I don't think this is at all funny, Mike.  I find it rather
horrifying.  I suspect if you were DuMond and found yourself
in his situation, you would not think it funny for even a
moment.  This is not the only person to be maimed by
Clinton's Arkansas thugs, either.  It is sadly typical of
the treatment those who cross the Clinton/Gore gang receive.
There are dozens of examples. At least he wasn't left dead
on railroad tracks like the two teenaged boys.

The O'Reilly Factor on Fox News had much more information
yesterday on this.  Looks like Jesse is finally caught in
his extortion schemes.  $600K for travel last year alone!  I
would like to have the $2 Federal Grant money (taxpayer
money) he has made disappear and now claims he did not even
want!  But most interesting is the huge amount of money and
travel expenses paid by the Democrats to a person claiming
non-partisanship.  No wonder he was inventing "thousands of
disenfranchised voters" while Bill  Hill carted the
furniture out the back door and sold pardons, etc. He has
been a liar all of his political career, starting with his
claim that it was he and not Ralph Abernathy with MKL when
he was assasinated. And now it makes sense why these people
were desperate enough to try to steal the election.  Jesse
needed protection from the IRS to continue and Clinton did
not want his selling of pardons scrutinized.  It is
beginning to all make sense.

Jesse Jackson Scrambles to Repair Damaged Reputation

Jesse Jackson's black empowerment conglomerate faced a media
barrage Tuesday after his chief financial officer admitted
there was a "high probability" that a 1999 financial
disclosure form, filed by Jackson's Citizenship Education
Fund, would need to be amended.
Just last week, National Legal and Policy Center filed a
complaint with the Internal Revenue Service, alleging that
the CEF had violated tax code provisions applying to
nonprofit organizations and asking the IRS to investigate
Jackson's financial dealings.

This week, Billy R. Owens, Jackson's chief financial
officer, released a 102-page report to the Chicago Tribune
detailing the finances of Jackson's four organizations.
Owens said the section of a 1999 financial disclosure form,
which asked for the names of CEF employees making more than
$50,000, contained the answer "none" and was "probably"
inaccurate.

So many news organizations are now asking questions about
Jackson's empire that his press secretary was scrambling
Tuesday to schedule a news conference and to make copies of
the Owens financial report available.

"We want to also have on hand Janice Mathis [vice president
of Jackson's Rainbow/PUSH Coalition] and some other persons
that can speak to some of the services that are rendered,
because some of the coverage we've been getting has not been
balanced, and it only focuses on the finances, where there's
another component, which is the service rendered," said
Keiana Peyton, Jackson's press secretary.

Peter Flaherty, president of National Legal and Policy
Center, was swift with a response to Owens' report.

"The fact that they will amend their tax returns indicates
that our complaint had merit, and they're acknowledging
that," Flaherty said. However, "the material he released,
which concerns several organizations, not just the
Citizenship Education Fund, raises more questions than it
answers, and we plan to keep asking questions."

The NLPC complaint, among other things, questions the
tactics used by Jackson in negotiating with corporations
that, at the time, were seeking federal approval of a
merger.

According to Flaherty, Jackson "blackmailed" major telephone
companies, involved in three separate mergers, into donating
funds to his charities, threatening the companies with
organized protests if they did not contribute. The NLPC
complaint alleges that, as a result, Jackson's organization
acted "more like a fee-for-service consulting business
rather than a charitable/educational organization."

Flaherty also alleges that Jackson used the CEF to benefit
friends and family, specifically threatening an economic
boycott against Anheuser Busch Companies Inc. to help his
two sons gain a lucrative beer distributorship in Chicago.

"Jesse Jackson has attacked us as right-wing extremists, but
the fact that he's now releasing more financial information
indicates that the questions we have raised are legitimate,"
Flaherty said.

The IRS has not yet responded to the NLPC complaint.
However, according to Flaherty, "they'll probably
acknowledge it very soon. ... As far as the audit and
investigation, they are notoriously slow."

Jackson's organization has not responded directly to the
NLPC complaint either, according to Peyton.

"As of right now, there has not been any. We did see the
report that they were submitting to the IRS. ... Our posture
is still the same. If they want to call on the IRS to take
that action, then again, we will be in the position to have
our books available and to have them reviewed and answer
whatever questions are generated from their inquiry."

Peyton promised more information would be released this week
to answer Jackson's critics.

"Any and every one that is now speculating what we do or
questioning the way we run our operation, we want to clear
whatever misconceptions or stereotypes or misinformation
that's out there. We want to set the record straight."

elderly one, like Strom Thurmond would have been lambasted
by every major media.  Talk about double-standards!  And
right after the Ashcroft hearings.  This is why Demonrats
have NO credibility.  And remember just a couple of weeks
ago, not one but two incidents of Clinton being overheard
using this 'N' word.  They seem to be particularly fond of
it in the DNC.

Quick, someone explain to me how John Ashcroft gets blasted
for giving an interview to Southern Partisan magazine but
U.S. Sen. Robert Byrd survives calling people "niggers" on
national television relatively unscathed.
When I saw Byrd make the observation that "there are white
niggers" on Fox News Sunday, I almost fell out of my chair.
I figured that such an offensive, outrageous comment made on
national television would be met with protests and demands
for the 83-year-old senator's resignation. So far, there's
been no such reaction.

Of course, we all know what's going on here. The colorful
senator from West Virginia is the oldest Democrat in the
U.S. Senate. As a Democrat, he regularly toes the party line
(he was on Fox to criticize President Bush's tax plan). But
this Democratic senator has an embarrassing past when it
comes to race relations: As a young man, he was actually a
member of the Ku Klux Klan. So perhaps his bigoted, ignorant
choice of words Sunday should come as no surprise.

But we should again remember what John Ashcroft was put
through. Here was a good and decent man, a religious
conservative who was routinely called a racist. His crime?
Granting an interview to the above-mentioned publication, a
periodical that simply salutes and honors the proud and rich
tradition of the South.

Liberal Democrats love to portray conservative Republicans
as bigots. And yet when was the last time you heard a
Republican calmly suggest that there are "white niggers" in
America? How many Republicans do you know of who are former
members of the Ku Klux Klan?

The fact is that racial bigotry and hatred should transcend
politics. It doesn't matter if a senator has a "D" or an "R"
behind his or her name, calling ANYONE a nigger in 2001
speaks volumes about the character of that person. It's
shocking that the typical liberal activists are silent over
Byrd's comments. But it proves that liberal Democrats can
get away with anything.

KRLA-AM in Los Angeles is now the 200th radio station in the
country to carry Mike Gallagher's talk show.

killing an abusive spouse or partner.  Now that has changed
with the war on drugs. More are there for drug charges.

Amnesty: Laws fail female inmates

WASHINGTON (AP) -- Many states fail to protect female
inmates from sexual abuse, according to an Amnesty
International report Tuesday that says some laws are so weak
a prisoner can be held responsible for her attacker's
behavior.

The human rights organization used its report to draw
attention to problems affecting an increasing segment of the
prison population.

``What we've shown here is that it's a systemic problem,''
not just a ``few bad apples'' in the correctional system,
said William Schulz, executive director of Amnesty
International USA.

In its report, the group examined laws in each state and the
District of Columbia that deal with charges of sexual
misconduct by guards and other workers. It found that some
states consider only certain types of sexual assault as
criminal, while other states apply their laws to the actions
of correction officers and not other prison employees like
kitchen staff or medical workers.

Other laws specifically apply to state facilities, and not
lower-level county jails, from where most cases of abuse are
reported, the report found.

More than 1,000 cases of abuse were reported over the last
three years, according to the organization. It believes
hundreds more go unreported, mainly out of fear of
retaliation.

``The mistreatment of prisoners in this society -- even
women prisoners -- is treated less seriously because there
is among some people a bias that people in prison deserve
what they get,'' Schulz said.

Society should care because the women in prison are mothers
to about 200,000 children under 18, he said. Many of those
inmates were abused sexually early in their lives, and
placing them in a system where they are continually abused
limits their ability to ``reintegrate themselves into
society and serve as satisfactory mothers,'' Schulz said.

Amnesty International examined state laws and surveyed
attorneys general and departments of correction to compile
its reports. The group also searched media reports,
interviewed activists and combed lawsuits.

The most widely publicized finding in the report concerns a
South Carolina prison chief who was fired after two guards
were charged with letting inmates have sex at the governor's
residence.

Among other findings in the report:

--A sheriff's deputy in California was fired for letting
female inmates out of their electronic shackles in exchange
for sex.

--An inmate at a California prison received ``an abusive
pelvic exam'' from the prison's doctor. When the woman asked
to stop the exam, the doctor refused, saying, ``No one told
you to come to prison.''

--A Massachusetts corrections officer was charged with two
counts of providing gifts in exchange for sex.

Amnesty International urged state legislatures to toughen
existing laws against sexual misconduct and encouraged the
government to begin taking statistics on such crimes. It
wants all sexual contact between inmates and correctional
staff be considered abusive and criminalized under the law.
It also seeks to prevent any inmate from being held
criminally liable for sexual contact with guards.

The group's report also examined state laws dealing with
pregnant inmates. It found that 18 states and the District
of Columbia allow women to be restrained during labor. At
least 33 states and the District allow restraints during the
transport to a hospital.

I watched or listened to both these hearings in their
entirely and never have I seen and heard such a bunch of BS!
Read MF Berry's words closely`~~"people denied the right to
vote and SOME of them were registered" is typical of this
nonsense.  Not ONE duly registered voter was denied the
right to vote who was listed on the registration rolls.
Where are the "thousands of disenfranchised Blacks" who were
denied their right to vote by the evil Republicans??  They
are NON-EXISTENT!  It was consistently Demonrats and usually
BLACK DEMOCRATS causing the problem as proven in testimony.
Over and over, the testimonies told of a voting system with
a 65% increase in voter turnout that over-whelmed the
system.  I think this is perfectly understandable and would
happen any time and any where this large of an increase is
experienced.  Only the lowest political hacks would try to
make it a Vast Right-Wing Conspiracy.  Any person interested
in the truth certainly heard it loud and clear in these
hearings!  And the problem was NOT the Republicans at all
but the local Democratic party people who have always been
in control of things.  I think this makes  Jesse Jackson and
the others blathering about this appear at utter fools at
best but most likely just plain liars.  Not ONE person could
name any Republican that denied them the right to vote.  Ms.
Berry would love to blame Katherine Harris some how for this
but she if far off base there.  The Commission has already
conceded that there is NO EVIDENCE of criminal wrong doing.
And that would most certainly include violation of ANYBODY's
civil rights.  AND Gore lost the recount.  So how about we
stop with this worn-out propaganda and get on with things.

Bush to power in

 election includes heavy representation by far right
organizations with
 agendas to dismantle the
 gains of the civil rights movement over the past forty

 improvement in social or economic equality by the working
poor, feminists,
 gays and lesbians,
 immigrants or people of color. Unclear to many of us,
however, is the roots
 of this coalition in the
 right-wing populism of George Wallace, who launched two
unsuccessful
 presidential bids, as well as the remnants of Goldwater
Republicans and
 evangelical Carter Democrats. The political influence
exerted by these
 groups since Reagan's election was also responsible in
large part for that
 public travesty known as "welfare reform"  an attack
primarily directed at
 women and children of color living well below the poverty
line. To this
 day, many of us on the left are still shocked that the
largest rollback of
 public assistance in the history of the U.S. was passed
under a Democratic
 president. Politicians in both parties successfully
created and preyed upon
 middle class fears that a large, idle underclass was the
parasite that
 threatened their prosperity - during the largest economic
boom in history.

Reagan revolution
 "involved a massive redistribution of wealth from

 (Tuesday, March 6, 2001) -- Irked by nettlesome groups such as GOA
 which threaten to expose their anti-gun activities, Arizona Senator
 John McCain (R) and Wisconsin Democrat Senator Russ Feingold (D) are
 pushing legislation which would eliminate the ability of groups like
 GOA to keep gun owners informed on how their legislators are voting.

 In the name of reforming campaign finance laws, this Incumbent
 Protection legislation would allow the government to seize the
 membership lists of groups such as ours -- and potentially outlaw
 our organization.  The issue is scheduled to come before the Senate
 between March 19th and 26th.

 The Incumbent Protection bill, S. 27, would require legislative
 advocacy groups -- including Second Amendment organizations such as
 GOA -- to report to the government if they spend more than $10,000
 preparing for and participating in TV and radio broadcasts which
 mention officeholder-candidates within two months of an election.
 If they wished, government bureaucrats could define virtually all of
 an organization's activities as "preparation" for TV and radio
 interviews.

 With GOA employees regularly appearing on TV shows such as Fox News,
 Crossfire, and other programs to discuss gun-related legislation,
 there can be little doubt that S. 27 would apply to this
 organization.  If it did, GOA would be required to provide the
 government with its donor list.  For the time being, this disclosure
 would be limited to contributors of $1,000 or more, but no one
 should assume this threshold would not be reduced or eliminated once
 the government's foot was in our membership door.

 It goes without saying that an activist who sends a check to GOA to
 help protect his Second Amendment rights doesn't want his name being
 registered with the government as a gun owner.  And for that reason,
 GOA will fight this bill "tooth and nail."  And if this bill were to
 become law, GOA would not comply.  We would fight it in court, and
 exhaust every possible resource, because we are not going to turn
 over our members' names to the government.

 This underscores why it is SO VERY IMPORTANT that we defeat this
 bill in the Congress!  GOA would rather spend its members' dollars
 defending 2nd Amendment freedoms, as opposed to spending hundreds of
 thousands of dollars fighting 1st Amendment battles in court.

 Finally, because the Incumbent Protection bill would define
 GOA's battles against anti-gun legislation as "electioneering" if
 they occurred during election season, these legislative activities

 We pass on these thoughts from Randall N. Herrst
 about the school shootings on Monday March 5:

 Hi, Everyone!

 I would like to suggest a few issues that we can use to
 address the school shooting in San Diego, CA. today.

 1. The other side has bragged that California has "the
 toughest gun laws in the nation", yet it is obvious that
 they have NO EFFECT WHATSOEVER and cannot prevent any
 crimes, even in a specially "protected" zone such as a
 school!  Why?  Because criminals are not deterred or
 prevented from obtaining firearms (mostly illegally) or
 prevented from committing even the most serious crimes.  The
 San Diego murderer is apparently underage, so he could not
 have obtained his firearms legally.  There is also a
 child-access-prevention law in California, which also did
 not work (although that law did cause 2 deaths and a serious
 wounding in the "Merced Pitchfork Murders").  In California,
 it is also illegal to bring firearms onto campus, and that
 didn't work either.  Incidentally, in California I think it
 is also illegal to shoot people and murder them.  Not to
 mention another dozen or so felony violations.  I wonder why
 those laws didn't work, but new gun control laws will?

 2. What would have worked in the short term?  The "Israeli
 Solution" of arming some of the teachers and staff members.
 This has cut school murders to zero as soon as the policy
 was enacted and it has maintained that success over a two
 decade period.  Go to http://www.jpfo.org/school.htm for
 an explanation.  Note that the criminal in San Diego told
 several people, including adults, that he was going to
 commit these crimes.

 3. What else might work?  One of the main reasons why these
 criminals do these things is for notoriety.  For this, we
 can ask why the media insists upon glorifying and promoting
 the criminals.  Let us suggest that the media, IF IT WANTED
 TO ACT RESPONSIBLY, would glorify the victims and minimize
 the celebrity treatment of the criminals--even including a
 refusal to mention the name of the criminal and refusal to
 publish their photos and refusal to publish the ego-driven
 ramblings of these criminals .  These criminals aren't doing
 these things so that no one will notice them.  Of course, I
 am just fantasizing here, since I am fully aware that almost
 no one in the media ever acts responsibly or in the public
 interest.  Still, it would be interesting to see whether the
 media might be willing to try it as an experiment.

 4. Are there any long term solutions?  Yes, but this will be
 difficult to accept and even more difficult to implement.
 The main reason, IMHO, that school mass murders by students
 were almost unknown prior to the 1990's (is it only
 coincidence that school shootings blossomed during the
 Clinton years?) is the fact that society as a whole had some
 concept of morality and taught those precepts to the
 children.  Morality was taught, not just in the home, but in
 the schools, churches, neighborhoods, the courts, the news
 media, and even the entertainment media (remember when
 movies and TV shows had "a moral to the story" and the good
 guys won while the bad guys were punished?)  Furthermore,
 the media did not lionize heinous criminals or make mass
 murder look like fun (did you know that half a dozen mass
 murderers have cited "Natural Born Killers" or "The
 Basketball Diaries" or "Taxi Driver" as their FAVORITE
 movies?)  Up until the mid-1970's, it was not uncommon for
 even urban high schools to have shooting teams, with members
 bringing firearms and ammunition onto campus, sometimes via
 public transportation and school buses.  In rural areas
 then, and in some small town and rural places even today,
 children brought their hunting firearms to school and either
 left them in their cars or gave them to the teachers for
 safekeeping during school hours.  Morality was what kept us
 safe.

 5. There is a consistent pattern of violence where it is
 hard for law-abiding citizens to obtain firearms, whereas
 there is less violent crime where firearms ownership is
 widespread and easy.  My studies have shown that violent
 crime is lower in the small cities and rural areas of each
 state compared to the metropolitan areas (as much as 500%
 higher) of 42 of the 50 states; while it is comparable in 7
 states and in only one state, Kentucky, is the pattern
 significantly reversed (~35% higher violent crime in small
 cities and rural areas).  The pattern of firearms ownership
 and crime is an inverse relationship, which should not be
 possible if the other side were right when it claims that
 "easy availability causes crime".  Why hasn't the media ever
 noticed that

My husband had the same procedure in 1999 AFTER a heart attack, not
before. Inserting a stent, a tube made of some hypoallergenic material
I forget what, into the artery to keep it open, is much less risky than
bypass surgery. It is done during catheterization. It also has a much
shorter recovery time. There is no large incision, and the ribs and
sternum are not broken like they are in bypass surgery.

As for the medications they won't disclose, this is a likely scenario:
An ACE inhibitor like captopril, a beta blocker like metoprolol, a
calcium-channel blocker like inderal -- those 3 control blood pressure;
a statin (Lipitor or Zocor) to control cholesterol; nitroglycerin for
chest pains; a blood thinner, either aspirin or warfarin, to prevent
clotting; possibly a diuretic like hydrochlorothiazide. No matter what
he does with his weight, no matter what the numbers say, he will be on
many of these medicines for the rest of his life. They don't seem to
affect memory or intelligence, but they can cause mood swings,
especially the metoprolol.

THE European Court of Justice ruled yesterday that the European Union can
lawfully suppress political criticism of its institutions and of leading
figures, sweeping aside English Common Law and 50 years of European
precedents on civil liberties.
The EU's top court found that the European Commission was entitled to sack
Bernard Connolly, a British economist dismissed in 1995 for writing a
critique of European monetary integration entitled The Rotten Heart of
Europe.

The ruling stated that the commission could restrict dissent in order to
"protect the rights of others" and punish individuals who "damaged the
institution's image and reputation". The case has wider implications for
free speech that could extend to EU citizens who do not work for the
Brussels bureaucracy.

The court called the Connolly book "aggressive, derogatory and insulting",
taking particular umbrage at the author's suggestion that Economic and
Monetary Union was a threat to democracy, freedom and "ultimately peace".

However, it dropped an argument put forward three months ago by the
advocate-general, Damaso Ruiz-Jarabo Colomer, which implied that Mr
Connolly's criticism of the EU was akin to extreme blasphemy, and therefore
not protected speech.

Mr Connolly, who has been told to pay the European Commission's legal costs,
said the proceedings did not amount to a fair hearing. He said: "We're back
to the Star Chamber and Acts of Attainder: the rights of defendants are not
respected or guaranteed in any way; the offence of seditious libel has been
resurrected."

Mr Colomer wrote in his opinion last November that a landmark British case
on free speech had "no foundation or relevance" in European law, suggesting
that the European Court was unwilling to give much consideration to British
legal tradition.

Mr Connolly now intends to take his case to Europe's other court, the non-EU
European Court of Human Rights in Strasbourg.

Tenorlove the one thing that shocked me, on the day President Bush was
sworn in - this man, Dick Cheney, stood in the cold with the others, and
managed to get through it all - at that time I feared for his safety an
believe he should had slipped quietly away from this scene.

I think in a sense he proved his strength that day;  he seems to be a
man with control mentally but physically, he stil withstood a hard day.

He has enemies in the administration of that I am sure;  if he should
resign,  the last person I would want as VP would be this programmed
Manchurian Candidate Colin Powell  - for this man not only has inflated
ego but this would be one confused guy - asian, black, jamaican, white
blood - probably practices voodoo on the side with a needle in the heart
of Cheney already..Powell identifies with the black blood choosing
to ignore the Asian connection and I wonder, what is his real name?
One generation out of Jamaica?

Was he really even born in USA?   We have all these Manchurian
Candidates walking about who do not  use their real names - even Jesse
Ventura but then he is WWW NWO Wrestling star...Clinton Barak, Sharon,
Ford, Jackson, King, Richie Rich, none of these people use their real
names?

Is it a matter of I Will Give You a New Name to help cover up a past
that might prove to be a little more than embarrassing.

The strangest thing to me was Gerald Ford, for long before he was Vice
President, I knew his real name was Leslie Kinghe had this Hollywood
touch in acquaintance, played football too long without helmet - and I
swear looking at his face, the look of the Manchurian Candidate for that
guy had this Powell look..then when he was made President, Walter
Cronkite, CFR - announced "his real name is Leslie King" - only because
now, he would be president...so we had two Leslie Kings.

Then the REAL Leslie King, Ford's brother, shortly thereafter on a
Thursday night - on a lonely road, like John D. Rockefeller and the

and then there was One.

maybe this is of no consequence, but I keep thinking of that psalm,

Your post is entirely correct, with the notable exception that Inderal is
another beta blocker (the first one IIR).  Most likely Ca+ channel blocker
would be Cardizem (Diltiazem).

This man is right Tenorlove - there are drugs where kids lose control
and are easily controlled and suggestible.

These horrible movies are being made deliberately - this kid's buddies

controller who set him off..maybe if the school had let the kid play
on a real basketball team or sit on bench in football?   He seemed to

Cabot,  born in 1894, who was an investor and Harvard trustee, and who also
had a son named Henry B. Cabot, Jr.  They had another brother named Paul
Codman Cabot, who was born in 1898 and was in the Harvard class of 1921 and
then worked for the First National Bank of Boston and helped to found State
Street Research Investment Trust.  He became treasurer of the Harvard
Corporation in 1948.  Moors  Cabot was intended to handle the family
investments of the two founders and their friends, but the firm has grown to
include 22 branch offices and over 150 registered representatives
nationwide.  Headquartered in the heart of Boston's financial district, the
company is the oldest independent member of the Boston Stock Exchange and
one of the nation's oldest independent members of the New York Stock
Exchange. Since its inception, the firm has participated in the retail sale
of stocks and bonds to individuals and the institutional sale of stocks and
bonds to most of Boston's money management firms.

After making a fortune in drugs, the family then set up and took control of
a quasi-government association that convinced the federal government to set
up a separate military branch for the air force, and then later branched out

Elise Cabot Forbes, wife of Ralph Emerson Forbes and daughter of Sam and
Eliza Cabot, was the sister of Samuel Cabot who  was an 1872 graduate of

Washington, D.C., which would be the base on which the National Aeronautic
and Space Administration (NASA) was founded with the use of the technology
of the Operation Paperclip Nazi scientists rescued from war crimes
prosecution in Germany.

Godfrey Cabot's wife was Maria Moors (daughter of John F. Moors), and one of
their sons, Thomas Dudley Cabot,  born in 1897, received his bachelor's
degree in engineering from Harvard in 1919. Their Cabot Corporation became
the major producer of carbon black with nine plants in Texas and Oklahoma;
establishing an inroad into synthetic rubber production and the
manufacturing of paints and other chemicals. Thomas'  son, Louis W. Cabot,
also a Harvard graduate, was sent to England to build a carbon black plant
in Stanlow, using technology the British had taken from the Germans after

Employee-owned DynCorp's expertise has spanned the computer 
revolution; the space age; the Cold War' and conflicts from Korea and Vietnam to 
Desert Storm. This Virginia based-company has more than 53 years of 
experience and 19,000 employees in the information and enterprise technology, 
operations, management support, aerospace and aviation services industry

community as well.DynCorp found its beginnings in 1946 at the end of World 
War II, when a group of returning military pilots recognized the business

that a new moniker that would reflect its present and past business activities 
was needed. After more than 5,000 suggestions from employees, DynCorp was 
selected. The new name was launched in 1987.DynCorp president and chief 
executive Paul Lombardi, who has been with the company since 1992, says he was

Russia's sole privately owned TV station is threatened by a rebirth of
Soviet-style repression and may not survive. And the station is not
alone in being victimized by President Vladimir Putin's bizarre view of
the media's function, which he believes to be one of solely serving the
government.

Under any circumstances, NTV is a prime target of Russia's security
forces because it is owned by Vladimir Gusinsky, the former oligarch
whose arrest and imprisonment stirred international protests. Since his
release he has fled Russia and is living in exile. NTV's bank accounts
have been frozen, according to Britain's Sunday Telegraph, which
reported that the offices of its parent company, Media-Most, have been
raided by armed tax police.

Journalists working for Media-Most, which owns newspapers, magazines and
Moscow's only independent news radio station, Ekho Moskvy, report that
have been harassed, denied admittance to government press conferences
and even given unsolicited assignments from state-owned media groups
that somehow have obtained their home telephone numbers.
Most observers say it is only a matter of time before Media-Most and its
NTV are seized by the government.

Alexei Venediktov, the chief editor of the radio station, Ekho Moskvy,
told the Telegraph that Putin told a recent meeting of Media-Most's
journalists: "Your job is to support the state." Venediktov said he was
stunned by Putin's "profoundly Soviet worldview."

"I told him, 'We are not an instrument of the state,' " he told the

Ginger: Lots of hype, lots of hot air--and that's a good thing

Today we have new word on Ginger, the top-secret brainchild of
noted inventor Dean Kamen, as investigative teams have narrowed
down the possibilities of a technology that's been described as
"bigger than the Internet" by those in the know.

It turns out Ginger may be exactly what I said it was (though not
here) when the speculation began: A bunch of hot air.  Though
what I meant and what Ginger may be are two different things.

THE KEY TO GINGER may be literally hot air, used to power an
ingenious, socially responsible new form of transportation.
There had already been speculation that Ginger was a scooter of
some sort; what's new is the likelihood that Ginger uses a
Stirling Engine--the so-called "hot air" engine--for power,
perhaps using hydrogen, the major component of air, as a fuel.

It's been nearly two months since Jesse brought us the Ginger
story.  (Click for more.) At the time I almost wrote a piece
debunking the hype surrounding the mystery product, which almost
immediately showed up as an item to be ordered someday, maybe, on
Amazon.com.  The world was awhirl with rumors and speculation
about what Ginger might be--the hype machine in overdrive, so to
speak.

FORTUNATELY, KAMEN CALMED down the buzz on his own, blaming the
author of a proposed book about him and his research company for
stirring things up.  Kamen's "enough already" earned him big
points in my book.  (Click for more.)

AnchorDesk Science Correspondent Pete Deemer, my real-life big
boss and a CNET Vice President, cut through the hype on his own
early on.  Almost immediately, he speculated that Ginger was
based on something I'd never heard of: the Stirling Engine.

The Stirling runs off heat and is more efficient and quieter than
internal combustion engines.  Its major flaw, at least for use in
a transportation device, is that it takes a long time--like 20
minutes--to warm up enough to get something moving.  The engine
has been used in prototype cars and submarines as well as in
cryogenics for its ability to create intense cold.  You can read

SOMETHING ELSE PETE NOTICED: Some of the patent drawings show
Ginger standing upright without a kickstand.  He believes Kamen
could make this possible by leaving the Stirling Engine running
and using it to drive a flywheel to provide balance, employing
the same principle that keeps a gyroscope or a moving bicycle
upright.

"How would you do this?  By having a two-part wheel--an external
hub (for riding on), and an internal hub (for stability), with
ball bearings in between them that allow them to spin
independently of each other," he explains.

If you wanted to be really ingenious, the internal hub could be
used like a flywheel, storing the energy from the external hub
when the vehicle slows down, and delivering it back out when the
red light turns to green.  This could help the Stirling Engine
reach full power more quickly.

THE MAGAZINE THAT FIRST broke the Ginger story will be back out
soon with its own new speculation, compiled by a private
investigator.  I won't name the magazine--which I think engaged
in shameless hype and self-promotion--but I will quote their
press release.

"As many have guessed, 'Ginger' has to do with a ground-breaking,
scooter-type vehicle that can balance on two wheels.  But the
real revelation is the power behind it--hydrogen, which runs
basically emission-free.  In subsequent iterations, Kamen intends
to retrofit his scooters with his patented version of the
Stirling engine, an almost perpetual motion machine that could be
manufactured for any product that requires power."

The magazine says Kamen has created a new company called ACROS,
which aims to create a product line that features "motorized,
self-propelled, wheeled personal mobility aids, namely wheel
chairs, scooters, carts, and chariots," and that the company has
begun building a factory in New Hampshire.

I HAVE STAYED AWAY from the Ginger "story" because I've
considered it to be overblown and self-serving hype for a book
proposal.  But it has also sparked tremendous interest and, now
armed with some informed speculation, I'm happy to present what
we think we know.

And if Ginger lives up to its potential as a new, environmentally
friendly, inexpensive means of transportation, it might live up
to the hype.  Which would be a neat turn, for once.

youth who murdered two and wounded 13 in a San Diego-area school

The father of the shooter, Charles Williams Sr., is CURRENTLY working at
the Naval "Medical" Center in San Diego: a location where a number of

using a what appeared to be some kind of RIFLE in his assault. NOW we
are told Williams wielded a handgun. This excerpt is typical of the
early news reports, which sure don't seem to be describing the weapon as
a PISTOL.

So, WHICH WAS IT?? WHY did the story change??

It NOW turns out the father DID have a NUMBER of RIFLES in his home.
It's highly likely the early news reports which quoted eyewitnesses were
CORRECT about the weapon, and that the truth has been covered up because
it would implicate the father -- and THUS by extension the US military
and intelligence agencies -- too heavily in the incident.

Dollars to doughnuts this unfortunate boy is yet ANOTHER of the MILLIONS
of mind-controlled, "Manchurian Candidate" programmed assassins which
our federal government has "created" in recent years all across the
country.

ORLANDO, Fla. - The Orlando Sentinel's request for the autopsy
photos of Dale Earnhardt has brought a torrent of angry calls and
e-mail from race fans and prompted an effort by lawmakers to
prevent the release of such pictures in future cases.


Over the past two days, Sentinel Editor Tim Franklin has taken
about 3,000 of the almost 7,000 e-mails and calls.

"Some of the e-mails have been quite ugly, but I understand it's
an emotional issue," Franklin said. "While we feel sorry for the
Earnhardt family and what they're going through, there's a big
issue here about NASCAR safety and we're simply trying to provide
more information about how Dale Earnhardt died."

Franklin has said repeatedly that the newspaper has no intention
of publishing the photos but wants to view them so that a head
trauma expert can make an independent determination of the cause
of death. The Sentinel ran a series last month that showed three
NASCAR drivers who died last year suffered fractures at the base
of the skull.

"He's the fourth driver in nine months to die," Franklin said.
"This isn't a fight that we seek or asked for, but we believe
that there are big issues at stake here as far as NASCAR safety.
There's also a big principle at stake, access to state records."

Fans also have sent more than 12,000 e-mails to Gov. Jeb Bush and
state lawmakers, asking them to intervene. Three Republican
lawmakers are drafting legislation that would prohibit the
release of any autopsy photographs. Such photos would be treated
as private medical records.

Several news organizations support the Sentinel's efforts to view
the photos, the Sentinel said in a statement released Tuesday.
The groups include the Society of Professional Journalists, The
Associated Press Sports Editors, The Miami Herald, The Tampa
Tribune, the Chicago Tribune, the Los Angeles Times and WFLA-TV
in Tampa.

"What's getting lost in this debate is whether government has a
right to withhold records that are clearly public," said Ray
Marcano, president of the Society of Professional Journalists.
"And the answer is simple: Government does not and should not
even try."

Earnhardt was killed in a crash Feb. 18 at the Daytona 500. The
race car driver's widow, Teresa, sued Volusia County four days
later to stop release of the medical examiner's photos. The next
day, an Orlando Sentinel reporter made a public-records request
for the pictures.

Judge Joseph Will issued a temporary injunction against the
photos' release, saying they have no "bona fide newsworthiness"
and could cause the family "additional anguish and grief." A
hearing is set for Thursday.

NASCAR fan Cheryl Mundy of Mocksville, N.C., wrote a letter to
Bush warning him that "there a lot more NASCAR fans in the
Southeast than there are Republicans." Mundy also said that she
and several hundred other people plan to start a boycott of
Sentinel advertisers.

"When Dale Earnhardt fans spread their wings in Florida, they
ain't seen nothing yet," said Mrs. Mundy, 51, who runs a
contracting business.

Lynn Cummings, an Orlando lawyer, has canceled her subscription
to the Sentinel, in part because of the newspaper's decision to
seek the photos over the objections of Earnhardt's widow.

"It's sensationalizing Dale Earnhardt's death," she said.

Barbara Petersen, executive director of the First Amendment
Foundation in Tallahassee, said the restrictions contemplated by
lawmakers would be a big mistake. She said the public records law
provides for oversight over medical examiners who may feel
political pressure to render a particular cause of death.

"A total ban is clearly unconstitutional," Petersen said

I can think of no other way to say this, so here goes: white people need to
pull our heads out of our collective ass.


Two more white children are dead and thirteen are injured, and another
"nice" community is scratching its blonde head, utterly perplexed at how a
school shooting the likes of the one yesterday in Santee, California could
happen. After all, as the Mayor of the town said in an interview with CNN:
"We're a solid town, a good town, with good kids, a good church-going
town…an All-American town." Yeah, well maybe that's the problem.


I said this after Columbine and no one listened so I'll say it again: white
people live in an utter state of self-delusion. We think danger is black,
brown and poor, and if we can just move far enough away from "those people"
in the cities we'll be safe. If we can just find an "all-American" town,
life will be better, because "things like this just don't happen here."


Well bullshit on that. In case you hadn't noticed, "here" is about the only
place these kinds of things do happen. Oh sure, there is plenty of violence
in urban communities and schools. But mass murder; wholesale slaughter;
take-a-gun-and-see-how-many-you can-kill kinda craziness seems made for
those safe places: the white suburbs or rural communities.


And yet once again, we hear the FBI insist there is no "profile" of a
school shooter. Come again? White boy after white boy after white boy, with
very few exceptions to that rule (and none in the mass shooting category),
decides to use their classmates for target practice, and yet there is no
profile? Imagine if all these killers had been black: would we still
hesitate to put a racial face on the perpetrators? Doubtful.


Indeed, if any black child in America -- especially in the mostly white
suburbs of Littleton, or Santee -- were to openly discuss their plans to
murder fellow students, as happened both at Columbine and now Santana High,
you can bet your ass that somebody would have turned them in, and the cops
would have beat a path to their doorstep. But when whites discuss their
murderous intentions, our stereotypes of what danger looks like cause us to
ignore it -- they're just "talking" and won't really do anything. How many
kids have to die before we rethink that nonsense? How many dazed and
confused parents, Mayors and Sheriffs do we have to listen to, describing
how "normal" and safe their community is, and how they just can't
understand what went wrong?

 desperate he was to buy it and so I quoted him what I thought was a high
 price. Not having the money to be able to purchase it, he then offered to
 guide me for a week on British Columbia's Dean River in exchange for the reel.

 I had fished the Dean many years previously and a wondrous river and superbly
 powerful place it is too, with forested mountains rising from the often
 green, glacial river and Grizzly and Black Bears all over the place. Wild and
 powerful is how I would describe it and the Steelhead that run the Dean are
 some of the finest British Columbia has to offer. Well I was going to visit a
 friend in Vancouver anyway and so I agreed to the guide's proposition.

 So in time there we were camped in single tents on the banks of the Dean. We
 had flown in from Bella Coola to the tiny gravel airstrip and then had a
 drive over a really rough track up to where we had decided to camp and began
 to fish immediately.

 On the second day the guide said to me,

 "I want you to meet Dick Cheney."

 I was taken aback and looked at him for an explanation.

 "You know, Dick Cheney, the ex-U.S. Secretary of Defence." Well I of course
 knew who Cheney was, but we were miles into the wilderness of British
 Columbia in amongst the bears, so what the hell was this guy on about?

 "He's coming in as we go out and I want you to meet him."

 That was all that was said, I just shrugged and began to wonder whether the
 guide had a full set of marbles. We continued fishing and what with all the
 bear activity and releasing spectacular Steelhead back into the Dean, the
 Cheney proposition completely left my mind. So the week ended and we arrived
 back at the gravel airstrip to find a light plane being unloaded by a couple
 of guys and another fellow standing to one side, dressed in a sort of
 overcoat, not the type of thing you go into the wilderness of British
 Columbia wearing. This man made a beeline for my guide and they turned away
 from me and engaged in a seemingly deeply serious and somewhat animated
 discussion.

 Having been brought up to have manners I moved off two or three metres and
 stood patiently waiting until they had finished. Meanwhile the two who were
 unloading the plane were not happy about my doing this and one in particular
 kept eyeing me until eventually he stopped doing what he was doing and stood
 and looked at me. I just smiled, feeling a little awkward and also feeling
 that in a moment he was going to start something. His attitude was hostile
 and I was beginning to feel that something was really wrong when my guide and
 the other man turned to me.

 "Oh, and this is Jess Miller from London. Jess Miller, Dick Cheney."

 I held out my hand as it dawned on me that it was Cheney and said,

 "Pleased to meet you, Mr. Cheney. You'll be pleased to hear that I've left
 you some Steelhead in the river because that's what we Englishmen like to do
 for our fellow human beings." I don't know why I said it, it just came out,
 but I'm always joking when I'm fishing, that's the way I am.

 Cheney was facing me, but never looked me in the eyes, instead he looked
 steadfastly at my solar plexus, grunted at my remark and then looked at the
 ground at our feet. A few seconds later he walked over to his two companions
 and that was my one and only meeting with Dick Cheney ended and I must say I
 was glad that it was. I had felt awkward, uncomfortable and uneasy around
 him.

 I put it out of my mind and we flew out back to Bella Coola.

 It stayed out of my mind for the years afterwards as my life turned into a
 nightmarish procession of evil people ripping me off and gradually my
 finances waned to almost nothing. I was ill quite a lot and homeopathy helped
 me greatly. Finally I was poisoned in a murder attempt and the people made
 off owing me a large amount of money, which I will never see again. I
 survived full blown clinical depression, brought on by the arsenic based
 biological agent I had been administered, much to my toxicologist's
 amazement, but at least I am alive and happily starting out again from a zero
 financial base.

Remember in Columbus, Ohio I was so shocked years ago to be told blacks
carried knives to school and some guns; a teacher who once taught in our
small town schools was on staff and was going to resign because of the
"quality of life" in the big city schools.

So let us say, whites left the great city of Columbus and the suburbs
were built - Columbus has their shoot-bys and it is not safe to be on
streets after twilight - the stores which once thrived on the main
street are dead - there is a shopping mall and one shooting - a gang of
black thugs roaming about but the security was just tightened.

Eastland once a favorite is not safe anymore - abut Lex Wexner has built
a new center which is high enough and out far enough to avoid serious
troubl and it is whiter than snow in this Easton  a line has been
drawn, naturally.

A man wrote a book Spokes for a Wheel - sounds like Washington
DC..but this book I would venture to say would be a way to white
suburbs for blacks - when people moved here quietly to be with their own
kind.

So there seems to be a desire for whites to segregate just as jews
segregate and blacks segregate only blacks on bottom of money pole.

Whites kids started carrying arms to defend themselves from these blacks
- and I still remembe with deep hatred this beautiful little blonde girl
and this ugly 14 year old black, a girl, who took a sawed off shotgun
and blew off bottom half of her facethe little girl was working in a
convenient store when these animals came in to rob..

At that moment if they had only had a gun, maybe the little black 14
year old would have had her face blown off.

You wonder why guns are popular - take a good look at Harlemn and then
wonderyou wonder about crime in streets - so this guy is color
blind.

Alexander Hamilton's editorials ‹ online from the New York Post?
The archives of America's oldest continually-published daily are
going online, and may be accessible in time for the November
bicentennial of the Federalists' paper, founded in 1801.

"Our archives are really a treasure trove," said Post Editor Ken
Chandler. "Over the years we've kept them intact on microfilm,
but obviously that's a very cumbersome way to reach them."

The digitizing is being done by Cold North Wind, a two-year-old
company based in Ottawa, Ontario, with a division in Framingham,
Mass. Last year the parent company of The Toronto Star bought a
minority share in Cold North Wind, which is also digitizing the
entire archives of that newspaper.

"Newspapers are the only record of continuous daily life for the
last 400 years," Cold North Wind's CEO Bob Huggins said in an
interview with EP Online last week. The company says it has
acquired digital rights to thousands of newspapers dating back to
the 1700's. Its proprietary software, known as Paper of Record,
scans microfilm to create digital images of the original
newspaper pages. The archives will be searchable, and can be
automatically updated with a streaming feed.

Cold North Wind and the newspapers with which it works will share
revenue. Neither Huggins nor Chandler of the Post knows how the
numbers or percentages will play out. But Huggins expects that
subscriptions will "eliminate the nonsense of paying $2.95 or
whatever per article."

Chandler added, "We don't look at it as something that's going to
generate great revenues. But we're sitting on an asset we haven't
been able to exploit until now, so it's all kind of gravy."

Bush Reorganizes National Security Council

President Bush has placed his imprint on the structure of national security
decision making with the issuance of his first National Security
Presidential Directive (NSPD-1).  The closely held document has not been
formally released, but a copy was obtained by Secrecy News.

The new Directive preserves the NSC Principals Committee and the NSC
Deputies Committee, which are the top-level interagency forums for
deliberation on national security policy.  But it abolishes President
Clinton's system of Interagency Working Groups.

To replace them, the Directive establishes eleven Policy Coordination
Committees (PCCs) on topics including Proliferation, Counterproliferation,
and Homeland Defense; Intelligence and Counterintelligence;
Counter-Terrorism and National Preparedness; and Records Access and
Information Security.

(The word "counter-terrorism" is hyphenated in the Directive, but
"counterproliferation" and "counterintelligence" are not.)

As a consequence of the new Directive, much of the Clinton Administration's
prodigious security policy apparatus will be swept away, though portions of
it will be reconstituted within the new Policy Coordination Committee
framework.  Thus, the functions of the Security Policy Board will be
distributed among the new PCCs.

The new series of National Security Presidential Directives will replace
both the presidential decision directives and the presidential review
directives of past Administrations.

Although NSPD-1 is unclassified, the Bush Administration has declined to
release it.  But a copy of the seven page directive, obtained from a

Pentagon's latest weapon: a pain beam

March 2, 2001

WASHINGTON (AP) -- The Pentagon on Thursday unveiled a new "non-lethal"
weapon designed to drive off an adversary with an energy beam that inflicts
pain without causing lasting harm.

The weapon could be used for riot control and peacekeeping missions when
deadly force is not necessary, officials said.

The weapon, called "active denial technology," was developed by Air Force
research laboratories in New Mexico and Texas as part of a multi-service
program run by the Marine Corps.

Will the Pentagon's new "non-lethal" stun weapon be safe?

"This revolutionary force-protection technology gives U.S. service members
an alternative to using deadly force," said Marine Corps Col. George P.
Fenton, director of the program at Quantico, Virginia.

The weapon is designed to stop people by firing millimeter-wave
electromagnetic energy in a beam that quickly heats up the surface of the
victim's skin. Within seconds the person feels pain that officials said is
similar to touching a hot light bulb.

Like being burned

"It's the kind of pain you would feel if you were being burned," said Rich
Garcia, a spokesman for the Air Force Research Laboratory at Kirtland Air
Force Base, New Mexico. "It's just not intense enough to cause any damage."

The Pentagon has made a strong push to develop "non-lethal" weapons in the
aftermath of a humanitarian mission in Somalia in 1992-93 that put soldiers
in the line of fire in urban areas where civilians were present.

A prototype of the weapon will be tested on goats and humans at Kirtland in
the next few months, Garcia said.

"When it penetrates in, it activates the pain sensors, and you feel a lot
of pain," Garcia said. "But there's no damage. It truly is a non-lethal
device."

The Marine Corps said $40 million was spent developing the weapon during
the past decade.

The Marine Corps plans to mount the microwave weapon on top of Humvees, the
Jeep-like vehicles used by both the Marines and the Army. Later it might be
used on aircraft and ships, officials said.

The weapon could be fielded by 2009, officials said.

Concerns remain

William Arkin, senior military adviser to Human Rights Watch, questioned
whether a pain weapon would be safe to use against civilians in combat
situations.

"What about children in the crowd? What about pregnant women and the

THE European Court of Justice ruled yesterday that the European Union can
lawfully suppress political criticism of its institutions and of leading
figures, sweeping aside English Common Law and 50 years of European
precedents on civil liberties.
The EU's top court found that the European Commission was entitled to sack
Bernard Connolly, a British economist dismissed in 1995 for writing a
critique of European monetary integration entitled The Rotten Heart of
Europe.

The ruling stated that the commission could restrict dissent in order to
"protect the rights of others" and punish individuals who "damaged the
institution's image and reputation". The case has wider implications for
free speech that could extend to EU citizens who do not work for the
Brussels bureaucracy.

The court called the Connolly book "aggressive, derogatory and insulting",
taking particular umbrage at the author's suggestion that Economic and
Monetary Union was a threat to democracy, freedom and "ultimately peace".

However, it dropped an argument put forward three months ago by the
advocate-general, Damaso Ruiz-Jarabo Colomer, which implied that Mr
Connolly's criticism of the EU was akin to extreme blasphemy, and therefore
not protected speech.

Mr Connolly, who has been told to pay the European Commission's legal costs,
said the proceedings did not amount to a fair hearing. He said: "We're back
to the Star Chamber and Acts of Attainder: the rights of defendants are not
respected or guaranteed in any way; the offence of seditious libel has been
resurrected."

Mr Colomer wrote in his opinion last November that a landmark British case
on free speech had "no foundation or relevance" in European law, suggesting
that the European Court was unwilling to give much consideration to British
legal tradition.

Mr Connolly now intends to take his case to Europe's other court, the non-EU
European Court of Human Rights in Strasbourg.

1. Contrail generation apparatus for producing a powder contrail having
maximum radiation scattering ability for a given weight material, comprising:
a. an aerodynamic housing;
b. a jet tube means passing through said housing, said tube means having an
inlet at a forward end of said housing and an exhaust at a rearward end
thereof;
c. a powder storage means in said housing;
d. a deagglomeration means also in said housing;
e. means connecting said powder storage means with said deagglomeration means
for feeding radiation scattering powder from said powder storage means to
said deagglomeration means;
f. the output of said deagglomeration means dispensing directly into said jet
tube means for exhausting deagglomerated powder particles into the atmosphere
to form a contrail; and

provided at the output of said deagglomeration means into said jet tube means
to produce a venturi effect for minimizing back pressure on said powder
feeding means.
4. Apparatus as in claim 1 wherein said deagglomerator means comprises:
a. means for subjecting powder particles from said powder storage means to a
hammering action to aerate and precondition the powder; and
b. a jet mill means to further deagglomerate the powder into separate
particles.
5. Apparatus as in claim 4 wherein pressurized gas means is provided for
operating said deagglomeration means.
6. Apparatus as in claim 1 wherein said radiation scattering powder
particles are titanium dioxide pigment having a median particle size of about
0.3 microns.
7. Apparatus as in claim 1 wherein said radiation scattering powder
particles have a coating of extremely fine hydrophobic colloidal silica
thereon to minimize interparticle cohesive forces.
8. Apparatus as in claim 1 wherein the formulation of said powder
consists of 85% by weight of TiO2 pigment of approximately 0.3 micron media
particle size, 10% by weight of colloidal silica of 0.007 micron primary
particle size, and 5% by weight of silica gel having an average particle size
of 4.5 microns.
9. The method of producing a light radiation scattering contrail,
comprising:
a. surface treating light scattering powder particles to minimize
interparticle cohesive forces;
b. deagglomerating said powder particles in two stages prior to dispensing
into a jet tube by subjecting said powder particles to a hammering action in
the first stage to aerate and precondition the powder, and by passing said

0323.  MilMod replaces current personnel system

RANDOLPH AIR FORCE BASE, Texas (AFPN) -- In less than two months, military
personnelists throughout the Air Force, Air National Guard and Reserve will
begin using state-of-the-art technology to process "total force" personnel
information.

The Air Force Military Personnel Data System Modernization program, or
MilMod, will be turned on May 1, replacing the 1970s technology currently
being used with a relational database using the Oracle Human Resources
software. It has been more than 20 years since the last major update.

"We've been working hard for nearly five years building this modernized
system to take Air Force personnel processing into the next century," said
Lt. Col. Ed Oliver, MilMod program manager at the Air Force Personnel Center
here. "Our folks have been working seriously long hours to get this new
system up and running by the May 1 deadline. We're now in the final stretch
and are building the world's largest, and we think the best, human resource
system."

This new system will support all "life cycle" personnel management functions
from recruiting through job assignment and ultimately separation or
retirement. It will provide real-time updating and reporting capabilities
that are not available in today's Personnel Data System, Oliver said.

"Current automation technology is being leveraged to improve support at all
levels and is the foundation for building a robust integrated personnel
system for the total force," he said.

The new system has several inherent improvements over the current system.
The most apparent improvement is the graphical-user interface, which will
give personnel technicians online, real-time access to personnel
information.

"We've also standardized the support we're providing to the total force,"
Oliver said. "This will improve system support to the Air National Guard and
Air Force Reserve personnel processes."

But, as with any new system, there will be a transition period where the
normal personnel functions that people use will be unavailable, officials
said. There will be a nine-day period prior to the implementation date where
no personnel transactions will be accepted into the systems being replaced.
All active-duty, Guard and Reserve members are urged to complete any
personnel actions before April 21 to ensure the transactions are processed
prior to the transition, or people can wait until MilMod comes online May 1.

RANDOLPH AIR FORCE BASE, Texas (AFPN) -- Applying for civilian vacancies
within the Air Force became easier with the latest state-of-the-art program,
Resume Writer.

The new automated system enables an applicant to prepare and submit a resume
electronically from beginning to end.  Resume Writer allows an individual to
retrieve a previously submitted resume, update or change information on the
resume, and submit the information as an update to the AF automated resume
inventory database system, Resumix.

Applicants can also electronically change any supplemental data related to a
resume.

The Resume Writer is very user-friendly and comes with complete
instructions, information, and tips on preparing a resume, said Lee McGehee,
delegated examining unit/recruitment branch chief at the Air Force Personnel
Center here. "To ensure all required information is submitted with the
resume, we strongly encourage applicants to use the Resume Writer when
applying for Air Force positions serviced by the personnel center."

Job seekers do not need to submit a resume for each position they are
interested in applying for.  By using the online Resumer Writer, applicants
have the opportunity to make changes at any time to their resume.

WASHINGTON (AFPN) -- The Department of Defense's 50th Anniversary of the
Korean War Commemoration Committee wants veterans to know that Korean War
Service Medal is still available.

During the Korean War, the United States disallowed the wearing of the
Korean War Service Medal because of regulations at the time that prevented
American servicemembers from wearing a foreign award. Congress changed that
regulation in 1954, and now on the occasion of the 50th anniversary the
Republic of Korea once again offers this medal.

The Air Force is the lead agent for distributing the medal. People at the
Air Force Personnel Center at Randolph Air Force Base, Texas, are processing
requests and distributing the medal to all Korean War veterans who qualify,
regardless of branch of

(Washington, March 7) Not everyone in the new Bush administration has an oil 
tanker bearing his or her name. But not everyone has had Condoleezza Rice’s 
depth of involvement in the oil industry.
On Jan. 22, Condoleezza Rice assumed her duties as assistant to the president 
for national security affairs. For Rice, it’s her second tour of duty on the 
National Security Council; she served from 1990 to 1991 in the administration 
of the senior Bush, specializing in Soviet foreign relations. Between her 
stints at the NSC, she served as a director of Chevron Corp., a position that 
gave her experience in international relations far beyond the former Soviet 
states.


The national security adviser inevitably will be confronted with decisions 
that directly affect the business of her former company. Chevron operates in 
25 countries scattered over six continents, dealing in a product — oil — 
that’s been a major factor in U.S. foreign relations for the past 50 years. 
From containing Iraq in the Middle East to dealing with separatist movements 
in Southeast Asia to setting African policy, Chevron’s interests will come 
into play at almost every turn.
Chevron christened the Condoleezza Rice, a 136,000 deadweight-ton, 
double-hulled ship, early on in Rice’s decade-long stint on the oil giant’s 
board of directors. Rice, a member of Chevron’s board of directors since 
1991, explained on television’s Fox News Sunday in August that Chevron had a 
policy of naming tankers after its directors. "There’s also a George Schultz 
and a David Packard," she remarked.
That honor is not the only compensation she has received: As a corporate 
board member, Rice was paid a $35,000 annual retainer, $1,500 for each board 
meeting attended, $1,500 for each board committee meeting attended, and 
$1,500 for each committee meeting chaired, according to Chevron’s 2000 proxy 
statement. She also holds 3,014 shares of Chevron stock, valued at 
approximately $241,000, her single largest asset. (According to a news 
release from the company, Rice has resigned from the board and will sell her 
stock in the company.)
In 1999, Chevron, which recorded net income of $2.1 billion, had oil and 
natural gas exploration and production operations in 25 countries. From the 
Middle East to Africa to Southeast Asia to Latin America, Chevron flies its 
corporate colors on drilling platforms on six continents. As a member of the 
oil giant’s board, Rice has served on and chaired the board’s public policy 
committee. According to Chevron’s 2000 proxy statement, the public policy 
committee "identifies, monitors and evaluates domestic and foreign social, 
political and environmental issues" and "recommends to the board policies and 
strategies concerning such issues."

The Public i attempted to contact Rice about her experience with Chevron, but 
she did not return calls. However, she said on the Fox TV broadcast, "I’m 
very proud of my association with Chevron, and I think we should be very 
proud of the job that American oil companies are doing in exploration abroad, 
in exploration at home, and in making certain that we have a safe energy 
supply."
But it hasn’t all been smooth sailing for Chevron abroad. The oil giant has 
been accused of complicity with the Nigerian military and Mobile Police — a 
force so brutal it is known locally as the "Kill ’n Go" — in perpetrating 
human rights abuses, including extrajudiciary killings, beatings and 
detentions against local communities who have protested Chevron’s production 
activities in Nigeria’s delta region.
The problems surrounding Chevron’s oil and natural gas production and 
exploration in the Nigerian delta have their roots in the country’s political 
and economic history.

Oil revenue at all costs

Prior to the democratic election of President Olusegun Obasanjo in May 1999, 
Nigeria was ruled by military regime for 16 years. Under Gen. Sani Abacha, 
and then under his successor, Gen. Abdulsalami Abubakar, the government 
relied heavily on revenue from oil exports and pursued such revenue at all 
costs, often to the detriment of the environment and the social and political 
rights of its citizens. The vast majority of Nigeria’s oil reserves are 
located in the delta region of the country, a 7,700 square mile region that 
makes up Africa’s largest wetlands.
Oil is the lifeblood of the Nigerian economy. That sector accounts for more 
than 80 percent of government revenue, more than 95 percent of total exports, 
and more than 90 percent of the country’s foreign exchange earnings. A member 
of the Organization of Petroleum Exporting Countries since 1971, Nigeria has 
estimated proven oil reserves of 22.5 billion barrels, and produced an 
average of 2 million barrels of crude oil per day in 1999. That same year, 
the country exported 623,000 barrels of crude per day to the United

There isn't any one particular reason why the Marine Corps has had so many
problems with the troubled V-22 Osprey aircraft program. But there are 40
billion reasons - all green - why the brass don't want to admit they have
a lemon on their hands.
The Marine Corps leadership want $40 billion of our tax dollars to buy 360 of
the controversial aircraft even though there have been three crashes in
recent years, killing 26 Marines and four civilians.
And now a Defense Department Inspector general investigation has for the
first time reached into the flag ranks
with the seizure of computer records from two general officers. A Pentagon
official said data from computer hard drives of Lt. Gen. Fred McCorkle, head
of Marine aviation, and his deputy, Brig. Gen. James F. Amos are being
studied to see if there is any evidence of a cover-up of the aircraft's
deficiencies.
Along that line, the Washington POST reports that another senior officer,
Maj. Gen. Dennis T. Krupp is under the microscope to see if his actions
soft-pedaled reports that "computerized maintenance records were making the
Ospery look bad." Krupp commands the aircraft wing including the Osprey
squadron at New River, N.C.
Meanwhile, Col. Nolan Schmidt, manager of the Osprey program since 1997, has
been informed he will not be promoted to brigadier general and plans to
retire in June.
Another officer whose career has been adversely affected by the V-22
controversy is Lt. Col. Odin F. Leberman, commander of the New River Osprey
squadron. The veteran officer was reassigned to desk duty in January when
an anonymous person claiming to be a Marine aircraft mechanic sent a letter
and audio tape to the Pentagon.
The tape was purported to be of Leberman urging his men to "lie" if
necessary, to improve the Osprey's maintenance.
Through his attorneys, the light colonel issued the following statement: "I
am confident the pending investigation
will prove the comments recorded on the tape were taken out of context and in
no way compromised the safety of
my Marines and airmen or the integrity of the Osprey program."
The families and survivors of those killed in the Osprey crashes might differ
with that view. But, an informed source told MilitaryCorruption.com that
"Leberman is a good officer caught up in a bad situation. Everyone knows he
was under intense pressure from above. A huge amount of money is wrapped up
in the success of the V-22. If it fails, there's going to be some very
unhappy Marine brass and defense contractors."
So far, Leberman has "taken one for the team," meaning his beloved Corps. It
is his hope, a colleague says, that he doesn't "regret" that posture after
canceling his appearance at the last minute on the hard-hitting "60-Minutes
CBS-TV news program. Those in the know say Leberman may have had something
entirely different to say on the show until something made him change his
mind.

On March 6, 2001, The New York Times reported the existence of a recently 
declassified State Department document revealing that the United States 
facilitated communications among South American intelligence chiefs who 
were working together to eliminate left-wing opposition groups in their 
countries as part of a covert program known as Operation Condor. 
The document, a 1978 cable from Robert E. White, the U.S. ambassador to 
Paraguay, was discovered by Professor J. Patrice McSherry of Long Island 
University, who has published several articles on Condor.  She called the 
cable "another piece of increasingly weighty evidence suggesting that U.S. 
military and intelligence officials supported and collaborated with Condor 
as a secret partner or sponsor." 
In the cable, Ambassador White relates a conversation with General 
Alejandro Fretes Davalos, chief of staff of Paraguay's armed forces, who 
told him that the South American intelligence chiefs involved in Condor 
"keep in touch with one another through a U.S. communications installation 
in the Panama Canal Zone which covers all of Latin America."  This 
installation is "employed to co-ordinate intelligence information among the 
southern cone countries."  White, whose message was sent to Secretary of 
State Cyrus Vance, is concerned that the U.S. connection to Condor might be 
revealed during the then ongoing investigation into the deaths of former 
Chilean foreign minister Orlando Letelier and his American colleague Ronni 
Moffitt who were killed by a car bomb in Washington, D.C.  "It would seem 
advisable," he suggests, "to review this arrangement to insure that its 
continuation is in U.S. interest." 
The document was found among 16,000 State, CIA, White House, Defense and 
Justice Department records released last November on the Pinochet 
dictatorship in Chile, and Washington’s role in the violent coup that 
brought his military regime to power.  The release was the fourth and final 
"tranche" of records released under the Clinton Administration's special 
Chile Declassification Project. 
"This document opens a pandora's box of questions on the U.S. knowledge of, 
and role in, Operation Condor," said Senior Analyst Peter Kornbluh, 
director of the National Security Archive's Chile Documentation Project. 
The Archive published a second document - a page from a CIA cable regarding 
Brazil's role in Operation Condor - that Kornbluh said contained 
information that could shed light on this issue.  The undated page refers 
to "CondorTel" - the "communications network established by the Condor 
countries."  Kornbluh pointed out that the entire next line has been 
censored by the CIA. 
The National Security Archive called on the U.S. Intelligence Community - 
NSA, CIA, DIA and other Defense Department bureaus at the U.S. Southern 
Command - to fully divulge their files on communications assistance to the 
military regimes in the southern cone.

early news reports, which sure don't seem to be describing the weapon as

So, WHICH WAS IT?? WHY did the story change??

It NOW turns out the father DID have a NUMBER of RIFLES in his home.
It's highly likely the early news reports which quoted eyewitnesses were
CORRECT about the weapon, and that the truth has been covered up because
it would implicate the father -- and THUS by extension the US military
and intelligence agencies -- too heavily in the incident.

Dollars to doughnuts this unfortunate boy is yet ANOTHER of the MILLIONS
of mind-controlled, "Manchurian Candidate" programmed assassins which
our federal government has "created" in recent years all across the
country.

UNITED NATIONS, March 6 (UPI) -- Secretary-General Kofi Annan laid out aplan
Tuesday to transform the United Nations into a worldwide virtualorganization,
with information seamlessly accessed and exchanged both withinand beyond the
U.N. system.

The Secretary-General's strategy is contained in a report which said
thatwhile there has been major progress over the past 10 years, the
UnitedNations "must establish an aggressive plan to build its ability to
takeadvantage of new technologies and to keep up-to-date with the
rapiddevelopments in the field.

"By increasing the flow of information among its components, the
UnitedNations can be transformed "from an aggregate of departments and
officesthat are intellectually and often geographically separated, into
acommunity, sharing the same objectives and benefiting from the
collectiveknowledge of the staff-at-large, irrespective of their physical
location orof the department to which they belong," Annan said.

Without a global effort to focus on information and
communicationstechnologies, he said the U.N. Secretariat "will rapidly fall
behind, andoverall performance and program delivery will be affected."

Under the plan, the secretariat will expand access to its documents andpublic
information materials across all mediums and databases for staff,member
states, U.N. system organizations and other target audiences. Theplan also
calls for the implementation of systems to facilitate the searchand retrieval
of materials in all official languages and to enable theorganization to
exploit the interactive capabilities ofinformation-communication technology.

Under the plan, communities of staff will be created in all departmentsand
duty stations using web-based community-building and collaborationtools. With
such tools, "the secretariat can overcome the boundary ofdistance, and save
time and money in the process of bringing together peopleto work on various
projects.

"Online discussion forums and multi-point teleconferencing will enablestaff
engaged in similar activities to share information --buildingdatabases of
real world knowledge and helping each other regardless of theirphysical

state that unusual electromagnetic (EM) broadcasts preceded the 
Seattle-Vancouver earthquake.  One researcher who actually monitored the EM 
broadcasts prior to the earthquake states, "Could the abnormal activity on 
3.39 MHz February 20 and prior be linked to the Seattle quake? If so, why 
would HAARP (supposedly funded by U.S. sources) be used to create quakes or 
other assorted EM mayhem on U.S. property? I picked up a signal so strong it 
went right off the S meter on my SW set at that frequency at 6:00 am on Feb 
20th. Took an audio sampling of half an hour but can't make hide or hair of 
what HAARP is broadcasting, just that it's STRONG."  One example of how 
earthquakes (and climate shift including so-called global warming) can be 
triggered is HAARP, a U.S. military electromagnetic EM installation located 
in Alaska, and part of a global network of U.S. military electromagnetic 
weapons.  HAARP and its EM network are designed to turn the entire ionosphere 
into a giant anti-submarine and anti-missile antenna.  Environmental impact 
studies show that HAARP could superheat the ionosphere, and substantially 
damage or destroy it in a runaway ecological process.  A Seattle-based 
researcher notes EM activity just prior to and during the earthquake. 
"COINCIDENCE?  Date: 2/27/01 9:54:34 PM Pacific Standard Time [hour prior to 
quake] .  Washington, Yakima Valley: On the dial at WX Air VHF band around 
153 we are getting the strangest signal. Anyone else hearing it or no what it 
is. HARRP maybe?" "Date: 2/28/01 7:21:39 PM Pacific Standard Time.  Does 
anyone have recording of 153 MHZ signal? I helped install seismic monitoring 
stations in California in early 90's. They are designed as early warning 
system in detecting earth movements prior to big quake. Several of these were 
in the 153-154 band. They send data, but during a big shift they send a 
screeching sounding data burst. Let me know what you find out." The director 
of the ELFRAD group that monitors electromagnetic activity, including HAARP 
EM weapons writes, "Date: 2/28/01 1:55:52 PM Pacific Standard Time.  Thought 
you might find this file interesting. It is a 21 hour recording starting this 
morning at 0001 hrs. We recorded intense activity from .02 to .036 hertz 473 
minutes prior to the Washington quake. Actually this was a double boomer 
because 4 minutes earlier there was also a quake registering 5.4 off the 
coast of Central America. Also am including a [picture] during the same time 
period for yesterday so that you can compare with no major quake." Faced with 
the information on EM Environmental war and earthquakes, another researcher 
with the ELFRAD group wrote, "I take back my former statement that all 
earthquakes are natural.  After reading the following article and tying this 
information in with Russian predictions of major earthquakes in Kamchatka 
this year, I'm ready to believe we're in for a lot of trouble..." The

Listening to the President in his address to Congress and reading the latest
about our military in transformation, I’m asking myself where is the real
vision beyond the service boundaries?

A senseless competition for tax dollars still encompasses all the services,
mainly motivated by the desire to protect jobs, leader promotions and
questionable weapons. To save the services from themselves, the President and
the Defense Department must reinvent the entire military within the next four
years.

Our Army needs help especially, since it is blindly following a course that
espouses the ideas of former NATO Commander, "Sir" Wesley Clark, who in a
publicized speech last year proclaimed, "The Army must change its mindset and
be more aggressive in going after expeditionary missions, unless it wants to
lose out to the other services in the fight for defense dollars…you’ve got
to want the missions, if you don’t get the missions, you don’t get the
resources."

With this compete-for-any-mission philosophy, you have to question what the
Army’s celebrated transformation is really all about. Has General Shinseki
swallowed the notion that peacekeeping and peace enforcement, not
war-fighting, are the norm for future conflicts?

Nat'l Guard Teams Found Unprepared


Ed.: These anti-terrorism teams are probably more important than all the Star
Wars gadgets combined. I sincerely hope the new administration will use our
tax money better than the last one. A recent AP report.

WASHINGTON (AP) - After three years and $143 million, the Army National Guard
has no anti-terrorism teams ready to respond to nuclear, chemical, or
biological attacks because of defective safety equipment and poor training,
an internal Pentagon review found.

The Pentagon inspector general report said preparedness is so bad that Guard
members at one point were given mobile labs with air filters installed
backward and gas masks with incompatible parts.

``The (team) commanders and personnel lack confidence in the unknown,
untested and unsubstantiated reliability of the equipment that they were
issued,'' investigators said.

Pentagon officials are ``moving as fast as we can'' to fix the problems, said
Charles L. Cragin, who oversees the National Guard.

``All I can say is, everyone is working with great perseverance to resolve
all the issues that the inspector general has identified,'' said Cragin, the
acting assistant secretary of defense for reserve affairs. Pentagon planners
authorized 10 teams in 1998 with a goal that they be ready for duty in 2000.
But the National Guard so badly bungled preparations that none met last
year's deadline, the report said.

An additional 22 teams authorized by Congress in 1999 and 2000 are in various
stages of formation.

After investigators presented their preliminary findings last fall, the
Pentagon transferred management of the teams and launched an official review.
Many of the problems arose because officials tried to get the teams ready
very quickly, Cragin said.

The National Guard units, each with 22 full-time members, are supposed to
help local authorities respond to a terrorist attack by identifying what
nuclear, chemical or biological agents were used.

But Pentagon investigators concluded that defective safety equipment could
put team members at risk of succumbing to the very weapons they were meant to
identify.

Investigators found that air filters had been installed backward in the
teams' mobile laboratories and team members were given gas masks with parts
that were not designed to work together.

One team commander, referring to the gas masks, told investigators, ``It
probably would work. I'm just not willing to bet my life on it.'' Cragin said
that problem has been fixed.

Plans originally called for the teams to be stationed near Air National Guard
bases so they could be flown to the site of a terrorist attack. A second
draft of those plans, however, called for team members to drive their
personal cars to attack scenes, which could be hundreds of miles away.

The guidelines have not been completed. Coinciding with the recent release of
the Pentagon report, a congressional commission recommended focusing the
National Guard on protecting U.S. territory from weapons of mass destruction.

President Bush last week said he would like to see the Guard and Reserve
``more involved in homeland security.''

Frank Hoffman, a researcher for the U.S. Commission on National Security,
said the problems with the National Guard response teams show the Pentagon is
not paying enough attention to terrorist threats.

"Everyone knows we're not prepared,'' said Hoffman, an officer in the Marine
Corps reserves.

Cragin said all safety problems identified by the inspector general will be
fixed before he recommends that Defense Secretary Donald Rumsfeld certify the
teams ready for duty. Cragin said he did not know when he that would be.

Bush concerned over Chinese aid to Iraq


Ed.: Justified concerns by our new President. But how do you deal with China
when 90% of our goods are made there? A recent Reuters message.

US President George W. Bush said on Thursday he was worried China had helped
Baghdad enhance its air defense systems, risking the lives of US aircrews
patrolling a "no-fly" zone over Iraq.

Protecting pilots was the reason given for US-British strikes on air defense
installations near Baghdad on Feb. 16.

Bush said Washington was asking Beijing for an explanation of an issue that
has clouded relations with the communist giant in his first month in office.

"We're concerned about the Chinese presence in Iraq and ... my administration
is sending the appropriate response to the Chinese," Bush told a news
conference.

"It's troubling that they be involved in helping Iraq develop a system that
will endanger our pilots," he said. "It has risen to the level where we are
going to send a message to the Chinese."

His words were among the sharpest against China by Washington since relations
recovered from a low hit in May 1999, when US jets on a NATO mission bombed
China's embassy in Belgrade.

CHARLOTTE, March 6 - A federal agency is investigating whether evangelist 
Franklin Graham's ministry used government money to seek converts among 
disaster victims in El Salvador. 

Samaritan's Purse of Boone has received $225,000 from the U.S. government to 
build prefabricated housing and distribute essential supplies after two 
recent earthquakes. 
  The U.S. Agency for International Development will try to determine 
whether the group used some of that money to evangelize, spokesperson Kim 
Walz said Monday. Officials will also investigate whether Samaritan's Purse 
offered aid only to those who accepted conversion efforts. 
  "An organization can't say, `You can't have this unless you convert,''' 
Walz said. 
  Walz declined to say whether Samaritan's Purse is at risk of losing 
future funding. The ministry is in line to receive another $200,000 for El 
Salvador relief. 
  Through a spokesman, the son of evangelist Billy Graham denied that his 
ministry used the money to proselytize villagers in the Central American 
nation. 
  But spokesman Mark DeMoss also said Franklin Graham would sever his 
government ties before agreeing to stop preaching gospel around the world. 
  ``If the U.S. AID or anybody else has a problem with the Christian 
nature or mission of Samaritan's Purse, he would forgo the money. It's not 
that big a deal. He's not dependent on it,'' he said. 
  The Agency for International Development provided $3.9 million of the 
$134 million budget that Samaritan's Purse reported last year. The ministry 
draws primarily on private contributors to offer relief and evangelism in 
more than 100 countries. 
  The New York Times reported Monday that residents of the predominantly 
Roman Catholic country said the Protestant ministry asked them to accept 
Jesus Christ. 
  Villagers said ministry volunteers held half-hour prayer meetings 
before showing them how to build temporary homes provided by the U.S. 
government, the Times reported. 
  In addition to its federally funded efforts, Samaritan's Purse has used 
private resources to distribute Christian tracts and urge individuals to 
accept Christ. 
  The issue of mixing state aid with church outreach is especially 
sensitive as federal agencies try to adapt to President Bush's plan to 
provide government aid to religious groups involved in social services. 
  Graham states his priorities in the Samaritan's Purse Web site: 
  ``This gives them hope. That's the main thing  --  to come into a 
community like this and give hope to the people that they can rebuild and get 
their lives back together. Most important, we want to give them eternal hope, 
and that's faith in the Lord Jesus Christ.''

Navy: Too much Show and not much Substance


Ed.: Dumbing down EOD training could have deadly consequences.

A former EOD Instructor

Just read your piece about fun rides. I used to be an instructor at the Naval
EOD School and boy have I seen a drastic decline in training!

We got the best Powerpoint shows, the most awesome LRC ("techno-geek" term
for Learning Resource Center) and 400 mghz Desktops, great for dog and pony
shows that our 06 used for publicity tours.

Unfortunately our students were about 10 percent as competent as their
predecessors. The skipper was working so hard at eliminating our attrition
rate.

Talking about the Navy brass: I could easily see this sub incident happen
again and again - The Navy and its 06s (and up) just plain frighten me any
more…

One of the instructors once grimly commented on our EOD memorial, which is a
very solemn tribute to those who have made the ultimate sacrifice.

He felt that our present graduates should be given their EOD badge along with
the gold nameplate that will be used to remember them once they're unleashed
into the "real world."

One instructor went so far to say that instead of having a memorial stone for
each service - we should dedicate a stone for each graduating class, for the
inevitable that follows poor training. Sad, but rue!

First Give-away Berets, Now Free Aviation Badges


Ed: This senior NonCom addresses the cheapening of aviation skills badges and
recommends common sense solutions for the beret issue. Why isn’t the brass
asking grunts like him before jumping the gun?

About 14 years ago, I walked into a recruiter’s office and requested airborne
infantry, with a slot in the 82nd Airborne. I got what I wanted, a chance to
serve with an elite unit.

I had always looked at the soldiers who wore berets as a cut above and they
showed that pride. While in the 82nd, I always would stand in formation and
smile when I looked at my beret or the 82nd patch. It drove me to be the best
soldier I could be. 14 years later I cannot understand what the hell the top
brass is thinking!

They are so far from reality it scares me! I am now a SFC in Aviation and the
ARMY of today is NOTHING like when I came in! Does the CofS really think the
black beret giveaway will mold the army into a 21st century fighting force?
What a bunch of crap. As a former airborne infantryman, I can just imagine
the loathing for this idea that is going on in the SF community.

This is just like the less known but just as degrading aircraft crewmember
wings giveaway that just happened. Any schmuck who works "somewhere close to"
or can I.D. Army aircraft 5 out of 10 times can get the new "Aviation Badge."
This is a slap in the face to the few soldiers who actually were aircraft
crewmembers and who flew daily to earn those wings.

The heroes at the top tell us that these measures will bring the moral up and
create a tighter force. In the case of the crewmember badge, while at ANCOC
the branch CSM told the students that this change will bring the Aviation
branch together. This is a bunch of crap. Out here in the real world where
soldiers soldier, The people who earned the badge walk around with a sour
taste in their mouth while the kids who are getting the badge all ask why?
They don't even care.

Initiatives like this sure sound good in the air-conditioned sanctuaries that
the brass work at but it does nothing but divide those who earned it and
those who were given it. If the CofS wants to go to an all-beret army then at
least leave the SF community alone and go with berets that are different
colors for each branch or standardize three non-SF colors; 1 for combat arms,
1 for CS and 1 for CSS while leaving ABN, SF and the Rangers alone.

The Truth About Guard And Reserve Readiness



Ed.: If these problems exist, someone needs to ram the readiness dipstick
into certain outfits.

I can sympathize with the author of the recent article on the California
National Guard, but from the perspective of the Reserve Component. I am a
soldier charged with the duty of ensuring the wartime readiness of our RC
element by planning and resourcing their training.

Succinctly put, if we're relying on National Guard and Reserve units in my
part of the world to stave off an armed and determined enemy, we are going to
get bloodied.

Discipline is completely nonexistent, as is military bearing and appearance
(these are the "professionals" we're going to send to Kosovo and Bosnia to
represent America?). Noncoms and officers alike, constantly shop for their
next job with little regard for their current lot in life. This often entails
MOS and branch changes.

Many Awards aren’t Earned


Ed.: More first hand proof that our badges and wards don’t mean much. If the
skills badges for the most critical tasks, such as marksmanship or Expert
Infantry skills are "doctored," how do we know who the real killers are? We
need a desperate reform of the circus awards or we’ll one day pay a serious
price. The first step: Force the brass to stop the statistics games and
pressures on subordinates.

I used to get your newsletter, but changed addresses and never sent you an
update. I always remember how helpful it was to read that I was not alone out
there in my loathing of military corruption, but now I find myself guilty of
it.

I cannot express the sorrow that I feel when I think of myself as part of the
problem rather than the solution and I am trying to gain the courage to do
something about it. I guess I should start at the beginning and explain
myself. I am currently an infantry Staff Sergeant in the U.S. Army. I
resigned a reserve commission as an infantry officer several years ago to
enter onto regular army enlisted service.

All of my career I have felt the pressure to earn the Expert Infantry Badge.
My first opportunity was after I entered active duty,and was assigned to the
82nd Airborne Division. In order to qualify to go out for the badge in the
first place you must qualify expert with your M-16 or M-4. The first time I
tried out we went to a non-computerized range, where your buddy fires and you
score him, then you fire and he scores you. You are required to hit at least
36 out of 40 pop up targets at a mixture of ranges from 50 to 300 meters with
40 rounds. The guy I scored fired expert and then he scored me expert,
although I had doubts about whether I hit all those targets or not.

During testing, I failed out during task testing and was unable to go the
following year because I was sent to jumpmaster school instead. Two years
later I went out for it again. We went and fired at 25 meter range and did
not engage the targets in the required manner, 20 rounds from the foxhole and
20 rounds from the prone. We were told to just fire all our rounds from the
foxhole at once. I made the required number of hits, but as I mentioned, not
in the manner prescribed in the manual. Again, I failed during the task
testing.

I was later transferred to Ft. Benning GA, where I hoped the firing would be
more regimented and honest. I tested here twice. The first time, my unit
didn’t want me to go to the range and shoot. It seemed that the instructors
just falsify their qualification results as a common practice. The attitude
seemed to be "everyone shoots expert anyway, right?"

Even after questioning the integrity of it, I was taken aside by my platoon
sergeant and told that I needed to just "go along with it". I lost my spine
and went along and then failed the last task I tested on. The second time
that I tested there, I had a great First Sergeant, who coordinated for me and
a fellow instructor to go shoot with a regular unit on post. We went and
fired with them. After my colleague shot expert and left, I was still having
trouble due to faulty targets and lack of practice.

After firing several times, I was called to the range tower and given a score
sheet showing an expert score that was not mine and was told by the range NCO
to take that score back to my unit. The unit I was firing with seemed to want
to get off the range no muss no fuss. I watched as soldiers would go to
firing points and shoot the targets in the lane next to them to help their
buddy qualify. I once again went along with what I was given. I breezed
through testing and was awarded my EIB. Not a day goes by that I don't regret
my decision. I wish I could go back and say no.

The pressure in the army to attend this training and earn this badge is
immense. You are expected to earn the badge as quickly as possible so that
you won't have to take the time every year to test, and so that you will have
credibility with the soldier you lead that you know what you are doing. They
want everyone to score expert so that there will be a high number of soldiers
on the testing site. They don't want you "getting out of training". The
things I have seen in the 82nd and at Ft. Benning demonstrate the willingness
of higher command to look the other way while ethics are destroyed so that
they can say that a certain percentage of their soldiers earned the badge.

The first time I stood for a class A inspection in the 82nd I was wearing the
sharpshooter badge that I had earned. The inspecting Sergeant First Class
told me I needed to go buy an expert badge, because "everybody in division
scores expert". I have talked to several fellow NCOs who think that I am
stupid to worry about this. It is very important to me to "do the right
thing". I value honesty above personal gain and it is killing me to

THE European Union has angered the Bush administration by taking America to
task for ignoring "human rights norms" in its refusal to abolish the death
penalty.
President Bush was a strong supporter of capital punishment while governor of
Texas and White House sources said the EU's "preoccupation" with an American
domestic policy matter could sour transatlantic relations.

Gen Colin Powell, the Secretary of State and a supporter of the death
penalty, gave a vigorous defence of the American position on Tuesday when
Anna Lindh, the Swedish Foreign Minister, said there was "strong sentiment"
in Europe on the issue.

Javier Solana, the European high representative for foreign and security
policy, and Chris Patten, commissioner for external affairs, were also at the
Washington meeting. The death penalty had been tabled as an agenda item by
the EU.

Mr Patten said: "She [Mrs Lindh] referred to the continuing European concern
about the use of the death penalty in the United States, as I have made clear
when I have discussed this face-to-face in the European parliament."

It was a "perfectly courteous exchange", he added, and Gen Powell had
responded by saying "that this was an issue on which there was broad
consensus in the US, that it was a matter for the states and that both
presidential candidates had supported it". Gen Powell also told the EU
foreign policy troika that he did not think there would be any change in the
American position in the foreseeable future.

Mr Bush grew exasperated during the election campaign over what he saw as the
obsession of European journalists and officials with the death penalty. Last
summer, a group of French legislators travelled to his headquarters in
Austin, Texas, to meet him but were briefed by aides instead when he found
out that the only matter they wanted to discuss was the death penalty.

On the day of the election, the French and Swedish ambassadors and the head
of the EU delegation in Washington wrote to Mr Bush protesting about the
imminent execution of John Paul Penry, a rapist and murderer said to have a
mental age of six.

This was seen by some Republicans as an unwarranted interference in the
election that could have damaged Mr Bush in the eyes of black voters. They
are overwhelmingly against the death penalty because of the disproportionate
numbers of blacks and Hispanics who are executed.

Washington's irritation was compounded when, in December, a clause was
inserted in the EU charter of fundamental rights stating that no prisoner
could be extradited to a country that had the death penalty.

Although the clause is not legally binding and individual cases have been
left for member states to resolve, the European Court of Justice has already
cited the charter as a text. If it became law no prisoner could be extradited
to America because forms of restraint such as leg irons are judged to be
human rights abuses.

Jeff Gedmin, a fellow at the American Enterprise Institute think tank who is
widely tipped to be in line for a senior position in the Bush administration,
said it was "odd that an American domestic issue has become so prominent in
the foreign policy agenda" in recent months.

"It's a club to beat America, an expression of Euro nationalism, a statement
that while you may be a superpower we're far morally superior. But European
populations from Poland to Great Britain are in favour of the death penalty
so this is not a case of European values versus American values. It's a
division of elite values."

Thirty-eight of the 50 states have the death penalty on the statute books and
decisions are generally not a federal matter. A Gallup poll this year found
public support running at 67 per cent, much lower than previously.

A Republican foreign policy specialist who served in the administration of
George Bush Snr said a prominent EU official had told him that America rather
than countries such as Iran was singled out on the death penalty because "we
expect more of you". The Republican said: "I take exception to being lectured
about our criminal justice system by the continent that gave us the
guillotine, the Spanish Inquisition and the Holocaust."

Willy Helin, spokesman for the EU in Washington, said the EU was opposed to
the death penalty in principle but particularly highlighted cases involving
people who were minors at the time of the offence, mentally retarded or
foreign nationals. "We don't believe there is reason to start a major row on
this across the Atlantic. We just don't believe the death penalty is a
sufficient deterrent."

Attorney General John D. Ashcroft announced a "voting rights initiative"
today in the wake of widespread allegations of voter  fraud in Florida,
vowing to increase the number of federal monitors overseeing elections and
to more aggressively prosecute  violations of election laws.
In addition, Ashcroft said he would hire a new senior counsel to oversee
enforcement and recommend reforms to federal election laws. The official
would likely report to Ralph Boyd Jr., a Boston attorney who has been
nominated by President Bush
to fill the politically volatile position of assistant attorney general for
civil rights.
"Enforcement of voting rights laws have opened polling places to the
elderly, to the disabled, and to persons with limited proficiency in the
English language," said Ashcroft, a former Missouri governor and senator.
"Today's initiative will follow in this heritage and tradition established
by this department. . . . We will take action if we find evidence of any
American being excluded from polling places."
Ashcroft's announcement comes amid thousands of complaints in Florida and
other states from voters, many of them black, who say they were discouraged
from voting or confronted unfair barriers at the ballot box during the
tightly contested presidential election.
The attorney general declined to comment on Justice Department
investigations into those complaints, but said he would work with Congress
and voting-rights advocates to ensure that "Americans' votes are not
diluted by voter fraud."
Ashcroft came under heavy attack during his confirmation hearings on a
variety of minority issues, including vetoing two pieces of legislation as
governor that were intended to boost black voter registrations in St.
Louis. Since becoming attorney general, Ashcroft has made reaching out to
African-Americans and other minorities the main theme of his public
appearances.
Ashcroft said eight attorneys will be added to the 36 attorneys now working
in the voting rights section, and he will ask for extra money next year to
hire more. He also said he would not limit the reviews to areas, mostly in
the South, now covered under the Voting Rights Act of 1965.
Just this week, he said, the Justice Department sent monitors to watch
elections in St. Louis, which is not covered by the act but where there had
been complaints from voters.
"Our recent voting irregularities have achieved national attention, and
have focused the national will on voting reform," Ashcroft said. "We should
take advantage of this opportunity. We will work with governors, with
secretaries of state and the Congress to implement voting reform."

The Supreme Court Shot Itself in the Foot While Shooting Down Al Gore

For any constitutionalist, the proper reaction to the U.S. Supreme Court's
majority opinion in Bush v. Gore is dismay. In dispensing with the Florida
high court's efforts to resolve a confusing election-code tangle, derailing
the election-contest process in Florida, and sidestepping the
constitutionally established mechanisms for deciding disputed elections,
the U.S. Supreme Court has done more than exceed the bounds of limited
judicial power, it also confirmed the most cynical view of how the nation's
top court operates.
At this point, if you suspect that I'm a Gore supporter, you're right. But
before you dismiss my complaints as Democratic whining, let me explain that
I haven't lost a moment's sleep over the fact that the other guy won. And
it bothers me not a whit that the candidate who lost in the popular vote
count won in the Electoral College. What's more, I don't even blame Bush or
his team for what the Supreme Court did wrong
I'd be first in line to defend the right and prerogative of both the Gore
and Bush teams to take their election disputes to state or federal courts.
In order to get a handle on what the Supreme Court did wrong in Bush v.
Gore, it helps to look at the Florida Supreme Court's decision in Gore v.
Harris, the 43 decision ordering a statewide manual recount of the
"undervote" ballots in all counties in which those ballots had not already
been manually tabulated. What you see in the Florida high court's opinions
in Gore v. Harris, in both the majority opinion and in the dissents, are
jurists laboring under excruciating constraints to get the right legal
answers to a complex legal problem.
The truth about the Florida Supreme Court justices' handling of Gore v.
Harris runs counter to a couple of myths purveyed by partisans and pundits
about that high court, whose justices were appointed by Democratic
governors. But the partisans and pundits are off-base. To underscore where
the U.S. Supreme Court went wrong in Bush v.  Gore, let's clear away the
prevailing myths about the supposedly partisan Florida Supreme Court and
give its justices credit for what they, unlike their federal counterparts,
did right.
Myth One: The partisan, "Democrat-dominated" Florida Supreme Court screwed
up its own state law in its eagerness to give the election to Al Gore, so
the U.S. Supreme Court had to step in to correct the problem.
In reality, the Florida legislature had presented the courts with a crazy
quilt of ambiguous and/or self-contradictory election laws. Additionally,
the Florida Supreme Court was faced with a decision in which a trial court
judge (in the word of the majority opinion) "did not make any findings as
to the factual allegations made in the complaint and did not reference any
of the testimony adduced in the two-day evidentiary hearing, other than to
summarily state that the plaintiffs failed to meet their burden of proof."
Apart from seeming to dispense with his role as fact-finder, Judge N.
Sanders Sauls also seemed to conflate the "protest" and "contest" phases of
disputing an election in Florida (and the differing burdens of proof
required in each phase). When a trial court judge reaches factual and legal
conclusions in a summary, arbitrary, or legally questionable way, he
creates the kind of issues that state appellate courts were created to sort
out. And a fair-minded reading of the Florida Supreme Court's decision
shows it struggling mightily to do so fairly and evenhandedly. Consider: Of
the five arguments made by Gore's team, the Florida Supreme Court's
four-justice majority accepted only three. Ruling against Gore on the other
two arguments ensured that some additional Bush votes would be included in
the final count, and that the additional 3,300 votes from Palm Beach
County, most of which were thought to be for Gore, would not be counted.
Also, three of the court's seven Democrat-appointed justices would have
ruled against Gore altogether.
If the Florida Supremes were really the judicial-activist,
partisan-Democrat meddlers its GOP critics say they were, they would have
come up with some chad-centric standard as to how to interpret ballots that
vote-counting machines rejected. Unfortunately for Al Gore, it was the
refusal of the Florida Supreme Court to legislate a new, precise, statewide
standard for interpreting ballots, a refusal to be a judicially active,
changing-the-rules-in-the-middle-of-the-game kind of court, that led the
U.S.  Supreme Court to decide that Florida's election-code provisions
violate the Equal Protection Clause of the 14th Amendment to the U.S.
Constitution.

On July 17, 1945, U.S. President Harry Truman, British Prime Minister Winston
Churchill and the
Soviet Union's Joseph Stalin met in Potsdam, Germany to discuss surrender terms
for the
Japanese and Russia's planned entry into the Pacific campaign. Stalin had received
communications outlining a conditional surrender that would allow Japanese Emperor
Hirohito to
remain as a ceremonial functionary.

Hours earlier, approximately 230 miles from Los Alamos, New Mexico in the Jornada
del Mueto
valley at the "Trinity" test site, the world's first atomic bomb was detonated.
After viewing the
horrific explosion the director of the Los Alamos National Laboratory, J. Robert
Oppenheimer,
quoted the Bhagavad-Gita: "Now I am become Death, the destroyer of worlds."

Scientists working on plutonium production at the "Metallurgical Project"
laboratory at the
University of Chicago debated whether the atomic bomb should be used against
Japan. A
committee chaired by Nobel laureate James Franck urged the United States to
demonstrate the
new weapon on a barren island. Conversely, another all-civilian group named the
"Interim
Committee", chaired by Secretary of War Henry Stimson, advised that the weapon be
used
directly.

However, Stimson also stated

 "I am inclined to think that there is enough such chance to make it well
worthwhile
 our giving them a warning of what is to come and a definite opportunity to
 capitulate. We have the following enormously favorable factors on our side,
factors
 much weightier that those we had against Germany: Japan has no allies; Her
navy is
 nearly destroyed and she is vulnerable to a surface and underwater blockade
which
 can deprive her of sufficient food and supplies for her population; She is
terribly
 vulnerable to our concentrated air attack upon her crowded cities, industrial
and food
 resources; She has against her not only Anglo-American forces but the rising
forces
 of China and the ominous threat of Russia."

"During his (Secretary of War Henry Stimson's) recitation of the relative facts, I
had been
conscious of a feeling of depression and so I voiced to him my grave misgivings:
first, on the
basis of my belief that Japan was already defeated and that dropping the bomb was
completely
unnecessary, and secondly, because I thought that our country should avoid
shocking the world
opinion by the use of a weapon whose employment was, I thought, no longer
mandatory as a

President Truman's private journal and correspondence written at the time of the
bombings
indicate that contrary to his public justification of the bombings as the only way
to end the war
without a costly invasion of Japan, Truman had already concluded that Japan was
about to
capitulate. Whether or not he was correct in this estimate of when the war would
end, the fact
that he held this view at the time he made his decision to use the atomic bombs is
clearly set
down in his own hand.

important that we
have an end to the war before the Russians came in...Neither the President nor I
were anxious
to have them (the Soviets) enter the war after we had learned of this successful
(atomic) test."

When the U.S. House tomorrow takes
up President Bush's ambitious
$1.6 trillion tax cut, corporations
and trade groups once looking
to attach a long list of tax breaks
to the proposal supposedly
will go home empty-handed.
It's not that the plan doesn't include
some plums for corporate
America. Bush is asking for a permanent
extension of the so-called
Research and Experimentation tax credit,
a corporate subsidy
valued by almost every industry in
the nation that will cost
taxpayers about $50 billion over the
next decade, according to
the Office of Management and Budget.
To hear business groups tell it, they
are, in fact, thrilled
about the wide reach of tax plan itself.
>From its cut in tax
rates for individuals to a proposed
phase out of the estate tax,
some of Washington's biggest trade
associations contend they
couldn't be happier with Bush's proposal.
To prove so, they've
organized nearly a half-dozen coalitions
to lobby Congress and
steer public opinion in favor of the
bill.
But while the White House reportedly
has adopted a hard stance
against including corporate subsidies
in the tax plan, there's
no guarantee that Congress will toe
the party line. After all,
the people who paid the estimated
$3 billion tab for last year's
record-breaking elections are looking
for a return on that investment,
and the tax bill provides an irresistible
vehicle for achieving
that goal.
Here's a guide to what some of those
interests want, including
a breakdown of their soft money, PAC
and individual contributions
to federal parties and candidates
during 1999-2000:
Computer/Internet Industry
Contributions Total: $38.6 million,
52 percent to Democrats
In addition to pressing for an extension
of the Research and
Experimentation tax credits, the computer
industry thinks software
should be considered a depreciable
asset, while Microsoft Corp
($4.5 million; 53 percent to Repubs)
simply wants the cost of
software to be written off as a business
expense. Internet companies,
meanwhile, are pressing for tax credits
to expand high-speed
Internet access networks around the
country.
Automotive Industry
Contributions Total: $17.6 million,
79 percent to Republicans
The auto industry is not only pressing
for an overall tax cut
in hopes of boosting sagging auto
salesbut also for credits that
would encourage consumers to purchase
vehicles built using new
technology, such as the gasoline-electric
hybrid cars. Ford Motor
Co ($772,125; 71 percent to Repubs)
and General Motors ($688,803;
73 percent to Repubs) also are hoping
to change the way the government
taxes multinational companies.
Oil  Gas
Contributions: $32.4 million, 78 percent
to Republicans
Electric Utilities
Contributions: $18.4 million, 68 percent
to Republicans
Mining
Contributions: $6.5 million, 86 percent
to Republicans
With two former oil industry executives
in the White House, there's
perhaps no other industry better positioned
to gain financial
favor from the government than energy
companies. But you won't
find any specific tax incentives for
the industry in the Bush
plan. Instead, it appears Congress
will be the one stepping to
the plate, which it did last week.
One day before Bush delivered
his budget to Congress, Senate Energy
Committee Chairman Frank
Murkowski (R-Alaska) unveiled the
National Energy Security Act
of 2001, a bill that doles out billions
of dollars in tax subsidies
for energy companies, according to
the watchdog group Taxpayers
for Common Sense. Among the items:
a much-sought-after reduction
in the royalties that oil companies
pay the government for drilling
on public land and incentives for
nuclear power plants to produce
more energy.
Restaurants  Bars
Contributions: $8 million, 71 percent
to Republicans
Almost six years after Congress repealed
a tax deduction for
the "three-martini" business lunch,
the restaurant industry is
pushing to reinstate that deduction.
The write-off currently
is 50 percent of the cost of a business
meal, and the industry,
led by the National Restaurant Association
($836,534; 86 percent
to the GOP), wants the deduction increased
to 80 percent.
Finance/Insurance/Real Estate
Contributions: $293 million, 59 percent
to Republicans
The financial sector is looking to
increase the amount people
can invest in private retirement accounts
or 401K plans. They
are also seeking a reduction in the
capital gains tax, which

EUGENE, Ore. - Ten years ago when Andy Kerr was getting together with other
environmentalists to stop logging in the Northwest's ancient forests,
efforts focused on protecting habitat for the northern spotted owl.
With the owl battle largely won, his focus has shifted to global warming,
but it's still about saving forests.
At a panel discussion at the Public Interest Environmental Law Conference
yesterday, Kerr described the benefits of leaving trees standing as a way
to draw excess carbon dioxide out of the atmosphere, where most scientists
say it contributes to the greenhouse effect.
"Sometimes the way to solve problems is by going bigger, not smaller," Kerr
said while relaxing between panel discussions in a student lounge at the
Knight Law Center at the University of Oregon.
"The problems of global warming, unsustainable farming and forest
destruction can become solvable if you put them all together."
The principle has been discussed for years. Trees breath carbon dioxide
from the air the way animals breath oxygen.
As the trees grow, they store more and more carbon drawn from the air,
helping to reduce the amount of carbon dioxide produced by burning fossil
fuels, coal, oil and natural gas.
Not everyone on the global warming panel agreed with Kerr's argument that
using forests to store carbon, a concept known as sequestration, should
become part of the mix of tactics to reduce greenhouse gases.
Last November, talks in The Netherlands on implementing the 1997 Kyoto
Accords on reducing worldwide greenhouse gas emissions broke down over
whether countries should be able to count the carbon dioxide absorbed by
forests and farmlands towards their emissions reduction targets.
Panama Bartholomy, a student at Humboldt State University who attended the
negotiations, argued that using forests to store carbon will just allow
industrial countries to continue burning the fossil fuels that are creating
the excess carbon dioxide in the atmosphere.
Kerr said to achieve the 80 percent reduction in greenhouse gas emissions
some scientists say is needed over the next 20 years to stabilize global
warming, promoting forests as carbon sinks will ultimately become part of
the mix.
"The problem is that it does a lot of good for the biosphere and little for
the atmosphere if you keep pumping more carbon out of the ground," he said.
Kerr said global warming creates much wider incentives to protect forests
than the spotted owl ever did.
Using forests to store carbon makes it attractive to protect the tropical
rainforests of the Amazon as well as the temperate rainforests of the
Northwest.
"The last time I checked, money still talks," Kerr said in an interview.
"Why are forests cut down? People want the money."
"When we get serious about global warming, and there is a real market for
carbon sequestration, I think it will be able to outcompete the market for
timber."

PORTLAND, Ore. (AP) -- A criminal contempt charge against
self-proclaimed "green anarchist" Josh Harper has been dismissed by a
federal judge, a federal prosecutor said Monday.

Harper was charged last year with criminal contempt for refusing to
appear before a grand jury that was examining eco-terrorist attacks
by the Earth Liberation Front and Animal Liberation Front.

U.S. District Judge Owen Panner has dismissed the charge against
Harper, said Stephen Peifer, an assistant U.S. attorney. The trial
was to start on Tuesday.

Peifer said he could not elaborate because by law he can't talk about
grand jury matters.

"The rule that prohibits me from talking about this case is very
broad. It stops a government attorney from discussing grand jury
matters in any way, shape or form," he said.

Harper appeared before the grand jury last month.

It's an open secret: Apparently, someone is doing more than just
corner the market; they're trying to corner the world. Call them
globalist, global capitalists, CFR, Bilderbergers, the Insiders, the
Establishment, the Knights, the Illuminatti - they're all the same
greedy bloodsuckers and they're all members of the same clubs. I
call them elitists; a more exact name would be to call them what they
are - the latest super bug: Millennium Parasites. They strive to
enslave and feed on the world.

They disguise themselves as friends of 'big business' or free
enterprise. This is a lie. They loathe free enterprise and
have all but destroyed it by cornering every market, swallowing every
competitor and monopolizing all possible economies. It's all
about 'the money, honey,' and they want it all. Other disguises
include posing as actors, statesmen, diplomats, and politicians.
It's still about money, translated 'power.'

Satisfaction will elude these parasites, no matter the billions
they amass, as long as there are free men with the potential to earn
even a fraction of what these elitists spend on one Lear jet ride.
Commoners are a threat. Threats must be neutralized.
Threats demand control. Control can be accomplished easily: It
calls for a rigged game.

Rigged games have been around forever. In a game of Hearts,
it's as simple as eliminating a certain suite of cards; there are also
loaded dice; formulas for chess and other gimmicks. The
parasites use these principles and similar gimmicks to achieve their
'global neighborhood' agenda, alias global control, alias-totalitarian
world government, the 'New World Order, or Global Union.'

They've attacked and all but eliminated morality, religion, any
kind of free press, and robbed those protesting of hope. Why?
Morality breeds discipline, responsibility, and order, thus freedom
and independence. As for religion: Hope can't be allowed, or any
kind of faith - these might inspire a fight ... a victory even.
Better rig the game.





How?

The ultimate parasitic weapon has been television, newspapers,
and magazines. Employing formulas of indoctrination through the
now monopolized media, messages were sent: 'Everyone does it.'
'All kids have sex.' 'Religion is extreme.' 'Conservatives
are extreme.' 'Commitment is bad - it's literally extreme.'
'Morality is relative.' 'Lies about sex are okay.'
'Parents are oppressors - disobey.' 'The government will do it
all for you, if you're willing to sacrifice a large portion of your
income, never smoke, wear a seatbelt, and use politically correct
language.' 'Universal harmony can only be obtained through the
sacrifice of sovereign nations, and the gobbling of their culture,
religion, and individual rights.' 'Be nationality-less,
culture-less, faceless 'Stepford' children - it's for the children.'
'Live for the moment, because AIDS only happens if you don't use a
condom and abortion is available on demand - even if you're six months
along.' 'Cheat, after all, this is the age of 'no fault'
divorce.' 'Give your child a latch-key.' 'Guns kill all by
themselves - never mind defending yourself or checking crime 'ban
them.' 'Don't nurture your child - use day care! You need
a BMW!' 'Materialism is everything. The government will
fix anything else - with your money.'

Originally, most thinking people objected to these formulaic messages
acted out and sold via sitcoms, soap operas, drama series, and
sensationalized movies. Thinking viewers objected to the
violence, the lack of values, and the 'sleeping around,' done even by
young teens.

Sadly most of the protestors shut up, suffered, and then accepted the
messages when the media refused to acknowledge the people's protests,
flooding protestors with 'New World Order' messages instead.
Here the people failed. They allowed indoctrination in their
living rooms and in their children's ears.

After all, who could give up TV? Magazines? The 'in'
newspapers? And wasn't it probably true - most kids 'did it' at
thirteen? Lawyers twisted the law to win cases, whether right or
wrong? Powerful men 'slept around'? Women did too?
Doctors were no exception? Immorality was normal, especially
under certain circumstances? Heck, nobody's to blame, and
blaming is extreme, right? It's out to be an 'extremist' and so
many things are extreme, yeah?

Distractions, like 'slight of the hand' in magic and poker, are
another part of the game. Give the people 'Monica,' Kosovo,
emphasize 'violence' and 'school shootings' rather than the documented
fact that 'an armed society is a civil society' and people won't
notice when you sell the country's security to Communists. They
won't notice when you legislate 'thought

Stricter rules governing drug trialling are promised. But 
they shouldn't be necessary if doctors stick to their guidelines.

Embarrassment has done its work. Those who run the system always 
knew. Now that the public knows, they've promised reforms. That anyone was 
surprised by the news this week that doctors were getting paid by global 
pharmaceutical firms to do drug trials on their patients might be considered an 
extraordinary oversight for a profession that likes to stand on a platform of 
ethics. 

The response from authorities was immediate. The State Health Minister, 
Craig Knowles, announced two inquiries into the matter, one by his department 
and one by the NSW Medical Board. 

He also set about creating Australia's first publicly accessible register 
of clinical trials by ordering that all hospitals list all such trials - and 
moneys received from pharmaceutical firms - in their annual reports. 

The chief medical officer of Australia, Professor Richard Smallwood, said 
that an even more comprehensive register of clinical trials should be compiled 
at a national level. 

Meanwhile, the leader of the Australian Democrats, Meg Lees, said her party 
would ensure that laws were changed so that doctors would have to tell patients 
who volunteered for trials of financial arrangements the doctors had with 
pharmaceutical firms. 

But in view of doctors' own self-imposed rules, such legal reform should 
not be necessary. 

At least two medical codes of conduct in Australia refer to the commercial 
relationships between the pharmaceutical industry and the medical profession. 
The guidelines attempt to moderate between the ever increasing needs of big 
business and the delicate patient-doctor relationship. 

The latest code of ethics issued by the Royal Australasian College of 
Physicians couldn't spell it out more clearly: "The nature of the compensation 
to be paid to the investigators or the institution should be declared to, and 
approved by, the ethics committee and this fact should be noted in the 
explanatory statement provided to potential volunteers."

Thousands of Australian patients are being used as guineapigs in 
drug trials for global pharmaceutical companies without explicit laws to 
adequately protect their rights.
Intellectually disabled men and women, incapable of giving consent on their 
own behalf, are being included in the trials, which are largely aimed at getting 
new drugs to the United States and European markets.
Pharmaceutical companies are paying private doctors up to $6,000 for every 
patient they recruit but the patients do not have to be told of the financial 
arrangement. The money covers trial expenses and allows a profit for the 
doctors.
Drug trials are vital in bringing life-saving medicines to market but the 
number being conducted in Australia has risen 20-fold since 1990 and many never 
result in approval for the drug.
Some trials are abandoned after reports of side-effects and deaths, either 
here or overseas, or because the drug simply does not work.
The chairman of the Australian Drug Evaluation Committee, Professor Martin 
Tattersall, who is at the forefront of medical research in Australia, believes 
the protection of patients' rights in drug trials needs a major overhaul.
"Basically most patients do what their doctors say," he said. "They do that 
because they want to trust their doctors. Some patients taking part in clinical 
trials don't appreciate that they are in a clinical trial."
A Herald investigation has found that:

Patients are being bought and sold like commodities by doctors and 
pharmaceutical companies but are not being told that money changes hands when 
they volunteer for new treatments. 


The Therapeutic Goods Administration, the main responsible Federal 
Government authority, was obliged to directly review only two of the 1,712 
clinical trials done in Australia last year. 


Patients are not always given copies of the consent forms they sign and are 
often not in a position to question their doctor's suggestion that they join a 
trial. 


Nearly one in six of the 210 medical bodies which approve trials - known as 
ethics committees - are being run out of private organisations. 


One Sydney doctor who conducted trials on his patients got approval from an 
ethics committee that included, among others, his former lawyer, his former 
patient, his rabbi and his sister.

Europe's foot and mouth disease outbreak was foreseeable and preventable

New outbreaks of foot and mouth disease (FMD) continue to be recorded daily in
Britain. From the first case on February 21, the total has now reached 81, with
instances reported in all parts of the country. At least 80,000 animals have been
earmarked for slaughter, nearly eight times the original estimates.
With suspected cases in several European countries, the European Union has extended
its ban on imports of any livestock, meat and milk products from Britain. Farms in
France, Belgium and Germany have been ordered to destroy animals imported from the
UK, or which have come into contact with such animals.
The epidemic of foot and mouth disease (FMD) is another example of the re-emergence
of a disease once largely confined to more economically backward areas in Latin
America, Asia and Africa, and practically eradicated from the advanced countries.
The last major epidemic in Britain was in 1967. But last year saw outbreaks of the
disease in Japan for the first time since 1908 and in South Korea—disease free since
1934.
Recognised as one of the most highly contagious diseases in animals, the virus
rarely affects humans, but causes painful blisters around the mouth, nose, feet and
teats of pigs, cattle and sheep. Most animals recover from the disease and its major
impact is economic, with reduced milk yields and weight gain, abortions and the
death of young animals.
International animal health bodies have existed for decades, but it is has been left
up to national governments to decide if, or how, to implement controls. The
resulting piecemeal approach has hampered the global eradication of the disease and
the anarchic operation of global markets in animals and food products have made
matters worse. According to the United Nations Food and Agricultural Organisation
(FAO) “the movement of people, animals and animal products for trade is leading to
an increased spread of animal diseases across national borders”.
Where the disease has been controlled, individual governments have generally first
quarantined the affected area, with any animals showing signs of the disease being
destroyed, and carried out vaccination programs in a wider area. Measures are then
put in place to prevent infected animals or meat products entering the area.
Although vaccines against FMD have existed for some 50 years, there are certain
problems with relying purely on vaccination to combat the virus. The disease exists
as seven different types, and immunity against one type does not guarantee immunity
against another. Scientists have found that up to half of all vaccinated cattle can
still carry the virus, and it is difficult to tell a vaccinated animal from one
incubating the disease. The vaccine itself is sometimes unsafe and has caused
outbreaks on occasions. Nevertheless, according to the FAO, in Europe, “the
introduction of compulsory, mass, annual vaccination of cattle [during the 1950s and
1960s] dramatically reduced the incidence of the disease such that during 1990 no
outbreaks were recorded.”
Within two years, however, the routine vaccination of animals against FMD in the
European Union was banned. To understand why requires an understanding of FMD in
Britain.
Whilst European countries have carried out extensive vaccination programmes, the UK
has never done so. The measures employed to deal with FMD in Britain have changed
little in 100 years. Until the end of the nineteenth century, because FMD was not
fatal to adult animals, farmers put up with it. But then, under pressure from rich,
aristocratic cattle breeders, the government brought in controls. At the time,
Britain exported industrial goods and imported agricultural ones. The export of
pedigree cattle for breeding purposes was one of Britain's few agricultural exports
until after the Second World War. The government first imposed a policy of
slaughtering all infected cattle, but exempted breeding stock. The cattle breeders
also pushed for bans on imports from infected countries that had to eradicate the
disease or lose their export market to the UK.
After the war, Britain turned to a policy of agricultural self-sufficiency and
exports, with countries importing British animals and meat demanding it be FMD free.
Most European countries, where the disease was very widespread, started using
vaccines in 1952 as an alternative to slaughtering their national herds. Britain
continued to promote its mass slaughter policy through the European Commission for
Foot and Mouth Disease (ECFMD) that it helped to set up in 1954.
In 1985, the European Union (EU) had issued a Directive relating to FMD control that
was weighted in favour of compulsory vaccination, but it was amended significantly

Coach fired for wielding meat cleaver at school

ROCKFORD, Illinois (AP) -- A coach has been fired because she tried to take a 
meat cleaver into school after an argument at a junior high volleyball game. 

Toni Gay, a teacher's aide at the Rockford Environmental Science Academy, was 
arrested Saturday and charged with unlawful use of a weapon on school property 
and disorderly conduct. 
"We never would accept such behavior from students, and we shouldn't accept 
such behavior from staff who are here to set an example," said Rockford Public 
School spokesman Jim Jennings. 
Gay said things had gotten "just crazy" when she tried to take the weapon 
into Kennedy Middle School after exchanging heated words with a woman. 
Witnesses told police the argument started after a referee disqualified Gay's 
team over derogatory comments a fan made to the official. Gay got the cleaver 
from her car but was stopped at the school door by a park district worker, 
witnesses said. 
"I made a mistake," Gay said. "I had a really bad attitude."

TOWNSHIP -- A Plymouth-Canton teacher faces discipline for letting a student 
column critical of Black History Month into the high school newspaper. 
Mary Lou Nagy, an English and journalism teacher at 
Plymouth-Salem High, should have pulled the column by a senior in the February 
issue of Perspective, a district spokeswoman said. 
"There's no question she should have used better 
judgment," district spokeswoman Judy Evola said. Student 
columnist Chris Mackinder wrote that Black History Month makes "race an issue 
once again." He added: "If it's a race war they want, keeping things the way 
they are will sure get them one." Nagy is staff adviser 
with final say on what appears in the paper. She couldn't be reached for 
comment, but a teachers' union spokesman said Nagy rarely pulls opinion columns. 
"Is she an adviser or a censor? Someone should ask 
(administrators) that question," union representative Chuck Portelli said. 
Mackinder's column angered black students and their 
parents, who met Friday with administrators. "This isn't something the district 
can dismiss," said Carmen Richardson, the mother of an 11th-grader at 
Plymouth-Salem. Nagy meets Monday with administrators to 
discuss her punishment, which could range from reprimand to suspension. Nagy 
already has said she'll apologize to staff and students offended by Mackinder's 
essay in a special issue of Perspective. Black students 
say racial issues are glossed over at the district's two large high schools. 
Enrollment at Plymouth-Canton and Plymouth-Salem high schools is nearly 5,000 
students. About 200 of those students are black. Dozens more are of other ethnic 
backgrounds. Salem sophomore Amber Knight said a racist 
note was left under her desk after Mackinder's column ran Tuesday. She gave the 
note to the teacher. "He put it in the garbage. (You) feel 
lower" than the white students, she said. However, Salem 
senior Steve Lyons said relations between whites and blacks "are pretty good." 
Reaction to the column "might be slightly blown out of proportion," he added.
