE "PAID". They were sore at having to reportedly "buy"
Judge George M. Marovich, Judge James B. Zagel, and three judges in Chicago's
Federal Appeals Court, Judge Jesse E. Eschbach [(312) 435-5824], Judge Joel
M. Flaum [(312) 435-5626], formerly a crooked Illinois Tollway Official, and
Judge Kenneth F.

 WASHINGTON -- Visions of stealthy black helicopters landing on your
lawn
 and disgorging Nomex-clad troops to steal your PGP keys aren't just
for
 conspiracy theorists.

 The Clinton administration wants to be able to send federal agents
armed
 with search warrants into homes to copy encryption keys and implant
 secret back doors onto computers.

 "When criminals like drug dealers and terrorists use encryption to
 conceal their communications, law enforcement must be able to respond
in
a
 manner that will not thwart an investigation or tip off a suspect,"
 Attorney General Janet Reno and Deputy Defense Secretary John Hamre
 wrote in a seven-page letter to Congress.

 The idea first surfaced in mid-1999, when the Justice Department
 proposed legislation that allowed them to obtain surreptitious
warrants
 and "postpone" notifying the person whose property they entered for 30

days.

 The Justice Department's thinking was that if a suspect was using
 data-scrambling encryption products, the FBI's G-men might need to
enter
 the suspect's home and install software to tap into and decipher
 scrambled communications.

 After vocal objections from civil liberties groups, the administration

 backed away from the controversial plan. The final draft of the
 Cyberspace Electronic Security Act (CESA) submitted to Congress had
 removed the secret-search portions.

 But the White House now appears to think it doesn't need new
legislation
 to enter a suspect's computer.
 The letter from Reno and Hamre to House Majority Leader Dick Armey
says
 that, in the future, the Feds will use "general authorities" when
asking
 judges to authorize so-called black bag jobs. Commerce Secretary
William
 Daley also signed the letter.

 They say that law enforcement should have the ability to "search for
 keys" without immediately notifying a suspect.

 According to legal experts, all current search warrants -- with the
 exception of the related category of wiretaps -- require police to
 inform the person his property was entered.

 Privacy groups say Americans should be alarmed.
 "It sounds like they're returning to the provision in CESA that they
 backed away from," says Barry Steinhardt, associate director of the
 American Civil Liberties Union.

 "The basic principle is that people who are the subject of searches
 should have notice and the opportunity to challenge the search. This
is
 particularly dangerous since it will be difficult to guarantee that
 evidence hasn't been tampered with," said Steinhardt. "What they are
 proposing to do is alter computer files. It's quite a chilling
 proposal."

 "What they're saying is that they want to eliminate that Fourth
 Amendment requirement or limit it so much to make it meaningless,"
said
 Dave Banisar, co-author of the Electronic Privacy Papers. The Fourth
 Amendment prohibits the government from conducting "unreasonable"
 searches and seizures.

 The Clinton administration cabinet officials wrote the letter this
month
 in their latest exchange with Majority Leader Armey. Although dated 7
 January, Armey's office said they received it on Wednesday.

 In Armey's letter to Reno on 27 September, the Texas Republican wrote:

 "Questions remain about the Administration's commitment to personal
 privacy While I understand that this [secret search] provision has

 been dropped from the most recent draft, the fact that it was ever
 proposed at all raises concerns in Congress."
 In its reply, the administration wrote, "You specifically ask whether
 law enforcement has the authority to search for keys without notifying

 the subject.

 Although some courts have permitted the government to conduct a
search,
in
 analogous circumstances, without notifying the target at the time of
the
 search, these same courts have held, and we agree, that in a
 criminal investigation the government must ultimately provide
meaningful
 notice to the target of the search."

 The letter further urges Congress to pass CESA and defends Fidnet, a
 plan to monitor online intrusions into federal computers.
 "Fidnet is entirely aimed at improving the security of government
 computer systems We strongly support its development. Federal
 computer networks are a favorite target of computer hackers," they
say.

 Last summer reports said that the system would monitor not just
federal
 computers, but other Internet traffic -- a claim that the FBI
assistant
 general counsel denied as recently as during a panel discussion last
 week.

When I was 20 and in college at a major university I took the printmaking
class called silk screening, I was a fine arts major.  In this class I
illustrated a child's diary story for one of my silk screen's penned by
Salvador Dali at age eight.

I want to suggest that this may eeirly give information about where some of
these implants being used in people may come from.  My suggestion is the
following -- satanic cults may use worms in bodies, eel-like worms which have
a special quality about them.  The eel like worms may be able to live in body
for years -- in a sort of trance-like state.  And these may have inside of
them a special substance -- a rock like item which may have been part of a
meteorite from long ago.  This rock may have special magnetic-like EMF
qualities which the eel then picks up as part of his body.  The substance in
the rock can be used by an outside source for accessing special frequencies
off of a victim who winds up with this device in body.  IF so, possibly Dali
had special knowledge and vision about this thing even at the age of 8 he had
learned how this device worked -- read his brief story below -- and also
consider the possibilities to Sylvia Plath's *The Bell Jar*.  Judith

A NEW GOLD WAR?

As a person who has a long time interest in numismatics and precious metals
in general, the information explosion provided by the Internet has excited
me. I am able to track, almost to the minute, gold, silver, platinum, and
palladium prices around the world, day and night. In the last several months
that is exactly what I've been doing.

Stimulated by the large jump in the POG during September of 1999, I watched
more closely than ever. Sometime during January I became aware of what
seemed to be a trend in the international spot market pricing. It appeared
that on many occasions, after the NY closing, the price would rise in the
overseas markets overnight, and the London AM fix would exceed the previous
NY close. In a parallel fashion, the trading in NY would, at sometime during
the day, sell off from the London AM fix and close below it.

Several contributors to the Gold-Eagle Internet Site  Forum have suggested
that there is coming, if it's not already under way, a war to see who will
be the challenger or the replacement for the U.S. dollar. Others have
postulated a manipulation of the gold price, centered in New York, to keep
it from rising. If either, or both of these hypotheses are true, then it is
likely that during this time period more gold will be accumulated overseas
(e.g., Asia and/or Europe), with a tendency for prices to rise. At the same
time, there should be a tendency for prices to fall in New York as the U.S.
groups try to push the price down. The first part of the effect I have
described, rising overnight prices in fact goes along with the accumulation
hypothesis. The second part of my observation seems to reflect a
manipulation during the trading in New York to reverse or dampen the
overseas accumulation.

Since I taught the application of statistical analysis to various sorts of
data for over 30 years, it was only natural to turn to a more exact look at
the data then I was getting from my visual impressions. I started collecting
the London gold fix prices and the NY gold close near the end of January
1999.

The column of data labeled London AM - Previous NY reflects the first part
of my original impressions that the price tended to rise between the NY
close and the London AM fix. For twenty-three out of thirty-one times, or
over 74% of the differences, this result appeared. The column of data
labeled NY close - London AM reflects the second part of the cycle, the
falling of prices in New York from their London AM close. Twenty-two out of
thirty-two observations or about 69% portray this price drop.

If the differences in closing prices were merely a chance phenomenon
reflecting unassociated buyers in a market going nowhere, the direction of
changes in both columns would vary closely around 50%. If there were a
multi-country trend to buy and a concerted effort in New York to suppress
the price, then the price differences would vary significantly from the 50%
value.

In order to determine if the frequency of the direction of the differences
in favor of a higher price in the London AM fix was beyond a reasonable
chance expectation, I applied a binomial test with a correction for
continuity to that frequency. Since it was my prediction that this direction
was expected I applied what is know as a one-tailed test. The results
indicate that the probability that the London AM fix exceeds the previous NY
close with this frequency, by chance, is less than 1 in 100. In fact 8 out
of 9 times that the price change equaled or exceeded $2 / ounce it was up in
London over the NY close. Over this period of trading days the total gain
per ounce would have been $41.15 from the New York close, through the
overseas markets, to the London AM fix

The NY close - the London AM fix column shows that during this period of
time the NY market closed down from the London AM fix twenty-two out of
thirty-two times. Applying the same statistical method as before I
discovered that this outcome would have occurred less than 5 times in 100 by
chance. The concerted effort to push the price down in New York resulted in
a net loss of $40.90 over the trading days observed.

Even though we see the consistent rise in the London AM fix for a net gain
of $41.15 during the trading days followed, the net loss in New York of
$40.90 almost exactly offsets it. The net difference between the total POG
gain overseas and the total POG loss in NY is only $.25! Someone who was
thinking manipulation might say to the New York people "Come on -

I wrote previously concerning an interest
in your proposed legislation which would follow up on the Royal Commission
on Reproductive Technologies chaired by Dr. Baird from UBC. Since my
doctoral dissertation and area defense at U of A in 1970 were in the field
of "behaviour genetics", I have maintained an interest in related
developments. Would you please keep me informed on how this proposed
legislation is proceeding?
   The main point I have been trying to make is that because of the new
science of "Artificial Life" it might be advisable to incorporate robot
reproduction and robot genetics into the new legislation. Do robots
reproduce? Of course they do. Robots make parts for cars and they make
parts for the next generation of robots. Within a decade we can expect to
see entire robots like the Honda Humanoids being made by other robots. In
addition, there will be robot genetics centres where the structure and
functioning of robots will be improved upon for the next generation of
robots. This is the "bigger picture" beyond "genetic algorithms".
   To make that clearer let me just present one brief description of what
a Robot Genetics Centre might look like in the year 2010. Start with one
of the more powerful IBM computers sold to the public at $100 m. Add a
staff of 10 Honda Humanoids. P2 and P3 have been developed at a cost of
$100m. and I think Honda will sell models now for about $3m. so that adds
$30m. to the cost. Of course by 2010, the Honda Humanoids might be in the
10th. generation, P10, and the cost might be far less. Add $70m. for
equipment and supplies in the Robot Genetics Centre for a total cost of
$200m. Honda will by that time be selling P10's as household robots on the
mass market. The letter below to Engelberger, said to be one of the
"founding fathers" of modern robotics, is based on an article in Discover
titled "The Future of Humanoid Robots". Considering that Minsky and
McCarthy ("founding fathers" of AI) are also in that interview this is
worth reading. Anyway, the P10's at the Robot Genetics Centre would
receive email from consumers of those household robots from all over the
world and they would have to feed that information into the
$100m. mainframe to develop better robots in the next generation. For
example, suppose the models are too heavy. This information is fed into
the mainframe computer which comes up with formulas for smaller and
lighter components of P11. New alloys might be proposed. The 10 staff
robots would be the "empirical" scientists for the mainframe's
"theoretical-rationalist" approach. Several alloys might be the top
contenders. The staff robots would produce (ie reproduce) new robots using
these alloys and test them out. By the robot equivalent of "artificial
selection" in animal breeding only the best units would survive as the
P11's for the mass market.
   But the question now is "what IS the state of the art"? The panel from
the Discover magazine article do not agree. I am looking for funding so
that I can attend the Humanoids 2000 Conference at MIT and find out. The
approach I will take is summarized in the hypothetical case study of
"Xaviera" below. I will be presenting on "Xavier" at ALife-7 this summer
and the cost of that trip is taken care of. Do you have any grants which
could be used to send me to Humanoids 2000?
   If the "state of the art" is where I think it is, then the Robot
Genetics Centre as outlined above would indeed be feasible ca. 2010.
Given that, the mechanical slaves represented in this artificial life form
should quickly surpass human equivalency by every measured criterion of
work performance. A multitude of legal implications spin off from that and
I think Parliament should find out fast what they might be. Other

MILITARY DEVELOPMENT OF REMOTE MIND-CONTROL TECHNOLOGY
Military/intelligence interest in remote-viewing (RV) goes back to at least
the 1950s. Remote-viewing-the ability to see things far from one's physical
body-was developed during the Cold War to enable security organisations to
gain information about top-secret enemy sites in which they had no assets.
The Russians have always been more advanced than their American counterparts
in the study and development of RV and biophysical remote mind-control
technology (RMCT). This did not go unnoticed by the CIA and the US military,
who started experimenting with biophysical RMCT in the 1960s. However,
because it proved difficult to control, the Americans concentrated instead
on electronic techniques-until quite recently. US military research into RV
was implemented with Project Scangate, and continued with many different
projects including Grill Flame, Center Lane, Sunstreak and Stargate.1

As a scientist I became fascinated by the implications of RV, for if it
really worked it totally upset the paradigm upon which our scientific model
of reality is based. The work of Dr Jessica Utts-a Professor of Statistics
at Stanford who has scientifically proven that RV phenomena exist2-was signi
ficant in this respect for it showed that science as we know it is crucially
flawed.3 We have developed atomic energy, yet it is as if we have less
knowledge than our cave ancestors about the essential nature of reality. The
sceptics rebutted the Utts paper and have denied that any paranormal
phenomena could possibly exist.4 This might be more comfortable for the
scientific community, but RMCT is being used more and more by the
military/intelligence community.

To mask this, the US military's position on RV was stated by CIA
spokesperson David Christian, who accepted that no further official US
research into RV was warranted: "We think the intelligence community
shouldn't pursue research on this and that it is best left to the private
sector..."5

Is there a campaign of disinformation to cover up their continued and
accelerated study of the subject? Could programmes such as The Real X-Files
(shown on Channel 4, UK)-created by Jim Schnabel, an alleged CIA
operative-be designed to act as red herrings, to mask the US security
organisation's true intent? If so, wouldn't the public's interest in this
area mean that the privately-run US RV organisations (all headed by
'retired' US security officers), to which the public could turn for
training, would have a large number of applicants? This would be useful if
the US intelligence community were trawling for undiscovered psi-able people
to recruit for a burgeoning RMCT military programme.6

THE SCIENTIFIC BASIS OF REMOTE-VIEWING
This led me to ask whether there could be a scientific basis to RV and RMCT.
As a proponent of RV, I knew that it worked.

Joe McMoneagle, a retired US Army intelligence officer-who claims to have
left Stargate in 1984 with a Legion of Merit award for providing information
on 150 targets that was unavailable from other sources-used RV to go into
the mind of Shaw Taylor, to see through his eyes, in an experiment carried
out on The Paranormal World of Paul McKenna (ITV, UK). This method of using
RV to enter the brains of other people is called remote sensing (RS).
Biophysical RMCT can be considered to have the explanation for how ESP and
telepathy work.

I have had many people ask me whether there is information available on the
scientific basis of RV. Having looked through the Internet at the web sites
purporting to be leaders in RV technology, I came to the conclusion that
either the knowledge base of Western experts was feeble, or most of the real
information was classified. Most of the leading research done in the US on
brain function with respect to electronic RMCT is classified. The excellent
articles in NEXUS (e.g., vol. 3, no. 3) have covered electronic RMCT in more
depth than is available elsewhere, but to my knowledge there has been little
scientific discussion of biophysical RMCT, so the following is a brief
introduction.

The Russians have been the world experts in biophysics since the 1950s.

Yeah, I guess this wasn't news to me after I read the results of the
Internet Auditing Project.  The question is, what do we do about it?

Here's my fear.  In the next year or two, someone is going to write a

worm into widely-used operating systems.

Their power to spy on other people will be limited only by their
ability to spirit the results of their espionage out through covert

choose to exercise it --- would be unstoppable.  Their power to
embezzle money from innocent people would be immense.

I considered doing it myself --- because whoever does this will also be
in an unsurpassed position to close the ubiquitous security holes that
infest the world's computers.  I decided I couldn't trust myself with
the power.

This is a 6 page report by me, Bill Gallagher, Blacklisted 
Writer (Huo Slick Willy you old Rockefeller you!) and true investigative

Surveillance (Serve-eillance) has erupted as much from a "Because We 
Can" mind-set, as from any actual need. You see, surveillance technology is, 
simply put, television. In fact, many times TV interests provide the expertise, 
and it is natural for these Suk schmucks to go this way, toward surveillance of 
society, now that all but the infirm and truly ignorant depart to bigger and 
much better things, like reading books and websites. This point is inarguable. 
Look! The television is making TV stars out of COPS! OFFICER OFFICER OVERSEER 
OVERSEER! What a bunch of scared and sleazy mutts run the worlds information. If 
it weren't for the division sown by the likes of them, we wouldn't even NEED 
cops, but the elite MUST be maintained eh? It seems that most people are lazy 
enough to let them get away with that, but you dear reader appear, to me, to be 
separate of that strain, and it will be good for you to read onward. 
Cameras are everywhere now. The british are whining about it in 
hindsight, and I have to remind them over and over again that not only is their 
every move watched, but THEY HAVE NO GUNS EITHER DUUUH!!! 
Minutiarisation assures us that they are many things available 
technologically, that the layman, the guy on the street, is either unaware of, 
or misunderstands at least. 
There is a whole class of people these days, practicing videophilia 
which borders on, and passes into, Voyeurism. It began as a way for the business 
elite to maintain an illegal advantage, but I assure you it has become a high 
form of entertainment for sick people without lives of their own, or who are 
dominators because of some warped upbringing. 
This phenomenon usurps and totally degrades civil rights and basic 
rights of privacy. It is practiced in the name of law enforcement, politics, 
corporate espionage, "Journalism" or for pure enjoyment by the hacker-like 
aficianadoes of electronic videophilia. 
There are reports of bedrooms being bugged, then put on the internet 
live to select groups of wealthy subscribers. There are many surveillance 
devices that are sold as clocks or smoke detectors, or bed table lamps. These in 
fact are the most lucrative of this underbelly market that is thriving in 
America today, once again, the by-product of Television. 
This report discusses everything I know about what is being done 
now, and by whom. We will cover the known TV/Politics connection (Hullooo Larry 
Flynt! You are a true pig, but a loveable pig I guess), and their use of adult 
gang members to create live video settings for surreptitious, therefore illegal 
surveillance. We will then diverge into more refined probabilities and 
possibilities, and start to learn what surveillors have to gain from their 
voyeurism. Once we understand this aspect of surveillance it can easily be 
defeated. Counter-Intuit, HuMan. 
My report also delves into surveillance as a weapon of 
psychological-warfare, and information warfare. We will try to begin 
understanding Conditioning Through Surveillance, and we will finally discuss 
surveillance for profit, and what it means to you. A lot of surveillance is 
being accomplished illegally, but by some pretty heavy hitters, it is, to tell 
the truth, the only way they have been able to keep their ill gotten advantages 
THIS long...they are falling now, and that is a beautiful thing. For they too 
are pigs and not loveable at all. Some surveillance encompasses illegal breaking 
and entering by professionals, many doing what they consider their duty to their 
client, under the guise of Private Investigation. There are also myriad forms of 
computer surveillance, and even some television viewers that are made two-way 
through inclusion of screen cams. BOO again! 
All in all I think you will find this a highly valuable and 
interesting read. I guarantee that most of this is information that has been 
suppressed by the wealthy powers that are, as it is one of their most well 
guarded tools of manipulation. Tour the net before biddingdo some searches 
for surveillance, or surveillance equipment, private investigation, miniature 
cameras, then come on back and bid. The price is right, and thats so we can beat 
this together, and it will be the least expensive of anything you ever buy in 
counter-surveillance.

WASHINGTON, Feb. 14  The following is an excerpt from a long essay about John McCain 
written by Edward Zehr of the Washington Weekly:

McCain dumped his first wife after she had been disabled in an auto accident. 
Although this woman had worked tirelessly to get him released from captivity, he did 
not hesitate to betray her with other women upon finding her crippled when he returned 
home. In fact, McCain has racked up quite a reputation as a womanizer. This time he 
was determined to do it right. Since he had no fortune of his own, he acquired one 
through his second marriage. (Ted) Sampley writes that the senator's net worth is 
"possibly as much as $1.2 million or more, excluding personal residences . . . McCain 
listed his [second] wife, Cindy, as the source of most of his assets. . ." According 
to the Phoenix Gazette of May 19, 1987, "the bulk of McCain's assets consisted of 
stock in the Glendale firms -- Hensley  Co., a beer distributorship headed by his 
father-in-law; Western Leasing Co., which leases trucks and equipment; and Eagle 
Enterprises, which invests in real estate and stock."

In fact, the senator married the daughter of one of the richest men in Arizona. It 
seems that McCain got more than just a wife in the bargain, he married into a family 
that already had quite a reputation in that state. Since family ties are always 
somewhat convoluted and difficult to track, I have prepared a chart to assist the 
reader in following the narrative.

The situation in Arizona was, for a long time, reminiscent of that line in "Memphis 
Blues" that goes, "Mistah Ed Crump, he runs this town." Only "The Man" in Arizona was 
named Kemper Marley, beer baron extraordinaire, player with real estate and other 
lucrative ventures too numerous to mention. At the time of his death in 1990, Marley 
was said to own "5 square miles of Carefree -- the highest priced real estate in 
Arizona," according to left-wing columnist Brian Downing Quig. Sort of like having 
hotels on Boardwalk AND Park Place, in addition to a monopoly on booze -- but of 
course that's the name of the game.

Right after the Second World War Kemper Marley had a monopoly on liquor distribution 
in Arizona, which is every bit as good as having a license to steal. In 1948 his 
company, United Liquor, ran afoul of federal liquor laws -- fifty-two of his employees 
went to jail, including Jim Hensley who is presently the father- in-law of Senator 
John McCain. Some say that Hensley took a fall for Marley. Hensley was general manager 
of Marley's firm at the time. Be that as it may, when Hensley re-emerged from the 
slam, Marley rewarded him with a Budweiser distributorship which is now said to be 
worth $200 million, even though Hensley was prohibited from working in the liquor 
industry for the remainder of his days. And who stands to inherit this? John McCain 
and his devoted spouse, who else?

But Marley was more than just an entrepreneur. Quig writes that for forty years 
"Marley bankrolled Harry Rosenzweig who doled out Marley's great wealth to a slate of 
Republican candidates who were almost universally successful in obtaining high 
political office."

But that isn't all -- it seems that "Marley was able to control the Democratic party 
as well. Every congressman and every senator in Arizona currently owes his position to 
the Marley machine." So you see, it's sort of like W.C. Handy said: "Mistah Ed Crump, 
he runs this town." Crump controlled the Tennessee Democratic Party from his 
stronghold in Memphis, and ran the state's Republican Party as a sort of sideline, 
using a venerable old gentleman named Perry Howard as his front man. (In those days 
the Republicans were the "colored man's party" in Tennessee). But that was years ago. 
Unfortunately, we seem to have made little progress in the interim.

Anyway, is the plot beginning to make sense? Can you see the broad outlines of John 
McCain's strategy taking shape here? Do we really need a diagram to understand how he 
got his start in politics? Clearly he has had his eye on the prize for some time now, 
and is completely unsentimental as to how he attains it. Oh, say the senator's 
partisans, his former wife remains completely loyal to him. Yeah. I'll leave that part 
of the scenario to the reader's imagination.

Richard Scheffel, a lobbyist for Anheuser-Busch, is said to have boasted that Sen. 
McCain's father-in-law used him as a conduit to funnel money to politicians. Sampley 
quotes an Arizona newspaper as saying that, "Cars, homes and bank accounts of

On May 2, 1993, Vince Foster, Benard Nussbaum and Webb Hubbell
went to Ft. Meade Maryland to meet with the National Security
Agency.  The topic of the secret meeting would be an effort to
"mandate" government computer security and ban all other
products.  The proof of his meeting at NSA HQ would come in
written form.  Foster had two notebooks from the NSA in his
office at the time of his death.  Two notebooks that
mysteriously disappeared.  It is also known that the Clinton
administration officially denied (Mark Fabiani) that Foster had
any business with the super secret spy agency.  The White House
denial turned out to be a lie when the NSA was forced by FOIA to
release documents from the May 2 meeting which included Foster's
attendance.  The question is why would Foster, Nussbaum and
Hubbell be involved with a spy agency?  Could it have anything
to do with his death?

The first answer comes from the White House paper trail.  The
vast number of secret memos exchanged inside the White House on
cryptographic policy during the first 5 months of the Clinton
administration all point to one conclusion.  The Clinton
administration planned to "mandate" the Government developed
Clipper chip and ban all other computer security products.  In
fact, a secret White House memo from Tony Lake, dated April
1993, officially acknowledged the planned monopoly by ordering
the formation of a "Inter-Agency Working Group" or IWG.  The
complex nature of the legal problems with "mandating" would also
require the politicals to seek the advice of legal counsel.
Some technology would be banned outright.  Other products would
have to be purchased by the Federal Government.  One such problem
would involve the purchase of existing patents on digital
signatures.  The purchase of this technology from private hands
by public officials had to be handled in a legal manner.

"The Administration has determined that such technology should
not be subject to private royalty payments, and it will be
taking steps to ensure that royalties are not required for use
of digital signatures," states a Feb. 4, 1994 Clinton White
House press release.  In order to remove the royalties the
Federal Government would have to purchase the rights to digital
signatures.  The legal process required to purchase private
patents in the name of the Federal Government would have led the
President and Vice President to seek legal counsel.  Vince
Foster and Benard Nussbaum, the White House/Rose Office Law Firm
(DC branch), were chosen.  Thus, a simple and obvious
explanation of why Vince Foster knew of the secret Clipper
project.  He had to make it legal.  Therefore, on May 2, 1993,
Foster and Nussbaum would travel to the NSA for briefings on
Clipper.

Simply having two White House lawyers declare the plan to be
legal would do little but ensure the President was on board.
The real source of legal advice in forming a monopoly would have
been the Justice Department and Janet Reno.  In fact, the
Department of Justice, and Janet Reno, were also ordered by Tony
Lake, acting on Presidential directive 27, to join the
Inter-Agency Working Group.  DOJ would provide the legal
firepower needed and, in the end, actually ran the IWG meetings.
Thus, assistant Attorney General, Webb Hubbell found himself
joining White House lawyers Foster and Nussbaum, on a trip to
NSA headquarters.

Therefore it is now clear from the available documentation that
Vince Foster, Webb Hubbell, and Benard Nussbaum knew of the
plans to "mandate" the government solution (eg.. Clipper).  Not
only were they briefed in detail on the entire project - they
should have been called upon to render legal advice on how to
monopolize the domestic US computer security industry.  In fact,
the White House considered these plans so sensitive that they
risked lying to the American public to cover Vince Foster's
involvement.

Someone removed the NSA notebooks from Foster's office.  Someone
has kept the facts on Foster and his work with the super secret
agency under wraps.  The NSA has steadfastly refused to release
any of the data that was in Foster's notebooks except for the
fact that he attended the Clipper meeting on May 2, 1993.
