Thomas Gold -- September 1999 - There have been numerous reports in recent times, of oil and gas fields not running out at the expected time, but instead showing a higher content of hydrocarbons after they had already produced more than the initially estimated amount. This has been seen in the Middle East, in the deep gas wells of Oklahoma, on the Gulf of Mexico coast, and in other places. It is this apparent refilling during production that has been responsible for the series of gross underestimate of reserves that have been published time and again, the most memorable being the one in the early seventies that firmly predicted the end of oil and gas globally by 1987, a prediction which produced an energy crisis and with that a huge shift in the wealth of nations. Refilling is an item of the greatest economic significance, and also a key to understanding what the sources of all this petroleum had been. It is also of practical engineering importance, since we may be able to exercise some control over the refilling process. The debate about the origin of all the petroleum on Earth lies in the center of the subject. If we really knew that it is only biological materials, which, in their decay, could produce hydrocarbons, then the quanities that could ever be produced would be limited by the biological content of the sediments. But then the clear and strong association of petroleum with the inert gas helium would have no explanation; the finding of hydrocarbon gases, liquids and solids on most other planetary bodies in our solar system which have surface conditions quite unsuitable for surface life, could not be understood; the presence of hydrocarbons which we now find in abundance in basement rocks would also remained unexplained. If we accept the fact, now known full well, that hydrocarbons are a common constituent of the cosmos and the planetary condensations that formed in it, then we have a totally different viewpoint. Hydrocarbons are stable down to great depths and the high temperatures there, contrary to many statements that have been made that the temperature reached at depths between 30,000 and 40,000 ft would dissociate most of the hydrocarbons. But these calculations are seriously in error, because they ignored the strong stabilizing effect of pressure at depth, that had been calculated by Soviet (Ukrainian and Russian) thermodynamicists. The existence of diamonds, crystals of pure carbon that form at pressures which are not reached on earth at depths of less than 140 kilometers, proves that unoxidized carbon exists at such depths, and also carbon-bearing liquids must flow there that can deposit carbon at high purity. High pressure fluid inclusions in diamonds prove that liquid or gaseous hydrocarbons were present at their formation. Present day meteorites give us examples of the solids responsible for the building up of the Earth; among those only one class, the carbonaceous chondrites, contain much carbon, mostly in unoxidized form. That this material is present in the Earth's interior in large abundance is shown by the distribution of noble gases and their isotopes that have emerged into our atmosphere and show distributions that are strikingly similar to those in carbonaceous chondrites, but dissimilar to those of any other class of meteorites. The presence of this type of material would account for a continuous supply of hydrocarbons to the atmosphere, as the outer layers of the mantle heat up over time and make fluids form from the solid hydrocarbons that were included in the forming Earth (as also in most of the other planets and their satellites, in the asteroids, comets and interplanetary dust grains). Such fluids are less dense than the rocks, and buoyancy forces will propel them upwards. Rocks and lower density fluids can co-exist at any level in a solid planetary body, provided that the pressure of the pore fluids is sufficiently high to make the differential pressure between rocks and fluids less than the crushing strength of the rocks. For a static case (with no upward flow of the fluid), this would result in pressure domains, within which the fluid pressure shows a pressure gradient with depth given just by the density of the fluid (the "head"), and where the bottom of each domain is at the level at which the fluid pressure is insufficient to maintain pore spaces against the higher pressure of the rock. (See Figure 1.) It is assumed here (for the static case) that this makes a complete barrier. As for the top of any domain, this cannot be at a level higher than that at which

He had simply accompanied his teen sisters to a dental complex and was passing time in the play area when an employee approached and called his name. According to a lawsuit filed last week in Placer County Superior Court, the child then was led to a dental chair, injected with Novocain, X-rayed and subjected to the removal of two front teeth by a dentist, allegedly because he had been "confused ... with another little boy." "No adult was consulted prior to the medical procedure and no consent was given to ... conduct any procedure" on the 8-year-old, the lawsuit states. William Brown of Roseville, Calif., the father of the boy, filed suit on behalf of his son, accusing dentist Richard A. Smith of professional and general negligence, battery and intentional infliction of emotional distress. Smith, contacted Friday at his office in Roseville, acknowledged that a mistake had been made. "Basically, it was an error in names," he said. There were two boys there with the same name, he explained, and the Brown boy "got up and came back" with his assistant when she called for the other child. "Basically, we assumed we had the right boy. It was just a basic mix-up -- an error on my part for not making sure the right patient was in the chair." Both teeth removed were deciduous, or "baby teeth," and the boy would have lost them eventually, Smith said. But Mary K. Driscoll, an attorney for the boy, said the premature removal of the teeth has forced the boy to wear braces two years early. And the lawsuit alleges that the boy suffered "extreme mental anguish and physical pain" as well as "grief, fright, anxiety and humiliation." Driscoll said the boy accompanied his teen sisters to the dental office Aug. 5, 1999, and while his older sister was helping his younger sister through an orthodontic appointment next door, he found his way to the office complex's children's play area. When Smith's assistant called his name, "he did what the adults told him to do," Driscoll said. Proof: 1. The form number for the long form (at least the one I have which was sent to an address in ALABAMA) is "Form D-2(UL)". The title of the form is "United States Census 2000". 2. The form states at the top: "This is the official form for all the people at this address. It is quick and easy and your answers are protected by law" Note that this means that if THIS FORM is not valid and the above language is correct, there is NO FORM for conducting the census for the people living at the address contained on the form. 3. That's enough, right there. Though frankly, considering the state of Chinese-Vietnamese relations at the time I doubt if China would have cut the KR loose even if the US had raised a very big stink. Given the state of US-Vietnamese relations at the time, that the US might rise a stink at all about the KR or anybody else fighting the Vietnamese, was pretty unlikely. None the less, the US (and its allies) committed a major "sin of ommission" even if all they did was turn a blind eye. Given America's history of backing every tin horn tyrant and tyrant wannabe for as long as anybody can remember, I find it difficult to believe that the direct, covert aid to the KR only started up after the bulk of the killing was over. But if truly it didn't start until then the crime is greater because the US government knew exactly who they were helping. What a sick world. It's enough to make one puke. After the KR fell in 1979, well, besides aiding the KR and other anti-Vietnamese groups through Thailand it might be possible that Washington made efforts to support the KR through Beijing, but in the absence of evidence I'd hesitate to claim that it was so. When 1 was seven 1 had my first close encounter with a UFO, followed by interactions with alien entities. I served in the Army for over 2 1 years. At first, 1 was reluctant, then afraid, then disillusioned by the way the Government handles the subject. When I decided to speak openly about UFOs 1 was still on active service, and the Army only told me to always make consistent Statements. However, when 1 was assigned to another detachment, 1 was categorically ordered not to discuss UFOs, or write or make requests to Congress without authorization or approval. 1 considered this to be unacceptable, especially since I was involved in the programme without the knowledge of' my commanding officer Instead of being discharged, 1 was sent to Germany, then Belgium and around Europe, and 1 found myself involved in the UFO situation again, though unwillingly. 1 heard about an incident in the USSR: the Soviets tried to shoot down a large unidentified craft and mysteriously lost three of their planes. My request to be discharged was denied two days before 1 arrived at Fort Bliss and they assigned me elsewhere for two months. They convinced me to stay and said it wouldn't be sent back to Europe but would be assigned to Fort Belvoir. 1 was still set on leaving because 1 didn't want to go through the same experiences, experiences which can't be discussed, even to the extent where my family knew nothing about them but were used to my sudden, long absences and certain strange visitors... Were they government agents? Yes, but I didn't know they were. Here's an example: since 1969 up until two months ago I was in close contact with someone who remained anonymous and who called me "Colonel" he was an agent responsible for my protection. UFOs Are Real contains classified documents. What impact has the book had on public opinion? It contains a large amount of American government documents with a high classification level. The Goverment denies everything and doesn't even admit that top secret documents on the subject exist but keeps them well hidden! My interest centres on Operations Moon Dust and Moon Fly which tie still involved with UFOs. The US Air Force has an installation at Fort Belvoir, Virginia which is identified as Air Intelligence Group 696 and is responsible for the collection of UFO data and material. Names and programmes are given pseudonyms. I was in the Army's counterespionage service when the programme covering Project Moon and Operation Blue Fly began. These missions are both run by the Department of State. Well, that's a half truth. It's actually Defence Intelligence which really controls both projects, using military attachès in every consulate and embassy in the world who send data about UFOs, while our military personnel was and is ready to go into action anywhere in order to obtain any prospective document and make it disappear. Such as documents about recovered UFOs which the USA has always hidden, on the basis of certain agreements. I am absolutely certain that the majority of the foremost governments and Intelligence Agencies know the truth about UFOs. Don't get me wrong: we don't know how much has been disclosed. What didnt you say in UFOs Are Real ? I didn't say very much about Moon Dust and Blue Fly. I got hold of certain documents, but when I tried to find certain information I got nowhere. They told me that for the moment it was probably classified material and could not be divulged. I then went to to certain members of Congress who denied - through political channels - both the existence of operative units with these names and the role of Fort Belvoir. I went back to the same Congressmen and showed them 23 documents which confirmed these missions and the Fort Belvoir operative base. The Air Force intervened, ,it first claiming that they were war missions and then trying to make Moon Dust and Blue Fly out to be pacific. In the three chapters devoted to Moon Dust and Blue Fly I have not included letters which name members of Congress who stated that the relative documents had been destroyed. Kaplan penned a New York Times commentary about the world's future. He blithely predicted that "political systems in 2100 will be elegantly varied, unconstrained by the sanctimony of the late 20th century, with its simple call for 'democracy.'" Kaplan added that his vision of this post-democratic world included a breakdown of national sovereignty and a resurrection of the ancient structure of autocratic city-states. "The next century will be the age of high-tech feudalism," maintained Kaplan, a senior fellow at the New America Foundation which prides itself in "thinking outside the box." [NYT, Dec. 27, 1999] While Kaplan certainly has the right to his opinion and there is some logic behind his prediction, what was striking was the casual way that The New York Times presented the argument, as if the end of "simple" democracy was a foregone conclusion, nothing much to worry about. This cavalier attitude offered a rare glimpse at what is a growing -- though usually unstated -- notion along the Washington-New York power corridor: that free-market forces increasingly control everything and should control everything. From this perspective, democracy -- the will of the people -- becomes more a "sanctimony" than a noble ideal, more an impediment to progress than the fairest way to bestow power on leaders. This growing view -- what one might call a new-age capitalistic determinism -- has gained adherence among many influential journalists and thinkers. Yet, since democracy remains a popular notion with many Americans and since the media retains a self-image as the plucky defender of the U.S. Constitutional system, the term democracy has been less jettisoned than redefined. Within this new body of thought, "democracy" has come to mean the freedom of business to operate with minimal government constraints. This evolving concept also helps explain, to some degree, the medias decline in covering significant affairs of state. More and more, news is debased into content, as the out-dated need for a well-informed public fades away. Except for the stock prices and business news, information slides into entertainment. But how did this happen? What transformed the Watergate press corps of the mid-1970s, which asked grand questions about serious government misconduct, into today's media which can be alternately frivolous, petulant and obsequious? Three books offer an intriguing panorama of the crucial changes in the media over the past quarter century and the medias growing threat to democracy. The first, published in 1996, is Kathryn S. Olmsted's Challenging the Secret Government. It examines the awakening of skepticism within the U.S. news media and the Congress in the mid-1970s. The second is Edward Herman's The Myth of the Liberal Media, which reviews the media's acquiescence to the Reagan administration's implausible propaganda during the 1980s. The third is Robert W. McChesney's Rich Media, Poor Democracy, a study of the rapid concentration of media power during the 1990s. Olmsted starts her story by pointing to the secret compromises that the Cold War brought to the ethics of the U.S. government. She quotes World War II Gen. James Doolittle explaining in a secret 1954 report to President Eisenhower why CIA covert operations were needed and what they entailed. "Hitherto acceptable norms of human conduct do not apply," Doolittle wrote. "If the United States is to survive, long-standing American concepts of 'fair play' must be reconsidered. We must develop effective espionage and counterespionage services and must learn to subvert, sabotage and destroy our enemies by more clever, more sophisticated, and more effective methods than those used against us. On Tuesday, by 12:15 p.m. London time, the world -- and the 18 or so gold investors in the world who care -- will know just how much demand there was for the Bank of England's auction of 25 tons of gold bars. See the gold auction announcement. Consider this piece a backgrounder on the dullest metal in the world: gold. After reading this, you might want to join those 18 gold investors who believe that bullion will become one of the coming decade's most profitable investments. Or you might want to shrug and walk away. The Bank of England's auction has big gold bars, between 350 and 430 ounces each. The Tuesday auction is the fifth and last in a series of British gold auctions this fiscal year. One of these British auctions last year was so oversubscribed by gold companies and other buyers, the price of gold popped. As high as $327 an ounce. That was then. See previous StockWatch on gold's rally. This is now. Gold is back below $290 an ounce. Central bank sales of gold are a deep psychological factor influencing the price of gold. The British Treasury has already said it will sell another 150 tons of gold in fiscal year 2000-2001, starting later this spring. Central banks around the world have about 20,000 tons of the metal in their vaults. The Bank of England's regular auctions are the highest profile of these sales -- and demand for the gold is a barometer of whether the metal might stage a rare rally. Who can blame these central banks? Gold is a lame reserve these days, right? It just sits there. The gold leasing rates that central banks reap when they lend their gold are paltry. Gold doesn't go up like a biotechnology stock. Or the London Stock Exchange's techMARK Index of high-flying computer stocks. The United Kingdom's bankers hope to reduce Britain's gold reserves to about 300 tons from about 700 or so tons. Last September, when 15 of Britain's European neighbors vowed not to sell any reserves, beyond the 2,000 tons they already had announced, for five years, gold prices surged. Briefly. France, Germany and Italy each have higher gold reserve levels than Britain's Treasury. The Dutch Central Bank recently announced plans to sell 300 tons of gold in the next five years. And so on. Also hurting the price of gold, which Monday sat at about $288 an ounce in New York futures trading (GC=JO: news, msgs), is net selling of borrowed gold. So-called forward hedging by large gold producers boosts the world's total supply by about 10 percent. See our futures contracts page. Gold producers, of course, forward-hedge to lock in a higher price for the rocks they are pulling out of the ground. Yet by hedging their production with futures contracts or put options -- or selling covered call options -- they are driving the price of gold into the ground. For Tuesday's gold auction to raise eyebrows -- as it did last September-- demand has to be off the meter. Let's look at the last auction -- Jan. 25. The price of gold on that day rose $1.50 an ounce in London after the Bank of England said its sale of 25 tons of gold had been 4.3 times oversubscribed. At the time, the central bank said it had received applications to buy as many as 3,451,200 ounces even as it sold just more than 800,000 ounces, or 25 tons. On Tuesday, gold producers -- the large ones like Placer Dome (PDG: news, msgs), Newmont Mining (NEM: news, msgs), Gold Fields in South Africa (GOLD: news, msgs), Barrick Gold (ABX: news, msgs), Rio Tinto and Anglogold Ltd. (AU: news, msgs) -- all must step up to the plate and bid for these giant gold bars. In size. Otherwise, gold on Tuesday, after 12:30 p.m. or so London time, will be a dull story. Chris Thompson, chairman of Gold Fields in South Africa, second-largest gold producer in the world, recently told me he expects a huge gold rally. Sometime soon. Of course, Thompson and other gold executives are paid to talk up the price of their metal. One sign they are putting their money where there mouths are: On Monday, Joseph Gutnick, an Australian mining magnate, said he wanted to raise $500 million to scoop up depressed natural-resources companies. Gutnick recently established the Capital Growth Resources Fund in the tax-sheltered Cayman Islands to look for stakes in gold and other metals. Thompson -- and others in the industry like Gutnick -- clearly are prepared to stop their forward-hedging of the metal and search for metallic bargains. http://www.the-times.co.uk/ March 21 2000 EUROPE Nazi doctor 'killed 772 children' FROM ROGER BOYES IN BERLIN AUSTRIA will be confronted with one of the most grisly episodes from its Nazi past today when an 84-year-old doctor said to be known as The Scythe stands in the dock accused of killing mentally and physically handicapped children. It will be the first significant Nazi trial in the country since 1972, when two Auschwitz architects were in court , and, given the age of the criminals and the witnesses, is likely to be the last. Much hinges on the stooped figure of Heinrich Gross who would, according to witnesses, stride into his Vienna clinic wearing polished boots and his crisp Wehrmacht colonel's uniform and point to the child patients marked down for euthanasia. Austria faces up to the Hitler years only reluctantly and many citizens cling to the myth that the country was a victim rather than enthusiastic collaborator of Nazi Germany. This inability to tackle the past has helped the rise of the right-wing populist Jörg Haider, who in his early career flattered Waffen SS veterans and praised Hitler's employment policies. Professor Gross, a psychiatrist, joined the SA Brown Shirts in 1933, the Nazi party in 1938 and the Wehrmacht in 1943. After the Second World War he became a stalwart member of the ruling Austrian Socialist Party. About 688,000 Austrians were members of the Nazi party and the postwar Socialists quickly realised that they could not rule without the help of these ex-National Socialists. With political protection, Professor Gross rose to be one of the best paid forensic doctors and, helped by his clinic's unique collection of pickled brains, a respected scientist. Professor Gross says he remembers nothing about the Nazi years, many of which were spent working at the Spiegelgrund clinic, the children's section of Vienna's neurology institute. Nowadays he falls asleep in the middle of conversations and seems to lack concentration. When the trial begins his lawyer will plead that he is unfit to testify. But it is difficult to shrug off the evidence that derives in large part from the Nazi mania for collecting and storing scientific information. Professor Gross took photographs of the children he treated. The records are precise: 772 children died in his clinic and the professor signed the death certificates of 238. The preserved brains, kept in jars of formaldehyde in the basement, revealed traces of the powerful sleeping drug Luminal. Some of these brains, firmly identified, have been buried in a cemetery by relatives. Did Professor Gross order the injection of fatal doses of the drug? He denies it and says he opposed the Nazi programme of euthanasia for the mentally and physically handicapped. The death certificates bearing his signature give lung infection as the main cause of death. Survivors make clear why: drugged children were put out on the balconies in the middle of winter. The most damning evidence will come from survivors. Alois Kaufmann, 67, was sent to the clinic as a ten-year-old in 1943 after a school psychologist had designated him as "asocial". He identified Professor Gross as being the feared doctor known as The Scythe. Doctors were determined to do their bit for the war effort by researching the effects of cold and malnutrition on the human body. "They would take all the bedclothes away and put the children - even babies - naked on the balcony to check how long it would be before they got pneumonia and died," Herr Kaufmann says. It was common to duck children in ice-cold water and then wrap them up like mummies, again to test their resistance to cold. When Professor Gross entered the ward "we had to remain silent," recalls Herr Kaufmann. "We had to stand in a line and he would point at certain children, jabbing his finger - 'You, you, and you'. Then, you won't believe this, he would smile or pat the children on the heads or even give them sweets. The next day these children would have disappeared." The children had been taken to Pavilion 17, the death ward. The first to go were bed-wetters, those with harelips and "slow thinkers". The doctors were, in the broadest sense, obeying orders. Hitler had authorised mercy killing for incurable children and in the initial stage of the programme doctors would fill out forms with comments like "improvement impossible" or "permanently unsuitable for work". The forms would be forwarded to Berlin and the go-ahead for "treatment" - that is, killing - was promptly given. The doctors thus bore much of the responsibility. Their scope for independent action increased as the war progressed. Doctors became diagnosticians and executioners. There was no professional group so deeply committed to the Nazis as doctors and few countries could match Austria for its Nazi involvement. Structural adjustment can fairly be described as a virulent strain of Reaganomics or Newt Gingrich's Contract with America. The basic idea of these policies is to open countries' labor markets and natural resource riches to multinationals, shrink the size and role of government, rely on market forces to distribute resources and services and integrate poor countries into the global economy. Key structural adjustment policies include: privatizing government-owned enterprises and government-provided services, slashing government spending, orienting economies to promote exports, lifting trade restrictions, implementing higher interest rates, eliminating subsidies on consumer items such as foods, fuel and medicines and imposing tax increases. Structural adjustment has been successful at its intended effort to diminish the scope of government and integrate developing countries into the global economy. But it has increased suffering in developing countries immeasurably. In most of the world's poorest nations undergoing structural adjustment, poverty has increased, health care systems have collapsed and income inequality has skyrocketed. Developing countries that have done well in recent decades, primarily those in Asia, including China, have succeeded by violating central tenets of structural adjustment: they have maintained a strong government role in the economy, and they have protected certain parts of their economy. Not surprisingly, people in developing countries have protested strongly against IMF policies. Countries throughout the world have witnessed "IMF riots" following IMF-ordered lifting of price subsidies for goods such as bread and gasoline. But because the IMF derives it authority from rich countries, not the poor nations, it has been able to weather these outbursts. In the last two years, however, momentum against the IMF has grown in the rich countries, as well as in the developing world. The IMF's admitted mishandling of the 1997-1998 Asian financial crisis made the economic contraction in Asian nations much worse. The structural adjustment agenda further slowed the Asian economies that had already plunged into recession. This incompetent performance finally sparked widespread criticism of the Fund in the industrialized countries. Meanwhile, the worldwide Jubilee movement is increasingly winning support for the idea of debt cancellation for the poorest countries. The IMF has deftly tried to turn these weaknesses to strengths. It adroitly used the Asian financial crisis to win $90 billion in new funding from the rich countries. The Fund needed more money, proponents claimed, to keep the crisis economies afloat. And the IMF has sought new monies so it can offer very modest debt relief through its Enhanced Structural Adjustment Facility (now known as the Poverty Reduction and Growth Facility, an Orwellian twist) -- in exchange for countries agreeing to years of closely supervised structural adjustment! But these jujitsu tactics may be running out of steam. Political momentum against the IMF ratcheted up in recent weeks, when the Meltzer Commission, a bipartisan advisory commission to the U.S. Congress, released its report. While the members of the commission disagreed on many matters, they agreed on two: First, the IMF (along with the World Bank) should use its existing resources to cancel all debts. Second, the IMF should get out of the business of long-term lending -- the kind of development loans to which structural adjustment conditions are normally attached. The report has shifted the terms of debate over the IMF in the United States and the U.S. Congress. Unfortunately, the IMF is only seeking a relatively small amount of new money from the Congress -- and if that money goes through, Congress will lose most of its influence over the monetary agency for several years (until the next funding request). But the shift in policy circles is now being accompanied by a new progressive public protest against the IMF in the United States. They see themselves as English, Scottish or Welsh patriots and would be prepared to die for their country. Neither Britain nor Europe are their homeland and they associate the Queen with the British past. The picture presented by a Sunday Times poll of more than 1,000 British schoolchildren confirms fears that tensions could grow between the countries of a devolved United Kingdom. Typical of the new English is Natalie Harris, 13, a pupil at John Bramston school in Witham, Essex. "I'm English and I've never thought of myself as anything else," she said. It emerged last week that an internal cabinet report warned Tony Blair that British identity could be in permanent decline. "International institutions, sub-national entities and the courts all have their own dynamic, over which national government has only limited influence," said the report from the Performance and Innovation Unit.The poll supports the unit's view, with a majority believing the British identity is breaking up. A large minority, 35%, even believe that in 20 years the country will be divided into states separated by border crossings. However, individualism does not seem to have overtaken children completely: most are prepared to die for their country. In Scotland, 20% are ready to lay down their lives even if they disagreed with the cause. "These results show that youngsters are neither British nor European," said John Charmley, a historian at the University of East Anglia. "They show a backlash against the beliefs of the older generation. The English are increasingly defining themselves as such in reaction to rising Scottish and Welsh national feeling." Charmley fears that tensions could arise between the different nationalities in areas such as public spending, where the Celtic countries receive proportionately more of Britain's central funds than England. The new generation appears to be alert to such dangers. Although their identity is not British, young people see few attractions in a full break-up. Most English children who have an opinion on the subject believe that Scottish and Welsh MPs should continue to sit at Westminster, while there is little interest in the regional English assemblies proposed by many new Labour supporters. Traditional icons remain popular. The most potent symbols for English respondents were the national anthem, the England football team and the Palace of Westminster. In addition, there is little sign that the rival pulls of Europe and globalisation are competing with the dying British identity. Only 1% of English children, and almost no Scots or Welsh, said they thought of themselves first as Europeans. Vink Tran, 15, was born in Britain of Vietnamese parents and also goes to John Bramston school. "I tend to think of Europe as foreign and that I live in England," he said. In addition to more than 800 English pupils, 200 Scottish and 100 Welsh children were surveyed. Their rejection of Britain is even more pronounced. In Wales, 79% of pupils saw themselves as Welsh first; in Scotland the figure was 82%. John Wyn Jones, head teacher of Ysgol Uwchradd Bodedern, a comprehensive in Anglesey, refused to distribute the questionnaire because it was not in Welsh. "This is Wales, boy. It's a nation, not a state," he told a researcher. Not all young people have foresaken Britannia. Katherine Rich, 15, of Henleaze, Bristol, said she lived in Great Britain. She was "definitely not European" and saw the national anthem as the defining feature of her nationality. The report's findings support efforts by Buckingham Palace to portray the monarchy as cement holding the UK together. Half of English respondents saw the Queen as British, although most Scots and Welsh thought she was English. Old bloodlines die hard, though: 16% of English children think the Queen is German. "No Prime Minister" The steep decline in relations between the Queen and Tony Blair has baffled many. Now the events that have brought Britain's leaders to an all-time low can be unraveled. = For months the Queen has been preoccupied with arrangements for celebrations to mark her Golden Jubilee in 2002. She acceded to the throne when her father, George VI, died during the night of February 6, 1952. Buckingham Palace has promised the Queen "a year of celebrations" which will far exceed even those of her Silver Jubilee in 1977. Most of the events will take place in the summer, when people are, as one of the Queen's retainers puts it, "up for a party". To ensure that nothing overshadows the momentous occasion, the Queen summoned her Prime Minister to a meeting at Buckingham Palace to seek his assurance that he will not require her to dissolve Parliament and call a general election in 2002. To the astonishment of those in the know, Tony Blair refused. According to the most highly placed source, Blair was quite blunt about it. The Labour Party was elected on May 1, 1997, and its full term would carry it into the spring of Her Majesty's intended annul mirabilis. He pointed out that, if things continue to go well, the Labour Party will have its election in the summer of next year. But if there is a problem with the economy, the euro, or even a war in which the UK is involved, then he will have to postpone it. In any event, he said, he needed maximum flexibility to decide when he could go to the polls. "Her Majesty was dumbfounded," says the source. "No prime minister in my memory has ever refused a request from her. She never uses her position to exact promises, but this is a very different matter. The year 2002 will be the pinnacle of her sovereignty Furthermore, if there is one event after which she might step down in favour of Prince Charles, then this is it." The source continues: "Fitting in with the monarchy is clearly not part of Mr Blair's agenda any more than Parliament itself is." Blair's stand in the face of a personal request from the Queen has caused great anguish at the Palace. He knows that the death of Princess Diana, the humiliating circumstances in which Prince Andrew's marriage failed and the whole Charles/ Camilla saga have done huge damage to the royal family The Jubilee was seen by the Queen as a way of restoring popularity for the monarchy as an institution. On top of the Queen's fury, it is no secret that she sees Blair as a man who is inadequate for the job. "She may be no great scholar herself but she can recognise intellectual fragility in others," says the source. "She once compared Blair to her late daughter-in-law, declaring that both had `a whim of iron'." Although she lacks the power to order Blair to go to the country next year, she can apply pressure on him from behind the scenes and their regular Tuesday meetings are certain to be frosty encounters unless, or until, he is prepared to offer her an electionfree Golden Jubilee year. Although the forthcoming celebrations are easily the worst point of friction that has arisen between Elizabeth Il and Tony Blair, it is by no means their first. Early in his premiership, Blair let it be known that he was not going to be a royal puppet. Two summers ago he told the Queen that the date she proposed for the Prime Minister's traditional visit to Balmoral was "inconvenient" and he and wife Cherie subsequently travelled to Scotland on a weekend that suited them. Old-stagers saw the writing on the wall, for it had always been accepted that it was the PM who changed his diary to suit the monarch, never the other way around. Courtiers immediately dubbed Blair He Who Must Be Obeyed - a tag which apparently amused rather than annoyed the PM. Last summer, Buckingham Palace had to let it be known - but not via Press Secretary Alastair Campbell - that the PM was not keeping to the traditional hour-long Tuesday audience with the sovereign. A scan of the Court Circular shows that Blair kept the date on only nine occasions during the first six months of last year. Caught on the back foot (which media-obsessed Blair never is), the Palace press office put the word out that Blair was keeping the Queen in touch by telephone instead. But did his calls last an hour? "Er, no comment," was the hesitant, tell-tale reply. Never before had the meetings been treated so casually. It is not only the monarch's opportunity to be briefed on what is going on, but her opportunity to encourage, advise and, where necessary, to use the benefit of her vast experience to warn. That ending was altered in the 1955 animated film version, which removed the humans, leaving only the nasty pigs. Another example of Hollywood butchering great literature? Yes, but in this case the film's secret producer was the Central Intelligence Agency. The CIA, it seems, was worried that the public might be too influenced by Orwell's pox-on-both-their-houses critique of the capitalist humans and communist pigs. So after his death in 1950, agents were dispatched (by none other than E. Howard Hunt, later of Watergate fame) to buy the film rights to "Animal Farm" from his widow to make its message more overtly anti-communist. Rewriting the end of "Animal Farm" is just one example of the often absurd lengths to which the CIA went, as recounted in a new book, "The Cultural Cold War: The CIA and the World of Arts and Letters" (The New Press) by Frances Stonor Saunders, a British journalist. Published in Britain last summer, the book will appear in the United States next month. Much of what Saunders writes about, including the CIA's covert sponsorship of the Paris-based Congress for Cultural Freedom and the British opinion magazine Encounter, was exposed in the late 1960s, generating a wave of indignation. But by combing through archives and unpublished manuscripts and interviewing several of the principal actors, Saunders has uncovered many new details and gives the most comprehensive account yet of the period between 1947 and 1967. This picture of the CIA's secret war of ideas has cameo appearances by scores of intellectural celebrities such as the critic Lionel Trilling, the poets Ted Hughes and Derek Walcott and the novelists James Michener and Mary McCarthy, all of whom directly or indirectly benefited from the CIA's largess. There also are bundles of cash that were funneled through CIA fronts and several hilarious schemes that sound more like a "Spy vs. Spy" cartoon than a historical account. Traveling first class all the way, the CIA and its counterparts in other Western European nations sponsored art exhibitions, intellectual conferences, concerts and magazines to press their larger anti-Soviet agenda. Saunders provides ample evidence, for example, that the editors at Encounter and other agency-sponsored magazines were directed not to publish articles directly critical of Washington's foreign policy. She also shows how the CIA bankrolled some of the earliest exhibits of Abstract Expressionist painting outside of the United States to counter the Socialist Realism being advanced by Moscow. Much hinges on the stooped figure of Heinrich Gross who would, according to witnesses, stride into his Vienna clinic wearing polished boots and his crisp Wehrmacht colonel's uniform and point to the child patients marked down for euthanasia. Austria faces up to the Hitler years only reluctantly and many citizens cling to the myth that the country was a victim rather than enthusiastic collaborator of Nazi Germany. This inability to tackle the past has helped the rise of the right-wing populist Jörg Haider, who in his early career flattered Waffen SS veterans and praised Hitler's employment policies. Professor Gross, a psychiatrist, joined the SA Brown Shirts in 1933, the Nazi party in 1938 and the Wehrmacht in 1943. After the Second World War he became a stalwart member of the ruling Austrian Socialist Party. About 688,000 Austrians were members of the Nazi party and the postwar Socialists quickly realised that they could not rule without the help of these ex-National Socialists. With political protection, Professor Gross rose to be one of the best paid forensic doctors and, helped by his clinic's unique collection of pickled brains, a respected scientist. Professor Gross says he remembers nothing about the Nazi years, many of which were spent working at the Spiegelgrund clinic, the children's section of Vienna's neurology institute. Nowadays he falls asleep in the middle of conversations and seems to lack concentration. When the trial begins his lawyer will plead that he is unfit to testify. But it is difficult to shrug off the evidence that derives in large part from the Nazi mania for collecting and storing scientific information. Professor Gross took photographs of the children he treated. The records are precise: 772 children died in his clinic and the professor signed the death certificates of 238. The preserved brains, kept in jars of formaldehyde in the basement, revealed traces of the powerful sleeping drug Luminal. Some of these brains, firmly identified, have been buried in a cemetery by relatives. Did Professor Gross order the injection of fatal doses of the drug? He denies it and says he opposed the Nazi programme of euthanasia for the mentally and physically handicapped. The death certificates bearing his signature give lung infection as the main cause of death. Survivors make clear why: drugged children were put out on the balconies in the middle of winter. The most damning evidence will come from survivors. Alois Kaufmann, 67, was sent to the clinic as a ten-year-old in 1943 after a school psychologist had designated him as "asocial". He identified Professor Gross as being the feared doctor known as The Scythe. Doctors were determined to do their bit for the war effort by researching the effects of cold and malnutrition on the human body. "They would take all the bedclothes away and put the children - even babies - naked on the balcony to check how long it would be before they got pneumonia and died," Herr Kaufmann says. It was common to duck children in ice-cold water and then wrap them up like mummies, again to test their resistance to cold. When Professor Gross entered the ward "we had to remain silent," recalls Herr Kaufmann. "We had to stand in a line and he would point at certain children, jabbing his finger - 'You, you, and you'. Then, you won't believe this, he would smile or pat the children on the heads or even give them sweets. The next day these children would have disappeared." Cundiff In 1907, when Georgia and Oklahoma made the manufacture, sale, or transportation of intoxicating liquors illegal state wide, the homicide rate in the United States was 1 person per 100,000 per year. [2] Before the end of the decade, 13 states plus Alaska, Puerto Rico and the District of Columbia had gone dry. [6] By 1919--when the 18th amendment was passed, making alcohol use illegal nationwide--the homicide rate had grown to 8 per 100,000. The murder rate climbed steadily until it peaked at 10 per 100,000 around 1933, when our nation admitted its mistake, and repealed the 18th amendment. By 1943 the homicide rate had drastically shrunk to 5 per 100,000 and stayed near that level until 1964 when the United States made the same mistake all over again. From 1964 to 1970 in the United States, the number of state prisoners incarcerated for drug offenses more than doubled from 3,079 to 6,596 (it was 90,000 in 1989) [9], and the new concentration on enforcing victimless crimes caused the homicide rate to skyrocket. Between 1964 and 1970 the homicide rate doubled from 5 per 100,000 to 10 per 100,000, where it has remained, with minor fluctuations, until today. [2] Lyndon Johnson had declared war on drugs, to be followed by Richard Nixon declaring War on Drugs in 1969, Ronald Reagan declaring War on Drugs in 1982, and George Bush declaring War on Drugs in 1989. [4] At the turn of the century, both heroin and aspirin were legally available and sold for approximately the same amount. Today aspirin can be purchased at the corner drug store for 20 cents per gram; heroin costs $50 per gram. [p. 33, 3] The price of heroin rose drastically after it was made illegal due to the dangers involved in its sale. Eliminating the enormous profits involved in black-market businesses eliminates the motive for violent crime, and therefore the violent crime. More law enforcement is commonly touted as the answer to America's violent crime problem. Since 1970 the percentage of the American population in prision has tripled with no noticeable effect on the homicide rate. [2] More than 1.3 million citizens are now in jail. [p. 24, 3] The United States has a larger percentage of its population in prision than any other nation [2], and still maintains the highest homicide rate in the industralized world. [1] We have even thrown away parts of our constitution in the name of fighting crime. Asset forfeiture laws allow law enforcement officers to seize the property of American citizens without even charging them with a crime, even though the 5th amendment to the constitution clearly states "No person shall be...deprived of life, liberty, or property, without due process of law..." Of course if you want your property back you do have the right to post a bond and try to prove yourself innocent, of a crime you have not even been charged with, in a court of law. Over $2.4 billion worth of assets have been seized since 1985, $664 million in 1991 alone--and in 80% of the cases no charges were ever filed. [7] Disparities between the poor and the rich are often considered causes of our high crime rate, but the United States has not only one of the world's highest crime rates, but also one of the world's largest middle classes. Jointly issued by UNEP/UNCHS NATO CONFIRMS TO THE UNITED NATIONS, USE OF DEPLETED URANIUM DURING THE KOSOVO CONFLICT GENEVA, 21 March 2000 - The North Atlantic Treaty Organization (NATO) has confirmed to the United Nations that depleted uranium (DU) was used during the Kosovo conflict. But, according to the Joint UNEP/UNCHS Balkans Task Force (BTF) the information provided is not of sufficient detail to facilitate an accurate field assessment of the environmental and human health consequences of its us at the present time. The new information on DU was sent to the United Nations Secretary-General, Kofi Annan from NATO Secretary-General, Lord Robertson and states: "DU rounds were used whenever the A-10 engaged armour during Operation Allied Force. Therefore, it was used throughout Kosovo during approximately 100 missions... A total of approximately 31,000 rounds of DU ammunition were used in operation Allied Force. The major focus of these operations was in an area west of the Pec-Dakovica-Prizren highway; in the area surrounding Klina; in the area around Prizren; and in an area to the north of a line joining Suva Reka and Urosevac. However many missions using DU also took place outside these areas." This information was reviewed yesterday by scientists from the BTF's Desk Assessment Group on Depleted Uranium - an interagency group that was established last year as part of the United Nations Environment Programme (UNEP)-led assessment of the environmental consequences of the Kosovo conflict. Whilst welcoming the positive cooperation of NATO, the group, which includes experts from the World Health Organization (WHO), the International Atomic Energy Agency (IAEA), the UN High Commissioner for Refugees (UNHCR), the UN Department for Disarmament Affairs (DDA), and the Swedish Radiation Protection Institute, concluded that despite the additional information there was still insufficient data available on the exact location of the DU ordnance to comprehensively carry out an objective and scientifically based environmental and human health impact assessment in Kosovo. The Group emphasized that the new information on DU should not be a cause of widespread alarm. However, it also concluded that because of NATO's confirmation that DU was used, the recommendations made in their October 1999 report should be followed. The Group's report, which was based on the then best available information, a hypothetical scenario and unverified assumptions, recommends that at places where contamination has been confirmed, measures should be taken to prevent access. Local authorities and people concerned should be informed of the possible risks and appropriate precautionary measures. The conclusions of the BTF expert group have been forwarded to the UN Secretary-General and the heads of other concerned UN agencies, as well as UNMIK in Kosovo. In the report, "The Kosovo Conflict - Consequences for the Environment and Human Settlements", the BTF raised the issue of the consequences to human health and the environment by the possible use of depleted uranium. The report recommended that a thorough review of the health effects of exposure to DU should be undertaken. At yesterday's meeting in Geneva, the Desk Assessment Group was advised that WHO is preparing a more general, "generic" report on the health effects of DU. That report should be available by the middle of May, 2000 and is not specific to Kosovo. The Royal Society (UK) is also preparing an independent report on the DU topic. The issue of depleted uranium was only one part of last year's assessment and the BTF's overall report concluded that the Kosovo conflict did not cause an environmental catastrophe affecting the Balkans region as a whole, but that pollution detected at four environmental "hot spots" (Pancevo, Kragujevac, Novi Sad and Bor), is serious and poses a threat to human health. As part of the second phase of its work, the BTF is currently preparing detailed environmental clean-up feasibility studies (for submission to donors) at the four mentioned sites in Serbia. The BTF was set-up by Klaus Toepfer, Executive Director of the United Nations Environment Programme (UNEP) and UN Centre for Human Settlements, UNCHS (Habitat), in May 1999, to assess the environmental and human settlement consequences of the Balkans conflict. Under the leadership of the former Finnish Environment and Development Cooperation Minister, Pekka Haavisto, the BTF acted on the recommendation of an earlier UN mission to the region that a detailed assessment of the full extent of the environmental impact of the conflict be urgently carried out. Recollections from the Church Committee's Investigation of NSA

In January 1975, I was offered a position as counsel on the staff of the
Church Committee. I was 30, and Senator Sam Ervin, for whom I had worked
since 1971, had retired and returned to North Carolina. While I had
participated in Senator Ervin's inquiry into the domestic activities of Army
intelligence apparatus of the United States, which I now confronted, was,
quite literally, foreign to me, as it was to many of those joining the Church
Committee staff.
To make matters worse, I was given the task (along with a staff colleague
Peter Fenn1) of trying to crack what was perceived to be the most secretive
of US intelligence agencies, the National Security Agency (NSA). Unlike the
CIA and FBI, which were the agencies principally in the Committee's sights --
thanks to a number of sensational press accounts -- there had been no press
exposés about NSA. Our supervisor, in fact, seemed to take particular delight
in pitting Pete and me against this mysterious Goliath. "They call it 'No
Such Agency,' " he said. "Let's see what you boys can find our about it." It
was the first time I had heard the agency referred to this way, and it was
not long before I understood why.
What ensued was something of an odyssey that lasted over the better part of a
year. It began with a series of fruitless, sometimes comical, efforts to
penetrate NSA's defenses. ("They must have done something" our boss wailed.)
Then, an unexpected breakthrough caused us to redirect our inquiry along two
separate, but ultimately converging lines; Peter took the lead on one
inquiry, and I took the other lead. Over a period of months, a story emerged
that previously had not seen the light of day -- a story that had long-term
implications for NSA and for the relationship of the Intelligence Community
to the private sector. Our work also provided the context for a rare
Congressional challenge to the President's authority in the national security
area.
I decided to write about this episode primarily to preserve it for the
historical record. While much of the story was disclosed over the course of
the Church Committee's inquiry, there were aspects that never became public.
Given the way the Committee operated, no one other than the staffers doing
the work knew the whole story.
Initial Futility
We began by asking the Congressional Research Service (CRS) for everything on
the public record that referred to NSA. The CRS soon supplied us with a
one-paragraph description from the Government Organization Manual and a
patently erroneous piece from Rolling Stone magazine. Striking out there, I
paid visits to the Senate Armed Services and Appropriations Committees. which
were responsible for NSA's annual funding. Only one staff person on each
committee was cleared for NSA information, and I managed to obtain
appointments with each. Both committees had budget and program data on NSA,
but nothing that dealt with oversight. Neither of the staffers I interviewed
was aware of NSA ever doing anything to raise oversight concerns. "You've got
to understand," I was told, "they focus on foreign targets."
Regrouping, Peter and I decided to try to identify some former NSA employees
willing to spill the beans on their old agency. Using the connections of
others on the staff, we managed to identify a handful of NSA retirees living
in the Washington area whom we contacted and interviewed. While we were
encouraged by their willingness to talk with us, the most egregious "abuses"
we were told about were complaints about how NSA allocated its parking spaces
among employees and about a few cases of time and attendance fraud. None of
the people we interviewed had any knowledge of NSA's having undertaken
surveillance against American citizens. It became clear to us from these
interviews that NSA's operations were so compartmented that, unless we had
the right person, others were not apt to know. How, though, did we find the
right person? At that point, we did not even have an organization chart.
We decided to try the front door and asked for a meeting with the Director.
It was our first trip to Fort Meade, and, although our visit predated the
construction of the "new" headquarters building, the size of the old complex
was daunting. NSA was housed in an enormous glass edifice, with large
parabolic antennas on its roof and surrounded by acres of parking lots. We
were given visitors' spaces near the main entrance and were met by our
broadly smiling "handlers." After going through the normal security checks,
we were escorted to the top floor into the large and

CLOUD WASHINGTON -- The U.S. is spending millions of dollars to stage several mock terrorist attacks in late May to test the preparedness of top government officials. Unfortunately, most of them probably won't be paying much attention. The Justice Department will stage at least three and as many as six rapid-fire mock attacks at a cost of between $3.5 million and $6 million. The exercise is designed to test how the government would respond if a foreign terrorist group released biological agents, chemical weapons and radiation, and hacked into computer networks, in three locales: Denver, Portsmouth, N.H., and outside Washington, D.C. The idea behind the exercise was to test whether top officials were ready to respond if terrorists struck. But so far, the only top officials who have agreed to participate in the 10-day role-playing exercise are Attorney General Janet Reno and Federal Emergency Management Director James Lee Witt. Some top officials who would be involved in any real attacks are saying privately that this one, dubbed Topoff for top officials, bears little relation to reality. Letters went out several months ago asking the cabinet officials to participate, but none has given a firm commitment, according to people involved. Aides Likely to Attend As the date of the exercise approaches, "we have a few commitments, and we're looking to get more," says Ted Macklin, the director of exercises at the Justice Department Office of State and Local Domestic Preparedness. Health and Human Services Secretary Donna Shalala is expected to participate, he added. Other cabinet secretaries are expected to designate aides to attend. Planners would like to convene a meeting during the exercise of the so-called principals committee, which includes national security adviser Samuel "Sandy" Berger, Defense Secretary William Cohen and Army Gen. Henry Shelton, chairman of the Joint Chiefs of Staff. But National Security Council aides aren't being too encouraging. "It's unrealistic to expect that someone who has a major department to run will sit in a room for days doing something like this," says a person involved in the planning. Details of the exercise are being kept quiet, since it is supposed to surprise those involved. But people knowledgeable about the planning say it will be the largest test ever devised of the government's ability to respond to potential terrorist attacks. Police and rescue units will be deployed. Streets will be blocked off and hundreds of volunteer "victims" will be transported to hospitals. Federal counterterrorism units from the Federal Bureau of Investigation and the Pentagon will be activated and flown in to enhance the realism. Critics Cite Potential Problems Critics in the government say the sheer scale of the exercise is the problem. It's highly unlikely that three or more terrorist attacks would occur at about the same time, they maintain, while the costs of the exercises would stretch existing resources. All of this is unfolding because of a provision inserted in an appropriations bill two years ago by Republican Sen. Judd Gregg of New Hampshire, directing the administration to "practice operations" in the event of a terrorist attack, including "all key personnel" who would take part if such an attack occurred. Administration officials note that cabinet members and other top officials gathered at the White House in 1998 for a day-long planning session on how to respond to a major terrorist attack. Mr. Gregg specified that the exercise should be handled by contractors "with a known track record" in staging such events. The Justice Department hired two consulting firms stocked with former government officials and military officers who worked in counterterrorism: Science Applications International Corp. and Research Planning Inc. It has taken more than a year and the involvement of hundreds of state and local officials to plan the exercise. Few were surprised, however, when planners chose Portsmouth, in Mr. Gregg's home state, as the location for for one of the mock attacks. A ttempting to prove Democrats aren't the only big spenders around,
Congressional Republicans planned to push a measure through a House committee
last week ponying up $9 billion for U.S. operations in the Balkans and "anti-
drug efforts" in Colombia -- nearly double what President Clinton requested.
Does anyone imagine we're going to hand over that kind of cash to the torturers
of Bogota without putting someone on the ground to supervise how the fields get
burned? I've thus offered to organize an office pool to choose the date when
we'll be able to recycle the Kennedy-Johnson era headline: "White House
acknowledges Colombian 'advisers' authorized to carry weapons in combat zones."
Meantime, do you suppose we can get Country Joe and the Fish out of retirement
to sing: "And it's 1, 2, 3, what are we fighting for? Don't ask me I'm really
keen, to fire-bomb Medellin"?
Speaking of the failed and oppressive war on guns and drugs, it's the Chicago
Tribune that's now negotiating to buy the failing Los Angeles Times, where
management admits circulation dropped by 20 percent, and profits slipped from
22 percent to 6.5 percent, after the paper's editorial page started calling in
1993 for a national ban on private ownership of handguns and most rifles.

reader and author of "Stopping Power: Why 70 Million Americans Own Guns.")
It was the staid old Chicago Tribune that saw fit on Feb. 7 to run an excellent
opinion piece by Salim Muwakkil, headlined "A record politicians aren't talking
about":
"This month the nation will mark two paradoxical milestones," Mr. Muwakkil
pointed out. "The economic expansion has become the longest in history and the
prison population will reach 2 million. Because economic vitality tends to
dampen criminal behavior, those disparate benchmarks seem to confound
conventional wisdom. Why are the jails filling up while the economy is roaring
along?"
Mr. Muwakkil finds his answer in four words, of course: The War On Drugs.
When Ronald Reagan took office, America's prison population was about 500,000.
"It has quadrupled since then and a high percentage of that increase is drug-
related. ... With just 5 percent of the world's population, the U.S. has a
quarter of the world's prisoners."
Then-Gov. Bill Clinton specifically restored the right of his brother's
convicted cocaine peddler, Dan Lassiter, to carry a gun in Arkansas (the Wall
Street Journal ran a photostat of the document on its editorial page.) He even
called upon "rehabilitated" brother Roger to take a bow at his Democratic
nominating convention (no hard time for these rich white guys.) Both partys'
leading presidential candidates now either admit to being former users of
illegal drugs like marijuana and cocaine, or duck the issue with a feeble "no
comment."
Voters in seven states and Washington, D.C., have now overwhelmingly voted to
legalize medical use of marijuana -- though cops have ignored those votes and
continued to bust sick marijuana patients like Steve Kubby and Peter
McWilliams, anyway.
"This nation's enormous incarceration rate is a social catastrophe that should
be a major focus of our political discourse," Mr. Muwakkil concludes. But,
"rather than burst the bubble of pretense that surrounds the idiotic drug war,
national politicians prefer to push their heads even further into the sand."
And speaking of the ongoing attempts by the state of California to imprison and
thus kill adrenal cancer survivor Steve Kubby (kept alive only by medical
marijuana) -- Mr. Kubby, of course, was the 1996 gubernatorial candidate of the
California Libertarian Party, actively campaigning for California's successful
medical marijuana initiative. His home was then raided as punishment for that
political activism after Golden State voters legalized such marijuana use.
Mr. Kubby writes, "Last week, everything was on the line for us. If the judge
ruled against us, we would be forced immediately into trial, without witnesses
or the right to use the medical marijuana defense we helped put into law. If we
were convicted on even one count, our attorneys told us we would be handcuffed,
jailed, and our children taken from us. It would take months or years to win an
appeal, long after I had died in prison from my cancer.
"We faced a terrible choice: accept a plea bargain that would only require
probation and save our family -- or hold out for a favorable decision from the
judge.
"As the judge stepped onto the bench, one of the prosecutors turned and looked
directly at me. He was smiling, thoroughly pleased with himself, and wanted me
to know it. We were only about 10 feet away so I could clearly see his face and
his intent.

THE PICTURE THAT STILL FOOLS THE WORLD
If you have not read Justin Raimondos column on Wednesday covered the
sinister, yet unsurprising verdict in the Living Marxism libel trial then I
will give you a quick run down. Living Marxism (renamed LM) was taken to task
by ITN (the "Independent" Television News company) for exposing their shoddy
journalism when they manufactured a death camp scene for the sake of easy
headlines. For their pains they are facing bills of up to $1 million, the
result being another bankrupted critic of the war party. The libel trial is of
more than British domestic significance, as it is now becoming clear that any
attack on the motives of our rulers is now to be met with the full force of the
law.
FOR THOSE WHO MISSED IT
The case was, remember, the refugee camp that was filmed to look like a
concentration camp with the picture and attached lurid headlines going around
the world. The fact that the whole episode was caught on video camera and
expert testimony pointed to the fact that these were unpleasant refugee camps
(with rather better conditions than the Kosovan Serbs can expect) rather than
death camps were ruled inadmissible by the corrupt Judge, Justice Morland. The
truth, it seems, is no longer an absolute defence when you attack the
establishment. After all if the jury had actually been presented with the facts
in this case they would very likely have come to the wrong conclusion that
although all refugees suffer in war, the Serbs were not a uniquely evil race
that deserved to be bombed.
ITN THE LIGHT ENTERTAINMENT PROGRAMME
Many British people thought that the ostensible reason for the libel trial
the protection of ITNs reputation was rather humorous. ITN is not, shall we
say, respected. The main thing that ITN is remembered for is the ridiculously
trite (more trite than the rest of the news) "and finally" piece which covers
such matters of grave concern as postmen who double up as cabaret singers. ITN
is known as tabloid television. It may not be gratuitously violent, but it is
focussed on the easy to analyse human interest stories that our most downmarket
tabloid newspapers reject for their lack of consequence. In short, if I had
ITNs reputation for lightweight journalism Id want to lose it, not protect
it.
LM WHY THE LEFT HATE THEM
Which brings us to the other protagonist, LM. LM was founded as Living Marxism
and was for a time the organ of the rather odd Revolutionary Communist Party.
The RCP was a rather odd left wing group throughout the 1980s. They took a,
well, unorthodox view of what was involved in being either revolutionary or
communist. Although they were pro-immigration and pro-abortion (pro-choice
hardly describes their stance) they were also believers in the sort of social
and economic freedom that the left do not always espouse. Their best line was
the instruction to their followers to vote or Thatcher to bring forward the
revolution. So hated were they by the student Marxists of the 1970s and 1980s
(who make up todays Labour administration) that the rumour was always that
they were a CIA front. Well that is definitely not the case now, is it?
THE USES OF LIBEL
Libel has been a favourite tool of the British establishment to blunt unwelcome
criticism. One prominent example has been the use of libel laws to silence all
speculation on the British role in the slaughter of Chetnik prisoners of war.
As part of the aftermath of the Second World War, the communist government of
Yugoslavia wanted domestic opponents delivered to them. Britain had 20,000
Chetnik prisoners, which they delivered to certain death at the hands of the
Yugoslav partisans. One of the commanding officers in charge of this handover
was Harold Macmillan, a Conservative MP who would later become Prime Minister.
These are the facts. The controversy lies over whether or not the British were
aware of the Yugoslav intentions or were stupid. The official story is that
they were stupid, the consequences otherwise would be that the British had been
accessory to the murder of 20,000 prisoners of war. The story was not
uncontested. Count Nicolai Tolstoy is an Englishman whose name, ancestry and
title are Russian. He claimed that the officers were well aware of the fate of
their charges, and accepted this as the price of appeasing Uncle Joe Stalin.
Whatever the real facts of the case (I have not studied the case and so am
not sure) this deserved to be debated and not suppressed. But would it be a
surprise if it had not been debated and the case had been suppressed in a
record libel win of $2 million, bankrupting the unrepentant count? Thought not.

Prior to its arrival at Mars, a review board had already identified a fatal design flaw with the braking thrusters that doomed the mission, but NASA withheld this conclusion from the public. The probe was lost while attempting to land near the martian south pole on December 3. Two small microprobes which had deployed separately also were never heard from again. It was the second expensive setback for American interplanetary exploration in less than three months. On September 23, a companion probe had been destroyed when a navigation error sent it skimming too deeply into the atmosphere of Mars. Following these failures, NASA commissioned several expert panels to review the accidents and recommend improvements in NASA procedures. A source close to the panel probing the second accident has told UPI that its conclusions are "devastating" to NASA's reputation. Unlike the previous accident, where management errors merely prevented the recognition of other human errors, in this case it was a management misjudgment which caused the fatal flaw in the first place. "I'm as certain as I can be that the thing blew up," the source concluded. As explained privately to UPI, the Mars Polar Lander vehicle's braking thrusters had failed acceptance testing during its construction. But rather than begin an expensive and time-consuming redesign, an unnamed space official simply altered the conditions of the testing until the engine passed. "That happened in middle management," the source told UPI. "It was done unilaterally with no approval up or down the chain of command." The Mars Polar Lander employed a bank of rocket engines which use hydrazine fuel. The fuel is passed through metal grates which cause it to decompose violently, creating the thrust used by the engines. These metal grates are called "catalyst beds," or "cat beds." Their purpose is to initiate the explosive chemical reaction in the hydrazine. "They tested the cat bed ignition process at a temperature much higher than it would be in flight," UPI's source said. This was done because when the cat beds were first tested at the low temperatures predicted after the long cruise from Earth to Mars, the ignition failed or was too unstable to be controlled. So the test conditions were changed in order to certify the engine performance. But the conditions then no longer represented those most likely to occur on the real space flight. Following the September loss of the first spacecraft due to management errors, NASA had initiated a crash review of the Mars Polar Lander to identify any similar oversights. According to UPI's source, the flaws in the cat bed testing were uncovered only a few days before the landing was to occur on December 3. By then it was too late to do anything about it. Garbled rumors of some temperature-related design flaw circulated in the days before the landing attempt. However, as in the September case when space officials possessed terrifying indications of imminent failure even before the arrival at Mars, NASA made no public disclosure of these expectations. The Mars Polar Lander investigation team has also reportedly identified a second fatal design flaw that would have doomed the probe even if the engines had functioned properly. The three landing legs of the probe contain small microswitches which are triggered when the legs touch the surface. This signal commands the engines to cease firing. Post-accident tests have shown that when the legs are initially unfolded during the final descent, springs push them so hard that they "bounce" and trigger the microswitches by accident. As a result, the computer receives what it believes are indications of a successful touchdown, and it shuts off the engines. Since this false signal actually occurs high in the air, the engine shutdown automatically leads to a free fall and destructive high-speed impact. Ground testing prior to launch apparently never detected this because each of the tests was performed in isolation from other tests. One team verified that the legs unfolded properly. Another team verified that the microswitches functioned on landing. No integrated end-to-end test was performed due to budget and time constraints. But UPI has been privately told that "this has been reproduceable on a regular basis" in post-flight tests. Perhaps by coincidence, in a safety memo to NASA employees distributed on March 20, NASA administrator Dan Goldin stressed "the importance of adequate testing." Furthermore the Justice Department has claimed that the flashes on the FLIR videos are not gunfire but are glints, or reflections. The firearms manufacturer's lamentable decision to "settle" with the most anti-gun Administration in history cannot go without a pointed response by all those who seriously cherish and believe in the God-given right of individual self defense. The so-called settlement between Smith Wesson and the Departments of Treasury, Housing and Urban Development (HUD) and local and state governments is more a nationalization of the British-owned firm which now, for the sake of accuracy, should be renamed the "The Clinton Wesson Corporation." (More on this in just a moment.) The Clinton Administration has achieved nearly every outrageous demand in its original lawsuit without having to prove its case in a court of law. This sellout agreement creates an "Oversight Commission" that will include four government officials (one from the BATF) and a Smith Wesson executive. The Clinton Wesson commission will have the power of law to enforce gun control upon any gun dealer that sells SW products and upon any gun owner that buys from such a dealer!!! This is European fascism at its best, and is much more draconian than what has been reported in the media. Consider just some of the highlights: Restrictions On Individual Gun Owners * Gun rationing: Any gun dealer that carries SW products can NOT sell you two handguns on the same day... or during the same week!!! (No more than one handgun during a 14-day period.) So let's get this straight: a total gun ban in England has neither stopped 3 million illegal guns from getting into criminal hands nor stopped their crime rate from exceeding ours. But somehow gun rationing here is going to keep criminals from getting guns. * Mandatory gun owner registration: A SW dealer will not be able to sell any of his guns at a gun show unless ALL of the sales at the show -- including private sales -- are run through a registration background check. Why does the Clinton administration want to know who every gun buyer is? * Mandatory training requirements: You will not be able to buy a gun from a SW dealer unless you have put your rights on hold for however long it takes to complete a certified training course. Hopefully, someone you know will never try to buy their first gun to protect themselves from a stalker or abusive spouse. Because now, dealers carrying SW products cannot sell that person a self-defense gun until that person jumps through the Clinton Wesson hoops. Restrictions On Gun Dealers * Mandatory employee training. This would require all employees of dealers and distributors to attend mandatory ATF approved training. Thus, dealers who have had a business for 20 years will now need to send their employees to the federal government for indoctrination. * Dealer entrapment. The agreement requires persons under 18 to be accompanied by adults either in gun stores covered by this agreement or in the gun sections of those stores. So the next time Wal-Mart lets those pesky 17-year-olds walk near the gun section of its store, look out! An ATF agent may jump out from behind the camo rack and bust the employees for not carding the juveniles and keeping them out. * BATF harassment provision. This agreement gives the new Oversight Commission (including its BATF representative) unfettered access into gun dealers' stores -- more so than is currently allowed by federal law. Any time it wants, the BATF can reach its dirty hand into the dealer's records and gain "access to documents necessary to determine compliance." According to the official summary found on HUD's website, this agreement is "enforceable as a court order and as a contract." You may have heard on the news about some of the "anti-safety" devices that SW has agreed to include on their weapons -- trigger locks, smart gun technology, etc. These are anti-safety devices that will cost innocent lives if they are imposed upon the public. After all, if they truly were safety devices, then why does the Clinton and Wesson agreement exempt law enforcement and the military from having these items on their guns? Colorado (U-WIRE) EUGENE, Ore. -- The chemical weapons that were used against civilians during the tumultuous World Trade Organization conference in Seattle three months ago have given rise to a number of mysterious and potentially serious long-term health afflictions, says a medical doctor who is studying the matter. Dr. Kirk Murphy, an assistant clinical professor at the UCLA Medical School and a representative of the group Physicians for Social Responsibility, discussed the health-related consequences of the gas-choked WTO meetings last weekend at the Public Interest Environmental Law Conference in Eugene, Ore. "What we saw happening in Seattle was the largest single application of chemical weapons against civilians in the northern hemisphere," Murphy said. "We've seen a range of symptoms arising from the Seattle experience, including a subset of symptoms that are atypical for the chemical agents that we've been able to confirm were used." Law-enforcement officials maintain that four types of chemical agents were used in the streets of Seattle during the WTO conference: OC, or "pepper spray," as well as three varieties of gaseous irritants -- CN, CS, and CX. According to Murphy, people exposed to OC "normally" suffer from intense burning sensations of their skin and/or eyes, and sometimes from rashes and minor vision changes in the minutes and hours after exposure. And the "normal" reactions to the three types of "tear gas" agents reportedly used in Seattle, Murphy explained, commonly include eye, nasal and throat irritation, and sometimes respiratory and digestive system problems. Teams of street medics treated thousands of people exhibiting these types of symptoms on Nov. 30, the first big day of protests against the WTO, Murphy noted. But the following day -- after martial law had essentially been imposed throughout downtown Seattle -- the symptomatic effects of the chemical weapons changed significantly, Murphy said. "Starting on December 1st, we saw a set of symptoms that went beyond the usual 'irritation' symptoms," Murphy said. "These came to be called the neurotoxic set of symptoms." People who were gassed on Dec. 1, when police stormed Seattle's Pike Place Market and Capitol Hill neighborhood, suffered then -- and continue to report now -- a mysterious and troubling set of afflictions, Murphy said. "We've collected several dozen reports of (women) who had an immediate on-set of menstruation, and there's at least one report of a spontaneous abortion," Murphy said. "One person who came in (to a street clinic) was technically delirious ... and had symptoms consistent with shock. So, we started asking questions that night about what additional agents could be responsible for what we were seeing." Law-enforcement agencies have denied allegations that "nerve gas" or other military-grade chemical agents were used against WTO protestors and other civilians in downtown Seattle, and Murphy acknowledged that there is, at this point, no molecular evidence to support that charge. But based on a symptomatic assessment of a host of medical reports -- as well as a laboratory analysis of several spent chemical weapons containers -- Murphy and his colleagues at the Los Angeles Office of Physicians for Social Responsibility have come up with a hypothesis. "Broadly speaking, we've raised a few different possible means or methods by which the atypical symptoms might have come about," Murphy said. One explanation, Murphy said, is that the atypical symptoms exhibited in Seattle were in fact completely consistent with OC and the various tear gasses -- but that no one -- including the manufacturers of the chemicals and the police -- know that yet. "A lot of the information that was developed (on chemical weapons) came from the armed forces, where most of the people in the uniforms tended to have male genitals," Murphy said. "So, we don't have a lot of information from when thousands of women are exposed to these agents." Another possibility, Murphy said, is that age or temperature had caused some of the chemicals to break down during storage. "There's a (spent) canister chasing around Eugene that was manufactured in 1980," Murphy said. "There are a number of chemical reactions that one could envision taking place over time in a stored sample." A third possibility is that the so-called inert ingredients that are present in the chemical weapons containers -- which are frequently toxic and carcinogenic solvents -- independently caused the atypical symptoms exhibited in Seattle, Murphy said. "What we do know is that the solvents that are found to be present in CN include something called methelyne chloride,"

"paranoids"!

Over fifty years ago, in the wake of the First World War, a
group of wealthy and influential Americans decided to form
an organization. The Council on Foreign Relations, as it was
subsequently named, was designed to equip the United States
of America for an imperial role on the world scene. Great
Britain had dominated world politics during the nineteenth
century, not only through its colonial empire, but also
through an even wider informal sphere of influence. In a
similar fashion, so felt these American leaders, would the
United States play a dominant role in the years following the
war.
But in 1919 the United States was not yet adequately
prepared for world leadership, as was well illustrated by the
conclusion surrounding the issue of United States membership
in the League of Nations. Even the leaders of opinion had
been unable to arrive at a common understanding of the part
the United States should take in world affairs. The Council
on Foreign Relations would help remedy this defect. By
keeping "its members in touch with the international situa-
ton"{l} and devoting itself to a continuous study of the "in-
ternational aspects of America s political, economic and
financial problems,"{2} it would develop a "reasoned American
foreign policy."{3} As one early statement of aims ambitiously
noted, the Council on Foreign Relations "plans to co-operate
with the Government and all existing international agencies,
and to bring all of them into constructive accord."{4}
The Council on Foreign Relations still exists today, more
than half a century later. Yet it is hardly a household word.
Even many of those Americans who are relatively well in-
formed about foreign policy recognize it, if at all, only as the
organization which publishes Foreign Affairs magazine. The
Council is rarely mentioned in the press or on television. The
number of articles, scholarly or otherwise, devoted to its ac-
tivities is minuscule, even if one adds together the output of
over fifty years. The lack of public attention might suggest
that the Council's importance does not match its original
ambitious goals. One might conclude that it had become
simply another discussion group, or a specialized research
organization, of little interest except to its own members,
and not particularly important to the overall picture of
United States foreign policy formation.
But such a conclusion would be profoundly mistaken.
Reading the occasional references to the Council that do ap-
pear from time to time, one gets quite a different picture:
New York Times: "The Council's membership includes some
of the most influential men in government, business, education
and the press."{5} The CFR "for nearly half a century has made
substantial contributions to the basic concepts of American
foreign policy."{6}
Newsweek: The Council's leadership is the "foreign-policy es-
tablishment of the U.S."{7}
Peter Schrag: The Council is "the ultimate organization of the
Eastern Establishment."{8}
Theodore White: "The Council counts among its members
probably more important names in American life than any other
private group in the country."{9}
Marvin and Bernard Kalb: The Council is "an extremely influ-
ential private group that is sometimes called the real State Depart-
ment." {10}
Richard Barnet: Membership in the Council is "a rite of pas-
sage for an aspiring national security manager."{ll}
As several of the quotes imply, just the names of members
give an impressive picture of Council importance. The current
Council chairman is David Rockefeller of Chase Manhattan
Bank {circa 1977}, a man with incredible personal wealth and financial
power. Wall Street lawyer Allen W. Dulles, a Council director
for over forty years, helped establish

PETER KAY STERN, a retired engineer and chief justice of a self- described "common-law" court, was scheduled to stand trial Monday before District Judge Lacy H. Thornburg on charges that include threats to kidnap two of Thornburg's judicial colleagues. Stern has been held without bond since his arrest in September. A federal magistrate ruled there was "evidence of threats and weaponry which could be used to kill law enforcement." A leader in North Carolina's so-called patriot movement, Stern was charged with bank fraud, conspiring to defraud the government, attempting to interfere with administration of internal revenue laws, threatening to kidnap federal judges, and using the mail to communicate threats. Stern's group, Our One Supreme Court, attracted notoriety for sending official-looking summonses to public officials and ordering them to appear as defendants. Town managers, IRS agents and federal prosecutors were ordered to pay multi-million-dollar fines. In his common-law court, Stern and other "justices" denied the authority of laws passed by Congress or state legislatures, saying his group's judgments were based solely on the U.S. Constitution. They claimed to administer binding judgments that were a valid way to escape paying taxes and other debts. The government says Stern's activities began seven months after the Internal Revenue Service determined he owed $56,000 in back taxes and a month after attending a seminar run by the Montana Freemen. Prosecutors said he was among seminar participants who learned how to produce phony checks and carry out financial schemes such as filing bogus liens against enemies. Beginning in December 1995, Stern allegedly issued at least seven worthless checks. In each case, he or an associate demanded a refund from banks, the IRS or mortgage companies for an amount over the debt owed, according to the indictment. Stern allegedly tried to intimidate IRS agents by demanding they pay a $1 million penalty. In January 1996, he sent letters threatening to kidnap federal judges Graham C. Mullen and Richard L. Voorhees, the indictment said. He allegedly used his title as the chief justice of the "court" to sign an order demanding the release from detention of a fellow tax protester. Stern disputes the government's constitutional power to prosecute him. Tennessee's Sams Creek has been designated as the initial testing area. Should this treatment be approved and deemed successful, the National Park Service tentatively plans to treat other area stream with the antimycin toxin, including Haywood County's Little Cataloochee Creek and Swain County's Bear, Desolation and Indian creeks', and a few others that have yet to be designated. "We are mandated to protect and preserve all native species," said Smoky Mountain National Park Fishery Biologist Steve Moore. "With all of our history (data) we know that the rainbow trout are having a bad effect." But local trout grower and owner of Sweet Water Farms, Mitchell Betty says, "Any time you introduce poison into nature's stream, I got a real problem with that. I would improve the habitat for both species above and below the naturally occurring waterfall. There were some people that tried to do this some time ago who were just trying to get the land back to the way it was a thousand years ago, for no apparent reason. We should continue to work on the habitat." Moore assured, "We've learned about this stuff and complied with law to make sure that we haven't done anything we're not supposed to do. This seems a little radical, but it's been used in National Parks and Forests throughout the U.S. for years." He claims that their proposal has been reviewed by biologists from area universities, the National Park Services commission, and Bruce Rosenlund, "the foremost expert in the nation for the use of antimycin for native restoration work." In order to carry this out, Moore said the National Park Service has performed an environmental assessment, as required by the National Environmental Protection Act, to make sure that no serious environmental impact will occur. "Now that we've recommended it, we put it out for public review and comment, and, if at all possible, it will be signed off by a regional director. Then we can do the project." Moore added, "We're not evaluating whether we should do it or not, we're evaluating how to best preserve the brook trout." The man who will make the ultimate decision, Southeast Regional Director Jerry Belson was unavailable, but according to his spokesman, Paul Winegar, "That's not a decision he would know a whole lot about," speaking in reference to the use of antimycin in the streams. "He would sign off on it after reading a memorandum, sent to him from the Smokies National Park. They're the experts in that area, so we would take their recommendation." Betty explains that in addition to rainbow and brown trout, that the brook trout, and all aquatic species for that matter, are feeling the negative impact from siltation. Siltation clouds the streams, making it hard for aquatic insects, a primary source of nutrients for fish, to thrive. The Smokies National Park Service only mentions the loggers as the culprits, but Betty says most siltation is caused by highway run-off from storms. Even so, most wildlife experts agree that early logging practices, dating to the beginning of the 20th century -- in particular, building wooden dams and dynamiting them in the streams - contributed to the initial depopulation of the brook trout. The Smoky National Park says that to make up for their blunder, in the early 1900's loggers restocked the streams, mistakenly, with the dominant rainbow trout. However,

Put a pin in at Paducah, KY (3 killed, 6 wounded). What's the likelyhood of this happening? But we're not done. Extend the lines so they cross. Guess where they intersect? This is the REALLY weird point. HOPE, AR! H. We all know who calls home there. Go ahead. Figure up those odds of this happening at random. Here's something more to think about that I haven't put on the list. Take a look at that map and see where the Oklahoma City bombing incident falls on one of those lines.
