But contrary to the emergence of California-bashing as a national sport, the Golden State actually ranked a respectable 47th in total per capita energy consumption and 49th in per capita electricity use, according to the federal Energy Information Administration. "It's easy to say that California is a big pig, but we're not pigs," said Susanne Garfield, a spokeswoman for the California Energy Commission. "We do use a lot of energy. We are the sixth largest economy in the world. Yes, we use a lot, but our demand has not been zooming." Rhode Island, New York and Hawaii were the only states that used less energy than California per person in 1997, the last year for which data were available. Alaska, Louisiana, Wyoming and Texas sucked up the most per capita. The Lone Star state also used the most energy overall, consuming almost twice as much total natural gas, petroleum and electricity as California. The Golden State's moderate climate and some of the nation's strictest fuel, building and appliance efficiency standards are generally cited to explain California's comparatively lower per capita energy usage. That being said, California -- the world's 10th biggest energy user -- is still part of the energy-gulping United States. Peak-time electricity consumption in the state, for example, has risen steadily, about 2 percent a year since 1990. Californians want their SUVs, air conditioners and two- refrigerator homes as much as -- and in some cases more than -- anyone else. After all, they live in a country that devours more gasoline, paper, steel, aluminum, electricity and water per capita than just about anywhere else on Earth, according to figures from government and international agencies. INSATIABLE APPETITE The average American uses about twice as much energy as the average person in France or England and about 60 percent more than the average Japanese. Any American who has ever commanded a remote control knows the unavoidable truth about this nation: Rolling blackouts or not, we have an insatiable appetite for energy. Americans guzzle about 65 percent more energy than they did 50 years ago. We're wired, plugged in, flat-out hooked on the energy that powers everything from our cars, factories, thermostats and computers to plate warmers and nose-hair trimmers. "We have an addiction to consumption, but it's not a psychological addiction. It's a cultural addiction," said Richard Wilk, an anthropology professor at Indiana University who has studied global consumer culture. "As a group we all participate and keep it going. . . . We have a whole culture that's based on using more and more."

Prusiner FURTHER READING Fifteen years ago I evoked a good deal of skepticism when I proposed that the infectious agents causing certain degenerative disorders of the central nervous system in animals and, more rarely, in humans might consist of protein and nothing else. At the time, the notion was heretical. Dogma held that the conveyers of transmissible diseases required genetic material, composed of nucleic acid (DNA or RNA), in order to establish an infection in a host. Even viruses, among the simplest microbes, rely on such material to direct synthesis of the proteins needed for survival and replication. Later, many scientists were similarly dubious when my colleagues and I suggested that these "proteinaceous infectious particles"-or "prions," as I called the disease-causing agents-could underlie inherited, as well as communicable, diseases. Such dual behavior was then unknown to medical science. And we met resistance again when we concluded that prions (pronounced "pree-ons") multiply in an incredible way; they convert normal protein molecules into dangerous ones simply by inducing the benign molecules to change their shape. Today, however, a wealth of experimental and clinical data has made a convincing case that we are correct on all three counts. Prions are indeed responsible for transmissible and inherited disorders of protein conformation. They can also cause sporadic disease, in which neither transmission between individuals nor inheritance is evident. Moreover, there are hints that the prions causing the diseases explored thus far may not be the only ones. Prions made of rather different proteins may contribute to other neurodegenerative diseases that are quite prevalent in humans. They might even participate in illnesses that attack muscles. The known prion diseases, all fatal, are sometimes referred to as spongiform encephalopathies. They are so named because they frequently cause the brain to become riddled with holes. These ills, which can brew for years (or even for decades in humans) are widespread in animals. The most common form is scrapie, found in sheep and goats. AfBicted animals lose coordination and eventually become so incapacitated that they cannot stand. They also become irritable and, in some cases, develop an intense itch that leads them to scrape off their wool or hair (hence the name "scrapie"). The other prion diseases of animals go by such names as transmissible mink encephalopathy, chronic wasting disease of mule deer and elk, feline spongiform encephalopathy and bovine spongiform encephalopathy. The last, often called mad cow disease, is the most worrisome. Gerald A. H. Wells and John W. Wilesmith of the Central Veterinary Laboratory in Weybridge, England, identified the condition in 1986, after it began striking cows in Great Britain, causing them to became uncoordinated and unusually apprehensive. The source of the emerging epidemic was soon traced to a food supplement that included meat and bone meal from dead sheep. The methods for processing sheep carcasses had been changed in the late 1970s. Where once they would have eliminated the scrapie agent in the supplement, now they apparently did not. The British government banned the use of animal-derived feed supplements in 1988, and the epidemic has probably peaked. Nevertheless, many people continue to worry that they will eventually fall ill as a result of having consumed tainted meat. The human prion diseases are more obscure. Kuru has been seen only among the Fore highlanders of Papua New Guinea. They call it the "laughing death." Vincent Zigas of the Australian Public Health Service and D. Carleton Gajdusek of the U.S. National Institutes of Health described it in 1957, noting that many highlanders became aUeicted with a strange, fatal disease marked by loss of coordination (ataxia) and often later by dementia. The affected individuals probably acquired kuru through ritual cannibalism: the Fore tribe reportedly honored the dead by eating their brains. The practice has since stopped, and kuru has virtually disappeared. Creutzfeldt-Jakob disease, in contrast, occurs worldwide and usually becomes evident as dementia. Most of the time it appears sporadically, striking one person in a million, typically around age 60. About 10 to 15 percent of cases are inherited, and a small number are, sadly, iatrogenic- spread inadvertently by the attempt to treat some other medical problem. Iatrogenic Creutzfeldt-Jakob disease has apparently been transmitted by corneal transplantation, implantation of dura mater or electrodes in the brain, use of contaminated surgical instruments, and injection of growth hormone derived from human pituitaries (before

Thanks to a remarkable discovery at Bell Labs in New Jersey, they could one day find out simply by calling the cell phone of someone lying unconscious inside. That is because the signal from a cell phone reveals two vital signs: a person's pulse and breathing rate. Better still, the person does not even have to answer the phone. The Bell Labs engineers, led by the husband-and wife team of Victor Lubecke and Olga Boric-Lubecke, noticed that some of the microwaves transmitted by a cell phone's antenna bounce back to the phone from the user's chest, heart and lungs. As those organs move, the frequency of the reflected radiation is Doppler shifted by a tiny amount. If the lung is expanding, the radiation bouncing off it is pushed closer together, slightly raising its frequency. A contracting lung lowers the frequency. The variation is tiny: one hertz in a billion. Bell Labs - owned by Lucent Technologies Inc. - now plans to modify the mobile phone with a circuit that detects the Doppler shift in the reflected signal picked up by its antenna. The phone then sends this data on to the base station, where further processing extracts the user's vital signs. "We're talking about very low-frequency signals," Mr. Lubecke said. "They are easy to separate from a voice." To pick up the reflected signals, the cell phone has to be held steady for a few seconds, Mr. Lubecke said. That is very likely what will happen if its owner is trapped or unconscious. Doctors could also use the Bell Labs technology routinely to monitor a patient's heart or breathing - just by phoning the patient's mobile. Mr. Lubecke has been working with James Lin of the University of Illinois in Chicago to test his ideas. The researchers used a radio with similar frequency and power to a typical mobile phone to demonstrate the effect in their lab. Now they are building a prototype detector. Today's cell phone networks treat the interference information as unwanted noise and discard it. For the new system to work, the network will have to be modified to retain and interpret the signals, Mr. Lubeck said. While the phone must be switched on, you do not have to answer it for the system to work: just making it ring generates enough of a signal to allow the heart and lung data to be piggybacked onto the signal that tells the caller your phone is ringing. Some experts say the technology faces major challenges. Alan Preece, who investigates mobile phone health effects at the University of Bristol, said that the heartbeat signal would be so much weaker than the main signal that it risks being swamped. If the Bell Labs discovery can be reliably exploited, it could also help you get remote diagnoses just by phoning your doctor. So while the jury is still out on cell phone safety, pending the results of a five year study by the World Health Organization, it looks like cell phones may have at least some potential health benefits on the horizon. The Deutsche Banc report noted sales of military aircraft and missile systems for Boeing were approximately $12.1 billion in 2000, on par with the company's revenues the previous year. However, the report predicted Boeing would experience net gains in this sector in 2001, thanks to the company's long-term contracts for F/A-18 fighters, C-17 transport aircraft, AH-64D Apache Longbow helicopters and T-45 trainer aircraft. Net revenues from the defense and space sectors are expected to increase from $20.2 billion in 2000 to $23.2 billion in 2001, said Mecray. However, Mr. Smith's textbook would have us believe that Lincoln was a preservationist of sorts, a man dedicated to preserving the grandeur of State ideals. Most 9th-graders don't have the intellect to ask what is so glorious about State ideals. Instead, they absorb just enough to make it into ignorant adulthood. In fact, if they had questioned these teachings, they would have discovered that Lincoln was a consummate con man, manipulator, and a State-serving miscreant. In the march through Georgia during Lincoln's War of Northern Aggression, he and Sherman carved out a murderous campaign, maiming innocent civilians and setting a precedent for the next century's bloody genocides that followed. A fine exemplar was he, the Communists might say. As if the pure evil of the war to subjugate the Southern states stuggling for independence was not unscrupulous enough, Lincoln was hardly the watchman of the black race as portrayed by Mr. Smith's ninth-grade history text, either. Lincoln had no fondness for the black man, and in fact, often spoke with the candor of that which would make him a modern-day racist of satanic proportions. As Lincoln scholar Tom DiLorenzo points out, Lincoln believed there was an inherent inequality between the black and white race, and held a conviction that a "superior position" should be assigned to the white man over the black man due to this political and social inequality. David Duke was forever browbeaten for muttering anything even resembling this. Any good historian at least understands that his goal was not to free the slaves, as DiLorenzo correctly states. In 1862, Lincoln published a letter stating, "My paramount object in this struggle is to save the Union, and it is not either to save or destroy slavery. If I could save the Union without freeing any slave I would do it, and if I could save it by freeing all the slaves I would do it; and if I could save it by freeing some and leaving others alone, I would also do that. What I do about slavery and the colored race, I do because I believe it helps to save the Union." Lincoln was the darling candidate of the moneyed industrialists of the North. At the core of his political tenets was a government of high import taxes, and his Republican party, whom he lead, passed the Morrill tariff into law soon after taking office. To quote DiLorenzo, Lincoln "even promised in his First Inaugural Address to launch an invasion of any state that failed to collect its share of tariffs." He was committing himself to collecting customs in the South, even if that meant they would secede. The free-market economics of the South were up for assault. Lincoln signed ten more tariff-raising bills. He manipulated the American public into the first income tax, he handed out huge land grants and monetary subsidies to transcontinental railroads (corporate welfare), and he took the nation off the gold standard, allowing the government to have absolute control over the monetary system. Then, he virtually nationalized the banking system under the National Currency Acts in order to establish a machine for printing new money at will and to provide cheap credit for the business elite. "A serious question has been raised about some 44 of the pardons," Barr told former Congressman John Kasich, who substituted for Bill O'Reilly on Fox News Channel's "The O'Reilly Factor." Barr said certain Clinton pardons "might be void because there were no formal petitions even submitted to the president, yet he granted pardons to some 44 people, including Henry Cisneros and Susan McDougal." "So their pardons may not even be valid," he added. In 1998 former Housing Secretary Henry Cisneros pleaded guilty to misleading investigators about illicit payments to his mistress. Barr serves on the House Government Reform and Oversight Committee, which plans to seek immunity for million-dollar Clinton contributor Denise Rich next week. Rich cited her Fifth Amendment protection against self incrimination when asked to answer questions last week, a development that has Washington buzzing about what she's trying to hide. As far as anyone can tell, he's the only illegal importer of drugs who has ever voluntarily handed himself in, offered a video of himself clearing Customs and given over all receipts of his transactions to the authorities. Last October, Achmat, who has the Aids-related virus, HIV, flew to Thailand and bought 5,000 pills to treat people dying of Aids. He then flew back to South Africa and handed his drugs over to his country's government. The drug was Biozole, an anti-fungal treatment whose patent is owned by pharmaceuticals giant Pfizer. To buy a Pfizer pill over the counter in South Africa would cost about 9. In Thailand, Achmat scored the same generic drug for 15p. In trade-law-speak, Achmat's 'parallel importation' of Biozole is a vivid symbol of a growing healthcare scandal of epic proportions. Aids is sweeping through Africa much like the Black Death plague that wiped out so much of medieval Europe. Eminent African doctors are now saying that HIV will do more harm to Africans than slavery did. Of the world's 34 million people infected with HIV, 25 million live in sub-Saharan Africa. Jos Mara Aznar, the conservative Prime Minister of Spain and his Foreign Minister Abel Matutes, were involved in the planning. 'The freeing of Pinochet was a political decision taken by the British Government,' Hernn Montealegre, Chile's leading human rights lawyer, told The Observer yesterday. If the medical report which Home Secretary Jack Straw used to justify the former dictator's release had been tested in the courts, it would not have stood up, he claimed. Pinochet faces summary arrest today for contempt of court, having refused to submit to the medical examination ordered by Juan Guzmn, the examining judge dealing with the 1973 Caravan of Death case in which the former dictator is implicated. Pinochet faces an additional 202 charges which relate to other crimes. The Blair-Frei plan was to prevent Pinochet's extradition while observing the law. Instead, the Prime Minister and Foreign Secretary relied on Britain's wide discretion on extradition matters. The plan was conceived in 1999 after it became clear that the Pinochet affair was dragging on far longer than governments expected and came to fruition when British doctors examined the General at Northwick Park Hospital in Harrow, north London, on 5 January last year. Their report allowed Straw to exercise his discretion to release Pinochet on humanitarian grounds even though the former dictator had never said he was too ill to stand trial. The medical report was leaked in February after the High Court in London forced an unwilling Straw to disclose it to the Spanish and other governments. It was widely criticised as skimpy and unconvincing by experts in geriatrics in Britain and on the continent, particularly by the Belgian government which, with Switzerland and France, was also seeking Pinochet's extradition on grave charges. The plan evolved in discussions round the world - in London, Madrid, Santiago, Rio de Janeiro, at United Nations headquarters in New York and in Auckland, the capital of New Zealand. The Observer has reconstructed the moves which allowed a dictator notorious for murder and torture to escape trial in Spain last year. On 2 November 1998, shortly after Pinochet's arrest when it was expected that he would be speedily sent to Spain, Blair and Aznar met in Downing Street and it was announced that Spain would collaborate fully with the extradition proceedings. 'We will apply judicial decisions,' said Francisco Alvarez Cascos, Aznar's deputy. The legal wrangles continued into 1999. By mid-1999 a new stratagem emerged when Frei, had a long telephone conversation with Blair in which the Chilean sought help in getting Pinochet released back to Chile on humanitarian grounds. According to a book just published in Santiago, Augusto Pinochet: 503 Dias Atrapado en Londres (Augusto Pinochet: 503 Days Trapped in London) by Monica Prez, a leading Chilean TV journalist and Felipe Gertdtzen, the son-in-law of Frei, the Chilean President was keen to achieve Pinochet's return to Chile before his term ended in 2000. Frei argued to Blair that neither government would benefit if Pinochet were to die in England and that he could be tried in Chilean courts. According to the book, Blair emphasised to Frei that the case was before the courts and the Government could not interfere, adding that any British leader would court grave problems at home if he were seen to interfere with the course of justice. If there were any powers which Government could exercise they would be exercised by a Home Secretary not a Prime Minister, he said. Blair undertook to do what he could within the law provided the exchanges between the two leaders were kept secret. The authors claim that Blair suggested setting up a 'back channel', with two people appointed to liaise between the leaders' private offices. One was John Tower, the elder President Bush's ill-fated pick to head the Defense Department. The other was Richard L. Armitage. Armitage, who served as an assistant secretary of defense under President Reagan, was to be the new administration's secretary of the Army. Before his nomination could come to a vote, however, he withdrew his name, citing the traditional need to spend more time with his family. Perhaps more relevant was the draft of an article of mine that had just been shown by a right-wing Republican senator to a top Pentagon official. Co-authored by Richard Ryan, this article never appeared in print, but the threat that it would soon be published apparently convinced Armitage and the administration that the confirmation process would not be worth the trouble. The article was about Armitage's relationship with a woman named Nguyet Thi. O'Rourke, a Vietnamese immigrant convicted of running a gambling operation in Northern Virginia. Armitage had already attracted the attention of the President's Commission on Organized Crime by writing a glowing character reference for her in conjunction with her trial, on Pentagon stationery no less. What our article added was the juicy personal angle that has become a requirement for killing a nomination. It seemed that when the Arlington Police raided O'Rourke's house, they discovered some unusual photographs: They showed a nude O'Rourke holding another photo, which depicted her and Armitage wearing swimsuits. The most obvious motive for taking such photos was to give O'Rourke some kind of leverage over Armitage; even though they didn't prove anything in themselves, they certainly implied an intimate relationship between a high-ranking government official and an organized crime figure. At the very least, they raised the question of why the official had put himself in a position where a mobster might think she could blackmail him. Why was a Republican senator showing this article to the Pentagon? There were people on the right, like Ross Perot, who were deeply suspicious of Armitage and his involvement in MIA negotiations. Many conservatives believed that Vietnam still held U.S. prisoners in secret camps, and Armitage's failure to press the Vietnamese harder was seen as evidence of collusion. Ryan and I, who personally thought it likely that the MIAs were all dead, nonetheless cultivated these conservative sources because their distaste for Armitage was much more intense than any liberal politician's. Perhaps unwisely, we shared an advance copy of our article with them, which became exhibit A in the senator's case against Armitage. We were interested in Armitage because of his prominent role in the Christic Institute lawsuit. The lawsuit--which was eventually thrown out of court, with sanctions that crushed the nonprofit law firm--alleged that members of the secret Contra resupply effort like Richard Secord were part of a long-standing "Secret Team" of military and intelligence operatives that had been involved in various illegal activities going back at least to 1959. According to the Christic Institute's affidavit, Armitage was a key player in this team, helping to funnel drug profits from Laos and Thailand into assassination programs in Vietnam and Iran. The Christic Institute's charges have never been proven, or fully investigated, for that matter. But Armitage's documented history and associations do tantalizingly track the Christic allegations (see "Pentagon Aide Linked to Drug Ring," July 8, 1987). Armitage did come under investigation for his role in the Reagan administration's Iran-Contra scandal. Though he testified that he didn't know about the administration's secret sale of arms to Iran until November 1986, when they became public knowledge, independent counsel Lawrence Walsh's report laid out extensive evidence that he knew about them a year earlier. In fact, Armitage apparently opposed the arms sales as early as December 1985, on the grounds that Iranians were "sleazebags." Secord later testified that he met with Armitage then in an effort to change his mind. Armitage claimed not to remember meeting with Secord, though Armitage's own meeting logs show that he did. False information posted on the web last year lured scores of investors into decisions that cost them tens of millions of dollars. The US Securities and Exchange Commission fields about 400 e-mails a day from concerned investors flagging potential wrongdoing on the web. With cyber crime posing a significant threat to market integrity, Richard Walker, director of enforcement, has branded online stock manipulation the SEC's "greatest concern". Using bulk e-mails or chat room postings, a lone conman armed with an internet-connected home computer can accomplish in hours what took months for the notorious boiler rooms of telephone canvassers run from places such as Amsterdam in the 1980s and 1990s. The power of the internet to manipulate stocks was shown to most chilling effect in two spectacular stings last year. In separate incidents, Lucent Technologies, the telecoms network equipment giant, and Emulex, a computer network hardware vendor, saw Dollars 7.1bn and Dollars 2.6bn wiped off their respective stock market values within hours of bogus press releases appearing on the web. Both companies swiftly recovered their valuations after the announcements, designed to sabotage their stock, were exposed as phony. However, out-of-pocket investors were left facing protracted legal battles to seek redress. The increased incidence of online financial fraud tracks the internet's explosion as a popular share-trading platform. Assets in US online brokerage accounts totalled about Dollars 415bn in 1998, and are expected to reach Dollars 3,000bn by 2003, according to the internet market researcher Jupiter Communications. The amount of money held in US online accounts totalled roughly Dollars 1.2bn at the start of last year, it says. Nevertheless, while the internet imparts a patina of sophistication to online stock fraud, classic web cons are as hoary as the three-card trick. In the most ubiquitous online stock scam, the so-called "pump- and-dump", owners of shares in an unheralded company promote a stock to drive up its value. Once it is sufficiently inflated, the stock is quickly sold, leaving the price to collapse and investors out of pocket. Anonymity To promote stocks online, criminals gravitate to the slew of websites that have sprung up to service teeming online investors. At investor chat rooms and bulletin boards, they tout stocks using anonymous postings. Stocks may also be promoted using a barrage of internet press releases trumpeting technology breakthroughs, marketing pacts or featuring glowing testimonials from "experts". Conmen also direct potential investors to impressive corporate websites easily created with off-the-shelf software tools. http://www.inthesetimes.com/web2507/naureckas2507.html Secret Agent Man Iran-Contra operative Richard Armitage is now Colin Powell's No. 2 By Jim Naureckas The last time a Republican administration was put together, there were only two political appointees who didn't make it through the confirmation process. One was John Tower, the elder President Bush's ill-fated pick to head the Defense Department. The other was Richard L. Armitage. Armitage, who served as an assistant secretary of defense under President Reagan, was to be the new administration's secretary of the Army. Before his nomination could come to a vote, however, he withdrew his name, citing the traditional need to spend more time with his family. Perhaps more relevant was the draft of an article of mine that had just been shown by a right-wing Republican senator to a top Pentagon official. Co-authored by Richard Ryan, this article never appeared in print, but the threat that it would soon be published apparently convinced Armitage and the administration that the confirmation process would not be worth the trouble. The article was about Armitage's relationship with a woman O'Rourke, a Vietnamese immigrant convicted of running a gambling operation in Northern Virginia. Armitage had already attracted the attention of the President's Commission on Organized Crime by writing a glowing character reference for her in conjunction with her trial, on Pentagon stationery no less. What our article added was the juicy personal angle that has become a requirement for killing a nomination. It seemed that when the Arlington Police raided O'Rourke's house, they discovered some unusual photographs: They showed a nude O'Rourke holding another photo, which depicted her and Armitage wearing swimsuits. The most obvious motive for taking such photos was to give O'Rourke some kind of leverage over Armitage; even though they didn't prove anything in themselves, they certainly implied an intimate relationship between a high-ranking government official and an organized crime figure. At the very least, they raised the question of why the official had put himself in a position where a mobster might think she could blackmail him. Why was a Republican senator showing this article to the Pentagon? There were people on the right, like Ross Perot, who were deeply suspicious of Armitage and his involvement in MIA negotiations. Many conservatives believed that Vietnam still held U.S. prisoners in secret camps, and Armitage's failure to press the Vietnamese harder was seen as evidence of collusion. Ryan and I, who personally thought it likely that the MIAs were all dead, nonetheless cultivated these conservative sources because their distaste for Armitage was much more intense than any liberal politician's. Perhaps unwisely, we shared an advance copy of our article with them, which became exhibit A in the senator's case against Armitage. We were interested in Armitage because of his prominent role in the Christic Institute lawsuit. The lawsuit--which was eventually thrown out of court, with sanctions that crushed the nonprofit law firm--alleged that members of the secret Contra resupply effort like Richard Secord were part of a long-standing "Secret Team" of military and intelligence operatives that had been involved in various illegal activities going back at least to 1959. According to the Christic Institute's affidavit, Armitage was a key player in this team, helping to funnel drug profits from Laos and Thailand into assassination programs in Vietnam and Iran. The Christic Institute's charges have never been proven, or fully investigated, for that matter. But Armitage's documented history and associations do tantalizingly track the Christic allegations (see "Pentagon Aide Linked to Drug Ring," July 8, 1987). Armitage did come under investigation for his role in the Reagan administration's Iran-Contra scandal. Though he testified that he didn't know about the administration's secret sale of arms to Iran until November 1986, when they became public knowledge, independent counsel Lawrence Walsh's report laid out extensive evidence that he knew about them a year earlier. In fact, Armitage apparently opposed the arms sales as early as December 1985, on the grounds that Iranians were "sleazebags." Secord later testified that he met with Armitage then in an effort to change his mind. Armitage claimed not to remember meeting with Secord, though Armitage's own meeting logs show that he did. Armitage kept a December 6, 1985 document describing the legal ramifications of the Iran arms sales, entitled "Possibility for Leaks," locked in his Pentagon safe until June 1987, when it was belatedly turned over to Walsh and the congressional Iran-Contra committee. Armitage also attended a Pentagon meeting in August 1986 in which Oliver North outlined the covert activities in support of the Contras that he had been

Listen to Leon Panetta, the son of Italian immigrants who became a U.S. Army captain, a truly respected California congressman, director of the Federal Budget and White House chief of staff. For the 35 years I have known Panetta, I have never heard anyone, even in the backbiting precincts of Washington politics, question the man's integrity, independence or courage.Recalling President Reagan's 1981 tax cut and the uninterrupted federal budget deficits that followed it, and the countless budget summits, spending caps and freezes after that, Leon Panetta is blunt: "It took us 20 years to dig ourselves and our nation out of the hole we dug in 1981. ... The American people have a profound sense of fairness; the Bush tax cut constitutes a windfall for the best off. ... Fiscal responsibility will be a casualty. This thing (tax bill) is going to escalate with every interest making sure its own special tax break is included. They all know there is no way even if it doubles in size to $3 trillion that Bush will ever veto his signature tax bill."Panetta is not an infallible prophet. But he was right in 1993 when he helped President Clinton -- in an ultimately successful effort to stem the hemorrhage of budget red ink -- to raise income tax rates on the richest 1.2 percent of Americans. Wrong in 1993 -- and now backing Bush's 2001 tax cut -- was The Wall Street Journal editorial page, which declared: "This administration gave up on deficit reduction even before it started. Its 'plan' consists almost entirely of tax hikes. It would certainly be an upset of historic proportions if higher taxes actually led to lower deficits" -- exactly what the Panetta-backed plan did lead to.William F. Buckley's National Review waved the custom-made shirt of class warfare in 1993: "The income tax rate hike aimed at the nation's most productive citizens will damage investment, reduce national savings, slow business and job creation and most importantly, fail to add a penny of revenue to the federal treasury." The Journal echoed this defense of the Deserving Rich: The Democratic plan was "designed to punish success" through "this witch's brew of taxes and mandates, (which is) poison for the economy."Wrong. Federal income tax revenues accelerated up 40 percent in the first four years after 1993. But what about that overtaxed top 1 percent? According to an analysis of IRS data done by the Center on Budget and Policy Priorities, in 1992 "the average after-tax income of the 1 percent of tax filers with the highest income" was $398,000. By 1997 (the last year for which full data is available) and long after the punitive increased tax burdens was placed on them, the top 1 percent of tax filers had an average after-tax income of $518,000. That amounts to an average income increase for the richest 1 percent of 30.1 percent.During that same period, the average after-tax income for the bottom 90 percent of tax filers rose a modest 3.6 percent. So to whose aid does the new Bush tax plan come? That "persecuted" 1 percent who would receive $39,000 each and approximately 40 percent of the overall tax cut. According to a U.S. Treasury Department study, the top 1 percent of the population under existing law pays 20 percent of all federal taxes. It doesn't take the master of a Palm Pilot to figure out the top 1 percent would be getting back, in the Bush cut, about twice the portion of the federal taxes they pay.Panetta, who has been through the frenzied bidding war of a big tax cut before and who has nursed the fiscal wounds inflicted upon the nation, fears the fiscal discipline will be the very first casualty.Just maybe Bush will find time to explain to that single mom of whom he speaks -- the one who earns $22,000 a year and has two children -- just why the U.S. government cannot assure that her kids will learn in a safe, clean and superior school or why their grandmother cannot get her prescription filled because we need the money to give a tax break to a billionaire. He said he had also found an ice shelf in "dramatic" retreat. The reports will fuel concern that the Antarctic is being seriously affected by climate change. But they will be dismissed by those who question the evidence that global temperatures are rising. Blake's progress The sailor, Sir Peter Blake, was talking via satellite telephone with the conference here of the United Nations Environment Programme (Unep), which ended on 9 February. In his yacht Seamaster, he is currently off the Antarctic Peninsula, at 69 degrees 15' South. "We are in an area that normally is solid ice at this time of year," he told Unep's director, Dr Klaus Toepfer, and several ministers attending the conference, "now it has many bergs in it, but is essentially a free waterway, an almost unheard-of occurrence". "The captain of a cruise ship that has been coming to the Antarctic Peninsula every year since the mid-1970s told us he has never seen the area so free of ice, and that the average temperature in that time has increased by about 1.4 degrees C." Sir Peter reported that he had sailed to the King George VI ice shelf that normally fills the channel between Alexander Island and the mainland at the base of the peninsula. The indications are that it has retreated dramatically, especially over the past eight to ten years. "We weren't able to make it to the face of the ice shelf, because it is dropping so much old ice into the sea as it recedes," he said, "the channel is full of it". Sir Peter, a winner of the Whitbread Round the World yacht race and a former setter of the record time for circumnavigating the world non-stop under sail, said he and his crew had sailed through seas that would not have been navigable in the era of early Antarctic explorers such as Sir Ernest Shackleton. Eroding ice shelf In reply, Dr Toepfer said analysis of whaling records and modelling studies showed that Antarctic sea ice had retreated south by 2.8 degrees of latitude between the mid 1950s and the early 1970s. He said recent reports by the Intergovernmental Panel on Climate Change (IPCC), which has estimated the possible global temperature rise by 2100 as 5.8 degrees C, had confirmed a "spectacular" retreat and collapse of ice shelves on the Antarctic peninsula. "Climate change in polar regions is expected to be among the greatest of any region on the Earth, and it will cause major physical, ecological, sociological and economic impacts," Dr Toepfer said. The Canadian Environment Minister, David Anderson, who was also taking part in the link-up, said: "In Canada's north, we are seeing dramatic changes that affect permafrost and sea ice, which has major implications for species on which traditional Inuit life depends, such as polar bears and seals." Sir Peter's report is consistent with IPCC predictions of what will happen as climate change progresses. But a report last year that an expedition had found open water at the North Pole was dismissed as largely meaningless by critics who said it happened every year. While the IPCC recently said it was more certain that climate change was happening, and that human activities were at least partly to blame, the sceptics say it has failed to explain several anomalies. In particular, they say measurements taken near the Earth's surface, which show a steady rise in global temperatures, are not supported by measurements taken at higher altitudes.

The state is threatened with daily power blackouts. Natural gas may be cut off in the coming weeks. With a predicted hot and dry summer approaching, state politicians are scrambling for eleventh hour remedies. George W. Bush, Dick Cheney and the consortium of Texas power companies could not be more pleased. The state that overwhelmingly rejected Bush and the Republicans at the polls is being brought to its knees. The Democrats of California—-which include many of Bush's staunchest foes—- are being embarrassed and politically damaged. As Governor Gray Davis struggles with bailout plans, Bush's Texas power supplier friends and campaign contributors, led by Kenneth Lay of Enron Corporation, are raking in billions of dollars by selling power at inflated prices into the sputtering California power system. Enron reported a record fourth quarter profit. Now, California has become its own power buyer (and is in the process of signing long-term contracts locking in power prices at historic highs), and "fast tracking" new power plant construction. Texas suppliers will make billions more in the years ahead. Extorting California is even more fun than Florida election fraud. And considerably more profitable. Bush's Partners in Crime: Follow the Money Enron, TXU, Dynergy, AES, Reliant and other oil-soaked Bush corporate surrogates are holding a gun to the head of California, whose economic and political future are at stake. Governor Davis has branded the Texas power players as 'pirates and plunderers.' He was being kind. Two of the big Texas energy operatives, Enron's Kenneth Lay and TXU's Earl Nye, have served on the energy team of Bush's transitional administration and were major campaign contributors. Enron contributed over $555,000—-the most of any Bush corporate donor. Lay, a former Pentagon operative, is a long time friend to the Bush crime family. Enron, which has done business throughout the developing world with CIA assistance, was involved with the George H.W. Bush administration in a number of questionable Middle East business deals after the Gulf War. Lay employed two of former president George H.W. Bush's closest friends and cabinet operatives, James Baker and Robert Mosbacher, to hustle contracts after they left office. Lay's residence is a stone's throw from Bush Jr.'s Texas ranch The two have shared many beers and Houston Astros games (at Enron Field). According to the Center for Responsive Politics, Lay and Enron president Jeffrey Skilling personally donated $100,000 to Bush. Lay personally lobbied other top Enron executives to give at least $1,000 to Bush. The Bush campaign borrowed Enron's corporate jets eight times in 2000. W's cozy business alliance with Lay and the Texas energy cabal is not news. While governor, Bush pushed aggressively and successfully for relaxation of environmental and consumer protection regulations. This in turn allowed the companies to post record profits, while polluting the skies and water of Texas. Lay was rumored to be Bush's first choice to be energy secretary, prior to the appointment of Spencer Abraham. Many believe Lay serves in this capacity today, from behind the scenes. Although Lay has denied a quid pro quo relationship with the new administration, his denials are as believable as Jeb Bush's recusal during the Florida vote "recount." When you are a friend of the Bush family, you are a friend for life. Call It What It Is: War The Bushes are old hands when it comes to staging, waging and benefiting from war. War is force designed to compel an adversary to submit to one's will. In wars of attrition, isolation (political, geographic and economic), and the choking off of supplies (including electricity, light, gas and heat) are standard techniques designed to inflict maximum suffering. Over an extended period, frustrated populaces (be they Iraqi, Nicaraguan or Californian) are softened to the point that they will accept whatever ends the torture. With California, Bush/Cheney pursue a number of "divide and smash" end games. They are attacking on three fronts: 1) Open doors to power companies to pillage California itself. By selling the severity of the crisis, and the myths of the benefits of deregulation and the free market, Bush and the Texans seek to rip apart environmental laws, and open up markets. 2) Use corporate media to promote, exploit and exaggerate the "power crisis" to justify other parts of the Bush corporate/right wing agendas—including drilling in Alaska ("it will help relieve California's supply problem) and even the tax cut plan ("a tax cut will help pay higher energy bills"). 3) Inflict maximum political damage to Democrats and other opposition, and fuel

It also talks of "a good prospect of another round of nuclear tests" in the sub-continent, notwithstanding India's repeated and solemn affirmations to the contrary. CIA director George J. Tenet, in a testimony before the Senate's Select Committee on Intelligence on Wednesday, asserted: "I must report that relations between India and Pakistan remain volatile, making the risk of war between the two nuclear-armed adversaries unacceptably high." Tenet, who had painted a similar picture last year on nuclear proliferation and missile development issues, said there was no sign of improvement in the potentially destabilising competition between the two countries. "We still believe there is a good prospect of another round of nuclear tests," he maintained. "Pakistan may respond in kind," he said, while talking about last month's Agni test. The CIA chief's remarks on South-Asia were part of an omnibus statement, titled: "World Threat 2001: National Security in a Changing World". As for the military balance in the sub-continent, he said India continued to enjoy advantages over Pakistan in most areas of conventional defence preparedness. "This includes a decisive advantage in fighter aircraft, almost twice as many men under arms, and a much larger economy to support defence expenditures. As a result, Pakistan relies heavily on its nuclear weapons for deterrence." In Tenet's view, the deep-seated rivalry, frequent artillery exchanges in Kashmir and short flight times for nuclear-capable ballistic missiles and aircraft all contribute to an unstable nuclear deterrence. Dwelling on Kashmir, he claimed both sides "seem quite willing to take risks". This, along with their "deep animosity and distrust", could lead to decisions that escalate tensions, Tenet said. He conceded that the recent telephonic conversation between Prime Minister Atal Bihari Vajpayee and Gen. Pervez Musharraf has opened the doors for high-level talks, but added the process was still fragile. "Neither side has yet agreed to direct, unconditional talks. Tension can easily flare up once winter ends or by New Delhi or Islamabad manoeuvring for an edge in the negotiations. Leadership changes in either country also could add to tensions." The CIA chief also spoke of Pakistan's internal problems, especially the economy, complicating the situation and threatening whatever room Gen. Musharraf might have for manoeuvre.

Bush with his first foreign policy challenge, though it's certain to be only one of many tests for Bush’s limited understanding of the world. Despised by the Arab world for the bloody 1982 invasion of Lebanon, Sharon has vowed to crack down on Palestinian protests and to bring security to Israeli territory. Sharon's hard-line stance means at least a short-term suspension of comprehensive peace talks and possibly worse. Further complicating the Middle East picture is Bush’s indication that he intends to take a harder line against Iraq’s Saddam Hussein, his father’s old nemesis whose survival apparently is viewed as an affront to the Bush family. A confrontation with Saddam could be seen as a way for Bush to prove his mettle in foreign affairs and cement his bond with the American people. But Bush’s basic ignorance of the world – its geography, its peoples, its leaders and the delicate geopolitical balances that exist in region after region – could be a more long-lasting danger. Consider just some of the foreign policy issues that Bush will face in his term: the choice between the anti-ballistic missile treaty and an anti-missile "shield"; nuclear proliferation in the developing world; global resource depletion; the threat of global warming; the complex balance between free trade and fair trade; and the U.S. role in regional disputes, such as the Balkans and Colombia. Consider, too, that Bush will confront a credibility problem in promoting what has long been a hallmark of U.S. foreign policy: advocacy of the democratic process. Bush’s decision to grab the presidency even though he lost the popular vote by more than a half million ballots and only then by having five political allies on the U.S. Supreme Court stop the counting of votes in Florida makes America’s high-toned lecturing to others about democracy sound especially hollow. Given these complexities and drawbacks, there’s a fundamental question about whether Bush is up to the task. Even Bush’s handlers have acknowledged his limited first-hand experience with the world, with only a few overseas trips under his belt. His ignorance about foreign countries – inhabited by "Grecians," "Kosovians" – became campaign jokes. During the campaign, Bush got a break since the national press corps did little to pin him down on how he would conduct foreign policy. When quizzed about international details, however, Bush did not fair well. Asked early in the campaign to name the leaders of four hot spots – Chechnya, Taiwan, Pakistan and India – Bush could only identify "Lee" as the president of Taiwan. On the Pakistan question, he stumbled "I do know his name … the leader of Pakistan … General … His name is General." Beyond that, Bush has offered only a sketchy vision of his foreign policy, more slogan than substance. During the second presidential debate, he said: I think we ought to be forgiving Third World debt under certain conditions. I think, for example, if we're convinced that a Third World country that's got a lot of debt would reform itself, that the money wouldn't go into the hands of a few but would go to help people, I think it makes sense for us to use our wealth in that way. Or to trade debt for valuable rain forest lands. Makes that much sense. Yes, we do have an obligation to the world, but we can't be all things to all people. We can help build coalitions, but we can't put our troops all around the world. We can lend money, be we've got to do it wisely. We shouldn't be lending money to corrupt officials. So we gotta be guarded in our generosity. The press generally let Bush get away with his practice of stating the obvious. Few leaders would endorse spending money unwisely or trying to be all things to all people or putting troops everywhere in the world. The Bush campaign also defused concerns about the candidate’s wide swaths of international ignorance with assurances that Bush would surround himself with qualified experts. The fact that Bush will have qualified advisers is not in dispute, though one would expect as much for any president. The question remains, however, what will Bush do with their advice and how will he settle differences that inevitably will arise among his advisers. When faced with a foreign-policy question during the transition, Bush resumed his practice of offering reassuring bromides. At one news conference, he said the United States "will be a nation of free trade" and a model of free enterprise. Then, seeming to struggle for the right words, he announced that his foreign policy would be "present, but humble." To late-night comedians, it might have sounded like U.S. foreign policy was raising its hand at an attendance check. Whatever Bush meant by a

For the last week, state legislators have grown increasingly testy about budget projections showing that the state will have little, if any, money to spare. Lawmakers in both parties are talking of possible cutbacks after the projections showed that the state's once-healthy surplus might be nearly erased by budget overruns, particularly from health care costs like Medicaid. "There's no doubt in my mind that George W. Bush's tax cuts have put us in the situation we're in right now," said State Senator Mario Gallegos, a Houston Democrat who regularly criticized Mr. Bush in the presidential campaign. Mr. Bush's record of cutting taxes in Texas was a centerpiece of his presidential campaign. In 1997 and 1999, Mr. Bush shepherded a total of $2.9 billion in tax cuts through the State Legislature, much of it in the form of property tax reductions for homeowners. At the same time, budget surpluses enabled lawmakers to expand financing for education and some other services. But the legislative session that began last month in Austin is shaping up very differently. Last week Gov. Rick Perry, a Republican, hinted that his ambitious program for higher education and improving the state's roads and highways might have to be scaled down. Bill Ratliff, the acting lieutenant governor, said that there would not be a tax increase, an idea floated by a handful of legislators, and that any predictions of budget cuts were premature. "I'm not prepared to start pushing any panic buttons," said Mr. Ratliff, a Republican, noting that the real work on the budget would begin next month. The Texas Legislature meets every other year, and the projected state budget for the next two years is $108.2 billion. While this reflects a $5.1 billion increase in revenue, the growing cost of programs like Medicaid will swallow nearly all the extra money. One estimate shows that the state will have only $300 million to pay for any new initiatives. The growing cost of health care for the poor, largely Medicaid, is the biggest budget problem. Projections show that an additional $650 million is needed just so that Medicaid and other health care services will be financed for the current fiscal year, which ends on Aug. 31. During the presidential race, Al Gore criticized the Texas tax cuts and accused Mr. Bush of mishandling the state's budget after news reports last July gave details of cost overruns for Medicaid. Mr. Gore's aides also seized on an off-the-cuff remark made by Mr. Bush about the state budget. "I hope I'm not here to deal with it," Mr. Bush said, alluding to his presidential hopes. Scott McClellan, a White House spokesman, said today that Mr. Bush's agenda in Texas, including his tax cuts, "enjoyed strong bipartisan support." "Texas is in strong, sound fiscal health," Mr. McClellan said. The real impact of the tax cuts in Texas has been a subject of debate. Mr. Bush's plan allocated more state money for education, allowing local school districts to cut property taxes. But, in fact, many districts simply took the extra state money without cutting rates. In other cases, rising property assessments offset any savings. Studies have shown that a majority of Texans have not seen their taxes go down. Garnet Coleman, a Democratic state representative from Houston, said part of the current Medicaid problems resulted from an accounting trick in which lawmakers in 1999 provided money for only 23 months. He said the decision not to finance the 24th month of the two-year budget cycle helped provide a cushion that enabled the tax cuts to be passed. The question now is whether the Medicaid costs will prevent lawmakers from expanding the program. Texas already has 1.5 million uninsured children, including an estimated 600,000 who are eligible for Medicaid but are not enrolled. After a legislative hearing last week on the rising Medicaid costs, State Senator Chris Harris, a Republican from Arlington, criticized the tax cuts. Franciszek Piper, the Auschwitz museum's historian, said that contrary to a claim made by U.S. researcher Edwin Black in a book entitled "IBM and the Holocaust," punch-card machines made by IBM were not used in the camp. "Black maintains that the punch-machines were used in Auschwitz, but we have no sources to confirm that," Piper said in a telephone interview with The Associated Press from his home in the city of Oswiecim, in southern Poland, where Nazis built the Auschwitz camp during World War II. According to Piper, documents from survivors of Mauthausen, the Nazis' most notorious concentration camp in Austria, show the machines were used there to organize information on inmates' personal data. Such files can be seen at the Auschwitz museum exhibit, he said. The Nazis killed some 1.5 million people, mostly Jews, in the Auschwitz-Birkineau camps between 1940-1945. The release of the book Monday coincided with a lawsuit accusing IBM of providing technology to the Nazis -- knowing it could facilitate persecution and genocide. IBM's German subsidiary during the Nazi era, Deutsche Hollerith Maschinen GmbH, was taken over by the Nazis. A machine made by the company -- believed to have been used in the German census in 1933, the year the Nazis took power -- is on display at the U.S. Holocaust Memorial Museum in Washington. The company hasn't yet seen either the book or the lawsuit and isn't commenting in detail, Ian Colley, IBM's European spokesman in Paris, said Monday.

On Monday a letter in the Guardian revealed that staff from the Bookmarks bookshop trying to reach the World Economic Forum were refused entry to Switzerland. Their offence? Carrying copies of my book, Captive State, and Naomi Klein's book, No Logo, which were deemed too dangerous to be allowed into the country at such a sensitive time. Now I discover that, alongside such threats to civilisation as the World Development Movement, Jubilee Plus, Friends of the Earth and the human rights lawyer Louise Christian, my presence has become a "security risk", which major venues around the country have been asked to forestall. On Friday, a speaking tour called Globalise Resistance begins in Glasgow. Organised by greens, socialists and student activists, it brings together liberal and radical critics of globalisation. It involves no demonstrations, no rallies, no riots: it is simply a series of conferences. Yet almost everywhere we're going, people have called for the tour to be restricted or banned. On Friday, the Scottish Conservative party asked the Home Office to review its decision to grant a visa to a speaker from the US. The SNP warned that our conference in Glasgow "must be closely monitored". In Manchester, we were booked to speak at the university. A few weeks ago, it cancelled the booking. Having spoken to the police, it had decided that we were "a potential security risk". So the organisers hired a hall in the Co-op's headquarters instead. A fortnight ago, the security company running the hall annulled the contract on the advice of the police. After some discussion, the firm, to its credit, reversed its decision. The tour's organisers encountered similar problems when they tried to hire a venue in London. They had agreed a price with Imperial College, but it backed away just as the contract was about to be signed. So instead they booked the conference facilities at Goldsmiths College, whose principal is the Labour historian Ben Pimlott. On January 22, Goldsmiths wrote to confirm a booking for 1,000 guests. Soon afterwards, the college pulled out. I have spent much of the past week trying to find out why. When, after days of trying, I managed to raise Ben Pimlott, he insisted that I shouldn't quote him. This wasn't hard, as he refused to answer most of my questions, such as whether the event had been cancelled because of its political complexion. An administrator told me that the conference was too big for the college, and had been booked in error. But Goldsmiths' brochure reveals that the two main auditoria alone seat 1,040 people, and "over 50 additional rooms" are available for hire. The organisers offered to restrict the number of guests; but the college refused to negotiate. The conference had to find another venue. So what on earth is going on? Nobody knows, but when the Socialist Alliance, which is one of the groups involved in the current tour, booked rooms from Brighton and Hove Council for a meeting coinciding with the Labour party conference last September, the council tried to cancel on the grounds that it would "offend our major customer": namely the Labour party. It backed down only when the press began phoning. It is certainly becoming harder to challenge the neo-liberal consensus to which nearly all the world's major political parties now subscribe. The global deregulation which allows big business both to seize trade from smaller companies and to dump its costs on to people and the environment can proceed only if it is accompanied by the reregulation of the people it threatens. All over the world, governments are trying to stamp out peaceful protest and dissent. In Britain, the new terrorism and investigatory powers acts enable the security services both to characterise protesters as terrorists and to ransack their communications without a warrant. In the US, peaceful demonstrators are now being arrested en masse before their protests begin. After the demonstrations in Seattle in 1999, some of us took bets as to where the next world trade talks would be held. Someone suggested Burma, another Bahrain. Someone else hazarded Qatar. Sure enough, last week we heard that November's trade talks will be held in Qatar. New market "freedoms" will be implemented with the help of old-fashioned authoritarianism. Institutions behave like this when they are frightened. The more the politics and economics of globalisation are exposed to public scrutiny, the more they are found wanting. San Francisco Chronicle, Sunday, February 11, 2001 Genome Discovery Shocks Scientists Genetic blueprint contains far fewer genes than thought -- DNA's importance downplayed Tom Abate, Chronicle Staff Writer Deepening the mystery of what makes us human, two scientific teams will publish the first maps of the human genome this week, revealing that the human genetic blueprint contains only a third as many genes as had been supposed. The publication of the maps is a milestone in the decadelong, multibillion-dollar effort to decipher the DNA that carries the set of instructions, passed on from parents to children, for making a human being. Until recently, scientists had expected to find as many as 100,000 genes in the genome. But the two scientific teams, reporting their findings this week in the journals Science and Nature, independently found only about 30,000 genes. The paucity of genes left scientists struggling to understand how humans could be so much more complex than other animals with essentially the same number of genes. "We have only 300 unique genes in the human (genome) that are not in the mouse," said Craig Venter, president of Celera Genomics, the Maryland firm that led one of the mapping teams. "This tells me genes can't possibly explain all of what makes us what we are." Francis Collins, leader of the U.S. contingent to the Human Genome Project, a consortium of publicly funded scientists from around the world, said the findings will force scientists to look for other factors to explain many aspects of health, disease and behavior. "We had a hard time explaining the (genetic) control mechanism when we thought there were 100,000 (genes)," Collins said. "Now we have only a third as many." Celera and the public scientists of the Human Genome Project have been rivals in the race to map the genome. In June, the two teams announced at a White House ceremony that they had read most of the 2.91 billion chemical letters found in each strand of human DNA. This week, in dozens of articles in the journals Science and Nature, Celera and the public team will publish their first efforts to unscramble the genetic secrets captured in that jumble of chemical letters. In an unusual move signaling the importance of the findings, Nature and Science planned to hold a press conference tomorrow. However, after some British newspapers violated a publishing embargo, the journals hastily gave the media the green light to run their stories today. Venter's team will publish its findings in Science, and the public project will publish theirs in Nature. The publications include other surprising findings, such as the discovery that vast stretches of noncoding regions in human DNA -- what has been called "junk DNA" -- may actually play an important role in driving and recording evolution. Eric Lander, a geneticist at the Massachusetts Institute of Technology and a scientific leader of the Human Genome Project, sounded awestruck as he summarized the article he and his scientific allies published in Nature. "I think the junk is the biggest surprise in the genome," Lander said. Lander said half of our genome seems to consist of repeating elements of DNA that have copied and inserted themselves into the sequence. Lander said scientists used these repetitive sequences to study how the genome evolved. They analyzed how the repeated sections became garbled as they were copied over and over, much as the original message gets garbled in a children's game of telephone. The more garbled the sequence, the older the repetition. Based on computer analyses of this garble, Lander said, scientists have dated when various sections of the genome were created. "It's as if we've found this ancient history that contains many legendary stories," Lander said. "We have just dug up the fossil record for 700 million years of evolution." The genome consists of 23 pairs of chromosomes, which are present in the nucleus of almost every human cell. Edward Crowley, 53, admitted to stabbing the boy to death in Covent Garden, London, last year. Diego's stepbrother Roberto was also injured. Crowley murdered the boy after becoming obsessed with him and with the works of his namesake, satanist and writerAleister Crowley. He first met Diego in local gardens in Central London in 1999. He stalked the boy and was charged with harassement, but was released on bail. Two months later he stabbed Diego to death as part of an apparent satanic sacrifice. Mark Ellison, QC, prosecuting, said Crowley had pleaded guilty to murdering the schoolboy at an earlier hearing. The prosecution decided it would not be in the public interest to try Crowley on his pleas of not guilty to the attempted murder and wounding of Roberto, 15. The child had been greatly affected by his ordeal when he had courageously tried to stop the attack on Diego.

International law under the Geneva Convention limits the use of C-9 aircraft bearing a Red Cross to fly only medical missions. Based on this, the Air Force will remove the emblem so the C-9 fleet can be used for other missions; however, the area will be left uncovered to allow the emblem to be reapplied in support of a contingency or wartime operation. Units have until January 2002 to conduct the removal process in the most efficient and cost effective manner, Air Force officials said. 0205. Air Force tax filing assistance now available WASHINGTON (AFPN) -- More than 95 tax assistance offices Air Force-wide, staffed with about 5,000 volunteers, opened their doors and kicked off the 2001 income tax preparation and filing season. The free service is organized annually by the office of the staff judge advocate at their respective bases. Legal offices, in conjunction with the Internal Revenue Service and volunteers from the military community, set up tax office facilities and recruited and trained volunteer unit tax advisers. Last year, the Air Force tax program saved the military community more than $11 million in tax preparation filing fees, said Maj. Melinda Davis-Perritano, deputy chief and tax program manager for the Air Force's legal assistance division. More than 125,000 federal income tax returns were electronically filed. Electronic filing improves the quality-of-life for people by enabling them to receive their income tax refunds in a fraction of the time it takes to process a paper return, and without paying an electronic filing fee, said Davis-Perritano. Electronic income tax filing services for Air Force members were introduced as part of the "People First" initiative, a quality-of-life program announced by the secretary of the Air Force in 1994. Tax assistance is considered "mission-related" legal assistance under Air Force Instruction 51-504, Legal Assistance and Preventive Law Program. "Air Force commanders like the dividends paid by the tax program because it is a great quality-of-life convenience that takes the worry out of tax preparation and puts money quickly back into their members' pockets," said Lt. Logistics review begins for Air Mobility Command SCOTT Air Force Base, Ill. (AFPN) -- The recently completed Chief of Staff Logistics Review is moving into the implementation phase for Air Mobility Command. "In essence, the CLR is an end-to-end analysis of how we conduct our logistics activities at the unit level in support of the expeditionary air force," said Col. Jeffrey Ackerson, chief of the transportation division at AMC's directorate of logistics. Implementation of the CLR will refine and test key logistics concepts, processes and some organizational constructs. The core areas of the review include enlisted technical training and officer development, material management, sortie production and fleet management, and contingency planning. "The implementation of the review requires a minimum of turbulence, works within our current resources and ensures support to the EAF," Ackerson said. CONGRESS ACTION: February 11, 2001 = READ OUR LIPS: Taxes cost Americans more than food, clothing, and shelter combined; an average in excess of $10,000 for every man, woman, and child in the nation. The latest figures from the Congressional Budget Office project that the federal government will run a budget surplus -- collecting more tax money than it needs to fund all projected spending -- of $5.6 trillion over the next 10 years ($3.1 trillion not counting Social Security surpluses). Which is why President Bush has proposed an across the board tax cut, which many democrats predictably demagogue on the basis of their usual class-warfare rhetoric of "tax cuts for the rich" -- and how come nobody ever asks Tom Daschle or Dick Gephardt to define "the rich", anyway? As it is, the top 5% of income earners pay 54% of all taxes, the top 50% of income earners pay 95.8% of all taxes, and those percentages have been going up for at least a decade; while the bottom 50% of income earners pay only 4.2% of all taxes, and that percentage has been going down for at least a decade. That's right -- five percent of taxpayers pay more than half of all taxes, while half of the American population pays virtually no taxes at all. Of course those who pay more in taxes will realize a larger dollar benefit from a tax rate cut than those who pay less. Or those who pay none. And according to the tax cut plan submitted by Bush to Congress, upper income earners will shoulder an even larger percentage of the tax burden. But even most democrats agree with the need to cut taxes. So amid all this, what is President George W. Bush proposing to do? Raise taxes. Mr. President Dubya, read our lips -- Are you nuts? With the government collecting trillions of dollars more than it needs, financing bloated federal bureaucracies and enormous federal programs that have no Constitutional legitimacy whatsoever; with Americans under an enormous tax burden, the highest as a percentage of GDP since World War II; with a "progressive" tax structure that punishes fiscal prudence, saving, investing, and high income earners; Bush is reportedly considering a plan to collect even more taxes from long-suffering taxpayers. According to the Wall Street Journal, Bush is contemplating increasing taxes by imposing a capital gains tax on the appreciated value of assets that are inherited -- in order to mollify tax-and-spend democrats into accepting his overall tax cut package. Bush's plan already over-weights the benefits of his tax cuts for those who pay very little in taxes as it is, in Bush's words, ".the bottom end of the economic ladder receives the biggest percentage cuts.". Or, to paraphrase the democrats, "tax cuts for the poor". And now, because there is one aspect of wealth accumulation that has escaped the grasping claws of the Tax Man, there may be a huge new tax bill for heirs of appreciated assets. This tax will probably not be payable until that investment is sold (the way an ordinary capital gains tax is applied), and might be offset if the estate tax is reduced or eliminated, as is being proposed, although that reduction is now in question. However, given the current status of the budget and the current level of taxation, is it really necessary to say that a tax can only be reduced or eliminated if it is replaced by another tax? There is one additional, philosophical problem with the Bush tax cut plan -- the exacerbation of the trend for a smaller and smaller percentage of the population to bear the burden of taxation, while increasing numbers of people bear little or no tax burden at all. In effect, there is a growing army of what can only be called "freeloaders", who are being told that they can have something for nothing. All of the services provided by government -- and those have grown legion -- are received by many for little or nothing. And when benefits cost the recipient nothing, it is human nature to continue to demand more and more. That army of takers look upon their benefits as entitlements, rather than as the gifts from the taxpayers that they really are. Bush's tax cut plan only expands that army of takers who suck up from the public trough while giving nothing back in return. Americans are a compassionate people, which is clear from the nearly $200 billion dollars contributed to charities every year, even clearer from the hundreds of millions of hours of unpaid voluntary work performed every year by millions of Americans to benefit their communities. And there is no question but that the recipients of individual, private, and personal compassion are thankful for what they receive; but many who receive largess from the impersonal government have the attitude -- cultivated by pandering politicians -- that the nation "owes them". HOUSE BILL PROPOSES LIFTING BAN ON ASSASSINATIONS BUSH ADMINISTRATION WASTING NO TIME IN MOVING TOWARD WAR FOOTING Armitage The Executioner FTW 1/24/01 - HR 19, Introduced by Republican Georgia Congressman Bob Barr on January 3, 2001, the first day of the new 107th Congress, would legislatively repeal sections of three Executive Orders specifically prohibiting assassinations by the United States Government. Entitled the "Terrorist Elimination Act of 2001", the bill, submitted to the House International Relations Committee, would specifically nullify sections of three previous Executive Orders including one initiated by Ronald Reagan in 1981. It is interesting to note that acts of Congress are not required to nullify previous Executive Orders (EOs) which are, by definition, orders issued by the President and Commander in Chief to all federal employees (including military) under his authority. All that is necessary to reverse one EO is another EO. This is exactly what President George W. Bush did with respect to EOs issued by President Clinton on the environment in the last days of his administration. Section 3 of HR 19 specifically states: "The following provisions of Executive orders shall have no further force or effect: (1) Section 5(g) of Executive Order 11905. (2) Section 2-305 of Executive Order 12306. (3) Section 2.11 of Executive Order 12333." [By Ronald Reagan] Section 5 (g) of Executive Order 11905, signed by Gerald Ford on 2/18/76 specifically prohibited "political" assassination. Section 2-305 of Executive Order 12036, signed 1/24/78 by Jimmy Carter renewed the ban. Section 2.11 of Executive Order 12333, signed by Ronald Reagan on 12/4/81 renewed the ban on assassinations, or conspiracy to commit assassinations, as part of a broader package which gave virtually complete control of the American National Security apparatus to then Vice President George H.W. Enter a search in the 107th Congress for 19 and it will take you straight to the bill The bold move, unreported and ignored by any major media, offers a chance for an early referendum on the new administration's full-speed run at a more violent and brutish foreign policy. The current bill, introduced by staunch Bush supporter and Clinton impeachment leader Barr, indicates that the Bush administration is seeking to add legitimacy to the move by implying that Congress and the American people support the action. This can only mean that there is quite likely a list of people the Bush Administration wants to start killing fairly quickly. The appointment of career covert operative and Annapolis graduate Richard Armitage as Deputy Secretary of State under Colin Powell only underscores the clear message that the Bush Administration is sending to the world. Armitage, who was denied a 1989 appointment as Assistant Secretary of State because of links to Iran-Contra and other scandals, served as Assistant Secretary of Defense for International Security Affairs in the Reagan years. U.S. Government stipulations in the Oliver North trial specifically named Armitage as one of the DoD officials responsible for illegal transfers of weapons to Iran and the Contras. But Armitage's dirty past goes much deeper. A Vietnam veteran and graduate of Annapolis, Armitage's roots have been thoroughly intertwined with the likes of CIA veteran Ted Shackley, Richard Secord, Heine Aderholt, Elliot Abrams, Dewey Clarridge, Edwin Wilson and Tom Clines. All of these men have been directly linked to CIA covert operations, the drug trade, the abandonment of U.S. prisoners of War after Vietnam and/or Iran-Contra. Armitage has also been routinely discussed in FTW as a Bush-era covert functionary who has been linked to covert operations, drug smuggling and the expansion of organized crime operations in Russia, Central Asia and the Far East. In 1986 a private dispute between POW activist Ross Perot and Armitage went public as photos of Armitage with a topless Vietnamese nightclub owner Nguyet O'Rourke brought allegations of gambling and prostitution very close to Armitage's doorstep. The stories went public when TIME and "The Boston Globe" wrote lengthy stories on the feud in 1986 and 1987. That scandal arose as a result of 1984 investigations by President Reagan's Commission on Organized Crime in which the photo and documentation of gambling charges and prostitution led directly to Armitage's close association with O'Rourke. Then LAPD Assistant Chief Jesse Brewer, a former Commanding Officer of this writer, served on the Reagan Commission. These boxes are used to hold "exit poll" ballots filled out by citizens at the (very rare) polling places where Voter News Service show up on election day and conduct "exit polls." (An exit poll is when voters are asked to fill out a form revealing who they voted for, why they voted for them, etc. as they leave the polls.) Citizens for a Fair Vote Count caught up with VNS in 1996 (only the 2nd time we have been able to do so in the last ten years.) This picture was snapped at a high school outside of Manchester, New Hampshire on February 20, 1996 during the GOP Presidential Primary. beneath this explanation is a picture of the same box at a distance as it sits next to the Voter News Service Exit Poll lady who is talking to a citizen. For the last quarter century the 4 Big TV Networks have pretended to be in hot competition to predict the "winners" and "losers" in national elections based on the so-called exit polls. I had imagined 30 or 40 accountants in the back room sweating and crunching numbers so that their Anchorman could go on the air first and predict the winner. Now we know it was all a hoax. Now we know that all four Big TV networks get the exact same "exit poll" information, at the exact same time, from the exact same company Voter News Service. (This is confirmed by Margaret Sims in a 1994 Federal Elections Commission report, and by Time magazine in the 1992 issue immediately following the February 18th New Hampshire Primary of that year, among other sources. The exit poll scam being run by the Big 4 TV networks is treated exhaustively in Votescam: The Stealing of America by Jim Ken Collier in chapters 15, Piece of the Puzzle, and chapter 16, The Thirteenth Floor. Incidentally, the mysterious and super-arrogant Voter News Service has frequently changed its name over the years. It was former called News Election Services, among other names.) This badge again shows the logos of the same news organizations plus UPI (now out of business) and minus CNN which is still very young at that time. So the competition between the networks is a hoax. Furthermore, there are VERY few exit polls, most Americans have never seen one, and do not know anyone who has ever seen one. Next, at each exit poll, only about 1 out of 15 people will talk to the exit poller. People are busy. He's so corrupt, it almost seems pointless in its self-evidence. But he's been saying some things recently that, I believe, are important to the future of our country. While President Bush has been reaching out to Teddy Kennedy and including Clinton appointees in early Cabinet meetings, McAuliffe and the Democratic Party leadership have been setting the stage for a slash-and-burn political war that is certain to last the next four years -- at least. We all heard his acceptance speech last week when he was selected to steer the DNC, a position from which he can and will maintain Clinton's position as the dominant figure in the party. "If Katherine Harris, Jeb Bush, Jim Baker and the U.S. Supreme Court hadn't tampered with the results (of the presidential election), Al Gore would be president, George Bush would be back in Austin and John Ashcroft would be home reading Southern Partisan magazine," he said. That's right. The new head of the DNC accused Harris, Jeb Bush, Baker and the U.S. Supreme Court of "tampering" with the election results. He attacked the very legitimacy of the presidential election. Now, after Al Gore's concession speech, I thought the Democrats weren't going there? But it gets worse. Appearing on "Meet the Press" last week, McAuliffe said something else that went practically unnoticed by Tim Russert and the rest of the establishment press. In a discussion about why he does not believe Hillary Clinton will seek the presidency in 2004, he said, "Two, three, four weeks from today, it will be clear that Al Gore won the state of Florida. ⦠He certainly has a right to argue that he will be the front-runner, you bet." Now, ask yourself, why will it be clear to us two, three, four weeks from now that Al Gore won Florida? What do Terry McAuliffe and the Democrats have up their sleeve? Does this statement not strongly suggest that the leadership of the Democrats plan to continue to attack the legitimacy of the presidential election for the next four years? Personally, I think there are many grounds for challenging the legitimacy of the American political system. America is far from its constitutional moorings in many ways. But, if anyone "tampered" with the 2000 election -- or attempted to -- it was the Clinton-Gore-McAuliffe team. Their overtly illegal activities date back not only to that campaign, but to 1996 and 1992. This is the political team that took money from China, that broke every campaign finance law known to man, that registered illegal voters and worked hard to disqualify military votes. As if that wasn't bad enough, now this same team is attempting to subvert the legitimacy of the U.S. election in a way that is, as far as I know, unprecedented in American history. As many of us have recognized for years now, these folks will say anything and do anything to achieve their goals of political power. The best interests of the country are not even a consideration to them. Remember, I say this as someone who sat out the 2000 election. I did not vote for Bush, and I certainly didn't vote for Gore. Yet, the lying and the deception and scandal of the Clinton-Gore-McAuliffe team continues at such a ferocious pace and with such intensity of purpose that I cannot just stand by and fail to comment. It's no secret that I don't have very high expectations for the Bush administration. But, at the same time, I recognize it is not in this country's best interests to attack the legitimacy of the election with lies and emotional rhetoric. It sounds like McAuliffe and his band of subversives have a February or March surprise in store for America. They are about to drop a political bomb on the national landscape -- one that continues to call into question whether George W. Bush is actually the legitimate president of the United States. They will not let go. They will not get over it. They will not work with the new president. They will never give up. They will not live up to their own promises. They will remain in full campaign mode for the next four years. They will not recognize that the election is over. They will never admit that they lost. Among many holdovers from the Clinton era, the Friday Fax has learned some are attempting to receive jobs as permanent members of the US federal bureaucracy. It surprised many pro-family conservatives last week to see Ambassador Betty King serving on the delegation to the preparatory committee meeting for the upcoming Child Summit. King, a Clinton political appointee to the UN Economic and Social Council, was one of the leading advocates in advancing the radical feminist cause through a number of UN conferences. King has been a fixture at UN meetings for years and had been at the center of Clinton Administration attempts to use UN documents to advance "abortion rights" into the developing world. It is reported that King expects a reappointment to the Bush Administration. Representing the Bush Administration at the executive board meeting of the United Nations Population Fund last week was Margaret Pollack, a career foreign service officer who heads the Office of Population in the US State Department. Pollack served as the chief negotiator for the Clinton Administration at a number of UN conferences including the five-year review of the Beijing Women's Conference (Beijing+5) and the Cairo Conference on Population and Development (Cairo+5). Pollack sat in the lead chair at meetings where the Clinton Administration attempted to strike down all conscience clauses that protected medical personnel from having to participate in abortions. At Beijing+5 Clinton negotiators also attempted to make it mandatory that all medical personnel learn the abortion procedure. Peggy Kerry continues to serve as the non-governmental (NGO) liaison officer for the US Mission. Kerry came from the world of radical feminist activism and as one career officer at the US Mission put it, "she never learned that she did not represent her ideology but the US government." Kerry came under fire last spring when she allowed the pro-abortion group "Catholics" for a Free Choice to hold a press conference at UN headquarters under US government auspices at which they bashed the Catholic Church and called for the ouster of the Catholic Church from its seat as Observer to the UN General Assembly. At the time presidential candidate George W. Bush criticized the press conference. During a budget hearing before the Senate Foreign Relations Committee a few weeks ago, US Ambassador Richard Holbrooke went out of his way to praise the work of the relatively low-level Kerry. After the hearing Holbrooke could be seen huddling with Kerry's brother who sits on the committee. Kerry was recently given a six-month extension on her contract and has told friends she wants a permanent appointment. Sharon Kotok, a political appointee in the State Department, is said to want a job advising the Bush Administration on women's issues. If people want to give the first couple stuff, that's fine with me. But if they then turn around and do the old "quid pro quo routine" and allow those gifts to influence public policy, that's when I start caring. The Clintons have always been bold in their dubious dealings because they fully understand the short attention span of the American public and the reticence of the elite media to investigate the powerful -- especially the powerful with whom they ideologically agree. Therefore Mrs. Clinton gladly accepted an $8 million dollar book advance, even though she knew full well that Senate bylaws require ethics reviews of such business transactions. However, she took the cash a few weeks before being sworn in. So technically she did not break any Senate rules. What about ethics you ask? Well you can keep asking until the earth melts, but you'll never get an answer from Hillary. And if you ask in public, you'll immediately be labeled a "Clinton hater." Everybody knows there is something fishy about the Marc Rich pardon President Clinton signed at 4 a.m. on his last day in office. Mr. Rich, a fugitive living in Switzerland, spread plenty of cash around to various charities and political people. It has been well documented that his ex-wife was a big Clinton donor. Yet Mr. Clinton will not explain himself, saying only that the pardon was legal. He also will not explain why he wants to rent an office in Manhattan that would cost the taxpayer about $700,000 a year. Of course, once there's an outcry over something the Clintons do -- they reverse strategy. They are now returning the gifts they took during their last year in office, and Mr. Clinton's "library fund" will pay part of his office rent. This "library fund" is another very questionable enterprise. The former president spent a considerable amount of time during his last year in office running around the country raising money for his presidential library that is to be built in Little Rock, Ark. Dollar Bill has raised far more money than he needs to build the library, so now he can pay some rent in Manhattan with the "surplus." Bill Clinton loves that word "surplus." It has been very, very good to him. The point here is that the Clintons are ethically challenged, but you already knew that. The larger question is why they remain so popular. The answer lies in their acceptance by the elite media. Recently, the New York Times editorialized about Hillary: "We applaud her decision to forgo the gifts. We accept it as sincere. It gives her a chance to start in a new direction that will encourage voters to feel that she will put public service ahead of personal gain." Now, why would the Times editorial board feel that Mrs. Clinton would put public service ahead of personal gain? Is there anything on the record in the past eight years to demonstrate that? Here's the sad record. The independent counsel said Mrs. Clinton misled the Justice Department during her testimony on Whitewater and the Travelgate affair. You may remember the missing Whitewater billing records were found in the White House residence with her fingerprints on them but she denied knowing how they got there. Mrs. Clinton still has not explained how she made nearly $100,000 in the commodities market and, indeed, one of the last-minute pardons her husband doled out was for a convict represented by a lawyer who also represents the man who made Mrs. Clinton the 100 grand. Ah, serendipity. Hillary also snookered the system by using taxpayer money to campaign for a New York Senate seat. As first lady she cited security reasons, and flew around the state on government aircraft. But when the bills rolled in she only reimbursed the taxpayer for a commercial fare. She gained a huge monetary and logistical advantage by using Air Force jets. Mrs. Clinton's many trips overseas also cost the taxpayers tens of millions of dollars. The expense was staggering -- so much so that when I called the General Accounting Office for an exact accounting of the junkets, employees there actually laughed. There is no accurate expense report on Hillary's trips because the money came from many different government agencies and there is no central oversight. Once again, Mrs. Clinton and her various entourages lived large at the expense of the taxpayer. So why would the New York Times accept Mrs. Clinton's decision to give back some gifts as an expression of "sincerity"? The answer is because Hillary and the Times' editorial people think alike on abortion, taxes and a variety of other subjects. Ideology trumps honesty. Arms Sales Fuel Russia's Military Spending NewsMax.com Tuesday, Feb. 13, 2001 Russia is spending far more on building its military strength than Moscowâs official estimates of its defense expenditures reveal, a top British defense official says. Moreover, a rearming Russia either represents a serious threat to U.S. national security, as CIA Director George Tenet says, or represents no threat at all, according to Moscow. At the heart of the dispute lies Russiaâs desperate financial situation and its solution: sales of sophisticated weapons systems to all comers. After nearly dropping out of sight in the early 1990s, when defense outlays plunged from $130 billion in 1992 to a low point of $42 billion in 1998, spending on the Russian military establishment has now climbed back up to about $50 billion, according to Britainâs Ministry of Defense. After a prolonged dispute between officials of Russiaâs strategic nuclear forces and the heads of the nationâs conventional forces over which arm of the military would get the most funding, President Vladimir Putin decided that the cash-strapped ground forces would be the beneficiaries of increased military spending. Putin has made clear that he intends to modernize Russiaâs crumbling conventional forces and put less emphasis on the nuclear deterrent. As a result, about two-thirds of military funding went to regular forces last year, with the remainder split between paramilitary organizations such as border guards, internal security troops and the like, and defense ministry employees, according to a briefing by Dr. Christopher Hill of British Ministry of Defense sponsored by Russian and Eurasian Program of Washingtonâs Center for Strategic International Studies. According to Hill, "the tendency, evident in recent years, for the strategic [nuclear] forces to secure a greater proportion of defense resources started to be questioned in 2000 as the continuing challenge of Islamic militants in Chechnya and the near abroad emphasized the requirement for better trained and equipped ground and air forces.â Other details revealed by Hill concerning the thrust of Russiaâs defense spending included such details as: A major shift in the distribution of military funds to personnel items (pay, allowances, pension, food, clothing, accommodation, etc.) where spending has jumped from about 25 percent to over 50 percent. Hill notes that while this has not prevented military salaries from falling sharply and, in some cases, actually being deferred for long periods, it has also had a "catastrophic impact on the amount of money available for equipment procurement and maintenance. Orders for new weapons dried up and, despite continuing overseas purchases, particularly by China and India, the total value of weapons production had, by the late 1990s, fallen to less than a tenth of what it was at the start of the decade.â In the late 1990s Russiaâs defense industries, lacking orders from the government, were in shambles and by the end of the decade "effectively bankrupt.â This perhaps explains the Putinâs frenzied efforts to sell advanced military equipment to all takers, including sworn enemies of the U.S., a development that led to Tenetâs warning that Russia is one of the major threats to U.S. national security and is a menace to Americaâs efforts to limit nuclear proliferation. According to a statement issued by Russiaâs Foreign Ministry, however, Tenet is merely waving the bloody shirt to get increased funding from Congress. "The 'dark revelations' of George Tenet about Russia and our relations with the US could help the hawks in the US Congress and help boost the CIA budget, but they in no way correspond to the true state of affairs," the statement alleged. "When you consider that the CIA's [status] soared in the Cold War era, it would be difficult to expect a balanced assessment of Russia-US relations from its leadership. But even considering this fact, a series of pronouncements made by George Tenet provoke, to put it mildly, bewilderment." In testimony before the Senate Intelligence Committee, Tenet expressed concern at Russian President Vladimir Putin's foreign policy views, particularly his efforts to build a closer alliance with China and India, possibly at Washington's expense. Moreover, Tenet charged that Putin is clamping down on human rights and trying to restore Moscow's Soviet-era sphere of influence. Stephen Hsu and his partners at SafeWeb Inc. launch a Web site offering the utmost in Internet privacy -- and then hook up with the notoriously intrusive Central Intelligence Agency. The new alliance between the Oakland, Calif., entrepreneurs and the spooks from Langley, Va., shows how serious the CIA is about improving its spycraft. The agency two years ago set up its own venture-capital firm, known as In-Q-Tel, to search out just the sort of innovations that SafeWeb offers. The CIA, in this case, wants to use a SafeWeb program to mask its own movements on the Internet, so it can gather information incognito. SafeWeb suggests that the CIA also might use its technology to allow its far-flung agents and informants to communicate home, without the countries they are spying on ever knowing. What's puzzling is why a tiny, year-old start-up would want to link up with an agency that is the nemesis of privacy buffs everywhere. 'I'm sure we'll take a hit from the 5% of our most paranoid customers,' says Mr. Hsu, SafeWeb's 34-year-old co-founder and a theoretical physicist by training. But the CIA connection, he says, is deliberately distant. SafeWeb will provide the agency with customized software, but the CIA will have no access to the company's Web computers or to the workings of its core software, he insists. And who better to test the power of its privacy software than the world's top spies? 'If our technology can satisfy them,' Mr. Hsu says, 'it can satisfy just about anyone.' The technology is a clever piece of software called Triangle Boy that SafeWeb plans to post free this month on the Web. The CIA, through In-Q-Tel, is investing in a revved-up version of the software, which can bounce digital traffic around the Web anonymously, as well as rights to an equity stake in SafeWeb should the company go public. Neither side will disclose financial details. The CIA has been slow to mine the riches of the Internet for fear of exposing its own vast computer network to viruses or hacker attacks. It also worries that others will monitor its activities if it roams the Web without proper disguise. What SafeWeb offers is a chance to move about the Internet without leaving any trace. Users simply go to the company's Web site (www.safeweb.com) and type in the address of the actual site they are seeking. SafeWeb's site acts as an intermediary; anyone monitoring the activity would see only the traffic between the user's computer and SafeWeb -- and not the user's ultimate destination. The site recorded more than one million unique visits last month. But what really caught the CIA's fancy was Triangle Boy, a software package that can turn any personal computer into a surrogate Web server. The system allows users to navigate to any number of innocuous PC addresses, and then go to the actual Web site they are seeking -- without leaving a trace. Triangle Boy works by forwarding the request for the desired Web site on to SafeWeb's site, which then makes the connection. SafeWeb developed Triangle Boy to deter companies or countries from blocking access to its site, as Saudi Arabia did last November. CIA specialists say their core interest in Triangle Boy is anonymous Internet browsing. 'We want to operate anywhere on the Internet in a way that no one knows the CIA is looking at them,' says a senior CIA official with connections to the In-Q-Tel team. But the possible uses go way beyond that. SafeWeb says the agency also could use the technology as a secure way for its 'assets,' or contacts, to communicate with CIA headquarters. The CIA also suggests that it may one day build a global network made up of Triangle Boys and servers equipped with SafeWeb-style software to communicate with employees and informants. CIA Director George Tenet told the Senate last week that one of his chief ambitions is 'to take modern Web-based technology and apply it to our business relentlessly.' The SafeWeb technology could prove just as handy in getting information covertly into other countries. It was this application that originally inspired Mr. Hsu to reach out to the CIA last summer. 'I imagined them wanting to use Triangle Boy to get Voice of America or something like that into countries where it was blocked,' he said. Others suggest more devious possibilities. An application like Triangle Boy, if scattered among hundreds of PCs, could be a way to cloak a multipronged ' cyber attack' on someone else's computer system. The Senate Judiciary Committee, which will hold hearings on the Rich pardon Wednesday, has no plans to call Denise Rich to testify, and the House committee that has been hounding her will not meet again until the end of the month. But a spokesman for the House Government Reform Committee said Denise Rich probably would be hit this week with a grant of immunity and a subpoena to testify. The move was triggered by her citation of the Fifth Amendment Thursday. The committee struck back by releasing a fat file of e-mail and internal memos from Rich partisans that a House source described as telling "a classic Washington tale of power, money and access." The irony in the tale is that Marc Rich's wealth put kings, prime ministers and a presidential lawyer in his pocket, but the tycoon was coming across as a pardon deadbeat on Capitol Hill. "The impression is that this was all paid for by DR [Denise Rich]," a member of Rich's legal team moaned in an e-mail after Clinton pardoned Marc Rich. Denise Rich gave $1.3 million to Bill Clinton, Sen. Hillary Rodham Clinton (D-N.Y.) and other Democrats, in addition to another $450,000 for the Clinton presidential library, The Washington Post reported yesterday. The internal communications show a Marc Rich team struggling to paint its client as a reclusive philanthropist wrongly accused. But, in the process, friendships and reputations were destroyed, and allies who were no longer needed including the husband of Supreme Court Justice Ruth Bader Ginsburg were tossed overboard. Martin Ginsburg, a Georgetown University tax professor and lawyer, along with a colleague, had told the Rich team how to counter the charges of evading $48 million in taxes. But Rich lawyer Jack Quinn, a former White House counsel, said in an e-mail that he was going to tell the media about the role that Ginsburg and his friend played against their wishes. "The tax professors don't want to be too far out front," Quinn said. "The tail is wagging the dog." Another key figure caught up in the fiasco was former Deputy Attorney General Eric Holder, who signed off on pardon petitions that went to Clinton. Quinn and Holder admitted last week to having several conversations about Quinn using his influence to get Holder the attorney general's post if former Vice President Al Gore won the presidential election. The internal memos also disclosed that in December Holder sent Quinn the résumés of two Justice Department aides who wanted jobs with Quinn's firm. The Rich partisans sometimes got their signals crossed. In a Jan. 3 e-mail, attorney Robert Fink told Avner Azulay, head of the Rich Foundation, about the search for a "rabbi" to push the pardon inside the White House. Azulay replied, "I don't understand the comment about the rabbi." He already had recruited dozens of Israeli rabbis to support the Rich pardon. Clinton's staff also sent NBC News a copy of its letter to the GSA canceling the negotiations. Rent at Carnegie Hall Tower on West 57th Street, where Clinton had hoped to occupy the entire 56th floor, reportedly would have cost as much as $800,000 a year, a price that led to weeks of sharp criticism. NBC News reported that Clinton would announce Tuesday that his new offices would be in a much less expensive 14-story building at 55 W. 125th St., the street known worldwide as home to Harlem's famed Apollo Theater. The New York Times reported in Tuesday's editions that the asking rent is $30 a square foot, compared with $89 at Carnegie Hall Tower, for a total annual lease of $210,000. Representatives from Clinton's staff and from the GSA toured upper-level floors of the building earlier Monday, sources said. Clinton is believed to be seeking about 7,000 square feet of space in the building, which has undergone extensive renovation in the last two years and has what is described as a panoramic view of midtown Manhattan and the Triborough and George Washington bridges. In fact, there was no meeting Friday between the federal agency and the former President's advisers, and no decisions have been reached about Citizen Bill's future office, representatives said. "There was no meeting yesterday, period," said Clinton spokeswoman Julia Payne. "The negotiations are still ongoing." And a spokeswoman for Rep. Ernest Istook (R-Okla.), who has been leading efforts in Congress to scale back Clinton's office plans, also said there was no meeting and that efforts to reach a compromise continued. "I talked to the Post several times [Friday] and basically told them that we didn't know anything," Istook spokeswoman Micah Swafford said of the story, which relied on a single unnamed source "close to the Clinton camp." Clinton still hopes to sign a $790,000 annual lease on the 8,300-square-foot space with drop-dead views of Manhattan. No small-time offender, he was the central player in a cocaine ring that stretched from California to Minnesota. For the last week, state legislators have grown increasingly testy about budget projections showing that the state will have little, if any, money to spare. Lawmakers in both parties are talking of possible cutbacks after the projections showed that the state's once-healthy surplus might be nearly erased by budget overruns, particularly from health care costs like Medicaid. "There's no doubt in my mind that George W. Bush's tax cuts have put us in the situation we're in right now," said State Senator Mario Gallegos, a Houston Democrat who regularly criticized Mr. Bush in the presidential campaign. Mr. Bush's record of cutting taxes in Texas was a centerpiece of his presidential campaign. In 1997 and 1999, Mr. Bush shepherded a total of $2.9 billion in tax cuts through the State Legislature, much of it in the form of property tax reductions for homeowners. At the same time, budget surpluses enabled lawmakers to expand financing for education and some other services. But the legislative session that began last month in Austin is shaping up very differently. Last week Gov. Rick Perry, a Republican, hinted that his ambitious program for higher education and improving the state's roads and highways might have to be scaled down. Bill Ratliff, the acting lieutenant governor, said that there would not be a tax increase, an idea floated by a handful of legislators, and that any predictions of budget cuts were premature. "I'm not prepared to start pushing any panic buttons," said Mr. Ratliff, a Republican, noting that the real work on the budget would begin next month. The Texas Legislature meets every other year, and the projected state budget for the next two years is $108.2 billion. While this reflects a $5.1 billion increase in revenue, the growing cost of programs like Medicaid will swallow nearly all the extra money. One estimate shows that the state will have only $300 million to pay for any new initiatives. The growing cost of health care for the poor, largely Medicaid, is the biggest budget problem. Projections show that an additional $650 million is needed just so that Medicaid and other health care services will be financed for the current fiscal year, which ends on Aug. 31. During the presidential race, Al Gore criticized the Texas tax cuts and accused Mr. Bush of mishandling the state's budget after news reports last July gave details of cost overruns for Medicaid. Mr. Gore's aides also seized on an off-the-cuff remark made by Mr. Bush about the state budget. "I hope I'm not here to deal with it," Mr. Bush said, alluding to his presidential hopes. Scott McClellan, a White House spokesman, said today that Mr. Bush's agenda in Texas, including his tax cuts, "enjoyed strong bipartisan support." "Texas is in strong, sound fiscal health," Mr. McClellan said. The real impact of the tax cuts in Texas has been a subject of debate. Mr. Bush's plan allocated more state money for education, allowing local school districts to cut property taxes. But, in fact, many districts simply took the extra state money without cutting rates. In other cases, rising property assessments offset any savings. Studies have shown that a majority of Texans have not seen their taxes go down. Garnet Coleman, a Democratic state representative from Houston, said part of the current Medicaid problems resulted from an accounting trick in which lawmakers in 1999 provided money for only 23 months. He said the decision not to finance the 24th month of the two-year budget cycle helped provide a cushion that enabled the tax cuts to be passed. The
