Thank you for your honesty,  Tenorlove...
THIS, as written by [EMAIL PROTECTED],  is exactly many of the reasons why I
withdrew my teaching credentials going out of college in 1994,  and then
decided to go into an "organized" profession rather than filling children's
minds with (preordained by the NEA) garbage...
And I,  as well as you,  have made many sacrifices to home school.  My
children have turned out quite well,  thank you,  without the formality of
what America wants to call "a rounded education" from the perverbial public
educational system,  by the end of 12th grade...   And yes,  I am one of the
critics of the educators whose end product is the education and ignorance
coming out of the schools today.

Occasionally,  I think of all the money I saved NOT ever putting my children
in day care... and I often reflect on how our personal relationships have
turned out...  through the home schooling situation.  It is much closer than
if we all had to juggle sports, education and professional schedules as I
see people do day in day out.   Fortunately,  I've had no problems with my
children either in educational needs,  rebellion, drugs or weird diseases...
The lessons they learned at the knee seemed to have profited them more than
those they were learning at the school!!!  They both have well paying jobs
and are quite proficient and stable.

It's a very sad generation for most Americans...  in my opinion.
As my dad always said,  "Teachers don't deserve more money to teach...  it
doesn't make them teach any better than they are capable of teaching."  He
always voted "No" for raises for teachers.  And true,  money does not help a
teacher teach better.  However, it does make them follow the protocol of the
NEA and local boards who follow the outlines of the NEA a lot closer...  and
consequently,  follow the NWO.

But,  some of us are the fortunate ones.

 sandwich on a tortilla, really). :-D I don't know where you teach,
 SMann, but here in NJ, the emphasis is on passing the state
 "assessment." The principal at one of the local elementary schools told
 us at one of the hearings, regarding the state tests: "The fact that 1
 + 1 = 2 is irrelevant; it's the pupil's REASONING that is important,
 not the answer. There are no right or wrong answers."  EXCUSE ME???
 These tests, he further described as subjective. When I asked what
 happened if the student and the tester had different philosophies, he
 wanted to know if I was qualified to speak about tests, i.e., where did
 I get my Ph.D. in education? The whole hearing only served to prove to
 me that Ph.D. stands for "Piled Higher and Deeper."

 If students don't remember what they've
  been
  taught about American history, it's because there are so many things
  that
  take their attention away from learning nowadays.  When I was a child
  we
  never went anywhere during the week except to church on Wednesday
  nights.
  Elementary children are often out every evening nowadays
  participating in
  sports and other activities.

 Guilty as charged, everything BUT organized sports, and not EVERY
 evening. But being home schoolers, we aren't slaves to a time clock. If
 we had to get up at 6 am for school, my 5 year old  I couldn't have
 stayed out on our porch until 11 pm watching fireflies, like we did
 tonight. Took my 7 year old to see "Rigoletto" last week.

The Leonard Peltier Defense Committee is challenging FBI director Louis
Freeh to a live, national televised debate.  The challenge comes in
response
to FBI statements made on June 26, 2000, 25 years after a fatal shoot-out
on
the Pine Ridge Indian Reservation, which took the lives of FBI agents Jack
Coler and Ron Williams, as well as American Indian Movement (AIM) member,
Joseph Killsrigth Stuntz. AIM activist, Leonard Peltier was convicted for
the deaths of the agents in the most controversial trial in Native American
history, and the FBI has gone to unusual lengths to discredit a movement
who
believes Peltier's conviction was the result of government misconduct.
Peltier's attorney, Jennifer Harbury has filed an ethics complaint with
Attorney General Janet Reno, asking for a full investigation of allegations
that a number of FBI officials made intentionally deceptive and
inflammatory
statements regarding the Peltier case, with the objective of depriving him
of a full and fair consideration of his requests for clemency and/or
parole.

On June 26, 2000 members of the American Indian Movement, local
traditionalists of the Pine Ridge Indian Reservation, and the Leonard
Peltier Defense Committee gathered at the location of the shoot-out.  Also
invited were the families of the fallen agents.  Those who gathered
participated in the Wiping of the Tears, and Releasing of the Spirits
ceremonies for those who lost their lives that day.  They also voiced their
desire for truth and reconciliation in order to bring closure to the
violent
incident and era.  Between 1973 and 1976 some 64 people associated with the
American Indian Movement were murdered on the reservation, virtually none
of
which were ever investigated.  A petition signed by dozens of local Pine
Ridge residents states, "We recognize the anguish and grief of the family
members of agents Williams and Coler.  We too lost many of our loved ones
during the violent years surrounding the time of the shoot-out. However, we
strongly protest the existing double standard, which allows the ruthless
murders of our family members to remain without investigation, while Mr.
Peltier remains behind bars after 24 years, despite the total lack of
evidence against him."

The FBI met their call with an embittered media campaign.  FBI Director
Louis Freeh released a statement to the press opposing Leonard Peltier's
release, while Chip Burrus, the FBI's special agent in charge of Indian
Country, announced that they would be opening their files on the Peltier
case.  He also referred to the American Indian Movement as a "group of
burglars and thugs."  The Leonard Peltier Defense Committee calls the FBI's
behavior "purposely deceiving and totally unethical."   They say the FBI
continues to withhold 6000 documents pertaining to the Peltier case for
reasons of "national security".  12,000 documents were released in 1980.
They contained formerly withheld ballistics evidence that forced the US
prosecutor to admit, "we cannot prove who shot those agents."  The FBI,
however, will not be opening their files containing the 6000 secret
documents.  Instead they are displaying various pieces of evidence
presented
at trial, which are already public.  Peltier responded, "we can open our
files too, we can provide photographs of Grandma and Grandpa Jumping Bull's
home, full of bullet holes.  We can provide photos of Joe Killsrights
Stuntz, also killed in the shoot-out, but with no investigation.  We can
provide the names of the dozens of AIM people murdered who the FBI never
bothered to investigate.  The FBI sanctioned this violence, but now they
are
saying that the loss of two white men was the only injustice done here.  We
are not asking the FBI to forget their fallen.  What we want is fair and
equal treatment under the law."

  This is a commonly made error and frankly I'm puzzled by it. If
 someone who favored Martian life made a statement like "organic
 compounds are sure to be found on Mars because they are known to
occur
 on meteorites that impact Mars", then he would be roundly criticized
 because that completely ignores the Viking results. Yet this
incorrect
 statement about Martian atmospheric pressures, which has been
 contradicted by both Viking and Pathfinder, is routinely made even by
 scientists who study the Martian climate.

The problem is, you find as many unquestioning, unthinking 'true
believers' in science as you do amongst the adherence of any
religion

Science has its own dogma, and demands total adherence to its
dogma...and will damn heretics as vehemently as any church

I wonder what scientists on other worlds would conclude about Earth, if
all they had to go on are distant views through a telescope, a
smattering of space vehicles passing by no closer than our own moon,
and a couple of successful landings, say one in the Sahara Desert, and
one in the artic tundra, which took a few scoops of soil and radio'd
back its analysis...?

While those distant alien scientists may not be 'wrong' in their
analysis BASED ON THE HARD DATA THEY HAD ON HAND, their pronouncement
of what 'life on Earth' meant would not -- COULD NOT -- be totally
correct, because of the extremely limited data they have to work with.

If on that distant world, saltwater is a caustic substance (shades of
"Alien Nation" here), those alien scientists may falsely conclude that
no life could exist on Earth because of the preponderance of such a
caustic liquid...

Unfortunately, most scientists do not have any imagination...or they
are encouraged NOT to give voice to any poetic musings, and instead
must stick to being statiticians if they have any hope to continue
receiving funds to continue their research...

If you oppose the U.S. Department of Education, if you want to abolish
it, if you oppose the National Education Association -
you must be "anti-education."

It's a good, effective lie, told just the way Josef Goebbels said to
tell it - told big, and repeated over and over again until
everyone starts to believe it's the truth.

Texas Governor and Republican presidential nominee-to-be George W. Bush
is pushing to have a plank calling for an end
to the U.S. Department of Education removed from his party's national
platform. We've already seen liberal media pundits
congratulating Bush on "finally seeing the light," ending a long period
of Republicans looking like they were "anti-education."

Like I said, it's a good lie.

Those who are seeking to abolish the Department of Education and to
break the power of the National Education Association
are, if anything, more "pro-education" than the left-wing spinmeisters
who created the lie.

The Constitution defines very limited powers for the federal government;
the Tenth Amendment reserves everything else "to
the States, or to the people." Public education isn't listed among the
Constititution's array of duties assigned to Congress; it is,
therefore, a duty assigned to the states, or to the people.

That's not too difficult to understand, is it?

Yet even the strictest Constitutionalist probably wouldn't oppose
federal meddling in education if that meddling had accomplished
anything. That's the problem: instead of improving education, the U.S.
Department of Education has done just the opposite.

Starting in the late 1960s, the Department of Education unleashed wave
after wave of unproven theory masquerading as "new education methods"
upon an unsuspecting America, driven by relentless marketing and created
not by educators, but by social
engineers. Mastery Learning, "New Math," Outcome-Based Education, Whole
Language, Creative Spelling and Math, "New
Standards," New-New or "Fuzzy" Math, School-to-Work, Goals:2000,
Performance-Based Education - the Department of
Education fed them all, to the tune of billions of dollars.

Yet scores on college-admission exams have been steadily falling since
the late 1950s; even "recentering," or artifically inflating
them, has not stopped the trend. We have more kids than ever before
taking physics - but also more functionally-illiterate high
school graduates.

Charlotte Iserbyt of Maine, a former Department of Education official,
maintains that all the edu-fads and failed methodology
have been intentionally designed to "dumb-down" the population,
especially urban minorities, to make them a more compliant
work force. Take that as you will.

Accompanying the aforementioned programs have been literally millions of
pages of federal regulations telling local schools
what they "must" do to get their "free federal money" (You remember
"federal money," right? That's what we complain so loudly about having
to send to Washington every April 15!). One estimate holds that for each
dollar of "federal money" a school receives, it has to spend three local
dollars in compliance costs.

When the commander of U.S. anti-drug efforts in Colombia got involved
in drug running, Congress should have rethought its massive military
aid bill -- but it didn't.

July 05, 2000 | In two weeks, a retired Army colonel will stand for
sentencing before Judge Edward Korman in the Cadman Plaza federal
courthouse. The colonel's name has never been uttered on the Senate
floor. You can rummage in vain for any mention of him in
congressional committee testimony and reports.

Yet the case of Col. James Hiett, former commander of U.S. Army
anti-drug advisors in Colombia, due to be sentenced in mid-July for
covering up his wife's drug smuggling, has everything to do with the
passage last week of more than $1 billion in military aid to
Colombia. Hiett's case offers dark hints of what the United States is
in for by turning the Colombian drug-war theater into a large-scale
American military enterprise -- and it reveals, too, some of the
costs of the drug war on America's own streets.

The Hiett scandal is already an international embarrassment to the
United States, and its outlines have been widely reported. In the
mid-1990s, while Hiett was still stationed in the United States, his
wife Laurie Ann Hiett was treated in an Army hospital for drug
addiction. Later Hiett was named by the Army to head the 200-strong
battalion of military advisors in Bogota. The couple went -- even
though Laurie had lapsed back into addiction, snorting cocaine in
front of her husband.

Soon she was buying cocaine through her Army-employed Colombian
driver. By 1998 she was under investigation by the Army, not only for
using drugs, but for shipping $700,000 worth of coke, wrapped in
brown paper, to the United States in diplomatic mail. She handed some
of the cash proceeds, collected on trips to New York, to her husband
-- who proceeded to carefully spend the wad on household bills, to
"dissipate," in his own word, the money trail. In May Laurie Hiett
pleaded guilty to smuggling and was sentenced to five years in
federal prison.

That much was reported, in detail, on "60 Minutes" and elsewhere.
Less well known, but revealed in her sentencing hearing last May, is
how the Army worked to protect her husband. First, Army investigators
tipped him off about their investigation, in particular their pursuit
of a $25,000 roll of cash Laurie had handed him. Then, after his wife
was arrested, those same Army investigators quickly cleared Hiett of
any wrongdoing. It was only U.S. Customs Service director Ray Kelly
who insisted on pushing the investigation further after his agents
became convinced of the officer's complicity in his wife's actions.

You might think that an Army coverup of a minor-league scandal like
an officer's drug-smuggling wife would worry a Congress about to
plunge the American military far deeper into corruption-mired
Colombia. But the issue never came up.

Of course, defenders of the Colombia aid package would argue that
Hiett was an aberration. But they're wrong on two counts. First, what
makes the Colombia mess such a quagmire is the utter corruption on
all sides. Every faction -- left-wing guerrillas, right-wing death
squads, corrupt Colombian military elements and, under Hiett at
least, the U.S. Army -- has some involvement in the drug trade.

And Hiett's corruption itself is not necessarily that unusual. As
former U.S. Ambassador to El Salvador and Paraguay Robert White told
Salon's Jeff Stein: "There's always been a fear of this by sensible
people in the Pentagon. The legend is that the United States military
is incorruptible, but that has proven not to be the case. There are
quite a few instances of this corruption."

On "60 Minutes" and in a New York Times interview this spring, the
Hietts received the kind of empathetic portrayal too rarely accorded
substance-abusing households: the addict wife and the straight-laced
officer-husband locked in compulsive denial.

One of the ironies of Col. Hiett's sentencing is that just last
Wednesday the Senate rejected an amendment by Sen. Paul Wellstone,
D-Minn., to the Colombia drug-war bill which would have diverted much
of that money into making effective drug-treatment programs widely
available. "If Laurie Hiett had received adequate treatment back in
1995, Col. Hiett would not be in trouble today," points out Eric
Sterling, head of the Criminal Justice Policy Foundation, a
Washington think tank. "She is the perfect illustration of how the
only real way to fight the drug war is to reduce demand for drugs,
through good treatment."

However much sympathy Laurie Hiett's addiction deserves, the Hietts
also neatly demonstrate the profound social inequity and inverted
justice of the whole drug war. Judge Korman contrived to sentence
Laurie Hiett to two years less prison time than called for in federal
sentencing guidelines, and Col. Hiett himself

DOORS would be open in Washington to admit Britain to the North American free
trade block "in a matter of a week" of an application being made, a senior
senator promised yesterday.

Phil Gramm, chairman of the Senate Committee on International Trade, said that
the "special relationship" between the US and Britain was taken so seriously
across the Atlantic that a British request to join the North American Free
Trade Agreement (Nafta) would be treated differently "from any other trade
agreement" under negotiation.

The remarks by a powerful Republican are a sign of high-level support in
Washington for an idea which Robin Cook, the Foreign Secretary, dismissed less
than a week ago as "barmy". Mr Cook was echoing a leaked memo written by the
head of the Foreign Office EU department, Simon Featherstone.

Supporters of a European single currency insisted that the special relationship
was valuable to America because of Britain's membership of the EU. At a press
conference held by the Britain in Europe organisation, Kenneth Clarke, the
former Tory Chancellor, said: "I hope nobody believes that Senator Gramm is
typical of American opinion, because he ain't."

Senator Gramm, who has the ear of prospective Republican presidential candidate
George W Bush, a fellow Texan, said: "We had a special relationship with
Britain before there was an EU. When I think about our relationship with
Britain, I don't think about the EU."

Speaking at a lunch organised by the Centre for Policy Studies, a Tory "think
tank", he added that he supported worldwide free trade, which he believed was
being hindered by the emergence of protectionist regional trading blocks, such
as the EU.

He claimed that if Britain applied to join Nafta, which is now made up of the
US, Canada and Mexico, it would be an "enforcing action" to stop the EU
becoming a block on global free trade. He claimed that, as a Nafta member,
Britain could have a trading relationship with the EU similar to that of Norway
or Switzerland.

He also gave warning that joining the euro would mean the end of Britain as a
self-governing nation, claiming: "You can't have one currency in the end
without having one nation." His view is backed by some senior Tories, and by
Conrad Black, proprietor of The Telegraph, but not by William Hague nor his
shadow cabinet. They say that any trade agreements with Nafta have to be
negotiated through the EU.

The Government view was set out by Mr Cook in a speech to Japanese businessmen
last week. He claimed: "Far from putting us at the centre of influence in
Washington, withdrawal from the EU would put us on the outer margins beyond the
beltway."

Chris Huhne, a Liberal Democrat MEP, said yesterday: "Britain leaving the EU to
join Nafta is a mad, bad and dangerous idea . . . not merely eccentric but
seriously harmful". Senator Gramm made light of the attacks on him. He said:
"Simon Featherstone called my suggestion 'barmy'. This is not a word in the
American-English dictionary, which reminds me we have been separated too long.

"Then if there is any doubt about it being barmy, you have the Foreign
Secretary, Robin Cook, saying it was 'pretty barmy'. I was still unsure whether
I was being complimented."

A SENIOR British Army officer is being kicked out of Kosovo after his own
squaddies caught him redhanded in a brothel.

Lieutenant Colonel Andrew Buxton, 43, is said to have been found in a
"compromising position" by an anti-vice patrol.

They were checking the out-of-bounds whorehouse in the capital Pristina to make
sure British troops were not cavorting with local prostitutes.

Colonel Buxton, married with two children, was relieved of his duties and is
being sent home. He may face a disciplinary hearing or a court martial, and
could be stripped of his commission.

The colonel, a university graduate, has a £50,000-a-year job in the educational
and training services branch of the Adjutant General's Corps, based at Upavon,
Wilts.

He was posted to Kosovo as liaison officer with the 2nd Battalion, Royal
Regiment of Fusiliers.

The battalion, which provided the brothel patrol, is on a six-month tour as
part of the UN peace-keeping force.

An insider said yesterday: "We didn't think the role of liaison officer
included liaising with tarts. This has stunned the high command."

One officer said: "There appear to be no mitigating circumstances. He was
caught in a compromising position." A friend of Buxton's described him as "a
bluff, down-to-earth Mancunian" and added: "We can't think what he was doing in
a place like that. I feel so sorry for his family."

Another pal said: "This seems to be totally out of character with Andy's
professional and hard-working image."

The Defence Ministry said: "We are aware of the alleged incident, which is
being investigated. We are not prepared to speculate what action might be
taken."

The Sun's military adviser Major General Ken Perkins said: "The Army has no
room for officers who break the rules.

"The best thing is to give Col Buxton the chance to resign his commission and
go quietly.

"If he decides to tough it out, he has to be court-martialled." © News Group

 WHERE'S THE REAL OXFORD?
A year in Oxford isn't always a year at Oxford.
Is this any way to run a great educational brand?

THERE IS A JOKE TOLD IN ENGLAND about an American tourist who stops on Oxford's
main road to ask for directions. "Where," he says, "can I find the campus of
Oxford University?" The joke is on the American: Oxford University does not
have a central campus. Instead, it has 39 separate colleges, scattered
throughout the city, each with its own teachers, athletic teams, and
endowments. The university supports the colleges with libraries, lectures, and
laboratories.

For British students, the route to Oxford has always been clear: Apply to an
Oxford college, and that college will consider presenting you to the university
for matriculation. But for an American student in search of a year abroad, the
path is more complicated.

Why? Because many organizations now claim that the road to Oxford runs through
their offices in the United States. According to Peterson's Study Abroad 2000,
for example, more than 15 American organizations currently arrange short-term
access to Oxford. Recruiting nationally and competing aggressively for
students, these organizations -- universities, colleges, and even private
businesses -- make money by selling Americans a taste of the Oxford experience.

But there's a catch. While some study abroad programs arrange for their
recruits to be registered with the university and to study with regular Oxford
faculty, others have arrangements with individual Oxford colleges: As a result
their students have limited use of the university's facilities and are often
taught by moonlighting faculty and graduate students. Still other American
organizations use facilities that are located in the city of Oxford, but their
students have no connection to the university or its colleges at all.

For Oxford, the proliferation of these programs is a problem on many levels.
The university is unable to track the exact number of short-term students, for
no complete record of them exists. Loss of logistical control is just one
result of managing 39 loosely affiliated and largely autonomous colleges. The
university's attempts to regulate the influx of foreign students -- and to
control the moneymaking potential of these increasingly lucrative programs --
have often been rebuffed or ignored by the colleges for one primary reason: In
Britain's environment of decreasing funding for higher education, many colleges
need the extra revenue that the study abroad programs provide.

But perhaps the biggest problem the unregulated study abroad programs have
caused for Oxford University is this: They have weakened the university's
control over what is arguably its most valuable asset, the Oxford brand name.
They create a group of students who think they are studying at Oxford -- but
over whom Oxford University exercises no academic control.

BEFORE 1983 MOST AMERICANS WHO OBTAINED an Oxford education were Rhodes
scholars or those who matriculated with the university toward an academic
degree. But in that academic year, the university and its colleges recognized a
demand for short-term study. They launched a program that allowed foreigners to
study formally at Oxford for a year or less.

From the outset, university and college officials envisioned that, just like
Oxford undergraduates, these "visiting students" would work one-on-one with
Oxford dons and would have access to the university's academic resources. They
would not matriculate with the university, but they would be members of an
Oxford college, registered by the university, with full access to libraries and
lectures. They could apply academic credit from Oxford University toward an
undergraduate diploma at their home institutions.

International interest in the program was strong from the start. So the
university made an important decision: It placed restrictions on the number of
visiting students that it would register from each Oxford college, limiting
some colleges to just two or three per year.

"At that point it would have been the early years of the major funding cuts in
British higher education," explains David Palfreyman, bursar of Oxford's New
College. "There may have been a kind of knee-jerk panic that the colleges would
fill themselves up with rich Americans and not bother with poor Brits, and that
the university, in turn, would have its facilities swamped by these
characters."

Given the economic climate in Britain -- and the clamor of would-be Oxford
students from overseas -- the concern was not unwarranted. "There were two
things that went on in the 1980s and early ‘90s -- a cut in central funding
from the British government and a mandate to increase enrollments," explains
David Larsen, director of the Center for Education Abroad at Beaver College, in
Glenside, Pennsylvania. "Both of those things left British universities fairly

: In one of his early works the traditionalist writer Frithjof Schuon makes an
: acute observation about the mentality of Muslims: `The intellectual - and
: thereby the rational - foundation of Islam results in the average Muslim
: having a curious tendency to believe that non-Muslims either know that Islam
: is the truth and reject it out of pure obstinacy, or else are simply
: ignorant of it and can be converted by elementary explanations; that anyone
: should be able to oppose Islam with a good conscience quite exceeds the

: The afternoon began innocently.  The three Siksik brothers and two
: friends were playing on the beach near their Jaffa home, fooling around
: with the small tractor the
: elder two brothers used in their plumbing business.  A Barak
: ("lightning") special unit policeman approached them and asked for their
: identity papers.  They
: complied, everything was in order.  The policeman ordered Mohammed, the
: eldest brother, to take the tractor home.  He arrived to a neighbor’s
: phone call.
: "They're beating your brothers!" she yelled.

: As Mohammed ran back, he saw policemen surrounding his brothers, Baha,
: 24, and Nizar, 15, beating them with nightsticks.  Their shirts had been
: pulled over their
: heads.  The police threw Mohammed on the ground and stuffed sand in his
: mouth.  Then they drove the brothers to the police station.

: The young men were momentarily relieved--they expected to be able to
: tell their story and receive justice in the regular police station. .

: police stood by and offered encouraging suggestions as Barak police beat
: the three brothers for seven hours, breaking Muhammed’s ribs, burning

: cigarettes, and punctuating their punches with screams like, "They

: police tried to take the brothers to Abu Kebir Remand Center—only to be

: documentation---the police decided
: that they were still too obviously beaten to stand trial.  They were
: released the following day.  The young men had committed no crime, and
: the police have not yet
: accused them of wrongdoing, though they threaten to charge them with
: "assaulting police officers."

: This is not an isolated incident.  The Barak Special Unit first came to
: Jaffa five years ago, and the YASSAM ( Special Unit) is permanently
: stationed there. Their
: arrival is an ironic example of how the police view Arab citizens of
: Israel. In the early 1990s,  drug trafficking in Jaffa overwhelmed the
: neighborhood.  Residents,
: represented by Omar Siksik (the brothers' uncle), chairman of the
: neighborhood improvement organization, the League for the Arabs of
: Jaffa, demanded police
: action against drug dealers who terrorized the area.  The Minister of
: Police was given a tour to show him how drugs were being sold right
: under police officers'
: noses.  The residents demanded action, but what they got were the Barak
: and YASSAM Special Units.  Rather than targeting drug dealers, the
: Special Units
: viewed Arabs as the enemy.  They have been terrorizing the Arab
: population of Jaffa ever since.

: YASSAM is the police’s striking force—meant to be used for
: demonstrations where protesters are expected to break laws.  However, it
: is permanently based out
: of Jaffa for "Regional Reconnaissance".  Barak was created to deal with
: Palestinians in the Territories.  Other facts are shrouded in secrecy.
: Most civil rights groups
: in Israel have not heard of its existence.  Dr. Menachem Amir, Israel's
: top criminologist at the Hebrew University and a specialist in police
: use of force and violence,
: knew, but would not speak.  "They are terrible, a disgrace," he said
: heatedly, when asked about the Barak unit. "I say that even though I
: have students who serve in
: the units.  But I cannot say more."

: Barak set up shop on Yefet Street, Jaffa's main commercial artery.  Each
: day, fifteen to twenty Barak policemen would lounge outside legitimate
: places of business,
: swinging nightsticks and holding automatic weapons with magazines
: inside--against all police laws.

: They began by harassing passing drivers, stopping cars for no reason to
: conduct lengthy "checks" of fifteen minutes or more.  For Jews, these
: checks were annoying
: enough to stop them coming to Yefet Street for Shabbat shopping.  In a
: few months, business along the street dropped 70%, and some stores
: closed.

: For Arab drivers, the situation was more ominous.  Violence, epithets,
: and tickets or newly opened police files for no actual wrongdoing became

they came in for a celebratory drinky-poo.  She had packed him up to go home.
 Seems he was going home to get married and not to the captain.   He was gone
for a while and then returned to the pretty captain's waiting arms and all

This kind of mentality has probably become commonplace in Israel.  The
saddest thing of all is that the negativity has now spread (as it always
does) to Reform Jews.   Today's news from Israel tells of Reform centers
being burned and vandalized by the Ultra Orthodox.  So now the Israeli no
longer just prey on the Palestinians; they are going after each other.  It's
just a matter of time until they turn into Nazi's.  If it weren't so tragic,
it would be humorous.  Prudy

During the week of June 19, homosexual Representative Barney Frank
(D-MA) offered a provision that would have added transsexuals to the
list of special populations served under grant programs authorized by
H.R. 1248, a bill re-authorizing federal grant funding for programs
included in the Violence Against Women Act.  According to the National
Gay and Lesbian Task Force, this is the "first congressional proposal
that explicitly identified transgendered people."  The House Judiciary
Committee rejected Congressman Franks language.

the creation of a special temporary committee
Wednesday to investigate allegations that the
U.S.-backed Echelon satellite information system is
stealing European industrial secrets.

Echelon is a network of supercomputers and satellites
run by the U.S. National Security Agency (NSA) and
located in the United States, United Kingdom, Canada,
Australia, and New Zealand. It is capable of
eavesdropping on electronic communications in the form
of faxes, telephone calls and electronic mail. The
U.S. and UK governments have repeatedly denied that it
is used for industrial espionage, saying the system
was set up as a means to fight terrorism,
money laundering and drug trafficking.

  Liberal hypocrisy knows no bounds. Sen. Teddy Kennedy and pals
threatened
to add "patients rights" amendments, so people can sue their health
maintenance organization, to every bill trying to get through Congress
before
adjournment--as an absolutely vital reform, and have now rebuffed the
GOP
half-loaf. Yet, Hillary-Care would have forced everyone into
government-run
HMOs--and, of course, you cannot sue the government! How do they get
away
with it?

  They do because scaring people about their health works, and the
journalism
schools all teach the liberal myth that big daddy government will kiss
the
boo-boo and make it all right. In fact, it is the government that
created the
health insurance crisis (and HMOs) and makes it so difficult to fix.
During
World War II price controls, when salaries could not be increased,
employers
petitioned to exempt health benefits so that they could attract better
employees. So the price cops ruled that health insurance would not
count as
income. One received, in effect, a 100 percent tax credit for health
insurance--but only if their employer purchased it for them. This
created two
classes, those with a subsidy to purchase health insurance and those
without--the self-employed, those in businesses that could not afford
insurance, and the unemployed who often lacked coverage altogether.

  Those without the subsidy demanded protection and were rewarded with
Medicaid, Medicare and the rest. But "free" care proved expensive, so
the
government had to find ways to cut costs. The so-called "prospective
payment
system" is a euphemism for the rates that they pay to health providers
under
Federal programs. To save money just pay providers less and, since
doctors
are rich, average citizens do not much care.

  Some might have queasy stomachs about the Medicare rule that
investigates
for "fraud" if people live too long under hospice, as a nasty way to
save
money; but the real problem is that the providers are not helpless. If
the
rate for visits is cut by half, they can require double the number.
Well,
that is inconvenient but, perhaps, bearable. They can call for
unnecessary
care--and that is more dangerous because all treatments have some
negative
consequences, sometimes lethal. Or they can quit or go out of business
or
just work hard enough to get by. Hospitals are closing every day. Even
HMOs
are not defenseless. Cigna Corp., one of the largest, just announced it

is
pulling out of major-market Medicare plans and the other major HMOs are

expected to follow. A new bill supported by the American Medical
Association
would allow badgered physicians to form labor unions. What does a
surgeon
with a union work-to-the-rule attitude do for your confidence before a
serious operation?

  Few are more at risk than people who need nursing home care.
Hospitals are
depressing enough but, at least, are for short-term confinements.
Nursing
homes are for long stays, often by the very elderly and those who will
never
leave. One would think that a compassionate government would give them
top
priority, or close to it. But government does not respond to need but
to the
amount of pressure a special interest can generate. Old and dying
people are
generally not effective lobbyists. In 1997, Congress required the
Health Care
Financing Administration bureaucrats that determine such things to
create a
new PPS system for skilled nursing facilities (SNF) under Medicare.
Those cut
rates were to save $9.5 billion over five years. In fact, the
bureaucrats
will save $12.2 billion. Wonderful.

  But there is a real cost to the government playing politics with
health
care, especially over time. With the graying of society, nursing homes
naturally treat increasing numbers of patients (measured in the number
of
"patient days"). From 1992 to 1996, SNF patient days approximately
doubled,
from about 25,000 to 50,000. Yet, after the new law, and against all
projections, the number of days patients spent in these nursing
facilities
declined two percent. Behind the numbers were real people who did not
receive
treatment because nursing homes are not going to treat patients if they

are
losing money. Real people suffer from such government decisions.

  The Feds have distorted the whole health care system for a half
century.
Their price control scheme is now disintegrating, just like the Wall:
hospitals, hospices, nursing homes and doctors are all defying the
control
mechanisms. "Patients rights" only hasten the collapse. Give everyone a

100
percent health tax credit--refundable for the poor--to spend as they do

for
auto or fire or life insurance and get the government out of deciding
who
gets what health care at what price. Individuals and families certainly

care
more than government or employers about their own health. Socialism
does not
work for ill people any better than for Russians.

Montessori is not structured; it is more child-led than a canned
curriculum like Abeka or Calvert. It places a lot of emphasis on
building self-esteem and social skills. I use a non-structured approach
as well, in that I don't use a canned curriculum. I tend to stress
academics and the arts more than social type activities, although my
oldest is in Cub Scouts. I use E.D. Hirsch's "Cultural Literacy" for my
guide. When my children take an interest in something, we delve into it
in depth. There is no fixed amount of time we spend each day on
"school." Working in the garden, knowing that the volunteer cilantro is

Couldn't this comment of Schuon's be applied with equal validity, or lack of
it, to fundamentalist Christianity (whether it be Protestant, Catholic,
Mormon, or Unitarian), fundamentalist Judaism, fundamentalist Hinduism, even
fundamentalist Capitalism? OK, I'm deliberately pushing a few buttons here,
but it seems to me that the problems associated with fundamentalism, most
notably uncritical acceptance of the cultural and social norms associated
with the believer's experience of the particular religion he happens to
belong to, cut across all religions. I don't want to get into yet another
theological debate. FWIW, I'm a Christian and a Quaker. I have a lot of
Jewish friends; I also have Muslim and Hindu friends. My sister is a Zen
priest (she says that Buddhism isn't a religion, but it certainly behaves
like one in my experience). What I believe is irrelevant. The point is that
my religion is purely my own, based on my own personal experience of the
Divine. It would be the height of hubris, that "pride that goeth before a
fall," to claim that *because I have experienced this, it is therefore valid
for everyone else on the planet.* It may indeed be valid for everyone else,
but it is up to each individual to make that discovery for her/himself. It
is both necessary and sufficient for me to live the best, most Christian
life I am capable of living, to present myself and my life as a perfect
sacrifice before the altar of the Almighty. The best evangelism is the
evidence of changed lives, not beating your words into a man's ears until
they come out of his mouth. Criticizing another person's religion while
unthinkingly accepting the equally absurd *or praiseworthy* tenets of one's
own, and please notice the key word "unthinkingly," is, to be blunt, the
depth of stupidity, and lies near the root of many if not most of the
conflicts in the world today. To add a purely conspiratorial note, simply
consider the way religious antagonisms are used by the Oligarchy to
manipulate the world's people to their own ends, and ask yourselves if it's
worth contributing to that particular mess.

Where's bombing suspect Eric Robert Rudolph? No one seems to know. But
inot /i finding him has cost millions in tax dollars.
The 26-month search for the suspect in a 1998 Birmingham abortion clinic
bombing and three earlier Atlanta blasts has cost at least $13.4 million in
state and federal resources, according to agency estimates requested by The
Atlanta Journal-Constitution.
  Rudolph's pseudo-celebrity status once spawned T-shirts, bumper stickers,
cabin rentals and tall tales in the picturesque mountains of western North
Carolina. "Rudolph eats here," one restaurant marquee read.
  His Appalachian disappearing act has created a mountain of bills, covering
everything from salaries to helicopter flights to long underwear. His
elusiveness also has left a trail of frustration.
  "If we knew where Mr. Rudolph was, we'd put handcuffs on him," said Jack
Killorin, agent in charge of the federal Bureau of Alcohol, Tobacco and
Firearms in Atlanta. "There's ample evidence out there that we just don't
know where Mr. Rudolph is."
Dozens of agencies -- including several in Georgia -- have looked for the
33-year-old former carpenter.
As for the public expense so far revealed, about one-third -- $4.6 million
-- exceeds normal operating costs and has been triggered by the search. The
remaining cost, mostly salaries and benefits, would have been paid to agents
even if the search hadn't occurred.
However, the complete search cost by multiple agencies may be millions
higher.
Neither FBI headquarters in Washington nor the FBI field office in Atlanta
has released an estimate on the Rudolph search.
 One clue as to the magnitude of the FBI's potential spending on the Rudolph
search might be gleaned from the cost of a 1996 standoff with the Montana
Freemen at a remote location near Billings, Mont.
  During that 81-day operation, the FBI spent $7.5 million, according to a
report by the General Accounting Office. The Rudolph search has eclipsed 776
days.
Led by the FBI, the multiagency Southeast Bomb Task Force has hunkered down
for two years in Andrews, N.C. FBI expenditures probably will account for
most of the money spent on the nationwide manhunt.
  On Thursday, FBI Director Louis Freeh testified before the House
Appropriations Subcommittee's panel on funding the Commerce, Justice and
State departments about the bureau's spending plan for the coming year. Rep.
Charles Taylor (R-N.C.), whose district includes the primary search area,
questioned Freeh about the investigation.
  "With respect to total expenditures, I'd have to come back with a more
exact number," Freeh said. "Clearly, with the salaries and the
infrastructure, we're talking about several millions of dollars just on the
FBI's part."
  Freeh plans to visit with investigators next week to evaluate whether
additional agents are needed and to talk with local law enforcement
officials.
  "Our theory has been, one, that he is there," the director said.
"Secondly, the pressure of being pursued, we believe, has contributed to him
not doing . . . what the FBI suspects he has done in the past."
  Task force leaders vow to search for Rudolph until he's captured or
confirmed dead. The last verified sighting of the fugitive came in the North
Carolina mountains in July 1998.
  The FBI has promised to make a millionaire out of anyone who gives
information that leads to Rudolph's arrest. But that would be hard to do if
he's dead, and the outgoing head of the ATF in Washington said in December
that he thinks that's exactly what has happened.
  That set Nantahala resident John Wagner to wondering about how to collect
the loot: "They tell me, 'Just bring in his teeth.' "
  Millions have been doled out in Georgia in tax money spent to hunt
Rudolph.
The GBI and the Georgia Department of Corrections together have contributed
nearly 40 cents for every dollar so far acknowledged in the nationwide
manhunt. Overtime pay accounts for $1.5 million.
  "Work in a criminal case, it's going to cost money to do that," said
Vernon Keenan, GBI assistant director. "It's a matter of prioritizing your
cases, and this certainly was a priority case."
  The largest reported share of the growing price tag belongs to the ATF. In
response to a request for public records, ATF headquarters in Washington
reported spending about $8 million looking for Rudolph -- more than half the
total cost revealed thus far.
  The manhunt forced the ATF to lay out $3 million it otherwise might not
have spent. The estimate covers activity from Jan. 29, 1998 -- the date of
the fatal bombing at a Birmingham abortion clinic -- through Oct. 1, 1999,
the end of the last fiscal year.
  "That's not unreasonable," said Killorin, ATF chief in Atlanta, a major
contributor to the task force. "We've had a large number of people up there.

A top Justice Department official described as a Democratic Party
loyalist twice recommended in 1998 that an independent counsel be
named to investigate whether Vice President Al Gore lied about
his campaign-finance activities.

Robert S.  Litt, who serves as the department's principal
associate deputy attorney general, said in September and November
1998 memos that he was "not persuaded" that Mr.  Gore had not
lied to FBI agents in denying that he illegally solicited "hard
money" donations for the Democratic National Committee.

"One could infer that Gore knew what he claimed he did not know;
that the [DNC's] media campaign was paid for, in part, with hard
money," Mr. Litt said in a Nov.  22, 1998, memo.  "Gore was
unquestionably present at a meeting at which it appears the
hard-money component to the media campaign was discussed. "In
addition, he was sent a large number of memos which made
reference to the same topic," he said.

Mr.  Litt's memos came in the wake of similar calls for an
outside counsel by former Justice Department campaign-finance
task force chief Charles G.  LaBella and FBI Director Louis J.
Freeh, who said there was clear and convincing evidence an
independent counsel investigation of Mr.  Gore was warranted.

Known as a certified "friend of Bill" and former law partner of
David E.  Kendall, President Clinton's personal attorney, Mr.
Litt has been at the Justice Department in Washington since 1994.
Department officials said numerous analyses he has conducted on
independent counsel matters have never been questioned as
politically motivated.

In his memos, Mr.  Litt said while there was "clearly substantial
contrary evidence" that Mr.  Gore broke the law, he was "not
sufficiently convinced" the vice president did not lie to FBI
agents when asked about telephone solicitations he made on behalf
of the DNC.

"I cannot conclude that this evidence meets the clear and
convincing standard necessary to conclude that Gore did not
knowingly lie, nor am I sufficiently convinced that Gore's
statement was true that further investigation is unreasonable,"
he said.

Mr.  Litt suggested it was not prudent for the attorney general
to accept the vice president's denials on their face and, as a
result, said an investigation by an independent counsel was
appropriate.

"If a defendant claims lack of knowledge or recollection, I think
that we would go forward with evidence showing that he was put on
notice of the facts, and leave it to him as a defense to show
that he did not hear the statements or read the memos," he said.

Mr.  Litt said Mr.  Gore "could have concluded that evidence of
his state of mind about hard money and soft money would be
relevant to the department's investigation (as in fact it was)
and thus determined to lie about that."

In the Sept.  16, 1998, memo, Mr.  Litt said there was "specific
information from a credible source" that Mr.  Gore "may have lied
to us" in claiming no knowledge that "soft" money donations he
sought may have been routed illegally to "hard" money DNC
accounts.

"The statement of a person without apparent reason to lie,
corroborated by notes taken by an aide to the vice president,
form a basis for concluding that the vice president did know what
he claimed not to know — or certainly for investigating whether
he may have," he said.

Mr.  Litt said notes of a November 1995 White House meeting
attended by Mr.  Gore showed the soft- and hard-money DNC split
was discussed, despite the vice president's denials.  He said it
was "not uncommon" to bring perjury charges "where the
defendant's statements are contradicted by documents."

In August 1998, FBI agents began to focus on Mr.  Gore's public
denials concerning his fund-raising efforts after discovering
notes by David Strauss, Mr. Gore's former deputy chief of staff.
The notes described discussions involving a 65-35 percent split
of soft and hard money for the DNC.

Mr.  Gore has denied wrongdoing in fund-raising calls he made
from his office, citing "no controlling legal authority" showing
any violation of the law.

Task-force investigators said at least five of those solicited by
Mr. Gore gave money that was deposited into DNC hard-money
accounts.

Attorney General Janet Reno declined to seek the appointment of
outside counsel, saying there was no credible evidence showing
Mr.  Gore knowingly violated the law.

Soft money is unlimited and goes to issues rather than
candidates, who receive regulated hard-money donations.  Using
soft money for direct campaign activities is illegal.

Creating Computer Viruses at Sandia


Government viruses cost more.

LIVERMORE, California - Anthony Carathimas, an intense, dark-haired college
student, is writing his first computer virus. His eyes locked on his computer
screen at Sandia National Laboratories' Livermore branch, he tentatively
types a line:
Cat virus )) /etc/profil
When the program is complete and Mr. Carathimas launches it, that first line
will instruct his computer to make a copy (cat) of the virus file he is
creating and add it ())) to another file (/etc/profile), which manages the
user profiles of everyone with an account on that computer system.
Mr. Carathimas writes two more lines and is done. Most viruses are short, but
Mr. Carathimas's program is just three lines of code. It does the job,
however: It reproduces. That is the defining characteristic of a computer
virus. Viruses can do more - delete files from a victim's hard drive and send
themselves out to others via e-mail, for instance. But at the core, a virus
is simply a program that makes copies of itself.
The virus that Mr. Carathimas has written - the term of art is ''malware,'' a
combination of ''malicious'' and ''software" - produces a message that
appears on the screen: ''This is the virus.'' The screen soon fills with the
message, line after line, the virus replicating itself so fast that the
computer eventually crashes.
Bored with his quick success, Mr. Carathimas writes a new line of code that
will render his creation more like the destructive viruses that make
headlines:

This one is a killer. If a computer follows those instructions, it will
delete every file on its hard drive. The ''rm'' is a standard housekeeping
command used to delete files. The ''r'' in ''rf'' tells the computer to act
recursively, working through every subdirectory; the ''f'' tells the machine
to force the action - to refuse to take no for an answer when the computer
attempts to protect the files.
Fred Cohen, a rumpled, freewheeling Sandia researcher who is generally
credited with first applying the term ''virus'' to describe reproducing
computer programs back in 1983, supervises the 30 or so students in his
18-month-old College Cyber Defenders program as they try their hands at
writing viruses. The idea is to show just how easily viruses can be made and
how easily they can be blocked.

How hard is it to write a virus? The biggest hurdle is knowing enough of the
language to make your wishes known.

''Any idiot can write a virus - and lots of idiots have,'' said Steve White,
a computer security researcher at International Business Machines Corp.

That's why viruses are increasingly common - about 40,000 have been
identified since 1984, most of them in the past few years. One of them,
attached to the ''love bug'' electronic mail message sent this year, infected
an estimated 45 million computers in 20 countries and caused an estimated $8
billion in damage, including employee downtime.

While ''virus'' is the broad term for a program that replicates, a virus can
operate in different ways. A ''Trojan horse'' pretends to be a program the
user wants to launch - for example, an animated birthday card that arrives
via e-mail - but which then does things the user doesn't want, such as
deleting files in the background while the cartoon plays on screen.

Members of the most notorious subset of viruses, the ''worms,'' don't just
duplicate themselves on a single machine or from disk to disk; they spread
across computer networks. The love bug is an example of a worm.

As viruses have evolved, the most striking aspect about them is how much
faster they have become. Some of the earliest viruses for IBM PCs - in the
days before the Windows operating system - targeted specific program files or
the first software routines that a computer goes through when it is turned
on, the ''boot'' sectors. Those earliest viruses copied themselves from file
to file and spread via shared diskettes, a process that allowed them to
spread gradually over months and years.

The introduction of Microsoft Corp.'s Windows and its successors changed all
that. Windows 95 automatically scans the boot sector for viruses, all but
eliminating that threat. So the virus writers shifted their focus. The
biggest crop of viruses today attack via ''macros,'' the automated commands
used in such programs as Microsoft Word and Excel.

Macros are small programs that can be used to quickly format a document or
insert a letterhead at the top of a note.

Macros run automatically when users open their files and travel with
documents when they are appended to e-mail messages. The arrival of macro
viruses hastened the spread of viruses; they took mere weeks to get around as
they hitchhiked on documents sent innocently from victim to victim, most
often via e-mail. But the bugs still had to wait for someone to send the

4TH JUDGE PASSES ON PREZ'S DISBAR CASE

WASHINGTON - A fourth judge refused yesterday to hear the Clinton
disbarment case, clearing the way for Republican Judge Leon
Johnson to rule on the lawsuit seeking to yank the president's
law license.

The disbarment file was placed on Johnson's desk yesterday
afternoon, but he hasn't yet made up his mind whether he'll judge
the lawsuit, a Little Rock clerk told the Post.

If he takes the case, it could mean bad news. Johnson is a GOPer
appointed by Clinton critic Gov. Mike Huckabee.

Before Johnson decides whether to take the case, he'll speak with
Judge-elect Willard Proctor - a Democrat - who takes over
Johnson's spot as of Jan. 1.

Yesterday, Judge Chris Piazza declined to hear the lawsuit,
joining judges John Ward, David Bogard and John Plegge, who all
recused themselves to avoid the appearance of partiality.

In a brief interview with The Post, Johnson - the only Republican
among seven circuit judges - declined to comment on the lawsuit.

Johnson was appointed by Huckabee, a strong critic of Clinton's
sexual misdeeds, to fill out the term of Judge Morris Thompson,
who was ordered off the bench for a scandal involving fake auto
tags and bad checks.

Johnson has two choices: take the case but hand it off this
winter to Proctor; or decline it and pass the file along to

Disbar the president

 Disbar the president One wonders exactly, precisely, what it
is about the suit to disbar President Clinton with which Mr.
Clinton and his lawyer, David Kendall, "fundamentally disagree."
Indeed, Mr. Kendall has promised to "defend vigorously against"
the complaint filed by the Arkansas Supreme Court's professional
conduct committee. Could it be that the White House will use the
disbarment case to prove, as Mr. Clinton charged in his press
conference last week, that "a lot of these . . . so-called
scandals were bogus?"

 Maybe Mr. Clinton and Mr. Kendall "fundamentally disagree"
with the petition's statement that Mr. Clinton is the 42nd
president of the United States. After all, these are very
contentious people, regardless of what the meaning of "president"
is. Then again, maybe they dispute the petition's assertion that
Judge Susan Webber Wright issued an order holding Mr. Clinton in
contempt of court for the "intentionally false deposition
testimony" — a.k.a., the 10 different lies he told — during the
Paula Jones case deposition. Still, this is tough to balk at
considering Mr. Clinton's contempt of court citation is a
historical fact as, let's say, unimpeachable as his election to
the presidency. And then there's the fact that Mr. Clinton would
later put his, or, rather, his wife's money where his mouth had
been, handing over more than $90,000 in fines levied by Judge
Wright for what the petition aptly calls his "contumacious"
conduct. The petition goes on to detail the significant fact that
Mr. Clinton not only declined to fight his fines and contempt
citation, but also ignored Judge Wright's quite generous offers
of time and extensions during which he might have mounted an
appeal. The petition concludes — irrefutably enough, it would
seem, even to Mr. Kendall — that "Mr. Clinton neither requested a
hearing, nor did he appeal the Order."

 It is both Mr. Clinton's conduct — not only contumacious but
also uncontested — and Judge Wright's contempt order which form
the basis for this most muscular disbarment case. Such conduct,
the petition states, "coming as it did from a member of the bar
and the chief law enforcement officer of this Nation, was without
justification and undermined the integrity of the judicial
system." That's the big picture. More to the point of the case at
hand, Mr. Clinton's conduct violated the Arkansas bar's rules
against "Serious Misconduct," which is defined as "dishonesty,
deceit, fraud and misrepresentation by the lawyer." For his
misconduct, then, in the judgment of the Arkansas Supreme Court
committee on professional ethics, Mr. Clinton should be
disbarred.

 Arguing the case against Mr. Clinton is Marie-Bernarde
Miller, a 48-year-old former state assistant attorney general
hired last month by the conduct committee. Ms. Miller is a black
woman and an ex-nun — statistics relevant only insofar as they
must have stopped the White House spin-and-demonization-machine
mid-orbit, having shattered the mold of the Kenneth Starr-style
prosecutor. Concluding her formal complaint against the president
with a traditionally legalistic flourish, Ms. Miller writes,
"Wherefore, for the reasons stated herein, the Plaintiff prays
for a judgment of this Court specifically finding that William
Jefferson Clinton, Arkansas Bar ID#73019, has conducted himself
in a manner that violates the Model Rules of Professional Conduct
as adopted by the Arkansas Supreme Court, which would result in
an Order from the Arkansas Supreme Court removing the name
William Jefferson Clinton from the registry of licensed attorneys
. . . "

 Here lies the heart of Mr. Kendall's "fundamental
disagreement." But anyone who believes that actions have
consequences has to reply: Amen, sister.

 One hundred thirty-seven years to the day that Confederate
Gen. George Edward Pickett led his fateful charge toward "hell's
half acre" at Gettysburg, the U.S. government won another battle
without firing a shot. It blew up an observation tower from which
countless visitors to the Gettysburg battlefield viewed the site
of the famed three-day battle in 1863.

 Interior Secretary Bruce Babbitt cheered the destruction,
saying the tower was an eyesore and a distraction to visitors.
"This is sacred ground," he said. "Americans come here to learn
of their past, to understand how it was in those days when we
remade ourselves as a new nation." Once upon a time, private
property was considered sacred too, but there doesn't seem to be
much room for it in Mr. Babbitt's version of history.

 The tower and the land on which it stood used to belong to
Baltimore-based Overview Limited Partnership. It was erected on
private property, not in Gettysburg National Military Park, and
opened in 1974 to serve tourists visiting the area. Many of the 2
million annual visitors, reports the Associated Press, took
advantage of the tower to get a panoramic view of the
battlefield.

 Preservationists pronounced themselves appalled by this
tasteless concrete appendage, but what could they do? The tower
was on private property. Already the facility had survived a
court challenge by the state of Pennsylvania.

 What the U.S. government decided to do is what tinhorn
dictators do when they want something that doesn't belong to
them. It confiscated it; the feds "nationalized" the tower site.
First, in 1990, the government stretched the park's boundaries to
include the building. In 1999, it set aside funds for the
"acquisition" of the site. And it filed suit literally to take it
from the owners. At the time the suit was filed, a lawyer for
Overview, Irwin Aronson, expressed "joy and satisfaction," saying
it would mean his client "will have an opportunity for a full and
impartial hearing before an impartial judiciary." In fact, says
Mr. Aronson, it turned out there was no hearing. On June 5, U.S.
District Judge Sylvia Rambo simply condemned the property and
ordered the owners to hand it over to the feds by June 15. So
much for due process.

 What was the rush? Judge Rambo explained that the federal
government had a great offer, albeit a time-sensitive one, to
remove the tower at great savings to the taxpayer: If the job
could be done by July 3, the demolition contractor would do the
job for free, saving taxpayers about $1 million in costs. Yes,
the owners stood to lose revenue they would otherwise have
received from the continued operation of the tower, but the
government was going to take the property sooner or later, the
judge said. So, well, it might as well be sooner. And, yes, the
roughly 30 Overview employees would lose their jobs, but the
government has offered to give them work. Let's see if the feds
keep their pledge. If not, there is always unemployment
compensation and welfare.

 As for compensating the owners for the value of the property
itself, that too remains in question. Although the federal
government has appraised the property as high as $6.6 million, it
placed just $3 million in escrow for the owners. Don't try this
at home, businessmen. Only government can get away with a steal
like this.

 Interestingly, at least one of the supports on which Judge
Rambo rested her decision — the savings to taxpayers — is already
in question. In a interview with the Gettysburg Times, the
president of the demolition company put the cost of the job at
$75,000 to $100,000, a sum rather less than the $1 million the
government and Judge Rambo cited. Furthermore, the company has
rights to the scrap from the job and has already sold it for
$33,000. So the federal government may only have saved taxpayers
a little more than $40,000, even if one assumes the tower had to
go.

 The owners and employees are hardly the only losers here.
Local officials estimate that 2 percent of their revenues each
year came directly from admissions and real estate taxes
collected from tower operations. (That doesn't include taxes paid
by the employees.) A businessman who set up a camera that
transmitted pictures of the battlefield to a Web site, and the
bed-and-breakfast operators and other businesses who advertised
on that site, will also suffer.

 Nor is the battlefield assured safety from commercial
exploitation because of the taking. The same National Park
Service that oversees the battlefield has cut a deal with a
private developer to build a controversial new visitors center
that has outraged preservationists. Judge Rambo herself blasted
the agency for "poor taste" in allowing the demolition company to
exploit the work "for its own commercial benefit."


 But all Americans are losers when the federal government
dismisses private property rights as

CLINTON'S ARROGANT PLOY

President Clinton has summoned Israeli Prime Minister Ehud Barak
and PLO leader Yasser Arafat to Camp David next week for a summit
that, he says, is meant to "seize the moment" in order to "start
drawing the contours of the long-awaited peace."

Translated from diplo-speak, this is what the president said: "I
have six months left in office. There will be Mideast ‘peace'
before I leave. My wife's political future could depend on it -
and never mind Israeli security concerns."

What does Clinton think there is to talk about? Didn't Arafat's
central council just endorse his decision effectively to blow off
the current negotiating process and unilaterally declare a
Palestinian state - comprised of the entire West Bank and Gaza,
as well as east Jerusalem - on Sept. 13?

Certainly Arafat's aides are clear as to what will happen if
Israel responds - as Barak has threatened - by annexing existing
Jewish settlements.

"We have to change the rules of the game, even if that means a
confrontation," said one top PLO official. Another declared that
any annexation move by Israel would be "a declaration of war."

Arafat understands full well that Bill Clinton wants a permanent
agreement between Israel and the PLO in place before the November
elections: Clinton wants to deliver a political gift to both Al
Gore and Hillary Clinton.

He's also seeking a foreign affairs "legacy," though how gently
history will treat him if he forces Israel into a settlement of
the sort he's now cobbling together is an open question.

Barak - who was swept into office with the backing of Team
Clinton, including the odious James Carville -

wants desperately to help the president deliver those gifts to
Gore and Mrs. Clinton. "We'll do our best to have an agreement
before the 13th of September," he said yesterday.

Arafat understands the timetable at work and the reason for it.
He's trying to goad Clinton into pressuring Israel - and Barak
into making those concessions - so as to forestall it.

Barak's refusal to keep even his Cabinet fully informed of his
intentions has cost him vital political support. Interior
Minister Natan Sharansky yesterday resigned to protest Barak's
policies - and said he's taking his party out of Barak's ruling
coalition.

The problem is that Arafat  Co. have shown no sign that they're
willing to show flexibility. On the contrary: Their positions on
all of the key issues - statehood, Jerusalem, settlements, the
so-called "right of return" - have hardened in recent weeks.

Moreover, their public words are steeped in the rhetoric of
violence. Following the declaration of a state, said one top
Arafat aide, there will be a war over Jerusalem and "no [Jewish]
settler will be able to return to his home."

Yet even as the Palestinians grow more intransigent, Barak
continues to offer them more and more in the way of concessions.
That's an open invitation to Clinton to press Israel to bargain
away its right to defend itself.

This summit is a prescription for disaster, unless the president
is prepared to call Arafat's bluff.

But if he were to do that, he'd have no electoral gift for
Hillary and Al - the beauty of the scheme being that Bill Clinton
himself will be long gone before the real bills come due.

  Riady was expected to be charged with money laundering and
  conspiracy, sources told Fox News. The charges stem from
  Riady's fund-raising tactics in the 1992 presidential
  elections.

  On a limousine ride with presidential candidate Bill Clinton
  in 1992, Riady reportedly promised his longtime associate he
  would raise $1 million for the Democratic Party. He made good
  on his promise, but various investigators have determined
  that most of the money came from foreign sources — a
  violation of federal campaign-finance law.

  Defense attorneys were discussing with prosecutors the
  possibility of interviewing Riady, but it appeared the talks
  were going nowhere. Riady's team was expecting an indictment
  as early as next week.

  Sources say the case will regard Clinton as an unindicted
  co-conspirator.

  The indictment will have to be approved by Attorney General
  Janet Reno before the grand jury can move forward.

  The investigation has been built with the cooperation of John
  Huang, a former employee of Riady's at the Lippo Group and
  another key figure in the campaign fund-raising scandal.
  After leaving Lippo, Huang worked at the Commerce Department
  and later as a fund-raiser for the Democratic National
  Committee.

  Last year, Huang pleaded guilty to money-laundering charges
  and agreed to help prosecutors on the task force. In
  interviews with the Federal Bureau of Investigation, Huang
  said that right after the Clinton limousine ride, he spoke
  with Riady, who told him to bring in the money through
  foreign sources, including employees of the Lippo Group.

  Clinton defenders have argued over the years that Clinton
  could not have known that illegal money would pour in to the
  1992 campaign. But prosecutors aren't convinced and they seem
  ready to move forward with criminal charges against Riady.

  Riady, however, is in Indonesia and has given no indication
  he would return to the United States to face charges.

What would Plato, Buddha and Jesus do about the world's dwindling fish
stocks?

No joke.

A Canadian government research body, with the support of
religious groups, has just spent more than $150,000 finding an
answer to this unusual question.

Their surprising conclusions may provide a model for resolving
the world crisis in fishing, particularly in North America, where
stocks of salmon, cod, lobster, shrimp and herring are threatened
by a devastatingly effective high-technology fishing industry.

Sounding almost comical in its eclecticism, the team studying the
dilemma includes environmentalists, economists, biologists from
the department of fisheries and oceans, artists, philosophers and
religious thinkers.

Together they recently published a book linking the
multibillion-dollar business of fishing with the often-ethereal
heights of ethics and spirituality.

The cross-Canada research project is the brainchild of professor
Harold Coward, who heads the Center for Religion and Society at
the University of Victoria. The team has produced a book titled
"Just Fish: Ethics and Canadian Marine Fisheries" (ISER Books),
edited by Coward, Maritimes-rooted social scientist Rosemary
Ommer and University of British Columbia fish biologist Tony
Pitcher.

The title "Just Fish" is an intentional double entendre,
referring to the prevailing attitude that salmon, cod and others
are "just fish" - dumb things to be exploited. The title also
suggests the need to be more ethical about how to treat
once-bountiful oceans, which Ommer says are in danger of being
strip-mined of fish and turned into "plankton soup." Humanity
needs to be more "just" about fish.

Believe it or not, Canadian government officials have been
converted to the approach.

"It took some time for some of the government scientists to
understand what ethics had to do with fish," Coward said. But
now, he says, they're hooked, so to speak.

But why would the Unitarian Church, Atlantic Episcopal Assembly,
Catholic archidioceses of Vancouver and Victoria and the United
Church of Canada help research the ethics of fishing?

Religious people are disturbed, like many, about the future of
once-proud families in dying coastal communities. They've heard
the stories about how a father and his child could easily catch a
coho only a decade ago off Vancouver while now it takes a minor
miracle. The churches, as well, fear humans are wreaking
incurable damage on God's creation.

Coward and others discovered the world's ancient religions offer
ethical guidance for our peculiarly modern ecological emergency.

They found Buddhism saying that, since everything exists in
interdependence, we need to give up our selfishness and protect
the Earth, since we can't live without it. Similarly, Taoism sees
nature as part of humans' existence "and thus humans must learn
to respect the rhythms and life cycle of the migrating salmon."

Hinduism teaches God is immanent in all things, and since God is
present in fish, we have to think twice about misusing them. A
similar ethic of respect for nature resides in native Indian
spirituality. Islam, meanwhile, portrays nature as good, not
corrupted and fish as part of Allah's creation, which is marked
by beauty.

Since Canada is officially a multicultural society, Coward
believes society needs to know what different faiths might have
to say about how nature should be treated because public policy
is based on religious pluralism. It's easier to get Hindus, for
example, concerned about the wellbeing of fish if you can show
them their scriptures would want them to be, he said.

Religion remains a powerful influence for Canadians, particularly
the majority steeped in the Judeo-Christian tradition. That's why
"Just Fish"  stresses relevant biblical lessons.

Coward and his team are especially drawn to the biblical ideal of
the Sabbath, the day of rest and reflection, which suggests
regularly giving fish a reprieve from human predators. They also
favor the notion of jubilee, a Hebrew ideal focusing on restoring
relationships with people and the Earth, and by extension, the
seas. They envision more marine protected areas.

What, then, can Plato and other great philosophers contribute to
the discussion of fishing?

Plato said justice implies harmony, in society and nature. As a
result, "Just Fish" concludes justice means protecting the
ecosystem's delicate balance.

"Just Fish" suggests even Europe's most famous market economist,
Adam Smith, would tend to agree with the ancient Greeks that
self-restraint is necessary when it comes to fish. As Smith said
in the 18th century: "Man ought to regard himself not as
something separated and detached, but as a citizen of the world,
a member of the vast commonwealth of nature -- and to the
interest of this great community, he ought at all times be
willing that his own little interest should be sacrificed."

agreed to help prosecutors on the task force.  In interviews with
the Federal Bureau of Investigation, Huang said that right after
the Clinton limousine ride, he spoke with Riady, who told him to
bring in the money through foreign sources, including employees
of the Lippo Group.

Clinton defenders have argued over the years that Clinton could
not have known that illegal money would pour in to the 1992
campaign.  But prosecutors aren't convinced and they seem ready
to move forward with criminal charges against Riady.

Riady, however, is in Indonesia and has given no indication he
would return to the United States to face charges.

1. SUMMIT IS ON

Prime Minister Ehud Barak estimates the upcoming Camp David
summit's chances of success as slightly higher than 50%.
Justice Minister Yossi Beilin says that "never before have the
Israeli and Palestinian positions been so close," while Foreign
Minister David Levy said today that the gaps are "great," and
that "the Palestinians are unwilling to compromise."  In Barak's
opinion, "The summit will be considered a success if the
Palestinians declare that their dispute with Israel has ended...
If it does not succeed, the situation will be worse… there will
be bloodshed…" It is not clear whether Barak is still hoping to
reach a final-status agreement, or whether he will settle for an
interim framework agreement with Yasser Arafat.

Following U.S. President Clinton's announcement yesterday that
the Barak-Arafat summit would be held early next week,
Palestinian officials continued to repeat their unyielding
positions:  the full return of all Arab "refugees," the
dismantling of all Yesha settlements, and the division of
Jerusalem.  Arutz-7's Haggai Huberman reports that these are not
merely opening positions, but represent the Palestinians'
determined stance. Other Palestinian reactions to the summit:  *
Abu Ala foresees its failure "because Washington leans towards
Israel. The only reason the summit was convened was because of
Israeli pressure."  * Nabil Shaath said that the Palestinians, in
any event, will not change their minds about declaring a state
two months from now.

Deputy Defense Minister Ephraim Sneh met last night with Arafat
in Ramallah.  They discussed issues such as water rights,
electricity, the Palestinian port in Gaza; nothing was agreed
upon, reports Huberman.  He added that the PA officials he spoke
with do not understand the Israeli optimism regarding the summit,
and insist that the gaps between the sides are still great:
"The Palestinians have not changed their positions one bit -
although this doesn't mean that the gaps haven't been narrowed.
The sides are in fact now closer together - because Barak has
come towards the Palestinians on many issues."


2. YISRAEL B'ALIYAH AND NRP ARE OUT

Interior Minister Natan Sharansky announced last night that his
party, Yisrael B'Aliyah, will resign from the coalition this
Sunday.  He spoke at a rally of close to 20,000 new immigrants,
who gathered in Jerusalem's Safra Square to protest Barak's
intentions to abandon Judea, Samaria, Gaza, and the Jordan
Valley.  MK Yuli Edelstein (Yisrael B'Aliyah) told Arutz-7's Ron
Meir that this was the largest gathering ever of new immigrants
in Israel.

National Religious Party leader Housing Minister Rabbi Yitzchak
Levy said today that he and Deputy Minister Sha'ul Yahalom will
resign from the government on Monday.  In a Knesset faction
meeting on the topic today, MKs Langental and Orlev argued,
unsuccessfully, that if the summit fails, the party's resignation
from the coalition will have been in vain.  Rabbi Levy countered
that in any event, Barak will attempt to carry out his
concessions to the Palestinians - concessions that are
unacceptable to the party.  The party's resignation must be
ratified by the party's Central Committee this Sunday.

The Likud is convening today to decide its reaction.  Opposition
leader Ariel Sharon said that his party would "under no
circumstances join a government that is about to give up almost
all of Judea and Samaria and the Jordan Valley."  Sharon also
said that IDF Chief of Staff Lt.-Gen. Sha'ul Mofaz must refrain
from making "political statements," such as his remarks of
yesterday to the effect that "if the Camp David summit fails, a
violent clash is liable to erupt."

Absorption Minister Yuli Tamir (One Israel) sees Barak's
declarations - a united Jerusalem, 80% of the settlers under
Israeli control, settlement blocs, etc. - as merely his "opening
positions," and that it is likely that he will further compromise
in the course of the summit negotiations.  When asked if she
agrees with the right-wing spokesmen who say that Barak will
"cave in," she said, "Your terminology is strange.  When people
negotiate the sale of an apartment, we don't talk about one side
'caving in,' but rather that they negotiate together and reach an
agreement."  She basically admitted that Barak's plan, as
intimated yesterday by his "nine ministers" remark ["I will
continue even if only nine ministers remain in my government and
only 1/4 of the

NEW DELHI: The general functioning of the Archaeological Survey
of India (ASI), more particularly the manner in which excavation
finds are being used to pursue a political agenda, has caused
serious concern among several MPs who now plan to raise the issue
in Parliament's monsoon session.

The matter figured at Tuesday's meeting of the parliamentary
group on archaeology, a sub-group of the standing committee of
the human resource development (HRD) ministry.

Members, it is learnt, noted that the ASI has not been publishing
authoritative reports on completion of excavations, which gives
rise to misinterpretation of the finds. The tendency of
excavators to rush to the press with piecemeal information, it
was felt, not only adds to the confusion but can also be
exploited for political purposes.

It was pointed out that reports on 46 excavation sites were still
due though work on some of them was completed three to four
decades ago.

A Congress MP is learnt to have drawn attention to the recent
attempts at ``instant archaeology'' by excavators working at
Fatehpur Sikri. Although the excavated items have not been
documented and evaluated by experts, it was being made out that
temples were destroyed by Akbar to build his palace complex.

It was pointed out that a similar situation arose in the case of
Ayodhya where no authoritative documents were prepared on the
excavations and it was later claimed that the Babri Masjid was
built on the ruins of a temple. In the absence of proper
documents, all kinds of theories could be floated, it was said.

Senior officials from the ASI and culture department, it is
learnt, admitted that reports on 46 ASI sites had not been
published for 30-odd years though these were mandatory. The
officials also agreed that excavators should not make instant
statements on such sensitive issues till the materials have been
evaluated by experts. They blamed the Fatehpuri Sikri reports on
the press who pressured the excavators into making statements.
Members, however, said it was for the officials to withstand such
pressures and exercise restraint.

Congress Rajya Sabha MP Eduardo Faliero said he plans to raise
this issue in Parliament and seek support of ``like-minded
members''. Attention will be drawn to the ASI functioning, the
unscientific manner in which archaeological finds are being
conducted and the need for a systematic overhaul of the

U.S.  Political wizard and Clinton confidant James Carville was
dealt a stinging blow this week when a candidate he advised in
the closely-watched Mexican presidential election -- went down to
defeat.

Mexico was Carville’s second high-profile loss within a year.
In Argentina, Peronist standard-bearer Eduardo Duhalde was
counseled by Carville -- and also lost.

"It kind of feels like the magic is gone, like James has lost his
way," worried a Carville associate in Washington on Thursday.
"He’s in a terrible slump."

Political insiders have begun to question Carville’s judgment on
selecting international clients.

"Lately, he seems like just a gun for hire," said a top political
consultant who worked with Carville in 1992.  "With Clinton, it
was always because he believed in the man, in his candidacy.
How could you root for LaBastida in Mexico?  James was simple on
the wrong side.  And he had to know it!"

In Hondorus, Carville's candidate - the incumbent - won after
officials repealed a law requiring identification in order to
vote.  Amazingly, the country had its highest turn-out ever.

Also, in Mexico, intrigue continues to swirl around Carville,
working with a "multimillion-dollar contract" to offer "strategic
advice", LaBastida and Manuel Bartlett, who was wanted for
questioning by U.S.  authorities in connection with the murder of
a Drug Enforcement Administration agent. Bartlett Diaz was also
accused of helping drug traffickers in the 1980s.

A source close to newly-elected president Vicente Fox suggested
this week that Washington was being used to manipulate election
results in Mexico. Mexico's respected El FINANCIERO newspaper
reported in February that PRI secretary-general and Labastida
campaign manager Esteban Moctezuma made a "clandestine" visit to
Washington where he met with President Clinton and Carville,
while Carville was serving as a paid PRI adviser.

Right after LaBastida named Bartlett his deputy campaign manager,
US Attorney General Janet Reno declared Bartlett had nothing to
do with drugs.

"The Justice Department finding sure seemed orchestrated," said
the source.

Campaign clients have been critical of Carville’s lackluster
performance:

Duhalde staffers complained that Carville played with his Game
Boy while ministers tried to brief him.

"Everything goes in cycles, you win some, like Israel, and you
lose some, like Mexico," noted a Carville intimate.  "Jim needs
to recharge his batteries.  He’ll be back!"

Federal prosecutors in Albuquerque today released a court filing
stating that jailed Los Alamos physicist Wen Ho Lee may have
downloaded nuclear secrets in order to aid China, Taiwan,
Australia, France, Germany, Hong Kong, Singapore or Switzerland.

In the document, filed last Wednesday night in U.S.  District
Court, U.S.  Attorney Norman C.  Bay said the government may seek
to add other nations to the list.  But Bay added that prosecutors
do not have to prove Lee intended to benefit a particular nation
in showing that he downloaded nuclear weapons data "with the
intent to injure the United States."

The government's filing came in response to an order issued last
week by U.S. District Court Judge James A.  Parker directing
prosecutors to disclose which country or countries they believe
Lee was going to help.  Lee's attorney, Mark Holscher, told
Parker he needed to know in order to prepare Lee's defense.

"The government has detained Wen Ho Lee for seven months on the
ridiculous, false allegation that he may have given information
to the People's Republic of China," Holscher said yesterday in an
interview.  "Now we're given notice that it could be the country
of Switzerland, which shows the government had no basis to claim
that Wen Ho Lee had any intention to aid any foreign country.
It's ludicrous to name countries like Singapore, Switzerland and
Australia."

Lee was arrested last December and accused of downloading a vast
trove of nuclear data from classified computers at Los Alamos
National Laboratory to cassette tapes, seven of which are
missing.  He was subsequently indicted on 59 felony counts,
including 39 counts of violating the Atomic Energy Act #150;
charges that could result in a life sentence if the government
can prove that he was not merely careless but intended to harm
the United States or aid a foreign power.

Lee, who is being held in a segregated cell at a Santa Fe, N.M.,
detention center, has pleaded not guilty.  Federal officials have
said there is no evidence that he passed U.S.  secrets to any
foreign country.

"As reflected in the discovery that we previously furnished to
the defendant as well as the testimony offered in pretrial
hearings, the defendant was interested in seeking employment
abroad," Bay said in the document, called a Bill of Particulars.
"In 1993, at or about the time of the first offenses charged, the
defendant addressed letters seeking employment in Australia,
France, Germany, Hong Kong, Singapore, Switzerland and Taiwan.
In addition, testimony at the December 29, 1999, detention
hearing also established that the defendant made contact with
representatives of the People's Republic of China's Institute of
Applied Physics and Computational Mathematics, which has been
involved in the design and computational simulation of nuclear
weapons."

WASHINGTON (AP) -- Kenneth Starr's former spokesman has been
charged with criminal contempt and ordered to stand trial next
week in a case involving news leaks during the Monica Lewinsky
investigation.

Charles Bakaly is being prosecuted by the government before U.S.
District Judge Norma Holloway Johnson, who as the chief judge of
the federal court in Washington oversees matters involving grand
jury secrecy.

A trial has been scheduled for July 13, according to documents at
the U.S.  District Court.

Govt.  Settles FBI Lab Documents Suit

WASHINGTON –– The Justice Department agreed Thursday to pay
$355,000 in legal fees to settle a lawsuit brought by defense
lawyers and a whistleblower for release of documents from its
investigation of the FBI crime lab, a government spokesman and a
plaintiff said.

And more than 53,000 pages of documents from the department's
internal investigation of the world-renowned FBI lab will be
posted on the Internet for the public to read and defense lawyers
to comb for possible evidence of government errors that might
benefit their clients.

The government agreed that it would not charge the plaintiffs –
the National Association of Criminal Defense Lawyers, freelance
writer and former NACDL spokesman Jack King and FBI lab
whistleblower Frederic Whitehurst – for the 53,000 pages of
documents already released in the case.

In an unusual element, the government also agreed that the
Justice Department inspector general's website will provide an
Internet link to the plaintiffs' website containing the
documents.

The link will be posted within the next 90 days at the site:
http://www.usdoj.gov/oig.igspecr1.htm.

The Associated Press obtained a copy of the settlement, which was
filed after hours with the U.S.  District Court.

Spurred by the allegations of Whitehurst, a lab chemist,
Inspector General Michael Bromwich investigated the
world-renowned crime lab for 18 months.  In 1997, Bromwich
blasted the FBI facility for flawed scientific work and
inaccurate, pro-prosecution testimony in major cases including
the Oklahoma City bombing.  Five lab agents were recommended for
discipline.

King said he believed the $355,000 that the government will pay
in fees for the plaintiffs' lawyers was the largest such amount
in the history of Freedom of Information Act lawsuits.

Justice Department spokesman Charles Miller confirmed that the
settlement agreement had been signed and was being filed with the
court, but he did not know if the fees were a record amount.

King said the more than 53,000 pages released included all but
three documents that the plaintiffs had sought.  The government
wanted to continue to withhold those three, he said.

"This is the end of the case, but probably only the beginning of
a long fight to right the wrongs of the past 20 years," King
said. "The inspector general's 517-page report exposed rampant
problems in the lab's Explosives and Materials and Analysis
Units, but the backup materials we have obtained also document
problems in other units, such as the DNA and Serology Unit."

"The 53,000 pages of supporting documents will now be available
for review by the public," King added.  "We hope at least a few
of the federal and state prisoners wrongfully convicted by sloppy
and forged lab work and erroneous and false testimony by the
dozen former lab examiners named in the report might get new
trials, fair trials this time."

The Justice Department has undertaken a review of cases that
might have been affected by lab errors.  Some testimony and
evidence has been either withdrawn, withheld or revised and some
charges have been dropped from multiple-count indictments. But
the government maintains that no defendant charged or convicted
has been totally exonerated as result of lab improprieties.

Nazi Gold Legend Refuses to Die

V I E N N A, Austria, July 5 — In the final days of World War
II, panicked Nazis were seen dumping mysterious crates into the
depths of remote Austrian lakes, high in the Alps.

 At the center of the tale lies Lake Toplitz — protected on
three sides by impenetrable cliffs. Local legend says that here
the Nazis dumped crates of gold and other riches.

 And now, an extensive mission — backed in part by the Los
Angeles-based Simon Wiesenthal Center — is under way to find
out just what secrets may be waiting hundreds of feet below the
dark surface of the hidden lake.  Nazi High Command Gestapo chief
Hermann Goering once had a villa not far from the lake, and often
sat in the local bar and restaurant with none other than Adolf
Hitler himself, communing happily with the locals.

 Here, 60 miles from Salzburg, the Nazis thought they could
hold out against the Allies. Vast holes in the canyon walls above
the lake testify to the top-secret Nazi weapons testing facility
that once sat on the lake’s shores, accessible to this day only
by foot via a hazardous mile-long path.

 At the top of that path now sits a small lodge called the
Fischerhut (see Web link) — beyond that, the trail ends and
there is virtually no shoreline. All exploration of the lake must
be done by boat, a task complicated by the fact that the lake is
frozen six months of the year.

Titanic Task

Today, the same firm that found the Titanic is mapping the depths
of the lake — and has identified hundreds of manmade objects
lying at the bottom, 325 feet below the surface.

 At least some of these are believed to be crates sunk by the
Nazis as they scrambled to escape the Allied advance at the end
of World War II.

 The operation is nothing, if not thorough. The work is being
carried out by Oceaneering Technologies, which has worked on the
John F. Kennedy Jr. and Swissair Flight 111 search-and-recovery
missions in addition to the exploration and discovery of the
Titanic wreck.

 “If it’s down there, we’ll find it,” vows Ridge
Albaugh, senior project manager of Oceaneering.


Strange Conditions Under the Water

Albaugh’s divers are probing the depths of the lake in the
“Wasp,” a cross between a diving suit and a miniature
submarine, in which a diver can stay down for days. From the
Wasp, recovered objects are to be guided into a cage, and then to
the surface.

 Their task is complicated by the strange conditions just
beneath the surface of the lake. About 20 feet down, there is no
oxygen. While that means that much of the water is devoid of
life, it also means that whatever is below is perfectly preserved
— including all the massive trees that have fallen in over the
years. Those trees can create an impenetrable and sometimes
deadly barrier for those who comb the depths. Officially, five
divers have been killed in the lake over the past decades.
Unofficially, that number is probably higher.


Searching for Clues, Not Treasure

The Wiesenthal Center says it is looking for chests of documents
on property confiscated by the Nazi regime in Austria and beyond,
before and during World War II. Such documents could help
establish claims to homes, land and art by Holocaust survivors
and the families of victims.

 Lake Toplitz has been in the headlines many times before,
partly because of the discovery, in the 1960s and 1980s, of
crates filled with forged currency, mostly British.

 They were the remains of “Operation Bernhard,” in which
Hitler hoped to flood allied countries with forged money and
undermine their economies.  Hitler used Jewish concentration camp
inmates to make the counterfeit money.

 The discoveries turned the lake into a favored spot of
treasure hunters.  But after several deaths in the lake, diving
was banned. That ban has led to whispers of conspiracy — that
the Austrian government is not trying to protect its divers so
much as its Nazi past.

 For the record, Vienna welcomes the latest expedition.


Whispers of Gold

The legend of the gold, however, was resurrected after a
mysterious fax to the expedition, ostensibly from a man who had
seen precise plans of exactly where the Nazis hid their gold. He
claimed to have seen these plans in South America, the last known
refuge of many Nazis on the lam.

 According to the author of the mystery fax, the gold is
hidden in four lakes. There, the Nazis blew holes in the rock
walls, hid their treasures, and then sealed the holes up.

Lazio Disavows Winning Strategy

U.S. Senate candidate Rick Lazio says he isn't disavowing
fund-raising letters sent out under his name that proclaim,
"Hillary Clinton and her husband have embarrassed our country and
disgraced their powerful posts."

But the Long Island Republican sure doesn't sound too comfortable
with the sentiment. Too bad, because that's just the strategy he
needs to beat Hillary Clinton at her own game.

 "She believes elective office is something she deserves and is
owed and should anyone question her and her husband's integrity,
she lashes out with ferocity at her accusers," continues the
Lazio appeal for campaign cash, in another spot-on observation
about the most corrupt power couple ever to hit D.C.

 So if Lazio's fund-raisers think it's a good idea to criticize
Mrs. Clinton on her weakest point - the hair-raising eight years
of wall-to-wall White House scandal the media calls the Clinton
presidency - then why did the candidate sound so embarrassed on
Wednesday about hitting the bulls-eye for the first time in
weeks?

 "That's not part of our media campaign," Hillary's challenger
protested to reporters. "That's not what I'm talking about on the
stump. ... And frankly these letters are written, you know, not
by me. I'm not disavowing it, but they're not written by me."

 If that's not a disavowal, it'll do just fine until the real
thing comes along.

 As NewsMax.com's John LeBoutillier pointed out last week, it
looks like Rick Lazio still can't tear himself away from the Bob
Dole-George Bush Sr. political playbook, a "walking on eggshells"
campaign strategy that has enabled the Clintons to steamroller
one intimidated Republican after another.

 In 1996 GOP presidential hopeful Dole, frustrated that the
Clintons' corruption had yet to catch up with them, roamed the
countryside asking every voter who crossed his path, "Where's the
outrage?" But Dole never explained just what there was to be
outraged about.

In fact, by the end of the campaign the hapless ex-Senate
Majority Leader was actually promising reporters that he wouldn't
bring up the Paula Jones case, which three years later turned
Bill Clinton into the first elected president to be impeached in
U.S. history.

 Dole's would-be partner Jack Kemp seemed even more pathetic,
when during his final vice presidential debate he warmly thanked
Al Gore after the Veep praised him for not engaging in
"mudslinging" (i.e., telling the truth about the Clintons).

 Of course, Gore won that debate hands down.

 Ditto George W.'s dad, who could have stopped the Clintons dead
in their tracks had he allowed Lee Atwater's protege Mary Matalin
to follow the leads dumped in her lap in 1992.

After the Clinton campaign unabashedly announced it had a "bimbo
eruption" problem, Matalin collected a dossier full of
documentation on women linked to Clinton who had been threatened
into silence. But the Bush campaign wasn't interested.

 Instead Matalin was practically fired for engaging in what
Bush's political wisemen felt were dirty campaign tactics, saving
her job only by apologizing for trying to get the truth out.

It doesn't take a political rocket scientist to figure out what
would have happened had Matalin been able to coax Paula Jones,
Juanita Broaddrick or any of the other Clinton sex assault
victims to go public before the November vote.

 The Bush team got a taste of truly dirty campaign tactics four
days before the election, when pro-Clinton prosecutors in
Lawrence Walsh's office indicted Casper Weinberger on Iran Contra
charges.

 The Weinberger indictment reversed Bush's momentum in the polls
and likely cost him re-election.

And that's how it goes in every contest where Clinton audacity is
met by GOP timidity. Yet no matter how many times that lesson is
taught, the GOP seems condemned to repeat history.

 When media savants warn that voters will react badly if Lazio
attacks the Clintons for their scandals, it's because the 89
percent pro-Clinton press corps is afraid the topic might
actually resonate with the voters, thereby costing their
candidate the election.

Otherwise journalists would be just as upset when Hillary pulls a
stunt like having her allies at the Securities and Exchange
Commission launch a probe into Lazio's investments, an outrageous
development that's prompted hardly a whimper of protest from the
press.

 Remember the outrage of the punditocracy when a Buffalo talk
radio host dared to question Mrs. Clinton earlier this year about
her amply documented affair with the late Vincent Foster. Three
months later the same media pack were hunting down every rumor
they could get their hands on about Rudy Giuliani (Hillary's
then-opponent) and his alleged philandering.

In fact, the Clinton scandals do resonate with the voters in New
York, with 33 percent of those who don't like Hillary telling a
Marist College survey last month that their number one complaint
was her

WASHINGTON (AP) - Kenneth Starr's former spokesman has been
charged with criminal contempt and ordered to stand trial next
week in a case involving news leaks during the Monica Lewinsky
investigation.

Charles Bakaly is being prosecuted by the government before U.S.
District Judge Norma Holloway Johnson, who as the chief judge of
the federal court in Washington oversees matters involving grand
jury secrecy.

A trial has been scheduled for July 13, according to documents at
the U.S. District Court.

Johnson signed an order June 29 granting Bakaly's request for a
public trial in the previously sealed case involving the criminal
contempt charge, according to the documents reviewed by The
Associated Press.

The court documents indicate Bakaly faces trial over statements
he made in connection with investigations into alleged leaks from
the special prosecutor's office in the Lewinsky case.

The documents made public so far don't specify the exact reason
why Bakaly was charged with contempt. But officials have said,
and court documents show, Bakaly was accused by his own office of
having a role in a January 1999 news leak, an allegation that he
denied.

Judge Johnson, who presided over most of the legal cases during
the Lewinsky impeachment drama, solicited the views of President
Clinton's lawyers and Starr's successor, Robert Ray, as to
whether sealed documents in the case should be made public at
Bakaly's trial.

Bakaly was unavailable for comment, his wife said Thursday. His
attorneys, Gary Coleman and Michelle Roberts, were also
unavailable, their offices said.

The trial is the latest twist in a case spurred by Clinton's
lawyers.

During the height of the impeachment investigation, the
president's attorneys, David Kendall and Nicole Seligman,
launched a legal assault accusing Starr and his staff of
illegally leaking to the news media information covered by
federal grand jury secrecy rules about the Lewinsky case.

Starr's office denied any illegal leaks, but his staff was forced
to undergo an intense investigation directed by the court.

In the midst of that investigation, Bakaly abruptly resigned as
Starr's spokesman after his former boss referred him to the
Justice Department in connection with a press leak two months
earlier.

The New York Times, citing sources, reported July 31, 1999 that
Starr had concluded the president could legally be indicted while
still in office.

Bakaly went on national television the day after the article
appeared and said the ``information did not come from our office.
... We did not leak this information. ... We do not leak grand
jury information.''

Starr made the referral to the Justice Department after his
office conducted its own inquiry and concluded Bakaly may have
had some involvement in the leak, officials said.

Court documents last fall showed Starr's office took
administrative action against Bakaly and informed the court it
was withdrawing its earlier denial that the prosecutor's office
was the source of the January 1999 leak. Instead, it argued the
information in the story was not covered by grand jury rules.

Johnson ultimately concluded there was evidence that Starr's
office may have been behind as many as two dozen improper leaks.
Starr appealed, and won a key ruling from an appeals court.

Among other things, the appeals court sided with Starr in
concluding the information in the Times article was not covered
by grand jury secrecy and thus was not an improper leak.

Bakaly, however, was forced to face the criminal contempt charge.

Bakaly, a bespectacled lawyer, defended Starr against an
onslaught of criticism as spokesman for the independent counsel's
office during the Lewinsky drama.

He was the official who announced from the steps of the Capitol
that Starr had sent a referral to Congress alleging that Clinton
may have committed impeachable offenses.

Before joining Starr's office, Bakaly acted as spokesman for
Independent Counsel Donald Smaltz's investigation of former
Agriculture Secretary Mike Espy.

He is the second major figure in the impeachment drama to face
contempt charges.

Clinton was accused of civil contempt by a federal judge for
false statements in the Paula Jones case and ordered to pay a
fine. The Arkansas Supreme Court's lawyers committee is seeking
to strip the president of his law license.

According to publishing sources, government officials are telling
the NEW YORK TIMES in Thursday editions that negotiations for a
plea bargain have heated up between Clinton friend and fundraiser
James Riady and the *Justice Dept* .

TIMES scribe David Johnston reports the officials say that chief
political-finance prosecutor Robert Conrad is under increasing
pressure to reach a deal.

"It was not clear whether Conrad has insisted that Riady plead
guilty to a felony or whether he might accept a lesser charge and
settle the case without a trial. But, the officials said, Riady
is unlikely to accept any deal unless it includes a provision
that would spare him a prison sentence."

Riady is being investigated for illegally coordinating political
contributions to the Democratic Party from employees of the
Indonesia-based Lippo Group. Riady and his wife also contributed
hundreds of thousands of dollars.

Riady also helped out Clinton friends in need like Webster
Hubbell, who received a $100,000 consulting fee after leaving the
Justice Dept. in a cloud of scandal.

Plea Bargain Eyed in Probe of Donations to Campaigns

WASHINGTON, July 6 -- Negotiations have intensified between
federal prosecutors and lawyers for James T. Riady, a friend of
President Clinton and a prominent Indonesian businessman whose
large campaign donations to Democrats have been scrutinized by
investigators, government officials said today.

After talks with the Justice Department's chief political-finance
prosecutor, Robert J. Conrad Jr., Mr.  Riady has been under
pressure in recent days to accept a plea bargain, the officials
said.  Mr.  Conrad has been investigating Mr.  Riady's activities
in connection with contributions made by employees of the Lippo
Group, the Riady family conglomerate, in the 1992 and 1994
campaigns.

It was not clear whether Mr.  Conrad has insisted that Mr.
Riady plead guilty to a felony or whether he might accept a
lesser charge and settle the case without a trial. But, the
officials said, Mr.  Riady is unlikely to accept any deal unless
it includes a provision that would spare him a prison sentence.

Mr.  Riady's defense lawyer, Abbe D. Lowell, would not comment on
the matter today.

The inquiry into Mr.  Riady heated up after John Huang, a
Democratic fund-raiser and former Lippo employee with close ties
to Mr.  Riady, was sentenced in August 1999 to a year of
probation in exchange for his cooperation in the inquiry.  Mr.
Huang pleaded guilty to engaging in a conspiracy to defraud the
Federal Election Commission by arranging for Lippo employees to
be reimbursed for campaign contributions in the 1992 and 1994
campaigns.

Mr.  Huang, in an appearance before a House committee
investigating campaign finance issues, testified that he knew of
no wrongdoing by Mr. Clinton or Vice President Al Gore.  Mr.
Huang said Mr.  Riady told him about a 10-minute limousine ride
that Mr.  Riady shared with President Clinton in the 1992
campaign.

During the limousine ride, according to Mr.  Huang's account, Mr.
Riady promised to raise $1 million for the campaign.  Mr.  Huang
said Mr.  Riady told him that Mr. Clinton had been surprised by
the offer.  Mr.  Riady had been a friend of the president since
Mr.  Riady's days as a trainee at a Little Rock investment bank
when Mr.  Clinton was governor of Arkansas.

Mr.  Huang recalled Mr.  Riady saying later that his approach to
political giving was, "If you are going to do something, don't do
it small." President Clinton has said that he knew of nothing
improper about the donations made by Mr.  Riady and other members
of his family.

Mr.  Riady and his wife, Aileen, contributed $520,525 to the
Democrats in 1992, election commission records show.  Lippo and
its employees gave the Democrats an additional $115,000 in 1992.
Members of the Riady family also made large donations to state
Democratic parties in 1992.

Later, in September 1994, Mr.  Clinton, Mr.  Riady and Mr.
Huang were seen in a White House videotape taken at a White House
radio address, a weekly event that important supporters were
sometimes invited to attend.  After the address, Mr. Clinton is
seen conferring with Mr.  Riady and Mr.  Huang.  Little can be
heard of their conversation, although Mr. Clinton at one point is
heard to say, "important issues," and at another time says, "I
think it will be big."

In times of trouble, the Riady family stepped in to help other
Clinton associates. After Webster L.  Hubbell left a high-ranking
post at the Justice Department in 1994 in a dispute over billing
records at his former Little Rock law firm, a Riady family
company paid Mr.  Hubbell a $100,000 consulting fee.

Kenneth W.  Starr, the former Whitewater prosecutor, investigated
whether such fees totaling more than $500,000, from several
firms, amounted to payments to buy Mr. Hubbell's silence about
his knowledge of the activities of Mr.  Clinton and his wife,
Hillary.

Mr.  Hubbell denied that the payments were hush money.

Earlier this year, Mr.  Riady told an interviewer that he had
tired of the life of a high-flying entrepreneur and longed for a
quieter life in school or at a Christian ministry.  In the
interview with Asia Inc.  magazine, he said the Asian financial
crisis had been a trying experience because of bank runs and
riots in Indonesia in which one of the family's shopping malls
was set on fire.

WASHINGTON (CNN) -- Nearly a year after John F. Kennedy Jr.'s plane spiraled
into the ocean, killing him, his wife and her sister, a report by federal
investigators released Thursday concludes that the son of the late president
became disoriented in the night sky and lost control of the aircraft.

The National Transportation Safety Board blamed the accident on "the pilot's
failure to maintain control of the airplane" in the July 16, 1999, crash off
the island of Martha's Vineyard, Massachusetts.

The board blames the crash on "spatial disorientation,'' confusion in the
brain that results from a loss of balance in the inner ear.

The report also says that federal investigators found no mechanical problems
with Kennedy's Piper Saratoga II, and that an examination of all three
victims found no abnormalities.

Killed were Kennedy, 38; his wife, Carolyn Bessette Kennedy, 33, and her
34-year-old sister, Lauren Bessette.

Contributing to Kennedy's disorientation, the report said, were the night
sky, a lack of visible horizon over the open water and a haze that blanketed
Kennedy's flight path from New Jersey over Long Island Sound to the
Vineyard.

While the weather that night met the criteria for legal flight under visual
flight rules, a pilot who doesn't have visual references may have difficulty
determining whether the plane is climbing, descending or in a turn.

Typically, pilots in trouble are taught to ignore physical sensations and
instead follow a recovery regime that includes focusing on key navigation
equipment.

In April 1998, Kennedy received his private pilot's license, which allowed
him to fly both day and night but only in good visibility.

He had accumulated more than 300 hours of flight time and was working on
obtaining an instrument rating, but had not completed the training. Without
the ability to fly solely by reference to instruments, pilots often lose
control of their aircraft, sometimes within seconds.

Kennedy, the namesake and son of the nation's 35th president, and his wife
had been planning to drop off her sister before flying on to Cape Cod,
Massachusetts, for a family wedding the following day.

Instead, their plane mysteriously plunged out of the sky.

After an intensive search by the U.S. Coast Guard, Navy and National
Oceanographic and Atmospheric Administration, the plane's fuselage -- its
passengers still strapped inside -- was found July 21 less than eight miles
off the southwestern tip of Martha's Vineyard.

No flight plan had been filed for the journey, which originated from Essex
County Airport in Caldwell, New Jersey.

phonorecords or by any other means specified by that section, for purposes
such as criticism, comment, news reporting, teaching (including multiple
copies for classroom use), scholarship, or research, is not an infringement
of copyright. In determining whether the use made of a work in any
particular case is a fair use the factors to be considered shall include -

(1) the purpose and character of the use, including whether such use is of a
commercial nature or is for nonprofit
educational purposes;
(2) the nature of the copyrighted work;
(3) the amount and substantiality of the portion used in relation to the
copyrighted work as a whole; and
(4) the effect of the use upon the potential market for or value of the

high school

GOLDEN, Colorado (CNN) -- Officials on Wednesday released audio tapes of
frantic 911 calls made during last year's massacre at Columbine High School
in Littleton, Colorado.

The worst school shooting in U.S. history left 15 dead and 21 wounded.
Emergency calls flooded in to police and other agencies as the killings
continued.

The tapes released Wednesday reveal the confusion and panic of teachers and
students trapped inside the building on April 20. At one point, a student
can be heard describing the condition of teacher Dave Sanders, who lay
fatally wounded.

Student: "We're in the southeast corner of the school ... yes he (Sanders)
is conscious ..."

But by the time a SWAT team reached Sanders and the student with him,
Sanders had died. Sanders' family is among those suing the sheriff's
department, alleging negligence.

Witnesses reported shots, smoke and an explosion
The recordings begin shortly after 11:15 a.m., when the 911 calls started
with reports of shots, smoke and an explosion.

"Fire department? Hi...? We got shots fired at Columbine High School...we've
got one down as far as I know," said one of the first callers.

On one section of the tape, a terrified teacher seems to be trying to keep
students calm as one of the gunmen passes close by:

" ... He's shooting in the library ... don't leave ... lay low ... quiet ...
don't get shot ... be very quiet... He's walking by ..."

Some of the calls are nearly incoherent pleas for help. At one point, an
unidentified voice screams:

"The guy is in a black trench coat ... they just shot somebody inside the
cafeteria...I'm in ... I'm gonna have to call you back ... "

One dispatcher is heard telling a caller that the authorities are trying to
avoid taking any "hasty" action.

''Just hang in there, we are getting somebody to em. We've got people there
we just don't wanna compromise anybody's safety by doing anything hasty so
... you know ... or the shooters might start doing something rash.''

Even when the shooting was over, police were unsure whether gunmen Dylan
Klebold and Eric Harris were still hiding in the school. Later they learned
the two had committed suicide.

A judge ordered the tapes released after some families of victims said they
needed to hear them to help prepare negligence lawsuits against the
sheriff's office. The lawsuits claim that sheriff's deputies did not act
swiftly enough to rescue victims in the school. The sheriff's office has
denied the allegations.

The tapes, excerpts of which have previously been released, do not contain
any gunshot sounds, said Steve Davis, a spokesman for the Jefferson County
Sheriff's Department.

They do include parents calling to report that their children are safe,
calls from news organizations and at least one complaint that live broadcast
news coverage was revealing locations where students might be hiding inside
the school.

Tapes edited to remove names
Released on two CD-ROMs, the recordings cover 45 hours of conversation
between the dispatchers, responding police officers and other agencies. The
tapes have been edited to delete all names and addresses.

Excerpts from the tapes were released in May as part of a comprehensive
report from the sheriff's office on the massacre.

The two CD-ROMs are being sold for a $28.

Families of all the victims were notified before the tapes were released to
the public and the media, Davis said.

Official report released in May
On May 15 of this year, the sheriff's department released its official
report on the shootings.

That report included a timeline constructed from eyewitness reports,
surveillance videotapes, 911 calls and forensic evidence. It indicates that
Harris and Klebold "fired their first shots about 11:19 a.m. and injured the
last victim at 11:35 a.m. By shortly after noon, the killers ... had died at
their own hands."

The sheriff's report was released following an investigation that involved
4,500 witness interviews and 10,000 pieces of evidence.

Investigators said significant findings included:

  • Surveillance videotapes show two 20-pound propane bombs were placed in
the school cafeteria the morning of the attack rather than the night before.

  • The killers carried all explosives into the school inside duffel bags,
backpacks or in ammunition pouches strapped to their bodies.

  • Had the cafeteria bombs worked as intended, all 448 people in the room
might have been killed.

  • Initial 911 calls mentioned a shooter on the roof. The person was later
identified as an air conditioning repairman who hid on the roof during the
attack.

  • Physical evidence does not indicate a third shooter. No known evidence
suggests anyone had prior knowledge of the killers' plan.

When Vice President Gore attacked Citizens for Better Medicare
this week for "polluting the airwaves" with ads opposing the
Democrats' prescription drug plan, he left out one important
fact: His own top message adviser once sought to run the
pharmaceutical industry's ad campaign.

Carter Eskew unsuccessfully made a pitch to the pharmaceutical
industry in mid-1999 to handle the lucrative advertising and
public relations account now being run through Citizens for
Better Medicare, an industry-funded group.  A short time later,
Eskew left the public relations firm BSMG Worldwide to join
Gore's campaign as chief media adviser and message shaper.

In their memo to the industry, Eskew and his firm warned that "a
leading presidential aspirant" could turn prescription drugs into
a central issue in the 2000 elections and give industry opponents
an "enormous" forum.  He proposed a public relations campaign "to
chill support for legislative efforts to impose .  .  .  price
controls on prescription drug medicines by showing how those
measures would stifle the innovation at the core of the positive
image the industry has built since 1993."

Today, Eskew is the chief architect of Gore's new populist
message attacking the drug industry, big oil and other corporate
interests.  This week Gore has relentlessly accused the
pharmaceutical industry of "price gouging," called Citizens for
Better Medicare "a phony coalition" and cast the difference
between himself and Texas Gov. George W.  Bush as one of "Whose
side are you on?"

Asked yesterday about the apparent conflict between Eskew's past
work and the vice president's current message, Gore spokesman
Chris Lehane said, "Where's the hypocrisy?  The guy wasn't
working for us at the time, and we never changed our views."

This is not the first instance in which Eskew's past work has
come into conflict with Gore's current positions.  Before joining
the campaign, Eskew ran the tobacco industry's 1998 advertising
effort that successfully blocked anti-tobacco legislation that
Gore and President Clinton strongly favored.

The memo from Eskew's former firm to the pharmaceutical industry
was made available by a source who has worked for the industry
and who is providing assistance to the Bush presidential
campaign.

Gore campaign officials said Eskew's past work for the industry
is well known and has had no effect on the vice president.  "The
vice president has a 20-year record of taking strong stands
against big pharmaceutical companies, and that record hasn't been
influenced by anyone who advises him now or has advised him in
the past," campaign communications director Mark Fabiani said.

Gore campaign officials criticized the Bush campaign for using
the firm headed by GOP media consultant Alex Castellanos to place
its television commercials at a time when Castellanos is making
the ads for the Citizens for Better Medicare campaign.

"The issue for us is not what present campaign advisers have done
in their past lives," Fabiani said.  "It's what present campaign
advisers for Governor Bush are doing in their present lives,
which is managing Governor Bush's ad campaign at the very same
moment they're managing a multimillion program run by Citizens
for Better Medicare."

Bush campaign spokesman Ari Fleischer said there is no
coordination between the Bush team and Citizens for Better
Medicare, labeling the Gore campaign's charges "nonsense."

Gore continued to sound his populist rhetoric yesterday in
Chicago while offering a detailed critique of Bush's Medicare
policies as a threat to the health care of the nation's elderly.

Gore's answer to his Republican rival's plan, which the vice
president delivered at a senior center in the Chicago suburb of
Niles, was equal parts Ross Perot and Cesar Chavez, a mixture of
charts and passion for the poor.  Gore criticized Bush for not
proposing a prescription drug benefit under Medicare and for
providing "not one dime" to extend the actuarial life of the
program.

"I'm on your side," Gore told the gray-haired crowd of about 200.
"I want to fight for the people.  The other side fights for the
powerful."

Gore introduced no new policies in Chicago.  He merely revisited
his earlier Medicare proposals: spending $253 billion over 10
years on a Medicare prescription drug benefit, restoring the $40
billion that had been cut from the funding for nursing homes and
rural hospitals, creating a Medicare surplus "lock box" and
devoting $75 billion to extend the Medicare trust fund for 30
years.  Those programs, after subtracting $29 billion in savings
from the reduction of waste and fraud, would cost $339 billion
over 10 years.

The Bush campaign struck back at Gore for his populist tone,
calling him a "class-warfare warrior" who is returning to
"old-style attack politics." Spokesman Dan Bartlett said Bush
will provide low-income

When Independent Counsel Robert W.  Ray announced that he was
closing down the Travelgate probe and would not seek to indict
Hillary Rodham Clinton for perjury, he failed to mention
Travelgate's chief victim, Billy Dale, the former head of the
White House travel office.  Along with all six of his staff, he
was summarily fired without notice and removed from the White
House grounds.  But that was just the beginning of Billy Dale's
incredible ordeal.

The New York Post and Newsmax.com were the only publications I
could find whose stories quoted Billy Dale and reported that he
was subjected to groundless prosecution by the Justice Department
and a long IRS audit. Billy Dale and his family went through hell
thanks to the Clintons, Attorney General Janet Reno, the FBI and
the IRS.  Hillary's greatest crime was not perjury, it was trying
to send an innocent man to prison to justify having fired him and
his staff without cause.

Harry Thomasson, one of the Clintons' Hollywood friends, was
angling to get the travel office business for a company in which
he had an interest.  He spread stories that the career people
running the travel office were crooks who had to be replaced. The
replacements, of course, were to be people who would make sure
that his company got their business.  To oblige Thomasson,
Hillary pressed for the removal of Dale and his staff.  David
Watkins, the assistant to the president for management and
administration, was slow to execute her wishes as conveyed
through intermediaries. According to a long-hidden memo Watkins
sent to Chief of Staff Mack McLarty, he finally got the word
directly from Hillary in a phone conversation on Friday, May 14,
1993.  He wrote that "she conveyed to me in clear terms her
desire for swift and clear action to resolve the situation."

Watkins discussed this with McLarty the following Monday.  His
memo says, "We both knew there would be hell to pay if...we
failed to take swift and decisive action in conformity with the
First Lady's wishes." Two days later, the travel office staff was
fired.  This was not popular with the White House press corps,
and reporters were demanding explanations.  The FBI had been
brought in, but it could not find evidence to support Thomasson's
embezzlement charges.  The FBI was reduced to seeking evidence
that the Dales were living beyond their means. That was not true
either, except that now their legal bills were more than they
could afford.

In an interview the day after Bill Clinton gave a Fourth of July
speech about the governed being the governors in America, Billy
Dale told me why he was driven to seek a plea bargain.  He said
that a week before he was to be indicted, his attorney told him,
"It's apparent that the Justice Department wants you to go to
jail." "He explained to me," Dale said, "that it was going to
cost about $450,000 to go to court and defend myself in addition
to what I had already put up in legal bills.  And that was
$450,000 that I didn't have.  And I could see my wife sitting
across the room from me, and giving up our home and everything
else that we had worked 38 years for. I said if they want me to
go to jail, go back and tell them that I will go to jail for
three months and I will take home confinement for three months,
but I will not admit that I stole any money.

"I said I'll go into court and I'll tell the judge that I'm
guilty, but I'll go out on the courthouse steps and I'll tell the
press and every American that wants to listen to me that I said
that to get this behind me and to save my home for my wife and my
family.  And he says, ‘You can't do that, because the judge will
jerk you back into court and charge you with perjury so fast that
your head will swim and you'll end up with more jail time.'"

His attorney wrote a letter to the Justice Department proposing
this as a plea bargain.  It was rejected, and Billy was indicted
and tried.  The jury took only 20 minutes to find him not guilty,
but the Clinton vendetta continued.  He was subjected to a
three-year IRS audit, which also found nothing wrong.

"Now, look at what they did to Hillary," Billy told me.
"Perjury meant something if I perjured myself, but it doesn't
mean anything for her.  I just don't understand it." It means
that the corruption that started in the White House now infects
Robert Ray's office as well as the Justice Dept., the FBI and the
IRS.  In overlooking the crimes against Billy Dale, our media
show that they can't connect the dots.

Hillary's Navy

First lady Hillary Rodham Clinton made the most of the U.S.
Navy during July 4 celebrations in New York City.  She boarded
two warships, including the carrier USS John F.  Kennedy, posing
for lots of photographs that can't help but aid her run for a
U.S. Senate seat from New York.

It turns out there are strict Defense Department regulations that
prohibit political candidates from using military installations
as a campaign stop.  The regulations rule out any statements,
press conferences or photographs. But Mrs.  Clinton was able to
take advantage of the great photo-op, while apparently not
breaking the rules.  The regulations have a loophole.  If the
candidate is an invited guest at an official event, the person
may appear in news photographs as long as he or she remains
silent.  In this case, we can't find any evidence that Mrs.
Clinton spoke publicly.

"I was there aboard the ship and the first lady uttered not one
peep in a public forum," said a Navy officer on the Kennedy. The
regulations require commanders to tell invited candidates to
remain silent. "In all cases, commanders will inform candidates
that while on a military installation, all political activities
and media events are prohibited," the policy states.

The guidance states that if the commander is challenged, he
should reply, "Department of Defense policy has for many years
prohibited the use of military installations for any activity
that could be construed as political in nature, including news
media coverage of any portion of a political candidate's
activities while on a military installation regardless of the
purpose of the visit." Mrs.  Clinton has not always been as
hospitable to the Navy as it was to her Tuesday.  She aligned
herself with Puerto Rican demonstrators who want the Navy off
Vieques Island.  The Navy says the bombing range is critical to
preparing pilots, gunners and Marines for her husband's various
overseas deployments.

Stonewalling

The stone wall of silence erected around the House investigation
of John Millis, the late staff director of the House Intelligence
Committee, has claimed its first victim.  She is Jennifer
Millerwise, press spokeswoman for Rep.  Porter J.  Goss, Florida
Republican and the committee chairman.

Miss Millerwise abruptly resigned a week ago and the committee
staff has been unable to reach her, according to staff aides to
Mr.  Goss.  She had been assigned the odious task of refusing to
answer repeated queries on the Millis investigation when
questioned by The Washington Times.

Miss Millerwise told us earlier that she, like one CIA spokesman,
did not want to know any details of the circumstances surrounding
the House Intelligence Committee probe of Mr.  Millis.

Mr.  Millis committed suicide in a Fairfax, Va., motel on June 4
after he had called a friend and said he was distraught over
being placed on administrative leave by Mr. Goss.  Both Mr.
Millis and Mr.  Goss are former CIA operations officers.  Mr.
Millis, as the staff director, knew just about every secret there
is to keep in the U.S.  intelligence community.

Rumors circulated widely in intelligence circles that Mr.
Millis' suicide was linked to unauthorized disclosures related to
former CIA Director John Deutch's mishandling of CIA secrets.
Mr.  Millis was not a fan of Mr.  Deutch and had expressed his
opinions in a speech earlier this year.

Senior U.S.  intelligence officials, however, told us the death
was the result of a "personal tragedy" and not related in any way
to Mr.  Deutch, the CIA, intelligence information or U.S.
national security.

The focus of the probe by the House Intelligence Committee has
not been disclosed by either Mr.

Goss or the House panel.

That's an order

A Marine Corps officer is challenging an order from his commander
to stay away from a civilian female friend.  His friends say the
order is an example of political correctness gone amok in the
military's constant battle to regulate the sexes. Second Lt.
Kenneth Nichols, who is single and stationed at the Quantico
Marine base, was suspected of committing adultery.  The woman in
question says they are just friends.  Her husband, a Marine
officer from whom she is separated, agrees. Lt.  Nichols'
attorney, noted courtroom tactician Charles Gittins, has filed a
petition asking the U.S.

Court of Appeals for the Armed Forces to lift the order.

"The Marine Corps has no business — and no military
justification, whatsoever — for injecting itself into the
personal relations of persons who have made a considered choice
to be divorced.  Nor does the Marine Corps have any business
injecting the Marine Corps into the private off-duty conduct of
adults where the conduct at issue does not violate any provision
of law.

"Simply stated, the order is an effort to act as 'thought police'
preventing small-minded persons from drawing wrong conclusions."
