Stricter rules governing drug trialling are promised. But they shouldn't be
necessary if doctors stick to
their guidelines. Gerard Ryle reports.

Embarrassment has done its work. Those who run the system always knew. Now that
the public
knows, they've promised reforms. That anyone was surprised by the news this week
that
doctors were getting paid by global pharmaceutical firms to do drug trials on
their patients
might be considered an extraordinary oversight for a profession that likes to
stand on a
platform of ethics.

The response from authorities was immediate. The State Health Minister, Craig
Knowles,
announced two inquiries into the matter, one by his department and one by the NSW
Medical
Board.

He also set about creating Australia's first publicly accessible register of
clinical trials by ordering
that all hospitals list all such trials - and moneys received from pharmaceutical
firms - in their
annual reports.

The chief medical officer of Australia, Professor Richard Smallwood, said that an
even more
comprehensive register of clinical trials should be compiled at a national level.

Meanwhile, the leader of the Australian Democrats, Meg Lees, said her party would
ensure that
laws were changed so that doctors would have to tell patients who volunteered for
trials of
financial arrangements the doctors had with pharmaceutical firms.

But in view of doctors' own self-imposed rules, such legal reform should not be
necessary.

At least two medical codes of conduct in Australia refer to the commercial
relationships between
the pharmaceutical industry and the medical profession. The guidelines attempt to
moderate
between the ever increasing needs of big business and the delicate patient-doctor
relationship.

The latest code of ethics issued by the Royal Australasian College of Physicians
couldn't spell it
out more clearly: "The nature of the compensation to be paid to the investigators
or the
institution should be declared to, and approved by, the ethics committee and this
fact should be
noted in the explanatory statement provided to potential volunteers."

Thousands of Australian patients are being used as guineapigs in drug trials for
global
pharmaceutical companies without explicit laws to adequately protect their rights.

Intellectually disabled men and women, incapable of giving consent on their own
behalf, are
being included in the trials, which are largely aimed at getting new drugs to the
United States
and European markets.

Pharmaceutical companies are paying private doctors up to $6,000 for every patient
they recruit
but the patients do not have to be told of the financial arrangement. The money
covers trial
expenses and allows a profit for the doctors.

Drug trials are vital in bringing life-saving medicines to market but the number
being conducted
in Australia has risen 20-fold since 1990 and many never result in approval for
the drug.

Some trials are abandoned after reports of side-effects and deaths, either here or
overseas, or
because the drug simply does not work.

The chairman of the Australian Drug Evaluation Committee, Professor Martin
Tattersall, who is
at the forefront of medical research in Australia, believes the protection of
patients' rights in
drug trials needs a major overhaul.

"Basically most patients do what their doctors say," he said. "They do that
because they want
to trust their doctors. Some patients taking part in clinical trials don't
appreciate that they are in
a clinical trial."

A Herald investigation has found that:

  Patients are being bought and sold like commodities by doctors and
pharmaceutical companies
but are not being told that money changes hands when they volunteer for new
treatments.

  The Therapeutic Goods Administration, the main responsible Federal Government
authority,
was obliged to directly review only two of the 1,712 clinical trials done in
Australia last year.

  Patients are not always given copies of the consent forms they sign and are
often not in a
position to question their doctor's suggestion that they join a trial.

  Nearly one in six of the 210 medical bodies which approve trials - known as
ethics committees
- are being run out of private organisations.

  One Sydney doctor who conducted trials on his patients got approval from an
ethics
committee that included, among others, his former lawyer, his former patient, his
rabbi and his
sister.

Global pharmaceutical companies have rushed to Australia at a time when debates
have arisen
over similar trials in Europe and the US, and

Palestinian writer, Zakariya Muhammad, criticized Palestinian intellectuals
for not denouncing Palestinian crimes while criticizing the Israeli peace
camp:


"These days, Palestinian intellectuals tend to blame the Israeli
intellectuals who used to present themselves as peaceniks, for abandoning
justice and peace, in favor of the [Israeli] 'consensus' that describes the
Palestinians as aggressors and as a danger to Israel, instead of
resisting the occupation, and demonstrating their understanding for the
Palestinians' revolt. The gentlest thing that Palestinian intellectuals have
to say about the Israeli intellectuals is that they are hypocrites; that the
peace they spoke of was lip-service, and that deep inside - when the moment
of truth came - they stood by the occupation."

"In fact, these accusations are correct with regard to most of the
intellectuals in the so-called [Israeli] 'peace camp,' they have displayed a
nationalist tendency and have had a role in Sharon's rise to power."

"However, this claim by Palestinian intellectuals, is weakened by their
profound fear of dealing with the bad deeds that have occurred on the
Palestinian side. None of them have denounced the criminal acts of murder
that have been carried out by the Palestinian side. Although many of them
denounce these acts in private, none have clearly written against them or
published even a single communique condemning them."

"In other words, these intellectuals are either afraid of their public and
its reaction, or they are hypocritical in their approach to their public.
They only try to please [this public] even if it breaks the scales of
justice on which they claim to weigh things. This position serves the
hypocrite peaceniks among the Israeli intellectuals, who use it [as an
excuse] to join their 'national consensus.' As long as the Palestinians have
a consensus of their own and as long as their intellectuals abandon the
'scales of justice,' - the Israelis have no reason not to do the same
thing."

"I cannot understand the attitude of the Palestinian intellectuals toward
the abominable murder of the two [Israeli] captive soldiers in Ramallah. Nor
can I understand the humiliating silence on the murder of two innocent
Israeli citizens in Tul Karm after they were pulled out of a restaurant.
They were killed only because they were Jews, in total contradiction to the
Arab values of hospitality as well as human morals. In addition, I cannot
accept the silence over the murder of the youth from Ashdod through the
Internet..."

"If the Palestinian intellectuals cannot denounce these acts of murder out
of fear of their public or because they accept the widespread logic that we
act as [the Israelis] act - then we have come to a point where we use their
crimes to justify our own. If this is indeed the case - then these
[Palestinian] intellectuals have no right to denounce the hypocrites among
the Israeli intellectuals."

"When I see a Palestinian intellectual sinking his teeth into the flesh of
the Israeli intellectuals in his newspaper column without saying even one
word of truth against the murders committed on our side - I sink into
depression. Justice is one and cannot be divided. You cannot use the part
that serves you and cast off the other part, because in so doing you destroy
the very essence of justice, which is supposed to be the intellectual's
principle weapon."

"The Palestinian intellectuals left the condemnation of these acts of murder

to the Palestinian Authority and its spokesmen, and thus hypocritically
excused themselves [from taking a stance]. They hid behind the PA and easily
rid themselves of the embarrassment of confronting their public with the
truth."

"The truth is that if we want to flog the hypocritical Israeli
intellectuals, the only instrument we can use is adherence to the scales of
justice; we cannot abandon or break them. By adhering to the scales of
justice, we can make them walk on sword- blades and injure their feet,
[undermine] their morals, and expose their hypocrisy."

"There is no doubt that we are the oppressed. We are the persecuted and we
are in the right, generally speaking. However, the oppressed and the
persecuted are [also responsible] for sins and heinous acts. We must not be
silent about these sins and crimes, even if it turns people's anger against
us. For because justice is our demand; it is the roof that shades our heads,
and without it we will stand naked like Amos Oz, A.B. Yehoshua and others,
who, at the end of the day, justify murder and occupation and feel
comfortable in the shade of their national consensus - the shade of the

Radical - No. Not the wild eyed, Molotov slinging, variety. I'm talking
about the real meaning of radical. From the word R-A-D which means _ ROOT.

For most periods of societal existence, Progressives' function is to move
the society forward and prevent stagnation. The function of Conservatives
is to act as a societal flywheel by keeping stability. Both are necessary
for a healthy society.

But things are always changing. At certain points in societal development,
both Conservatives AND Progressives perform the function of maintaining
the status quo. Progressives take on the function of conservatives. They no
longer move the society forward, but merely tweak the " system." This is
because they are now comfortable within the system even if that system is
indisputably harmful to themselves and others.

At this point it falls to radicals to kick Progressives in the ass to remind
them what it means to really be progressive. Radicals never lose sight of
what roots are. It is in their nature to do so.

For most of a society's existence, radicals are annoying. But at the birth,
and more importantly in the decline period of a civilization/culture/society's
transition, it's ONLY the radicals who have kept a clear vision.

Tweaking the status quo is no longer the right tool for the job at hand.
Progressives ( honest ones, anyway ) know what needs to be done. Eventually
they will come around to do what needs to be done because like most of the
others in their society, THEY WILL HAVE NO CHOICE IF THEY WISH TO SURVIVE.

The root of almost all our most serious problems is our economic system.
Capitalism is the first or second main reason for the wanton destruction of
our biosphere. The one we need to live in. The lumberjacks cutting down the
Amazon ( the "lungs" of our planet ) are not doing it for the exercise. They
are being paid to do it by companies who will use the world's natural
resources for personal profit.

The economic system is why our political system is corrupt and primarily serves
the Rich and their instrument of destruction, the corporation. The corporations
in turn, now dominate EVERY ASPECT OF YOUR LIFE. What you eat. What you wear.
What you play. How long you work. What your income will be. What music will
reach your ears. Further more, it's the economic system itself, which has forced
the destruction of this society, by forcing both parents to go to work for it.
The results are what is happening to the new generations. Their schooling is
designed to produce shallow consumers, and docile employees which are easily
distracted by corporate owned sports, TV, movies, crappy books, and even the
news.

No one is being taught how to think. We are no longer Homo Sapiens Sapien.
We have devolved into Homo Economicus. A creature too stupid to survive the
changes that nature has in store for us.

The story below is an example of why Progressivism has become useless. The
economic system co-opts all. It IS the cancer of the planet. Progressivism
is like taking aspirin for a brain tumor. I am very, very sorry to say.

The junior partners in Germany's government, the
Greens, will argue in a party congress this weekend
against their Chancellor Gerhard Schroeder's decision
to permit the transportation nuclear waste but will
nonetheless continue to back their coalition pertners.

Like Foreign Minister Joschka Fischer, a former
radical turned Greens leader who is a leading member
of the government of Social Democrat Chancellor
Gerhard Schroeder, the Greens have come of age
politically.

"The Greens have had a new conscisouness of
themselves, since almost a year," their managing
director Reinhard Buetikofer told a news conference
ahead of a congress in the western city of Stuttgart
from Friday to Sunday.

Typical of their new realism and moderation, the party
founded in 1979 out of anti-nuclear and pacifist
movements backed NATO bombing in Kosovo in 1999.

They have compromised also on a platform promise to
see Germany abandon nuclear energy, accepting a new
timetable for a switch from nuclear that was much
slower than they had wished.

In a press statement distributed Wednesday, the Greens
leadership said their achievement has been to give the
government "an ecological and social" slant, despite
their inability to get everything they want under
Schroeder.

Renate Kunaest, currently party co-leader but due to
be replaced in Stuttgart, is now agriculture minister,
heading a government drive to increase organic farming
in an effort to combat by-products of industrial
farming such as mad cow disease.

Radicalism remains strong among the rank-and-file,
however, and Buetikofer said the congress will be
aiming to resolve differences

  The Hidden Meaning Of Marriage Tax Repeal

 Repeal of the marriage tax penalty was always good for a big round
 of applause in the campaign speeches of most political candidates
 last year. But it's scheduled for bumpy sledding in the drafting of
 this
 year's tax-cut bill.

 The marriage tax is not verbally expressed as policy in any statute
 but is buried in the numbers. It is a consequence of the fact that
 our
 income tax tables treat a married couple as only 1.67 persons
 instead of two whole persons.

 Few people understand how the marriage tax functions or how it
 should be remedied except the green-eyeshade number-crunchers.
 But dollars are not all that matters; ideology is at stake in the
 drafting
 of changes in the income tax law.

 Is the purpose of cutting the marriage tax to accord long overdue
 socio-economic respect for marriage as an institution fundamental to
 our society and to the raising of children? Or is the purpose to
 enable
 government to engage in national economic planning by using tax
 policy to influence human behavior?

 If the purpose is the former, then it follows that all married
 couples
 with the same income should be taxed equally. If the plan is to give
 a
 tax break to two-earner couples only, that will replace the marriage
 penalty with a new homemaker penalty.

 That's what's behind the controversy now going on behind closed
 doors in Washington. Even those politicians who don't particularly
 care about promoting marriage should be squeamish about
 discriminating against one type of married couples in favor of
 another.

 Last year's Congress dealt fairly with this issue by passing a bill
 that
 taxed one-earner and two-earner married couples equally. Bill Clinton
 showed which side he was on by vetoing the bill, and it did not
 become law.

 Unfortunately, the White House executive summary of the
 President's tax-cut proposal calls for "reducing the marriage penalty
 by reinstating the 10 percent deduction for two-earner couples." Not
 only does this proposal give less relief than the bill passed by
 Congress last year but, even worse, it would impose a new
 homemaker penalty on one-earner couples.

 Since the Bush tax cuts would be phased in over five to seven years,
 for simplicity, let's consider what they would accomplish after they
 become fully operative.

 Let's say a married couple is struggling financially and needs more
 income to support the family, perhaps because of the birth of a
 child.
 What choices are available?

 In one family, assume the wife takes a job and puts her children in
 daycare. This couple would get a marriage tax deduction of 10
 percent of her salary up to $30,000; that chops as much as $990 off
 the family's federal income tax bill (at the new 33 percent top Bush
 tax rate). In addition, this couple qualifies for the existing tax
 credit
 for child-care expenses, which is worth up to $960.

 Now consider another family where the husband moonlights at a
 second job so his wife can care for their children at home. This
 family
 will not qualify for either the new Bush marriage tax break or the
 child-care credit that exists in current tax law.

 The husband and wife surely work just as hard in this second family
 as in the first. Why should they pay up to $1,950 more in federal
 income taxes on the same family income?

 Moonlighting at a second job is just one of several ways a husband
 can provide his children with the benefits of a fulltime mother, and
 avoid commercial daycare. The husband can work longer hours at his
 first job; he can make the extra effort required to get a higher
 paying
 job; he can go to school at night to train for a higher paying
 career.

 Who are the bureaucrats who presume to use the tax power to force
 traditional husband-breadwinner, wife-homemaker couples to
 subsidize two-earner couples who hire paid child care?

 The marriage penalty in the tax code is an immoral policy regardless
 of one-earner or two-earner households. Giving a tax cut only to
 two-earner couples would send the radical feminist message that the
 government sees no value in a homemaker's work at home, that the
 role of a "non-working" wife and mother is less socially beneficial
 (or
 less worthy) than paid employment.

 Disturbing emanations from the tax-writing process indicate that this
 discrimination is not inadvertent. A leading economic adviser praised
 the goal of inducing married women toward greater participation in
 the
 labor force because that would increase our Gross Domestic Product
 and yield a greater federal budget surplus.

 Let's get this issue out on the table instead of concealing it in the
 arcane depths of the tax tables. Let the American people decide
 whether they want income tax policy to bolster the institution of
 marriage OR to bolster the GDP by inducing more women to join the
 labor force.

 The words, and the acts, go back before the bible itself -- trench
warfare
and siege. The Romans built walls and laid siege to Jerusalem and
Masada.

Trenches, though for a different purpose, became synonymous with World
War I. Now to further inflict still more divisions and suffering on the
Palestinians -- as well as to further enforce the new Apartheid, the new
"separation" both from us and from themselves -- the Israeli army is
digging trenches and laying siege around the already divided and
controlled Palestinian "population centers".

But actually, this isn't warfare at all. One side is
overwhelming powerful and supported by the world's most powerful
country. The other side is weak and increasingly enslaved, further
diminished by a corrupt, repression, and impotent group of "Arab
leaders", the "client regimes".

What is really going on here is vanquishment and
subjugation, oppression and occupation, dispossession and neo-apartheid
-- a new stretched out and camouflaged form of ethnic cleansing
Israeli-style.  And one day, whenever that day comes, what is being
done today will have to be undone, and those who do it today will have
to be held accountable.

IDF DIGS TRENCH TO KEEP 65,000
VILLAGERS OUT OF RAMALLAH

Ha'aretz 8 March 2001: -
Israel Defense Forces bulldozers left a ditch Thursday night which
effectively closes off the large Palestinian city to some 65,000
residents of 25 local villages.
Tearing into a road that runs north of Ramallah, the IDF digging damaged
the
water pipes and telephone lines used by one West Bank village, Surda,
leaving residents there complaining of dry taps and disconnected phones.
According to the Palestinian Society for the Protection of Human Rights
and
the Environment, the IDF plowed a trench two meters deep, and dozens of
meters in length. Army bulldozers worked on a stretch of road between
the Bir-Zeit region and the "Wallerstein" road.
The IDF plowing cut-off the Bir Zeit region, classified as a "B" area -
under Israeli security control - from Ramallah "A" zones, which are
under complete Palestinian Authority control.
While the IDF had responded to five months of Al Aqsa Intifada violence
by
distributing concrete slabs on roads and digging up trenches to seal off
a
number of towns and villages in the West Bank and Gaza Strip, until now
the
army had refrained from placing any such obstructions on routes between
Ramallah and outlying Palestinian communities.
On occasion, the IDF set up temporary checkpoints which restricted the
movements of some local residents.
But by and large, residents moved freely on the road north of the
Palestinian city, which was used as an alternative route for villagers
who
live west of Ramallah, whose own local roads (which pass by Jewish
settlements such as Beit El and Ofra) have been shut down.
The IDF sources say that the road north of Ramallah was blocked off in
response to a number of terror attacks that took place in the region
recently, including a gunfire attack on February 25 in which two
settlers from the Ateret settlement were wounded.
Tuesday's trench digging appears to have had two objectives: to contain
terror units based in Ramallah and prevent them from carrying out
attacks in
regions to the north of the city; and to make it clear to Palestinian
residents that there is a "price" to be paid for continued attacks
against Jewish settlers in the region.
One institution which is likely to suffer from the new road block is Bir
Zeit University.
Classes there have been conducted without interruption throughout the
months of Intifada fighting.

One Bir Zeit academic predicted yesterday that university students who
have

 Repeal of the marriage tax penalty was always good for a big round
 of applause in the campaign speeches of most political candidates
 last year. But it's scheduled for bumpy sledding in the drafting of
 this
 year's tax-cut bill.

 The marriage tax is not verbally expressed as policy in any statute
 but is buried in the numbers. It is a consequence of the fact that
 our
 income tax tables treat a married couple as only 1.67 persons
 instead of two whole persons.

 Few people understand how the marriage tax functions or how it
 should be remedied except the green-eyeshade number-crunchers.
 But dollars are not all that matters; ideology is at stake in the
 drafting
 of changes in the income tax law.

 Is the purpose of cutting the marriage tax to accord long overdue
 socio-economic respect for marriage as an institution fundamental to
 our society and to the raising of children? Or is the purpose to
 enable
 government to engage in national economic planning by using tax
 policy to influence human behavior?

 If the purpose is the former, then it follows that all married
 couples
 with the same income should be taxed equally. If the plan is to give
 a
 tax break to two-earner couples only, that will replace the marriage
 penalty with a new homemaker penalty.

 That's what's behind the controversy now going on behind closed
 doors in Washington. Even those politicians who don't particularly
 care about promoting marriage should be squeamish about
 discriminating against one type of married couples in favor of
 another.

 Last year's Congress dealt fairly with this issue by passing a bill
 that
 taxed one-earner and two-earner married couples equally. Bill Clinton
 showed which side he was on by vetoing the bill, and it did not
 become law.

 Unfortunately, the White House executive summary of the
 President's tax-cut proposal calls for reducing the marriage penalty
 by reinstating the 10 percent deduction for two-earner couples. Not
 only does this proposal give less relief than the bill passed by
 Congress last year but, even worse, it would impose a new
 homemaker penalty on one-earner couples.

 Since the Bush tax cuts would be phased in over five to seven years,
 for simplicity, let's consider what they would accomplish after they
 become fully operative.

 Let's say a married couple is struggling financially and needs more
 income to support the family, perhaps because of the birth of a
 child.
 What choices are available?

 In one family, assume the wife takes a job and puts her children in
 daycare. This couple would get a marriage tax deduction of 10
 percent of her salary up to $30,000; that chops as much as $990 off
 the family's federal income tax bill (at the new 33 percent top Bush
 tax rate). In addition, this couple qualifies for the existing tax
 credit
 for child-care expenses, which is worth up to $960.

 Now consider another family where the husband moonlights at a
 second job so his wife can care for their children at home. This
 family
 will not qualify for either the new Bush marriage tax break or the
 child-care credit that exists in current tax law.

 The husband and wife surely work just as hard in this second family
 as in the first. Why should they pay up to $1,950 more in federal
 income taxes on the same family income?

 Moonlighting at a second job is just one of several ways a husband
 can provide his children with the benefits of a fulltime mother, and
 avoid commercial daycare. The husband can work longer hours at his
 first job; he can make the extra effort required to get a higher
 paying
 job; he can go to school at night to train for a higher paying
 career.

 Who are the bureaucrats who presume to use the tax power to force
 traditional husband-breadwinner, wife-homemaker couples to
 subsidize two-earner couples who hire paid child care?

 The marriage penalty in the tax code is an immoral policy regardless
 of one-earner or two-earner households. Giving a tax cut only to
 two-earner couples would send the radical feminist message that the
 government sees no value in a homemaker's work at home, that the
 role of a non-working wife and mother is less socially beneficial
 (or
 less worthy) than paid employment.

 Disturbing emanations from the tax-writing process indicate that this
 discrimination is not inadvertent. A leading economic adviser praised
 the goal of

Campaign Finance Crossroads

In 10 days the Senate will enter a period of maximum opportunity for campaign
finance
reform. At long last there is to be a full debate, free of filibuster threats, on
the
McCain-Feingold bill banning soft money and imposing other fund-raising controls.
But
the debate will also be fraught with peril. Though the bill has long had the full
support of Senate Democrats, some of them are suddenly developing misgivings now
that
its enactment might actually take place. Today we urge all Democrats and
Republicans
who have supported the bill not to waver or push for amendments that would imperil
the best chance in a generation to clean up American politics.

Nobody is arguing that the McCain-Feingold bill is perfect or the last word in
campaign reform. But by banning the unregulated donations to political parties by
corporations, unions and rich individuals, the bill would take a giant step. Soft
money has been at the core of most recent fund-raising scandals. You would think
memories of the 1996 campaign alone would give any Democrat pause in slowing down
the
process of reform.

There may be something to the argument that Democrats will find it harder than
Republicans to adjust to a regimen that requires parties to raise money in smaller
amounts from more individuals. But that is no reason to turn against a reform
that,
by banning gigantic donations to parties, will sharply reduce fund-raising abuses.

Until this year, the main tactic of the majority leader, Trent Lott, and other
opponents of campaign reform had been to block it with a filibuster. Now that
there
seem to be 60 votes to cut off debate, the Republicans will try to amend the bill
with "poison pill" measures designed to repel the Democrats. One of these, the
"paycheck protection" measure, would require members' permission for spending
union
money on political activities. Offering such an anti-labor provision is designed
to
drive Democrats away, and Democrats have to stand united to keep the bill free of
such disabling amendments.

A separate concern is the possibility that some Democrats, not always well
intentioned, may try to broaden the bill in the name of reform and, in the
process,
repel Republican votes. Right now the McCain-Feingold bill has a provision barring
independent groups from raising funds from unions and corporations for broadcast
ads
that mention the name of a candidate two months before an election. Some
Democratic
senators say they want to go further and impose restrictions on soft money for all
political activity by independent groups. Many of these proposals have merit, but
their inclusion as amendments might undermine the bill's chances.

One of the most sensitive issues facing the Senate is whether, by banning soft
money,
the bill ought to raise the ceilings on regular "hard money" contributions to the
candidates themselves from the level they have been at since 1974. There may be an
argument for doing so. But the senators have to be careful not to raise these
ceilings in such a wanton way that soft money is effectively legalized by being
relabeled.

The Senate Democratic leader, Tom Daschle, has been effective in holding the
Democrats together for campaign finance reform. Now that victory is within sight,
he
needs to rally his troops and tell them not to falter. In 1993, the last time
there
was such an opportunity, some Democrats advised the newly elected president, Bill
Clinton, that reform should not be a top priority. It was bad advice, and it
ushered
in a period of terrible excesses by Democrats and Republicans alike. The coming
debate will serve as one of Mr. Daschle's biggest challenges to date. But if he
and
the Democrats can meet it, they will long be remembered for rising to the occasion
and putting the nation's interest first.

The birth of capitalism

The story of capitalism begins in the late 1700s in Scotland and northern England,
with the birth of the Industrial Revolution.  Several particular ingredients came
together there, which collectively launched the world onto its current path. One
of those ingredients was an impressive series of mechanical inventions (e.g., the
steam engine), leading to a multifold increase in the rate and scale of
manufacture. Another ingredient was the nature of the British economy - which had
for some time been organized around specialization and trade.

Different regions of Britain had specialized in the production of different kinds
of goods, first for the London market  and later - as the British Empire expanded
- for international markets.  What this meant is that a more efficient producer
could always find a market for his cheaper goods.  Rather than being limited by
the size of a local market, there was always the opportunity to capture a share of
the huge trade that flowed through London. Thus when the tools of industrial
manufacture came along, they could immediately be put to very profitable use. An
enterprising entrepreneur who saw the potential of a new invention, and who
invested boldly, was able to amass a huge fortune.  He could set up a large-scale
manufacturing plant, mass-produce goods below the cost of earlier methods, and
rapidly capture a share of the large existing markets.

A new way of creating fortunes had been born. Instead of slowly amassing wealth
over a lifetime, or risking a voyage in search of treasure, there was now a
systematic way to amass wealth relatively quickly.  A person with money to invest
could seek out the latest leading-edge inventions, develop a still-more efficient
factory - and steal market share from his now-outdated rivals.  A way had been
found to use money to transform initiative  innovation into wealth. Out with the
old methods, in with the new methods - and behind it always the investor - driving
the process while amassing a fortune. This method of amassing wealth was
eventually given the name capitalism.  A capitalist is someone who invests money
in an enterprise with the objective of receiving more in return than was invested.

The consequences of these developments were far reaching.  The availability of
cheaper products, and the wealth of a few entrepreneurs, was the least of it.
People's livelihoods were destroyed, as their locally based enterprises were
forced out of business. They moved to towns and became factory employees, usually
under appalling conditions. The vitality of rural life was undermined and
industrial cities arose, with their slums, crime, and diseases.  Society is a
system, and if one part changes, those changes ripple out and effect other parts -
in ways both intended and unintended.  The goal of entrepreneurs and investors was
simply to amass wealth, but their initiatives led to profound societal changes.

A third ingredient of British society - its hierarchical class system -
contributed to the way in which these changes unfolded. Those at the bottom of the
hierarchy were long accustomed to being exploited, and being subject to the will
of their 'betters'.  Their domestication to hierarchy prepared them well for
living in slum conditions and working under the thumb of oppressive bosses.  But
those at the top of the hierarchy were also affected, and they were in a better
position to protect their interests against the changes that were being brought
about by capitalist investors and entrepreneurs.

Although the nature of the British economy served to promote capitalist success,
there were also aspects of the economic regime which placed limits on that
success.  The dominant economic doctrine of the day was mercantilism, whose static
definition of wealth did not fit well with the dynamics of capitalist innovation.
Tariffs, taxes, and various kinds of restrictions hampered the growth of
capitalist development.  The economic regime was designed to protect the wealth
and power of the aristocratic class, and capitalist upstarts soon began to see the
existing regime as an obstacle to their ambitions. The paradigm of capitalism had
been wealth accumulation through initiative  innovation, and it was only natural
that the creative energies of capitalists would turn eventually from technology to
politics.  In the early days, when markets seemed inexhaustible, the creative
focus was on new technologies and larger-scale production.  But as markets began
to saturate, and growth slowed down, creative attention turned to the political
barriers that stood in the way of further wealth accumulation.

   To regain protected forest land, loggers may have deliberately wiped
   out some 22 million Monarch butterflies which migrate annually from
   Canada to Mexico for the winter, a top environmentalist said Tuesday.

   Homero Aridjis, head of the environmental lobby Group of 100, told
   Reuters loggers were believed to have sprayed pesticide on the orange
   and black butterflies in order to regain some 216 square miles of
   forest declared protected by the government.

   "There has been a massive slaughter of the butterflies in two
   sanctuaries," Aridjis said. "This will affect the reproduction process
   completely. Now we don't know how many butterflies will come this
   autumn."

   Millions of monarch butterflies migrate some 3,000 miles annually to
   flee the icy winter in Canada and the United States for the warmer fir
   forests in Mexico's central Michoacan state, some 70 miles west of
   Mexico City.

   For five months of the year, Michoacan's trees are turned into a
   flaming orange and the forest is carpeted with the delicate winged
   creatures.

   The migration has taken place for the past 10,000 years, Aridjis said.
   The butterflies normally arrive in early November and return north to
   lay eggs at the end of March.

   In November last year, the government of former President Ernesto
   Zedillo extended the land devoted to five sanctuaries.

   The move was in response to a study showing that farming and illegal
   logging had destroyed 44 percent of the original forest since 1971.
   Without drastic action, the study predicted the original forest would
   disappear in under 50 years.

   "The new decree could have prompted this," Aridjis said. "If there are
   no butterflies they can claim the trees without problem."

   But government environmental watchdog Profepa said it had not heard of
   the butterfly slaughter, according to inspector Joel Rodriguez.

   "We haven't ever registered people using pesticides. But it's one of
   the zones where they have the most illegal logging," he said. "It (the
   butterfly deaths) could also be a result of the freezing this winter
   which happens every four or five years."

   The U.S.-based nonprofit group Packard Foundation donated more than $5
   million to the Worldwide Fund for Nature to help the Mexican
   government rent or buy logging rights from local residents to
   compensate for lost income while developing alternative job sources.

   Aridjis said the loggers had targeted two sanctuaries --Cerro San
   Andres and Las Palomas - in the past two weeks.

   "The wings of the butterflies found inert on the ground had a strange
   luster and there was a smell of pesticide and petrol in the
   sanctuaries," he said.

Pardon Inquiry Expands While Fugitive Tax Cheat May Pay Up

The investigation into the controversial pardons issued by
President Clinton in his last days in office is expanding in the
wake of last week's testimony by top Clinton administration
officials.

The House Government Reform Committee investigating the pardon of
fugitive tax evader Marc Rich will issue written questions to
former Israeli Prime Minister Ehud Barak. National Review Online
first reported this development Tuesday night.

Committee Chairman Dan Burton gave the go-ahead Tuesday night to
his investigators. They are hoping to determine how often, and
when, Barak lobbied President Clinton on behalf of Marc Rich.

Last week's testimony by top Clinton administration officials —
chief of staff John Podesta, White House counsel Beth Nolan, and
attorney Bruce Lindsay — has prompted the interest in questioning
Barak.

Nolan testified before the Committee that "it certainly seemed
that [Clinton] was not going to grant [the pardon], and then that
Mr. Barak's phone call had been significant." That call came the
night before Clinton left office.

And several of Clinton's former aides said Barak made not one but
several calls to Clinton. Clinton had earlier said that "I was
asked by the government and the prime minister of Israel to look
into this on more than one occasion."

But aides to Barak have said that Barak made only one call to
Clinton, mentioning the Rich case as a side.

The Committee is hoping Barak's responses to their questions will
clear up the disparities.

Meanwhile sources close to Rich say that Rich's representatives
are engaged in serious negotiations with the state of New York to
pay Rich's massive bill for back taxes. State officials say he
owes $137 million in back taxes and interest. Now sources say
that Rich's representatives will propose a counter offer close to
$100 million.


Specter Wants Changes in Pardon Lobbying

Sen. Arlen Specter, R-Pa., says people who lobby presidents for
pardons should be forced to register with the government. He says
he's concerned that former White House counsel Jack Quinn lobbied
Clinton for a pardon for fugitive financier Marc Rich — without
anyone knowing about it.

Under current law, individuals don't have to register as
lobbyists if less than 20 percent of their time within a
six-month period is spent lobbying.

Specter says he also wants legislation to force presidential
libraries to disclose their contributions, and that he's not
giving up hope that Clinton will accept his invitation to talk to
the Senate privately about the Rich pardon.

Investigators want to know if there was a money-for-pardons deal
involving Rich.

bisphenol A, can cause early puberty in females and may reduce the growth of
reproductive tissues in young males."This chemical is a known endocrine
disruptor and is found in a range of other common domestic products besides
Heinz's tins," said Dr Michael Warhurst who is leading a Friends of the Earth
campaign to highlight the issue. "It is one of many chemicals to which we are
constantly exposed and which are increasingly linked with various
illnesses."Heinz confirmed that it uses very small amounts of bisphenol
A to line the lids of cans fitted with ring-pull openers, including baked bean
cans. The chemical helps to prevent such tins from corroding or releasing tin
into the food.Bisphenol A and most other endocrine disrupting chemicals
are known toxins at high levels. The argument is about whether or not they are
dangerous in very low levels, when they are known as
micropollutants.Heinz says it accepts that tiny amounts of bisphenol A
may leach into its foods, but says levels are far below what is needed to cause
any biological effect. "The levels are in parts per million or parts per
billion, so small as to be almost undetectable," said a spokesman.Tin
cans are just one of many potential sources of bisphenol A. The metal is also
used in soft plastics, pesticides, dental products and some baby
bottles.A 1999 study by American researchers found that bisphenol A
could mimic the sex hormone estradiol. Mice exposed before birth to the
chemical, in amounts correlating with typical human exposures, suffered changes

So improper diet and too much junk food and Pepsi maybe mixed with drugs
- tell me this kid at Santana - note the prosecutors backing off now -
he was the patsy, no mother really, for she was not overly concerned
with this child - essentially he seemed all alone.

Had he had proper diet - maybe something as simple as this - you can eat
a banana and potato and get the same (or is that potatoe) serotonin
levels increased and sunshine and good lights are part of this stuff to
do with neuroransmitters.

Oh but we have the Sirhans's of the world, the Manson Family - drugged
up until a mentor takes control for if you do not control your own
children, someone else will...

The title of the story Serotonin and Judgment is appropriate for this
item.did you know that prolonged use of the common aspirin leads
to blood dyscrasias (altered condition of blood leading to cancer),
degeneration of the heart muscle, abolition of WILLPOWER and this was
known in 1930?Also people with kidney problems were dying from use
of aspirin -
So if a tiny little pill like an aspirin through prolonged use can kill
- why do we permit organied crime and now the schools to give little
elementary children drugs - such as Ritilin?

Depression can hit at any age. More than the blues, the overall feeling
of doom can trigger some people to kill themselves. Researchers now are
looking at this behavior from a new angle. Studies show that low levels
of the brain chemical serotonin can in part lead to an overall
insensitivity to future consequences, setting off impulsive and
aggressive behaviors and perhaps culminating in suicide. By selectively
restoring the chemicals' activity researchers hope to prevent
destructive behavior as well as head off suicide -- the eighth leading
cause of death in the U.S.

The land in Idaho seized by the Southern Poverty Law Center, run by Morris
Dees, after its successful lawsuit again Aryan Nation, has been sold to a
group funded by Gregg Carr's foundation, which is a part of the Kennedy
School of Government at Harvard.  Interestingly, Dees has also taught at
Harvard.  Before founding the SPLC, Dees was a partner of Millard Fuller,
who gave up his wealth (supposedly) to found Habitat for Humanity after
becoming religious--a convert to a group which ran a commune in Georgia--the
same group which is headquartered in Coeur d'Alene, Idaho, next to Aryan
Nation!  Sounds like both sides are being funded and controlled by the same
hidden agenda--called "gang, counter-gang warfare," another name for Hegel's
dialectic.

New Future for Idaho Aryan Nations Compound

SEATTLE, March 6 — A silver bust of Hitler and stained-glass swastikas
adorned the "church," and Nazi flags flew over the guard tower. German
shepherds patrolled the grounds. And for 28 years, ever since he moved to
the woods of Northern Idaho to escape what he once called the "alien scum"
in Southern California, Richard Butler held sway as the self-proclaimed
pastor of the Aryan Nations.

That was the past at Mr. Butler's 20-acre compound near Hayden Lake, Idaho.
The future, it seems, will be very different. Just weeks after Mr. Butler
was forced by the courts to turn over the compound to a mother and son who
were beaten by young Aryan Nations members there, an Internet millionaire
said today that he had bought it from the victims. ...

The millionaire, Greg Carr, an Idaho native who is the founder and former
chairman of the Internet service Prodigy, said he and others had first
thought of having a giant fire at the compound. ...

Idahoans, responding to a challenge grant from the 41-year-old Mr. Carr,
have already raised nearly $1 million to erect the Idaho Anne Frank Human
Rights Memorial in Boise. Mayors and school officials have established
human-rights task forces and school curriculum plans and even created a
coordinating job that Mayor Steve Judy of Coeur d'Alene once gave the title
"Aryan buster." Rallies by the Aryan Nations and other groups have been
dwarfed by of protesters.

Yet there is still plenty of evidence of white supremacist groups in Idaho,
a state where barely half of 1 percent of its people are black and few Jews
live as well, though there is a growing Hispanic population.

Boise's public-access television station is about to run two new white
supremacist shows. And the Aryan Nations' leader, the 82-year-old Mr.
Butler, is still around. Vincent Bertollini, a former Silicon Valley
millionaire investor who moved to north Idaho and became one of Mr. Butler's
staunchest supporters, has bought Mr. Butler a small bungalow in the town of
Hayden, not far from the old compound.

In September, a state jury in Coeur d'Alene ordered Mr. Butler and other
leaders of the Aryan Nations to pay more than $6 million to the victims of a
1998 attack by three men who were security guards at the compound. The
victims, Victoria Keenan and her son, Jason, were beaten and shot at as they
drove along a road at the edge of the compound one night; two of the men
later said they were so drunk they did not remember the incident.

The jury concluded that Mr. Butler had been negligent in training and
supervising the so-called security guards and ordered him to pay damages so
large that they bankrupted the Aryan Nations altogether.

Mr. Carr, speaking in a telephone interview from Cambridge, Mass., where he
now lives and where he has financed the Carr Center for Human Rights Policy
at Harvard University, said he had paid $250,000 from his personal
foundation to the Keenans, who had taken title to the property last month in
bankruptcy court and announced their desire to sell it to a group promoting
human rights.

WASHINGTON (AP) -- President Bush intends to keep a campaign
promise to move the U.S. Embassy in Israel from Tel Aviv to
Jerusalem, Secretary of State Colin Powell asserted Wednesday.
The State Department later insisted Powell was only restating
what has been U.S. policy for some time.

The embassy move would lend support to Israeli claims to the city
as its undivided capital.

Powell, appearing before the House International Relations
Committee, was asked about the status of Bush's campaign promise.

''President Bush is committed to moving our embassy to
Jerusalem,'' Powell said. ''The process is ongoing. We have not
started any actions yet. And in light of the very difficult
situation that exists right now, we'll continue to examine how
that process should start.

''But it does remain his commitment to move the embassy to the
capital of Israel, which is Jerusalem.''

Not long after Powell spoke, State Department spokesman Philip
Reeker said, ''There has been no change in U.S. policy. The
secretary described the situation on the ground.''

A senior State Department official later said U.S. policy has
been and continues to be that the front-line parties, Israel and
the Palestinian Authority, have agreed that the status of
Jerusalem is to be resolved between them.

Asked how that policy affects decisions on the location of the
embassy, the official, who spoke on the condition of anonymity,
said only that Powell's comments do not imply any change in the
U.S. view of Jerusalem's status.

One of the bitterest schisms in any peace talks over the last
decade has been Jerusalem, which the Palestinians insist also
should house the capital of a Palestinian state. Negotiations
currently are suspended because of violence in
Palestinian-controlled areas.

When former President Clinton first ran in 1992, he, too,
advocated moving the embassy from Tel Aviv. Clinton never acted
on the promise, even though Congress several times tried to force
his hand by approving money for the move.

The issue resurfaced in August 2000, when then Israeli Prime
Minister Ehud Barak told Israel television he understood that
Clinton planned to move the embassy on his last day in office.
Again, the move never materialized.

Israel long has considered Jerusalem its capital, but only a few
countries have accepted its claim to the whole city.

It was this bunch that called the FBI and BATF and one Judge to stay

Dees recently made a movie in one scene he is standing by a Christmas
tree (he is jewish) and his daughter beside him - acccording to web
search engine and his divorce trial Dees engaged in homosexual actvity
and molested his daughter .

The son of a farmer, Morris "Bubbah" Seligman Dees Jr. (SS# 424-46-7003)
was born on December 16, 1936 in Alabama. After receiving his B.A.
and J.D. degrees from the University of Alabama he made a fortune

organization known as the Southern Poverty Law Center, its stated

Scientists are preparing to start trials of the world's first
genetically modified insect, an unnatural born killer moth that
will fly over cotton fields, passing a deadly gene on to its
pestilent kin as an alternative to pesticide.

Although the GM moth will be released in Arizona, the technology
used to create the killer gene has been developed by a British
team led by Luke Alphey, of Oxford University. The scientists
believe that the chances of the killer gene spreading beyond the
species it is intended to harm, the pink bollworm, is very small,
and would do no harm if it did.

But the US department of agriculture still has to give consent
for the first part of the trial, which would involve a tightly
controlled release of moths with another gene inserted to track
any possible cross-species transfer.

Scientists need to target the bollworm larvae, which feed on
cotton plants, before developing into moths. The idea is to take
insect eggs in the lab and insert into their DNA a gene from a
fruit fly which would normally damage their metabolism so badly
that they would die.

In the lab, however, the larvae survive, because they are dosed
with an antidote to the effects of the killer gene. They will
grow into adult moths, which are naturally immune to the effects
of the gene, and will then be released over the cotton fields in
huge numbers.

Unaware that by mating they are both creating and assassinating
the next generation, the GM moths will mate with wild moths and
each other. The female moths will lay their eggs as normal. But
their offspring will have inherited the killer gene. In the wild,
the larvae will find no antidote and will die.

In the initial trial, which could take place next year, 3,600
moths will be given a jellyfish gene that glows under special
light instead of the killer gene. This will show what happens to
GM insects when they encounter their wild counterparts and other
species.

A new conspiracy theory sweeping the Internet and radio talk
shows has set parts of the federal government on edge.

The theory: The white lines of condensed water vapor that jets
leave in the sky, called contrails, are actually a toxic
substance the government deliberately sprays on an unsuspecting
populace.

Federal bureaucracies have gotten thousands of phone calls,
e-mails and letters in recent years from people demanding to know
what is being sprayed and why. Some of the missives are
threatening.

It's impossible to tell how many supporters these ideas have
attracted, but the people who believe them say they're tired of
getting the brush-off from officials. And they're tired of health
problems they blame on ''spraying.''

''This is blatant. This is in your face,'' says Philip Marie Sr.,
a retired nuclear quality engineer from Bartlett, N.H., who says
the sky above his quiet town is often crisscrossed with ''spray''
trails.

''No one will address it,'' he says. ''Everyone stonewalls this
thing.''

The situation Marie and others describe is straight out of The
X-Files. He and others report one day looking up at the sky and
realizing that they were seeing abnormal contrails: contrails
that lingered and spread into wispy clouds, multiple contrails
arranged in tick-tack-toe-like grids or parallel lines, contrails
being laid down by white planes without registration numbers.

Believers call these tracks ''chemtrails.'' They say they don't
know why the chemicals are being dropped, but that doesn't stop
them from speculating. Many guess that the federal government is
trying to slow global warming with compounds that reflect
sunlight into the sky.  Some propose more ominous theories, such
as a government campaign to weed out the old and sick.

Exasperated by persistent questions, the Environmental Protection
Agency, NASA, the Federal Aviation Administration and the
National Oceanic and Atmospheric Administration joined forces
last fall to publish a fact sheet explaining the science of
contrail formation. A few months earlier, the Air Force had put
out its own fact sheet, which tries to refute its opponents'
arguments point by point.

''If you try to pin these people down and refute things, it's,
'Well, you're just part of the conspiracy,' '' says atmospheric
scientist Patrick Minnis of NASA's Langley Research Center in
Hampton, Va.  ''Logic is not exactly a real selling point for
most of them.''

Nothing is ''out there'' except water vapor and ice crystals, say
irritated scientists who study contrails. Some, such as Minnis,
are outraged enough by the claims of chemtrail believers that
they have trolled Internet chat rooms to correct misinformation
or have gotten into arguments with callers.

''Conspiracy nonsense,'' snorts Kenneth Sassen, an atmospheric
scientist at the University of Utah. ''These things are at 30,000
to 40,000 feet in the atmosphere. They're tiny particles. They're
not going to affect anyone.''

The cloud-forming contrails that conspiracy theorists find so
ominous are ''perfectly natural,'' Minnis says. The odd grid and
parallel-line patterns are easily explained as contrails blown
together by the wind, scientists say.

Government to unveil new details of fatal ATF raid

The federal government has agreed to release a more detailed account
of the
events leading to an Alcohol Tobacco and Firearms Bureau raid that left
a
man dead in his bedroom.
Carl Wilson, 60, was killed in a shootout with federal authorities when
they arrived before dawn on Jan. 12 at his rural Faulkner County home.
They
were searching for an old Winchester rifle.
The documents explaining why the ATF wanted the gun have
remained
sealed
in federal court. The Democrat-Gazette filed a motion Feb. 15, asking
that
the case file be made public. The government initially objected to the
newspaper's request.
But at a hearing before U.S. Magistrate J. Thomas Ray on Friday,
prosecutors agreed to unseal the documents. However, they want to
redact, or
"black out," portions of the file beforehand, saying witnesses and
informants need to be protected.
The judge's ruling, expected next week, will likely challenge the
constitutionality of the way in which search-and-seizure warrants are
handled in the Eastern District of Arkansas. It could eliminate the
automatic sealing of all warrants and accompanying documents, and
instead
require a specific request from prosecutors to keep the paperwork from
public view.
At Friday's hearing, attorneys haggled not only over the Wilson case
but also the First Amendment versus search warrants -- namely, how
much
information should remain secret and why.
"We are an open society," said lawyer Jess Askew, who is
representing
the Democrat-Gazette. "As Justice [Warren] Burger has said, 'People in
an
open society do not demand infallibility from their institutions, but it is
difficult for them to accept what they are prohibited from observing.'"
U.S. prosecutor Michael Johnson, citing concerns about the names of
witnesses that appear in some of the sealed documents, countered the
newspaper's argument: "The First Amendment is not the sole societal
interest at stake here."
The current debate over the secretive manner in which search
warrants
are obtained and filed in court emerged from what happened in the early
morning darkness when ATF agents carried out a surprise raid at
Wilson's
home.
They were looking for a .30-.30 Winchester rifle, model 94, serial
number NRA 8315.
Wilson's widow, Tammy, wants to know why her husband was being
investigated. And how, she asks, did the raid turn deadly? Much to her
anger, the answers have remained secret.
Until Friday, the only items that had been unsealed were the search
warrant and an inventory of what was seized at the Wilson home. Both of
those documents had been given to the family at the time of the raid.
Friday, the court unsealed two more documents -- the Jan. 10
application
for the search warrant and an exhibit, which was an aerial photograph of

Wilson's isolated home.
Still sealed, however, is the probable-cause affidavit, which would
explain what kind of investigation the ATF was conducting and why a
no-knock raid was necessary.
No-knock raids allow officers to enter a home without announcing
themselves. The Wilson raid was to occur "in the daytime," according to
the
warrant. Federal law defines "daytime" as between 6 a.m. and 10 p.m.
ATF agents raided Wilson's home at 6:30 a.m. Sunrise that day was
around
7:15 a.m.
In documents filed with the court, the Democrat-Gazette argues:
"A man was shot and killed in his own bedroom by state and federal
authorities with a federal search warrant, and the press wants to know
why
the authorities were there. The government seeks to conceal this
information. In doing so, the government seeks to avoid accounting to
the
people for its conduct in this most unfortunate episode.
"By failing to account, the government engenders dark suspicions
about
its conduct."
In its initial response to the newspaper's motion, the government
argued
that unsealing the case file would compromise confidential information
related to the investigation and make public the names of witnesses
involved in the ATF investigation.
They also cited an ongoing investigation into the shootout by state
police, arguing that this unfinished inquiry should be grounds for keeping
the documents sealed.
The judge said Friday, however, that the state police investigation has
no bearing on whether the case file should be made public.
Although prosecutors are withdrawing their objections to unseal the
file, they want the names of witnesses and any information that would
identify those witnesses blacked out before the documents are made
public.
The importance of these witnesses is unclear. Authorities have said
their investigation of Wilson ended with his death and that no one else
will be charged in the case.
Prosecutors' reasons for requesting that portions of the documents be
censored aren't known because the government's response to the

of the CIA's Manhattan Institute and are colleagues of Charles Murray, author of the 
classic text of scientific racism, The Bell Curve. Most of Bush's advisors are also 
associated with the Bell Curve. As just one of many examples, Murray was a consultant 
on Tommy Thompsons' Wisconsin Welfare Reform program, which Bush will make the 
national model

influence on GW Bush and its very close decade-long association with Charles Murray,

New Bush Office Seeks
Closer Ties to Church Groups

WASHINGTON, Jan. 28 — President Bush has selected a University of Pennsylvania 
professor of political science to head the first federal office intended to promote 
the integration of religious groups into federally financed social services, several 
Bush advisers said today.

The advisers said the opening of the office and the appointment of John J. DiIulio Jr. 
to fill it would almost certainly be announced at a White House event on Monday, and 
they acknowledged that it would draw heated opposition from organizations and 
religious groups that advocate a strict separation of church and state.

But the encouragement and government financing of faith-based programs was a signature 
campaign issue for Mr. Bush, who has said he reads the Bible every day. And the 
decision to entrust the new federal office in charge of that effort to Mr. DiIulio, a 
widely published expert on juvenile crime with impressive academic credentials, is an 
example of the political caution with which the Bush administration will proceed.

The choice of Mr. DiIulio, in fact, is only one of several ways in which Mr. Bush and 
his aides are trying to blunt any impression that what the president is doing amounts 
to an evangelical endeavor.

"John is a social scientist who believes in empirical evidence," said one Bush 
adviser, stressing Mr. DiIulio's focus on provable results from faith-based social 
programs that address problems like substance abuse, youth violence and teenage 
pregnancy. The adviser also emphasized that Mr. DiIulio does not see faith-based 
programs "as a panacea," but rather as one arrow in a quiver with plenty of others.

In addition to Mr. DiIulio, the other central figure in the effort is Stephen 
Goldsmith, the former mayor of Indianapolis who was the chief domestic policy adviser 
for Mr. Bush's presidential campaign.

Several Bush advisers said Mr. Goldsmith would be the chairman of a new national 
advisory board whose work will complement that of the new federal office. Mr. 
Goldsmith will also serve as an official adviser to Mr. Bush on the issue.

Mr. Bush and his aides do not want the proposals related to faith-based programs that 
they unveil to seem too driven by religion. Indeed, the president's goal is to find 
new ways for the federal government to encourage private charities — including but not 
limited to religious groups — to provide more social services.

To that end, the title of the new federal office will allude not just to faith-based 
programs but also to community initiatives, although several advisers said the order 
in which the words "faith" and "community" would be placed was under debate.

Additionally, Mr. Bush has invited not only leaders of faith-based groups but also the 
heads of other not-for-profit organizations to meet on Monday morning at the White 
House to kick off a week of events intended to describe and promote the president's 
vision.

I have had a bronchitis that  I have NEVER had before but about a week
and a half ago as I left this establishment there they were contrails as
I have never seen before.   Two days later I became ill, my son became
ill, and small two year old grandson for I had warned my daughter to
keep him inside when she saw these things...some were so low looked like
rocket trails.

Now back in the 70 period they had meningitis bacteria, germ warfare -
Russia and USA had this stuff - now as I recall and I believe I am
correct in saying, there were two containers or cannisters - they were
not deadly until mixed.  Otherwise alleged to be "harmless".this was
about the time anthrax epidemic in Brazile, Mafia was buying up bad and
imported some meat to USA and there were three air force bases where
meningisit broke out - my two year old got this new strain the called
it, of meningitis noto the worst kind, but a virus and it took a day to
get the antidoteduring this time frame an officer from Lockbourne
AFB where they had an outbreak came into my room, and stood there and
looked at my son, who was beautiful - golden curls and blue eyes - then
he looked down at me, for I was sitting by his side - and his eyes were
eyes that I have seen before - well trained shall be say, and
intimidating - so my son later had to have a security guard watch him
due to something else which I will not go into now -

So I believe now some 30 years later they have found a way to dump this
poison and they are doing it by dumping in the skies - I imagine thre
are other deadly bacteria or this germ or chemical warfare that until
combined with other substances, are not at peak kill performance.

Look at New York City - they dumped this phoney West Nile Encelphalitis
stuff in the air and Encephalitis and Meningitis and Anthrax are related
- in the hospital I looked up meningitis in the mdical library and it
said "see Anthrax"...suddenly two hands came over my shoulder and said
"give me that - you will never understand it anyway"well I read
enough I got the message.

Remember when they dumped JFK coffin in the ocean - this was the one
damaged in Dallas - oh so long to dispose of this, but what was in it?
Remember they place cement in ocean full of radio active stuff and God
knows what elseso where does usually end - cement is so poorly made
my driveway going bad after 3 years and the city put it in - they say
the "salt
from streets" is causing itnow we have all this stuff in salt water
right - any of that stuff falling apart like some of our freewawy
bridges where bad cement was used?

So that is what I think - Lockbourne AFB is now a refueling
station...do not know much about these planes but what if this
refueliong stuff is loaded with something else and this is how they do
the dumping.   I am between Lockbourne and Wright Patterson maybe short
jump from here and planes from Wright Patterson involved as well?

What did they do with all these germs - are they dump it separately in
the skies - the last time my little grandson was seriously ill, my
daughter had ridden him ovr on her bicycle in a little seat, lhe had on
a helmet and I noted these contrails but at time did not really know
that much  of them...he ended up in hospital the next day - breathing or
respiratory problems.

Might add too those candles - pine scent - at Christmas time set off the
fire alarm and made us all sick..now they say they are deadly.

As of January 30, 280-400 bills have been introduced in at least 40 states
regarding the issues of Internet voting, standardizing vote counting
procedures in each state, and increasing the use of computers to count
votes, according to Jennie Drage at the National Conference of State
Legislatures.
The Florida vote count fiasco, especially the US Supreme Court's decision,
has pressured each state to make vote counting uniform and computerized.
New legislation would increase the use of computers to count votes and
would move decision making power about how votes are counted from the
county and municipal level to the state level across the US.
For thirty years the computerized vote count has functioned as the perfect
tool for those who seek to fraudulently manipulate elections!
In a nutshell, when computers are used to count votes, poll watchers,
election officials, even the Secretary of State, are not allowed to
actually see the vote count. All they can see are ballots being fed into a
computer, or no ballots at all, just a receipt from the computer at the end
of the election day. Nor are they allowed to examine the computer software,
which is what determines how the votes are counted. This amounts to an
illegal secret ballot count. Only the private corporations, which are paid
millions of taxpayer dollars to program the software, know whether the
votes will be counted accurately.
The newer computers even have modems enabling them to be accessed by other
computers, telephone, satellite, or even a cell phone. The rigging of
computer counted elections is essentially impossible to detect, or to prove.
Internet voting leaves no paper trail, making it impossible to have a
recount. Internet voting is even more riggable, less secure and
unverifiable than counting votes by computer. Another "innovation" already
in use, now being considered for standardized procedure, is touch screen
voting. This system is also computerized and also leaves no paper trail.
Canada, Britain, Switzerland, India and Israel count their paper-ballot
votes by hand. During the last election Canada counted 13 million votes in
4 hours. Forcing us to have our votes counted by unverifiable and riggable
computers violates the US Constitution and the State constitutions.

likely to be concerned about our vote count being accurate and verifiable:
political parties, the ACLU, local boards of elections in each county and

A discovery that earthly flora and fauna rebound and advance
rapidly after catastrophic collisions by space rocks highlights
the resourcefulness of life and bolsters a growing suspicion
that evolution does its best work in extreme crises.

When a comet or asteroid smacked Earth 65 million years
ago, the dinosaurs bid farewell. They could not adapt to a
world remade by the extreme ecological violence. They were
not alone. Roughly two-thirds of all life on Earth vanished.

But new species sprang forth from the catastrophe, evolving
quickly to fill new niches of climate, water and soil conditions.
A new study examined extraterrestrial dust to pin down just
how quickly.

In a mere 10,000 years -- the blink of an eye on a geologic
time scale -- the planet was repopulated by newly evolved
versions of tiny critters that had been mostly wiped out by the
impact, according to a study published in the March 9, 2001
issue of the journal Science.

Around the globe, layers of sediment deposited by ancient
seas hold a record of what has lived and died on Earth going
back billions of years. And when scientists dig, they usually
find a layer less than an inch (2 centimeters) thick that
contains virtually no fossils and is thought to correspond to the
time of the mass extinction. Careful analysis recently yielded a
surprisingly short estimate for the period of time represented
by those fossil-free layers, and the new thinking is that new
species arise and evolve much more quickly than scientists
had imagined.

The mass extinction came, the thinking goes, after a cosmic
impact in what is now Mexico's Yucatan Peninsula shook the
planet and sent up a choking mix of dust and chemicals that
darkened the global skies for possibly decades. Most plankton
and many tropical marine invertebrates, especially
reef-dwellers, perished in the event, along with many species
of land animals and plants.

Until now, some researchers have supposed it took hundreds
of thousands of years for many species to die out as the
impact combined with other killing mechanisms, such as
long-term volcanic activity or changing sea levels.

Clues in space dust

The new research measured space dust laid down in the
ancient sediment. Packed inside the dust, and revealing its
extraterrestrial origin, was helium 3, an isotope of helium that
is rarely found on Earth except when it originated from space.

The dust, deposited at a steady rate over millions of years,
revealed how much time passed -- just 10,000 years --
between the demise of vast numbers of marine organisms and
the rebirth of new ones.

"These types of severe mass extinctions seem to pave the
way for life to more or less reinvent itself and come back even
stronger and more capable of adapting to extreme
environmental change," said the University of Washington's
Luann Becker, who was not involved in the study. "We simply
don't get significant evolutionary change without an
extraterrestrial cause."

Becker, who in February provided evidence that an earlier
mass extinction was caused by a space rock, said the new
study is consistent with what paleontologists have been
suggesting in recent years: The worst extinctions seem to be
rapid events. And she said the ability of organisms to
re-emerge quickly might shed light on how life evolved on Earth
in the beginning, billions of years ago, when the planet was
regularly pummeled by comets and asteroids.

Ruling out other causes of extinction

The evidence for the short recovery is recorded in exposed
layers of Earth that formed at the bottom of ancient seas about
100 miles (160 kilometers) north of what is now Rome.

Prior to the impact, marine organisms lived and died in droves,
and their corpses helped create a global coffin of limestone
that built up over the eons. Abruptly, the limestone layers stop,
covered over by thin layer of clay that formed in the virtual
absence of marine life. Above that clay the limestone sharply
resumes, which means marine organisms had repopulated the
Earth, and had done so in a rather sudden manner.

Researchers have long known the thickness of this relatively
fossil-free layer of clay, but they have argued over how much
time passed during its creation. The clay layer marks the
boundary between the Cretaceous and Tertiary Eras of
geologic time.

"And now we know how far apart they are in time," said
Kenneth Farley, a Caltech geochemist and coauthor of the
Science paper discussing the research.

The finding implies that the impact itself, along with the severe
climatic and geologic effects it generated, was the primary
reason the dinosaurs and other species perished.

the local residents and/or loggers, the results would be a lot better.  I
remember when the mountain top slid into the reservoir of the Vaiont Dam in
Italy about thirty years ago.  I think there were about eight survivors.
Eight or ten million dollars were collected to help the survivors and
rebuild the city of Longaron that had been destroyed.  It was decided not to
try to rebuild.  I'll bet the survivors never saw a dime of that money, but

Brooksville is a dreary rural town about an hour north of Tampa that greets
visitors from the interstate with a dilapidated bowling alley, a
septic-tank dealership, and a string of old cars rotting by the side of the
road. Ordinarily it's a sleepy, out-of-the-way place. But it's home to the
Hernando County election office, and so, for a few hours last week,
Brooksville was ground zero in the ongoing inquiry into exactly who won a
majority of the roughly six million Florida votes cast for president of the
United States.
On a humid Wednesday morning, Hernando's tiny election office is crowded
with visitors: four researchers from the consortium of major media
organizations (including The New York Times, The Washington Post, CNN, and
the Associated Press) reexamining all 180,000 Florida ballots that
registered no vote for president; two reporters from The Miami Herald,
which is conducting its own recount; and four Republican activists
observing the proceedings. All stare solemnly as county election workers
gingerly hold up Hernando's rejected ballots for examination one by one.
What they see is at once funny and sad. The county uses a
fill-in-the-bubble "optical scan" system, and dozens of ballots show two,
three, or more bubbles filled in the presidential column. On some ballots
the entire column is filled in. More than a few contain votes for every
candidate except one. Some absentee voters apparently tried in vain to
white-out reconsidered votes. One patriot wrote in "Bart and Homer Simson
[sic]"; another scrawled the words "Terrible Choice!" across the page.
But amid the mass of incoherent ballots, election workers turn up several
that express a clear preference for one candidate, usually Al Gore. By my
count, Gore picks up a net total of ten votes here: a small dent in George
W. Bush's official 537-vote statewide margin of victory but potentially
significant given Hernando's tiny voting population of about 91,000. All in
all, Brooksville seems to be playing its role in a tedious but sober and
fair-minded effort to discern the intent of the Florida voters on November
7, 2000.
But not according to Frank Colletti, chairman of the Hernando County
Republican Executive Committee. "It's absurd," he booms, waving his hand
toward the stacks of ballots in the county election office. "There's
everything in the world [on the ballots]. They're going to find whatever
they want to find." A Republican colleague of Colletti's whose name I don't
catch adds his two cents: "All those papers fit together with the same
political bent."
Sound familiar? It should. In order to discredit a media survey they fear
will discover enough missed Gore votes to undermine Bush's tenuous claim to
presidential legitimacy, GOP activists are reopening the anti-recount
playbook that helped put their man in office in the first place. Their
goal: to transform a deliberate, comprehensive ballot review conducted by
unbiased outside researchers into a chaotic, corrupt, and unfair process, a
circus of fallen chads and incompetent methodology conducted by partisan
hacks seeking to overturn the election. And the Republicans are doing a
pretty good job. After all, they've done it once before.
The media consortium has gone to great lengths to make its count
professional and unbiased. Rather than dispatch their own reporters,
consortium members hired the National Opinion Research Center (NORC), a
nonprofit social science institute at the University of Chicago, to run the
ballot review. Norc designed an elaborate classification system, giving its
researchers standardized forms and codes to categorize ballots as
objectively and in as much detail as possible. Researchers in counties
using punch-card ballots not only note, for instance, which chads are
detached from a ballot and by how many corners. They can also choose from
more nuanced descriptions such as "Dimpled chad, no sunlight," "Dimpled
chad, sunlight," or "Dimple with or without sunlight, off chad, on border
above." In the case of optical-scan ballots, the options include "Circled
party name," "Other mark on or near candidate name," and "Arrow/oval marked
other than fill, then erased or partially erased." Every ballot is examined
independently by three researchers, all of whose conclusions will be
entered into norc's final database. In order to be hired, researchers
cannot have worked for or donated money to a state- or national-level
political candidate in the past ten years.  They're even required to pass
eye exams.
Moreover, unlike other recent ballot reexaminations, the consortium is
statewide and counts both "undervotes," which result when a machine fails
to detect any presidential choice on a ballot (an undetached chad, for
instance, or a bubble circled rather than filled in), and "overvotes,"
which result when a machine detects

RANDOLPH AIR FORCE BASE, Texas (AFPN) -- Senior Airman Shahid Gill "looks
out" over the airfield from the east control tower here.  He maintains
surveillance of aircraft and ensures they maintain separation and assigned
ground tracks.

After making sure all aircraft land safely, he removes his head-mounted
display and takes a seat to review his performance with his trainer.

Gill and other air traffic controllers here are using the high-tech
advantage of virtual reality to develop their job skills. The focus of the
training is the safe handling of aircraft.

Randolph is the first Air Force base to test the prototype Air Traffic
Control Virtual Reality Simulator, said Master Sgt. Steven May, chief of air
traffic control training for the 12th Operations Support Squadron here.
Three other bases, Altus and Vance Air Force Bases in Oklahoma, and Luke AFB
in Arizona, are scheduled to receive the virtual reality device for
evaluation by the end of march.

The simulator is designed to reduce the time it takes to effectively train
tower air traffic controllers, May said.

Under an evaluation that will last through 2001, controllers at the four
test bases will put the virtual reality trainer through its paces to
determine if the simulator saves time and money, while providing better
training for controllers.

So far, it's lived up to billing, May said. It will provide more realistic
training for apprentice controllers before they actually step into the
tower.

Two controllers are involved in the process, a trainer and a trainee. The
trainer operates a computer to generate maneuvers for the virtual reality
aircraft.  The maneuvers are then merged to form a flight profile.  Several
profiles are combined to form a training scenario.

The trainee wears the head-mounted display, which provides a virtual
presentation, as if the trainee were standing in one of Randolph's two
towers.  The trainer and trainee communicate with each other through
headsets.

"We feel very fortunate to be the first Air Force base to have this
opportunity," said Staff Sgt. James Shad, chief of standardization and
evaluation for the 12th OSS. "I believe our apprentice air traffic
controllers will be able to use the simulator to enhance their training, and
it should help to fully certify them in a shorter amount of time."

The high-tech system has met with approval among 16 Randolph controllers who
have used it so far.

"I like the virtual reality trainer because it is just what new trainees
would need to get over the initial stage of fright," said Airman 1st Class
Paul Polanco, an air traffic controller with the 12th OSS.  "I have a
feeling now of what to expect."

ARLINGTON, Va. (AFPN) -- Gone are the days when you go to a military
treatment facility and see whoever is available. By June, most TRICARE Prime
enrollees should know their doctor's name.

TRICARE policy used to be to assign patients to a group of primary care
providers. Now, patients are being assigned to an individual to manage their
health care, said Army Dr. (Lt. Col.) Scott Goodrich, a project officer at
the TRICARE Management Activity here.

"Previously, people would be looking for physicians to call their own.
They'd request the same physician each visit," he said. But the system was
not set up to ensure that would happen.

Goodrich, a family practitioner himself, said people have often asked him to
be their doctor. He said he would always agree, but outdated computer
systems and inadequate infrastructure sometimes kept patients from getting
appointments with him.

"I've never been able to guarantee that promise could be kept," he said.
"This is something patients always wanted, but we're just now able to
deliver."

Managers in the various TRICARE regions are currently assigning patients to
specific providers, Goodrich said, noting several regions are already
finished. Many beneficiaries have already been notified by mail who their
assigned provider is, he said.

The initial migration from the group system to by-name assignments should be
complete by June, he said. After that, TRICARE's ideal would be that 100
percent of newly assigned patients receive a provider-by-name
notification100 percent of the time, Goodrich said.

Goodrich asked for patience, though -- beneficiaries should expect localized
glitches. Until the migration is done, those who want to know their assigned
providers should contact their local clinic staff or appointment clerk, he
said.

"This is a huge burden on medical treatment facilities, but many have been
very good about notifying patients all the same," he

Why the rush to get US Vice President Cheney back on the job?

Under the US Constitution, the vice president of the United States has no 
prescribed duties except the largely formal one of presiding over the Senate, 
where he exercises only the power to cast a deciding vote in the event of a 
tie. Otherwise, the vice president is held in reserve, to succeed to the 
presidency in the event of death or incapacity of the president.
Something very different is at work in the Bush administration, as evidenced 
by the obscene haste in rushing Richard Cheney back to work after his 
angioplasty, the second serious heart procedure the vice president has 
undergone in four months. Cheney left George Washington University Medical 
Center Tuesday morning and returned directly to work in his official 
residence. He was back at his desk in the White House the following day.
Angioplasty is a medical procedure with serious consequences even in the best 
of circumstances, and Cheney's are hardly the best. The vice president is 60 
years old and has had heart disease for at least 20 years, including four 
heart attacks—the first of which occurred when he was 37—and a quadruple 
bypass operation, one of the most complicated and intrusive of surgical 
procedures.
Medical authorities commenting in the press were careful not to openly 
criticize Cheney's quick return to work, but it is clear that no 
conscientious cardiologist would advocate that a recovering heart patient 
plunge back immediately into a stressful job. A boss who ordered a 
subordinate back to work under such conditions would be considered inhumane. 
Such an action is both extraordinary and reckless.
Cheney, of course, does not occupy just any job. He plays a central—or, more 
precisely, the central—role in the Bush administration, at the summit of the 
American government and the center of world politics. According to his own 
doctors, there is a 40 percent chance that he will suffer another such 
episode of chest pain from scar tissue forming around the metal brace, or 
stent, which holds open his artery. According to the Duke Data Bank for 
Cardiovascular Disease, there is a 1 in 10 statistical probability, given his 
medical condition, that Cheney will die before completing his four-year term 
in office.
The statements about this episode coming from Bush administration spokesmen 
range from the silly to the bizarre. They have uniformly downplayed the 
significance of the heart problem, described the emergency operation as a 
“precautionary measure,” and dismissed any concern over Cheney's immediate 
return to work.
Perhaps the strangest comments came from Bush himself, who first avowed that 
he was no doctor, then pronounced the opinion that Cheney was fully recovered 
and capable of performing his duties. (This from the man who concealed 
Cheney's heart attack last November—or perhaps was not even informed of it by 
his handlers.)
For any modern American administration, the incapacity of the vice president 
would constitute a significant political problem, simply because the vice 
president is next in the line of succession to the presidency. Eight vice 
presidents—John Tyler, Millard Fillmore, Andrew Johnson, Chester Arthur, 
Theodore Roosevelt, Harry Truman, Lyndon Johnson and Gerald Ford—have 
succeeded to the presidency on the death (or in Ford's case resignation) of a 
president.
After Johnson succeeded the assassinated John F. Kennedy in November 1963, 
the office of vice president lay vacant for 14 months. This prompted passage 
of the 25th Amendment to the US Constitution in 1967, providing that in the 
event of such a vacancy the president nominates a new vice president, with 
the approval of a majority of each house of Congress. The importance of this 
provision became clear when Ford replaced Nixon's disgraced vice president, 
Spiro Agnew, in 1973—clearing the way for the ouster of Nixon himself and 
Ford's assumption of the presidency. President Ford in his turn named Nelson 
Rockefeller as vice president.
In the present case, the possible incapacity of the vice president 
constitutes a full-blown political crisis because, as the media is well 
aware, Vice President Cheney is the man actually running the country. 
According to press accounts of the internal functioning of the Bush 
administration, Cheney has assumed the following roles:
* chief of personnel, heading up Bush's transition team which selected his 
cabinet, White House staff and lower-level appointees.
* chief authority on national security matters, working with Secretary of 
Defense Donald Rumsfeld, Cheney's mentor in Republican politics, and 
Secretary of State Colin Powell, his partner in the 1991 Persian Gulf War.
* chief arbiter of budget matters, as chairman of the budget review board, 
the group of senior officials who reviewed budget requests from cabinet 
members and federal agencies.

THE CENTRAL Intelligence Agency (CIA) worked in tandem with Pakistan to
create the "monster" that is today Afghanistan's ruling Taliban, a leading US
expert on South Asia said here.

"I warned them that we were creating a monster," Selig Harrison from the
Woodrow Wilson International Center for Scholars said at the conference here
last week on "Terrorism and Regional Security: Managing the Challenges in
Asia."

Harrison said: "The CIA made a historic mistake in encouraging Islamic groups
from all over the world to come to Afghanistan." The US provided $3 billion
for building up these Islamic groups, and it accepted Pakistan's demand that
they should decide how this money should be spent, Harrison said.

 Harrison, who spoke before the Taliban assault on the Buddha statues was
launched, told the gathering of security experts that he had meetings with
CIA leaders at the time when Islamic forces were being strengthened in
Afghanistan. "They told me these people were fanatical, and the more fierce
they were the more fiercely they would fight the Soviets," he said. "I warned
them that we were creating a monster."

Harrison, who has written five books on Asian affairs and US relations with
Asia, has had extensive contact with the CIA and political leaders in South
Asia. Harrison was a senior associate of the Carnegie Endowment for
International Peace between 1974 and 1996.

Harrison who is now senior fellow with The Century Foundation recalled a
conversation he had with the late Gen Zia-ul Haq of Pakistan. "Gen Zia spoke
to me about expanding Pakistan's sphere of influence to control Afghanistan,
then Uzbekistan and Tajikstan and then Iran and Turkey," Harrison said. That
design continues, he said. Gen. Mohammed Aziz who was involved in that Zia
plan has been elevated now to a key position by Chief Executive, Gen. Pervez
Musharraf, Harrison said.

The old associations between the intelligence agencies continue, Harrison
said. "The CIA still has close links with the ISI (Pakistan's Inter-Services
Intelligence)."

Today that money and those weapons have helped build up the Taliban, Harrison
said. "The Taliban are not just recruits from 'madrassas' (Muslim theological
schools) but are on the payroll of the ISI (Inter Services Intelligence, the
intelligence wing of the Pakistani government)." The Taliban are now "making
a living out of terrorism."

Harrison said the UN Security Council resolution number 1333 calls for an
embargo on arms to the Taliban. "But it is a resolution without teeth because
it does not provide sanctions for non-compliance," he said. "The US is not
backing the Russians who want to give more teeth to the resolution."

Now it is Pakistan that "holds the key to the future of Afghanistan,"
Harrison said. The creation of the Taliban was central to Pakistan's
"pan-Islamic vision," Harrison said.

It came after "the CIA made the historic mistake of encouraging Islamic
groups from all over the world to come to Afghanistan," he said.

The creation of the Taliban had been "actively encouraged by the ISI and the
CIA," he said. "Pakistan has been building up Afghan collaborators who will
sustain Pakistan," he said.

The Bush administration has tagged for possible defunding a little-known
government program started by former President Clinton, which has moved more
than 50,000 people off welfare rolls and onto the federal payroll,
WorldNetDaily has learned.

Federal agencies have hired a total of 50,417 welfare recipients through
Clinton's "welfare-to-work" initiative -- exceeding the program's goal by
nearly five times, according to data compiled by the Office of Personnel
Management through Dec. 22.

Clinton set a target of 10,638 total hires in 1997, when he ordered agencies
to recruit those on the dole to soften the blow from welfare reform. The
GOP-led measure set limits on cash aid to able-bodied poor.

It's not immediately clear how much the program has cost, but it certainly
hasn't been cheap.

Many of the government's welfare hires hold jobs paying around $25,000 a
year, not including federal health benefits.

The Clinton administration also kicked in transportation and child-care
subsidies, as well as scholarships, for many of its welfare employees.

Critics of the program say it should be abolished.

"That's been a complete waste of money," said Heritage Foundation welfare
analyst Robert Rector.

According to one Bush administration official, the program is on the chopping
block.

"It's one of the policies the Bush White House is looking at discontinuing"
under the new budget, said the official, who wished to go unnamed.

White House spokesman Christopher "Jimmy" Orr stopped short of confirming
that the program will be nixed.

But he stressed that President Bush would rather see welfare handled outside
of Washington.

"The president has discussed the need to make federal assistance more
effective and more tailored to local needs," Orr said, referring to Bush's
faith-based charity initiative (which, ironically enough, will be run by a
new, full-time government staff working out of a separate White House
office).

Rector says Clinton's welfare-to-government-work plan is welfare by another
name -- and costlier.

Welfare by another name

"There's nothing wrong with make-work, but you don't want to make it [pay]
more than the existing welfare benefit," he said.

"If a single mother on welfare is making $6,000 a year under the new TANF
[Temporary Assistance for Needy Families], a state can make her do, say, 20
hours a week of community-service work for that benefit," Rector explained.
"If in lieu of that, you suddenly give her a make-work government job that
pays double that, or even $20,000 or more a year, you actually run the
possibility of attracting people to come into welfare to get that kind of
sinecure."

What's more, federal jobs offer health care and other benefits and pay more
than many of the private-sector jobs available to low-skilled people on
welfare. Rector says those who are moved into the government will probably
become "entrenched" there.

Mike Orenstein, who's been monitoring the Clinton program for the Office of
Personnel Management, says the welfare hires hold government jobs ranging
from mail clerks to secretaries to truck drivers.

"It's not a make-work program," he argued -- although he admitted that many
of the welfare hires have been paid while enrolled in lengthy job-training
programs that teach basic skills such as how to answer a telephone.

The number of welfare recipients working as federal employees ballooned in
Clinton's last year, rising from slightly more than 14,000 to more than
50,000.

But Orenstein says the Census Bureau, staffing up for the 2000 population
survey, accounted for most of the increase.

"Most of them were temporary jobs -- you know, knocking on doors, providing
staff support -- for the census," he said.

However, "there were some conversions" into full-time government jobs, he
said.

Besides Census, the IRS and Defense Department absorbed the lion's share of
the welfare recruits.

Goading contractors

The Clinton administration also goaded government contractors into hiring
welfare recipients.

Under the welfare-to-work program, contractors bidding for government
projects get extra points for submitting a plan for hiring people off the
dole.

The Energy Department, for one, got its contractors -- including ones working
at Los Alamos National Laboratory -- to train and hire more than 60 welfare
takers.

Those numbers were not counted in the 50,417 tally.

The Russian government -- economically challenged through much of the 1990s
and frustrated with its declining influence around the world -- has launched
a new diplomatic effort aimed at reinvigorating old Cold War alliances and
making new friends by increasing its arms sales.

In many cases, Moscow is hawking its most sophisticated weapons systems at
bargain prices. And though much of its arms trade has been focused on two
nations, Russia is beginning to cultivate many new clients who are unable to
manufacture their own weaponry or are starved for technology.

Worse, Moscow is increasingly willing to sell sophisticated weaponry to
countries that have been historically opposed to the U.S. or could become
peer competitors to Washington in the next decade.

From the top

The decisions being made to revamp Russia's once-ailing military-industrial
complex are not necessarily being made within the industry. Rather, they are
coming from the top of the Russian government, as President Vladimir Putin
has adopted a much more aggressive foreign policy approach than his
predecessor, Boris Yeltsin.

"Since his election as president of Russia in March 2000, Vladimir Putin has
embarked on an intense effort to enhance Russia's international status and
return it to the ranks of the world's great powers," said a Jan. 18 paper
authored by Dr. Ariel Cohen, Ph.D., research fellow in Russian and Eurasian
Studies in the Kathryn and Shelby Cullom Davis Institute for International
Studies at The Heritage Foundation.

"This effort includes strengthening Russia's influence with its neighbors,
states in the Middle East, and the Europe Union," Cohen said.

"Heavily influenced by the agenda of former Prime Minister Evgeny Primakov,
who advocated creation of a 'multipolar' world in which America's status and
power decline, Putin is using arms sales and energy exports to expand
Russia's spheres of influence," said the Heritage expert.

"Moscow continues to value arms and technology sales as a major source of
funds," CIA Director George Tenet said in testimony before the Senate
Intelligence Committee Feb. 7.

Russia "is increasingly using them as a tool to improve ties to its regional
partners ..." he noted, adding that Moscow is supplying all kinds of
conventional weapons technology -- including ballistic missile technology --
to client states.

Burgeoning arms sales

Most of Russia's "arms-sales diplomacy" has focused on China and India, who
buy 70 percent of Moscow's arms exports. However, Russia is expanding its
influence by way of such sales throughout Asia and the Middle East.

China has become a top importer of Russian military equipment and systems,
which is ironic given the historical animosity between Beijing and the former
Soviet Union.

Nevertheless, Russia has agreed to sell China sophisticated Sovremmeny-class
destroyers, "Sunburn" anti-ship missiles, and advanced Sukoi Su-30 MKK
fighter aircraft. Also, both nations have agreed to cooperate on the joint
development of new military technologies, including so-called "asymmetrical"
warfare (cyberwarfare) technology aimed at curbing U.S. dominance in this
area.

The second largest Russian military customer has been India. New Delhi has
managed to purchase everything from tanks to fighter aircraft, to completely
refurbished aircraft carriers.

Iran has also become a top Russian military arms customer.

Specifically, Russia is assisting Iran in building a nuclear reactor in the
1,000-megawatt range at the Persian Gulf port city of Bushehr -- the project
is 90 percent complete and should be finished by 2003. The Bushehr reactor is
one of two Russia is helping Iran build; Moscow is also constructing two in
India and another pair in China.

Also, Iran has purchased anti-ship missiles and Kilo-class diesel-electric
submarines from Moscow, and is considering a new $7 billion arms deal that
includes modern short-range air-defense missiles and other equipment.

Russia has also sold weapons to Libya and last week signed a new military
"cooperation agreement" with its old ally, Vietnam.

To underscore Russia's renewed commitment to diplomacy through arms sales,
Moscow's sales figures rose 22 percent last year alone to $4.5 billion (by
comparison, the U.S. sold $11.8 billion in weapons in 1999, making it the
largest arms seller in the world).

Israeli government officials have denied an Ethiopian press report that said
the Jewish state had held negotiations with neighboring Eritrea to construct
a Red Sea base to berth its three Dolphin-class submarines.

Ethiopian daily newspaper The Telegraph said Israel's negotiations for a base
located on an Eritrean-held island were unsuccessful, but Israeli officials
said the report was "totally unfounded."

Quoting Arab sources, WorldNetDaily reported March 1 that Israel was
searching for a Red Sea base in which to locate its German-built submarines,
which are reportedly capable of firing nuclear-tipped surface-to-surface
missiles with a range of about 1,000 miles.

But Israeli officials, the Telegraph said, denied any negotiations with
Eritrea and in particular denied reports that the Jewish state is searching
for a Red Sea sub base at all.

Arab sources reported that Israel -- concerned about the growing power of
Iran -- had decided it could not build a strategic sub base in the Persian
Gulf or surrounding waters because the base would fall within range of
Iranian ballistic missiles.

Also, a Red Sea location would put Israeli subs out of range of current
Iranian missiles but still allow Israel to hit targets in the Islamic
republic using its sub-launched missiles.

The Israeli press reports that the Jewish state had successfully tested the
missiles off the coast of Sri Lanka in May of last year. All missiles hit
their respective targets.

In particular, the Jewish state is alarmed over Tehran's successful test
firing of its latest ballistic missile -- the Shahab-3 -- which is said to
have a range of 1,200-1,500 kilometers (720-930 miles). Intelligence reports
said the missile is based on the North Korean NoDong I.

Iran successfully tested the Shahab-3 July 15, 2000, followed by another test
firing Sept. 21. Tehran is also working with the North Koreans to develop the
Shahab-4 and Shahab-5, the latter having intercontinental capabilities.

Arab sources, quoted in the Ethiopian-based Telegraph, say Israel has loaded
its Dolphin subs with four surface-to-surface missiles capable of delivering
nuclear payloads.

Israel has long been suspected of being a nuclear state, but has never
publicly admitted it possessed nuclear weapons and the delivery systems for
them.

Israel's Dolphin submarines can remain submerged for up to 30 days, and if
capable of launching nuclear missiles, could provide the deterrent factor
against Iran and other regional enemies being sought by Israel Defense Force
commanders, experts say.

 Fear of foreign spies was already inordinately high in the United States 
when the sensational espionage charges against Robert Philip Hanssen hit the 
headlines. The media and the public, always starved for drama, have been 
captivated. The executive branch is planning tough-sounding remedies, 
including new super organizations. Existing counterintelligence bureaucracies 
have exploited the "crisis" to grow and expand. And counterspy measures, 
resources and personnel are already greater than they were during the height 
of the Cold War. 
 President Bush is expected soon to approve establishment of a new 
counterintelligence policy board headed by a counterintelligence czar who 
will report to a new counterintelligence board of directors. This, despite 
the fact that there is no more KGB, no more Soviet Union. 
 Judging by discussions in the media, the new so-called proactive 
measures being planned are those that monitor our own people and control 
sensitive documents. An example of one of these measures is the explosion in 
job opportunities for internal security agents in the State Department. If 
former Secretary of State Madeleine Albright's plan is carried out, State 
will hire 500 new security agents, bringing the total of such officers in the 
foreign service to 1,500. This compares with a total of only 2,500 foreign 
service officers who perform the department's core work of 
diplomacy--reporting, analysis, advocacy and negotiation on bilateral and 
international issues--including ambassadors, their deputies and other program 
direction officers. 
 While security expands, some 700 other foreign service positions remain 
vacant because of lack of funding. Some of the work normally done by 
diplomats is now being performed by officers in our foreign missions from the 
CIA and the Pentagon, neither of which have a comparable budget problem. 
 Yet the current danger we face from foreign espionage is a mere fraction 
of that posed from the 1930s to the fall of the Soviet Union in 1991. The 
mighty KGB's successor, the SVR, like the Soviet Navy and all the other wings 
of the old Communist regime's security establishment, is a shadow of its 
former self. For eight years, the SVR did not even contact Hanssen, one of 
the best-positioned moles in the United States the old KGB ever had. Except 
for Cuba, the SVR has lost all of the KGB's sister services, including the 
once extraordinarily effective East German Stasi. Moreover, since the 
emergence of Russia as a relatively open but very strained society, the 
ability of Western services to penetrate the SVR has geometrically increased. 
The double agent in the SVR who exposed the apparent double-crosser Hanssen 
apparently handed over the entire KGB file. 
 The deeds of our counterspy turncoats resulted in the deaths of some of 
our Russian moles and are deserving of harsh punishment, but the consequences 
of their actions had no critical impact on vital U.S. interests. Notably, the 
FBI tunnel under the Russian Embassy in Washington reportedly revealed by 
Hanssen apparently produced no major intelligence. (Likewise the previous big 
American tunneling exercise, the famous 1950s CIA dig in Berlin, was a bust 
from the start. A Russian mole in London tipped off the KGB to the project 
before it even began.) 
 To declare to the press, as some intelligence sources are doing, that 
Hanssen and Aldrich Ames brought about the "greatest losses in the history of 
American intelligence" is to focus on damage to the counterspy organizations 
themselves and not to basic national interests, as for example was the case 
in the theft of nuclear secrets or submarine codes. 
 The massive spying and internal security apparatus of the KGB did not 
save the Soviet Union. Why now, when we face no such monolithic monster, do 
we need a counterintelligence czar, expanded polygraphs, more intrusive 
monitoring of personnel, a draconian "official secrets act" and many more 
internal security agents in the State Department and elsewhere? 
 We won the hot and cold wars the old way, by maintaining a reasonable 
level of internal controls but concentrating on offense--penetration, mole 
implantation and communications intercepts. We need to safeguard 
counterintelligence and other sensitive information, but the possibilities 
and the consequences of both foreign espionage and counterspying should be 
kept in perspective. 
 As George F. Kennan, architect of America's Cold War containment policy, 
once observed, counterintelligence takes on aspects that cause it to be 
viewed as a game, played in its own right. The fascination it exerts, he 
concluded, tends wholly to obscure, even for the general public, the original 
reasons for it.

 The controversy about the Boy Scouts’ anti-gay policy appears to be helping
the local council -- at least with donors to Heart of Florida United Way.

When it’s all added up, the charity thinks the Scouts will receive more than
$330,000 from people who earmarked all or part of their United Way donation
for the group. The council asked only for $325,000.

"They’re going to get slightly more than they requested for their programs,"
United Way spokeswoman Michelle Herbold said.

Donors made their decision to give directly to the Boy Scouts last fall, when
it looked as though the organization might be completely cut off from future
United Way money because of the charity’s policy barring any of its agencies
from discriminating.

While the Scouts still don’t meet those requirements, last month the United
Way board agreed to allow the group to continue to receive only dollars
dedicated by donors. A bigger windfall has come from Dr. Phillips Inc., home
to two of the region’s oldest and most generous foundations. For the next
three years, the investment proceeds earned by nearly $1.5 million Dr.
Phillips has handed to the United Way will go to the Scouts.

Dr. Phillips didn’t make a contribution to United Way’s fall campaign
because of the board’s initial decision to pass the nondiscrimination policy.

Jim Hinson, president of Dr. Phillips, said he hopes the fund will yield 5 to
6 percent of the original sum for the Scouts. That could be more than
$225,000 over three years.

The combination has the Scouts smiling -- but top officials know that when
the publicity from the United Way flap fades, so could the flood of
designations. For example, during the fall 1999 campaign, donors pledged
$80,000 directly to the Scouts. But the organization got $310,000, with the
difference coming from the general pool of donor dollars. That kind of gap
won’t be made up under the terms agreed to by the United Way and the Scouts
last month.

Beginning this fall, United Way will take the money donated straight to the
Scouts, take 13 percent for overhead, then hand it over.

Even though the 2000 campaign -- which raised $20 million in Orange, Seminole
and Osceola counties -- ended in November, the amounts designated by donors
are only now becoming available.

Tico Perez, president of the local Scouts council, said he is pleased at the
money coming in. But the Scouts have to plan for a time when that river runs
dry, he said.

"The key to that is going to be that the people who designated to this
campaign continue to designate to us in the future," Perez said. "Hopefully,
our donors will continue to remember us. We certainly hope that people will
not forget."

Nationally, pressure is building on the Scouts from governments and a number
of organizations that give grants. Locally, Orlando Sentinel Communications,
parent company of the Orlando Sentinel, said it will no longer give grants to
programs run by the Scouts that discriminate because of sexual orientation or
religion.

The company gave $16,000 to the Scouts last year through money raised by the
newspaper’s Sentinel Santa program. The company encouraged the Scouts to
reapply for grant money, but only for programs that do not discriminate.

Hinson said helping the Scouts build a nest egg was the intent of the Dr.
Phillips board in offering the proceeds from the $1.5 million.

"They need to take these new dollars that are coming in and begin to create
their own longstanding endowment to create income for themselves over the
years," he said.

The Russian army is breaking ranks – and breaking its long silence – over
the hated war in Chechnya.
In an interview published in Obshchaya Gazeta, Maj. Gen. Vladimir Dudnik
concludes that Russian President Putin "may need this war, but Russia does
not." Dudnik challenges the orthodoxy that this is a guerrilla war, comparing
it instead to the battle against the Baltic nationalists who fought on
against Soviet rule after World War II.

"The Baltic region was conquered only in 1956," Dudnik notes, and even then
the Latvian, Lithuanian and Estonian resistance was so deep-rooted that
Moscow had to accept their independence in 1991. The parallel with the
Chechens is striking – and the Russian army has had enough.

I can think of no other way to say this, so here goes: white people need to 
pull our heads out of our collective ass. Two more white children are dead 
and thirteen are injured, and another "nice" community is scratching its 
blonde head, utterly perplexed at how a school shooting the likes of the one 
yesterday in Santee, California could happen. After all, as the Mayor of the 
town said in an interview with CNN: "We're a solid town, a good town, with 
good kids, a good church-going town…an All-American town." Yeah, well maybe 
that's the problem. I said this after Columbine and no one listened so I'll 
say it again: white people live in an utter state of self-delusion. We think 
danger is black, brown and poor, and if we can just move far enough away from 
"those people" in the cities we'll be safe. If we can just find an 
"all-American" town, life will be better, because "things like this just 
don't happen here." Well bullshit on that. In case you hadn't noticed, "here" 
is about the only place these kinds of things do happen. Oh sure, there is 
plenty of violence in urban communities and schools. But mass murder; 
wholesale slaughter; take-a-gun-and-see-how-many-you can-kill kinda craziness 
seems made for those safe places: the white suburbs or rural communities. And 
yet once again, we hear the FBI insist there is no "profile" of a school 
shooter. Come again? White boy after white boy after white boy, with very few 
exceptions to that rule (and none in the mass shooting category), decides to 
use their classmates for target practice, and yet there is no profile? 
Imagine if all these killers had been black: would we still hesitate to put a 
racial face on the perpetrators? Doubtful. Indeed, if any black child in 
America -- especially in the mostly white suburbs of Littleton, or Santee -- 
were to openly discuss their plans to murder fellow students, as happened 
both at Columbine and now Santana High, you can bet your ass that somebody 
would have turned them in, and the cops would have beat a path to their 
doorstep. But when whites discuss their murderous intentions, our stereotypes 
of what danger looks like cause us to ignore it -- they're just "talking" and 
won't really do anything. How many kids have to die before we rethink that 
nonsense? How many dazed and confused parents, Mayors and Sheriffs do we have 
to listen to, describing how "normal" and safe their community is, and how 
they just can't understand what went wrong? I'll tell you what went wrong and 
it's not TV, rap music, video games or a lack of prayer in school. What went 
wrong is that white Americans decided to ignore dysfunction and violence when 
it only affected other communities, and thereby blinded themselves to the 
inevitable creeping of chaos which never remains isolated too long. What 
affects the urban "ghetto" today will be coming to a Wal-Mart near you 
tomorrow, and unless you address the emptiness, pain, isolation and lack of 
hope felt by children of color and the poor, then don't be shocked when the 
support systems aren't there for your kids either. What went wrong is that we 
allowed ourselves to be lulled into a false sense of security by media 
representations of crime and violence that portray both as the province of 
those who are anything but white like us. We ignore the warning signs, 
because in our minds the warning signs don't live in our neighborhood, but 
across town, in that place where we lock our car doors on the rare occasion 
we have to drive there. That false sense of security -- the result of racist 
and classist stereotypes -- then gets people killed. And still we act amazed. 
But listen up my fellow white Americans: your children are no better, no 
nicer, no more moral, no more decent than anyone else. Dysfunction is all 
around you, whether you choose to recognize it or not. According to the 
Centers for Disease Control, and Department of Health and Human Services, it 
is your children, and not those of the urban ghetto, who are most likely to 
use drugs. That's right: white high school students are seven times more 
likely than blacks to have used cocaine; eight times more likely to have 
smoked crack; ten times more likely to have used LSD and seven times more 
likely to have used heroin. In fact, there are more white high school 
students who have used crystal methamphetamine (the most addictive drug on 
the streets) than there are black students who smoke cigarettes. What's more, 
white youth ages 12-17 are more likely to sell drugs: 34% more likely, in 
fact than their black counterparts. And it is white youth who are twice as 
likely to binge drink, and nearly twice as likely as blacks to drive drunk. 
And white males are twice as likely to bring a weapon to school as are black 
males. And yet I would bet a valued body part that there aren't 100 white

Dick Cheney's suicide mission
It's time for the vice president to resign.

March 8, 2001 | OK, everybody, listen up: The time has come for the nation to
stage an intervention. We need to come together and convince the vice
president that he needs to step down. And not just to save his life, but
potentially to save the lives of millions of Americans.
More important than presiding over the creation of the new budget or chairing
the administration's energy task force, this responsible act could be his
greatest contribution to the country. It would be compassionate; it would be
conservative. 

Coronary heart disease is the No. 1 cause of death in America today. Roughly
1.1 million Americans will have a heart attack this year -- with around
400,000 of them dying as a result. About 12.2 million people have a history
of heart attack, chest pains or both -- with many of them, like Cheney,
proudly, but irresponsibly and unwisely, soldiering on, denying the
significance of the warning signs.
And now, while the whole world watches, the message the vice president is
sending to his fellow sufferers is that power and position are more important
than life itself. In fact, in so many cases, such pursuits become just
another addiction.
And like any addiction, this one is rife with denial and self-delusion. The
vice president began experiencing chest pains on Saturday. You'd think after
suffering not one, not two, not three, but, yes, four heart attacks -- the
last of which was just three months ago -- this might have set off a few
alarms.
But not for Cheney, who not only kept to his arduous work schedule but his
arduous social schedule as well -- partying with Washington lawyer Roderick
Hills on Saturday night and Alan Greenspan on Sunday (and you know how the
Fed chairman likes to get down). In the midst of all this, he told Wolf
Blitzer on CNN: "I feel great."
He exhibited the same bonhomie when leaving the hospital Tuesday morning,
telling reporters he felt "good." Come on, Mr. Vice President, you've just
had a catheter tube inserted into your leg and run up to your heart to reopen
the same clogged artery that'd been propped open by a metal stent back in
November, and you feel "good"? What would it take before you admit to being
"a little under the weather" -- the onset of rigor mortis?
The problem is that, like all addicts, he's not just lying to us, he's lying
to himself. Cheney's doctors say there is a 40-percent likelihood that he'll
have another episode like the one he just suffered -- not great odds.
Nevertheless, Cheney has already resumed his supercharged work schedule.
"There is an increasing amount of scientific evidence," Dr. Dean Ornish told
me, "that stress plays a large role. All these bypasses and angioplasties
only temporize the problem. It's important to address the underlying causes
of the condition rather than literally and metaphorically bypassing them."
Underlying causes, like, you know, the vice presidency.
When asked if he thought his ailing No. 2 should cut back on his
responsibilities, our compassionate president said no: "He's plenty strong
and plenty capable of carrying the workload that he's been working in the
past." Of course, to the Bush family, Cheney is just a political version of
the help.
The question remains: Is the vice president on a suicide mission -- or just
unable to overcome his type-A addiction to the adrenaline highs of his lofty
position? After his last heart attack, he was asked if he was worried about
having another one. "I don't operate that way," he replied. No, you just put
the gun to your head and see if the next chamber is the one with the bullet.
Which is why you would have hoped that the people who love him the most --
his wife, his daughters, his close friends -- would have intervened by now.
But they haven't -- and clearly the enablers he works with are not likely to.
President Bush called this week's cardiac catheterization, which Cheney's
cardiologist termed "urgent" and "significant," a "precautionary measure." To
me "precautionary" suggests adding some extra fruit and vegetables to your
diet, not having a balloon inflated inside your heart.
Of course, this is not the first time the seriousness of the vice president's
condition has been obscured in a cloud of euphemistic understatement and
out-and-out lying. "Dick Cheney is healthy. He did not have a heart attack,"
Bush told reporters last November when Cheney was hospitalized after
suffering a heart attack.

WASHINGTON (AP) -- By tinkering with genes, scientists have made tomatoes
that stay fresher longer, crops that are immune to weedkillers and fish that
grow faster. Now, a genetically engineered insect is emerging from the lab.
The first field trial of a biotech insect -- a pink bollworm moth that
contains a jellyfish gene -- is planned for this summer. The gene gives the
moth larvae a fluorescence that allows scientists to more easily track them
and monitor their behavior.
If the experiment involving a major pest to cotton growers goes as planned,
scientists are ready with their next step: testing a biotech version, called
the "Terminator" by farmers, that is sterile, but sexually active; it is
designed to mate with wild relatives and eliminate their offspring.
Some 3,600 moths with the jellyfish genes are to be set free under screened
cages in a government-owned cotton field near Phoenix. The next step would be
to add genes that make the moths sterile.
"We're being very, very careful about what we're doing," said Robert Staten,
an Agriculture Department scientist who will run the field trial.
The experiment is being conducted and regulated by department's Animal and
Plant Health Inspection Service because of its authority for controlling
plant pests. Staten expects the agency to grant approval this spring for the
release.
"We're going to take as conservative an approach as we can and still move
forward," he said.
Some biotech critics are alarmed while some scientists who support the
technology say the government is not prepared to properly regulate biotech
insects.
Under development, for example, are disease-preventing mosquitoes that could
deliver vaccines to the people they bite or carry their own antibiotics.
"When you're talking about insects you're talking about extremely promiscuous
organisms that will mutate and breed quite uncontrollably," said Charles
Margulis, an anti-biotech activist with the environmental group Greenpeace.
He said there is no guarantee that an insect designed to be sterile will turn
out that way.
The pink bollworm moth infects about 500,000 acres (200,000 hectares) of
cotton in the Southwest. Farmers currently have three options to control
them: spraying a lot of insecticide; planting an expensive variety of
genetically engineered cotton that makes its own insecticide; or by releasing
moths sterilized by irradiation.
Irradiated moths are less effective in areas with heavy infestation because
the treatment damages the insects so much that they are slow to mate. The
genetically engineered moth is designed to have the same sexual prowess as
its wild cousins.
"He'd be fully sexually aggressive and go out and meet and breed. He'd be the
first guy in the bars at night," said John Benson, a farmer in California's
Imperial Valley and a member of the California Cotton Pest Control Board,
which has funded the research through producer fees.
"We see this as the one sure way to get eradication," he said.
It takes 60 irradiated moths for every wild one to make sure there are enough
to mate and eliminate the chance of offspring. With the biotech moths, a 5-1
ratio is sufficient, said Thomas Miller, a University of California-Riverside
entomologist who developed the moth.
The biotech moths would be cheaper for farmers to use than the gene-altered
cotton, Miller said. The biotech cotton, although highly effective, costs
farmers up to $30 an acre (0.4 hectare) more than conventional cotton.
Some biotech critics are concerned that overuse of the gene-altered cotton,
known as Bt for the insecticide it contains, will lead to an increase in
insect resistance to Bt sprays, which are used on fruit and vegetable crops.
Use of a biotech moth to control pink bollworm infestations makes that
resistance less likely to develop, said Charles Benbrook, an agricultural
consultant to environmental groups.
This summer's experiment with the biotech moths will be conducted in three
cages, each about 12-feet wide by 24-feet long. The cotton field in which
they are placed is surrounded by a 6-foot chain link fence to deter vandals.
There is little chance of the moths escaping "barring a major weather
catastrophe," according to the application for the release.
As a precaution, the moths containing the jellyfish genes will be irradiated
to ensure that even if they do escape they can't reproduce. The gene-altered
moths will then be studied to see if there is any unusual behavior.

VANCOUVER, BC - Was the Seattle-Vancouver earthquake of 28
February 2001 triggered - accidentally or on purpose - by new,
secret electromagnetic weapons?

The Vancouver-based author of EARTH CHANGES
(Universebooks.com), environmentalist Alfred Webre, believes the
deep, magnitude 6.8 earthquake may have been triggered by
electromagnetic (EM) events.  Other researchers, including
members of the ELFRAD Group, which monitors electromagnetic
(EM) events, note that HAARP, a U.S. electromagnetic (EM)
weapons system in Alaska, - or some other EM source piggy-
backing on HAARP's signal - may have inadvertently or
intentionally affected the earthquake.

In the mid-1990s, despite the strong opposition of Congressman
Ronald V. Dellums (Dem.-Calif.) the U.S. Congress narrowly
approved HAARP, in the face of studies showing HAARP's negative
environmental impacts.  The U.S. Navy assured Congress that
HAARP would not trigger climate change or seismic events like the
Seattle-Vancouver earthquake.  Now, if it can be established that
HAARP - or some other EM installation - had a role in causing this
earthquake, the U.S. domestic and international repercussions of
this finding could be profound.

In the aftermath of the Seattle-Vancouver quake, a Yakima valley,
Washington researcher, writing agreed with Webre's analysis that
earthquakes can be triggered by electromagnetic EM warfare. He
stated, "Like the weather and the oceans, the mantle beneath the
floating tectonic plates also involve convection cells, but in a plastic
medium that sets up wave patterns that may be modified by
superimposition of additional waves."

Electromagnetic (EM) weapons can possibly trigger cataclysmic
earth events. EM fields can superheat the ionosphere, devastating
magnetic bands around the earth, and in turn causing massive
disruption of the earth’s Tectonic plates. A January 17, 1995
earthquake in Kobe, Japan may have been triggered by clandestine
deployment of EM weapons. EM strategic warfare includes
weather, climate and earth event warfare. Researchers have
reported the use of EM weapons in anti-population mind-control
operations over major cities.

Scientific observers and short wave radio operators now state that
unusual electromagnetic (EM) broadcasts preceded the Seattle-
Vancouver earthquake. One researcher who actually monitored the
EM broadcasts prior to the earthquake states, "Could the abnormal
activity on 3.39 MHz February 20 and prior be linked to the Seattle
quake? If so, why would HAARP (supposedly funded by U.S.
sources) be used to create quakes or other assorted EM mayhem
on U.S. property? I picked up a signal so strong it went right off the
S meter on my SW set at that frequency at 6:00 am on Feb 20th.
Took an audio sampling of half an hour but can't make hide or hair
of what HAARP is broadcasting, just that it's STRONG."

One example of how earthquakes (and climate shift including so-
called global warming) can be triggered is HAARP, a U.S. military
electromagnetic EM installation located in Alaska, and part of a
global network of U.S. (and other nations') military electromagnetic
weapons. HAARP and its EM network are designed to turn the
entire ionosphere into a giant anti-submarine and anti-missile
antenna.

Environmental impact studies show that HAARP - and EM
environmental weapons deployed secretly by many nations - could
superheat the ionosphere, and substantially damage or destroy it
in a runaway ecological process.

Seattle-based researcher Kent Steadman notes EM activity just
prior to and during the earthquake. "COINCIDENCE? Date:
2/27/01 9:54:34 PM Pacific Standard Time [hour prior to quake] .
Washington, Yakima Valley: On the dial at WX Air VHF band
around 153 we are getting the strangest signal. Anyone else
hearing it or no what it is. HAARP maybe?"

Steadman continues, "Date: 2/28/01 7:21:39 PM Pacific Standard
Time. Does anyone have recording of 153 MHZ signal? I helped
install seismic monitoring stations in California in early 90's. They
are designed as early warning system in detecting earth
movements prior to big quake. Several of these were in the 153-154
band. They send data, but during a big shift they send a
screeching sounding data burst.  Let me know what you find out."


Ominously, two earthquakes along the North American-South
American Pacific Rim occurred just following the electromagnetic
EM environmental war signals - The Seattle-Vancouver earthquake,
and an earthquake off Central America. Were these triggered by
the same signals?  The director of the ELFRAD group that
monitors EM electromagnetic activity, including HAARP and other
EM weapons writes, "Date: 2/28/01  1:55:52 PM Pacific Standard

Indictment Alleges Spokesman's Charity Masks Drug Ring

VENTURA, Calif. - George Christie Jr., national spokesman for the Hells
Angels biker group, ran the 1984 Olympic Torch Relay to raise money for
charity. He once poured cash into a children's museum to rescue it from
financial collapse. But prosecutors here say his philanthropy has been
nothing more than a front for a criminal organization that targeted
teenagers to sell and buy drugs.
Christie, 53, also president of the local biker chapter, appeared in state
court here this week asking a judge to lower the $1 million bond
authorities are holding him on while he awaits trial on a variety of drug
and racketeering charges. The judge refused Christie's request and sent him
back to jail.
The charges Christie faces, fraud, theft, selling drugs to benefit a street
gang, firearms possession and tax evasion, are the culmination of a
four-year investigation during which prosecutors used wiretaps and
informants to penetrate the Ventura County chapter of the Hells Angels.
Last week, a county grand jury indicted 28 members and associates of the
Hells Angels, including Christie's wife, Cheryl Christie, 53, the couple's
son, George Christie III, 24, and their daughter, Moriya Christie, 29, a
lawyer who sometimes represents Hells Angels in court. The family faces
more than 50 criminal counts altogether.
The 197-page indictment details how the local chapter of the international
biker group allegedly funneled hundreds of thousands of tranquilizer and
painkiller pills from the Los Angeles Air Force Base through a group of
teens called "The Outfit" who were recruited to sell the drugs to high
school students here.
"We're alleging that the Outfit kids sold drugs on campus and that they
were associated with the Hells Angels street gang," said Jeff Bennett,
chief deputy district attorney for Ventura County.
The drugs initially came from Joshua Adams, 23, an airman who worked in a
medical clinic at the air base, Bennett said.
Adams allegedly stole about 700,000 pills of Valium and the pain medication
Vicodin, which he sold to a Hells Angel, according to the indictment.
Christie's attorney, Barry Tarlow, declined to comment on the case. Tarlow
is a former federal prosecutor who won an acquittal for Christie in a 1987
murder-for-hire case.
That trial notwithstanding, Christie has spent more than two decades trying
to improve the image of the oft-maligned Hells Angels, all while keeping
members' rugged, tattoo-covered exteriors.
For many years, he has owned a tattoo parlor in Ventura called The Ink
House, the same one prosecutors allege was a front for Christie's criminal
enterprise. Some neighbors are reluctant to talk about Christie. But other
merchants describe him as "polite" and "very friendly."
In 1984, Christie raised $3,000 for the Special Olympics when he ran in the
torch relay and later took officials of the charity to court to ensure that
the money benefited mentally retarded children, not administrators. He has
lectured in colleges and high schools about ethics.
When the nearby Gull Wings Children's Museum faced bankruptcy in 1997,
Christie and his motorcycle brethren organized a concert that raised more
than $5,000. "Had they not done that, the museum would have closed," said
Leana Bowman, the museum's executive director.
Law enforcement officials dismiss these acts as infrequent stabs at
improving the bikers' public relations. But Christie has caused many in
this beach community to rethink their opinions of the Hells Angels.
"I think most people see the Hells Angels today as a radical group from the
past that's aging and now more interested in doing something good," said
merchant Doug Halter. "I guess the concern is whether that's strictly a
facade or that's who they are."
Christie's public image has suffered setbacks, none more noteworthy than
the 1987 trial, in which prosecutors charged that he solicited the murder
of a former Angels associate who had turned informant.

TRIESTE, Italy - Several thousand demonstrators protested on Saturday as
environment ministers from G8 countries got down to the nitty-gritty of how
to fight climate change.
The anti-globalization demonstrators staged a loud but mostly peaceful
protest near the venue of the talks, throwing colored smoke bombs and
sending flares into the sky over the heads of security forces.
But police, who were decked out in riot gear and brandishing tear gas guns,
stayed calm as the demonstrators passed within about half a kilometer from
the venue and then moved on to hold a rally near the train station.
More than 3,000 police and special bomb and marine units moved into the
area over the past two days to prepare for possible clashes.
The talks have been marked by concerns that uncertainty over the U.S.
position may weaken consensus when they end on Sunday.
The new administration of President George W. Bush, represented in Trieste
by environment policy head Christine Todd Whitman, has said it wants to
move ahead in tackling global warming and will attend key talks in Bonn in
July.
Far less clear is how much baggage the United States wants to carry over
from failed U.N. global warming talks in The Hague last November, where it
fell out with the European Union, forcing the talks to be suspended.
"It was a very frank and open discussion. It's clear there's a consensus
among everyone at the table that global climate change is enormously
important issue that has to be confronted in each country's policy
discussions," Whitman told Reuters as she left the discussions on climate.
   FIRST ATTEMPT SINCE NOVEMBER
The Trieste meeting is the first time ministers have met since the session
at The Hague, which tried to move the world forward on implementing the
1997 Kyoto agreement on curbing greenhouse gas emissions.
Italian Environment Minister Willer Bordon, speaking during a break in the
closed-door meeting, tried to put a positive spin on uncertainty
surrounding the U.S. position.
"I can say with certainty that there will not be a negative message coming
out of Trieste. There will be no backtracking.
That doesn't mean that everything that happened at The Hague (before talks
were suspended) will be accepted en masse," he said.
"This means that there will be no rethinking of the principal objective,
the reduction of greenhouse gases. This is the fundamental point and today
everyone confirmed their maximum commitment and Whitman made a very
positive contribution," Bordon said.
Whitman said on Friday the United States planned to completely review the
Clinton administration's stance on global warming before re-entering
international climate talks in Bonn.
She said Bush would not automatically offer the same compromises the
Clinton camp hammered out with European countries at The Hague.
A U.N. scientific panel has said the average global temperature is likely
to rise by between 1.4 and 5.8 degrees Celsius (2.5-10.4 Fahrenheit) over
the next 100 years. Sea levels could rise by as much as 88 cm (35 inches).
Such a change in temperature, which many scientists believe is being caused
by pollution trapping heat in the atmosphere, would mean widespread
droughts and floods and massive economic and natural damage, experts say.
While most countries are refusing to ratify the Kyoto deal until rules on
how to implement the cuts are in place, environmentalists see the accord as
the best chance to save the planet from rising sea levels and massive
weather changes.

government underwent a peaceful transition of power.

I was proud as Mr. Bush took his oath of office.

I was sad, as I watched
Mr. Clinton board Air Force One for the final time.

It may surprise you that this made me sad, but let me explain.

Watching this part of the days festivities, I saw 21 U.S. Marines in
full
dress blues with rifles deliver a 21 gun salute to the outgoing
president.

It was then that I realized what was wrong with America's military. They
need more target practice and time on the range with their weapons.

Every last one of them missed!

UPI: Claims by US military officials that a new skin-heating weapon causes
no permanent health problems are exaggerated and highly suspect, experts
told United Press International on Tuesday. Possible long-term side-effects
could include cancer and cataracts, they said. "Their claims are a bunch of
crap," said Professor W. Ross Adey, professor of physiology at Loma Linda
University Medical Center in Loma Linda, Calif. "We've known that many forms
of microwaves at levels below heating can cause significant health effects
in the long term."  . . . Military officials say the device sends brief
pulses of electromagnetic energy 1/64 inch deep into skin, agitating water
molecules in the skin and causing thermal agitation, or a feeling of heat.
The pain is similar to touching a hot light bulb but stops once the waves
stop. The idea is to generate enough heat on the skin that the individual
retreats from the beam . . . "The principles set forth in international law
say that you can't use weapons that cause irreparable damage or irreversible
injury and we think there just hasn't been enough testing here," said Joost
Hiltermann, arms division director for Human Rights Watch in Washington.
"They've tested on volunteers who are probably healthy, but what happens
when they aim it at pregnant women or children or people who already have a
disease that could be worsened by exposure?"

Santee High School

RICK JAHNKOW, PROJECT ON YOUTH AND NON-MILITARY OPPORTUNITIES: I thought you
all might be interested in these facts about the gun attack yesterday by
Andrew Williams, a 15-year-old student at Santana High School. Some of this
information I picked up from news reports, the rest is based on my own
experience with, and personal knowledge of, the community and the school:

--Santee, the town where Santana H.S. is located, is in a semi-rural part of
eastern San Diego County. It is a very conservative area with lots of gun
advocates. Some people refer to it as "Klantee."

--In the last two years, Santee has been in the local news because of racist
fliers circulated at the high school and a near-fatal hate-attack on an
African American Marine who was attending a party in the community.

--As of March 6, there had been no explicit statement from Andy Williams
that he was targeting any particular people when he killed two and wounded
13 others at Santana H.S. Nor had there been any stories indicating that he
belonged to any hate groups. However, while Blacks, Latinos and Asians make
up only 15% of the Santana H.S. student body, 40% of the list of people who
were shot have Spanish surnames.

--Project YANO has attended the career fairs at Santana H.S. regularly
(except for last year) to counter the presence of military recruiters. The
military, especially the Marine Corps, swarms all over the school. The
career fair coordinator has frequently used the p.a. system to urge students
to visit military exhibits. She has never plugged Project YANO as an
alternative. Santana is one of the very few schools where Project YANO has
seen overt hostility from students to its counter-recruitment message.

--The school district, Grossmont UHSD, had to be sued in the 1980s to allow
peace groups equal access to its schools. Grossmont was the plaintiff in the
9th Circuit appellate court ruling that is now used as a lever for access by
counter-recruitment groups.

--Before Andy Williams packed his gun and left for school on the morning of
March 5, he put on his Navy SEAL sweatshirt. That's what he was arrested in.
Clearly it was part of the statement he was making.

Everyone is looking for individualistic reasons to explain this tragedy (bad
parents, lack of counseling for the student, school bullies, etc.). Very few
seem willing to look at the value system, including militarism, that
encouraged Andrew Williams to think it was proper to resolve his problems
this way.

political life. It is January, 1974, and the 27-year-old future
president, only months out of Yale Law School, is back in Arkansas eager
to run for Congress. A relative unknown, he faces an imposing field of
rivals in the Democratic primary, and beyond, in the general election, a
powerful Republican incumbent. Yet as soon as he enters the race, Mr.
Clinton enjoys a decisive seven-to-one advantage in campaign funds over
the nearest Democratic competitor, and will spend twice as much as his
well-supported GOP opponent.
  It begins with a quiet meeting at his mother's house in Hot
Springs. Around the kitchen table, as Virginia Clinton will describe the
scene, avid young Billy meets with two of his most crucial early backers
-- uncle Raymond G. Clinton, a prosperous local Buick dealer, and family
friend and wealthy businessman Gabe Crawford. As they talk, Mr. Crawford
offers the candidate unlimited use of his private plane, and uncle
Raymond not only provides several houses around the district to serve as
campaign headquarters, but will secure a $10,000 loan to Bill from the
First National Bank of Hot Springs -- an amount then equal to the yearly
income of many Arkansas families. Together, the money and aircraft and
other gifts, including thousands more in secret donations, will launch
Mr. Clinton in the most richly financed race in the annals of Arkansas
-- and ultimately onto the most richly financed political career in

especially in his capacity to attract such money and favours, that he
rises rapidly to become state attorney-general, then governor, and

On the surface it sounds like a good idea. Let faith-based religious organizations 
compete with government programs for funds to service the homeless, the hungry, drug 
addicts, welfare recipients, children and prisoners.

The notion of a Federally-funded "army" making war on social evils is not new. We've 
had the war against drugs and the war against poverty, programs which have consumed 
trillions of dollars in a failed attempt to eradicate poverty and drug use. Their main 
success? The creation of a huge Federal bureaucracy.

Making religious groups compete with government agencies for Federal funds also sounds 
good - until you really think about it. Since many of these groups use non-salaried 
volunteers or psychologically-coerced recruits as employees, they will have no trouble 
delivering services less expensively than a government program which provides 
relatively qualified employees with a salary and health benefits.

As President of an artists' rights group, which rejects funding and government 
interference of any kind, I've observed the creativity and freedom of millions of 
American artists compromised through a similar system of competition for government 
money.

Art and religion have much in common. You can make art without First Amendment freedom 
- Nazi Germany, the USSR and Communist China had vast art programs involving millions 
of exceptional artists. You can also have religion without religious freedom. All 
history will remember about such religious or artistic efforts are how spiritually 
dead they were.

Millions of contemporary American artists now divide their time between applying for 
government grants and making art. Their ideas are conditioned by the grant 
requirements.

Rather than helping America's artists, the NEA created a vast beauracracy of art 
lawyers, program administrators, curators and museum directors who serve as the 
gateway to government money. These administrators are the high priests of the art 
world. American museums, art galleries, television stations and theatrical companies 
must modify and self-censor their works every day thanks to this dependency on Federal 
funds.

It's ironic to see the conservatives who led the fight against the NEA leading the 
fight to enslave religious institutions in this same money trap. Art and religion are 
the conscience of humankind, the voice which stands up to tyranny at great risk when 
all others have been silenced and compromised.

America is a religious nation with thousands of sects and denominations that are 
substantially free of government control or regulation. Do we want our religious 
institutions to modify their messages as American artists have been forced to do? Do 
we want official religion the way we now have official art?

It's worth noting how official art came about in the US. Most Americans have a 
dismissive attitude towards so-called modern art imagining that its abstract imagery 
is due to artistic preferences. In fact, it has far more to do with the CIA and 
America's ruling elite - in particular the Rockefeller family. [1]

In the nineteen thirties and forties American artists were heavily involved in 
protests against poverty, racism and corporate control. They used figurative art, 
murals and realism not only to express their feeling about these social problems but 
to rally the public to do something about them.

Then the State Department, the CIA and the Rockefellers stepped in and began promoting 
abstract art, beginning with the Rockefellers' Museum of Modern Art in NYC. Ever 
wonder why America's wealthiest families spend billions on giant paintings and 
sculptures that represent nothing and why the government erects huge museums to 
display these non-wonders? In the fifties and sixties the government created public 
school programs to brainwash American children about art. Millions of these children 
then grew up to become artists specializing in abstraction and non-figurative art.

The CIA and these same ruling families are also behind President Bush's Army of 
Compassion, which hopes to make religious organizations as dependent on government 
funding as arts

I am just wondering why the Bush administration is about to take the plunge into
junk science, the Kyoto Protocols, Al Gore lite, and a total misunderstanding of the
CO2 factor in the ever so trendy notion called "global warming."
This is a theory that Frederick Seitz, past president of the National Academy of
Sciences, and original prophet of global warming James Hansen say cannot be conjured
out of the best computer models or the information  available for even a hundred
years.
No one knows why climate changes as it has over the last 4.5 billion years. Ice ages
as well as deserts and tropical conditions come and go. Some blame sunspots, some
blame volcanic activity or say changes on the ocean fl
oor set up new currents of cold or warm ocean waters that in turn affect the 
environment. El Nio and La Nia, factors in the same cold and warm ocean currents, 
have NOTHING to do with global warming. Just as the prophets
 of doom were so sure of a "new ice age" 25 years ago, the notion of global warming 
and its causes is far from being science-based.
But regardless, the Bush administration wants to make a stab at tweaking the 
environment and putting in its two cents' worth on the issues made "important" by the 
Club of Rome, U.N. Agenda 21, the various green groups and
 bad science from the Paul Ehrlichs and Barry Commoners of the world. No one calls 
these two bozos on the numbers of predictions they made that not come true but sure 
created a climate for the sky-is-falling crowd. As Y2K
 became a cottage industry for some, global warming, endangered species and whatever 
statist scam the Sierra Club is promoting seem institutionalized even among 
Republicans of the moderate and green persuasion.
It would seem that the Bush administration wants to establish the re-energized vampire 
known as the Kyoto Protocol – which Congress decided was Al Gore Druidism on an 
international scale. The only difference is that Bush
and Christie Todd Whitman will effectively establish the Kyoto Protocol one carbon 
atom at a time.
The biggest mistakes Bush has made so far have to do with his attitude on 
environmental policy. His mistakes extend from his failure to rescind Clinton's land 
grabs to appointing Christie Todd Whitman as head of the Envir
onmental Protection Agency. The woman knows more about taxes than she does about 
environmental problems.
The environmental movement loves her. Since environmental concerns are, in the words 
of one sage at Fox News, a "Republican throwaway issue," no one on the Hill or in the 
Bush administration cares much about that topic ex
cept to hope it goes away.  Thus we get Christie Todd Whitman, who, like her 
predecessor Carol Browner, never knew an unscientific environmental policy she didn't 
swallow whole. Just like Browner, Whitman may create envir
onmental mandates for the states that will be budget-busters and more reason to raise 
state taxes in order to keep up.
Fox News reports, "Whitman also said the Bush administration is considering imposing 
limits on carbon dioxide emissions from the nation's power plants. ..." Amazing, 
considering her lack of expertise on the environment. W
hen asked for her thoughts on global warming several months ago, Whitman responded, 
still somewhat uncertain. "Clearly there's a hole in the ozone, that has been 
identified. But I saw a study the other day that showed tha
t it was closing. It's not as clear, the cause and effect, as we would like it to be."
Whoops! A slip of the tongue perhaps, but neither global warming nor the ozone hole 
can definitely be pinned on anything mankind has done. Frederick Seitz, past president 
of the National Academy of Sciences, and 18,000 of
 his fellow scientists have stated: "Research data on climate change do not show that 
human use of hydrocarbons is harmful. To the contrary, there is good evidence that 
increased atmospheric carbon dioxide is environmenta
lly helpful."
These scientists were not funded by a left-leaning foundation or a government study, 
but have done the research on their own. There is a danger in government-funded 
science – it can come up with "proof" to go along with t
he "plan" or preconceived notions that government has in place. From global warming to 
wolf reintroduction, government science is no better now than it was when it placed 
forest health way down the list of important issue
s. All it knew is that the environmental community demanded a pristine, museum 
approach to nature, and that is what they got. Nothing much has changed, and 
apparently there will still be top-down foolish government centra
l planning to accomplish a green-based agenda.
Government science is rarely if ever held accountable when it turns out to be phony 
and very unscientific; therefore, pronouncements based on government science should be 
looked on in
