I have always wondered about this Nancy Kerrigan or whatever her name was and Harding girl - husband alleged to have hired thugs to cripple Kerrigan - however the blows were very very slight, and from the size of that Eacret - looked like 300 pound blimp - had he wanted to he could have broken her legs... Now this act of violence immediately made Kerrigan a Star (who they all wanted, because she appeared a little more classy than Hardy)...but this act pushed the Olympics and Ice Skating ratings up and up - and then of course we had Rex Jewell blamed for using a pipe bomb and attempting to blow up something at the Olympics in Georgia, where all complained afterwards of the carnival atsmophere and Stevie Wonder and these so called "music makers" were going to hog the arena - taking away the gloriious limelight from the Olympians - who did not go along with that,a for they flooded over into the arena much to the shock of the "merrymakers" bought and paid for by whom, I do not know - Do know this, the Olympics is America is turning into so much garbagereason you pay $4.00 for box of Wheaties - why you have a ipicture of an olympian or Tiger Woods - pigs all at trough making fast buck. So now we have Utah and right away the crooked board controlling the 2002 Olympics in Utah got into a mess indicating corruption before it even began.now Clinton was President then and so the Boy Scouts were not permitted to participate in the activities.yet the arena will be cloaked with the sodomistsso it looks like it is still the Boy Scouts with their little Beanies (cubs) vs. the Sodomites and the Boy Scouts believe me, ar winning. NY Daily News 29/2001 W's Faith-Based Funding: An Idea Not To Believe In by Zev Chafets President Bush's plan to give federal money to faith-based organizations is a terrible and dangerous idea. The first hint of trouble is the term itself. What is a "faith-based" organization? Logically, it's the opposite of a "fact-based" organization. But that's not what it means. It's another way to say "religious." In public policy, euphemism is usually an early warning signal. Lately, there is a feeling in the land — and certainly in the Bush White House — that religious faith is inherently praiseworthy. This ignores history and reality. The Muslim fanatics who bombed the World Trade Center were motivated by religious faith. So were the Brooklyn rabbis who praised mass murderer Baruch Goldstein. So were the Southern ministers who fought civil rights. Some faith is lethal faith. Organized religion also can be the refuge of scoundrels — con men like Jim Bakker, holy hypocrites à la Jimmy Swaggart, demagogues such as Meir Kahane and racists like Minister Louis Farrakhan and Richard Butler, pastor of the Aryan Nations. Some faith is corrosive faith. Faith-based groups sometimes double as centers of secular influence. In the black community, ministers are often partisan powerbrokers — think of the Rev. Al Sharpton or the Rev. Jesse Jackson. So are white televangelists like the Rev. Pat Robertson and the Rev. Jerry Falwell. The recent presidential pardon of four Talmudic con men highlighted the clout of various Hasidic sects in New York. Not all faith is disinterested faith. In funding the good works of religious groups, the government puts itself in the position of deciding who is worthy. The criterion the Bush administration proposes — results, not doctrine — is ludicrously unworkable. A sect like the Five Percenters, for example, helps get prisoners off drugs, but it also organizes them into gangs. There are churches that house the homeless while dispatching activists to harass abortion clinics. Some American mosques and synagogues support Mideast extremists. The idea that money can be safely earmarked for government-approved charity is illusory. Money is fungible. Help a house of worship expand its day care center, and you may be freeing funds for other, more controversial purposes. To prevent abuses, the government will have to vet, certify and police religious groups. This isn't a slippery slope, it is a constitutional Grand Canyon. Bush can't be unaware of this. So why is he determined to go ahead? The charitable explanation is that he himself was helped by faith and wants to expand religion's capacity to help others. But it is also possible that he sees this as way to reach out (with a fistful of federal dollars) to his base on the Christian right and to ethnic voters in urban America. -Caveat Lector- http://www.nytimes.com/2001/02/09/opinion/09FRI1.html February 9, 2001 EDITORIAL The Pardons Look More Sordid The hearing yesterday before the House Committee on Government Reform made it clearer than ever that President Clinton's decision to pardon Marc Rich, the fugitive commodities trader, was an inexcusable abuse of the president's absolute clemency power. The hearings produced information ó unproven but disturbing ó suggesting that Mr. Clinton may have discussed the pardon with a Democratic fund-raiser and was aware of objections to the pardon by White House lawyers. More Congressional inquiries lie ahead. Based on the testimony yesterday they are warranted, but Congress should avoid the temptation for endless inquiry and reach an expeditious account of the interplay between fund-raising and the pardons. Whatever the outcome, Congress ought to remember that these abuses by a particularly insensitive chief executive are not a good reason to change the Constitution to curtail the president's powers to grant pardons. The Rich case itself suggests that future such abuses can best be avoided by pursuing meaningful campaign finance reform and by tightening government ethics rules. Campaign finance reform, while not rendering bad presidential judgments obsolete, would help address the root problem involved in this and so many of the Clinton administration's other scandals ó unequal access to the White House. Like those of Michael Milken and others championed by wealthy Democratic contributors, Marc Rich's pardon application was sent directly to the White House and did not go through the usual Justice Department channels. His former wife, Denise Rich, who invoked her right not to incriminate herself in declining to testify yesterday, wrote Mr. Clinton on behalf of the pardon application. She also wrote big checks to the party, to Hillary Rodham Clinton's Senate campaign and to the Clinton presidential library. Strategic campaign donations were also made by other pardon seekers. The involvement in this case of Jack Quinn, the former White House counsel, was equally unseemly, placing Mr. Clinton in a terrible predicament. Mr. Quinn's feeble defense of the pardon's merits has only fanned the outrage in recent weeks. His argument that Mr. Rich was improperly charged with crimes in an essentially civil matter should have been made in a court of law two decades ago. The White House is not an alternative judicial venue for fugitives. A more scrupulous attorney would have recognized and avoided the inherent conflict between his loyalty to the president (essentially his former client), on the one hand, and his obligation to Mr. Rich on the other. The most charitable way to characterize Mr. Clinton's behavior in the case is to accept that he also failed to recognize the conflict and assumed his former lawyer was still in the business of providing him with straightforward analysis on a legal matter, which he clearly did not. Mr. Quinn testified that he had advised Eric Holder, then the deputy attorney general, that he was approaching the White House on Mr. Rich's behalf, but that is no substitute for following the rules other clemency seekers, who may not have donated a million dollars or may not have hired the president's former lawyer, must follow. For his part, Mr. Holder had no good explanation for his failure to learn more about the merits of the Rich case from prosecutors in New York before declaring his neutrality on the issue. He simply said he did not pursue the matter because he thought Mr. Rich's case was such a long shot on the merits. Mr. Quinn violated the spirit of executive orders barring senior White House aides from lobbying the government for five years after leaving office, and clearly helped grease the pardon. As Representative Christopher Shays, Republican of Connecticut, said: "This is not a pardon problem as much as it is a revolving-door problem." Even at a time of heightened cynicism in Washington, it was breathtaking to hear Mr. Quinn testify that he knew he did not violate the Clinton administration's lobbying rules because he wrote them and provided an exemption for communications "regarding a judicial proceeding." This is a standard exception to ethics rules that allows former government attorneys to oppose the government in court, because that does not entail influencing former colleagues. For a former White House counsel to rely on this exception to press the president for a pardon takes an unusual ethical insensitivity. Mr. Clinton's irresponsibility was also breathtaking, and has added millions of Democrats to the rolls of those who regard him with bitter disappointment. The best way for Congress and the Bush administration to prevent such outrages in the future is not by tinkering with the Constitution but by following Justice Department guidelines on pardons, tightening ethical rules and passing campaign finance reform.

Friday, February 9, 2001 12:01 a.m. EST Cable news now is a three-ring circus, with CNN, Fox News Channel and MSNBC all jostling for an advantage. The latest news is that during the past two months Fox's ratings have risen to the point that in the 45 million homes that receive all three networks, Fox is No. 1. This intense ratings war means that folks at every network snipe at their competitors so that it's often hard to sort fact from spin. I've defended CNN against charges it was the Clinton News Network, although insiders there admit the network is now less biased since it let Rick Kaplan (a friend of Bill) go as president last summer. I've dismissed complaints that MSNBC is putting celebrity profiles and crime stories in its prime-time hours. Why let the vast film archives of NBC go to waste, and who says each network has to have the same type of programming during slow news cycles? Recent increases in ratings for Fox News have rekindled old allegations that the network is nothing more than a right-wing propaganda hobbyhorse run by Rupert Murdoch. Alan Dershowitz, the liberal Harvard Law professor, refuses to be interviewed by Fox News. The Village Voice claims that Fox employs conservative "extreme rhetoricians" such as Dick Morris and me. (Until recently, I was a Fox News political analyst.) Funny, during the last Fox show on which I appeared with Mr. Morris, he criticized me for attacking Bill Clinton's policy record. He argued that while Mr. Clinton had perjured himself, "as president, he has been a raving success." TV critics also love to point out that Roger Ailes, president of Fox News, used to work for GOP candidates and Tony Snow, the host of "Fox News Sunday," worked in the Bush White House a decade ago. They seldom mention that CNN honcho Tom Johnson worked in Lyndon Johnson's White House, that CNN's Jeff Greenfield was a speechwriter for Robert Kennedy, or that NBC's Tim Russert worked for both Pat Moynihan and Mario Cuomo. Recently, suspicions that Fox is an aid-and-comfort station for Republicans were fueled by an article in The New Yorker that darkly hinted that Fox's premature call of Florida on election night may have been influenced by the relation between John Ellis, the head of Fox's decision desk, and his first cousin George W. Bush. Liberals promptly claimed that Fox had stampeded other networks into calling Florida for Mr. Bush at 2:15 a.m., thus giving him an aura of legitimacy as the victor. Mr. Ellis gave some foolish quotes to The New Yorker in which he bragged about swapping insights about the exit polls with his Bush cousins on election night. It would have been better if Mr. Ellis had been merely a consultant without a decision-making role. But an internal report from the Voter News Service, the consortium that collected all the exit-poll data, found no evidence that Fox had jumped the gun in its election calls. Indeed, an exhaustive analysis of the controversy in the latest issue of Brill's Content concludes that "Ellis had no control over the VNS numbers that showed it was 99.9% definite that Gore would lose." The magazine interviewed Warren Mitofsky, the founder of VNS and an election-night analyst for CNN and CBS, who said that "this business about Fox pressuring other people to call, I never made a projection in my life because of some other network. . . . We were about to make the projection." There is no question that Fox gives conservatives at least equal time and often reports stories--such as Jesse Jackson's curious finances or the missing e-mails at the Clinton White House--that other networks ignore. But if Fox appears to be further to the right, it is precisely because other cable outlets have given short shrift to conservatives and their views. I'm sure there have been times when Fox spent less time on GOP scandals than other networks, but it also was the very first network to report details of George W. Bush's hidden DUI incident last November. Fox News Channel's prime-time talk shows, which are combative and can draw blood, are the basis for much of its conservative reputation in media circles. But they are balanced by a lot of straight news reporting during the day and the more sober tones of "Special Report With Brit Hume," which is now bringing in an astonishing 800,000 households a night in its two non-prime-time showings (6 p.m. and midnight Eastern time). Even the prime-time talk-show lineup isn't what it's portrayed to be. I can testify having been a guest on his show that Bill O'Reilly, the host of the top-rated "O'Reilly Factor," is no conservative. He's a populist troublemaker. He favors gun control, supports many environmental restrictions, backs the McCain-Feingold campaign-finance bill, wants a patient's bill of rights and is against the death

Marc Rich started as a "metal man," a specialized form of commodity trading that deals in mineral resources. Of the eighty natural metals in the earth, forty are of industrial importance, and are bought and sold on the open market by traders. Innocent investors speculate on price fluctuations, while the metal men -- known for their wheeling and dealing -- might bribe foreign officials, start market rumors, or play tricks on other traders. Marc Rich did all of the above and more, and made $10 billion in the process. He started in 1954 at Philipp Brothers Trading, and by the 1970s was making huge profits for them by venturing into the spot oil market. At the end of 1973 he and Pincus (Pinky) Green left to form their own empire. They hired away some of Philipp Brothers' more aggressive traders -- the young high- rollers who thrived on cocaine and casual sex in the fast lane. Operating from New York, London, and Switzerland, Rich was in a league where one country is played off against another, with shadowy deals washed through Panamanian shell companies and dripped into off-shore banks. In the early 1980s, the U.S. went after Rich for tax evasion and oil-pricing scams. I did exactly as he asked but never heard another word from him. I have had no other conversations with him in the intervening years. The current situation arose when one of my subscribers, Marces Garcia, e-mailed Mr, Sontag, suggesting that he have me as a guest on his show. In his response Mr. Sontag wrote, "Michael Ruppert is a phony... Sorry to break the news to you but a lot of his claims are absolute lies. Learn to think for yourself! This man is a charlatan. - Frank" Then he added, "If you don't believe me, I can prove it." This e-mail was sent using a KLOS e-mail address. This last statement was a direct challenge made by Mr. Sontag and, in spite of repeated requests, he has yet to make good on that promise. My subscriber defended me in the face of this vicious attack and Mr. Sontag wrote back, "...Let's just say we have mutual friends." I received a letter advising me of the above from Mr. Garcia on February 5. I was absolutely stunned by the viciousness or Mr. Sontag's attack and I immediately challenged him. [Copies of our e-mail correspondence are included with this letter for your review]. In the past I had been contacted by several local area subscribers who had indicated that Frank Sontag didn't like me but I had no idea he was engaging in this kind of libelous, malicious conduct. In spite of repeated requests for him to challenge me or produce a single shred of evidence that anything I have ever written is a lie or distortion he has produced nothing but implied threats and intimidation. Further, I am utterly shocked that a broadcaster at a station with the standards of KLOS, ABC and Disney could resort to threats of publicly exposing the fact that I am recovering alcoholic as a means of discrediting and intimidating me. I have been a clean and sober member of Alcoholics Anonymous for 18 years. I have served on the Board of Directors of the National Council on Alcoholism for the San Fernando Valley and I have written more than 30 articles on the subject for The U.S. Journal of Drug and Alcohol Dependence. For Frank Sontag to try to intimidate me with this information is about as politically incorrect and unfathomably stupid as anything I have ever seen in my entire life. -Caveat Lector- February 9, 2001 Politics Policy Pardon Recipient Says He Had Ties to Roger Clinton By MATT MURRAY, ANDREW NIELAND and GARY FIELDS Staff Reporters of THE WALL STREET JOURNAL Insider connections appeared to play a role in many of Bill Clinton's last-minute pardons, but none of the recipients are known to have had a tie-in quite like Mitchell C. Wood of Sherwood, Ark. When he was sentenced to four months in jail for conspiring to distribute cocaine in 1986, Mr. Wood told the federal judge that he obtained cocaine from another man who Mr. Clinton pardoned on Jan. 20 -- the former president's half-brother, Roger Clinton. In an interview Thursday, Mr. Wood said he received the cocaine for recreational use. Also Thursday, a House committee opened hearings into Mr. Clinton's decision to pardon fugitive billionaire Marc Rich in dramatic fashion: Mr. Rich's former wife asserted the Fifth Amendment to avoid answering questions about lobbying for the pardon, and the panel released documents indicating that Mr. Clinton discussed overcoming resistance from White House lawyers to the pardon with a top Democratic Party fund-raiser. In the cocaine case, both Mr. Wood and Roger Clinton became entangled in a probe of cocaine use in Arkansas business circles in the 1980s that resulted in guilty pleas from more than a dozen individuals. Roger Clinton, then serving prison time for unrelated drug-dealing charges, gave testimony in some of those cases. Why Mr. Wood was pardoned is a mystery. An employee of the Arkansas Department of Economic Development, he said he applied to the Justice Department for a pardon without an attorney's help several years ago and he hasn't "seen Roger in 15 years." Former President Clinton, he added, "would not have any idea who I was." At least one other figure convicted in the investigation, George E. "Butch" Locke, also sought a pardon but was denied. "I thought when Roger got his, I'd probably get mine," said Mr. Locke, a former Arkansas state senator. Roger Clinton couldn't be reached, and a spokeswoman for the former president declined to comment. Meanwhile, the House Government Reform Committee heard a contentious day of testimony about the pardon of Mr. Rich and his business partner Pincus Green. Both Republicans and Democrats denounced the decision as an improper use of a sacred constitutional power engineered by a former White House lawyer hired by Mr. Rich, Jack Quinn. Denise Rich, Mr. Rich's former wife, refused to answer 14 written questions, telling the panel through a letter from her lawyer that she was "asserting her privilege under the Fifth Amendment of the United States Constitution not to be a witness against herself." Ms. Rich has raised and donated millions of dollars for Democrats since 1993, becoming friendly with the Clinton family. A lawyer for Ms. Rich told the panel that Ms. Rich also gave "enormous sums" to Mr. Clinton's presidential library. Though estranged from her husband, Ms. Rich asked the president to support the pardon three times. The committee had asked Ms. Rich whether she had been illegally reimbursed for political donations and whether she or her family might benefit financially for supporting the pardon. Lawyers for her have previously denied she was paid to lobby for the pardon. The committee plans to subpoena Ms. Rich's bank records and the presidential library's donor lists and may ask the Justice Department to support granting Ms. Rich immunity to compel her testimony. The committee released a Jan. 10 e-mail from a Marc Rich employee to Mr. Quinn indicating that Mr. Clinton spoke about the Rich pardon with Beth Dozoretz, the former Democratic Party finance committee chairwoman. The employee told Mr. Quinn he heard of the conversation from Ms. Rich, who heard of it from Ms. Dozoretz, a friend. According to the e-mail, Mr. Clinton told Ms. Dozoretz that he supported the request and was "doing all possible to turn around the WH counsels." Former Deputy Attorney General Eric Holder confirmed that he didn't take a strong stand on the pardon, even in the face of clear indications that federal prosecutors in New York would oppose it. Mr. Holder said he told the White House's top lawyer that he was "neutral, leaning towards" the pardon, but only if foreign-policy benefits could be reaped by virtue of the fact that Israeli Prime Minister Ehud Barak had lobbied the president for it. "Knowing everything that I know now, I would not have recommended to the president that he pardon" Mr. Rich, he said. Under hostile questioning, Mr. Holder confirmed speaking to Mr. Quinn -- a close confidant of former Vice President Al Gore -- about becoming attorney general in a Gore administration. But Mr. Holder denied that desire influenced his actions. Meanwhile, Pennsylvania Republican Sen. Arlen Specter asked colleagues to support a constitutional amendment allowing Congress to overturn pardons.

David Owen was forced from the Dole operation in 1988 over questionable financial deals for Elizabeth Dole. He later served prison time on an unrelated tax charge. During Dole's 1996 presidential campaign against Clinton, Owen told reporters Dole knew more about the financial deals for Mrs. Dole than he had admitted. Owen hired longtime Clinton friend James Hamilton to shepherd his pardon through the Justice Department and White House. "If this pardon is some sort of payback for those ridiculous allegations, Bill Clinton didn't get his money's worth because Owen never put a dent in Bob Dole's integrity," says former Dole spokesman Nelson Warfield. "Climatic changes could trigger worldwide losses totalling many hundreds of billions of dollars a year," Dr Gerhard Berz, head of research for the largest re-insurance company in the world, Munich Re, told the United Nations' Environment Programme (Unep) in Nairobi. "The burden of claims resulting from so-called natural catastrophes has already taken on dramatic dimensions. "There is mounting evidence of increasing frequency and intensity of natural catastrophes. Major windstorms set new loss records almost annually, while innumerable flood, tempest, drought and forest fire emergencies now seem to occur more frequently than ever before." Losses caused by the weather in the 1960s totalled 30bn (in today's prices); in the 1990s that figure rose to 250bn. But as greenhouse gas pollution increases, the bill is set to rise more dramatically, to 200bn per year by 2050. More than 100 environment ministers, including Britain's Michael Meacher, are meeting in Nairobi on Monday to discuss climate change. Dr Berz fears the losses will bankrupt parts of the industry and wants government action to halt climate change. "There is reason to fear that climatic change in nearly all regions of the Earth will lead to natural catastrophes of hitherto unknown force and frequency," he said. "Assessing these developments could jeopardise the future of entire industries in some regions." Before 1987, only one hurricane - Alicia in Texas in 1983 - cost 1bn in claims. Since then, 29 have cost that much. Munich Re's estimates are based on predictions by the Intergovernmental Panel on Climate Change (IPCC) that carbon dioxide levels in the atmosphere will double by 2050. The IPCC's previous report in 1996 saw no link between global warming and the increased frequency and intensity of extreme atmospheric events, Dr Berz said, but studies and simulations since have provided new evidence. Dr Berz is particularly concerned about the effect on Europe where he says the pattern of insurance losses shows that climate change has already begun. Flooding on the Rhine in December 1993 and January 1995, and in England in 2000 are examples. Ever more frequent and heavier downpours are predicted. "These milder winters have also reduced the extent of snow-covered areas above which stable, high-pressure zones of cold used to form, creating a barrier against low-pressure storm fronts approaching from the Atlantic," said Dr Berz. "So this barrier is often weak or has shifted far to the east. German wind records indicate a marked increase in the number of windstorm days in recent decades." He says annual losses from a rise in sea level and flooding in low-level islands such as the Maldives, the Marshall Islands and the Federated States of Micronesia in the Pacific would exceed 10% of their GDP by 2050. Klaus Toepfer, executive director of Unep, said the report was of great concern. Unep is working on a vulnerability index to warn governments which of their countries are most likely to be hit by extreme events, causing loss of life and property. "The time to act is now," Mr Toepfer said. "The world has already signed up to a certain level of human induced climate change as a result of over a century of industrial emissions. We must help vulnerable areas of the world, primarily in the developing world, to adapt to the consequences of global warming." Countries such as the US would lose 5bn a year because of damage to agriculture, while the EU would stand to lose up to 6bn. Bush and his Cabinet spent the week unpacking the trunk of proposals they lugged to the White House. Taxes: Bush sent his 10-year, $1.6 trillion tax cut plan to an enthusiastic Congress. Under the Bush scheme, the existing five tax brackets would be cut to four, and today's rates of 15 to 39.6 percent would drop to 10 percent to 33 percent. The president wants to expand child care credits, repeal the estate tax, and ease the marriage penalty. The White House claims the average tax cut for a family of four under the president's plan would be $1600 a year. Bush says he wants the tax cuts made retroactive to January 1, which he believes would help stave off the looming recession. "We need tax relief now," Bush said. "In fact, we need tax relief yesterday." Critics say the tax cut's promise of relief for all is a mirage. An analysis by Citizens for Tax Justice, a Washington public interest group, states the bottom 40 percent of tax filers would receive just four percent of the cuts. The average reduction for this group would be $115. The bottom 60 percent of filers would receive a mere 13 percent of the tax cuts, receiving an average of $227 each. The bottom 80 percent of taxpayers would receive only 29 percent of the tax cuts. "Nearly one in every three U.S. familieswould not receive any assistance from the tax provisions that President Bush is likely to send to Congress on February 8." By contrast, the wealthiest 1 percent of Americans would receive 43 percent of the total tax cuts, receiving an average tax cut of $46,000 each. The top five percent of filers would garner a little more than half of the tax cuts. Others point out abolition of the estate tax, which Clinton vetoed last year, would reward only the very rich. Mark Weisbrot of the Center for Economic and Policy Research argues: "Two-thirds of this tax is paid by the richest two-tenths of 1 percent of all taxpayers." The Center for Budget and Policy Priorities, a liberal think tank, says: "About 12 million low- and moderate-income families with childrennearly one in every three U.S. familieswould not receive any assistance from the tax provisions that President Bush is likely to send to Congress on February 8. An estimated 24 million children under age 18one in every three childrenlive in these families." A moth has been engineered to contain a gene from a jellyfish in the first stage of a genetic experiment designed to eradicate the cotton-destroying pest from the wild. A total of 3,600 of the moths will be set free under a cage within a one-hectare (three-acre) cotton field in Arizona. The experiment is likely to raise concern among environmental groups. But the researchers behind it say there is "minimal" risk of the genetically modified insects escaping. As an added precaution, the insects have been sterilised. Pink pest Thomas Miller of the Department of Entomology, University of California, told BBC News Online: "It is very important for us that the public understands what we're doing and why. We are not trying to create something that causes more trouble than we already have. "We have plenty of trouble with pink bollworm. It's an absolute nightmare and it's caused a lot of people to go bankrupt. "There's two things about this release. Number one, we're only going to use sterilised insects in the first go around. Even if they get out, there's no chance of them breeding. "Second of all, they are going to be in field cages. The people who are going to do this work have years of experience working with these field cages. "They know what is involved in maintaining them and the only way an enclosed population is going to get loose is if a hurricane comes through and rips the field cages to shreds. There hasn't been a hurricane in Arizona in these areas in living memory. "One thing we do know: the native population is a champion at survival. It has so far resisted any attempts to eradicate it except in central California. "Our ultimate plans are to insert conditional lethal genes that will fight against this enormously successful tendency to survive and infest cotton." The larvae are tiny white caterpillars with dark brown heads that burrow into cotton bolls causing devastation to the crop. They grow into greyish-brown moths. The engineered moths contain a genetic marker, a green fluorescent protein (GFP) derived from the jellyfish, which makes caterpillars inheriting the gene glow green under fluorescent light. In the first stage of the experiment, the scientists plan to release the moths under a seven-metre (24-foot) long cage in a small test site remote from commercial cotton fields. Insect control The field trials could pave the way for the first attempt to eradicate insects from the wild by releasing genetically modified laboratory strains. By inserting an inherited lethal trait into the moth the scientists believe they might be able to "get rid of the pink bollworm" from the US altogether. Similar research is focusing on the disease-carrying mosquito. Researchers from the US and Taiwan have modified the yellow fever mosquito to make it produce a powerful antibacterial protein, limiting its ability to transmit disease. If such insects were ever released in the wild, they might supplant infected natural populations, helping in the fight against human disease. Besides insects, a number of other transgenic animals are on the way. The US Food and Drug Administration (FDA) is currently deciding whether to allow a fast-growing genetically modified salmon on to American dinner plates. Scientists believe genetically modified carp may already be in commercial use in China while genetically modified tilapia may be in use in Cuba. Other examples of aquatic GMOs include transgenic channel catfish, modified Pacific oysters and hybrid striped bass.

The robbery of the Crocker National Bank in the Sacramento suburb of Carmichael took place April 21, 1975, but the case has lain dormant for nearly 26 years. Every Sacramento County district attorney since then has refused to press charges, saying there isn't enough evidence to get indictments, let alone convictions. During the robbery, Myrna Lee Opsahl, the 42-year-old wife of a Sacramento surgeon, was shot to death by one of the robbers with a shotgun. The crucial evidence that could tip the scales in favor of prosecution consists of shotgun pellets taken from Opsahl's body, sources say. Laboratory research recently discovered that those pellets match pellets in shotgun shells connected to the alleged robbers, according to law enforcement sources familiar with the case. Now FBI agents are joining forces with investigators from the Sacramento County sheriff's office to see if there is a way to prosecute six of the eight alleged bank robbers in federal court, since a prosecution in state court seems to have been ruled out. Court records in Los Angeles say the robbery was committed by members of the Symbionese Liberation Army, a tiny radical group that was known chiefly for its February 1974 kidnapping of Hearst. In San Francisco, FBI spokesman Andy Black said he could neither confirm nor deny that the bureau is back on the case. Other law enforcement sources said, however, that FBI agents met yesterday with investigators from the Sacramento sheriff's office and members of the Opsahl family to see where to take the case next. ACQUITTAL 25 YEARS AGO One of the alleged robbers, Steven Soliah, was tried 25 years ago in federal court in Sacramento on charges of robbing the bank. He was acquitted, and it is not likely he would be charged again. Another alleged robber, Patricia Hearst, was in a getaway car, according to her own memoir and court records. She has been given immunity from prosecution if she testifies against gang members. Hearst is the granddaughter of media baron William Randolph Hearst, founder of the Hearst Corp., which owns The Chronicle. She served 21 months of a seven- year federal prison term for her conviction on a different SLA bank robbery. Her sentence was commuted by President Jimmy Carter in January 1979. Three weeks ago, President Bill Clinton gave her a full pardon. The possible federal prosecution for the Carmichael bank robbery is the latest twist in a case whose revival stems from the June 1999 arrest of Sara Jane Olson, a Minnesota housewife who was a fugitive for 23 years. Back in the mid-1970s, she was known as Kathleen Soliah -- she is the sister of Steven Soliah -- and, according to police and prosecutors, was a key figure in helping the terrorist SLA gang while it was on the run from the FBI in the mid- 1970s. She was indicted in February 1976 by a Los Angeles grand jury on charges of trying to bomb Los Angeles police cars and now, a quarter-century later, faces trial in April. Los Angeles county prosecutors Michael Latin and Eleanor Hunter, along with Opsahl's husband, Dr. Trygve Opsahl, and their son, Dr. Jon Opsahl, have been unsuccessfully urging Sacramento County to prosecute the Carmichael bank robbery case, saying there's enough evidence to get convictions. Most of the evidence consists of hundreds, if not thousands, of items seized by the FBI from two SLA safe houses in San Francisco when they arrested Hearst, Steven Soliah and SLA members William and Emily Harris in September 1975. EVIDENCE GIVEN AWAY Over the years, the FBI gave away some crucial evidence, including ski masks and wigs, which made any future cases that much harder to prosecute. But they kept a number of SLA weapons and many boxes of ammunition. Twenty years ago, Hearst's book about her 19 months with the SLA said that after the Opsahl slaying, one of the bank robbers buried the possibly incriminating shotgun shell in a Sacramento park. Investigators dug up a good portion of the park but never found the shell. Now, however, with advances in metallurgical science, detectives have been able to get a match, supposedly good enough to hold up in court, between the pellets taken from Opsahl's body and pellets found in shotgun shells seized by federal agents when the SLA was arrested. Jesse Helms, that it was streamlining its operations and reducing America's share of the U.N. budget. Both the Foreign Relations Committee, which Helms chairs, and the full Senate voted without dissent Wednesday to release $582 million in back dues owed the United Nations for its operations and peacekeeping costs. That's the bulk of the $926 million Congress promised in a 1999 law on condition that the organization reform its huge bureaucracy and reduce the U.S. budgetary burden. Helms, R-N.C., who last year exchanged well-publicized visits with members of the U.N. Security Council, said Wednesday that while the United Nations had fallen slightly short of the goals he had set, he supported release of the money. "This legislation justifiably used the leverage of the United States to press for reforms, by linking payment of the United States' so-called U.N. arrears to specific U.N. reforms," Helms said. Sen. Joseph Biden, D-Del., the top Democrat on Foreign Relations and co-writer with Helms of the 1999 law, praised his conservative partner for insisting on the U.N. changes. "Just as only Nixon could go to China, only Helms could fix the U.N.," Biden said. The 99-0 Senate vote sends the bill to the House, which has not scheduled a date for action. Sen. Daniel Inouye, D-Hawaii, did not vote. At U.N. headquarters in New York, the chief U.N. financial officer, Undersecretary-General for Management Joseph Connor, promised that the money will go to satisfy the organization's debts to countries that have participated in peacekeeping. "We are delighted that the large arrearage package contemplated in the Helms-Biden bill has now come a step closer to the transfer of cash," Connor said. "We will use every cent to pay down our obligation to some 70 member states who have contributed troops and equipment to U.N. peacekeeping missions over a long number of years." The United States paid the first $100 million of the $926 million total in December 1999, a step needed to keep its voting privileges in the U.N. General Assembly. The third installment of $244 million would come next year if the United Nations follows through on pledges to clean up what Helms called its bloated bureaucracy. Wednesday's vote, the Senate's first legislative action of the new Congress, came after the General Assembly concluded lengthy negotiations last December with agreement that the U.S. share of the operating budget would drop from 25 percent to 22 percent and its share of the peacekeeping budget would be reduced gradually from 31 percent to 26.5 percent in 2003. Key to reaching the deal was a one-time gift of $34 million offered by American media tycoon Ted Turner to cover the shortfall in the main U.N. budget created by the reduced U.S. contribution in 2001. The vote on the $582 million was required because the Helms-Biden measure of 1999 conditioned release of funds to the United States paying no more than 25 percent of the peacekeeping budget, slightly less than what the U.N. agreed to. That 25 percent cap was first set in 1994 and several members of the Foreign Relations Committee said Congress should act soon to lift that ceiling. Sen. Richard Lugar, R-Ind., said most of the peacekeeping budget goes to U.S. allies who, with the United States reluctant to contribute troops to peacekeeping missions, are shouldering much of the manpower burden. The United Nations contends that, even with payment of the $926 million, the United States would still be in arrears by some $500 million because it has not fulfilled its obligation to pay 31 percent of peacekeeping costs. To their credit, despite their numerous wars and commotions, Europe is somewhat quicker to raise the question of "conspiracy". Some of Shakespeare's plays are an example. Such as, "Julius Caesar", and the soothsayer's warning to the Emperor, "Beware the Ides of March". In the 1980 presidential primary campaign, Kennedy family confidant, Allard Lowenstein, was to spearhead the campaign for Teddy Kennedy. Lowenstein was murdered, in his office, just about the time of "The Ides of March", 1980. Teddy got the message and his campaign went nowhere.Using the exact phrase, "Beware the Ides of March", I publicly and prophetically predicted presidential campaign violence just before the 1980 event of Lowenstein. Previously, in 1975, just before being thrown out of a Lowenstein press conference, on whether there had been a plot to assassinate Bobby Kennedy, (on the excuse that I was not a mass media reporter and hence had no right to be there), I on-tape confronted Lowenstein with his CIA connections back to the time he was with the CIA-front, National Student Association. He denied links to the American spy agency. So, in 1980, I publicly questioned the monopoly press's version, that Lowenstein had been murdered by a "lone nut". Only AFTER his death, did some journalists bring up his role in 1974, assisting the American CIA to overthrow the perceived leftist government of Portugal. Following the murder in 1963 of President John F. Kennedy, there started a movement in the U.S. of political assassination researchers. Despite the fact that I was rightfully considered part of that movement, fellow activists nevertheless often wanted me thrown out of their meetings for departing from the usual talk about which way the bullets went or did not go. Why? To their combined displeasure, I always raised the question of financial and related issues, not bullets. [At one assassination research conference in Chicago, I was ordered to be silent or be removed, when I confronted Oliver Stone's chief researcher for the movie "JFK" with a question: Is it not true that the French Rothschilds, linked to the Kennedy Family, principally financed the 42 million dollars for "JFK", and ran it primarily in their U.S. movie houses, to get revenge on Kennedy Family enemies?] A few hours later Oliver Stone himself showed up at the meeting, and considering me apparently as some poor wretch in a wheelchair, condescended to allow me to tape a short segment with him on a less direct question and answer. On another note, assassination researchers have developed an eye and ear for seemingly small but revealing details tending to show a cabal. During the two presidential terms of William Rockefeller Clinton, there were several suspicious violent events: Item: One night, a small airplane came within about 20 feet of going through President Clinton's White House bedroom window. Later, details were either played down or not widely reported. Such as, because of the obstructions on the route, the plane, according to skilled pilots and aviation experts, would have had to be guided in and around obstacles, vectored as it is called, from someone giving signals from the ground. Also the alleged "pilot" was already dead before impact, tending to prove the plane was a robot or drone guided from elsewhere. No explanation was given as to why and how, just that night, the White House rooftop-mounted ground-to-air missiles and the guidance system were turned off; they are supposed to near automatically be ready to target any aircraft that flies in the "no-fly" zone over the District of Columbia. Item: A super-velocity rifle, or rifles, were used by one or more gunmen to shoot through the supposedly bullet-proof Clinton White House dining room windows. A skilled videographer happened to be somehow right there as it happened. Later, a copy of the videotape was seized by federal authorities and never publicly revealed. Did he retain the original? The tape, according to his associates, reportedly showed intelligence-agency covert operatives were the shooters. The video-maker was later found dead, apparently murdered. Item: an assassin somehow got past the security guards at the entrance to offices adjoining the U.S. House of Representatives. He went straight to the unmarked first floor door into the office of Congressman Tom DeLay (R., Texas). The House Majority Whip came within a few seconds of being assassinated. According to his confidants who spoke to investigators on the promise of anonymity, DeLay took it as a failed assassination plot. He left immediately for Texas, and was guarded getting off the plane there by a virtual army. He was

Donald Rumsfeld headed the congressionally mandated commission that issued the report, although he stepped down from the commission post after being tapped to become President George W. Bush's defense secretary. "The Air Force strongly supports the space commission report and is already moving to implement many of (its) recommendations," said Maj. Gen. Brian Arnold, director of space and nuclear deterrence in the Air Force secretary's acquisitions office. He said Thursday that the service was working with Stephen Cambone, a top Rumsfeld aide, to align the space programs of the Air Force and the National Reconnaissance Office, the Pentagon arm that develops and manages U.S. spy satellites, and make other organizational and management changes. Before moving to the Pentagon with Rumsfeld, Cambone served as staff director of the space commission, which urged that space be recognized as a "top national security priority." "We know from history that every medium -- air, land and sea -- has seen conflict. Reality indicates that space will be no different," the commission said in the Jan. 11 report to Congress. "Given this virtual certainty, the U.S. must develop the means to both deter and defend against hostile acts in and from space," it said. "This will require superior space capabilities." The panel said the U.S. government should make sure the president "will have the option to deploy weapons in space to deter threats to and, if necessary, defend against attacks on U.S. interests." Pentagon spokeswoman Susan Hansen said Rumsfeld himself had not yet officially acted on the recommendations of his own commission's report. "The internal review is ongoing," she said, with a goal of advising Congress within 90 days of the submission of the report. BUILD "CRITICAL MASS" Arnold, at an Alexandria, Virginia conference on aerospace power, said a key Air Force goal was to build the "critical mass" for getting the highest levels of government to focus on military space policy. The Air Force will seek to resurrect a program to test a space-based radar aimed at giving a sharper view of enemy territory, potentially a multibillion-dollar effort, he told Reuters after addressing the conference. Congress killed the program last year, citing cost concerns. Among the contractors involved are Lockheed Martin Corp. and Boeing Co. . At the conference, Arnold cited the outcome of the first U.S. war games based on the possibility of war in space as evidence of the importance of developing an effective military presence in space. The war games were played out last month at Schriever Air Force Base outside Colorado Springs, Colorado. The classified games, set in 2017, demonstrated that a robust U.S. space presence provides a stable, permanent peacekeeping capability as well as the potential for an early deterrent strike, Arnold said. One assumption was that the heavens will be loaded with weapons, including small satellites that can maneuver against other satellites to blind them or disable them. He is also a bitter and eloquent foe of Plan Colombia, which has brought violence and increasing refugee flows across the border into Venezuela. All of the above prompted the Guardian Weekly (Great Britain) to report last week that "rumours are circulating that hawks in Washington are seeking allies in the Venezuelan military for a coup against Mr. Chavez." Now, in a move certain to further tempt any possible coup-mongers, Chavez has appointed the well-known leftist journalist Jose Vincent Rangel as the country's first civilian defense minister. According to a detailed report in Al Giordano's Narco News Bulletin (http://www.narconews.com/rangel1.html), Rangel's first task will be to prevent the formation of paramilitary death squads by Venezuelan landowners near the Colombian border. The Venezuelan press reported last week that landowners were considering such measures "to combat the Colombian guerrilla." Central to both missions was a Russian offer to trade MiG-29 jet fighters to Austria in exchange for relief of Russian debt to Vienna. The offer was rejected, dealing a serious setback to Russia's strategy for relations with Europe. Domestic political pressure, time and budgetary constraints, however, could force Austria to reconsider Russia's offer, in turn, threatening NATO expansion and cohesion. Analysis Russian President Vladimir Putin concluded the working portion of his visit to Austria on Feb. 9, having almost completely failed to achieve his two major objectives. First, Putin was attempting to reinforce economic ties between Russia and Austria. Second, Putin sought to persuade Austrian leaders to retain the countryâs neutral status and refrain from NATO membership. Serving both initiatives was a Russian proposal to offer MiG-29 fighter jets as partial payment of Russiaâs $2.84 billion debt to Vienna, an offer that, if accepted, would have hampered any future Austrian accession to NATO. But the MiG offer was shot down before Putinâs arrival, the victim of aggressive opposition lobbying from the United States, Britain and Sweden. In the end, Putin was forced to reaffirm publicly that Russia would fulfill its international debt obligations and to acknowledge that Austriaâs neutrality and membership in international organizations were matters for Austria to decide. Chastened, Putin left Vienna with only a handful of insubstantial economic cooperation agreements. While strategically and economically painful, Russiaâs setback on the MiG proposal is not yet terminal. The Russian jets-for-debt proposal and competing European and U.S. offers will still face intense debate within the Austrian populace and parliament. The majority of Austrians do not share their governmentâs commitment to eventual NATO membership, and budgetary and political concerns could, in the end, make Russiaâs offer too attractive to refuse. Russia had hoped the MiG sale would help solve its economic and strategic problems. From a strictly economic standpoint, Russia needed Austria to accept the jets-for-debt deal. Russiaâs foreign debt amounts to approximately $48.3 billion, of which it owes about $2.84 to $3.3 billion to Austria, according to Russian figures. Russia is counting on debt rescheduling and creative barter deals to cover the majority of its obligations. Click here to see a map of Austria relative to NATO member countries. Russia also needs to maintain strong economic ties with Austria, whose neutrality during the Cold War has made it an economic bridge between Western Europe and the former Soviet Bloc. Austria is Russiaâs 10th largest investor, at an estimated $170 to $200 million currently invested. According to the Kremlin, trade between the two countries amounted to $1.6 billion in 2000. Measuring total trade and investment, officials in Vienna judge Austria to be Russiaâs fourth largest commercial partner. In addition, the MiG offer was an attempt to exploit Austriaâs immediate need for new fighter aircraft as a way to undermine Austriaâs long-term bid for NATO membership. Austria has allowed its military forces to deteriorate significantly since the end of the Cold War, and its army air division is in dire straits. Austria is the only country still operationally employing a fleet of 24 Drakens, an aircraft designed in the 1950s, built in the 1970s and whose operational lifespan is scheduled to end in 2005. Austria has delayed a decision on replacing the Drakens, in part due to budgetary constraints, but largely because weapons systems selection has a great impact on Austriaâs ability to establish future strategic relationships â particularly with NATO. The purchase of Russian aircraft would reflect badly on Austriaâs political commitment to Western military alignments and threaten its links with Western air forces. Russia has gone to great lengths to overcome the main arguments against the MiG-29 â that the supply of spare parts and support is unreliable and that the MiG does not meet NATO standards for interoperability. Russia also offered a very tempting proposal, particularly in terms of cost. The MiG-29 sells for roughly half the price of competing Western aircraft. Moscow upped the stakes from simple competitive marketing last September when the Russian Finance Ministry presented a plan for the delivery of 30 MiG-29s, valued at $1.2 billion, which could be paid for up to 100 percent in debt redemption, according to the Austrian newspaper Der Standard. Most pesticides can't kill these canola superweeds, which are sprouting up in wheat fields and other areas where farmers don't want them, Canada's expert panel on biotechnology says. Three types of canola, each engineered with genes to resist one type of weedkiller, have merged into new varieties resistant to many pesticides. Instead of helping farmers avoid weeds, the canola itself has become the weed. The superweed-canola is especially bad in the Prairies, where canola is a multibillion-dollar crop, says a report released yesterday from the Royal Society of Canada's biotech experts. The biotech industry has been "naive" in thinking that good farming methods alone will hold superweeds at bay, the report says. And the panel warns that as the next generation of genetically engineered crops becomes more complex, it will be tougher to head off the superweeds of the future. Canola "is the classic example" of a superweed, said Brian Ellis, a co-chair of the panel and molecular biologist from the University of British Columbia. Canola varieties such as Liberty Link and Roundup Ready were engineered to use with a pesticide [sic] (such as Roundup). The idea was that a farmer would plant canola resistant to Roundup, then spray the field with Roundup. Everything except the canola would die. Where canola is nearly pesticide-proof, it can crowd out other plants - crops and weeds - in farm fields. But its resistance to pesticides doesn't help its survival in the wild, where there are no pesticides. "The next generation ... is crops that come along carrying genes thatmake them more frost-tolerant or drought-tolerant. They have an advantage over their wild cousins," Mr. Ellis said. That means they will have a bioengineered advantage in taking over farm fields and in moving through wild areas. "Herbicide-resistant volunteer canola planta aare beginning to develop into a major problem" in the Prairies, the panel's report says. (Volunteer plants are those that seed themselves.) Canola has been farmed for only a few generations and so it still has some wild tendencies - such as dropping its seeds before a farmer can harvest them. This plants seeds for next year. And plants, the report says, "can be quite promiscuous." Canola plants will breed with any other canola they meet, creating the phenomenon of "gene stacking," or accumulating all the genes originally built into different strains by different laboratories.

Data on when puberty starts has been skimpy over the years--especially for African Americans. But, said Herman-Giddens, ``I'm confident that this trend is a real trend,'' adding that adolescence seems to be starting earlier and lasting longer in children worldwide. She is currently analyzing data on American boys. ``What we're seeing is a symptom of a very serious public health problem,'' said Herman-Giddens, noting that the long term physical and mental health impact of early puberty are not understood. Holland Associated Press Writer Friday, Feb. 9, 2001; 6:31 p.m. EST WASHINGTON A congressional committee investigating President Clinton's 11th-hour pardon of fugitive financier Marc Rich decided Friday to subpoena records from Clinton's presidential library fund after being told Rich's ex-wife gave it an "enormous sum," committee sources said. In one of his last acts as president, Clinton pardoned Rich, who has lived in Switzerland since just before he was indicted in the United States in 1983 on charges of tax evasion, fraud and participation in illegal oil deals with Iran. The House Government Reform Committee, which is investigating the pardon, was told Wednesday by Denise Rich's lawyer that she had given the Clinton Presidential Library Fund an "enormous sum" of money. Ms. Rich declined to appear before the committee, asserting her right under the Fifth Amendment not to testify against herself. The committee will seek to subpoena the Clinton library bank records and Ms. Rich's bank records and is contacting the Justice Department to try to give Ms. Rich immunity to she can be forced to testify in front of the panel, two committee sources said Friday. A spokeswoman for Ms. Rich in New York City declined to comment. "We want to know how much is 'enormous,'" committee chairman Dan Burton, R-Ind., said at the Thursday hearing. "That's something we need to find out and how that plays in the overall scheme of things." Republicans also have noted that Ms. Rich was a major contributor to the Democratic Party and to Hillary Rodham Clinton's Senate campaign. The White House, the Justice Department and Rich's lawyers all have said that nothing illegal was done. Clinton has insisted that Rich deserved the pardon. "Once the facts are out there, people will understand what I did and why, even if they may not agree with it," he said Tuesday. Rich and his lawyers, which included former White House Counsel Jack Quinn, flooded the White House with calls and letters supporting the pardon in Clinton's last days as president, documents show. It may be March before the House committee holds another hearing on the Rich pardon, officials said. The Senate Judiciary Committee will hold its first hearing on Clinton's pardons next Wednesday. However, Sen. Arlen Specter, R-Pa., who called for that hearing, will not focus on Clinton's pardon of Rich but rather on what might be done to limit the president's pardon power in the future. Specter is trying to build support for a constitutional amendment that would give Congress the power to overturn a presidential pardon. Sensational details about Rich's ultimate high-wire act as a spy for Israel and other countries were provided to The Post as congressional committees prepare to hold hearings into former President Bill Clinton's controversial decision to pardon the fugitive commodities trader. Among the issues that will be explored by the House Oversight Committee in its probe of the hotly disputed Rich pardon, according to congressional sources, are: * Rich's lengthy relationship with the Israeli Mossad. * His numerous contacts with federal prosecutors in New York, during which his lawyers offered to provide intelligence to the CIA in return for leniency. A CIA spokesman denied any relationship with Rich and said no one from the agency participated in behind-the-scenes White House discussions about his pardon. But Israeli Prime Minister Ehud Barak repeatedly cited Rich's contributions to Israel's "national security" in phone calls to President Clinton last month in which he lobbied for Rich's pardon, according to Barak spokesman Gadi Baltiansky. And a letter from former Mossad chief Shabtai Shavit to Clinton confirming that Rich provided "assistance" to the Israeli spy agency that produced results "beyond the expected" was among the documents released last week by Rich's lawyer Jack Quinn to support the Rich pardon. "The government of Israel considered Rich a critical ally, and the president took that seriously when he considered the pardon request," former White House spokesman Jake Siewert told The Post. Rich and partner Pincus Green fled the country in 1983 ahead of federal charges that they ripped off taxpayers for $48 million. Both were among the 140 people pardoned or given clemency on Clinton's last day in office. A storm of controversy has erupted over the unusual way the Rich pardon was handled, as well as over the involvement of Rich's ex-wife, Denise Rich, who raised $1 million for the Democratic party and gave the Clintons $7,000 in furniture for their new homes. Accounts of Rich's life on the lam - provided by former prosecutors, Rich's lawyers and the Israeli government - sound like a plot from a James Bond movie as the ruthless and nimble Rich extended his empire on five continents and built up a business worth almost $30 billion. He sold Iranian oil to Israel and Nigerian oil to South Africa. He brokered the sale of North Korean arms to Iran and did several deals involving gold, grain, nickel and tin with the Russian Mafia and henchmen of the former Soviet Union. And it's now clear that Rich also dealt in the most valuable commodity of all - information. He used what one of his former lawyers called a "mammoth information-gathering operation" to gain entree to governments and to support his businesses. "He was one of the biggest commodities traders in the world and had offices and active operations in all sorts of countries. He had friends in all sorts of places - high and low - and he certainly was in a position to provide sensitive information from a number of places," said Martin Auerbach, one of two former assistant U.S. attorneys who prosecuted Rich and tracked him throughout the years. Lawyers close to the case say there is no doubt that Rich had contacts with spies and security services throughout Europe and the Middle East. Those contacts not only helped him make money but may have also helped him stay one step ahead of U.S. lawmen trying to capture him, lawyers say. Former New York Police Commissioner Howard Safir said he tried several times to trap Rich and bring him back to the United States, when he headed the U.S. Marshals Service, but Rich constantly eluded the federal dragnet. Shavit, who headed the Mossad from 1989 to 1996, provided a fascinating glimpse of Rich's role in the murky netherworld of spies. In his letter to Clinton released by Quinn's office, Shavit said that he had a long relationship with Rich. "We requested his assistance in looking for MIAs and his help in the rescue and evacuation of Jews from enemy countries," Shavit wrote. "Mr. Rich always agreed and used his extensive network of contacts in these countries to produce results that sometimes were beyond the expected." Murkier still were Rich's efforts to become a superspy for the CIA. During his intrigue-filled exile, Rich's lawyers made numerous approaches to government prosecutors, offering intelligence to the CIA about the terrorists and rogue governments he dealt with in return for being allowed to return to the United States without being subjected to a jail sentence, Auerbach said. ''Most of it didn't make it to the gift unit,'' Tripp said Friday night on ''Larry King Live,'' describing a roomful of presents that had been sent to the White House by heads of state in honor of Clinton's inauguration in January 1993. ''I know on many occasions it went to them.'' She said that when she was filling out proper gift forms for logging in presents sent to the White House, that she was told, in so many words: ''Take off your Bush hat. This is the Clinton White House.'' ''They didn't want any part of that,'' she said. Tripp, who worked in the Clinton White House for a year and a half, taped her conversations with Lewinsky that helped lead to Clinton's impeachment. Tripp was fired from her $100,000-a-year political position on Inauguration Day. The Clinton transition office had no comment on Tripp's remarks. Then on Wednesday, the Clintons returned 19 items after some donors said their gifts were for the White House, not the former first family. The goods -- lamps, tables, chairs, sofas and prints -- were put on a truck in Chappaqua, N.Y., where the Clintons have a house, and shipped to a warehouse in a Maryland suburb of Washington where White House items are stored. After concluding that the items the Clintons took with them were the property of the White House, not personal gifts they were entitled to keep, the National Park Service on Friday released an inventory of the items returned. Questions remain about why the items ended up with the Clintons. The Clintons have refused to comment on the National Park Service determination. But early this week, the former president's office issued a statement saying every item accepted by him and the former first lady, who is now the junior Democratic senator from New York, had been identified by the White House gift office as a present to them. ''Gifts did not leave the White House without the approval of the White House usher's and curator's offices,'' the statement said. White House officials who handle gifts to presidents have refused to comment. Jim McDaniel, the National Park Service liaison to the White House, said Thursday that he had found no evidence of clerical errors that could have caused items meant for the White House to have been placed on the list of personal gifts the Clintons could chose to keep. The list released Friday did not give the value of the items returned. About a dozen of the gifts in question, however, were itemized on the Clintons' final financial disclosure report. The total value of those gifts was about $28,000. -Caveat Lector- NYTimes February 10, 2001 Documents Show a Complex Campaign to Win a Pardon By ALISON LEIGH COWAN WASHINGTON, Feb. 9 Lawyers and advisers to the financier Marc Rich joined his former wife in choreographing a complex legal and political campaign to win a last-minute pardon from President Bill Clinton, whose own legal advisers opposed the pardon, newly released documents and interviews show. The effort, which drew in operatives in Israel and Switzerland as well as a Washington team that included a former finance chairman of the Democratic National Committee, culminated in Mr. Clinton's granting a pardon that has raised questions of improper influence. The Rich pardon was the subject of a confrontational Congressional hearing on Thursday, with more hearings planned. A spokesman for the House Committee on Government Reform said today that the panel would issue subpoenas next week for the bank records of Denise Rich and the list of donors to the Clinton library after Ms. Rich's lawyer disclosed that Ms. Rich had contributed to the library. "In every investigation of this sort where money is involved or contributions are involved," the spokesman, Mark Corallo, said, "the only way to establish any kind of causal relationship is to look at bank records." Ms. Rich, who refused to testify at the hearing and cited her Fifth Amendment right against self-incrimination, played a larger role in the effort than previously known, the documents show, although much of it was done at the urging of her former husband's lawyers. Besides writing at least one letter to Mr. Clinton in support of her ex-husband's pardon, and following up with a phone call, Ms. Rich also buttonholed Mr. Clinton about the pardon at a White House party on Dec. 20 after wresting him away from Barbra Streisand, a witness said. Ms. Rich and her friend Beth Dozoretz, the former finance chairman of the Democratic National Committee and a close friend and big financial supporter of both Bill and Hillary Rodham Clinton, then monitored pardon developments together from Ms. Rich's home in Aspen, Colo. According to e-mail messages released on Thursday by the House committee, Ms. Dozoretz spoke to Mr. Clinton on Jan. 10 about the pardon on the telephone and told Ms. Rich while they were in Colorado that Mr. Clinton "wants to do it." One hitch, she reported, was that he had to do "all possible to turn around" the White House counsels who were opposed. Ms. Rich's lawyer has also told the government committee that she gave an "enormous sum of money" to the Clinton library. A Democratic fund-raiser today amended an earlier statement to say that she pledged $450,000 in three transactions between July 1998 and May 2000. The stacks of time-stamped e-mail messages yield a rare glimpse into a process with little oversight. Presidential pardons are irrevocable and can be awarded without explanation. The e-mail messages show that Mr. Rich's allies were taking no chances. In trying to persuade Mr. Clinton to proceed over the objections of influential aides, they armed him with testimonials from public figures and worked up until the last minute to come up with more connections to make the point, sometimes with hilarious fervor. In one e-mail message, dated Dec. 30, Mr. Rich's United States lawyers ask whether Leah Rabin, the widow of the former Israeli prime minister, might be approachable. Avner Azulay, Mr. Rich's point man in Israel, responded: "Not a bad idea. The problem is how do we contact her? She died last November." In another flurry, Robert Fink, Mr. Rich's longtime lawyer in New York, reported on Jan. 2 that he heard that the pardon request was being taken seriously inside the White House but lacked someone inside eager to push it. "We need a rabbi among the people in the counsel's office," the e- mail message reads. Mr. Azulay, having spent the previous six weeks compiling a book of letters from Israeli and American Jewish leaders, took the request literally and responded: "I don't understand the comment about the rabbi. Our book is full of rabbis. Could you get more specific?" Much of the strategy was reflected in a Nov. 19 memorandum from Mr. Fink to the other members of the team: Jack Quinn, the Washington insider whom Mr. Rich hired nearly two years ago; Kitty Behan, another of Mr. Rich's lawyers in Washington; Gershon Kekst, a public relations executive in New York; and Mr. Azulay, the former intelligence operative who runs Mr. Rich's foundation in Israel. The memorandum calls for finding someone "of high moral authority" to press the case, a person who turns out to be Elie Wiesel, and discusses the "need for secrecy." "Knowing everything I know, I would have recommended against it," said Eric Holder, who led what he conceded was a rushed - through no fault of his own, he insisted - legal review of Clinton's last-minute pardons. He also acknowledged lobbying Rich's pardon lawyer, Jack Quinn, a close ally of then-Vice President Al Gore, for a promotion to attorney general if Gore won the election. But Holder, who until a week ago was the No. 2 man in Janet Reno's Justice Department, maintained he was frozen out of the back-room schmoozing and extensive e-mail paper trail that made the pardon a reality. The admission by Holder came on Day 1 of congressional hearings on the Rich pardon. The lawmakers are trying to determine whether Democratic campaign donations played a role. Clinton denies any impropriety, but even Democrats are saying the pardon was a big mistake and aren't making any effort to defend it. Republicans are looking for more sinister motives. "Everything about it seems sleazy," said Rep. Christopher Shays (R-Conn.), a respected moderate who sharply questioned Quinn's ethics in using his White House connections to get a fugitive pardoned. Perhaps the most emotional moment of the hearing came when Democratic Rep. Elijah Cummings, who represents a predominantly black district in Prince Georges County, Md., said the fact that Rich had it much easier than "the little guys I represent" shows why many blacks feel there is a double standard of justice in America. "It's one thing to stand trial. It's a whole other thing to evade justice. My constituents have a major problem with that, and I do, too," Cummings said. Although Rich remains in hiding, his lawyer argued the pardon was 100 percent justified and that overzealous prosecutors trumped up their case against his client in the first place. "I remain to this day absolutely and unshakably convinced that the prosecutors constructed a legal house of cards," said Quinn, an ex-White House lawyer. Rich paid him $330,000 to lobby for the pardon. Former prosecutor Martin Auerbach retorted that the case was "all aces." He has argued that Rich fled the country precisely because he was afraid he'd be convicted. Dueling accounts of the pardon fueled an eight-hour hearing that will be repeated in the Senate next Wednesday.Sen.
