 I told myself I wasnt going to write a column about the elections or the
Florida vote. What''s the point? Do you know a columnist who hasn't? And
won't it be over before it's printed? But dammed if the whole craziness
doesn't pull one in, like a sort of political Event Horizon, that bizarre
zone bordering a Black Hole.

 At first, the cynical part of me dismissed the media's non-stop obsession
as little more than proof of the late A.J. Leibling's Second Law of
Journalism: "There is an inverse relationship between the number of reporters
at an event, and the importance of the event."

 But then the numbers began coming in: The TV audience for the returns was
bigger than the audience for the last "Survivor" show. The bored voter index
dropped from 48 percent to 17 percent. Want to start a conversation? Walk
into a, 1) Grocery store; 2) Laundromat; 3) Elevator, and ask anyone, "So,
what do you think about the election?" Instead of a shrug or a blank stare,
you are likely to get a real discussion.

Media obsession, however, has not necessarily translated into good
journalism.

First off, the job the networks did on election night played no small part in
starting the whole mess. First CBS, ABC, NBC, and CNN called Florida for
Gore, then reversed field, and finally stampeded for Bush when Fox News
declared the Texas Governor the winner. Now it turns out George Bush's first
cousin, John Ellis, was at Fox's helm, and in constant contact with the
Republican campaign throughout the night. Fox apologized, and the other
networks are conducting a review of their own conduct.

Second, the media has deep sixed what may be the real story of the Florida
election: The systematic disenfranchisement of African-American voters and
direct violations of the 1965 federal Voting Rights Act. In a November 14
letter, the Congressional Black Caucus (CBC) called on Attorney General Janet
Reno to investigate what it called "substantial evidence" for systematic
irregularities and discrimination in Black and Haitian precincts.

According to testimony gathered by the NAACP, thousands of African-Americans
were denied the right to vote, required to show photo IDs when whites were
not, and had polling places moved without forwarding addresses. Haitian
Creole speakers were denied assistance, even though Florida law allows
interpreters into the voting booths. In a number of cases, police demanded to
see voter IDs.

The CBC letter also points to similar incidents in Virginia, North Carolina
and Missouri. So far, however, the Black Caucus' complaint has gone largely
unreported. Given the closeness of the count in Florida, this hardly seems an
issue the media should go silent around. Nor does one have to be paranoid to
suggest that pre-election polls showing overwhelming preference by
African-Americans for Gore over Bush might influence the behavior of certain
overly partisan voting officials. Florida Secretary of State Katherine
Harris' duel role as election arbiter and Bush For President state co-chair
is a case in point.

 Sooner or later, of course, all this will pass. Someone will be
President, the public will change channels, and the media will go back
to - what? The temptation will be more of the same: Four years of partisan
bitterness, civil war and political gridlock leading up to a sequel in 2004:
"The Bush vs Gore Rematch."

 Or the media can learn a very valuable lesson from this imbroglio: their
audience is a lot more engaged with political issues than it thought.
Americans are not apathetic or cynical, they're ambivalent. With the campaign
(and the candidates) we all just went through, who can blame them? But
ambivalence is not disengagement.

Further, regardless of what finally happens in Florida, there are still some
stories out there that ought not vanish down the memory hole when the dust
settles.

 First and foremost, was there an attempt to systematically disenfranchise
minority voters in Florida, and other parts of the nation? Given that
"minorities" now make up close to 30 percent of the population, and are a
majority in California, that is not an abstract question

 Secondly, what role did the media itself play in influencing the behavior
of voters on election night?

 Some serious sanity just might come out of all this craziness.

Clinton Makes Appearance at Memorial

WASHINGTON (AP) -- President Clinton made a brief appearance
Monday night at a reception to raise money for a new fellowship
program being offered by a foundation set up in honor of
Washington lobbyist Dan Dutko.

Dutko, 54, of Chevy Chase, Md., died July 25 in a mountain bike
accident. A member of the Democratic National Committee and a
major fund-raiser for the party, Dutko fell and struck his head
while biking in Aspen, Colo., where he was participating in a
weekend of fund-raising events for Democrats that Clinton also
attended.

Clinton spent about 30 minutes at a local steak house where the
Dan Dutko Memorial Foundation was raising start-up funds needed
to begin the Dutko Fellowship Program, a bipartisan public policy
management program that will be administered by Tufts University.
The president spoke, but reporters were not allowed inside.

Dutko's widow, Deborah Jospin, is director of AmeriCorps.

 A proposed revision to the rules of golf is being sought in
 South Florida which will replace the traditional call of "FORE".

 Once a player has hit an errant shot he will be allowed to call
 "GORE" while the ball is still in flight.  He can then replace the
 ball in the same spot and hit it again.

 The player can do this until he is satisfied the ball is going
 where he intended to hit it in the first place. This will cause the
 time of play to be extended until such time the player can
 claim the hole.

 This revision is causing some consternation to the PGA but
 proponents say it is only fair.

 A recent test of this new rule was recently played out in an
 exclusive club in Palm Beach County Florida and the first hole
 only took 19 days to complete.

 TALLAHASSEE, Florida, Nov 27 (AFP) - Lawyers for Democratic
 candidate Al Gore described the official presidential vote tally
 in Florida as "wrong" Monday, saying Gore was deprived of at
 least 1,800 votes that would have won him the state and the White
 House.

 The official tally certified late Sunday gave Republican rival
 George W. Bush a 537-vote victory in the southeastern state.

 The Gore complaint filed by attorney Dexter Douglass here shortly
 after 12:15 pm (1715 GMT), contested the count in three Florida
 counties: Miami-Dade, Nassau and Palm Beach.

 In the written complaint, Gore said he would have picked up a net
 gain of 1,025 votes if all manual recounts had been completed and
 certified.  He also said he would have gained a further 800 votes
 if counters in Palm Beach county had tallied 4,000 ballots that
 were marked with an indentation but were not fully punctured. In
 the complaint, the Gore camp said the certified election results
 were simply wrong. "This is an action to contest the
 certification that George W. Bush and Richard Cheney received
 more votes in the presidential election in the state of Florida
 than Al Gore and Joe Lieberman,"  it read. "The vote totals
 reported in the election canvassing commission certification of
 November 26, 2000, are wrong.  "They include illegal votes, and
 do not include legal votes that were improperly rejected. The
 number of such votes is more than sufficient to place in doubt,
 indeed to change, the result of the election."

 The case was assigned to Judge Sanders Sauls, according to a
 court clerk.  After being forced to extend the certification
 deadline 12 days to Sunday by aFlorida Supreme Court ruling that
 ordered the inclusion of manual recounts in the final tally,
 Florida Secretary of State Katherine Harris declared Bush the
 victor late Sunday by just 537 votes out of some six million
 ballots cast.

 But her decision to ignore partial recounts submitted by Palm
 Beach as well as prior steps taken by officials in Miami-Dade and
 Nassau counties, drew quick denunciation from Democrats who say
 the official count is inaccurate and incomplete.

 Gore's running mate, Senator Joseph Lieberman, lashed out at
 Harris' certification shortly after her announcement, saying he
 and the vice president had "no choice" but to contest the vote
 counts, as is allowed under state law.  "Vice President Gore and
 I have no choice but to contest these actions," he said, flatly
 rejecting calls from the Bush camp to drop the challenges and
 concede the election.

 Among their complaints, the Democrats allege that thousands of
 ballots in Miami-Dade were never tallied because vote-count
 machines could not read them.  The Democrats also want the court
 to compel Miami-Dade electoral officials to complete their hand
 recount which they say was halted last week after they were
 intimidated by boisterous crowd of Bush supporters.  Even without
 a full recount there, however, they say partial hand recounts
 showing a net gain of 156 votes for Gore in Miami-Dade should
 have been included in Harris' certified total.

 In Nassau County, Gore is contesting a decision by the canvassing
 board on Friday to use original vote totals, instead of the
 state-mandated machine recount, that cost the vice president 52
 votes.  "We seek restoration of the recounted total," the Gore
 legal team said in a summary of their filings in the circuit
 court here.  In Palm Beach, the Democrats will try to prove that
 the canvassing board refused to abide by a judge's order to
 determine the voters' intent by

The Wall Street Journal has dug up more details about how Gov. George W.
Bush's campaign and the national Republican Party helped organize the
violent protests in Miami last week.

The Journal discovered that Bush even called the protestors a day later --
on the night of Thanksgiving Day -- as they were celebrating their victory
in shutting down the Dade County recount, which saw 10,750 votes discarded.

"The night's highlight was a conference call from Mr. Bush and running
mate Dick Cheney, which included joking reference by both running mates to
the incident in Miami, two [Republican] staffers in attendance say,"
according to the Journal. [Nov. 27, 2000]

The Journal also reported that the assault on the canvassing board was led
by national Republican operatives "on all expense-paid trips, courtesy of
the Bush campaign." After their success in Dade, the rioters moved on to
Broward, where the protests remained unruly but failed to stop that count.

The Journal noted that "behind the rowdy rallies in South Florida this
past weekend was a well-organized effort by Republican operatives to
entice supporters to South Florida." House Majority Whip Tom DeLay's
Capitol Hill office took charge of the recruitment.

About 200 Republican congressional staffers signed on, the Journal
reported. They were put up at hotels, given $30 a day for food and "an
invitation to an exclusive Thanksgiving Day party in Fort Lauderdale," the
article said.

The Journal said there was no evidence of a similar Democratic strategy to
fly in national party operatives. "This has allowed the Republicans to
quickly gain the upper hand, protest-wise," the Journal said.

The Bush campaign also worked to conceal its hand. "Staffers who joined
the effort say there has been an air of mystery to the operation. 'To tell
you the truth, nobody knows who is calling the shots,' says one aide. Many
nights, often very late, a memo is slipped underneath the hotel-room doors
outlining coming events," the Journal reported.

After their victory in shutting down the Dade County recount, the GOP
operatives from the Bush campaign and Capitol Hill celebrated at a party
at the Hyatt on Pier 66 in Fort Lauderdale. The Journal reported that
"entertainer Wayne Newton crooned the song 'Danke Schoen'," the German
words for thank you very much.

evening:

STATEMENT OF COMMON CAUSE PRESIDENT SCOTT HARSHBARGER
ON BUSH/CHENEY TRANSITION FUND

Both of the men who may be the next President should
avoid turning this delicate and uncertain time in our
history into yet another frenetic fundraising opportunity,
where Washington lobbyists are given the access- and
influence-buying opportunity of a lifetime - a kind of
initial public offering on what may be the next Administration.

We call on Governor Bush to reverse the policy announced
today by Secretary Cheney, whereby their ticket would
actually raise private money to pay for a transition into
office.  It's a bad idea, and one that threatens to make
an already precarious situation worse.  We also restate
our call to Vice President Gore to set reasonable limits
on - and make immediate disclosure of - the contributions
that he is receiving to fund his ongoing legal efforts.
This post-election fundraising by both sides is a lamentable
coda to a campaign season that has broken just about every
fundraising record.

That the ultimate outcome of the election is still murky
at this hour should not preclude either candidate from
thinking about who would serve with them in a new
Administration.  Soon enough, we will have a President-
elect and the transition can begin in earnest - a transition
supported by the office space and public funds provided
for by law.

Secretary Cheney has cited a 1992 precedent of President-
elect Clinton's use of similar private funds during his
transition period into office.  We remind Secretary Cheney
that that is not an especially lofty standard, given the
Clinton Administration's track record when it comes to
money in politics.

Time for a Revolt, er, Revote!
Or, How George W. Bush, the Rich Kid Who Gets Away
With Everything, is About to Get Away With His Own
Little Putsch

 UPDATE 11/26/00 -- The U.S. Supreme Court, two of
whose nine justices were appointed by George Bush Sr.,
made a "surprise" decision last week to hear an appeal
from George Bush Jr. to further suppress votes
(SURPRISE!). Bush wants to invalidate human recounts
in three large Florida counties, in order that he,
Junior, may become president. According to a story in
the Los Angeles Times, the court will likely decide on
the basis of an obscure 1887 law that has never been
applied. The law states that elections cannot be
decided by rules enacted after the voting is closed.
So what's more important, the sanctity of a dormant,
113-year-old statute, or insuring that all votes are
fairly counted. The answer is clear, according to the
Bush people? It's the law no one's ever heard of.
Anything to perpetuate the Bush family dynasty.
Meanwhile, with projections showing that current
recounts (if completed by today's 5pm EST deadline)
could cut the Bush lead to fewer than 90 votes, the
Republican power grab looks more and more like a Brown
Shirt putsch.

(And while we're with the Nazi metaphors, here's a
news flash: according to a recent news report, former
Justice Department prosecutor and Nazi-hunter John
Loftus has turned up documents showing that the Bush
family fortune came directly from investments made by
Dubya's grandfather in the Third Reich.)

In Miami-Dade County, the canvassing board called off
its recount - despite 10,000 ballots there that have
never been counted at all -- after a mob of Republican
"demonstrators" nearly stormed their 19th floor
meeting room. Now it turns out (in another, just,
simply shocking development) that far from being the
"spontaneous display of outrage," the protest was well
orchestrated by Republicans from outside of Florida.
ABC News reported on its Web site that the mobile
demonstration was operated out of a trailer that,
shortly after accomplishing its task in Miami-Dade
County, wheeled on up to Broward County, another
pro-Gore stronghold where it Gore's gains in the
recount sliced Bush's statewide lead nearly in half.

In fact, conservative Wall Street Journal columnist
Paul Gigot, in a column praising the Miami-Dade
near-riot, wrote that he personally witnessed John
Sweeney, a Republican congressman from New York, bark
the final order to the vigilante throng, commanding
the obstreperous right-wingers (who should never have
been allowed to congregate inside the county building
anyway) to "shut it down" as it appeared the
canvassing board was going ahead with plans to tally
the 10,000 or so uncounted ballots.

As Salon.com's Jake Tapper reported, "paid members of
the Bush campaign excite the partisan crowds with
their overheated rhetoric, hand out free T-shirts with
incendiary slogans and otherwise engage in various
under-the-radar shenanigans The tactics are legal,
but hardly statesmanlike. Within the laughable claims
that all the Bush staffers are just 'volunteers' lies,
apparently, Bush's plausible deniability."

Beyond the threats of mayhem, the Republicans have
used all means at their disposal in a vicious but
effective propaganda campaign filled with accusations
ranging from the frightening (the inflammatory canard
that Democrats deliberately attempted to throw out
military ballots) to the laughable (one Republican
charged that Democratic vote-counters were actually
eating pieces of "chad").

Look, you can save the e-mails accusing us of shilling
for Gore, or any of that crap. We've never been fans
of Big Al. Frankly, we hope he has learned a bitter
lesson from this whole sordid experience. Gore has
spent his entire life functioning in, and
perpetuating, a system of corporate-controlled,
money-driven politics with the expectation that this
system would eventually reward him by anointing him
U.S. president. It must seem darkly ironic to him that
now, just as he appeared to have reached that goal,
ever element of that same machine is working to shut
him out and to install a candidate who, by his very
shallowness and inanity, would function as a far more
effective (i.e. malleable) frontman for the
big-business oligopoly. Sorry, Al. We feel bad for
you. We really do.

However, and this is a big however, we do believe,
quaint as it may seem, that participatory government
is a good thing. And the minimum -- MINIMUM --
requirement of participatory government is a system in
which every citizen can cast a

Back when Reagan ran  for President, I not only donated $300 to his
campaign, but I prayed to the god that ain't for his victory, and 
then felt
the cold water hit my face as he started picking his cabinet.

Was I ever surprised when  to a man he chose members of the CFR and
Trilateral Commission, and even held over a CFRer, the Deputy 
Secretary of
Defense from the Carter Administration. And amazingly, not a peep 
about
this betrayal from any right wing organization, not the National 
Review,
not even the John Birch Society, which filled every other publication 
with
laments about the CFR and the TC.

I wonder if the right wing, anti New World Order, mostly Republican 
crowd
will be taking a similar tally, as George Bush names his new 
administration
and most assuredly fleshes it out with CFR and TC members as well.

Probably not, for them it is all about "family values" and something 
they
call god.

'Accuracy' vs. 'Speed'

 
The signal moment of the 2000 election occurred at
2:16 on election night when Fox News freelance
consultant John Ellis called Florida and the election
for his cousin George W. Bush. The anchors of NBC,
CBS, CNN and ABC followed, lemminglike, within four
minutes. Ellis had previously admitted, "I am loyal to
my cousin I put that loyalty ahead of my loyalty
to anyone else," a view that appeared consistent with
the We Distort, You Deride standards of Murdoch's toy
network. Alas, Fox is a relatively simple case. But
how to explain the pro-Bush postelection of the rest
of the mainstream media? 

Part of the answer lies in the original goof itself.
Network executives enjoy profits, ratings and scoops,
but their first priority is to try not to look like
idiots. And given their premature election-night
ejaculations, this is just what happened. "Sip it,
savor it, cup it, photostat it, underline it in red,
press it in a book, put it in an album, hang it on the
wall. George W. Bush is the next President of the
United States," advised a hypercaffeinated Dan Rather,
outdoing his colleagues in poetical, if not political,
perspicacity.

From that moment on, media bigfeet adhered to a
Bush-camp script that deemed the counting crisis a
mere bump on the road to a restored Bush regency. Did
Gore win the popular vote? Never mind. What was once
feared by all as a potential crisis of legitimacy
evaporated into ether when the perceived winner and
loser in the equation switched places. Chris Matthews
had complained days before the election that "knowing
him as we do, [Gore] may have no problem taking the
presidential oath after losing the popular vote to
George W. Bush." But he quickly developed a case of
selective amnesia afterward and called on Gore to
concede. Before the election, it was the Bush team
that was quoted in the New York Daily News as planning
to overturn an Electoral College count in its
disfavor. And it was the party's House whip, Tom
DeLay, who has been openly plotting with his
Congressional cronies to reject the Florida vote if it
does not go their way. 

Never mind, also, that when you factor in the mistaken
votes for Pat Buchanan and the disallowed ballots for
Gore, the Democrat is the clear favorite of Florida
voters. Thousands of absentee ballots in Seminole
County, moreover, appear to have

The small hamlet of Stafford, California is the site of a landslide
that
originated on PL/Maxxam land that destroyed seven families' homes.
Stafford
is also home to the Stafford Giant, an ancient redwood tree now known
to
the world as Luna. The tree was named Luna by forest activists who
used the
light of the full moon to rig a treesitting platform 180 feet high in
the
redwood in October, 1997.

On December 10, 1997 Julia Butterfly Hill climbed into the tree to
protect
the magnificent redwood and to help make the world aware of the
plight of
the ancient forests. From her perch she carried out a tremendous
amount of
outreach to politicians, religious leaders, school children and
citizens
worldwide.  After two years of risking her life, Julia, with the help
of
members of the US Steelworkers of America and other forest activists,
successfully negotiated the permanent protection of Luna and a nearly
three-acre buffer zone.

The tree was protected by a Deed of Covenant, similar to a
conservation
easement that is held by the land trust Sanctuary Forest. The Luna
Preservation Agreement, signed by Julia Hill and PL/Maxxam Corp., was
designed to protect Luna in perpetuity so the tree could live for
another
millennium.

On Thanksgiving weekend it was discovered that a critical cut had
been made
into Luna by a large chainsaw. The perpetrator made one deep and
precise
cut that went through a significant portion of the tree. While the
tree is
still alive and standing, Luna is extremely vulnerable to a windstorm.
Judging from the precision of the cut and the fresh sawdust, the
criminal
action appears to have been committed by an experienced treefaller
within
the last few days.

Julia Butterfly was devastated to learn of the injury to Luna, "Luna
is the
greatest teacher and best friend I have ever had. I gave two years of
my
life to ensure that she could live and die naturally.  But two years
is
nothing compared to the thousand years she has lived, providing
shelter,
moisture and oxygen to forest inhabitants. It kills me that the last
3% of
the ancient redwoods are being desecrated. I feel this vicious attack
on
Luna as surely as if the chainsaw was going through me. Words cannot
express the deep sorrow that I am experiencing but I am as committed
as
ever to do everything in my power to protect Luna and the remaining
ancient
forests."

Circle of Life Foundation and Sanctuary Forest are researching what
can be
done to stabilize the critically injured tree. There is a criminal
investigation at the crime site for clues as to who may have
committed this
spiteful and malevolent action against this permanently protected
tree.

The forests surrounding Luna are sacrifice zones that were not
protected
under the Headwaters Forest Agreement. Other sacrifice zones include
the
old-growth Douglas fir forests on Rainbow Ridge in the Mattole River
watershed. Police convoys are actively trying to stop forest
activists from
defending these forested steep slopes that are slated to be clearcut
during
this rainy season.

John Ellis may be the Globe's most intriguing op-ed columnist. He's
certainly the best connected.


Don't Quote Me by Dan Kennedy

Last Saturday, John Ellis finally threw in the towel. Ever since the Monica
Lewinsky scandal broke, Ellis had used his op-ed column in the Boston Globe
to excoriate Bill Clinton as a sleazy liar who's demeaned his office -- and
to predict the president's imminent demise. Sneers a critic of Ellis's at a
competing news organization: "Clinton's resignation has been certain every
day for a year now. One of these days it might actually happen."
Which is why the fact of Ellis's surrender was so surprising -- even as his
rhetoric remained true to its incessant Clinton-bashing form. "It's over,"
he wrote. "The votes aren't there for conviction, and they're never going to
be there." A well-considered observation. But then he added petulantly,
"Those of us who believed that principled people in the Democratic Party
might draw the line at immoral behavior and illegal acts were wrong. Those
of us who thought a sense of shame might cause Clinton to resign for the
good of the country were wrong."
So much for matters over which, to quote House impeachment manager Lindsey
Graham, "reasonable people" can differ.
If it sometimes appears there's something personal about Ellis's obsession
with Clinton, well, there is. Clinton, you see, turned Ellis's Uncle George
into a one-term president back in 1992. Of course, one needn't be related to
George Bush to conclude that Clinton is a scumbag; but it doesn't hurt,
either. And the family connections don't stop there. Ellis's late
grandfather, Prescott Bush, was a US senator from Connecticut. A first
cousin, George W. Bush, is governor of Texas and a possible Republican
candidate for president. Another first cousin, Jeb (as in John Ellis Bush),
is governor of Florida. In fact, it's likely that the only journalists in
America more genetically well-connected than Ellis are George magazine
editor John Kennedy and NBC correspondent Maria Shriver.
Unlike Kennedy and Shriver, though, Ellis is not especially well known; his
readers are informed of his family ties only occasionally. When he writes
about George W.'s presidential prospects (as he did most recently last
Thursday), he never fails to note the relationship. But when he whacks
Clinton, be it for lying about sex, botching US policy toward Iraq, or
taking too much credit for the balanced budget, the Bush connection goes
unmentioned. "He's had many, many columns just fucking raking Clinton over
the coals. And the readers need to be reminded that there's a family grudge
with the guy," says a respected Boston Herald writer who asked to remain
anonymous.
It's an issue that both pains Ellis and puts him on the defensive. "I think
the `conflicts' issue is bogus," Ellis said in an e-mail exchange. "My
columns about Clinton have been harsh not because I am George Bush's nephew
but because I find Clinton truly loathsome. . . . My opinions about Clinton
may seem extreme in Boston; they are routine in most editorial boardrooms."
It is also true that Ellis, when judged by his work, appears to be no more
tanked up than (to name one example) his Globe colleague Tom Oliphant, a
notorious White House toady. But Ellis shouldn't be surprised when observers
take a family connection more seriously than mere bias.
Ellis is a guy whose entire career has been entwined with people he grew up
with and people he knows. After a decade-long career as a producer in the
NBC News election unit, Ellis resigned in 1989 to avoid the appearance of a
conflict created by Bush's inauguration as president. For much of the 1990s,
Ellis worked as a business consultant for politically wired dealmaker Larry
Rasky and wrote a weekly freelance column for the Globe, leading to repeated
-- if dubious -- accusations that Ellis used the Globe to reward Rasky's
friends and punish his enemies. (That awkward situation finally resolved
itself last fall, when Ellis left the Rasky/Baerlein Group and joined the
Globe as a full-time staff member.) Ellis has even drawn some
behind-the-back sniping for praising novelist Joseph Kanon (Los Alamos, The
Prodigal Spy), who just so happens to have taught modern literature to Ellis

There has been some interest re Ron Brown on the web lately.this
item gives some good information..recently I fund an old award the
Chinese kids at OSU had presented to my sister for work she did with
them..she had visited the Soviet Embassy and went to Kennedy Center
and Jean Dixon sat across from her.she was with people with commerce
department,  she was Int. Rep.   That was October 27 - on October 28 she
was dead.

I could accepted her death as "probable pneumonia"..but you see to
this day the Fire Department Squad, who pronounced her dead and the
Police Department who strung tape all over hell, said she had been dead
for over 2 hours yet I had just talked to her within the hour, and she
had called 911 for help.police said 911 did not tape calls, and that
is when I calld them every name in the book for I knew they did..I
could barely hear her voice - "please help me"...

How could a dead person dial 911?   To this day I wonder..when she
died the US Commerce Department sent reprs and flowers, and local
department closed down.might had she beat the president of Ideco
once, a steel company, IQ wise..she had what a lot of the others
lacked, a brain ...

Then I read this stuff..she died in 1991..but I still remember
she returned to her office once and a Russian was hiding in her office
closetsaid FBI was after him.

Some things are best forgotten, but this is one thing I remembershe
hurt nobody,  she did the work of 3 people and was kind and
considerate.I received hundreds of onotes from people, mostly small
businessmen whom she had assisted..

Then I remember and wonder...how does a dead person call 911 for
help?To this day the people involved say she was dead for two
hours..he house was ransacked, and the nice coroner .. had a man
on trial for murder, a doctor, on his payroll  .

Thanks to the internet, information is available from a variety of
media  sources  around  the world that brings to light profound truths
that would otherwise be completely repressed.  One example of this  is
the  case  to be made that TWA Flight #800 was shot down by a missile,
either by terrorists or by friendly fire from a U.S. naval  vessel.
Another example of the revelatory power of the internet,  which is
yet to gain widespread attention in the major media,  is evidence that
the  Clinton  administration  is  responsible  for,  wittingly or not,
extensive Chinese economic espionage in Washington and, in association
with this, the death/murder of Commerce Secretary Ron Brown.
Ron   Brown  was  killed  in  what  the  world  was  told  was  an
"accidental" plane crash in Croatia on April 3rd  of  this  year.  The
circumstances  surrounding  the  plane  crash were,  to say the least,
suspicious.  Something that struck me as somewhat unbelievable at  the
time was that the military plane the U.S.  Commerce Secretary had gone
down  in  lacked  the all-important "Black Box" to determine precisely
what caused the plane to crash.  That same plane had  carried  Hillary
and  Chelsea Clinton and Defense Secretary William Perry just the week
before  and  all  planes  that  carry  U.S.  government  officials are
required  to  have  a  Black  Box.  Thus,  it  is  difficult,  if  not
impossible,  to  believe  the  plane that went down in Croatia killing
Commerce Secretary Ron Brown did not have a Black Box.  Thus, there is
strong evidence suggesting a cover-up of the fatal  plane  crash.  Ron
Brown's plane my have been brought down intentionally.
Why,  however,  would  anyone  target U.S.  Commerce Secretary Ron
Brown in such an elaborate way?  In the wake  of  one  of  the  newest
Clinton scandals, the answer appears to be coming to light.
Going  into  the  election,  controversy  emerged  surrounding the
"Lippo Group",  an Indonesian conglomerate that had been  making  huge
and  likely  illegal contributions to the Clintons.  It turns out that
the Lippo Group was likely a front for China:
   In  what appears to have been a classic espionage operation
launched days after Clinton  was  elected  in  November  1992, China
Resources  purchased  at  a discount a 15% share in the Hong Kong
Chinese Bank, which is owned by the Lippo Group, the Indonesian
conglomerate with close ties to Clinton.
   Eight months later,  after the Lippo Group had demonstrated it
had direct access to  the  Oval  Office  and  was  able  to influence
American foreign policy,  China Resources increased its shareholding in
the bank to 50%.  This time,  the  Chinese paid  a  50% premium and gave
Lippo a profit of about £12m.  A key figure in the affair is John
Huang, a former Taiwanese air force officer.

2. Imagine that the self-declared winner lost the popular vote but won
based on some old colonial holdover (electoral college) from the
nation's pre-democracy past which did NOT refer to popular vote!

3. Imagine that the self-declared winner's victory hung on disputed
votes cast in a province governed by his own brother and that this very
state had been used by the intelligence service for over fifty years for
transhipping guns, sending secret mercenary troops to nearby islands to
subvert foreign govs.

4. Imagine that the poorly drafted ballots of one district, a district
heavily favoring the self-declared winner's opponent, led thousands of
voters to vote for the wrong candidate. And that the recount of this
district was shut down and ignored, the vote uncertified. 11,000 votes
ignored.

5. Imagine that members of that nation's most despised caste
(African-Americans) fearing for their lives/livelihoods, turned out in
record numbers to vote in near-universal opposition to the self-declared
winner's candidacy.

6. Imagine that hundreds of members of that most-despised caste were
intercepted on their way to the polls by state police operating under
the authority of the self-declared winner's brother.

7. Imagine that six million people voted in the disputed province and
that the self-declared winner's "lead" was only 327 votes.  Fewer,
certainly, than the vote counting machines' margin of error.

8. Imagine that the self-declared winner and his political party opposed
a more careful by-hand inspection and re-counting of the ballots in the
disputed province or in its mostly hotly disputed district.

9. Imagine that the self-declared winner, himself a governor of a major
province, had the worst human rights record of any province in his
nation and actually led the nation in executions.

10. Imagine that a major campaign promise of the self-declared winner
was to appoint like-minded human rights violators to lifetime positions
on the high court of that nation.

11. Imagine that the Secretary of State in charge of entire election, in
the state where this vote occurred was a supporter of the Intelligence
family candidate.

12. Imagine that the state from where the father of the moron candidate
provened, was run entirely by Oil Oligarchs who had paid for the murder
of the famed liberal president four decades earlier. Rent EXECUTIVE
ACTION w. Burt Lancaster and that these O.O. were poisoning the world's
air fully knowing other viable car energy sources existed. So this truly

None of us would deem such an election to be representative of anything

This is a free country, and if the Bush team wants to ask for private sector
donations,  let them, and let them make fools of themselves if needs be.
It's none of our business,  unless we choose to donate.  More power to the
Bush team transition,  if they think they can pull it off.

I find this begging for donations, no more disagreeable and disgusting than
the Gore team "pushing" and almost "knocking down" the Supreme Court's doors
to attempt to manipulate, RIGHT NOW,  the law in order to get the counts to
come out the way he wants them to.  The bottom line is now with Al Gore not
simply a Presidential race, it has turned to lust with him and he is not
going to be happy until he is literally handed the office of the presidency,
regardless of numbers.  How can anyone ever accept or respect someone who
has allowed this to become an obsession?  Let's talk about principals then.
Al Gore proves day by day that he has no concern for the people he claims to
be attempting to win this contest for,  but rather it has turned to selfish
desire to have that which is not his to obtain.

Let's face it,  Al Gore isn't interested in counted votes, he wants the
office,  the position, the pay check and the power of the President of the
United States.

Al Gore is well on the road to making himself the laughing stock of the
world.  He is deluded if he thinks he can pull the wool over the eyes of
Americans as is indicated by his declining support in polls.  I feel sorry
for this man for he is backed into a very difficult position.  How can he
say he wants ALL the votes counted and keep a straight face???  Americans
know that  what he really wants is the presidency and we know that there is
NOTHING he or anyone else can legally do to count ALL the votes in FL no
matter what he says he "wants".

He thinks it sounds good to say that but we are not as stupid as he would
have us be.  So in the final analysis, who is stupid?  Every time he or
Lieberman opens their mouths, they shoot themselves in the foot and the
polls show that fact.  I see other democrats jumping off that sinking ship
now
they see the handwriting on the wall.  Gore has killed his political future
by taking this too far and trying to manipulate via court action and
obviously false rhetoric.   He has hurt his party and his own image for
selfish reasons.

I watched the MSNBC (or CNN..forget which) report after his speech last
night and I'm now convinced the media is against him.  They talked
negatively about the speech for about 5 minutes and then went on their merry
way as if it had never happened.  My admittedly biased opinion is that Gore
shows too little confidence compared to Bush to lead this nation.  I like
Bush's manner in presenting himself.  And that is what this nation needs...
a man... not a mouse.  I want to see a man who shows more confidence than
Gore in the White House dealing with this nation and other nations.  I think
it's that rather than the American people being "tired" of this that is
influencing the polls now.

That and the obvious LIES told by the Demoncrats.h, I think I'll
leave that typo as is.  :)

The conservative watchdog group Judicial Watch has the green light to begin its own
count of disputed ballots in this month's presidential election in Palm Beach.
Palm Beach Circuit Judge Jorge La Barga gave Judicial Watch access to count the
votes. He cited a Florida state law that allows citizens to inspect ballots even
after the certification deadline has passed.
Florida Secretary of State Katherine Harris certified the election Sunday night,
giving Florida's 25 electoral votes to Republican George W. Bush.
Judicial Watch officials say more than 400 citizens from around the country have
volunteered to help the group count "disputed" and "other ballots" such as absentee
military votes.
Johnson, Lambert and Co., a public accounting firm, will oversee Judicial Watch's
effort because the group says the accounting firm has "expertise both in counting
ballots and fraud."
Besides Palm Beach, Judicial Watch plans to conduct an independent analysis of
disputed and other ballots throughout Florida.
Judicial Watch is best known for the legal challenges it has mounted against the
Clinton administration. It has often represented individuals who say they have been
harmed by Clinton or his White House. But the group's chairman says the Florida
recount is not politically motivated.
"It is important that an independent group, nonpartisan in nature, provide certified
numbers for the American people. The last few weeks have shown that one can't trust
partisans on the ground to count the votes," Judicial Watch Chairman and General
Counsel Larry Klayman said in a statement.
Klayman is in Florida on behalf of the effort and was not available for further
comment.
Judicial Watch also will use, where feasible, statistical and accounting techniques
to test the accuracy of the machine counts.
Despite the official certification by the state of Florida in favor of Bush, the
group decided to go ahead with the recount anyway.
"Even though there was official certification of George W. Bush as the winner of
Florida's electoral votes, Al Gore will contest this election. In this unusual
circumstance, it becomes all the more necessary to have an independent, nonpartisan
count.
"Judicial Watch will make its recount results available to the American public, the
courts and others who require an independent measure of the voting in Florida,"
Judicial Watch President Tom Fitton said in a statement.

Ivkovic is Serbian Minister of Science and Technology. He was forced from 
this position after the Oct. 5 coup d'etat. Mr. Ivkovic had been in 
charge of the highly successful program of rebuilding bridges, factories and 
homes destroyed by the NATO bombing. We interviewed Mr. Ivkovic at the 
end of October and again in early November. This is the first interview. The 
interviewer is Jared Israel, editor of www.tenc.net Interview with Bane Ivkovic 
Israel: I understand you were in charge of reconstruction after the 
bombing. Ivkovic: Yes. For four years I had been Serbian Minister of 
Construction and then starting in 1998 I was Minister for Science and 
Technology. During the bombing I organized a special group to help the 
130,000 workers left jobless by NATO bombing their factories. We wanted to 
do more than just rebuild; we tried at the same time to restructure our 
economy, to increase the number of small and medium enterprises. We were 
able to set up 1050 such businesses. This created 33,000 new 
jobs.Israel: Private or public sector?Ivkovic: Mainly private. 
The Ministry developed relations between the [scientific and technical] 
Institutes and these displaced workers. We collected 2900 plans for small 
and medium businesses, programs to produce goods using Serbian resources 
instead of importing these products. To finance these new businesses, after 
the bombing we collected money by asking everyone with a job to give one or 
two day's pay and using this as well as money from the Serbian government we 
offered the displaced workers five year loans at excellent rates so they 
could set up their own production facilities. Israel: So these 
businesses were privately owned by groups of employees?Ivkovic: Yes. Up 
until then we had relatively few small and medium enterprises. We wanted to 
strengthen the small business sector, especially in the villages. It's our 
opinion that these small, profitable businesses are the way to stop the flow 
of young people to the towns.Israel: Just to get clear, these 
enterprises were privately owned by the people who worked there? 
Ivkovic: Yes.Israel: Not just by one man? Ivkovic: No no 
no by the people. Each unemployed worker could take a loan for himself, but 
several workers could get a collective loan and apply it to one business. 50 
of them could get 50 times more money. Israel: So they could start 
something of some size. Ivkovic: Yes, but it would be their own. Their 
own factory. Their own enterprise.Israel: You know the Western 
propaganda says Yugoslavia was run so that a few people made a lot of money 
and everybody else got nothing.Ivkovic: It's not true. You must 
understand a couple of things here. First of all, there is private business 
in Serbia, and this is nothing new. After 1945 we had people who owned land 
in the villages, people who owned private enterprises. Not so much in the 
1940s, 1950s, and 1960s. But in the 1970s and 1980s this became far more 
common. A lot of these people established their own small offices, markets, 
enterprises and factories and now I think 50% of our economic life is in the 
private sector and it's a very profitable private sector. These owners are 
people of varying political viewpoints.The second thing is, we have been 
under a United States imposed embargo for 8 years and during that embargo 
some people who had previously been criminals went into business exporting 
or importing goods which were under embargo, and they made a lot of money. 
Those people are not the socialist party. We are a party of over 500,000 
people, mainly ordinary working people. Of course whenever a party is in 
power it attracts some opportunists, some who are there for reasons other 
than principle; but those people have left us or are leaving us now and as 
for the ones who remain, what possible gain is there in it for 
them?Foreign investmentIvkovic: When I was Serbian Minister for 
Construction I proposed a Federal Law On Foreign investment. On the 
[Serbian] Republican level we have a concession law and a law for ownership 
transformation. But then came the embargo and we couldn't do as much as we 
wanted at that time.Israel: So you want foreign investment? 
Ivkovic: Yes, why not? In the past I was involved in negotiations with 
several very powerful groups of foreign investors about concessions in road 
construction and electric power production. Unfortunately everything that 
happened with Kosovo and Metohija put a halt to those negotiations. [Kosovo 
and Metohija is the Serbian name for what the West calls 
'Kosovo.']Israel: I don't know if you read the piece that Chossudovsky 
and I wrote about the IMF and the World Bank and their harmful effects.

One more theory on the unending election

Everyone else is floating theories on the meaning of the election that will not
end.  Here is mine.

What we are seeing in our politics is the predictable result of what occurs when
institutions, philosophies and faiths that once united us have either died or have
been so co-opted by other considerations that when they're most needed they
lack the power to come to our rescue.

Take truth, for example. Americans have always disagreed on what the truth of
some things might be, but mostly we agreed on substantive things and we
believed that truth exists. Our privilege in a free society was to try to find it.
Today, to even suggest one knows what truth is, or where it may be found,
risks ostracism and condemnation by certain elites who are determined to
advance their own concepts of truth, while simultaneously refusing to
acknowledge there is such a thing.

Education once taught universal truths, including the pre-eminence of the
American way of life, honesty, hard work, values that did not conflict with
what was mostly lived out at home, personal responsibility, knowledge and
wisdom. Today's government schools serve as laboratories and training grounds
for a self-centered view of Man and indoctrination centers for people who
would promote ideologies and behaviors that were once believed to be the
antitheses of truth.

Religion once was seen as a positive contributor to individual virtue and
national honor. It has now been co-opted by politicians and clergy of the left
and right. Some on the left would use religion to advance a social agenda
underwritten by the taxes of all. They want its authority, but not its content.
Some on the right use religion to advance a moral agenda through government
edict, which they have decided is quicker (and more financially appealing and
ego-fulfilling) than the selfless ways of the leader they claim to follow. To
many of them, the way of the ballot box and the bank is to be preferred to the
way of the cross.

The law has been disrespected, not only by the Clinton-Gore Administration,
but also by many citizens, who now see it as just one more prize, which can be
claimed if the machinations and manipulations of one side outfox and
overpower the machinations and manipulations of one's opponents.

Responsibility to the whole has been replaced by demands for the individual.
Race, class, gender, sexuality, income, politics and personal interests divide us.
Instead of being united because of a shared belief in the American way of life,
we undermine ourselves through our determination to have our own way even
if by having it we destroy the nation our Founders designed to protect us from
the evils of individualism.

Our Founders were men of strong conviction. They disagreed about many
things, but in forming this "more perfect union," they subordinated some of
their individual beliefs for the greater good. Today we are seeing the opposite.
People want their own way, regardless of the damage caused to the greater good
and to the strength of the nation itself. That's why the Gore campaign vows to
fight on regardless of the certified results in Florida that affirm George W.
Bush the winner of that state's 25 electoral votes and the election.

Writing in The Times of London on November 20, opinion writer William
Rees-Mogg contends that whether George W. Bush or Al Gore is victorious,
"America is the loser." Rees-Mogg believes neither candidate looks big enough
or powerful enough to overcome what he sees as three challenges: "a bitterly
disputed election, a hostile Congress and the downturn of the economic cycle."
Rees-Mogg contends the age of the "imperial presidency" has passed and that
Bush may be the better choice because "he is more modest in his ambitions."
Indeed, the presidency has been overrated by too many of us who have tried to
imbue it with powers it should not and does not have and rob it of powers that
belong to that office.

Still, leadership reflects followership, and in what's left of our Constitutional
Republic, the fault, to paraphrase Shakespeare's peroration in "Julius Caesar,"
does not lie in our leaders, but in ourselves.

Voter error invalidated 2 million ballots nationwide

The uncounted ballots in Florida — which have played a key
role in Democratic challenges — are just a drop in the bucket of
ballots dismissed nationwide because of voter error, say political
observers.

An estimated 180,000 votes were dismissed in Florida — out of 6.1 million votes
cast — because of improper voting procedures.

However, more than 2 million ballots were tossed out in all 50 states and also
will not be counted,
said Curtis Gans, director of the Committee for the Study of the American Electorate.

Mr. Gans estimates that between 1 percent and 1.8 percent of votes cast — or 2.1
million to 2.8 million ballots — were eliminated nationally.

"These are people who by one form or another did not accurately do their ballot,
and it was thereby thrown out for one reason or another," Mr. Gans said.

Vice President Al Gore is contesting the election in Florida based on
"incomplete and inaccurate" vote tallies. The official count announced Sunday
night gave Republican George W. Bush a 537-vote victory in Florida and the
state's 25 electoral votes.

"If we ignore the votes that have been cast, then where does that lead?" Mr.
Gore asked rhetorically in a telephone call yesterday to congressional
Democrats. "The integrity of our
democracy depends upon the consent of the governed, freely expressed in an
election where every vote is counted."

"What is at issue here is nothing less than every American's simple, sacred
right to vote," said Sen. Joseph I. Lieberman, Mr. Gore's running mate.

"How can we teach our children that every vote counts if we are not willing to
make a good-faith effort to count every vote?" the Connecticut Democrat asked
Sunday after Florida's secretary
of state certified election returns.

The every-vote-must-count mantra makes sense on paper, but
election experts say it is not feasible to count every vote cast, and
in this case is "sheer hypocrisy," said Rep. John Shadegg,
Arizona Republican and an election lawyer.

"Clearly, they do not believe that every vote should count.
These thoughts are impeached by their attempts to get military
overseas ballots thrown out, and also impeached by the fact they
did not ask for a manual recount in any of the remaining Florida
counties which also used punch-card ballots," Mr. Shadegg said.

"Realistically, the answer is no, you cannot count every
vote," said Doug Lewis, director of the Election Center, an
international service association of election and voter registration
officials.

Sometimes, voters fail —through their own error — to turn a
ballot into a vote.

"Obviously, if the voter votes in a manner where it is
impossible to determine their intent or that they voted for too
many people, then you have no choice but to remove that vote
from the count," Mr. Lewis said.

Sen. Larry E. Craig, Idaho Republican, said it is a known
factor that a certain percentage of votes is discarded during
machine counts. Mr. Craig said every effort is made to create
uniformity and fairness in counting votes, but it does not mean
every vote can be counted.

"While that is frustrating to some, it has never been that
way," Mr. Craig said.

Mr. Craig said the quick reaction by Mr. Gore's campaign to
ask for recounts indicates they were prepared in advance of
Election Day to ask for hand counts in heavily Democratic
counties to swing a close vote.

"This was a well thought-out and planned strategy in
advance. When Al Gore said he would do anything and
everything to win this election, we must take him at his word,"
Mr. Craig said.

Contacted by The Washington Times, several secretary of
state offices said they do not keep numbers on how many ballots
are thrown out after an election, but "rejected ballots are a
normal occurrence," said a spokeswoman in the Alabama
secretary of state's office.

Secretaries of state across the country have formed a
committee to study election-reform issues raised in this election,
said Leslie Reynolds, spokeswoman for the National Association
of Secretaries of State.

"We've been looking at these issues for a long time. Now,
everyone is interested," Miss Reynolds said.

Every vote would count "if we get rid of the rickety
machines," said Al Felzenberg, visiting fellow at the Heritage
Foundation.

"Voting should not be a mysterious or burdensome process,"
Mr. Felzenberg said.

[CTRL] RadTimes -- Update proposal

Hi folks,

Apologies for the delay of RadTimes. (A number of issues will be assembled
shortly.)

I needed to write the following:

The response to RadTimes has completely exceeded my expectations. I started
this off in the middle of August and have now produced 113 issues. This
averages to more than one per day. Subscriber response has been tremendous,
indicating a definite need for this type of "radical clipping service." I
started off with 30 recipients and am now up to over 300 individual
subscribers. New subscription requests arrive daily. (I sent out only one
subscription invitation during this time, so most of this increase has been
via RT circulation online, where I notice (with no small satisfaction) that
it is showing up in numerous non-subscriber venues.) I am also posting RT
to a few selected email groups, whose membership cumulatively totals around
700. This means that well over 1000 people receive RadTimes daily! I have
also picked up a small army of people who regularly submit newsworthy items
for inclusion. While all this is more than gratifying, and an indication to
me of the importance that RadTimes has come to play in the online world, I
find I have less time to sort through the onslaught that has become my
daily inbox and to also concurrently earn a living.

It has become apparent that I am over-extended in gathering, reading, and
assembling articles for RadTimes. I initially intended to stop at issue #
100, and take a break, but current events compelled (and continue to
compel) me to keep publishing. 'Vital irregularities' continue to pour in,
but I find myself overlooking my financial underpinnings. I do have a
fairly productive business operating online, but the more time I put into
RadTimes, the less time I have for income generation; and vice-versa. I now
find myself in the position of either, a) having to stop producing RT for
some period of time and attend to my personal finances, or, b) appeal to my
readership to help underwrite this project (and hopefully others).
I have decided to try b).

In addition to wanting to continue RadTimes, I'd also like to engage a
number of new projects:

--Compilation of a "How to produce your own RadTimes" guide. This will be a
list of information sources I've been using to produce the newsletter,
which will contain a list of lists, how to subscribe to them, useful
websites, etc., so folks can either get this type of information directly
or use it to produce similar newsletters. It will, of necessity, be quite
lengthy. I will attempt to get this out regardless of the ongoing status of
RT.
--Editorializing. The stories you see in RT beg for commentary and
contexualization. Not left, not right, but from a definite anti-domination
perspective.
--More outreach. More subscribers.
--A new compendium of environmental news, tentatively called "The Hard
Green Herald". It will be identical in format and spirit to RT but will
focus on our continuing environmental decline and opposition to same.
--I've been offered the editorship of the Haight Ashbury Free Press
http://www.hafp.org/. Non-paid position,  but offers an excellent outlet
for news, activism, etc. This site has the potential for some serious
development and online impact. I have numerous ideas for the site.
--Give RadTimes a web presence. Conversion into html, archived and
cross-referenced, either on the Free Press site above or on its own site.
--There are a number of "name" subscribers to RadTimes. Facilitating some
networking and/or dialogue among subscribers may (or may not) be
appropriate. (Anonymity is always respected.) There is a huge body of
collective wisdom available that I can infer from merely perusing the
subscriber list.

To continue RadTimes without interruption and to move forward with the
above projects, I need some of the following to happen:

1) Large donor underwriting:
My expenses are $2000/month. Cover all or part of them, or find me someone
who can.

2) Put me on the payroll:
Hire me to do similar (compiling/editing/researching) efforts under the

 PERSPECTIVE ON THE ELECTORAL COLLEGE
AND THE CONSTITUTIONAL SELECTION OF A NEW PRESIDENT


[The following memorandum, prepared by EIR Legal Editor Edward Spannaus,
represents our best estimate at the moment of what are the essential steps
and mechanisms required to meet a standard of constitutionality, in the
process of selecting a President though the Electoral College and the
Congress. This does not mean that the steps outlined will happen, but it
describes what SHOULD happen. We will be pleased to consider any comments or
refinements from readers.]

   During the process which runs from now, through the December 18 voting by
the Electoral  College, and then the January 5-6 consideration of those
Electoral votes by the Congress, it is essential that the constitutionality
of the process be respected and preserved, while at the same time the
process be guided by a commitment to the intent and spirit of the U.S.
Constitution, particularly its General Welfare Clause.

   This was the most corrupt election in U.S. history. It is incumbent upon
the Electors who constitute the Electoral College under the Federal
Constitution, to take into account during their deliberations, the
contamination of the vote, as it bears upon the authenticity of the vote
count, and the integrity of the presidency itself.

   The principal elements of the corruption of the presidential campaign
during the entire year  2000, are:

   -- The rigging of the nomination process of the two major parties to
ensure that two look-alike, thoroughly unqualified candidates, were awarded
their respective parties' nomination with virtually no public dissent. This
rigging took place through thuggery and intimidation, illegal vote-stealing
tactics, and the use of the news media to create the perception of a
unstoppable momentum for both "leading" candidates.

   -- The news media further rigged the election process through its general
refusal to provide substantial news coverage to any but the two "leading"
candidates, the exclusion of third-party candidates Ralph Nader and Pat
Buchanan from the presidential debates, and the falsified reporting of
results early on the night of the Nov. 7 elections, before polls had closed
in many parts of the country.

   -- Unprecedented amounts of money were thrown into a presidential
campaign, in which there was no fight over ideas, no substantial difference
between the two "leading" candidates, and no reason for voters to go to the
polls to vote for a candidate -- only to vote against a worse one.

   -- Under these conditions, vote fraud and illegalities -- which are
endemic to U.S. elections under any circumstances -- became the primary
feature of the election process, including the rampant violation of the
constitutional and civil rights of minority voters and others.

   The Electoral College, and the United States Congress, have a solemn
constitutional and moral responsibility to consider such evidence,
respecting the contamination and pollution of the electoral process, as this
bears upon the integrity of the reported vote. Even if such evidence were
not sufficient in a court of law to overturn the results in particular
states or jurisdictions, the Electoral College and the Congress may not
blind themselves to these realities, in the interests of procedural
efficiency or "finality" of results. There are three points of inflection of
the constitutional process of the selection of the President, of which we
should be aware, including possible courses of action to be taken at each
point.

 1. December 18, 2000: The Electors meet and cast their votes for
President and Vice President in their respective state capitols. Only in
about half of the states, are Electors bound by state law to cast their
Electoral votes in accordance with the popular vote in their states -- and
the constitutionality of those provisions is dubious. Clearly, under the
intent of the Constitution -- not only the provisions regarding the
selection of the President, but above all, its fundamental principle of the
General Welfare -- the Electors are primarily obligated to vote according to
reason and conscience, and not to support any candidate unqualified to fill
the office of the President and unable to govern according to Constitutional
principles. (The leading example of this, is Alexander Hamilton's campaign
to ensure that Thomas Jefferson, and not Aaron Burr, became President in
1801.) Electors are not bound to vote for either Bush or Gore, but may cast
their votes for any person who meets the Constitutional qualifications to be
President.

2. January 3-6: The new Congress is sworn in on January 3. On January 6
(or perhaps January 5 this year), the House and Senate meet in joint session
to unseal, and tally, the Electoral votes transmitted by each state. If no

problems.

 problems...giving the impression that they are drawing closer to attacking Israel as

 appear weak and unable to come to the aid of our ally.
  Secondly, he said that the reason Barak has been so restrained with retaliation
 operations is because NATO has threatened to bomb Israel if Israel moves any stronger
 against the Palestinians! Barak is actually trying to protect his civilian 
population from
 NATO bombs.  However, he said he doesn't think this scenario can go on much longer 
which
 leads to
   Thirdly, Israel is expecting an Arab attack soon, while America is in turmoil, and 
he
 said there is no doubt in the Israeli intelligence community that this war will be 
nuclear
 at some point, probably by the third day.  He also said that America will suffer 
greatly
 and Jews and Christians will both be in danger - persecution, etc. of a significant 
depth
 to cause American Jews to literally "run for their lives" with Christians following 
in
 their footsteps.  (He knows about the teaching on the Rapture but himself personally 
is
 not sure exactly how that plays out.)

information
 that he has from reliable sources. He believes deeply in God and said twice that if 
he did
 not know that God was in control, he could not sleep at night.

  The uncounted ballots in Florida — which have played a key role in
Democratic challenges — are just a drop in the bucket of ballots dismissed
nationwide because of voter error, say political observers.


 An estimated 180,000 votes were dismissed in Florida — out of 6.1
million votes cast — because of improper voting procedures.
 However, more than 2 million ballots were tossed out in all 50 states
and also will not be counted, said Curtis Gans, director of the Committee for
the Study of the American Electorate.
 Mr. Gans estimates that between 1 percent and 1.8 percent of votes cast
— or 2.1 million to 2.8 million ballots — were eliminated nationally.
 "These are people who by one form or another did not accurately do their
ballot, and it was thereby thrown out for one reason or another," Mr. Gans
said.
 Vice President Al Gore is contesting the election in Florida based on
"incomplete and inaccurate" vote tallies. The official count announced Sunday
night gave Republican George W. Bush a 537-vote victory in Florida and the
state's 25 electoral votes.
 "If we ignore the votes that have been cast, then where does that lead?"
Mr. Gore asked rhetorically in a telephone call yesterday to congressional
Democrats. "The integrity of our democracy depends upon the consent of the
governed, freely expressed in an election where every vote is counted."
 "What is at issue here is nothing less than every American's simple,
sacred right to vote," said Sen. Joseph I. Lieberman, Mr. Gore's running mate.
 "How can we teach our children that every vote counts if we are not
willing to make a good-faith effort to count every vote?" the Connecticut
Democrat asked Sunday after Florida's secretary of state certified election
returns.
 The every-vote-must-count mantra makes sense on paper, but election
experts say it is not feasible to count every vote cast, and in this case is
"sheer hypocrisy," said Rep. John Shadegg, Arizona Republican and an election
lawyer.
 "Clearly, they do not believe that every vote should count. These
thoughts are impeached by their attempts to get military overseas ballots
thrown out, and also impeached by the fact they did not ask for a manual
recount in any of the remaining Florida counties which also used punch-card
ballots," Mr. Shadegg said.
 "Realistically, the answer is no, you cannot count every vote," said
Doug Lewis, director of the Election Center, an international service
association of election and voter registration officials.
 Sometimes, voters fail —through their own error — to turn a ballot into
a vote.
 "Obviously, if the voter votes in a manner where it is impossible to
determine their intent or that they voted for too many people, then you have
no choice but to remove that vote from the count," Mr. Lewis said.
 Sen. Larry E. Craig, Idaho Republican, said it is a known factor that a
certain percentage of votes is discarded during machine counts. Mr. Craig
said every effort is made to create uniformity and fairness in counting
votes, but it does not mean every vote can be counted.
 "While that is frustrating to some, it has never been that way," Mr.
Craig said.
 Mr. Craig said the quick reaction by Mr. Gore's campaign to ask for
recounts indicates they were prepared in advance of Election Day to ask for
hand counts in heavily Democratic counties to swing a close vote.
 "This was a well thought-out and planned strategy in advance. When Al
Gore said he would do anything and everything to win this election, we must
take him at his word," Mr. Craig said.
 Contacted by The Washington Times, several secretary of state offices
said they do not keep numbers on how many ballots are thrown out after an
election, but "rejected ballots are a normal occurrence," said a spokeswoman
in the Alabama secretary of state's office.
 Secretaries of state across the country have formed a committee to study
election-reform issues raised in this election, said Leslie Reynolds,
spokeswoman for the National Association of Secretaries of State.
 "We've been looking at these issues for a long time. Now, everyone is
interested," Miss Reynolds said.
 Every vote would count "if we get rid of the rickety machines," said Al
Felzenberg, visiting fellow at the Heritage Foundation.
 "Voting should not be a mysterious or burdensome process," Mr.
Felzenberg said.

WASHINGTON –– For Al Gore, the daily roulette wheel of election-saga emotion
seemed to teeter Tuesday on the line separating red from black.

Publicly, the vice president showed a steely ire as he sought to place blame
for the drawn-out presidential election in George W. Bush's lap.

Gore called a news conference – a rare event – on the lawn of the vice
presidential residence. He rapped Bush for rejecting his proposed expedited
schedule for resolving his court challenge of the Florida presidential vote.

Gore fumed that the result would be "two weeks of additional court
proceedings and additional hearings.

"I believe this is a time to count every vote and not to run out the clock.
This is not a time for delay, obstruction and procedural roadblocks." He
noted pointedly that Bush was the first to file lawsuits over the Nov. 7
balloting.

But some of Gore's closest associates said he privately battles frustration
and dread that time will run out before his arguments against the accuracy of
Florida's count are fully heard and weighed in court.

One person who has been with Gore as he oversees legal and political strategy
from his mansion within the gated Naval Observatory described the senator's
son and career politician as "a lost soul" consumed by the struggle for his
political future.

Gore, a longtime Washington loner who does not schmooze, has strained at
times to project a sociable geniality.

He and running mate Joseph Lieberman and their wives had lunch Monday at a
restaurant popular with tourists. The week before, they double-dated over
margaritas.

Other times, he tries to show a businesslike confidence that he has an
administration to assemble.

Gore extended Treasury Secretary Lawrence Summers an unusual last-minute
invitation to lunch on Tuesday, inviting news cameras in for just the slice
of time between the pouring of the iced tea and the serving of the
hamburgers.

Gore is widely expected to ask Summers to stay on in any Gore administration.
But after setting up the Cabinet-making image, he contradicted it.

It was only lunch and a chitchat on the economy with "a close friend and
close adviser," he said. "I don't think it's right for me to be offering
people jobs."

Heartened by election night numbers that showed he won the popular vote
nationally by some 200,000 votes, Gore has become emboldened as that margin
has grown to exceed 300,000 votes. He believes those numbers give his contest
legitimacy, said another close adviser, also speaking on condition of
anonymity.

The adviser said Gore is flabbergasted that Americans show "no outrage over
an election being stolen" in Florida.

Instead, several polls suggested Monday that people want the ordeal to end
and Gore to concede.

But Gore said Tuesday: "I'm quite sure that the polls don't matter in this,
because it's a legal question."

Hours later, an NBC poll, the first to measure reaction to Gore's televised
speech Monday night defending his vote challenge, offered a mood tonic: The
country was evenly split on whether Gore should give up or fight on.

He squinted into the sun to field other questions. He said he was contesting
the tally in Florida's heavily Democratic Miami-Dade county – and two others
– but not Republican-leaning areas because that's where the counting mistakes
were concentrated.

"One thing to remember is that the old and cheap, outdated machinery is
usually found in areas with populations that are of lower income, minorities,
seniors on fixed incomes," Gore said.

He declined to weigh in on the Rev. Jesse Jackson's contention that black
Florida voters were intimidated in violation of the Civil Rights Act.

The last question Gore took: "Are you going to win?"

"I hope so," he said.

AUSTIN, Texas –– George W. Bush, in a bold gesture to assert authority, is
moving key operatives to Washington and seeking private financing for a
presidential transition.

In the face of Democratic court challenges to the Florida presidential
balloting, the Texas governor was pressing ahead with plans to form a new
government and to fill thousands of top positions now held by Democrats.

"We can move fairly rapidly in a couple of areas, but he has to decide the
timing," Bush's vice presidential running mate, Dick Cheney, said Tuesday on
NBC's "Today."

He said there was a "good possibility" that a Bush Cabinet would include some
Democrats. "The governor has given me instructions to look in those areas,"
said Cheney, who is overseeing transition planning. "We clearly will."

Cheney said Bush was reaching out to people with experience, including some
from the Bush and Reagan administrations, "but we're also going to want new
talent. We're going to want to emphasize diversity. We're going to want a
broad Cabinet."

Bush was to designate retired Gen. Colin Powell as secretary of state and
Stanford University scholar Condoleezza Rice as national security adviser. He
also was expected to give economist Lawrence Lindsey a top economic job.

Bush settled on these selections before the election and has not changed his
mind, aides said.

However, there remained some questions about scheduling, with Powell hoping
to wait until some of the legal fireworks in Florida have subsided, the aides
said.

Associates close to Bush said the list of prominent Republicans under
consideration for top jobs included Montana Gov. Marc Racicot and
Indianapolis Mayor Steve Goldsmith.

Racicot, who has emerged as a top advocate in the Florida recount fight, has
been mentioned as a possibility for Interior secretary or attorney general.
Goldsmith's name has been circulated as a potential housing secretary.

Bush hopes to appoint at least one Democrat to a high-profile job, his
associates said. Former Sen. Sam Nunn, D-Ga., has been mentioned as a
possible candidate for defense secretary and Democratic Gov. Jim Hunt of
North Carolina could find himself on a list of potential education
secretaries, aides said.

Rebuffed by the Clinton administration in a bid for office space and $5.3
million in federal funds, a defiant Bush team announced Monday it would seek
contributions of up to $5,000 each from individuals to help pay for a
transition office in the nation's capital.

He also was moving critical elements of his operation from Austin to
Washington to establish a presence near the center of federal government.

Cheney himself will be based in Washington.

He announced that Clay Johnson, Bush's gubernatorial chief of staff, would
serve as executive director of the prospective transition.

Cheney also announced that Ari Fleischer, a senior campaign spokesman, would
serve as transition spokesman.

Both Johnson and Fleischer will move from Austin to Washington.

The actions of the Bush camp contrasted sharply with assertions by Democrat
Al Gore that the election won't be over until the courts say it's over. His
camp is seeking legal action to reopen Florida's vote recount.

"Let the people have their say, and let us listen," Gore said Monday night in
a nationally televised address to the nation.

That address was closely monitored in Austin – Bush watching from the Texas
governor's mansion and the campaign staff assembled before television sets at
campaign headquarters.

Fleischer said Gore's address offered "nothing new."

Gore "was just unfortunately not giving Americans the full picture of what
took place," Fleischer said. "He did not advance his case."

A day after declaring himself the winner of the presidential election based
on his certified – but legally challenged – victory in Florida, Bush huddled
on Monday with Andrew Card, his choice for White House chief of staff, and
got down to transition business.

The General Services Administration in Washington is refusing to open a
transition office or release $5.3 million for the next president-elect until
the contest is settled.

"This is regrettable, because we believe the government has an obligation to
honor the certified results of the election. Despite the decision, we feel it
is our obligation to the American people to honor their votes by moving
forward and assembling the administration that they've chosen in this
election," Cheney said.

"Therefore, at the direction of Governor Bush, we will proceed, drawing on
other sources," he said.

There are some 3,000 top positions to be filled by the new president – nearly
all of them now held by Democrats.

Al Gore and Joe Lieberman say their motive in refusing to acknowledge their
thrice-confirmed defeat is to defend the "larger principle" that every vote
must count. I wonder if even one in four people believe them. If they keep
this up, it won't be one in 10.

Rather, they are defending the "smaller principles" that every Gore vote must
count at least once and that they must win at all costs.

What we are witnessing is an unparalleled demonstration of arrogance and
self-indulgence. Do they really believe that their leadership is so important
to the nation that all principles can be sacrificed?

I suppose that Gore and Lieberman think most of us in middle-America (flyover
country) rode in on pumpkin trucks. But surely even imbeciles wouldn't have
been fooled by that hokey televised conference call they staged with Dick
Gephardt and Tom Daschle. To call it sophomoric would be abundantly generous.

Isn't anyone in the Democratic Party getting embarrassed at their behavior
yet? Isn't there some point beyond which rank-and-file Democrats will
withdraw their support?

Try to imagine Gore and Lieberman as our children -- which isn't much of a
stretch, actually -- and how, as parents, we would deal with them. When they
initially lost the automatic recount wouldn't we -- in order to instill in
them a firm moral foundation -- have told them to accept defeat graciously?

After promising that they would accept the result of the manual recount, they
reneged when it didn't produce a victory for them. Just like class bullies --
they keep changing the goal posts.

It's bad enough when the class troublemaker throws a tantrum when he doesn't
get his way, but we are talking about the vice president of the United States
and his running mate. Gore learned well from the master. This isn't that
different from Clinton's reaction when he was "caught with his pants down"
with Monica Lewinsky.

Do you remember that little poll Dick Morris conducted at his own expense to
trial balloon an apology speech he had written for Clinton to deliver to the
American people? In it he had Clinton admitting that he'd had an affair with
Monica and putting his fate in the hands of the people. To Morris' utter
surprise, the people favored Clinton's resignation, 47 percent to 43 percent.
What do you suppose Clinton thought of the vaunted "will of the people" then?

You guessed it. He told Morris to scrap the speech. Clinton said, "Well, we
just have to win then." That little sentence became the rallying cry for the
next year, during which Clinton would subordinate every principle, all people
and the national interest itself to his singular obsession to stay in power.
And stay in power he did.

Fast forward to late October 2000. Bill Clinton's would-be-successor, aware
of the polls, believed that he was on the verge of losing the election and
that his lifelong dream would soon be shattered. So what did he do? He
assembled the Clinton-Gore war room veterans and told them, "Well, we just
have to win then."

Don't fool yourself. Gore's objections to the election were not formulated
after he observed fraud or anomalies in the Florida election. They were part
of a pre-formulated strategy conceived in the war room to create the illusion
of substantial irregularities to justify a post-election judicial coup.

What Gore didn't anticipate was that popular opinion would turn against him
-- he is said to be stunned by Bush's post-election PR success. But this
isn't about PR; not everything is spinnable. I have a renewed confidence in
America as I watch the Clinton-Gore propaganda machine finally being
checkmated by the scrutiny of an acutely engaged electorate.

Several months ago, I ridiculed the idea advanced by some conservatives that
Bill Clinton intended to remain in office beyond January 2001. How
ridiculous.

Well, how much different is that from what is going on? Like a spoiled brat
who thinks America exists solely for his and Al Gore's pleasure and designs,
Clinton has instructed the GSA not to turn over the keys and transition money
to president-elect Bush. Listen to me Bill and Al: Those are not your keys,
and it is not your money.

In the immortal words of Glenda, the good witch of the North, "Be gone, you
have no power here."

 In Florida, about 180,000 of the ballots were these so-called
``undervotes,'' which don't count toward a presidential candidate. That's
nearly 3 percent of the more than 6 million ballots Florida citizens turned
in.
 The Democrats have been using undervote percentages to press their case,
but the numbers in Florida are not different from those in the rest of the
nation.
 "What nobody likes to recognize is that voters go to the polls and in
very closely contested races cast NO vote for that race,'' said Doug Lewis of
the Election Center, an independent clearinghouse that works with election
authorities nationally.


More Than 2M Ballots Uncounted

WASHINGTON (AP) - Al Gore and George W. Bush are locked in a legal fight over
whether to manually recount almost 15,000 disputed ballots in two Florida
counties, a tiny - but strategic - share of more than 2 million ballots
nationwide that weren't counted toward picking a president.

Electoral geography, at least as much as proper vote-counting practices,
appear to be driving this legal struggle. Florida's 25 electoral votes will
likely determine the presidential election.

Miami-Dade and Palm Beach counties were two of the handful of Florida
counties identified by the Gore campaign as likely sources of uncounted votes
to be explored. The Bush campaign has argued that manual recounts are not as
reliable as machine counts.

Nationwide, an estimated 2.1 to 2.8 million ballots did not get counted
toward the presidential total, said Curtis Gans, director of the Committee
for the Study of the American Electorate, based in Washington.

``Some of those were thrown out and some of those were from people who didn't
vote for president,'' Gans said Tuesday, noting that he had no way of knowing
how many of the votes were not counted for different reasons.

Since 1980, Gans' committee has compiled election data from 35 states that
provide the total number of ballots their voters have cast and the number of
votes for president.

Because the state-certified count gave Bush a 537-vote victory, Democrats

candidate.

The campaigns have been using undervote percentages to press their cases,
with Republicans saying the numbers in Florida are not different from those
in the rest of the nation and Democrats insisting they are an aberration.

Gore supporters say the problem in Florida largely can be traced to paper
punch-card ballots, which have added ``chad'' - dimpled, swinging, pregnant
and otherwise - to the national lexicon. Chad are the tiny pieces of paper
that pop out of a ballot when a voter chooses a candidate.

The Bush campaign released its estimates Tuesday, citing preliminary vote
totals from 32 states, they concluded that 1.9 percent of Americans who cast
ballots either did not vote for president or made some mistake that
disqualified their vote.

``They've been counted just like all of the other non-votes, not only in
counties in Florida but also in other counties across the United States,''
James A. Baker III, representing Bush, said Tuesday.

Democratic officials did not immediately return calls seeking comment, but
Gore addressed the larger issue, speaking to reporters outside the vice
president's mansion.

``Thousands of votes still have not been counted,'' Gore said. ``Once we have
that full and accurate count of the ballots cast, then we will know who our
next president is and our country can move forward.''

The vice president's lawyers want about 10,750 of undervote ballots cast in
Miami-Dade County counted by hand, saying they could pick up approximately
600 votes. They also say that some 4,000 ballots in Palm Beach County were
marked with a presidential choice but not counted by canvassers, costing the
vice president about 800 votes.

Undervote ballots can go uncounted because voters make mistakes, such as
voting for two candidates, not perforating the slot by a candidate's name or
deliberately choosing no candidate at all.

  BARAK QUITS AND TWISTS HIS DEFEAT

NEWSFLASH - Ariel Sharon forced Ehud Barak to effective resign tonight and call
new elections.  Recent polls  indicate that if elections were held now Barak
would be easily defeated by any opposition candidate, including Sharon and former
Prime Minister Benjamin Netanyahu.  At the last minute Arafat publicly called
on Arab members of the Knesset to support Barak.  Immediately upon receiving
the news Arafat's de facto Prime Minister, Nabil Shaath, suggested they could
now reach an agreement with Barak before the election and that doing so would
help Barak win the election.



  UN OFFICIAL 'DEVASTATED' BY MIDEAST

GENEVA (AP - 27 Nov) - U.N. human rights chief Mary Robinson said Monday she
was "shocked and dismayed and even devastated" at the plight of Palestinians
confronting Israeli forces in the occupied territories.

In a hard-hitting report on her visit earlier this month to the Middle East,
Robinson urged establishment of an international monitoring body.

And she said countries that are part of the Geneva Convention on war should "assume
their responsibility" regarding the conduct of forces in the occupied territories.

Yaakov Levy, the Israeli ambassador to U.N. offices in Geneva, said he found
"a lack of balance in  characterization and terminology and even laying blame"
in the report.

"When Israel is accused, the terms are clear," Levy told The Associated Press.
"When reference is made to Palestinian responsibility, the language is vague
- for example, on desecrating Jewish holy sites, the burning down of joint economic
ventures."

He said Robinson criticized Israel for failing to respect ambulances but failed
to cite Palestinian misuse of ambulances and insignia.

Robinson, the U.N. high commissioner for human rights, stressed "the need for
measures to be taken to reduce the
terrible violence."

She demanded that Israel cease construction of new settlements.

Claiming that she tried to keep a balance, Robinson credited Israel for allowing
her to visit and for allowing her to confront Israeli forces with Palestinian
accusations.

She also noted "a great feeling of insecurity and fear in Israel itself," but
said the U.N. Human Rights Commission, in an emergency meeting last month, instructed
her to focus on the human rights situation of the Palestinians.

And that, Robinson said, is "bleak."

"You cannot separate the human rights situation from the reality of occupation,"
she said.

"That reality means ... the daily acts of discrimination, inequality, humiliation,
powerlessness of occupation," Robinson said. "This has been intensified by the
conflict, intensified by the excessive use of force, by the impact on children,
on medical personnel, the use of the economic levers, the very serious economic
impact."

She criticized Israel for using live ammunition against demonstrators and heavier
weapons, including rockets and heavy machine guns.

Levy rejected the term "excessive" force. He said "it is evident to all that
the character of the rioting involves the use of automatic firearms, bombings
of civilian buses in Israel and the lynching of Israelis."

Robinson urged that all cases of "lethal force" used by either side should be
subjected to justice "to avoid impunity."

Among her recommendations:

- "As well as protecting settlers, Israeli security forces should also protect
Palestinians from violence perpetrated by Israeli settlers."

- Israel should pull back its forces from positions that act as "flash points."

- Compensation should be paid to victims of unlawful force, including loss of
property.

Robinson noted that Israel has opposed the establishment of an international
monitoring body, but she hoped it was still possible to win Israeli acceptance.

Robinson said she had seen repeatedly the "deep hurt" in Palestinian parents
over the assertion that they had sent their children out to throw stones and
risk death at the hands of the Israelis.

"I was to a very real extent shocked and dismayed and even devastated by the
impact of the present conflict in the occupied territories in particular," Robinson
said. "It is very clear that it is having a devastating effect on the civilian
population."

THE BIG LIE and THE OIL-SOAKED MONOPOLY PRESS

Reporters that cover the U.S. Supreme Court are turning in stories they know are the BIG LIE. In items in the New York Times and other major papers, they are stating that the Bush Campaign's objections to the manual recount are granted to be heard by the U.S. Supreme Court. I happen to know a lot about that high court in Washington and their procedures. I hold a record of sorts having, in the past, petitioned that Court perhaps more times than most anyone else in that Court's history. In the Florida election mess, two petitions for what the high court calls "Certiorari", were filed. Listed on the Clerk of the U.S. Supreme Court's records as #836, is George W. Bush, petitioner versus Palm Beach County Canvassing Board, et al.respondents. In that one, according to the high court's order of Friday, November 24, 2000, certiorari was gr!
anted. The court narrowed down the petitioner to argue about the federal statute, Title 3 United States Code Section 5, dealing with the state's appointment of State Electors to the Electoral College. The court order stated, "the parties are directed to brief and argue the following question What would be the consequences of this Court's finding that the decision of the Supreme Court of Florida does not comply with 3 U.S.C. Sec.5?" The procedure, seldom mentioned outside law schools and such, in the U.S. Supreme Court is that petitioner is to basically knock on the door and beg to be heard. It is called Petition for Certiorari. In a recent term of the high court, since the judges are also lazy and indifferent, there were 1600 such begging petitions pending. Guess what? Using only one word, "denied", the nine judges refused to hear each and every one of the pending petitions and gave no reason for refusing them. The second begging!
 petition filed in the high court was listed as #837, Ned Siegel vs. Theresa LePore. The high court order stated, "The Petition for a writ of certiorari before judgment is denied without prejudice." This case involves recount issues. The oil-soaked monopoly press, to favor their CIA darling, George W. Bush, promotes the BIG LIE, that ALL the issues mentioned on the TV by Bush's lawyers are going to be heard. Not so. Hitler's propaganda chief, Joseph Goebels, was an amateur compared to the News York Times, the Washington Post, the Chicago Tribune, the Los Angeles Times, and others among the press-fakers. Among other things, their purpose is to ignore that one of the presidential candidates, Albert Gore, Jr., won the plurality of the POPULAR VOTER, and that Bush is seeking to gain the Electoral College trick through seeking to defeat any kind of manual count. [As Texas Governor, Bush signed a manual recount law in his state on !
close elections.] I do not appreciate being called a Gore loyalist simply for pointing out the truth. I am an independent. In the 1960s and 1970s I was called "Mr. One Man, One Vote". Being self-educated in law, in Illinois, in the federal courts, I brought and won, on behalf of all voters and myself, various suits to re-do Illinois' then terribly gerry-mandered election districts, in the principle of equal numbers of residents in each district. Some districts had 150 thousand more residents than other districts, thus a vote in such a district had less weight than elsewhere. My suits re-apportioned various districts giving the equal chance, for the first time, for example, for latinos and Afro-Americans to have proper representation in Congress, in Chicago City Council, and other elected tribunals. Before the era of plain-paper cheap copiers, I used a high-speed mimeograph stencil machine to crank other stacks of court papers in each case, to combat as many as 50 opposing lawyers in each case. A few corrupt judges got steam-rollered by me also when they tried to hold secret proceedings, without me, in some of these publicly important suits. Over the last ten years on my weekly public access Cable TV Show, I occasionally outrage some naive viewers by proclaiming they we ordinary Americans may be in a permanent post-election period. That what ails America most likely cannot be remedied anymore by elections since the ruling elite pick only blackmailable types for high office. That the ultra-rich rule us by the BULLET, NOT THE BALLOT. Leaders some of us thought were charming and possibly good for the people, have been assassinated and falsely blamed onto lone assassins. Is this the last presidential election for America? And from here on in, ordinary Americans will be interested only in the right to bear arms under the 2nd Amemdment? A guarantee by force!
 against a central government tyranny to abolish all our other beautifully-worded rights, privileges, and immunities set forth in the Bill of Rights? I am often misunderstood by being ahead of the parade. Stay tuned.

Watchdog Group Wins Right to View Palm Beach Ballots

A Florida circuit court judge has ordered the Palm Beach election board to
make the county's disputed ballots available for inspection to Judicial
Watch, a conservative watchdog group, this morning. Circuit Court Judge Jorge
Labarga said that Florida's public record law allows citizens to inspect
ballots.


"We're looking at the ballots to see if there were any irregularities or
fraud," said Larry Klayman, Judicial Watch chairman. "We want to make sure it
[the count] was done publicly and honestly."


The group, which has tangled repeatedly with the Clinton administration over
various matters, is also seeking access to disputed ballots in Miami-Dade,
which has granted the request, and in Broward, which has refused.


Klayman said his group will review 5,000 to 10,000 ballots in Palm Beach with
the aid of an accounting firm that specializes in elections and election
fraud. He said more than 400 citizen volunteers will be on hand to observe.


County spokeswoman Denise Cote said that the only person who will handle the
ballots is supervisor of elections Theresa LePore. "This is an unprecedented
request," Cote said. "It could be a long and very tedious process."


Klayman said the review could last several days. He will ask a circuit court
judge in Broward County this morning to compel the Broward election board to
make that county's ballots available. The Florida Democratic Party plans to
file a motion this morning to stop the ballot inspection in Palm Beach.

or is he really away?

Calling martial law will be the only hope of continuing the Clinton
admin.'s legacy,  and Al Gore's continual legality of counting woes.

In February 1958, at Greenham Common airbase near Newbury, England, a U.S. Air Force B-47 experienced engine trouble on takeoff and jettisoned two full 1,700-gallon wingtip fuel tanks from an altitude of 8,000 feet. One or both of the falling tanks missed a designated safe impact area and exploded 65 feet behind a parked B-47 loaded with nuclear weapons. 
The resulting fire burned for 16 hours, detonating the high explosives in at least one weapon, destroying the parked bomber, killing two people, and injuring eight others. It caused the release of radioactive material, including finely powdered uranium and plutonium oxides, at least 10 to 20 grams of which were found off base. An adjacent hangar was also severely damaged, and other planes had to be hosed down to prevent their ignition by the intense heat of the nearby fire, which was fed by jet fuel and magnesium. The fire was allowed to burn itself out and was still smoldering several days later. (The population of the town of Newbury, the closest downwind village, later suffered a cluster of leukemia cases.) The air force has never officially admitted that nuclear weapons were involved in this accident. The U.S. Air Force and the British Ministry of Defence had agreed in 1956—two years earlier—to deny that nuclear weapons were involved in any accident with an American nuclear bomber stationed in England. In 1985, the British government stated that the accident merely involved a parked B-47 that was struck by a taxiing B-47 on a training exercise, omitting any mention of the ensuing fire. On January 16, 1961, an air force "quick reaction alert" F-100 based in England and loaded with a thermonuclear weapon intended for a Soviet target caught fire when, during engine run-up, the underwing fuel tanks were accidentally ejected and spilled fuel was ignited. The nuclear weapon mounted on the aircraft's centerline pylon was scorched and blistered before the flames were extinguished by the flight-line fire department. Other U.S. allies in the North Atlantic Treaty Organization were put at risk by U.S. nuclear warheads stationed on their soil. On at least four occasions between mid-October 1961 and August 1962, Jupiter missiles carrying 1.4 megaton thermonuclear warheads were struck by lightning at their bases in Italy. In each incident, thermal batteries were activated, and in two cases, tritium-deuterium "boost" gas was injected into the warhead pits, partially arming them. After the fourth Jupiter incident, the air force erected protective lightning strike-diversion tower arrays at all of its Italian and Turkish missile launch sites. On November 28, 1977, a U.S. Army CH-47 helicopter carrying nuclear weapons in West Germany crashed shortly after takeoff when it lost power in its no. 1 engine after the engine caught fire. The aircraft dropped rapidly, hit a row of trees, and came to rest in a planted field approximately 200 to 300 meters from the point of takeoff. The weapons were not seriously damaged, and were recovered from the aircraft wreckage. These are just a few of the many accidents and incidents involving U.S. nuclear weapons based in foreign countries that were not mentioned in May 1981, when the Defense Department released what it claimed was the first "comprehensive" list of U.S. nuclear weapons accidents. That compilation, titled "Narrative Summaries of Accidents Involving U.S. Nuclear Weapons, 1950-1980," listed only 32 "Broken Arrow"-type nuclear accidents and incidents during a 30-year period. Broken Arrows include lost weapons, burned weapons, dropped weapons, ruptured weapons, and weapons in which high explosives were inadvertently detonated; they are the most severe officially categorized nuclear weapon accidents. Less-severe accidents and incidents include "Bent Spears," "Dull Swords," and "Empty Quivers." The 1981 list included accidents that fell into two categories: those that had been publicly disclosed when they occurred, and those in which radioactive fallout spread beyond the limits of a military base, either within the United States or in a foreign country. When radioactive contamination did not extend beyond a military base, the incident that caused the contamination was probably not publicly announced. Of the incidents listed in the 1981 paper, at least seven were not made public when they happened and several had not been previously disclosed. In only 14 cases had Defense revealed at the time of the incident that nuclear weapons were involved. At least a few government officials were better informed: As reported by Shaun Gregory in his 1990 book The Hidden Cost of Deterrence: Nuclear Weapons Accidents, President John F. Kennedy was briefed in 1961 on more than 60 U.S. nuclear weapons accidents that had occurred since the end of World War II, including two instances in which "nuclear-tipped anti-aircraft missiles" were inadvertently launched. One of the most vicious incidents occurred in the town of Qalquiya. 
Soldiers entered the house of workers and poured gasoline over them,
setting them alight.  Six workers were covered in flame...

On February 20, two youths were arrested in Khan Yunis, beaten savagely
and taken to the beach where they were buried alive under the sand.
After the soldiers left, villagers managed to dig them out...

Israeli Defense Minister Yitzhak Rabin announced that Israeli civilians
have the same authority as soldiers to shoot. He added that soldiers
need not fire warning shots before shooting Palestinian...

... Prime Minister Yitzhak Shamir [vowed] that Palestinians "would be
crushed like grasshoppers...heads smashed against the boulders and
walls."...

Israel'...Minister of Defense, Yitzhak Rabin, launched the 1967 war as
Chief of Staff with "Iron Will."  As Prime Minister in 1975 and 1976 he
declared the policy of Hayad Barzel, the "Iron Hand" in the West Bank. 
Over 300,000 Palestinians were to pass through Israeli prisons under
conditions of sustained and institutionalized torture...

In 1948, there were 475 Palestinian villages and towns.  Of these, 385
were razed to the ground, reduced to rubble.  Ninety remain, stripped
of their land...

Chairman Heilbrun of the Committee for the Re-election of General
Shlomo Lahat, the mayor of Tel Aviv, declaimed:  "We have to kill all
the Palestinians unless they are resigned to live here as slaves."...

Palestine, and May 15, 1948, when the State was formally proclaimed,

The process was one of sustained slaughter as village after village was
wiped out.  The killing was intended to cause people to flee for their
lives.

The commander of the Haganah, Zvi Ankori, described what happened:  "I
saw cut off genitalia and women's crush stomachs… It was direct
murder."

Menachem Begin gloated over the impact throughout Palestine of the
Nazi-like operations he commanded at Deir Yasin.  Lehi and IZL
Commandos stormed the village of Deir Yasin on April 9, 1948,
slaughtering 254 men, women and children….

...like massacres occurred on a similar scale throughout the country. 
The massacre at Dueima in 1948 was perpetrated by the official Labor
Zionist Israeli Army... The account of the massacre, as described by a
soldier who participated in the horror, was published in Davar, the
official Hebrew daily newspaper of the Labor-Zionist-run Histadrut
General Federation of Workers:

We here at Victoria House Press would like to thank everyone who has
contacted us in the past week (keeping us well on our toes!) with book and
video orders, news releases, insider information, and general support and
encouragement. Most importantly, this message is directed to the thousands
of people who are waking up right now to the dark reality of American
elections, and are faced with the anger, fear, and confusion that the rest
of us have long become accustomed to. Now you know why we've been fighting!

The 2000 election has sounded an alarm for many people who have been
asleep, who have trusted the media network's vote "projections" and who
have never questioned how their votes are counted. A rude awakening, no
doubt, but we are all happy for the new numbers in our ranks, already tens
of thousands strong. The army is growing, folks. And we've got to turn our
sights to the future.

What will come of the 2000 election? Only one thing is certain. A
media-supported movement to standardize a computerized vote count, nation
wide. The system, already in place in some counties, will be accessible by
satellite, and cell phone, with absolutely no ballot-- no paper trail. We
are being told that the current scandal in Florida is the result of "human
error" and that only the computer can ensure easy, accurate elections.
Oddly enough, the media is not informing the public that only the computer
can ensure fast, unverifiable vote rigging as well!

The only hope we have to save our system from falling completely out of our
control, necessitating an actual violent revolution (and none of us want
that, obviously) is to begin a massive campaign to educate our fellow
Americans about the threat that is facing us. We need a system that offers
us the best of both worlds: A computerized voting machine that gives a
receipt in the form of a duplicate ballot. One for the voter, and another,
in a different color but with corresponding serial number, for the ballot
box at the precinct, where the ballot MUST BE COUNTED IN THE TRADITIONAL
WAY. With strict citizen oversight! The results must then be posted on the
precinct wall so that the vote can be verified at the local level. This
would immediately neutralize any attempt by the Networks to manipulate our
numbers. If we only have the computer, with no ballot, well . . .forget it,
folks. We are checkmated. Plans are currently underway to find a
manufacturer who will produce this kind of a machine, and it is up to us to
demand it of our Secretary of State, and to let our Board of Election
members know ahead of time that we will not accept

Queensland Labor MP Grant Musgrove was today warned he could face perjury charges 
similar to former premier Sir Joh Bjelke-Petersen for claiming he has no memory of 
falsifying electoral enrolment forms.

The Member for Springwood has continued his evidence at the Shepherdson Inquiry into 
vote-rigging in the ALP today, claiming he has 'no recollection' of ever falsifying 
enrolment forms.

The 32-year-old backbencher - who won the marginal Brisbane seat in 1998 - has already 
been accused at the inquiry of witnessing three false enrolments.

The inquiry heard yesterday that Mr Musgrove was elected to state parliament with the 
help of a falsely-enrolled voter, who was moved into the seat a month before the state 
poll.

During questioning by Counsel Assisting the Inquiry Russell Hanson, QC, the state MP 
was told he was not immune from perjury prosecution simply because he couldn't 
remember.

'Mr Musgrove I think I should just tell you that you should not sit there thinking 
that you are immune from a perjury prosecution if you simply say that you do not 
remember,' Mr Hanson told the MP.

'Because if it could be proved that your statement that you do not remember is false, 
you are at risk of being prosecuted for perjury.

'I'd like to remind you of the famous prosecution for perjury of the former Premier of 
Queensland, Sir Joh Bjelke-Petersen, who was prosecuted for statements said to be 
false  Do we understand each other?'.

Mr Musgrove responded: 'We understand each other very clearly, Mr Hanson, yes, I do 
not remember doing such a thing.'

Mr Musgrove later was unable to explain a false enrolment form moving his brother, 
Ashley, into the East Brisbane Ward, despite admitting the witness signature appeared 
to be his.

The inquiry is investigating possible electoral rorts in the preselection for the East 
Brisbane Ward in 1993 as well as otherpreselections across the state.

He said he had no knowledge of the form, but could only assume that he was coerced by 
former Australian Workers Union state organiser Lee Bermingham and his deputy Warwick 
Powell.

Mr Powell has previously claimed at the inquiry that Grant and Ashley Musgrove 
assisted in boosting numbers for their preselection candidate.

After being shown a series of false forms, Mr Musgrove admitted to the hearing his 
signature appeared to have been used as part of a scheme to falsely enrol people in 
the 1993 party plebiscite for the Brisbane City Council seat of East Brisbane.

'Yes, that's possible,' Mr Musgrove told the hearing in response to a question from Mr 
Hanson.

'On the balance of the evidence presented here it appears that I have signed 
enrolments which are in fact false.'

Mr Musgrove's evidence is continuing.

How Gore Lost the Green Vote

IN THE CURRENT railing by liberal journalists and pundits against Ralph
Nader's presidential candidacy on the Green Party ticket, I have yet to see
anyone concede a basic fact of democracy: minority parties do not run
candidates merely as a symbolic gesture or to be "spoilers." On the local
level, they run to win. On the state and national levels, they run to
demonstrate enough clout in the voting booths -- or in the ubiquitous pre-
election opinion polls -- that one or both of the majority parties have to
make concessions on various issues. With an enormous amount of grass-roots
effort, the status quo can thus be moved via the democratic electoral process.

As the race between Al Gore and George W. Bush became almost even in the
final two weeks of the campaign, I expected the Democrats to do what
majority parties all over the world do when they realize they cannot
prevail at the polls without appealing to a particular minority party. In
Europe, for instance, liberal parties have often formed reluctant but
effective coalitions with the Green Party for the past decade. On local
levels, Greens and conservatives have sometimes joined forces when the
liberals have tried to impose overdevelopment. In our own country's
history, minority parties have pressured majority parties sufficiently to
effect changes in policy.

This scenario for the Greens seemed so obvious that I included it in a
story I wrote in 1996 as the closing chapter in "The Resurgence of the
Real," a nonfiction book published by Addison-Wesley in March 1997.

In the story, set in 2024 in an American heartland city, a character
explains what transpired in the presidential election of 2000: Al Gore,
running against unspecified Republican and Green candidates, realized
around the third week of October that he would probably lose without the
support of a large number of Green voters. He finally made some concessions
in various areas and won handily.

This fall, I watched with surprise as the actual Campaign 2000 began to
match my story. When the Gore camp finally began worrying aloud about the
Greens, I thought, "If you want to pick up some Green votes, Al, now's the
time to publicly promise those voters you'll make concessions." Although
Nader declined to meet with Gore, in late October, the Gore camp never
revealed publicly whether they sought the meeting in order to ask him to
withdraw from the election or to propose concessions. If the latter, Gore
surely would have gone public with those proposed concessions in a direct
appeal to Green voters.

If the Gore camp never considered concessions, was it because the
Democratic Party is now so thoroughly pro-corporate that no movement
whatsoever in the Green direction is possible?

I am not suggesting that the Green Party leadership (the national
Coordinating Council) would have entered into negotiations with Gore, as
Greens everywhere were working hard to win at least 5 percent of the vote.
However, in the final week of the campaign in the closely contested states,
many Green voters were becoming ambivalent, as the polls showed. Many were
hoping for a way to help Gore without abandoning the Green platform, which
was the product of years of grass-roots effort. Gore could have
demonstrated that he had read the Green Party platform

Democrats deny receiving money from Swan

The Australian Democrats today denied they had received money from Labor frontbencher 
Wayne Swan during the 1996 federal election campaign.

Democrats leader Meg Lees said a search of the party's records found no sign of a 
payment from Mr Swan to the Democrats' candidate in the seat of Lilley.

However, she said she could not speak for the individual candidate for Lilley in 1996, 
or for the local campaign manager, because both had now left the party.

'I reiterate that the Democrat Party did not receive any payment from Wayne Swan's 
campaign,' Senator Lees said.

'If we had received it, under our strict party protocols, it would have been 
disclosed.'

Mr Swan has confirmed he made a cash payment to the Democrats' campaign in Lilley in 
1996, but he has refused to say how much money was involved or what it was to be used 
for.

However, he has denied the money was paid in return for Democrats' preferences, which 
were agreed at a national level.

Senator Lees said she was opposed to the Democrats accepting any money from other 
political parties.

Pro-Bush Mobs Overrun Dade County Board

In a move resembling the uprising of the fascist mobs which brought
Mussolini to power in 1922, pro-Bush mobs stormed the offices of the
Dade County Canvassing Board earlier today. Shouting "Let us in, " "No
more Gore" and other pro-Bush slogans, the mob rushed into the
offices, overwhelming authorities, and engaging in what CNN called "a
near riot." Through intimidation, the threat of force, and mass action
against the legally constituted authorities, these mobs coerced the
Canvassing Board into suspending the manual recount. The "black shirt"
aspect of this affair is being downplayed by the mainstream media, but
there are strong indications that the board had decided on a complete
recount until the mobs stormed the Dade County Canvassing Board
premises.

CNN correspondent Bill Schneider reported,

"I saw something I thought I would never see. A near riot by
Republicans. Republicans are not the kind of people to riot."

He observed that, "The canvassing board is under tremendous pressure."
CNN's interlocuter asked, Are you surprised by what appears to be a
complete turnaround on the part of the Board? Does it makes sense that
they would go to the extent of "staging a near riot perhaps to
intimidate the Dade County Canvassing Board"?

Schneider replied, "That is part of the game plan." He went on to add
that all forces are in play, and that the Republicans felt such moves
were necessary for them to achieve their goals.

There was no tone of condemnation, or moral indignation at the use of
mobs by the Republicans to coerce the board. As usual, the mainstream
media supports virtually any illegal or intimidating "mass action"
when employed for elite interests. Mass action on the part of
disenfranchised blacks, progressive working class forces, or
"strident" radicals would be met with cries of horror on the networks
and standard news cable channels.

"Tempers flare in South Florida," said one correspondent introducing
the story. The notion of a black shirt coup, a la Mussolini, is alien
to the corporate controlled journalists.

The alternative media should seriously analyze such a notion. This
reporter noted in a previous release that the Bush family had
connections with vast numbers of covert assets, especially in
Florida. George Herbert Walker Bush, former head of the CIA, employed
these assets against Fidel Castro in Cuba, against the Sandinistas,
and elsewhere in Latin America. These assets, many of which are based
in the far right-wing Cuban community in Florida, were spawned by the
creation of "operation mongoose," a CIA black operations group. They
originally included thousands of mercenaries on the CIA payroll, and
millions of dollars worth of front businesses. They have been employed
both inside and outside the US, according the de-classified
documents. Bush Senior's present connection to these assets has been
commented on by numerous and domestic observers, though the issue has
been ignored by the corporate press.

Make no mistake. The Bush family is prepared to use both force and the
THREAT of force to attain their goals. This is only the first taste of
Bushite tactics during the current crisis.

NEW YORK, Nov. 27 /PRNewswire/ -- Vice President Al Gore and his
team of advisors are combative and defiant in the face of the
latest twists in events to elect a president, write Assistant
Managing Editor Evan Thomas and Investigative Correspondent
Michael Isikoff in the December 4 issue of Newsweek. An aide says
Gore and running mate Sen. Joseph Lieberman are ``Totally charged
up,'' while other advisors, like campaign manager Donna Brazile,
are urging a fight to the finish. ``This is war without
bloodshed,'' says Brazile, denouncing the Republicans for their
``goddam guerrilla tactics.''

Surprisingly, former secretary of State Warren Christopher,
brought in to oversee the post-election day effort, has also been
``kind of radicalized by this process,'' one campaign aide says
in the current issue (on newsstands Tuesday, November 28).
Christopher, who was once expected to be the elder statesman who
would tell Gore when it was time to gracefully exit, was taken
aback when his Bush camp counterpart, James Baker, virtually
invited the Florida Legislature to overturn a Gore victory on a
recount. Christopher's ``become really pissed off at Baker,'' the
aide said. ``He thinks he's been arrogant and presumptuous. And
with Christopher, the absolutely worst thing you can be is
arrogant and presumptuous.'' Contrarily, campaign chairman Bill
Daley, expected to play hardball, is unsure how far the fight
should go. ``Daley's a pro. But he's struggling with this,'' says
an aide. Daley told Newsweek the night before the final deadline,
``I know what they [the Republicans] are going to try to do.
They're going to 'find' some more votes at the last minute and
try to surprise everybody - make the margin bigger than
expected.'' Daley's own father, Mayor Daley of Chicago, was
accused in the 1960 presidential election of vote-stealing to
ensure that the Democratic vote would put John F. Kennedy over
the top.

Newsweek reports that last Tuesday night, as the Gore camp
anxiously awaited the results of the Florida Supreme Court, which
was set to rule on whether the hand recounts would count, the
high command held a conference call. There was silence on the
phone, which burst into relief and elation all around when the
court ruled in their favor. Gore, who came on the line a few
minutes later, was businesslike, almost clinical, as he has been
with his staff since Election Day. He peppered them with detailed
questions on whether the court said anything about how to
evaluate the chads. No one knew for sure. Call me back when you
get it, said Gore, and hung up.

In the Bush camp meanwhile, Republican running mate Dick Cheney's
power appeared to be growing, despite his recent heart attack.
There were signs last week that Texas Gov. George W. Bush's once
all-powerful campaign strategist, Karl Rove, was being edged
aside in the post-election maneuvering by Cheney and Jim Baker -
top cabinet advisors to W's father, former president Bush. Both
Cheney and Baker are constantly on the phone to candidate Bush,
write Thomas and Isikoff.

Newsweek also reports on how the ``spontaneous'' demonstrations
in Florida were led by senior Republican ``operatives.'' They
were summoned from all over by e-mail from the Bush campaign,
provided with plane tickets and hotel rooms. These election
``observers'' were handed placards to wave, T shirts to wear
(SORE-LOSERMAN) and led in chants. Their commanders included Ed
Gillespie, a well-known Washington lobbyist; Barry Jackson, the
chief of staff to Ohio Republican Congressman John Boehner; and
Ken Mehlman, the national field director for the Bush campaign
who had flown in from Austin.

When Miami-Dade officials decided to recount ``undercounted''
votes in a small glass-enclosed room that lacked seating for the
press or public, a congressional aide, Martin Torrey, alerted his
boss, New York Rep. John Sweeney. ``We should shut this thing
down,'' replied Sweeney. ``I'll be right over.'' Another
Republican, Brendan Quinn, the executive director of the New York
state GOP, began urging demonstrators to head upstairs to the
19th floor. One of the shock troops was Duane Gibson, who had his
trip to Miami paid for by the Bush team and is an aide to Alaska
GOP Congressman Don Young. He told Newsweek he was angered by
what he saw outside the canvassing board's ballot-counting room.
``I thought, 'My gosh, they're taking those ballots to a closed
area and they're not going to let us see them.''' He insisted the
angry demonstrations were ``spontaneous.''

to carry George W. Bush's speech -- a speech delivered just hours
after certification of the Florida Election results!

The order caused complete controversy inside of NBC, the DRUDGE
REPORT has learned. Less than 24 hours later, NBC did break into
its prime time entertainment programming for a speech by AL Gore.

"We blew it on Sunday night," said one senior NBC NEWS source in
Washington. "We will not make that mistake again... sure, the
perception is we favor Gore, we carried his speech, but not
Governor Bush's speech. This was not a decision from NBC NEWS.
This came from the network president. TITANIC cost a pretty
penny, the feeling was that carrying Bush would distract from the
movie."

Democrats play for the long game

DESPITE their rhetoric about the "will of the people" and "every
vote must be counted", Democrats on secondment to Florida and
playing backstop in Washington privately accept the near
certainty that the game will very soon be up.

 Al Gore and his running mate, Joe Lieberman, face almost
insurmountable legal obstacles and public opinion is turning
against them. Given these realities, the five hours Senator Tom
Daschle and Representative Dick Gephardt spent in Tallahassee
this week championing Mr Gore's cause was a surprise.

"Hey guys, how are you?", asked a studiously casual VPOTUS
(Vice-President of the United States) seated at his dining table
in Washington at the start of a televised conference call between
"Tom and Dick" and "Al and Joe".

 But contrived as it was, the call showed that Mr Gore's battle
for the prize he has yearned for since childhood is,
paradoxically, about more than him and more than the presidency.
Even if - or perhaps because - Mr Gore will never become POTUS,
Democrats have judged that there is much to gain from spinning
matters out.

Put simply, the more resentment there is towards a President
George W Bush, the more likely Republicans will be to lose
control of both Houses of Congress in the mid-term elections of
2002 and the White House two years later.

 This explains why the comments of Mr Gephardt, who nurses
ambitions for the presidency in 2004 and is a long-time foe of Mr
Gore, seemed calculated not to boost Mr Gore's legal case but to
push the argument that Mr Bush could never be a legitimate
president.

 He said: "Under the Freedom of Information Act somebody can come
here, a professor or some other academic, and count these votes
in the days ahead. So if we don't find out who won and who had
the most votes, we're going to find out later.

 "Wouldn't it be a terrible thing for the country to find out a
month or two from now that you already had the national popular
vote by 300,000 votes in the country? How terrible would it be to
find out that you also had the most votes in Florida and should
have won this election?"

 The fact that Mr Gore narrowly won the popular vote is an
irrelevancy because the person who wins 270 electoral college
votes in the victor. But Democrats have repeatedly been using
this statistic to undermine Mr Bush. Even more insidious was the
threat that some "independent" individual could come along after
Mr Bush was inaugurated, decide every dimpled chad from
Miami-Dade had been a vote for Mr Gore.
