ATLANTIC CITY, N.J. (AP) -- Former President Clinton said
Thursday he was not worried about recovering from criticisms of
his last acts in office.

''I don't have anything to recover from. The truth will come
out,'' he told reporters as he left a gathering of hotel owners.

Clinton won a standing ovation for his speech to the group and
said he was confident of his public support. ''Ask them, here
they are,'' he said, gesturing to the audience. ''They always get
it right, if they have enough time. It'll be fine.''

Criticized for his last-minute pardons of fugitive financier Marc
Rich and others and for taking gifts from the White House,
Clinton has seen his approval ratings drop in the weeks since he
left office.

In the 35-minute speech to the group, for which he was paid about
$100,000, Clinton talked about earthquake relief for India and
America's place in the ''new global economy.'' He spent about 20
minutes chatting with some of the 2,700 people in the audience.

''I thought he was very presidential up there,'' said Fred
Schwartz, president of the group, the Asian American Hotel Owners
Association.

Reporters were not allowed to attend, but stood outside the hall
with ears pressed to the closed doors.

Clinton said in the speech that the United States should invest
in poor nations and provide them with computers and Internet
access.

''It is obvious to me, after eight years as president, that
poverty accelerates conflict, that it fuels the rejection of the
economic and social programs that our future depends on,'' he
said.

Would you have condemned a 1940s German citizen for
disobedience of Nazi laws against concealing and
sheltering Jews?

What about the South African businessmen who hired
black workers in certain jobs in flagrant violation
of the country's apartheid laws?

Would you have called for the arrest of pre-Civil War
whites who violated fugitive slave laws by assisting
runaway slaves?

UNWORTHY OF OBEDIENCE

"OK, Williams," you say, "the answer is no! But what's
the point?" It's easy. Immoral laws aren't worthy of
obedience.

French philosopher Frederic Bastiat said, "When law
and morality contradict each other, the citizen has
the cruel alternative of either losing his moral sense
or losing his respect for the law." Blind obedience to
immoral laws is itself immoral.

Not every constitution is steeped in morality as ours
is. However, our Constitution has been under siege by
an immoral Congress, abetted by a derelict Supreme
Court.

The Constitution is quiite clear about the relationship
between the people, the state and the federal government.
The 10th Amendment says, "The powers not delegated to the
United States by the Constitution nor prohibited by it
to the states, are reserved to the States respectively,
or to the people."

Despite that clear, unambiguous statement, states and
local jurisdictions can do little without federal
permission. Besides, they're faced with hundreds of
costly federal mandates that range from meeting
requirements of the Americans with Disabilities Act to
Environmental Protection Agency mandates for asbestos
removal.

Not only do many federal mandates serve little purpose,
they're also unfunded and are driving fiscally prudent
states, cities and localities into bankruptcy.
Fortunately, some Americans are responding to Washington's
heavy hand. State of Colorado legislators Charles Duke
and Jim Roberts introduced House Joint Resolution 94.
It passed in both houses and now awaits the governor's
signature.

The resolution, now HR 1035, in part reads: " ... The
scope of power defined by the 10th Amendment means
that the federal government was created by the states
specifically to be an agent of the states ... Whereas,
many federal mandates are directly in violation of the
10th Amendment ... Whereas, The U.S. Supreme Court has
ruled in New York vs. United States (1992) that Congress
may not simply commandeer the legislative and regulatory
processes of the states.

"Resolved, the State of Colorado hereby claims sovereignty
under the 10th Amendment (and) the federal government, as
our agent, is hereby instructed to cease and desist,
effective immediately, mandates that are beyond the scope
of its authority under the 10th Amendment to the Constitution
of United States."

A similar measure has been drafted or introduced in 17 other
states. Suppose Congress ignores Colorado's resolution,
should Coloradans, and citizens of other states who might
pass a similar resolution, sit on their butts and whimper?

Williams says no!

First, citizens should sign petitions informing their state
and local elected representatives that they fully support
the demand that Congress obey the 10th Amendment. Then
states should give Congress an opportunity to do right by
notifying it that states will not obey further mandates.

EVICTION NOTICES

If Congress persists, states should call out the National
Guard. and private citizens should organize militia to serve
eviction notices to federal agencies in their states charged
with the responsibility of violating the 10th Amendment.

You say, "Williams, that's some pretty radical stuff; let's
wait a while to see whether we can reason with them first."

I'd say that most congressmen are beyond reason. But more
importantly, we'd better consider acting before this
Congress completes its agenda to disarm the American people
through weakening our Second Amendment protections.

A St. Louis attorney, Thomas A. Federer, has accused local Democrats with
"setting up" another activist Republican attorney -- charged with soliciting
sex from a minor -- who Federer says was about to uncover local election
corruption.

Federer, whose brother, Bill Federer, made an attempt to unseat Dick
Gephardt, the Democratic House minority leader, in last November's election,
said he believes attorney and local Republican elections director Kevin Coan
was framed by political enemies because "he was getting too close to
uncovering more corruption in our [St. Louis] elections system … and he was
investigating the controversial [Nov. 7] election."

In an e-mail to WorldNetDaily, Federer added: "He had to be taken out."
During his post-election investigation, Coan had already turned up 161
"active" voters in St. Louis districts prior to this week's mayoral primary
whose addresses led to vacant lots or boarded-up buildings.

St. Louis is traditionally heavily Democratic and is currently led by
Democratic Mayor Freeman Bosley Jr.

Coan was arrested last week by police across the river in Alton, Ill., for
allegedly trying to pay a 14-year-old girl for sex. Authorities say Coan
made his solicitation over the Internet, but the "girl" he allegedly
solicited was in fact a male Alton police officer who had set up a sting
operation in a chat room.

Federer said Coan "had received an anonymous call at work saying his wife
had fallen ill while she was shopping at a [Alton] market, and that the
caller was asked by her to call him."

Coan "left right away and, when he got there, he was arrested for supposedly
sending his picture to the undercover agent by e-mail," Federer said.

"How likely would an attorney do that?" he asked. "I've never known Kevin to
be anything but an upright gentleman and an aggressive Republican in a city
and political system locally dominated by Democrats."

Equally odd, Federer said, was that "his picture being arrested was on the
front page of the Post-Dispatch," a St. Louis daily newspaper. "Funny how
the media got across the river so quickly to get that picture."

Federer said he believes someone may have gotten access to Coan's computer
at work "and sent these messages to a jurisdiction … that they knew was
investigating Internet sex."

He said police had seized Coan's computers at home and at work.

Meanwhile, a grand jury continues to investigate charges that voter fraud
may have occurred in St. Louis during the Nov. 7 election.

"Combine abandoned voting machines, unguarded ballot boxes, confusion over
poll closing times, accusations of criminal collusion and throw in a
misleading phone-banking message by Jesse Jackson, and you end up with
election practices that have thrown St. Louis, Mo., into chaos during what
is proving to be the most hotly contested election in American history,"
WorldNetDaily reported Nov. 11.

Also, reports said the grand jury is looking into 3,800 suspect voter
registration cards, many that bear the names of prominent local citizens --
both alive and dead.

And, there is still fallout over an election-night decision by Circuit Court
Judge Evelyn M. Baker to require St. Louis polling stations to remain open
three hours longer than state law permitted, because local Democratic
leaders complained that a shortage of election officials and voting booths,
along with outdated voter registration rolls, had caused many St. Louisans
to lose their right to vote.

Baker's decision was overturned within the hour by an appeals court, but the
polls were still open for a while past the 7 p.m. deadline.

A day earlier, on Nov. 6, now-Rep. William Lacy Clay, D-Mo., son of
incumbent Democratic House member William Clay, announced that the polls
would be open late to accommodate voters.

Democrats alleged that up to 33,000 registered voters had been improperly
removed from voter registration rolls.

In St. Louis, registered voters who do not participate in the previous
year's election are automatically removed from rolls if they do not respond
to notices sent by the election board.

Federer hinted that Gephardt's "political machine" may have something to do
with Coan's arrest. Both he and his brother have a history of animosity with
Gephardt.

A group affiliated with Federer charged Gephardt in October of pressuring
local TV stations into dropping a Federer campaign ad showing Gephardt's
commitments to "radical homosexuals."

Eventually, a U.S. court of appeals ruled that Federer could run the ads,
but the ruling wasn't issued until just days before the election. Until
then, Federer had to pull them.

Actorpoliticalactivist Alec Baldwin recently had to close down his message
board after the site was overrun with posts ripping the star for critical
comments he made about George W. Bush.

announced. "Nearly all of the information that has been posted... is

 need more target practice and time on the range with their weapons.

 Every last one of them missed!

Hate to tell you this, but, as the owner of the site/forum, that is his
prerogative. I've been on both moderated and unmoderated fora/lists, as
well as being a moderator myself on several lists. Some fora/lists NEED
moderation or they end up degenerating into nothing but a flame-a-thon.
Individual fora/lists are not democracies, if you don't like how it's
being run, start your own.

I don't have time to do this myself, but I have an idea for someone to
run with.. start a forum of your own, maybe call it "Forum for
the Unceremoniously Censored from the Klinton Library" or some such
moniker. And if you register it under its own domain, instead of under
a list service, you can get it indexed in a search engine.
Unfortunately, Klinton is going to get to dictate a certain amount of
his official history. When you or I are president, we can do the same.
In the meantime, what we CAN do is keep the truth alive, on any forum
available.

CAMBRIDGE, Mass.--Big Brother may be in your pocket.

Popular electronic gadgets with links to the Internet pose a mounting
threat to consumer privacy, Richard Smith, a leading computer privacy
expert, said in an interview on Wednesday.

Smith, chief technology officer for the Privacy Foundation, a Denver-
based, nonprofit advocacy group, said a variety of gadgets have come to
market this past year that pump consumer data directly back to
corporate marketing systems.

Such everyday "spy" devices include fitness monitors that track heart
rates and pump out exercise-related advertising, digital music players
that track listening habits and low-cost wristwatch and wireless
surveillance cameras, as well as location-tracking mobile phones and
other monitoring devices.

"What concerns me is how much surveillance companies are building
into everyday electronic devices," Smith said. "Most people don't
understand how far this has already gone."

Smith was interviewed ahead of a speech entitled "Gadgets that Spy,"
which he plans to deliver at the 10th annual Computers, Freedom and
Privacy conference here on Thursday. The annual event has drawn more
than 300 leading privacy activists, technical and legal experts and
government officials in the privacy field.

Gadgets spying on everyday life

As examples of such potentially invasive electronic gadgets, Smith
singled out SportBrain, an exercise monitoring device that can be worn
on a person's belt, storing data that can later be transmitted back to the
company's Web site.

The gadget monitors the wearer's movement and then can be coupled to
a phone so data can be sent to the equipment maker's Web site. The
site allows athletes to track exercise and caloric data in return for
viewing advertisements based on exercise levels, Smith said.

Smith questioned why the product does not run locally on a consumer's
PC instead of "calling home" to the company. The answer appears
simply to be so the company can market products to the consumers,
Smith said.

The privacy policy on SportBrain's Web site says it will never sell the
information it collects to outside companies. ''We take special
precautions to maintain the privacy of our members while at the same
time providing them with the detailed and valuable information they
desire from us,'' it states.

A SportBrain official dismissed Smith's arguments, saying that he had
failed to take account of the company's response to his position.
"There are no privacy concerns here," said Greg van den Dries,
SportBrain's vice president of sales. "We don't sell data. We are not
some crazy Internet company. We make money selling hardware."
"People who are security experts can never admit they are wrong.
Smith is barking up the wrong tree here," van den Dries said. The
Sunnyvale, Calif. company is backed by Softbank Ventures and Ronnie
Lott, the former U.S. football star.

Smith, a computer entrepreneur who lives in Brookline, Mass., sold the
industrial controls software company he founded nearly two years ago.
Since then, he has made his name probing technologies that can be
used to invade consumer privacy.

The Privacy Foundation is an independent research organization funded
by Peter Barton, the former president of Liberty Media, the U.S. cable
television company now part of ATT, among other backers.

The consumer advocate has brought to light the use of serial number
and other data in software from companies such as Microsoft,
RealNetworks and others that could potentially be used to track
consumer behavior.

"I've always been interested in the computer-bites-man type story," said
the self-described gadget lover of his mixed feelings about the potential
for technology to be abused.

Surveillance at home, work and play now routine

Beyond this early wave of gadgets, Smith sees data-collecting, privacy-
invading devices pushing their way into every walk of ordinary life.
"We've seen this sort of consumer data-tracking all before on the
Internet, but now we're beginning to see it migrate into everyday
devices," he said.

Eastman Kodak now sells a digital picture frame holder aimed at
grandparents that allows parents to e-mail pictures of the grandkids
directly to the frame, requiring a phone connection back to Kodak.
Smith said Kodak staff had told him that the $10 per month network
connection was meant to subsidize a device that was otherwise selling
below cost.

A spokesman for Kodak was not immediately available to comment late
on Wednesday.

Another area he cited as a concern is the arrival of very low-cost, so-
called "biometric" software that use fingerprint, facial and voice
recognition and iris-scanning of one's eyes as security systems that do
away with the need for cumbersome passwords and other security
tokens.

Here is a nice little story written by a little elementary student -
wonder if they put this kid in jail ???

What do they teach in the schools today; this was the heroine of the 14
year old who shot another 14 year old in school - might add when I saw
that kid in her classic "uniform" and noted the straight hair - I
thought my goodness it is Wynona Ryder again . remember the movie Beatle
Juice - a dead football team, and Wynona dressed in an obvious Catholic
school uniform, with the straight black hair - and the book of Death?

But little Wynona's real contribution to chaos was the movie Heathers -
a kid in black trenchcoat wanted to blow up his school and little Wynona
was in on murder of popular girls in a little group called Heathers?

So schools glorify some - and I think that is not proper; maybe football
and basketball and cheerleaders do belong in a group of their own, all
outside of school functions so they may glorify themselves?

There are cults built about this Heather - but note the last line of
this sweet little story written by a kid - taught oh so carefully in
school?   Was this little "depressed" girl on drugs?

Looks like a Death Cult involved here - so this little white girl maybe
identified with Harriet Tubman, a black slave - out of self defense?

Regardless maybe another look at these Wynona Ryder movies is worth a
thought - and note at Santana (wow what an anagram) - kids dressed like
weirdos - pierced eyes, lips, tongues, Mohican haircuts - dyed hair and
this little 14 or 15 year old looked somewhat normaldidn't fit
in..he was the Patsy, the one goaded - the one living on the edge.

Harriet Tubman?   Am so sick of that slave crap I could die - so this
little girl got what she wanted - the spotlight is on you, whatever your
name was - you did not hurt enough people or kill enough to make big
time Show Biz in your little Wynona Ryder outfit -

And now they are popularizing Cannibalism?  Note this one guy in the FBI
is promoting these books on cannibalism - and keep in mind it was the
son of an FBI Agent who investigated Littleton, who had a tape - a story
about what was to happen.and at this school in Santana - well there
was a kid in waiting, with his video and oh boy - the one mother was on
Good Morning America the very next morning.

So Good Morning America and you creeps who profit from these disasters -
you leave a blood trail from Littleton to Santana to Pennsylvania and to
Arkansas - drug and blood trails and toss in Clinton's Dark Mirror and
Hollywood - for this is Show Biz, isn't it?

Harriet Tubman was born into slavery in Dorchester County, Maryland
because her parents, Benjamin and Harriet Ross, were slaves. When
Harriet Tubman was a child she went to a store and a man threw a sack
that was very heavy to a slave. He didn't catch it and it hit her in the
head. From that time on she would pass out because of that injury. As a
child she ran away to the North but returned because she got lonely. She
had 10 brothers and sisters.
After many years, when she was 25, she ran away to the North again
because her master died. If she hadn't run away she would have been sold
to another master. When she left the South she became a conductor of the
Underground Railroad. That is where she escaped through. She also freed
many other slaves, including her family. In 1908 she opened the John
Brown Home for old and indigent colored people. Although her husband had
remarried she was still willing to help him. She also raised money for
poor schools.
A great woman, Harriet Tubman, died on March 10, 1913. There is a school
named after her called Harriet Tubman High School. While she was a
conductor of the Underground Railroad she freed more than 300 slaves.
Also,when she was doing this, no one was captured. She would say "be
free, or die here." While she was saying that she was pointing at them
with a gun.

Several goldmines, suffering from disastrously low gold prices, are
considering accusing the Federal Reserve and others, including known
international criminals such as Marc Rich, of a diabolical scheme to
prop up six huge failing hedge funds by way of attempting to head off a
worldwide financial meltdown.

Described by some as high-cost producers, the mines are reportedly
considering publicizing their plight, to rescue themselves from the
artificial situation created by what they contend is the pricing of gold
below the cost of production of even the world's most efficient  mines.
If public awareness does not defeat the anti-gold plot, the mines only
recourse is to have British interests take over at lead mine prices,
just short of bankruptcy.

Among those reportedly complaining are Homestake Mines, South Dakota and
California, as well as several deep-in-the-earth South African mines.
Some Third World mines are accusing the Anti-Gold cabal of racist
policies, designed to impoverish countries populated by people of color.
Some in the Johannesburg government are expected to spearhead the
finger-pointing.

The plot to force down the price of the yellow metal, the mines say,
revolves around a little-known term called the "gold carry" trade. A low
price of gold enables some Wall Street marauders to make huge profits by
being able to use such prices as a vehicle to get loans for as little as
one per cent. The mines contend that some in their own industry, to the
detriment of their own stockholders, are going along with the anti-gold
tricks. Among those accused is American Barrick, principal players of
which include George Herbert Walker Bush and sons George W., Neil, and
Jeb. Some have accused Barrick of being a proprietary operation of the
American CIA and the National Security Agency, using untraceable gold as
funding for the overthrow of governments and the assassination of
leaders, U.S. and overseas. Alleged "President" George W. Bush, heckled
by critics as an "imposter" and usurper, shortly after grabbing power,
has cancelled the Carter Administration's Presidential edict banning the
U.S. from engaging in political assassinations to carry out some
national or international policy. Implicit in the political murder
go-ahead is funding of the same with secret gold.

The Federal Reserve, together with Wall Street investment thugs Goldman
Sachs  Co. and J.P. Morgan, joined by the "metal men" of international
pirate Marc Rich and his rogues, are reportedly accused of being part of
the Anti-Gold Cartel devoted to attempting to bail out six monstrous
hedge funds, the eminent collapse of which threatens the viability of
the New York Stock Exchange as well as the possible existence of NASDAQ.
In plain terms, the stricken mines are accusing the Fed and their
cut-throats of propping up hedge funds whose would-be wizards completely
guessed wrong in their gambling on complex markets known generally as
derivatives.

Without the gold hocus-pocus, the failure of the hedge funds may cause
the eventual closing for a time of Big Board [Or is it Big Bird?]
trading as well as other markets, according to mining sources. They
contend that exchange clearing houses may also as a result fail. To head
off the expected financial debacle, escalating the recession into a
headlong wreckage, they contend, the Federal Reserve has joined even
with known criminals in Switzerland and the Russian mafiya.

With the downfall of the Soviet government, aided by his complicity in
the attack on the Russian currency, the Ruble, about 1990, Marc Rich
arranged with former top officials of the Soviet Secret Police to steal
a large portion of the Soviet gold treasury. At the time, the Soviets
were one of the world's largest gold producers. New purported users of
the precious metal horde as a bartering device have been the Dutch
banking octopus, Algemene Bank Nederland, now called ABN-AMRO.
Quantities of the purloined gold have been parked at or near a Swiss
airport for rapid transit to any point on the planet, as needed. The
U.S. flagship of ABN, La Salle National Bank of Chicago, used the
plundered gold as collateral to quietly buy up shaky banks in 15 major
U.S. cities. One of only two U.S. banks refusing to disclose their true
ownership to a Congressional Committee, La Salle has long been the place
for corrupt public officials, primarily judges, to have numbered and
secret accounts to whisk their bribery assets offshore.

Sai Baba: What I Believe is the Truth Behind Recent Negative Media Stories


I have read the various allegations about Sai Baba concerning sexual abuse.

These stories were probably first started by Tal Brookes. Tal has lied
about many things (eg That he was the No. 1 western follower of Baba).
And it is worth noting that it has been said that he was an associate of
Timothy Leary, a member of the CIA who helped to develop LSD. For more

Second, regarding the stories that Baba has anointed some men with oil
on their penis. From speaking with people who have had interviews, I
understand that these stories are true. This does not totally surprise
me. We in the west need to realize that India is culturally miles
different from us. In India it is disgusting if a husband and wife walk
around hand in hand - but it is perfectly acceptable for any man to walk
around arm in arm with any other man!!! I imagine that this anointing is
part of a healing to remove negative energy.

I can only say, from my own experience that people who follow Baba's
teachings seem to end up with a lot less lust than many other people.
The atmosphere in Puttaparthi feels very clean and pure. While there I
was very impressed that I received NO looks of lust from men, which is
not what I always experience outside his ashram.

However, I have NO doubt that the stories regarding sexual abuse are false.

Just to be practical - they are meant to happen during interviews! While
ten, twenty thousand or more people are waiting for Baba outside!!! And
the back room, where these incidents are supposed to take place, is
divided by only a material curtain, which moves back and forwards in the
breeze!!! With dozens of people in the adjoining room!

There is one possibility which explains the numerous stories going
around about Sai Baba and sexual abuse which no one seems to have
thought of.

It is surely relevant that these stories are only just now starting to
get out - after all, Baba is SEVENTY FOUR years old. There are literally
tens of thousands of stories about the good actions of Sai Baba. It is a
shame the papers don't want to advertise the good things Baba has done,
like provide a totally free $100 M. super specialty hospital that anyone
can go to for major surgery (even you) - surgery that would normally
cost hundreds of thousands of dollars.

I used to wonder why we never heard any negative stories about him. I
believe Baba had the power to stop these, but has for some reason
decided to allow them now. Since there is organized evil on this planet,
which is involved heavily in the occult etc., Sai Baba is the kind of
person that they would want to attack. His positive effect on so many
people's lives is huge.

It is possible that some of the people who have created these stories
are victims of mind control by the 'bad guys'.

I felt that there might be trouble for Sai Baba down the track when I
read "Divine Memories of Sathya Sai" by Diana Baskin. Diana Baskin is
the daughter of a Swiss banker and an Italian aristocrat. She lived with
Baba for 10 years. It was she and her husband who told Baron Rothschild
about Sai Baba, which caused the Baron to go and see Baba. But Baba
ignored the Baron completely. Instead Baba chose to see a group of very
poor Nepalese.

I doubted that someone as "important" as Baron Rothschild took kindly to
this type of treatment. I felt that it would be just like a Rothschild
to start brewing some kind of revenge. And remember - the Rothschilds
have access to almost limitless resources.

An important new book "Secret, Don't Tell: The Encyclopedia of
Hypnotism" by Carla Emery (www.hypnotism.org) gives many stories, some
from court proceedings, which prove that the 'bad guys' can easily get
10% of the population to do anything they want, purely through hypnosis.

In opposite to what most people believe, it is relatively easy to get
these people to perform unethical actions, including murder,
prostititution and robbing banks through hypnosis. This is without the
extreme mind control techniques described in books like "Trance
Formation of America". And if you think that you can never be
hypnotized, think again! According to Carla Emery, the more intelligent
a person, the more likely it is that they can be hypnotized.

Rumour has it that The London Guardian - http://www.guardian.co.uk - will
be printing extracts from Jon Ronson's new book, 'Them' which looks at
Bilderberg and the Bohemian Grove this coming Saturday (10th March 2001).
There looks likely to be a TV version too in the not-too-distant future on
UK's Channel 4. It remains to be seen whether or not this will be a good
piece of journalism or a whitewash. But if Jon's previous work is anything
to go by it should be humourous and closer to the former!
It will be interesting to see whether or not the issue of Bilderbergers
colonising the European Commission, the management board or 'cabinet' of
Europe, will be dealt with. For me this is the most anti-democratic and
deceptive aspect to Bilderberg activities at the present.

The single market programme in the mid-80's was the sucessful relaunch
package of economic and arguably political integration in Europe. Jean
Monnet, father of the EU had always felt it crucial to rein back
monopolistic big business but the success of the single market turned this
policy on its head. The relaunch document (see below) was prepared for the
European Commission by Philips Industries in Holland and researched by
unnamed Philips staff. The staff were told to "imagine yourselves to be
dictators of Europe."


Few realise how pivotal the 2001 Bilderberg chairman, Viscount Etienne
Davignon, was in this process. As European Commissioner for Industry and
the Internal Market from 1977 to 1980 he looked for ways to put big
business in the driving seat of European policy. In 1985, as Industry
Commissioner, he challenged Pehr Gyllenhammar, CEO of Volvo, (also
administrator of United Technologies, Vice President of the Aspen Institute
and one of the five partners of Kissinger Associates) to organise a group
of the top European businessmen to lobby the Commission. Davignon argued
that the Commission would be obliged to respond to the demands of some of
the largest European industrialists. The Gyllenhammar group was to
become the highly influential European Round Table of Industrialists or
ERT, drawing up policy for Europe.

So we have another TV star?

Few days ago on one of the news shows - a special where in secret in
schools, guns were left in rooms, such as bathrooms, etc., to see what
kids would do - in the schools chosen, the kids took the gun - and in
this one school where thre had been much on shootings this one kid
picked up the gun and pointed it at his friends - these were teenagers
and most or all were black...

So you read this story - and one must wonder.   Soon guns will be
popping up all over hell and you will see them the spy system in full
force.

Now in our town police planted cameras in school restrooms and there was
public outrage; years ago a policeman (woman) not married was removed
from the school yards as she was bulging out all over and not married -
she made public display, charging discrimination but nothing big time in
papers happened; and one policeman was fired once for being a voyuer;
and one committed suicide - these are sad cases, but I would not want
any of these police with cameras and videon tapes producing shows in
restrooms for this is just what is happening.

So punish this cop - fire the bastard.leaving a gun out in the open
- was it bait or the desire to make Good Morning America - forgive me,
for like Clinton I have sinned -

Now we separate the kids into the bad kids and the goody kids..one
will turn informer on his classmates - think maybe if some of these
parents were charged with leaving a gun where a kid could get it - did
they ever charge Klebold's paents or the Harris kid's parents?

Remember we were to hug the little 6 year old who murdered another
little 6 year old .

Gold prices touch two-month high;
shares of metals companies edge higher

NEW YORK (CBS.MW) -- Gold futures prices climbed to their highest
level in two months Friday, as a continued rise in gold lease rates
resulted in increased bank lender buying of the precious metal.
Shares of metals edged higher on the back of gold's price gains.

The one-week and one-month lease rates were around 6.5 percent to 7
percent Friday morning, a rise of some 1.5 percent to 2 percent from
Thursday's levels, Dave Meger, a senior metals analyst at Alaron.com
in Chicago, said in an e-mail update.

When the lease rates or amount of money paid to borrow gold climbs,
bank bullion lenders must buy back the precious metal on the market
to return it to the central bank and make it available to investors
who want to borrow it.

Meger attributed the price climb to "fund short covering and
alternative investment demand as well as the rising lease rates. "We
believe could all play a role in extending this move higher."

Gold for April delivery climbed to a high at $271.80 an ounce, its
highest level since Jan. 8. and was last at $269.80, up $3.70. May
silver climbed 3 cents to $4.54 an ounce.

Over on the supply end, Comex inventories of gold were unchanged at
1,632,873 ounces late Thursday. Silver inventories also stood flat at
98,972,748 ounces.

Because there is some confusion over what is scheduled to happen in
U.S. District Court in Boston on March 15, and also because all
parties to the case have filed a joint motion with the court to
establish a slightly modified schedule, I am providing this status
report, which also should help to reduce somewhat my e-mail traffic.

The normal rules of procedure in federal district courts require a
defendant to file a written response to a complaint within a certain
time, which may vary depending on the type of defendant (e.g.,
domestic, foreign, government) and the manner of service.

Generally speaking, these responses may be of two types: 1) an answer
to the complaint, addressing by numbered paragraph each of its
allegations, and raising any other defenses or counterclaims; or 2) a
motion to dismiss, raising legal defenses that would prevent the
court from granting any relief, even assuming that the factual
allegations of the complaint are true.

Defendants who file motions to dismiss are not required to file
answers until after their motions to dismiss are heard and
determined. A motion to dismiss must be accompanied at the time of
filing by a brief supporting the motion and citing the legal
authorities therefore. When a motion to dismiss is filed, the
plaintiff is allowed time to file an opposition statement containing
reasons why the motion should not be allowed, why the defendant
should be required to answer, and why the the case should be allowed
to proceed.

It is quite normal for defendants in complex cases to request
extensions of time to respond, and just as normal for plaintiffs to
assent to these requests. This week all parties in my case, including
me, filed a joint motion with the court requesting that the various
defendants be allowed until the following dates to file their
responses: March 15 for the Secretary of the Treasury; March 30 for
all other defendants except William J. McDonough; and April 10 for
Mr. McDonough. In addition, the joint motion requests that the
plaintiff be allowed until April 30 to file his oppositions to any
motions to dismiss or to other defensive motions filed by the
defendants pursuant to the agreed schedule.

It is my expectation based on discussions with the attorneys for the
various defendants that all of them are planning to file motions to
dismiss.

Typically, after the filing of motions to dismiss and the oppositions
thereto, the court will set a hearing date for oral argument on the
motions. At the hearing, the court may rule on the motions, or parts
thereof, from the bench, but normally, especially in a complex case,
the court will take the motions under advisement and issue a written
ruling and opinion later.

Courts control their own schedules, which are affected by many
different considerations, so it is not possible to predict with much
precision likely dates for a hearing or a ruling. However, I will
continue to post periodic status reports as appropriate, and I am
working on arrangements to make available online all significant
court filings.

In any event, my own oppositions will be posted at
www.GoldenSextant.com, as will notice of any important court hearings.

Well, Kansan, this is like the 10th time I have watched
Kubricks masterpiece, EYES WIDE SHUT.  As you are probably
aware, I am on the look-out for the many CLuM references
Kubrick hid in the movie, and there is simply no way you
can catch all of them by watching the movie once.

First, let me just say that Kubrick was and still is the
master of the cinematic artform.  It's no wonder that
he was self-taught, since his directorial 'eye' is one
of a seasoned auteur; Kubrick's stationary camera shot
is his watermark.  We, as the audience are able to view
the full frame of detail, in focus, and we can let our
eyes wonder amongst the boundaries of the frame, as
if we were in a museum staring at a painting.

A couple more interesting things caught my eye this time:

1.  The same, identical, stringy, yellowish Christmas
lights in Ziegler's party shot can be found in the "Rainbow"
Costume shop.  Does this mean that the CLuM's were
intimately involved with the Costume merchant?  Of, course.
The connection between the name of the shot, and it's
association with the "Rainbow" of the "Wizard of OZ", is
a veiled reference to the Monarch Mind Control program
which allegedly trained sex-slaves.  It's no wonder, then,
that we find the Costume merchant "pimping" out his
young, lolita-esque daughter to two (Japanese?) businessmen.
It's obvious from multiple viewings of EWS, that the
merchant *pretends* to be irate with the two cross-dressing
businessment who are in the act of making it with his
underage daughter.  We know the merchant is pimping his
daughter out to them because the businessman protests,
as if this had all been arranged by the merchant to begin
with.  The protests are merely a show for Cruise's character,
and the merchant's daughter even goes as far as to
proposition Cruise on her way out.


  The Rainbow is a very important Masonic symbol and code word.  For
example, the Masonic organization for girls is called the International Order
of Rainbow Girls (IORG).  Similarly, the Mason Brother "Rev." Jesse Jackson,
the head PUSHer, is also in charge of the "Rainbow" Coaltion.

  Cruise's character was somehow controlled to find that costume store.  In
a similar way, his old friend, the piano player, had been assigned to invite
Cruise to the CLuM ceremony.  What seemed like "random" events to Cruise had
been planned by Ziegler and the other CLuMs to initiate Cruise and his wife.


One other thing I noticed, again, after multiple viewings,
is how Kidman's description of her "betrayal" to Cruise
was more visceral and damaging than Cruise's envisioning
of the Naval Officer in his mind.  It's as if the very
thought of betrayal is worse than the act itself.  Kubrick's
psychological timing, and dramatic pauses, make the
stoned conversation between Cruise and Kidman painful to
watch, but much more revealing with each viewing.  Is it any
wonder, then, that Kidman must get "high" to admit her
"imagined" betrayal to Cruise, as if the act of drug-taking
"triggers" her memories, just like the alleged Monarch
Mind-Controlled Sex-slaves are supposedly given drugs
to bring on their altered-personalities?  Witness the parallel
between Kidman's drug use and Mandy's drug use at Ziegler's
party.  What is Kubrick *really* trying to tell us, here?

Remember how Cruise was asking Mandy to open her eyes?

Think about it!

Kubrick was revealing the CLuMs secrets and that's why
they murdered him before the film was released!

The Emerald Isle in a socialist sea

Conservatives have for years been warning us of the dangers of ceding sovereignty to
international organizations such as the United Nations and, more recently, the World
Trade Organization.

Their fears have been routinely dismissed by the more sophisticated as either
paranoid or grossly exaggerated. Indeed, anyone with the temerity to even raise such
questions as we rush headlong into
an era of economic and
political globalization is these days routinely dismissed as a bit wacky.

But a realistic look at what’s going on in the world forces one to conclude that they 
may have a po
int. The fact is that the nation state is under attack in minor and major ways from 
those who seek
regional or even global
 governmental arrangements that the citizens of many nations quite reasonably find 
completely unacc
eptable.

Take the case of Ireland. The place was, until recently, an economic basket case and 
had been one s
ince the days of the potato famine. It produced good songs, Maureen O’Hara and little 
else until it
s political leaders (un
like most Irish-American politicians) decided that Reaganomics might actually work to 
stimulate the
ir economy as it did ours.

A wave of tax cuts and regulation slashing has made Ireland an attractive place to do 
business. Wit
hin less than a decade her people were working and prospering .

The turnaround has been so dramatic that the former economic backwater that is Ireland 
is today kno
wn as the “Celtic Tiger,” with an annual economic growth rate in recent years that has 
exceeded 8 p
ercent.

Needless to say, this performance has not escaped notice either in Brussels, the 
capital of the new
ly emerging European central government.

Now, one might expect the economists and politicians who run these vanishing nations 
to rejoice at
Ireland’s success and even emulate Dublin’s actions. Well, they aren’t. They’re mad as 
hell and hav
e vowed not to put up w
ith this irresponsible upstart.

You see, Ireland is emerging as an island of economic freedom and opportunity in their 
midst. And,
truth to tell, that is simply unacceptable to other European Union (EU) members. The 
European commu
nity, as former British
 Prime Minister Margaret Thatcher warned years ago, was designed to be a community of 
socialist or
quasi-socialist economies bound together by compatible internal interests and a desire 
to deal with
 the rest of the world
as a bloc.

Her fear was that a socialist Europe would also be a protectionist Europe because 
global free trade
 would reward nations that adopted policies that would empower entrepreneurs within to 
compete with
 others. That meant tha
t socialist and high-tax states would suffer in an arena that rewards efficiency. To 
her mind, the
EU would grow into a group of socialist states bound together by the need to protect 
themselves fro
m the forces of economi
c freedom that have transformed the rest of the world.

It turns out, of course, that she was right, but that Ireland wants to be part of the 
new world rat
her than the old. This simply won’t do. The old Ireland fit, but the new Ireland does 
not and must
therefore be brought to
 heel. To do this, other EU members are suggesting that her policies be condemned as 
unfair to high
er-taxed members of the community because they give her a competitive advantage that 
is just not fa
ir. Their solution is t
o coax or drag her away from such policies.

Oh, they’re arguing that whatever punishment they ultimately mete out will be for 
Ireland’s own goo
d as well as theirs. Until recently, for example, they’ve been suggesting that any 
additional tax c
uts will simply overhea
t the Irish economy and lead to inflation that will threaten the island’s newfound 
prosperity.

There are two problems with this reasoning. The first is that inflation seems to be 
slacking off in
 Ireland at present even as the economy continues to grow, and the second, as many 
Irishmen and wom
en are beginning to sug
gest, is that it’s none of their business.

After all, if the elected representatives of a supposedly free people cannot decide 
for themselves
whether they want to raise or lower taxes are the people they represent truly free? 
The answer, of
course, is that they ar
e not.

The Irish are discovering this today. As other nations, including our own, contemplate 
ceding more
and more power and, yes, sovereignty to international bodies, it is something we will 
find ourselve
s discovering tomorrow.

TURKEY IN CRISIS:
ECHOES OF TEHERAN?

Turkey is in the
midst of a mounting financial and political crisis, the worst since the
military coup of 1980.  In the third week of February overnight interest rates
soared to 20 percent, or 7,000 percent per annum.  The stock market tumbled, losing
18 percent of its value on
February 21 alone.  The
government in Ankara was forced to abandon exchange rate controls and float its
currency, the lira, which lost a third of its value in a matter of days.  Galloping
inflation and collapsing banks
have reportedly prompted the International Monetary Fund to extend billions of
dollars in loans.
The latest crisis was
triggered off by a very public quarrel between Prime Minister Bulent Ecevit--the 
septuagenarian political veteran who presided over the
invasion of Cyprus in 1974--and President Ahmet Necdet Sezer.  The dispute, ostensibly 
over the pace and
scope of the government’s anti-corruption drive, would not have had such
consequences were it not for the structural weaknesses of Turkey’s economic and
political system.  The reaction of the markets, barely recovered from a less dramatic 
slide last
November, reflected widespread concern over the ability of Ecevit’s government
to tackle those weaknesses.  Turkish officials
now estimate that the country will need over $25 billion in foreign loans to overcome 
the immediate effects of the current crisis.
Before
the United States is dragged into another bailout of Mexican proportions it is
necessary to take a hard look at the fundamentals.  Eight months ago we warned that 
Turkey’s
latent tension between modernization dictated from above and religiously
expressed resistance from below is structurally similar to the strain that
proved fatal to the Shah in 1979 (“Is Turkey the Next
Iran?” News  Views, May 4, 2000).  Today we can only add that, just as enormous
oil revenues could not resolve the problem in Iran, there is no reason to
believe that the proposed massive injections of foreign liquidity will do the
trick in Turkey.  The Kemalist dream of
strict secularism has never penetrated beyond the military and a relatively
narrow stratum of urban elite centered in Istanbul.  The rise of Islam in the 
mainstream political landscape became fully apparent in June 1997, when the Turkish 
army
intervened to force the resignation of Necmettin Erbakan, the democratically
elected prime minister and leader of the Islamic Refah party.
The fact that
political Islam had found such fertile ground in Turkey came as a shock to
many, revealing the ultimate dependence of the political system on the
army.  The CIA’s 1997 “State Failure
Task Force” report identified Turkey as a nation in danger of collapse.  The resulting 
erosion of the ruling
stratum’s self-confidence has led to increased oppression.  Journalists now risk 
fines, imprisonment,
bans, or violent attacks if they write about “the role of Islam in politics and
society” or “the proper role of the military in government and society” (Human Rights 
Watch, 1999).  Turkey is a
“guided democracy” at best, with no institution, judicial or civil, truly
independent of the State, and with the military as the final guarantor of its
pro-Western, secular orientation.
The official line
from Ankara in the wake of this latest crisis--that the underlying strength of
the Turkish economy and its political institutions remain unaffected--is
reflected in its friends’ assurances that a bit of shock therapy may be just
what the country needs to become more efficient.  Writing in The Wall Street
Journal  (“Turkey’s Crisis Has a
Silver Lining,” March 2) Norman Stone thus asserted that “there’s a ‘crisis’
perhaps, but no reason to panic.”
Other analysts are
not so sure.  Darko Tanaskovic, who
teaches Turkish studies at the University of Belgrade and who was until recently
Yugoslavia’s ambassador in Ankara, says that even many Turks would question
Stone’s assertions.  He warns that the
lack of cultural rootedness of Turkey’s political elites remains as serious a
problem today as it was in Ataturk’s times, and says that in many minds the question
about the dormant Islamic volcano is not if, but when.  The problem, according to
Dr. Tanaskovic, is
compounded by the Turkish elite’s own divisions.  In the business community and the
academe one encounters the
proponents of a neo-Ottoman model that would supposedly better fit the post-
national, globalist paradigm.  On
the other hand, the old-fashioned nationalists--notably the officer class--dislike
any notion of Turkey’s integration into the “international
community” as inherently suspect. Tanaskovic  concludes that
Turkey’s economic performance over the past decade, which is even more
impressive if we take into account the unrecorded “gray economy,” has not
contributed to the emergence of a self-perpetuating political consensus.

A core objection to paranoid rants regarding the US National Security Agency
(NSA) electronic eavesdropping apparatus called ECHELON is the simple
observation that spooks trying to use it are literally buried in an avalanche
of white noise from which it's quite difficult to extract anything pertinent.

But now the US Central Intelligence Agency (CIA), no doubt with some
assistance and guidance from NSA, is making strides towards cracking that
little inconvenience.

The CIA's Office of Advanced Information Technology is developing a number of
data-mining enhancements to make life easy for those who would eavesdrop on
electronic communications, Reuters reports.

First up is a computer program called Oasis, which automatically converts
audio signals into conveniently readable, and searchable, text.

And it distinguishes voices, cleverly enough, so that the transcript of an
intercepted 'broadcast' (a conference call via mobile phones?) will show each
speaker automatically identified as Male 1, Female 1; Male 2, Female 2; and
so on.

If the transcript seems implausible at any point, or disappointingly mundane,
the operator can easily listen to relevant parts of the broadcast to check
the machine's accuracy, and determine that "recognize speech" actually was
"wreck a nice beach," and send in the appropriate goon squads to prevent it.

Oasis also references search terms and keywords automatically. Thus text
containing the phrase "truck bomb" would pop up in a query for "terror*".

The CIA is planning to develop Oasis for spy-useful foreign languages such as
Arabic and Chinese, the wire service says.

Next comes a software tool called FLUENT, which enables an operator to search
stored documents in a language s/he doesn't understand by using his or her
own language for queries.

So, imagine an uneducated, highly-trained Anglophone with a PhD in some
anti-intellectual pseudo-'discipline' like medicine, education, women's
studies, engineering, creative writing, economics or computer science,
naturally poorly acquainted with languages, but charged with grave national
security responsibilities.

Say this person needs to know what the Chinese have been publishing about
nuclear warheads.

Salvation: FLUENT allows them to search on "nuclear warhead" in English, and
still dredge up Chinese (or whatever) documents for people with actual
language skills to translate and evaluate for them. Is that cool or what?

Presently, FLUENT can translate Chinese, Korean, Portuguese, Russian,
Serbo-Croatian and Ukrainian, Reuters says.

I don't know about the rest of this stuff, but I was in Turkey during the
military coup of 1980.  It was so welcome (especially to the Americans who
lived there).  The battles between right and left (Demirel and Ecevit led)
were so pervasive it was not safe for a kid to go to the store for a loaf of
bread.  When General Evren followed the Turkish constitution and used his
military to take over the country, it was the best thing that ever happened.
The only one who wasn't relieved  was the American government who began
braying about free elections.   Somehow they weren't worried about the kids
who got beat up and killed on their way to the store.  Anyway, the Turkish
military is charged with keeping order but not staying in power, so General
Evren left and they got their free elections back.  Now you can see where the
CIA has led them.  It's always the same.  It's a good thing that most Turks
are a pretty sensible people.  I was quite amazed at the time that the
American government was so worried about free elections in Turkey, when they
were so very understanding about the Idi Amin types.  Ahhh, the mysteries of

There is an emblematic moment at the start of Bill Clinton's 
political life. It is January, 1974, and the 27-year-old future president, only 
months out of Yale Law School, is back in Arkansas eager to run for Congress. A 
relative unknown, he faces an imposing field of rivals in the Democratic 
primary, and beyond, in the general election, a powerful Republican incumbent. 
Yet as soon as he enters the race, Mr. Clinton enjoys a decisive seven-to-one 
advantage in campaign funds over the nearest Democratic competitor, and will 
spend twice as much as his well-supported GOP opponent.

It begins with a quiet meeting at his mother's house in Hot 
Springs. Around the kitchen table, as Virginia Clinton will describe the scene, 
avid young Billy meets with two of his most crucial early backers -- uncle 
Raymond G. Clinton, a prosperous local Buick dealer, and family friend and 
wealthy businessman Gabe Crawford. As they talk, Mr. Crawford offers the 
candidate unlimited use of his private plane, and uncle Raymond not only 
provides several houses around the district to serve as campaign headquarters, 
but will secure a $10,000 loan to Bill from the First National Bank of Hot 
Springs -- an amount then equal to the yearly income of many Arkansas families. 
Together, the money and aircraft and other gifts, including thousands more in 
secret donations, will launch Mr. Clinton in the most richly financed race in 
the annals of Arkansas -- and ultimately onto the most richly financed political 
career in American history.

Though he loses narrowly in 1974, his showing is so 
impressive, especially in his capacity to attract such money and favours, that 
he rises rapidly to become state attorney-general, then governor, and 
eventually, with much the same backing and advantage, president of the United 
States.

Those obscure origins have been a ghostly echo amid the pall 
of scandal that now hangs over Mr. Clinton's last days in the White House. The 
gush of lavish gifts from retainers, the fat contributions to the Clinton 
presidential library, his legal defence fund, Mrs. Clinton's own senatorial war 
chest, the favours to and from relatives and old friends, and, of course, the 
notorious 11th-hour pardons of criminal financier Marc Rich, drug kingpin Carlos 
Vignali and others whose allies variously funnelled money to the Clintons: There 
is a sense in which we have seen it all before, though a sense, too, in which 
most Americans still don't grasp what they are looking at.

Around his mother's kitchen table that winter a quarter of a 
century ago -- like so much that happened over the course and climax of the 
Clinton presidency -- nothing was quite what it seemed. No mere businessman with 
a spare plane, Gabe Crawford presided over a backroom bookie operation that was 
one of Hot Springs' most lucrative criminal enterprises. And just as Marc Rich, 
with his sordid international trafficking from Manhattan to Tripoli, was no 
ordinary investor, the inimitable uncle Raymond -- who had also played a pivotal 
behind-the-scenes role in keeping young Bill out of the Vietnam draft -- was far 
more than an auto dealer. In the nationally prominent fount of vice and 
corruption that was Hot Springs from the 1920s to the 1980s (its barely 
concealed casinos generated more income than Las Vegas well into the 1960s), the 
uncle's Buick agency and other businesses and real estate were widely thought to 
be facades for illegal gambling, drug money laundering and other ventures, in 
which Raymond was a partner. He was a minion of the organized crime overlord who 
controlled the American Middle South for decades, New Orleans boss Carlos 
Marcello or Mafia Kingfish as his biographer John Davis called 
him.

It was in this milieu, this shadow, that Bill Clinton began 
his climb to power, and from which, in a long, twisting line from Mr. Crawford 
to Mr. Rich, uncle Raymond and Mr. Marcello to Mr. Vignali, he has never really 
emerged.

Through it all, Mr. Clinton and his apologists, and even 
political foes bound by their own ample corruption, would claim that there was 
no evidence of any specific quid for the quo of all the provenance and support 
-- when, in fact, the record would be filled with fix and favour, and when in 
truth it was Mr. Clinton himself as political virtuoso (and as 
blackmail-vulnerable sexual satyr) who was always the quid his backers 
sought.

The shrouded pardons this January belong to a seedy history. 
As Arkansas attorney-general, Mr. Clinton looked the other way from the state's 
pervasive organized crime and corporate depredations. As governor for a dozen 
years, he made the state a haven for speculators and profiteers while its 
legendary poverty and inequity of income deepened. He made the Arkansas Highway

New York (Platt's) 8 Mar 2001 -- A member of South
Africa's Gold Anti-Trust Action Committee (GATA), a
free-market activist group, has written to U.S. Treasury
Secretary Paul O'Neill, asking him to intervene to free
the gold market from what the group alleges are certain
special interests that are holding down gold prices.

"We appeal to you to help us to free the gold market
from government intervention," said Gordon Bamford
in a letter shared with GATA members. "Given a free
international gold market, thousands of jobless South
Africans and people of other gold-producing countries
in Africa would have an opportunity to live in dignity
and in societies less prone to crime."

From 1949 to 1987 Bamford, a retired South African
gold mining executive, was involved with management
of South African gold mines, including JCI's deep
mines.

Bamford said he is "convinced that there is
overwhelming evidence of collusion" between various
governments to keep gold prices low. "During the past
10 years the price was contained below a $420 ceiling,
then locked into a relentless downtrend, settling in
a narrow band between $260 and $285/oz," he stated.
"The gold mining industry was forced to retrench much
of its labor force in order to stay afloat. The mines
once under my control reduced their numbers by 40
percent. In contrast to this tale of woe among
producers, demand for gold has risen every year, and
the gap between mine supply and total offtake has
continued to widen," while prices declined.

Bamford said he and many former colleagues have
concluded that the price is being "held down artificially."
Bamford cited the gold market's behavior to support
his case:

"Since 1994  whenever the price of gold threatened to
recover, a much-publicized sale of many tons of gold
was announced by one or another banking institution."
He said the "regularly declared intention" of O'Neill's
predecessors at Treasury to maintain dollar strength
also caused "considerable suspicion that a deliberate
and coordinated effort to suppress the price of gold
has formed a key part of that (dollar) strategy." He
suggested O'Neill could help liberalize the gold
market. "You have come out of the aluminum industry;
if the price of that metal behaved the same way,
you'd have wanted to know why."

Another GATA member, Reginald Howe, filed a lawsuit
last December in U.S. District Court in Boston,
accusing five investment houses, the Bank for
International Settlements, and top officials of the
U.S. Treasury Department and U.S. Federal Reserve
Board of conspiring to suppress the price of gold.
In his allegations, Howe pointed out that the gold
price was fixed at $289/oz for the three years ending
1997, 1998 and 1999 and said this was too much of a
coincidence to be the result of a free market.

ONE --IT'S SADDAM'S
FAULT THAT HALF A MILLION CHILDREN DIED SINCE THE
ECONOMIC BLOCKADE, SADDAM COULD FEED HIS
PEOPLE IF HE CARED INSTEAD OF USING HIS MONEY TO BUY
WEAPONS-- "More than one million Iraqis have died- 500,000 of them
children-as a direct consequence of economic sanctions... As many as
12% of the children surveyed in Baghdad are wasted, 28% stunted
and 29% underweight." --UN FAO, December 1995. For details see

ANSWER--Nearly all oil sales money has been allocated through United
Nations inspectors, subject to nearly 40% reduction for reparations and
UN expenses, and subject to Washington's veto and foot dragging--
usually months for even the simplest decision. Washington has allowed
food and medicine imports, but almost nothing else.  For nearly ten
years it blockaded chlorine to sanitize the water and any equipment to
rebuild the electricity grid, sanitation and irrigation facilities.  Even
pencils for school children were prohibited. (A NY TIMES editorial
2/11/01 reports, "currently American diplomats are holding up billions of
dollars of imports needed for civilian transportation, electric power
generation...and even medical treatment").   Finally the Europeans
rebelled at the cruelty and shamed Washington into allowing such
imports, (NY Times 12/6/00).

  Until oil prices increased last year, sales ran about $4 billion yearly
minus about 35% withheld  by UN left 2.6 billion divided by 20 million
population =  $130 per year per person = 36 cents per day per person
for food, medicine.

Obviously Iraq needed to rebuild its agriculture and transport
infrastructure to feed itself, but this was prevented by Washington.
Washington blockaded supplies to rebuild Iraq's bombed oil production
and refining facilities since 10 years, although it went to war supposedly
to assure oil supplies for the world.  Iraq is now also getting substantial
monies through sales of smuggled oil, especially since the price of oil
went up and the rest of the world tires of the American blockade.  No
doubt some of this goes for weapons purchases.

TWO —  IF IRAQ ALLOWED INSPECTIONS FOR WMD
(WEAPONS OF MASS DESTRUCTION), WASHINGTON WOULD
REMOVE THE BLOCKADE.  IRAQ MUST PROVE THAT IT HAS NOW
WMD AND THAT IT WON'T MANUFACTURE ANY IN THE FUTURE.

ANSWER There's No Connection Between
Inspections and Sanctions on Iraq AND CONSEQUENTLY NO
INCENTIVE FOR IRAQ TO COMPLY.Equally No Nation can "prove" a
negative, that it's not doing something.  Biological and chemical
weapons can be made, "in a large closet which is all the space you
need to mix deadly chemical weapons.. Chemical and biological
weapons are the great equalizers against our atomic weapons." (TIME
Everyman a Superpower, 11/24/97).

Re inspections, REUTERS reported,  12/13/99,"The (European) aim
was to prevent the United States and Britain from imposing arms
requirements that Iraq could not meet and thus keeping the sanctions in
place for years to come." And FRANCE PRESSE 12/13/99, "French
diplomats retorted that by insisting on full cooperation, the council
would give the United States an excuse to refuse to suspend sanctions
on the flimsiest grounds.”  Madeleine Albright declared in 1997: “We do
not agree with the nations who argue that if Iraq complies with its
obligations concerning weapons of mass destruction, sanctions should
be lifted.”  Clinton went one step further when he said, “sanctions will be
there until the end of time, or as long as he [Saddam] lasts." THE
BUSH ADMINISTRATION HAS NOT REPUDIATED THESE
STATEMENTS

Scott Ritter, former head of the U.N. arms inspection team in Iraq, on
the NBC TODAY SHOW, 12/17/98, explained, "Washington perverted
the U.N. weapons process by using it as a tool to justify military
actions, falsely so. ...The U.S. was using the inspection process as a
trigger for war."

THREE --  IRAQ WOULDN'T LET THE UN/US MONITORS INSPECT
POSSIBLE WMD PRODUCTION OR STORAGE SITES.  THAT'S WHY
AMERICA STARTED BOMBING.

ANSWER:  Iraq did so from 1991 until 1998, but Washington still
wouldn’t take off the  trade blockade. Scott Ritter, the former UNSCOM
inspector,  told CNN on 2/18 "In terms of large-scale weapons of mass
destruction programs, these had been fundamentally destroyed or
dismantled by the weapons inspectors as early as 1996, so by 1998 we
had under control the situation on the ground."  Then in 1998
Washington also demanded access to the Iraq's government personnel
files, the basis of the its power structure.  Saddam saw that U.S.
demands were just always increased with no hope of sanctions being
lifted.

accelerates? And, what is "poverty", the endemic kind incubated by 
USslums, third world dictatorship graft, thesudden poverty of the 
husband leaving, unemployment, shifting centers of world manufacturing, on and 
on?

How can poverty fuel rejection of social 
programs aimed to help the poor? c'MON!

I for one do not think giving poor 
Africans or Chinese personal computers with internet access will allay whatever 
it is that their poverty is said to accelerate. And, what a colossal waste 
of money to think providing them with PC's will end their poverty. 


The Bible says, "The poor ye shall always 
have with you." I have always seen poor people in my 52 years. This 
is more Klintonspeak, it's stupid. I am not stupid enough to believe 
it. I am glad he is gone from 
powerand I hope no one invites him to speak.

One of the features of the New World Order's outreach to poor countries is 
the attempted seduction of these countries' intellectual and semi-intellectual 
middle class. 
This seduction is possible because of a widespread problem: contempt among 
such more-or-less-intellectual folks for the 'backward' customs of local farmers 
and workers. Which really means: contempt for national culture. 
The American Empire provides two carrots for the more-or-less intellectuals: 
money (more, not less) which is always popular, and jobs in National 
Self-destruction, a growth industry. The latter must be disguised as the 
introduction of democracy and local self-management and reform and modernization 
and so on. Euphemisms are important because these folks are sensitive souls. 
They do not enjoy doing it to backward workers and farmers with their eyes 
open.
While NATO proxy forces have invaded southern Serbia, the pro-NATO forces 
presently controlling Yugoslavia are working to dismember Yugoslavia from 
within.
The written 
program of the DOS parties now in control (and the stance of the ideologues 
behind Yugoslavia's 'transition' and 
'turn toward Europe') includes 'Radical Decentralization'. 
Does 'Radical Decentralization' sound obscure? It should for it is a 
euphemism. Its real meaning: "Yugoslavia must be broken into tiny controllable 
pieces." 
Former State Department senior policy adviser Robert Manning wrote:

  "The United States and its NATO allies appear to be stumbling backward into 
  turning the former Yugoslavia into series of protectorates one province at a 
  time. Where does this lead? A swath of Eurasia -- from the Balkans to the 
  Caucasus to Central Asia -- is full of troubled or failing states." ('The 
  Washington Post', February 15, 1999)
The DOS politicians and their semi-intellectual supporters are stumbling 
backward in step with NATO. But decency forbids speaking of tiny protectorates, 
or "one province at a time." Decency requires: 'Radical Decentralization.'
Montenegro is to be separated from Yugoslavia. The provinces of Kosovo in the 
south and Vojvodina in the north (pronounced 'Voyvadina') are to be broken off 
from Serbia. 
Hungary wants Voyvadina province. To this end, Hungary covertly supports an 
alliance in Voyvadina of Serbian quislings and others in the DOS parties with 
ethnic Hungarian secessionists. This alliance has launched a reign of terror 
against Yugoslav loyalists and Serbian refugees from other parts of Yugoslavia 
living in that province.
If DOS/NATO has its way, the area around Belgrade will be broken into several 
administrative pieces. (This area was known as the Pashalik of Belgrade during 
the Ottoman Empire. It first gained nominal independence in 1830. It is not to 
survive the New World Order.) 
As for southern Serbia, NATO has concocted a show of phony 'ethnic tensions' 
there by sending NATO-trained and NATO-armed Albanian terrorists in from Kosovo. 
NATO presents this as a local crisis based on grievances. The solution to this 
crisis will be to annex this area, in some form, to NATO-occupied Kosovo. This 
would serve two purposes. It would give NATO direct control over a key part of 
the strategic communications route known as Corridor Ten. And it would feed the 
fantasies of NATO's attack dog, the Kosovo Liberation Army or KLA, which dreams 
of a 'Greater Albania'. 
The plan to shatter Yugoslavia into small pieces alongside a NATO-dominated 
Greater Albania and a NATO-dominated Hungary has one big obstacle: the 
resistance of ordinary people in Yugoslavia and elsewhere. And there are indeed 
rumbles of resistance from the people.

It announces a university conference. Behind a scholarly facade, the goal of the 
conference is to build ideological support for and help plan the dismemberment 
of Yugoslavia, Serbia in particular. The language of the email is 100% 
euphemisms.
The euphemisms used - "Decentralization of government... devolution of 
powers...management of local and regional self-government" are nicely 
post-modern. Small is beautiful when the nation to be shrunk is a target of the 
ever-more-bloated U.S. Empire, which could really use shrinking.
The conference organizer is one Nadia Skenderovic Cuk of the 
"Agency for Local Democracy". Ms. Cuk has been associated with Freedom House, 
the U.S. government-related group that has done a lot running pro-Washington

It's harder and harder these days to tell a liberal from a conservative --
given the former category's increasingly blatant hostility toward the First
Amendment, and the latter's prissy new disdain for the Second Amendment --
but it's still easy to tell a liberal from a libertarian.

Just ask about either Amendment.

If what you get back is a spirited defense of the ideas of this country's
Founding Fathers, what you've got is a libertarian. By shameful default,
libertarians have become America's last and only reliable stewards of the
Bill of Rights.

But if -- and this usually seems a bit more difficult to most people -- you'd
like to know whether an individual is a libertarian or a conservative, ask
about Abraham Lincoln.

Suppose a woman -- with plenty of personal faults herself, let that be
stipulated -- desired to leave her husband: partly because he made a regular
practice, in order to go out and get drunk, of stealing money she had earned
herself by raising chickens or taking in laundry; and partly because he'd
already demonstrated a proclivity for domestic violence the first time she'd
complained about his stealing.

Now, when he stood in the doorway and beat her to a bloody pulp to keep her
home, would we memorialize him as a hero? Or would we treat him like a
dangerous lunatic who should be locked up, if for no other reason, then for
trying to maintain the appearance of a relationship where there wasn't a
relationship any more? What value, we would ask, does he find in continuing
to possess her in an involuntary association, when her heart and mind had
left him long ago?

History tells us that Lincoln was a politically ambitious lawyer who eagerly
prostituted himself to northern industrialists who were unwilling to pay
world prices for their raw materials and who, rather than practice real
capitalism, enlisted brute government force -- "sell to us at our price or
pay a fine that'll put you out of business" -- for dealing with uncooperative
southern suppliers. That's what a tariff's all about. In support of this
"noble principle", when southerners demonstrated what amounted to no more
than token resistance, Lincoln permitted an internal war to begin that
butchered more Americans than all of this country's foreign wars -- before or
afterward -- rolled into one.

Lincoln saw the introduction of total war on the American continent --
indiscriminate mass slaughter and destruction without regard to age, gender,
or combat status of the victims -- and oversaw the systematic shelling and
burning of entire cities for strategic and tactical purposes. For the same
purposes, Lincoln declared, rather late in the war, that black slaves were
now free in the south -- where he had no effective jurisdiction -- while
declaring at the same time, somewhat more quietly but for the record
nonetheless, that if maintaining slavery could have won his war for him, he'd
have done that, instead.

The fact is, Lincoln didn't abolish slavery at all, he nationalized it,
imposing income taxation and military conscription upon what had been a free
country before he took over -- income taxation and military conscription to
which newly "freed" blacks soon found themselves subjected right alongside
newly-enslaved whites. If the civil war was truly fought against slavery -- a
dubious, "politically correct" assertion with no historical evidence to back
it up -- then clearly, slavery won.

Lincoln brought secret police to America, along with the traditional midnight
"knock on the door", illegally suspending the Bill of Rights and, like the
Latin America dictators he anticipated, "disappearing" thousands in the north
whose only crime was that they disagreed with him. To finance his crimes
against humanity, Lincoln allowed the printing of worthless paper money in
unprecedented volumes, ultimately plunging America into a long, grim
depression -- in the south, it lasted half a century -- he didn't have to
live through, himself.

In the end, Lincoln didn't unite this country -- that can't be done by force
-- he divided it along lines of an unspeakably ugly hatred and resentment
that continue to exist almost a century and a half after they were drawn. If
Lincoln could have been put on trial in Nuremburg for war crimes, he'd have
received the same sentence as the highest-ranking Nazis.

If libertarians ran things, they'd melt all the Lincoln pennies, shred all
the Lincoln fives, take a wrecking ball to the Lincoln Memorial, and consider

Police Destroy Drugs Stashed by Milosevic Loyalists

The Associated Press

BELGRADE, Yugoslavia (AP) - Serbia's interior minister said Friday that
loyalists of ousted Yugoslav strongman Slobodan Milosevic stashed
hundreds of pounds of drugs in the ministry's vaults and safety deposit
boxes.

Dusan Mihajlovic said that some 1,300 pounds of heroin and other
"illegal substances," with a street value of nearly $30 million, were
found following the official takeover of the vaults and safety deposit
boxes.

He said a committee would investigate whether the drugs - officially
saved as evidence in drug trials - were in fact used by authorities for
illegal purposes.

"Drugs were stored there for a much longer time than prescribed by law,"
Mihajlovic said. He refused to speculate whether drug sales were used to
fund illegal activities of Milosevic's regime.

Mihajlovic said that a bulk of the drugs were stashed in a vault
belonging to the State Security agency. The remainder were found in
safety boxes of an anti-narcotics unit in Belgrade.

The drugs were incinerated Friday at a local power plant.

Rabbi Describes Hillary Pardons as 'Quid Pro Quo'


A politically connected Rabbi who did business for years with
fugitive billionaire Marc Rich says ex-President Clinton's
pardons of four Hasidic leaders in New York were a reward for
votes for Hillary Clinton in last year's Senate race.

"I think they just took advantage of a good old American
tradition of a quid pro quo and said, 'We helped you  we went
all out for you.  If you can help us we would appreciate it,"
Rabbi Ronnie Greenwald told the New York Post Friday.

Questions have swirled around the New Square, New York pardons
ever since it was learned that Mrs.  Clinton sat in at a White
House meeting where village leaders pled their pardon case.

New Square cast nearly all of its 1200 votes for Hillary in last
year's election after she made a campaign stop in the tiny town.

Surrounding Hasidic communities voted heavily for Sen.  Clinton's
opponent, Rick Lazio, raising questions about why New Square
residents gave him less than a dozen votes.  Lazio said earlier
this year that he was warned by village leaders that a campaign
stop in New Square would not be productive.

The four men who received pardons were convicted of stealing tens
of millions in taxpayer funds.

Greenwald told the Post he was questioned by FBI agents on
Thursday.  Mary Jo White, U.S.  Attorney for New York's Southern
District, added the New Square case to her Pardongate
investigation two weeks ago, placing Hillary squarely in
investigators' crosshairs once again.

Greenwald said the agreement to trade pardons for votes was
probably implicit.  "I don't believe that before the election
anyone was dumb enough to say, 'Hey, we'll trade this for this,'"
he told the Post.

He refused to describe his own role in helping to obtain the New
Square pardons but said he had no direct contact with Hillary
Clinton or the White House.

WASHINGTON -- It wasn't just first family brothers and friends
calling the White House seeking presidential pardons.  Rock star
Don Henley, historian Arthur Schlesinger Jr., veteran newscaster
Walter Cronkite, Lady Bird Johnson, former Presidents Carter and
Ford, and a long line of lawmakers also were in there pitching.

Before Clinton granted his 141 pardons and 36 sentence
commutations, just hours before leaving office, the White House
and Justice Department had received calls and letters from a
who's who of America's rich, famous, and influential.

A member of the House Government Reform Committee, which is
looking for evidence of pardons-for-dollars, called the White
House to seek presidential clemency for a constituent.  The
committee co-chairman, Rep.  Henry Waxman, D-Calif., says he
pushed for that pardon for financier Michael Milken, but it
wasn't granted.

Carter, who said Clinton's pardon of fugitive financier Marc Rich
was "disgraceful," asked Clinton to offer clemency to Patty
Hearst Shaw, who was kidnapped in the 1970s by the radical
Symbionese Liberation Army.  She then joined the group and helped
rob a bank.  Ford wrote in favor of former Rep.  Dan
Rostenkowski, D-Ill., a former chairman of the House Ways and
Means Committee, who served time for misusing public funds.  Both
received pardons.

Henley, a singer and songwriter, called Clinton's senior aide,
Bruce Lindsey, to urge Clinton to reduce the sentence to time
served for Thomas Waddell III, who had been sentenced for
conducting an illegal gambling business.  Clinton commuted the
sentence.

Schlesinger wrote a letter of support for Samuel Loring Morison,
a former naval intelligence analyst found guilty of espionage and
theft for leaking classified satellite photos to a magazine.
Morison was pardoned.

Several foreign heads of state also weighed in on pardon
applications, Nolan said.

Former Israeli Prime Minister Ehud Barak raised the Rich pardon
with Clinton several times, according to presidential aides.

 And former Rep.  John Brademas, D-Ind., called White House chief
of staff John Podesta to pass along a message from King Juan
Carlos of Spain.  An Israeli official had asked the king to call
the White House to support the Rich pardon, and Brademas passed
the King's interest to Podesta.

Cronkite, President Lyndon Johnson's widow, and former Johnson
speechwriter Liz Carpenter all backed the successful pardon
application of Ruben Johnson, an Austin banker, no relation to
the Lyndon Johnson family, convicted of receiving kickbacks he
says were actually developers' fees.

"He's known all these people for years," Ruben Johnson's lawyer,
Denise Tomlinson, said.  "They knew that he had an illegal
sentence."

Former Agriculture Secretary Mike Espy, who was found not guilty
of taking illegal gifts, supported Clinton's decision to grant
seven pardons and a commutation for others caught up in a $23
million investigation that accused Espy of being too cozy with
the food industry he regulated.

The Rev.  Jesse Jackson and several lawmakers stood up for Mel
Reynolds, a Chicago Democrat convicted of lying to obtain loans
and of illegally diverting campaign money for personal use.
Reynolds' sentence was commuted.  And Jackson wrote letters in
support of two former officials of his PUSH organization: Dorothy
Rivers and John Bustamante.

Bustamante, a pillar in Cleveland's black community, pleaded
guilty in 1993 to a federal charge of defrauding an insurance
company.  He was pardoned, and Rivers' sentence was commuted.

All these requests were joined by calls from the Clintons'
siblings.

Senator Clinton's brother, Hugh, received $434,000 for helping
two pardon seekers.  He said he would return the money.  Her
other brother, Tony, pushed for the pardons, granted a year ago,
of a Tennessee couple, Edgar and Vonna Jo Gregory.

But the adage: "It's not what you know, but who you know" doesn't
always ring true.

Clinton's brother, Roger, got a pardon on his 1985 cocaine
charge.  But when he put in a good word for several other pardon
applications, they weren't granted.

Scientists dispute military "raygun" claims

 WASHINGTON, March 6 (UPI) -- Claims by U.S. military officials
that a new skin-heating weapon causes no permanent health
problems are exaggerated and highly suspect, experts told United
Press International on Tuesday. Possible long-term side-effects
could include cancer and cataracts, they said.

 "Their claims are a bunch of crap," said Professor W. Ross Adey,
professor of physiology at Loma Linda University Medical Center
in Loma Linda, Calif. "We've known that many forms of microwaves
at levels below heating can cause significant health effects in
the long term."

 Military officials hope the technology, known as active denial
technology, will lead to a new class of non-lethal weapons that
use millimeter waves, which are near microwaves on the
electromagnetic spectrum, to heat but not permanently burn human
skin.

 Pentagon officials and Congressional leaders will examine the
device in the coming weeks before deciding whether to approve its
use as a weapons system.

 The weapons are designed to help soldiers control civilian
crowds and guard sensitive areas without using deadly force.

 Military officials say the device sends brief pulses of
electromagnetic energy 1/64 inch deep into skin, agitating water
molecules in the skin and causing thermal agitation, or a feeling
of heat. The pain is similar to touching a hot light bulb but
stops once the waves stop. The idea is to generate enough heat on
the skin that the individual retreats from the beam.

 The officials claim to have exposed 72 human civilian and
military volunteers to 6,500 exposures from the weapon in
laboratory conditions. "Other than minor skin tenderness due to
repeated exposure to the beam, there are no lasting effects,"
stated a military document.

 Medical experts, however, said that while it is possible to test
for effects such as acute eye damage and skin burns, it is
impossible, given that some repercussions could take years to
surface, to definitively exclude long-term effects such as
cancer.

 Adey, a fellow of the American Academy of Arts and Sciences and
a distinguished visiting professor of the Royal Society of
Medicine, said Russian studies conducted some thirty years ago
show that microwaves can effect white blood cells before the
subject feels heat. "The question is whether this weapon could
include a bundle of non-thermal effects that are not related to
heating," he said.

 Years ago, Soviet researchers used millimeter waves in
experiments designed to treat diseases including skin disorders,
heart disease and cancer. Experts said the fact that the waves
could have therapeutic benefits raises the specter of potential
hazards if a human is overexposed.

 Adey said his own research, in parallel with similar studies in
Russia in the early 1980s, showed that radio frequency and the
lower microwave range effected enzyme systems that regulate
growth and division of white blood cells. He said that while the
weapon does not use those specific wavelengths, no scientific
evidence exists to prove that millimeter waves could not cause
similar damage.

 Military officials have said the weapon does not harm human eyes
because their intense sensitivity to heat cause victims to
immediately close their eyes or turn away, supposedly avoiding
damaging levels of exposure. But Adey said that while brief
exposure to millimeter waves may not cause acute damage, studies
suggest that even short exposures may cause cataracts over time.

 Officials have also said the weapon does not mutate human cells.
But Adey said research suggests that millimeter waves can serve
as a kind of catalyst or promoter that causes any of the millions
of mutated cells that occur naturally in healthy humans to become
cancerous over time.

 "The principles set forth in international law say that you
can't use weapons that cause irreparable damage or irreversible
injury and we think there just hasn't been enough testing here,"
said Joost Hiltermann, arms division director for Human Rights
Watch in Washington. "They've tested on volunteers who are
probably healthy, but what happens when they aim it at pregnant
women or children or people who already have a disease that could
be worsened by exposure?"

 "The literature on the biological impact of millimeter waves
effects is murky," Kenneth R. Foster, professor at the Department
of Bioengineering at the University of Pennsylvania, told UPI.
"You can't truthfully claim that there is scientific proof of no
adverse long-term effects from these kinds of exposures. On the
other hand, I don't know of any good reason to expect such
effects."

 Foster said most of the Soviet experiments using millimeter
waves were scientifically suspect.

   Thursday he was not worried about recovering from criticisms of
   his last acts in office.

   ''I don't have anything to recover from. The truth will come
   out,'' he told reporters as he left a gathering of hotel owners.

   Clinton won a standing ovation for his speech to the group and
   said he was confident of his public support. ''Ask them, here
   they are,'' he said, gesturing to the audience. ''They always get
   it right, if they have enough time. It'll be fine.''

   Criticized for his last-minute pardons of fugitive financier Marc
   Rich and others and for taking gifts from the White House,
   Clinton has seen his approval ratings drop in the weeks since he
   left office.

   In the 35-minute speech to the group, for which he was paid about
   $100,000, Clinton talked about earthquake relief for India and
   America's place in the ''new global economy.'' He spent about 20
   minutes chatting with some of the 2,700 people in the audience.

   ''I thought he was very presidential up there,'' said Fred
   Schwartz, president of the group, the Asian American Hotel Owners
   Association.

   Reporters were not allowed to attend, but stood outside the hall
   with ears pressed to the closed doors.

   Clinton said in the speech that the United States should invest
   in poor nations and provide them with computers and Internet
   access.

   ''It is obvious to me, after eight years as president, that

are currently the focus of an FBI probe into whether first
brother Roger Clinton sold presidential pardons.

George E. "Butch" Locke, a former Arkansas state senator and
Lasater investment banking partner, was allegedly part of a
scheme to shakedown the families of imprisoned Arkansans using
Roger Clinton's name.

At least one victim of the pardons-for-cash scam has produced
cancelled checks totalling $200,000 made out to a now-defunct
Arkansas firm, CLM LLC, founded by Dickie Morton, according to
Arkansas state records.

Morton's connection to Roger Clinton, if any, is so far unclear.

But Butch Locke, CLM's other partner, has a long history with the
first brother -- and may be the connection that ties him into
burgeoning pardons-for-cash scandal.

Journalist Paul Alexander and commentator John Batchelor detailed
the new Pardongate wrinkle to WABC Radio's Sean Hannity last
week, before the FBI entered the case.

"The family members almost always dealt with, well mostly with
Dickie Morton, but also with (former) State Senator Locke,"
Alexander told Hannity.

"The allegation that the family is making is that the partners in
the Clinton company represented to him that because of Roger
Clinton's involvement this company he, of course, would be able
to facilitate the pardons."

"Roger Clinton is always a fuzzy character in the background,"
Alexander added, "as in, one family member would be talking to a
partner in the company and they would say, 'Hold on, Roger's on
the phone. I got to talk to him.'"

Batchelor and Alexander said Guy Lincecum and his family paid
more than $200,000 to CLM, an apparent acronym for Clinton, Locke
and Morton, to purchase freedom for his brother Garland, who's
currently in an Oklahoma federal prison.

Though no one has yet claimed that Clinton himself pitched pardon
deals, there's no question that Roger knows CLM partner George
Locke well and may have in fact recommeded him for his own
presidential pardon.

Clinton and Locke go back together to their involvment in a
1980's Arkansas cocaine ring; an involvement that would send them
both to jail, along with a major backer of Roger's brother, Dan
Lasater.

Locke was charged on drug conspiracy charges in 1985 in an
indictment that named Roger Clinton as an unidicted
co-conspirator. At the time Roger had already been convicted
twice on cocaine related offenses.

Prior to his indictment, Locke had been partners with Lasater in
Collins, Locke and Lasater, Inc., a Little Rock bond house.
Lasater was convicted on cocaine distribution charges himself in
1986, based in part on Roger Clinton's testimony.

In 1990, then-Gov. Bill Clinton pardoned Lasater on state drug
charges. But Lasater told the Washington Post last month that his
request for a federal pardon from President Clinton was denied in
January.

Locke had also hoped to win a pardon through his connection to
Roger, who did get a pardon from his brother. But like Lasater,
Locke's application was denied.

"I thought when Roger got his, I'd probably get mine," Locke told
the Wall Street Journal in early February.

Two weeks ago Roger Clinton said he was "miffed" at his brother
for failing to grant pardons he personally requested for six of
his friends. He declined to identify those friends, but they
apparently included Lasater and Locke.

The New York Post reported Friday that the FBI has opened a
formal investigation into Lincecum's claim that he paid money for
pardons promised in Roger Clinton's name.

Was the Seattle-Vancouver earthquake triggered by environmental

VANCOUVER, BC - Was the Seattle-Vancouver earthquake of 28
February 2001 triggered - accidentally or on purpose - by new,
secret electromagnetic weapons?

The Vancouver-based author of EARTH CHANGES
(Universebooks.com), environmentalist Alfred Webre, believes the
deep, magnitude 6.8 earthquake may have been triggered by
electromagnetic (EM) events.  Other researchers, including
members of the ELFRAD Group, which monitors electromagnetic
(EM) events, note that HAARP, a U.S. electromagnetic (EM)
weapons system in Alaska, - or some other EM source piggy-
backing on HAARP's signal - may have inadvertently or
intentionally affected the earthquake.

In the mid-1990s, despite the strong opposition of Congressman
Ronald V. Dellums (Dem.-Calif.) the U.S. Congress narrowly
approved HAARP, in the face of studies showing HAARP's negative
environmental impacts.  The U.S. Navy assured Congress that
HAARP would not trigger climate change or seismic events like the
Seattle-Vancouver earthquake.  Now, if it can be established that
HAARP - or some other EM installation - had a role in causing this
earthquake, the U.S. domestic and international repercussions of
this finding could be profound.

In the aftermath of the Seattle-Vancouver quake, a Yakima valley,
Washington researcher, writing agreed with Webre's analysis that
earthquakes can be triggered by electromagnetic EM warfare. He
stated, "Like the weather and the oceans, the mantle beneath the
floating tectonic plates also involve convection cells, but in a plastic
medium that sets up wave patterns that may be modified by
superimposition of additional waves."

Electromagnetic (EM) weapons can possibly trigger cataclysmic
earth events. EM fields can superheat the ionosphere, devastating
magnetic bands around the earth, and in turn causing massive
disruption of the earth’s Tectonic plates. A January 17, 1995
earthquake in Kobe, Japan may have been triggered by clandestine
deployment of EM weapons. EM strategic warfare includes
weather, climate and earth event warfare. Researchers have
reported the use of EM weapons in anti-population mind-control
operations over major cities.

Scientific observers and short wave radio operators now state that
unusual electromagnetic (EM) broadcasts preceded the Seattle-

Army gives China the order for berets

 The Pentagon bypassed a "buy America" law to meet the Army's rush demand
for 3 million black berets and awarded contracts to firms manufacturing the
headgear in communist China and other Third World countries.

 The beret purchase has become a contentious topic inside the Army
special operations forces.
 Former Army Rangers, whose elite units exclusively wear the black beret,
are lobbying members of Congress to overturn a decision by Gen. Eric
Shinseki, the Army chief of staff, last October to issue the black headgear
to all soldiers.
 The Rangers are hot because China, in the midst of a huge military
buildup, is regarded by U.S. military planners as a potential adversary as it
broadens its influence in the Pacific, and threatens Taiwan, an old American
ally.
 "I think it's embarrassing for our country for our soldiers to wear
uniforms made in communist China," says a Senate defense aide. "We've got to
help Gen. Shinseki find a way out of this."
 Protests have grown so fierce that President Bush asked the Defense
Department to reconsider. But it's not clear whether the Pentagon will. An
Army spokesman says the department has not asked the Army to supply any
information. Asked yesterday by a reporter about the commander in chief's
review, Defense Secretary Donald H. Rumsfeld said: "I have not asked the Army
to do anything particular about that."
 Three ex-Rangers yesterday completed a 700-mile protest march from Fort
Benning, Ga., the Rangers' headquarters, to Washington. They will hold a
rally tomorrow at the Lincoln Memorial.
 Gen. Shinseki says unearned berets for everyone represent the Army's
transformation into a lighter, more agile force for the 21st century.
 As it turns out, his urgent deadline to have every soldier in the Army
wearing a black beret by June 14 spurred the Pentagon's Defense Logistics
Agency to waive the so-called "Berry Amendment," a federal law that for years
has required the Pentagon to buy clothing made in U.S. factories of 100
percent American components. The agency then awarded contracts totaling $23
million for 1.3 million black berets to seven companies, five of which are
producing the headgear in low-wage Third World plants. The Army eventually
plans to buy 3 million black berets.
  The decision is not a happy one with American apparel makers, either.
They say Gen. Shinseki's "arbitrary deadline" prevented them from tooling up
to meet the Army's huge order. The four-star general wants each of the
474,000 soldiers wearing the black beret by June 14, the Army's 225th
birthday.
  "It's a disgrace," says Marc Lamer, a Philadelphia lawyer who
represents a U.S. manufacturer. "This had to be done this way because this
guy decided on a quick deadline."
  Mr. Lamer, who represents a firm that protested the contract awards,
says only one American manufacturer currently has the machines to make a
one-piece wool beret, as the Army demanded. Such tooling is no longer in
production and what is left is scattered around the world, he says.
  But Mr. Lamer says that if the Army pursued a "normal type of
procurement" with sufficient notice instead of one month, U.S. manufacturers
would have had time to purchase the needed equipment and submit bids.
  "Their justification for doing all this was the urgency, because they
had to have berets arriving by April," he says. "There was no time for an
American manufacturer. The deadline was simply the chief of staff of the Army
deciding he wanted them when he wanted them."
  A Defense Logistics Agency spokeswoman said yesterday, "In this case,
since the total capacity of the only known domestic producer of a specified
beret could not meet the required delivery, the waiver was granted to allow
for foreign acquisition."
  The spokeswoman confirmed that thousands of U.S. Army berets are being
made in China as well as Romania, Sri Lanka and other countries.
  An Army spokeswoman had no immediate comment yesterday.
  Under the "Berry Amendment," virtually every piece of military clothing
is made in America with American components.
  Mr. Lamer's client is Michele Goodman, president of Atlas Headwear Inc.
in Phoenix.
  She originally protested the Pentagon's decision to bypass the Berry
Amendment. But she withdrew the case because her firm makes a two-piece sewn
beret, while the Army wants a one-piece beret.
  Ms. Goodman says that, with more time, her company and other apparel
makers could have persuaded the Army to accept a different type of beret.
  "The machines they use now to make the one-piece are antiquated. They
are no longer made," she says. "Eventually, the Army is going to have to go
to something different. This was a very good option."

A pair of former U.S. Army Rangers is set to begin a 750-mile march from Ft.
Benning, Ga., to Washington, D.C., to protest Army Chief of Staff Gen. Eric
Shinseki's decision to allow all U.S. troops to wear the Rangers' coveted
black beret.

According to a statement issued yesterday by supporters of the march, former
Ranger Dave Scott, 42, of Montana and David Nielson, 30, of Virginia will
begin their trek today.

The march is in protest of Shinseki's Oct. 14 decision to issue the elite
beret to all soldiers, regardless of level of training. Current and former
Rangers, as well as other members of elite Army units -- such as the Special
Forces, who wear green berets, and airborne troops, who wear maroon berets --
have complained about the decision, but Scott has said one of the march's
goals is to attract the attention of President George W. Bush and Pentagon
officials and hopefully get the ruling reversed.

If the decision is not rescinded, however, Shinseki will make it official
during a commemorative event honoring the Army on its recognized birthday --
June 14.

"Accompanying them on the first mile of the march will be Gold Star Mother
Sandee Rouse and her husband Bill Rouse," the statement said. Dawn Markwell,
the Rouses' daughter, will also join. All three are family "of Ranger medic
James W. Markwell," who was "killed in action during Operation Just Cause in
Panama."

Operation Just Cause was launched Dec. 20, 1989, by President George Bush to
depose Panamanian leader Manuel Noriega after the National Assembly of Panama
declared war on the U.S.

"When we wear the black beret, it will say that we, the soldiers of the
world's best army, are committed to making ourselves even better," Shinseki
said in a speech to the annual convention of the Association of the United
States Army last fall.

The Army chief also said the beret would be a "symbol of unity," but Scott
and others have said they believe the decision may actually have an effect on
unity and morale opposite to that which Shinseki is attempting to achieve.

Scott said he and Nielson plan to hike 25 to 35 miles per day. They will be
wearing customized boots resoled by a business in Montana, near Scott's home.
Reports say he is planning on spending about $2,000 on the trip, with several
groups -- including the American Legion -- expressing support for the march.

Some have questioned whether Scott and Nielson's march will do much to
persuade Shinseki or the Pentagon to reverse the beret decision.

And, as WND reported Jan. 30, the Pentagon has already placed the order for
the berets to be manufactured.

According to a U.S. News and World Report "Washington Whispers" item
published Dec. 25, the Pentagon has secured contracts worth $24 million to
have the berets manufactured by a host of companies.

Only one company -- the Bancroft Cap Corp. based in Arkansas -- is from the
U.S. The majority of the estimated 3.7 million berets will be manufactured
overseas, including 309,000 by Chinese firms.

Bancroft is manufacturing a third; the rest will come from China, South
Africa, Romania, Sri Lanka, India and Canada.

 North Korea is preparing to export missile components from a port on its
west coast, according to U.S. intelligence officials. Top Stories

 The missile shipment was photographed by a U.S. spy satellite within the
past several days as it awaited loading at a port near the port of Nampo, on
North Korea's west coast.
 The exact types of missile components were not disclosed, but the goods
are believed to be for foreign production of North Korea's homemade Scud B or
Scud C missiles. The Scud B has a range of about 186 miles, and the Scud C
can hit targets up to 310 miles away. North Korea also has exported
medium-range Nodong missiles, which have a range of 620 miles.
 One official said the shipment appeared to include chemical-weapons
related warheads. However, a second official said the components included
fuel tanks and related propulsion gear.
 The missile shipment has been stranded at the port for more than a week
because severe cold weather has frozen the area, the officials said.
 The destination for the shipment is unknown, the officials said, and no
plans were under way to block the missiles' sale through diplomacy or
possibly a covert action operation.
 Intelligence officials said North Korea is a major missile supplier to
several nations, including Egypt, Pakistan, Iran and Libya.
 A CIA report to Congress last month said North Korea is a key supplier
of missiles and related equipment. The North Koreans exported "significant
ballistic missile related equipment and missile components, materials and
technical expertise to countries in the Middle East, South Asia and North
Africa," the report said.
 Missile sales are a major source of hard currency for the Pyongyang
government and the money is then used for continued missile development, the
CIA report said.
 North Korea's missile exports were discussed during meetings at the
White House on Wednesday between President Bush and South Korean President
Kim Dae-jung.
 South Korean presidential spokesman Park Joon-young said there was
agreement between the two presidents that Pyongyang's missile exports are a
continuing problem. "We're concerned about it too," Mr. Park said.
 Mr. Bush said after his meetings that he is concerned about "the fact
that the North Koreans are shipping weapons around the world."
 The intelligence officials said Mr. Bush was briefed on the missiles at
Nampo during one of his recent daily intelligence briefings. The president
said he wanted to go cautiously in reaching any agreements with North Korea
on curbing its weapons of mass destruction programs.
 Mr. Kim said yesterday that he agrees with Mr. Bush about the problem of
missile proliferation from North Korea.
 "In fact, while I was in Pyongyang in June last year, I conveyed our
position in writing to the North Korean side regarding our position on the
nuclear issue, on the missile issues," Mr. Kim said after a speech sponsored
by the American Enterprise Institute and Council on Foreign Relations.
 In a letter to North Korea, Mr. Kim said he stated any "lasting peace"
on the Korean Peninsula would require solving the missile export problem.
 The South Korean president said he explained to Mr. Bush that there
should be "comprehensive reciprocity" involving a give-and-take with North
Korea.
 The United States should demand that Pyongyang strictly adhere to the
1994 agreement ending the north's nuclear program, a "complete resolution" of
the missile development and export problem, and a guarantee that it will not
engage in aggression, Mr. Kim said.
 If North Korea agrees, then the United States and South Korea should
guarantee its security, provide economic assistance and help North Korea
secure loans from international lending institutions, Mr. Kim said.
 "There must be verification measures every step of the way so as to make
sure that North Korea is living up to its promise," Mr. Kim said. "And I
explained this to President Bush and his staff, hoping that they will take
this into consideration as they make their North Korea policy review and as
they come up with their North Korea policy."
 The Bush administration is reviewing U.S. policy toward North Korea, and
the debate currently centers on whether to continue to take the conciliatory
approach of the Clinton administration or adopt a harder line toward North
Korea.
 Al Santoli, a national security aide to Rep. Dana Rohrabacher,
California Republican, said the reports of the pending missile shipment are
signs of "continued proliferation actions by North Korea at a time when
President Kim Dae-jung is attempting to press upon the new administration

The army on Tuesday successfully test-fired two new US-made anti-aircraft
missile systems at a top-security missile test site in Pingtung, southern
Taiwan, the military confirmed yesterday.

It is the first time that the vehicle-mounted Avenger air defense system and
its man-portable variant DMS (dual-mounted Stinger) have been put to the test
since they were delivered early last year.

A total of four missiles were fired in the tests, all successfully hitting
the designated targets, the army said.

The test-firing took place on Tuesday at Pingtung's Chiupeng missile test
site under the supervision of commander-in-chief of the army, General Chen
Cheng-hsiang ().

A group of US military personnel from South Korea was also at the site to
assist with the first-ever test-firing of the advanced weapons systems in
Taiwan, a defense source said. The army ordered the Avenger system in 1996 at
a price of US$420 million and the DMS system in 1997 at US$62.5 million.

The Avenger and DMS systems are to formally become operational later this
month following the success of the tests.

Chang Li-teh (iw), an editor with Defense Technology Monthly magazine,
said that although it was good for the army to have these two advanced air
defense systems, the quantity of each that it had purchased would not seem to
be adequate for the defense of an extensive area.

"The Avenger system which the army has purchased is enough to equip only one
corps. The army's first priority is the Sixth Corps, which defend the
northern parts of the country including Taipei," Chang said.

"It is a similar situation with the DMS system. The army has bought only some
400 Stinger missiles for use on the system. We do not know how many launchers
the army has acquired for the missiles. If the number is limited, the overall
effect of the missile system will not be as good as expected," he said.

Japan's public finances are in danger of collapsing under the weight of the
world's biggest national debt, the finance minister, Kiichi Miyazawa, said
yesterday in a dire warning about the world's second biggest economy.
"The nation's finances are now abnormal, in a condition that is quite close
to collapse," he told the Japanese parliament in an unusually frank appraisal
of Japan's fiscal health. "We need fundamental restructuring to rebuild our
finances. It will be necessary to introduce measures to reduce debt, as well
as dealing with taxes, local government finances and social security."

The doom-laden comments came amid a cluster of gloomy economic data that
helped to push the Japanese currency to a 19-month low of more than 120 yen
to the dollar.

The comments are a virtual admission that the government's attempt to spend
its way out of a 10-year economic slump have failed.

Japan has introduced more than a dozen pump priming packages totalling more
than 111 trillion yen (653bn) since the economic bubble burst at the end of
the 1980s, but in the past five years, it has rarely managed to eke out an
annual growth rate of even 1%.

The country's addiction to public works has produced a rocketing public debt,
which - including central and local governments - is forecast to hit 666
trillion yen (3.9 trillion), or 128% of national output, by the end of this
fiscal year.

Coming from the octogenarian Mr Miyazawa, one of the biggest spending finance
ministers in history, and who is usually criticised for the delphic nature of
his statements, the warning was a shock to many analysts.

"A national minister saying the country's finances will collapse is akin to a
company president saying his company will fail," a Sanwa Bank currency
dealer, Mitsuru Sahara, said.

The alarm may have been intended to lower expectations ahead of quarterly
gross domestic product data due out on Monday and expected to show that Japan
has only just avoided its third recession in five years.

Yesterday, a steep fall in machinery orders intensified concerns that Japan's
economy, which is bigger than the rest of Asia combined, is deteriorating
faster than expected because of weakening export markets in the US and the
prolonged stagnation of domestic demand. The orders, which are seen as an
indicator of capital investment, fell 11.8% in January, almost twice as far
as analysts had expected.

Separate data on consumption added to the growing fears of deflation that
have been expressed by the Bank of Japan. According to the home affairs
ministry, average household spending declined by 0.5% in January.

The full economic picture is still far from clear as other figures suggested
that corporate investment was up 7.1% in the final three months of last year,
while total company pre-tax profits also increased.

Politics may be behind the alarmist comments by the finance minister, who is
expected to stand down soon, along with the unpopular prime minister, Yoshiro
Mori.

Mr Miyazawa may feel more free to speak his mind in an attempt to influence
the direction of the next government's policies and to increase pressure on
Mr Mori, who could quit as early as today, to resign.

JURISDICTION

1.  This Court has jurisdiction over this action pursuant to 28 U.S.C.

intra-service administrative remedies.
VENUE

2.  Venue is appropriate in this District because many of the PLAINTIFFS
- class members reside within this district.

  PARTIES

3. The named PLAINTIFFS are all retired military service members,
officers and enlisted, or the widows or dependents of retired service
members, or dependents of active duty military personnel who are now
required to make co-payments for their previous free medical care.  See
Appendix 1 for the names and information for all named PLAINTIFFS.
4. Defendants are the United States of America, the United States
Department of Defense, the Secretary of Defense, the Honorable William
Cohen in his official capacity, and the United States Congress and its
individual members.

FACTUAL BASIS OF THE COMPLAINT

5. Individual plaintiffs are retired military service members,
reservists and national guards inducted into a branch of the Armed
Forces prior to October 1, 1995, spouses of those retired or career
military service members inducted  prior to October 1, 1995,  survivors
of those retired military service members or active duty military
service members inducted prior to October 1, 1995, and deceased prior to
retirement, along with the legal dependents of all above referenced
PLAINTIFFS.  Each PLAINTIFF or sponsor of such PLAINTIFF was promised,
as a means to induce a career in military service, that upon his or her
retirement free military health care benefits (including prescription
drugs and dental care) would continue for life.  The continuation of
these benefits, as reflected in the promises made to PLAINTIFFS, was to
be without cost to the service member or his or her survivor or spouse
as long as the service member or his or her spouse lived, and as long as
any dependents remained legal dependents of the service member.

6. As an inducement and retention tool at the time of recruitment,
commissioning, and again at reenlistment, it was the standard and
customary practice of the several military departments to utilize broad
and sweeping promises of a lifetime of free medical and dental care for
the military service members and their dependents. This was an accepted
practice, was stated and restated at every critical step in each service
member's career, and was made nationwide in a systematic and
orchestrated manner under the color of authority of the United States
government.  On numerous occasions prior to 1995, PLAINTIFFS, who
enlisted and reenlisted in a branch of military service in reliance upon
the promises of lifetime free medical and dental care for themselves and
their dependents, requested and received free medical care from various

SKOPJE, Macedonia U.S.-led peacekeepers in southern Kosovo occupied a village
on the border with Macedonia on Thursday as part of a coordinated move with
Macedonian military forces through the night and morning to flush out ethnic
Albanian rebels from their mountain base.

The operation by some 300 international peacekeepers, most of them Americans,
to occupy Tanusevci was the first offensive action by peacekeepers since they
entered Kosovo in June 1999. It followed a move on Tuesday to secure the
village of Mijak, just short of the border, where peacekeepers traded fire
with a group of rebels, wounding several.

The operation is a sign of NATO's determination to help Macedonia quell an
incipient ethnic Albanian insurgency before it grows. Three Macedonians and
at least two Albanians have been killed in the skirmishes around Tanusevci in
the last two weeks. The violence has alarmed not only the Macedonian
government, but the North Atlantic Treaty Organization and Western
governments, who fear it could flare into a larger conflict, as it has on
Kosovo's eastern boundary with Serbia.

Armed Albanians, thought to be local men from Macedonia who fought with their
fellow Albanians against Serbian forces in Kosovo, appeared for the first
time in the village of Tanusevci two weeks ago. Some of them wore uniforms
and called themselves members of the National Liberation Army. Soon after
they engaged the Macedonian military in firefights.

NATO's first concern has been to seal the border and prevent the movement of
men and weapons. But the action Thursday was more aggressive. A U.S. military
spokesman said the peacekeepers' aim was to eliminate any safe havens that
could be used by armed groups in southern Kosovo. Tanusevci, which they found
empty and abandoned, would now appear off bounds for any armed Albanians.

But the rebels seem to have just moved on to other villages, even if they
have been pinched by the joint action closing in on them from the north and
south. Some are reported to be present in the nearby village of Malino,
according to local journalists. "They move all the time. They like to move,"
said Snezana Lupevska, a reporter from AI television in Skopje, who has
followed the story.

It is not clear what prompted the Albanians to abandon Tanusevci, but U.S.
troops who took part in the operation said they had watched them leave in a
group through their night-sights.

Macedonian military officials said a group of 50 to 60 armed men headed east
for a military post called Kudra Fura, just over a kilometer from Tanusevci
during the night. Just after midnight, the gunmen launched an attack on the
military post, shooting for two hours and then moving round and continuing
the attack from the east, a Macedonian Army spokesman, Gorgi Trendafilov,
said at a news conference in Skopje.

He said that the Albanians had opened fire first and the military had
responded. American officers who had tracked the shooting said that they
thought the Albanians had run into an ambush.

In a well-coordinated effort, U.S. officers maintained constant communication
throughout the night with Macedonian military forces, even while the
Macedonians were engaged in the firefight with the Albanians, and then in the
morning as U.S. troops moved in to take control of the village.

"We have been receiving logistical support" from the peacekeeping forces "and
they helped all night." Mr. Trendafilov said. "We were in contact all the
time."

Neither the peacekeepers nor the Macedonians suffered any casualties. It is
not known if rebels suffered any.

The operation marks a new step for NATO in the region since it intervened in
Kosovo in 1999 against Yugoslav forces. American troops have been often
criticized for doing nothing to stop Albanian rebels groups establishing
themselves just beyond Kosovo's eastern border in the last year.

NATO said Thursday that it had decided to allow Yugoslav military and police
forces back in to the five-kilometer (three-mile) wide exclusion zone that
runs along the boundary with Serbia. Excluded from the area since the end of
NATO's war with Yugoslavia in 1999, the Yugoslav Army has complained that it
has not been allowed to contain the increasingly violent insurgency in
southern Serbia.

Yugoslavia's president, Vojislav Kostunica, repeated those complaints
Thursday at a news conference in Belgrade, and said that NATO's decision was
yet another proof that the peacekeeping mission in Kosovo had failed.

means" that the NATO-led peacekeeping force "is abandoning the protection of

Dear Kris,

Thank you for your supportive email. We received an encouraging amount of positive emails full of prayer support, indignation, advice and concern. I am sure you are as appalled as we are at our circumstances. One of the amazing things, is that the Feds took my press card. Now why would they do that? Anyway, whatever struggles we go through, they can be used as examples for learning to resolve future problems with dealing with the World Order. We have also hoped that some of the cops who looked at my library, books and papers got a free education. Lord, may their blinders come off.
We are thankful that no one was hurt. People are harder to replace than things. By the way, remember not to steal, the government doesn't like competition. We must also be slow to sling mud at the government lest we miss, but for our troubles end up with dirty hands. At this point, if we are too organized and come on too strong in resisting the system, they will try to use it to show that we are indeed ring leaders of something. They will also try harder to fight us. I would rather allow them all the rope they want, so they can hang themselves. The bigger the lie, the harder it will fall.
The American Legal System moves slowly, so it will take some time for this mess to evolve, maybe not as long as they say it took for mankind, but certainly long enough for Americans to lose interest. But we will be here, continuing to continue. 
Pray for us. Do not be alarmed if I end up doing jail time, I believe that unless there is divine intervention, they will succeed in sticking me in jail. I don't expect my lovely wife will serve time, but who can predict the future, especially when it comes to our legal system? But rest assured we are seeking the best legal counsel to limit the amount of flying B.S. that will stick.
We have already been offered the gift of some replacement computers, which will soon be on their way to replace the ones which they seized. We still have financial needs, for we lost one vehicle, a fair amount of money, and the ability to work or apply for jobs (a web site designer doesn't look legitimate if she doesn't even have a computer).
Our primary freedom is in our hearts. We pray that the good Lord gives us the grace to face the future, and that people will become more aware of the World Order from all this. After all the story is really not us--the real story is much much bigger than us.
The primary reason for this letter is to thank you for your love and support. It gives us good cheer to know that we are not alone, and that many Americans can see the bigger picture.

 MELBOURNE, Australia, March 9 (UPI) -- Invisible asteroids and other
cosmic bodies made of a new form of matter may pose a threat to Earth,
asserts a noted Australian physicist.

 Robert Foot of the University of Melbourne claims a meteorite composed of
mirror matter -- a form of the invisible dark matter that many say makes up
over 95 percent of the universe -- could impact the Earth without leaving
any fragments.

 Indeed, he told United Press International, asteroids made of  mirror
matter may have been responsible for such cataclysmic events as the
so-called Tunguska blast, which destroyed acres of Siberian forest in 1908.

 While scientists generally attribute this explosion to a meteorite, no
traces of such an object have ever been found.

 However, "mirror matter would be undetectable in our ordinary matter
surroundings," Foot told UPI in a telephone interview.

 Foot believes mirror-matter asteroids might be a greater danger than
normal asteroids.

 "These objects may pose an overall greater risk than space bodies composed
of ordinary matter," Foot said.  "An approaching space body made of pure
mirror matter would not be detectable -- only after impact with the
atmosphere would its effects be observable, but then it would probably be to
late to do anything."

 Mirror matter, Foot claims, arises naturally from two apparent symmetries
of nature. One says matter is unchanged whether it moves forward or backward
in time; the other, that nature doesn't distinguish between right- and
left-handed orientations.

 "These particles must exist if the symmetries exist," Foot said.

 In the invisible universe of mirror matter, Foot explained, space and time
are reversed. Time moves backward and right-handed spatial coordinates have
been interchanged with their left-handed counterparts.

 Something in the visible universe that is sitting at 50 degrees north and
20 degrees west as the clock ticks toward the future would have an
invisible, identical counterpart at 50 degrees south and 20 degrees east as
the clock ticks toward the past, according to Foot's theory.

 Invisible forms of matter that preserve symmetries are nothing new to
physicists. Nobel Laureate Paul Dirac predicted that anti-matter must exist
to preserve certain symmetries of matter. His prediction was borne out with
the discovery of positrons, the anti-matter form of electrons.

 Princeton physicist Howard Georgi is skeptical of Foot's claims, however.

 "Robert Foot's ideas are interesting," Georgi told UPI. "They are also, of
course, extremely speculative."

 Georgi also believes that invisible asteroids are not a top priority of
physics research.

 "Foot's ideas have not attracted a huge following in the community that
cares about these things, perhaps because the problems they solve,  while
interesting, are not the most critical puzzles that we are wrestling with,"
Georgi said.

BOGOTA, Colombia (AP) - Washington's $1.3 billion war on
Colombian cocaine has had an unexpected consequence: it has
forced the scaling back of efforts to stop this country's
flourishing
heroin trade.

Strikes against poppy plantations high in the Andes have been on
hold since December because airplanes and helicopters used in
aerial eradication missions were reassigned to the U.S.-financed
push against coca crops.

U.S. officials are calling the suspension temporary. But the
halt is
frustrating Colombian police and angering some U.S. lawmakers
concerned about growing heroin production here.

The world's leading cocaine producer, Colombia now exports more
heroin than Asian producers Thailand and Pakistan and supplies
70 percent of an expanding U.S. heroin market, according to the
U.S. Drug Enforcement Administration.

At a hearing in Washington last week, Rep. Benjamin Gilman,
R-NY, raised questions about the poppy suspension. He warned
that "more American youngsters caught up in the current heroin
crisis here at home will die needlessly for lack of an
effective U.S.
heroin strategy directed at Colombia."

DEA Administrator Donnie Marshall said successful heroin fighting
efforts in Asia and years of battling cocaine in Colombia had
unwittingly pushed Colombian traffickers into a booming U.S.
heroin market.

Colombia still produces nearly 100 times as much cocaine as
heroin. Cocaine produced here accounts for about 90 percent of
the U.S. market and 75 percent of the world market.

But U.S. heroin use has doubled in the last five years, while
casual cocaine use has dropped 70 percent in the last decade,
according to the White House Office of National Drug Control
Policy.

Concern about heroin could dampen the enthusiasm over what
U.S. officials are calling a successful start to coca eradication
under Washington's $1.3 billion aid package. The United States is
providing troop training and combat helicopters to escort crop
dusters over southern coca plantations that are often guarded by
armed rebels.

By early February, some 62,000 acres - nearly a fifth of
Colombia's
estimated coca crop - had been sprayed with chemical herbicides,
U.S. officials say.

Gen. Gustavo Socha, head of Colombia's antinarcotics police
force, complained the aggressive attack on coca is undercutting
the war on heroin.

Whereas his forces wiped out a record 22,700 acres of opium
plants last year, Socha says he'll be lucky to kill more than
15,000
acres this year - a drop of more than a third.

A State Department official, who spoke on condition of anonymity,
acknowledged that poppy eradication has been temporarily halted
because aircraft were needed in coca-growing areas and due to
bad weather. He said the program would resume by early May.

But Col. Patino Fonseca, who coordinates Colombia's spraying
operations, said he had orders to halt poppy missions for "an
unknown period of time." Fonseca said last year's operations were
so successful that some heroin traffickers were forced to move
into
Peru to safeguard their plants.

Critics of the U.S.-backed fumigation policy say even a renewed
poppy eradication program will do little good.

"Coca, marijuana, heroin, whichever drug you try to wipe out by
spraying will result in failure, said Ricardo Vargas, a Colombian
researcher who has written a book on the country's drug policy.
"No matter how many planes come, more plants will always be
planted."

Democracy in Switzerland

By a huge majority, the Swiss have rejected a proposal to begin
negotiations to join the European Union. 76.7%
of voters, in the biggest turnout for 8 years, voted against the "Yes to
Europe!" initiative. Even in the
traditionally pro-European French-speaking parts of the country, there
was a clear majority in favour of a No.
Not one single canton, indeed, voted for Europe. To this extent, the
Swiss have once again shown their
extraordinary spirit of independence and love of freedom.

Their government, however, is a different matter. Even before the voting
had finished, the federal government
in Bern issued a statement saying that the expected No result would in
no way deflect it from it pro-European
course. It reaffirmed its desire to seek EU membership in due course.
With quite breathtaking cheek, it said that
the No vote could in no way be interpreted as meaning a rejection of EU
membership as such. Instead, the
government said, the result merely indicated that the Swiss did not
think the time was right now to start
negotiations. Quite how the government has arrived at this conclusion is
not clear: it seems more likely to be
evidence of the governmentrsquo;s simple contempt for its votersrsquo;
settled opinion that the EU is a bad
idea. The Foreign Minister and other ministers thus confirmed that they
would seek to decide on EU
negotiations during the next legislature, i.e. between 2003 and 2007.
Moreover, in confirming that the
government was sticking to its plans, the Foreign Minister said that a
new Europe was arising and that it was
essential for Switzerland to play its role ndash; in other words, he
used the very same arguments which the
roundly defeated pro-Europeans had used in their campaign. [Neue Z?rcher
Zeitung, 5th March 2001] By the same token,
the Commissionrsquo;s spokesman had evidently co-ordinated its line
with the Swiss government, for he too
said that the Swiss vote did not mean that the Swiss were opposed to EU
membership, rather that they did not
want to begin negotiations now.

These events should cause the Swiss to reflect seriously on the
soundness of their political system. The Swiss are
very rightly proud of their ancient democracy. When matters of cantonal
or national importance are put to
referendum, as they frequently are, this is democracy at its most
direct. There is, however, one potentially very
important weak link: the Swiss retain a proportional system for their
federal government. This effectively means
that the same parties remain in power at federal level whatever the
outcome of the elections. The Swiss
parliamentrsquo;s web site actually boasts of the fact that the
parliament looks pretty much the same as it did
in 1919 and that the national government has not changed its composition
since 1960! Under such a system, it is
virtually impossible to vote into power a party which will obey the will
of the electorate on the single most
important political matter of all, the countryrsquo;s future
sovereignty.

More spokes in the wheels of enlargement

Following Commissar Verheugenrsquo;s admission (reported in the last
Digest) that Poland and the other
candidate countries cannot join the EU because the present EU members
cannot withstand the effect it will
have on their unemployment levels, German trade unions have protested
strongly at a position paper published
by the Commission which says that the transition period before Poles and
other citizens of new member states
can enjoy freedom of movement to go and work in other EU states should
be only four years. One leading trade
unionist said that the period should be seven or eight years, while the
leading representative of the construction
industry in Germany said it should be even longer. The German Chancellor
and the French president, who
ultimately will decide the matter, have said that they regard a
transitional period of seven years as necessary.

tiresome; on the other hand, they are holding out
for a fifteen year transition period before the Germans can come and
start buying back their old homes in Silesia.
In which case, one might ask, what is the point of joining the EU at
all?

MOSCOW, Mar 8, 2001 -- (Agence France Presse) Some 420 civilians were killed 
and more than a thousand injured by the joint U.S.-British air strikes against 
Iraq since the first operation in December 1998, the Russian foreign ministry 
said Wednesday.
In addition, the United States and Britain had stepped up their patrolling of 
the no-fly zones in Iraq in February, the ministry charged, adding that missiles 
were launched against civilian targets.
"The U.S.-British patrols concentrated their attention on the southern Iraqi 
provinces, violating Iraqi air space 890 times," the foreign ministry's 
statement said.
Russia was among the staunchest critics of the U.S.-British overflights, 
insisting that the no-fly zones were established without UN approval and were

Taking A 'Hard Line'  Against Bullying

Bill Bond, who was principal at West Paducah High in 1997 when a student
shot to death three classmates, has a simple piece of advice when it comes
to bullying: Take it very seriously. Bond is quick to say that taunting or
teasing cannot begin to justify Michael Carneal's deadly rampage at West
Paducah High School, or Monday's school shooting at Santana High School in
Santee, Calif., which left 14-year-old Brian Zuckor and 15-year-old Randy
Gordon dead and 13 others injured.

But he says taking bullying seriously is a key to preventing school
shootings and other acts of student-on-student violence.  "In almost every
case, they have been bullied," he says of student attacks in recent years.

Experts say bullying can take the form of verbal, physical, emotional, or
sexual harassment. Examples include persistent name-calling, spreading
false rumors, or threats.

Many admit that the line between good-natured teasing and unacceptable
bullying can be fuzzy, but the difference is the severity and duration of
the behavior, and the intent behind it.

Bond believes there is far less hazing and harassment at schools today
than 10 or 20 years ago, but he thinks there is still a great deal of room
for improvement.  The rash of school shootings in recent has made it even
more vital to deal with the problem, he says.

"I know it sounds so simplistic," says Bond. "But we've got to become
better listeners."

A new report finds bullying and teasing tops the list of children's school
troubles and that many students say talking with their parents does little
to ease the stress.  Few people, if any, escape childhood and adolescence
without at least some ridicule at the hands of their peers. But many
educators are rethinking how much bullying is unavoidable.

A Garfield Elementary School in Billings,  Mont., a "hard-line" policy
against bullying helped reduce the number of students written up for
misbehavior from 200 one year to 40 the next.  There is a "line in the
sand" against picking on and harassing other kids, says Karen Goetz, a
second-grade teacher at Garfield, which serves a predominantly low-income
community.

"Basically, we will not tolerate bullying or  harassment in our school,"
says Garfield's principal, Darrell Rud.

Garfield is just one of many schools that recently began to reconsider the
effects of bullying, says Veronica Fortenash, executive director of the
Stop Violence Project, a nonprofit

Terrorists Taking Up Cyberspace

   Web sites have become inexpensive, easily accessible tools for giving
instructions to operatives and raising funds. The service providers for
some of these sites are based in the United States.

   A car bomb shattered storefronts in Netanya, a seaside resort town in
northern Israel, and wounded 60 diners and shoppers on the evening of Jan.
1. There was one fatality--the bomber himself.

   The group behind this blast didn't call a TV station to claim credit.
Instead Hamas, the Palestinian organization that sponsors acts of terror
against Israel, posted a note on its Web site.

   It turns out that the Internet--inexpensive, open and accessible at
any time from anywhere--is an ideal tool for terrorists.

   Scores of guerrilla armies and political factions locked in holy wars
and liberation struggles flock to the Net to send messages undiluted by the
press and untouched by government censors. Hezbollah and Hamas in the
Middle East, guerrillas with the Maoist group Shining Path of Peru and
revolutionaries across Europe and Asia operate their own Internet sites.
The most popular terrorist sites draw tens of thousands of
visitors each month.

   Hamas' Web site presents political cartoons, streaming video clips
and photo montages depicting the violent deaths of Palestinian children.
The Armed Islamic Group, a fundamentalist sect warring with the Algerian
government, posted a detailed bomb-making manual. The online home of the
Tamil Tigers, a liberation army in Sri Lanka best known for the 1991
assassination of former Indian Prime Minister Rajiv Gandhi, offers position
papers, daily news and peddles free e-mail services. Other terrorist sites
post electronic bulletin boards, tips on smuggling money to finance their
operations and automated registration for e-mail alerts to foment revolt.

   "This is almost a revolutionary change in terrorism," said Bruce
Hoffman, director of the Washington office of Rand Corp., a Santa
Monica-based policy research firm. "In the past, terrorists had to
communicate through an act of violence and hope that the communique would
effectively explain their ideological justification or their fundamental
position," Hoffman said.

   Experts still are unclear whether the ability to communicate online
worldwide is prompting an increase or a decrease in terrorist acts. But
they agree that online activities substantially improve the ability of such
terrorist groups to raise funds, lure new faithful and reach a mass audience.

   "There is a tendency to think that these people are not computer
savvy, that they run around with [AK-47s] and that's about it," said Ben
Venzke, an intelligence researcher at IDefense, a Fairfax, Va., computer
security company. But the Internet "is the perfect vehicle for them to
generate support."

   Yet the federal government has lagged in responding to this surge of
terror groups online. "I give us a 'C-minus' in following these issues,"
said a U.S. counter-terrorism official who requested anonymity. "We're
still trying to get our arms around exactly what we're dealing with."

   Terrorists rarely rely on their Web sites to communicate within their
groups. More commonly, they use encrypted--or digitally scrambled--e-mail,
according to the FBI. But even that method is widely distrusted.

   "The FBI has developed a system to intercept [and read e-mail]. The
British intelligence [agency] MI-5 and Scotland Yard have developed similar
programs," said Isaac Velazco Fuertes, Web manager for Peru's Tupac Amaru
Revolutionary Movement, in an interview from Germany, where the group's
main Web site is based.

"We believe that to communicate among members using [our Web sites or
e-mail] is to be exposed."

   To solve the problem, some terrorists place seemingly innocuous
messages that contain coded instructions on outsiders' Web site bulletin
boards. Others hide messages within digital images. Islamic extremists,
including some connected to Osama bin Laden--the accused mastermind of the
deadly bombings of U.S. embassies in Tanzania and Kenya in 1998--embed
encrypted messages within pornography, then post such images on public Web

Italian set to begin cloning babies

A fertility doctor who helped the world's oldest mother give birth has
announced he is about to start cloning babies for infertile couples.
Italian Professor Severino Antinori claims Britain's decision to allow
limited research into therapeutic cloning will help the project.
A cloned baby could be created within two years using techniques already
practised on animals, he told a conference in Rome.
But the scenario has already prompted criticism from scientific authorities
in Britain.
Professor Antinori first attracted controversy when he helped a 62-year-old
woman have a baby eight years ago by implanting an egg in her womb.
"If you ask the women, 'Do you prefer normal sperm or do you prefer
cloning?', 70 per cent prefer gene cloning," he said in a radio interview.
Cells from the infertile father would be injected into an egg, which is
then implanted in the mother's uterus for the pregnancy.
The resulting child would have the same physical characteristics as his
father and infertile parents would not have to rely on sperm donors.
The doctor also praised the House of Lords vote in January that legalised
the cloning of human embryos for research purposes only.
"For me, Tony Blair's intelligent decision - for that I revere the good
help for Tony Blair's decision," he said.
Professor Antinori, who six years ago helped a British 59-year-old
unmarried mother have twins, says he has 600 patients who want the
fertility treatment, most from the US.
He also claims he is backed by an unidentified Mediterranean country for
his research programme, likely to start in October.
The chairman of the Human Fertilisation and Embryology Authority, Ruth
Deech, warned that the procedure would be illegal in Britain and should
remain so.
"There are lines you should not cross. You have to consider humanity as a
whole and say there limits beyond which we should not go for the sake of
future generations and for respect for the autonomy and dignity of present
generations," she said.
Life, the anti-abortion charity, condemned the doctor's plans but said it
was "inevitable" someone would try to clone babies.
National chairman Professor Jack Scarisbrick said: "Science must be subject
to ethical controls and moral controls. Cloning involves creating an
entirely new kind of human being - a human being generated asexually.
"This is a momentous step to take and society should tremble before doing
something so radical."
Prof Scarisbrick added: "It is very interesting that Professor Antinori has
thanked Tony Blair for making this possible.
"The Government's promises that cloning would be for research only and
there would be no birth cloning are hollow.
"This is giving the green light for cloning, and if it doesn't happen in
Britain it will happen elsewhere."

Shortly after the collapse of Communism in Eastern Europe and the former Soviet Union, 
President George Bush Sr. proclaimed us as on the verge of a New World Order. Bush did 
not coin the phrase, of course; nor did he introduce it into political discourse. 
Exactly what is its intended referent? Either of two things, apparently. (1) A 
would-be global government trumping national governments, meaning the de facto end of 
national sovereignty; or (2) the efforts some believe are currently underway, 
operating through the United Nations in particular but through other groups as well 
(the Council on Foreign Relations is a frequent target) to create such a global order. 
The agenda itself is sometimes called the New World Order conspiracy.

Does such an agenda really exist, or are statements about conspiracies to create world 
government nothing more than "right wing" paranoia? To my mind, this question is 
surprisingly easy to answer, though the best way to approach it has changed in recent 
years. The results ought to give all believers in freedom and genuine 
self-determination more than a few sleepless nights. Yes, Virginia, there is a 
proposed New World Order, whether we call it that or not. Let us consider two separate 
pieces of evidence that point to this conclusion. The first is contained in the 
writings of an historian; the second took place right under our noses this past week 
in New York City. The word conspiracy is, however, a misnomer. Conspiracies, by 
definition, operate in secret. In that case, efforts to build a New World Order may 
have begun in secret, but now all the evidence one needs is on the UN’s own website.

Washington, D.C., the 1960s: Carroll Quigley and Tragedy and Hope.
Back in the early 1960s, historian Carroll Quigley did extensive research for his 
encyclopedic Tragedy and Hope: A History of the World in Our Time. Tragedy and Hope 
recounted, in over 1,300 tightly-written pages of small print, the gradual rise to 
power of a small cadre of extremely wealthy and powerful individuals. Many were 
products of wealthy bloodlines. Some were bankers; others began in other industries 
but got into banking because that was where the real power was. They operated mostly 
behind the scenes, not as national political elites but as an international elite – or 
superelite. For them, natural borders and loyalties were increasingly meaningless. 
Much has been written about the Rothschilds who discovered in the late 1700s that it 
was possible for bankers to get rich by loaning money to governments, extending the 
loans encouraging government to become dependent on them, attaching provisions to the 
extensions calling for specific policies, and then tallying up the!
  interest. Other such bloodlines would soon follow (the Rockefellers and Morgans here 
in the US).

Shortly before the turn of the last century, Cecil Rhodes, the British diamond tycoon 
who had operated for years in South Africa, willed a significant portion of his huge 
fortune to the establishment of a secret society in England. Its purpose was to lay 
the foundations for world government, under the theory that world government alone 
could bring about world peace and security for all. The Rhodes Scholarship program at 
Oxford University was drawn from this fortune as an effort to bring the "best and the 
brightest" under the influence of a certain body of ideas. Bill Clinton, of course, 
was a Rhodes Scholar for a while (although he didn’t complete the program). Many other 
influential politicians, journalists, and writers in the English-speaking world have 
been Rhodes Scholars.

So-called conspiracy theorists have written extensively of organizations such as the 
Council on Foreign Relations, founded in 1921, the Trilateral Commission, founded in 
1973, and the European Bilderberg Group (which, interestingly, has no home page of its 
own) as having the same goal: the creation of a world government with themselves at 
the helm. These groups have been accused of having done everything from financing the 
rise of both Communism and Nazism to bankrolling both sides in World Wars I and II. 
Allegations abound that they set about to gain control over both major political 
parties in the US, the US legal system, the US media (including all major newspapers 
and television networks as well as the Hollywood entertainment culture), and finally – 
and especially – so-called public education at all

FBI Blocks NBC Interview With Roger Clinton Pardongate Witnesses

In a sign that serious new Pardongate trouble may be brewing for
the Clintons, the FBI has cordoned off witnesses who claim Roger
Clinton's business partners promised pardons in exchange for
$200,000.

Investigators have blocked NBC hotshot Lisa Myers from
interviewing the family who paid two men claiming to represent
Roger, according to two reporters who broke the story last week.

The FBI has also stopped Myers from interviewing Roger's one-time
prison cellmate, George E.  "Butch" Locke, a former Arkansas
state senator who may be involved in soliciting the pardon
payoff.

"Lisa Myers is on the story and has not been permitted to
interview Butch today," the Wall Street Journal's John Batchelor
told WABC Radio's Sean Hannity.

Batchelor's partner on the story, Bloomberg News Radio's Paul
Alexander, confirmed that Roger Clinton has a long history with
Locke, which includes the two men doing hard jailtime on cocaine
charges in the 1980s.

"Locke was Roger Clinton's cellmate," Alexander revealed.

But according to Batchelor, "The FBI has stopped NBC as of now.
Right now, they've stopped them."

The family of Guy Lincecum, who claims he made the pardon payoff
in the belief it would buy Roger's influence, had also scheduled
an interview with Myers.  They were forced to cancel on orders
from the FBI.

"All they've got is externals on [the Lincecum's] modest cottage
in Texas.  The FBI has locked everything up," Batchelor said.

"I just got off the phone with a family representative and that's
where I learned that Lisa Myers is on the story and has not been
permitted to interview Butch today," he told Hannity.

Ed Hayes, a lawyer for the Lincecums, has turned over to the FBI
$200,000 in canceled checks made out to CLM LLC.  The intials CLM
reportedly stand for Clinton, Locke and Morton.

Lincecum's brother Garland never received a presidential pardon.

Dickie Morton founded the now defunct company, which Alexander
said was involved in a whole host of suspicious dealings,
including mysterious commodities imports from China.

The FBI is seeking CLM's banking records and phone logs to
determine the extent of Roger Clinton's involvement, Batchelor
and Alexander told Hannity.

In the wake of warnings from environmental analysts, there is further
evidence that President Bush might not be as opposed to the Kyoto "global
warming" treaty as previously believed.
The objective of the Kyoto Protocol is to commit the estimated 180 industrial
nations, including the United States, to "specified, legally binding
reductions in emissions of six greenhouse gasses," according to a March 6,
2000, Congressional Research Report.

Carbon dioxide, emitted when coal, oil and natural gas combust, is one of
those identified greenhouse gases. But it is also the substance released into
the air by humans when they breathe, so it is still not classified as a
pollutant by U.S. environmental regulating agencies.

Unbeknownst to many who supported Bush during the 2000 presidential campaign
was his support of regulations to limit the amount of carbon dioxide produced
by utility companies.

The problem with Bush's view, according to Myron Ebell, Competitive
Enterprise Institute's director of global warming and international
environmental policy, is that it first requires the classification of carbon
dioxide as a pollutant. Once that action has been taken, he continued, logic
would dictate that all gas emission levels be regulated, including eventually
those from cars and trucks.

Concerns About EPA's Whitman

Ebell's concern is not new. Earlier, he pointed to former New Jersey Gov.
Christine Todd Whitman's appointment as head of the Environmental Protection
Agency as one cause for alarm, given her previous actions on carbon dioxide
regulation.

While governor, Whitman oversaw the implementation of a 1999 measure that
called for companies to participate in a voluntary reduction program aimed at
cutting the amount of carbon dioxide gasses released into the air.

Recently, Whitman announced at least three times during separate press
interviews her intent to combat global warming, calling it "one of the
greatest environmental challenges we face, if not the greatest," according to
one March 3 report from Trieste, Italy.

"We are supportive of the goal of Kyoto. Nothing has changed," Whitman said.
"What we are reviewing is the implementation strategy" for the promised
emissions reductions former President Bill Clinton signed and approved in
1998.

Clinton's Strange Pledge

Clinton pledged the U.S. would reduce carbon dioxide emissions by 7 percent
below 1990 levels and would do so between 2008 and 2012 – long after he would
be out of office. However, the Senate never ratified the agreement, and Bush
could choose to reverse Clinton's decision and exclude the U.S. from the
Kyoto treaty.

Whether Bush will do that, however, is an item of debate for analysts such as
Ebell, who fear that the president will be influenced by Whitman's statements
on the theory of global warming.

"Bush ran as opposed to [the Kyoto Protocol]," he said. "But now we're
getting mixed signals, and it isn't clear."

"Global warming" is one of the most hotly debated environmental issues of our
time. Just days ago a Massachusetts Institute of Technology professor,
recognized for his research on climate change, tried to debunk the "global
warming" argument during a news conference in Washington.

Scientists Do Not Agree

"The whole notion of a scientific consensus has been contrived to disguise
the genuine disagreement among scientists on a number of different issues,"
said Richard S. Lindzen. "Major media outlets announced, incorrectly, as
early as 1998 that the issue of global warming was scientifically settled.

"To think that hundreds of scientists could be in full agreement ... is
ridiculous," he continued.

Lindzen said the scientific work of the United Nations Intergovernmental
Panel on Climate Change – a common reference source for those who cite
statistics indicating the existence of "global warming" – was "clearly more a
matter of politics than science" and, according to Lindzen, a compilation of
manipulated and misrepresented findings.

"Most people don't know how hard service members work, or how stressful
military life is for families." - William J. Clinton, Feb. 25, 1999
WASHINGTON - This statement is certainly true. But try to imagine if you
will, the reaction of the soldiers, sailors, airmen and Marines who heard
those words broadcast over the Armed Forces Radio and Television Service.

Their draft-dodging, intern-hounding, impeached commander in chief was
appearing with Janet Langhart Cohen, the media-maven wife of the then
secretary of defense, on a show called "Special Assignment." In the midst of
the exclusive interview, he bites his lip and bemoans how tough things are
for those who serve in uniform because "they're making the world safe for
genuine self-determination, for free commerce, for free exchange of ideas, in
a way no generation has ever tried to do, or had to do before."

It is all very moving. If you don't know better, if you forgot say, World War
I, World War II, Korea or even Vietnam, you might believe him. And if you
willfully suspended disbelief, you might almost think Clinton really cared -
that he felt their pain - and all this hardship was someone else's fault.

Unfortunately, the low morale, recruiting and retention shortfalls, and
readiness deficits that are Clinton's legacy of loathing to our armed forces
are going to be much more difficult to rectify than many people suspect.
President Bush, in asking Congress for $310.5 billion for defense in fiscal
year 2002, a "reasonable" 4 percent increase over this year's allocation, has
already acknowledged that it's going to take more than throwing money at the
problems to repair eight years of neglect.

But the "top down review" President Bush has ordered Secretary of Defense
Rumsfeld to conduct is only part of the answer. The force structure changes
and acquisition improvements that devolve from such a review will take years
to implement and will do little to staunch the hemorrhage of highly trained
young non-commissioned officers and junior officers who are critical to the
force. And while you could almost hear the cheering in the barracks when
President Bush said, "I am requesting $5.7 billion in increased military pay
and benefits and health care and housing," there are other things which must
be done if we are to maintain an adequate defense while we transition from a
Cold War defense structure to deal with the realities of a new world disorder.

Over the first 50 days of the new administration, hundreds of soldiers,
sailors, airmen and Marines have called or e-mailed my radio show. Some were
prompted by the death of seven members of the Army's 25th Infantry Division
killed in a training accident in Hawaii last month. Others were provoked by
last week's air crash that killed 21 soldiers and Virginia Guardsmen. And
still others were motivated by Bush's inspiring words at the dedication of
the USS Ronald Reagan at Newport News Shipyard on March 4. As one of my old
Battalion Commanders once told me, "You can learn a lot when you listen to
the troops."

In every case, they are glad that Bush is "in charge." They know he's right
when he says, "America's strength ultimately depends on the courage and
spirit of the men and women who wear the uniform." But the sailors who heard
him say last week - "Nearly half our ships are at sea right now. One-third
are forward deployed overseas ..." - are quietly asking, "Why?"

Those who have been in for a few years have seen our active forces slashed by
320,000, our reserves by 193,000 and the DOD civilian work force by 286,000
since 1993. They wonder why we still have 800 troops wearing U.N. uniforms
and more than 15,000 U.S. military personnel deployed around the world as
U.N. Secretary General Kofi Annan's "Meals on Wheels" contingent.

Service men and women returning for repeat assignments to Kosovo and Bosnia
wonder why we continue to send troops into this "Balkan Aberration," where
"all we do is protect ourselves against the Albanians we came to save."

Soldiers ask, "What the hell is an Army of One?" Rangers, proud of their
hard-won, distinguishing head gear, wonder why every cook and "Remington
Raider" in the Pentagon will now be wearing a black beret made in - of all
places - communist China. Air Force pilots remonstrate that they would get
more "flight hours" in any U.S. commuter airline and their crew chiefs tell
of having to scavenge spare parts from "hanger queens."

The Marines, glad to get distinctive new camouflage utility uniforms, are
worried that they may not get something they need even more, the V-22 Osprey.

It's not likely that the generals and admirals are going to make these kinds
of comments in their "top down review." But the young people saying these
things aren't whiners, grumblers or malcontents. Most of them have put their
lives on the line before, are

Keyes Blasts Cellucci Nomination

Alan Keyes, scheduled to appear tonight on Fox News Channel's "Hannity 
Colmes" (9 p.m. EST), has joined the fight to stop President Bush's
nomination of Massachusetts Gov. Paul Cellucci as ambassador to Canada.

"It is my hope and insistence that the Senate heed the plea of Massachusetts
families, and families across America today," Keyes said in a statement
issued today. "Given his promotion of the radical homosexual recruitment of
our youth, Governor Cellucci is not a fitting representative of American
values, nor of the values that the Bush administration claims to represent,"
said Keyes, chairman of Declaration Foundation, a former ambassador and a
former candidate for the GOP presidential nomination.

Cellucci, a Republican (only in Taxachusetts), is under fire for the
"fistgate" scandal in which teen-agers attended a taxpayer-funded how-to
workshop on the practice of homosexual acts.

"What happened at this conference cannot be described on television without
making people sick," Brian Camenker, president of Parents' Rights Coalition,
said on "Hannity  Colmes," according to a transcript of last night's show.

The transcript of that show is juicy, with charges flying about whether
Cellucci weasled out of meetings with Keyes. Tonight's show should be even
better, with Keyes himself speaking out.

Judicial Watch: Dems Using Blackmail to Quash Pardongate Probe

Democrats on the House Government Reform and Oversight Committee are
threatening to drag former president Bush into the Clinton Pardongate probe -
a move the public interest law firm Judicial Watch called "blackmail."

There's been a spate of reports recently suggesting that President George W.
Bush would like to see Congress drop the investigation and that GOP leaders
like Trent Lott are ready to comply.

In a press release Thursday, Judicial Watch noted a development reported by
the Miami Herald that may explain why the GOP suddenly wants to abandon ship.

"Democrats on the House Committee said they would like to pursue information
in the George Bush Library in Texas on the former president's pardons of
Casper Weinberger and businessman Armand Hammer, a GOP contributor."

The strategy may also include a request for the identities of Bush library
donors, some of which were kept secret at the contributors' requests.

"It's clear that the Bush-Cheney administration and the Republicans in
Congress have been blackmailed into doing nothing," Judicial Watch Chairman
Larry Klayman said.

"It's business as usual between the two major political parties, and the
loser is the American people."

Mikhail Gorbachev may be on the comeback trail in his native Russia, meeting
with President Vladimir Putin, and voicing support for many of his policies,
but he’s been prominent on the international scene, promoting what amounts to
a Marxist version of world government.
Last August, for example, Gorbachev set foot in his old Kremlin office for
the first time in 10 years for a private conversation with the Russian
president. Since then, the two men have met again on several occasions.

A March 2nd radio broadcast in Moscow reported: "The fanfare surrounding
former Soviet leader Mikhail Gorbachev's 70th birthday is a public sign that
Gorbachev's national comeback may be under way. A political pariah during the
Boris Yeltsin years, Gorbachev is now enjoying renewed popularity and may
even be looking to refashion himself as an informal adviser to President
Vladimir Putin.”

As a director of NTV, Russia’s only private TV station, Gorbachev has access
to something of a bully pulpit, and even though the station is now threatened
with a government takeover by the Putin government, he has been outspoken in
his support of the president, indicating that Putin might not be fully aware
of the steps being taken against the station, such as the freezing of its
parent company’s bank accounts and raids on the home office by armed tax
police.

"Does Putin know about all this?” he asked. "We have to help the president so
that he is working in accordance with the mandate he got from the people and
not according to the [debt] contracts signed by some companies. I think this
is our common responsibility."

There have been rumors in the Russian media that he may be invited to become
part of the Putin administration, perhaps as foreign minister. He has denied
them but they persist.

In the meantime, he has taken up many of Putin’s main themes, such as
opposition the Bush administration’s plans for a National Missile Defense
(NMD) system.

”I think they have not thought it out very well, " he told an interviewer.

"As a politician I think this is a harmful move because it will give an
impetus to the arms race. How can America create security for itself whereas
the rest of the world is left to its own devices? No country in the world is
capable of doing this. If this is true, then a question arises - why billions
have to be spent on such projects?”

He expressed support of Putin’s opposition to expansion of NATO, and,
sounding like Hillary Clinton, blamed the vast right-wing conspiracy for
suggestions that the Cold War is being reignited.

"I do not think that the right-wing forces who are already talking about a
new Cold War are right. I do not think they are right. I must say that there
is some reaction in the U.S.A. to what had been said wrongly and scared the
world earlier.”

He warned that "Moscow would not stand by idly if plans went ahead for the
Baltic states of Latvia, Lithuania and Estonia to join NATO.” Moscow, he
said, had no part in the plan, which was "even directed against Russia. It is
replete with danger. Russia is sure to retaliate."

But Gorbachev has been far from the invisible man on the world stage, where
he has proven himself to be an unrepentant Marxist bent on socializing the
world under the banners of ecology and globalism.

His Gorbachev Foundation has allied itself with environmentalist groups, and
pushed for an expanded United Nations that sees the U.N. moving into the
power position that opened up at the close of the Cold War. During a press
conference at the New York Hilton Towers, Gorbachev proposed a radical
expansion of U.N. powers.

Speaking at a so-called State of the World Forum, a six-year project of the
Gorbachev Foundation headquartered in San Francisco, he proposed a radical
expansion of U.N. powers.

"In 1988, I spoke of a new role for the U.N., a new body,” he told the Forum.
"In addition to the Security Council, we must have an Economic Council and an
Environmental Council with authority equal to that of the Security Council."

According to correspondent Mary Jo Anderson: "The former Russian premier
denied that he was proposing controls on economic freedom, but insisted, "I
am suggesting that we must give rights to this body [Economic Council], to
develop rules to prevent explosive situations." One observer questioned
whether this proposal was not simply an upscale version of Marxist central
economic control.

"Gorbachev went on to explain that as unregulated capitalism globalized world
markets, failure of smaller economies brought recessions, and rioting in the
streets is the likely consequence. An 'Economic Council' with the power to
regulate capital is designed to 'insure stability' and 'ultimately
transnational corporations will have to accept this,' Gorbachev said.

   A mystery, of sorts, dropped onto Montauk Highway
 in Bridgehampton
 Tuesday. A
   flock of dying starlings fell from the utility
 wires and hit the road
 over
   just a few minutes.
 
   "No one has any idea what could have killed
 them," said Virginia Frati,
   director of the Wildlife Rescue Center of the
 Hamptons, who went to the
 scene
   to look at the bird kill. "I saw a lot of smashed
 birds," she said.
 
   She estimated that more than 100 dead birds were
 on the road and the
   shoulders, so many that any single cause of death
 would be unlikely.
 
   Frati said that if the birds had been chased into
 the path of a truck by
 a
   predator such as a hawk, only a few would have
 been hit. If they had been

   poisoned, they would have died over a longer
 period of time, and not all
 in
   one place.
 
   Michael Lowndes, a spokesman for the Long Island
 Power Authority - the
 birds
   were found just east of the LIPA substation in
 Bridgehampton - said the
 only
   way a bird on a power line could be electrocuted
 is if it were grounded,
 and
   it would be highly unlikely that a hundred birds
 would be grounded at
 once.
 
   "I've never heard of it happening," he said.
 
   One eyewitness, Francis Hernandez of Sag Harbor,
 said he was driving in
 the
   area about 8 a.m. on Tuesday and saw birds
 spiraling down from the wires
 and
   onto the roadway. "They were just spinning down,"
 he said. "Falling down
 like
   leaves into the road and dying...I've never seen
 anything like it." He
 drove
   back past the same area a few minutes later and
 saw dozens of birds on
 the
   ground. "They were still struggling. They were
 hitting the black top but
   still moving. I picked one up. They were still
 warm," Hernandez said.
 
   Frati said there were no burn marks on the feet
 of the dead birds, but
 that
   it appeared every one she looked at had blood in
 the back of its throat.
 
   But the idea that they were poisoned raises a
 different question.
 Starlings
   are commonly found in the company of grackles and
 red-winged blackbirds,
 and
   none of those species were found at the scene.
 
   Some of the dead birds were collected and sent to
 a state Department of
   Environmental Conservation lab upstate for
 analysis. But test results are
 not
   expected for several weeks.
 
   The state Department of Transportation, which is
 responsible for
 maintaining
   state roads, removed the carnage.

An Empty Chair at Harvard

CAMBRIDGE, Mass. -- Among undergraduates at Harvard University,
the air is full of anticipation. The lead singer of the pop band
U2 will be addressing the graduating class this June. Both
varsity ice hockey teams are in the playoffs, spring break is
just around the corner and the local pizzeria recently added
chicken wings to its late-night menu.

Of milder interest: Harvard is poised to name a new president to
replace current president Neil L. Rudenstine, who has held the
post for the past 10 years.

The highly secretive, seven-month search has drawn national
attention. Since Harvard is the nation's oldest institution of
higher learning, the changing of the guard here carries a certain
symbolic significance.

But Harvard's own undergraduates have followed the story with
detachment. The student population on the whole has had little to
say about the search process or the qualities desired in a
university president. The news media went wild when it was
revealed last October that former president Bill Clinton might be
in the running, but students were remarkably indifferent.

Such apathy is easily explained: The university president is not
someone students normally associate with undergraduate education.
The academic experiences of Harvard undergraduates, like those of
students at most other schools, are largely governed by
committees, deans, professors, teaching assistants, tutors and
advisers. The school's president is just the guy who shakes your
hand during freshman orientation.

This is not how it used to be. In fact, the Harvard president
used to play a highly visible role in shaping undergraduate
education, both on his own campus and nationally. When Charles W.
Eliot revamped the undergraduate curriculum toward the end of the
19th century and challenged accepted norms of classical
education, he commanded the attention of an entire nation. To
millions he was known as First Citizen of the Republic, a title
bestowed upon him by President Theodore Roosevelt.

A. Lawrence Lowell, who succeeded Eliot in 1909, wrote a seminal
treatise defending academic freedom and inquiry that set a
standard for American higher education. And under Derek Bok, the
university adopted a core curriculum in 1978 that received
national attention for its radical departure from traditional
methods of undergraduate instruction.

But the role of the university president has changed as the
demands of administration and fund-raising have increased. It's
also more common for a president to advance an educational agenda
through subtler means. Delegation is favored over declaration.
The vision of a president thundering righteously from his bully
pulpit has been replaced by the image of a bureaucrat making
phone calls and writing letters.

The lack of strong, visible leadership that galvanizes opinion
and champions innovation has made our nation's colleges, Harvard
included, complacent. A 1998 report by the Carnegie Foundation
for the Advancement of Teaching found that undergraduates are
being shortchanged at many of the nation's top research
universities.

Here at Harvard, students, faculty and administrators alike have
expressed discontent with aspects of undergraduate education.
Some have bemoaned inadequate academic mentoring; others have
criticized a tenure process that underemphasizes teaching
ability. Students regularly gripe about constrictive graduation
requirements and incompetent teaching assistants. But there has
been little improvement on these fronts.

Reinvigorating undergraduate education will require a drastic
revision of what the Harvard presidency has become. Certainly,
Harvard needs someone who can succeed in fund-raising and running
an enormous corporate enterprise. But for students here, the
presidency has to mean more than someone who sits in the big
house and begs for money.
