By Jennifer DePalma The Hundredth Window: Protecting Your Privacy and Security in the Age of the Internet, by Charles Jennings and Lori Fena, New York: The Free Press, 278 pages, $26 Internet privacy isnt just one debate, its several. One involves how much information an e-business should be allowed to require of its customers, and what it should be allowed to do with the data it collects. (Does a Web site, say, have the right to pass data along to third parties?) Another debate centers around when the government should have access to information shared online. Then theres online anonymity: Should people be allowed to post e-mails or Web pages under false names? What should be the legal repercussions of giving a site false information? And dont forget things like firewalls that protect sites from unwanted visitors and encryption tools that keep data and information top secret. The police want to be able to search networks for illegal activity (gambling , child pornography, hacking, etc.). They therefore dislike the idea of strong encryption -- or would at least like a guaranteed means of breaking that encryption should the need arise. But weaker encryption increases the chances that your privacy will be violated -- that someone else will get access to the information you transmit online. Its an important set of arguments. Many people understandably dislike the thought of corporations or the government amassing detailed profiles of them: Even if the profile keepers have the best of intentions, theres sti ll the possibility of stolen identity or wrongful accusation. How receptive consumers are to e-commerce depends on how secure they feel using it. On the other hand, such information is valuable to companies: It helps them learn what their consumers want and improve their products. It sounds like a tangle, but theres a straightforward thread that runs through all of these questions: how best to balance economic and technological improvement with freedom and personal space. Yet the debates often clo ud this basic concern by spinning worst-case scenarios as though they were commonplace. Hyperbole, wild generalizations, and outlandish predictions about the possible uses and likely abuses of information are common. Few authors present the facts and lay out the issues in a way that lets laypeople develop an informed opinion, deciding for themselves what potential dangers are lurking. The Hundredth Window is, for the most part, an exception. Authors Charles Jennings and Lori Fena give their readers the tools to make competent, independent decisions -- if readers are willing to endure some slanted edito rializing and ignore some grandiose theorizing. Jennings and Fena, founders of TRUSTe, an Internet privacy assurance organization, have put together a nuts-and-bolts text that summarizes the current debate and highlights the major events that have influenced it. There are some splashes of hyperbole and fear mongering, too, but that seems to come with the territory. The book includes some useful hints on protecting your privacy while you surf the Web and engage in e-commerce. Interspersed among chapters on the development of data and the authors relevant theories are "Tips and Trick s" -- practical, easy-to-follow instructions on erasing cookies, securing passwords, keeping e-mail private, and other ounces of prevention, as well as advice on what to look for in a Web sites privacy policies. Like most commentators, Jennings and Fena view privacy concerns from the perspective of the frightened consumer looking for an impractical degree of control over the information he volunteers on the Web. One of the princi ples endorsed, borrowed from the Online Privacy Alliance, is this: "No data should be collected from you and used without your permission." Requiring consent above and beyond that implied in volunteering the information h as led to efforts as ridiculous as demanding a parents written assent -- via the U.S. mail! -- before a child could interact with a Web site. But the authors also detail the benefits of releasing information -- cheaper prices, personalized service, quicker transactions -- more honestly than most privacy advocates do. The authors realize that many users find th e Internet relatively safe and are willing to trade privacy for convenience. The authors do not think such confidence will continue, however, and predict that abuses of personal information will increase to an extent like ly to drive e-consumers from the ease of ordering groceries and books online back to old-fashioned shopping in person at local stores. New York Post-Sunday, April 1, 2001 By ROD DREHER NOW is the time for IRS agents to seize the records of Jesse Jackson's non-profit Citizenship Education Fund. There is credible reason to believe - though as yet no proof - that Jackson may have used CEF to launder a $450,000 payoff to Karin Stanford, his former mistress. The National Enquirer this week, quoting an anonymous former Jackson intimate, reported that figure as the amount Jackson paid Stanford to go away, much of it allegedly raised from a circle of rich cronies. I know the Enquirer's source, and can certify that this person is in a position to know what he's talking about. And this information dovetails precisely with what my own well-placed sources have been telling me for two months about the alleged deal. As my informants tell it, an "emergency" appeal went out in the fall of 1999 from a nationally prominent Jackson lawyer to a tiny coterie of wealthy African-Americans who had given generously to Rainbow/PUSH in the past. "Calls went out to the people Jesse likes to call 'The Partners,'" says one source. "They were asked to give, and they wanted a tax advantage. If they got it, at least some of the money they gave had to have gone through CEF." Again, there is no proof that these donations were passed through CEF, or were made at all. Stanford's lawyer specifically denied to a Post reporter that such a payment was made. Then again, if you had been given $450,000 under the table, some or all of it in cash, how likely would you be to go public with it? The tax man doesn't smile on that sort of thing. Maybe this allegation is untrue. But it's entirely believable, given how evasive and deceptive the Jackson camp has been about CEF's finances and Jackson's financial arrangements with his ex-mistress. Last week, to cite the latest of many examples, the Chicago Tribune broke the news that the civil-rights big had a friendly Chicago union local put Stanford on its payroll. The IRS should compare CEF's tax returns with those of Jesse's rich "Partners," to see if any of them contributed to the non-profit entity in the fall of 1999, and then deducted the donations from their personal and business filings. Only about 10 people qualify as Jesse's "Partners." Call me, IRS worker bees, and I'll give you the names. If The Partners all cut checks to CEF at the same time, and the organization can't account for the money, that would go a long way toward documenting that the tax-exempt CEF - the recipient of millions of dollars in corporate donations - is exactly what its critics have long charged: a Jesse Jackson slush fund. An IRS audit would clear the air, and let us know once and for all just how clean Jesse, Inc., is. So what's holding the tax cops back? For that matter, what is holding Jackson's corporate sugar daddies - Viacom, SBC Ameritech, Verizon, ATT, Citigroup and others - back from publicly disassociating themselves from his racket? And finally, what on earth is holding The New York Times back on this story? Last Monday, after having its rear end kicked up and down Broadway by The Post for two months on this story (to say nothing of the reporting by the Times's out-of-town rivals), the Grey Lady finally discovered that - lo! - some people are accusing Jesse Jackson of having done unpleasant things. So we got a Page One puff piece that depicted the roaming reverend as a down-but-not-out fighter. Jackson's publicist could hardly have been happier. The Times has stored its courage on the Jesse Jackson scandal in the same place it has hidden its courage on the Jesse Dirkhising story. God forbid it should have to report news seen as unflattering to favored liberal icons or sacrosanct minorities. Hate to break it to the neutered Jackson lapdogs on West 43rd, but it's only going to get worse for their favorite son. Rumors of a coming "60 Minutes II" bombshell are rife. And this latest round of damaging charges comes as Stanford is engaged in high-stakes negotiations to force Jackson to give their love child her proper due. Reliable sources say that when Jackson revealed his income in that sweaty Chicago press conference last month, a shocked Stanford realized he'd been less than forthcoming with her about his true worth. That's when she started pressing Jackson for a larger settlement. Other disaffected Jackson employees are said to be impressed by how Stanford is leveraging her experiences with Jackson, and are considering what to do with their own knowledge of the reverend's indiscretions. The Chinese government said the fighter crashed and its pilot was missing. "The U.S. side has total responsibility for this event," the Chinese Foreign Ministry said in a statement read late Sunday on state television. The collision happened Sunday morning off the southern Chinese island of Hainan, according to China and U.S. military spokesmen. The American EP-3 plane landed at a military airfield on Hainan. The status of the crew and control of the plane on the ground were unclear. None of the 24 crew members was injured, said Col. John Bratton, a spokesman for the U.S. Pacific Command in Hawaii. Chinese officials assured the United States the crew is safe, and American diplomats were going to Hainan to see them, said U.S. Ambassador Joseph Prueher. He said he had talked several times with U.S. Secretary of State Colin Powell. "It appears also the Chinese have lost an aircraft and we're sorry that occurred," Prueher, a retired Navy admiral and commander of U.S. forces in the Pacific, said as he left his Embassy at 1:15 a.m. on Monday. President Bush was briefed on the episode Sunday morning, an administration official said. The U.S. plane was on a routine surveillance flight in international airspace when two Chinese fighters intercepted it, said Bratton. The EP-3 is an unarmed four-engine propeller-driven plane equipped to listen in on radio signals and monitor radar sites. China claims most of the South China Sea as its territorial waters a claim rejected by countries that use the vast expanse of ocean for shipping. The collision appeared to be an accident and the Chinese did not force the plane down, Bratton said. Cmdr. Rex Totty, another spokesman for the Pacific Command, said the Navy talked with the crew after they landed but had no contact since then. The incident comes at an uneasy time in U.S.-Chinese relations. The Bush administration has taken a more wary attitude toward Beijing, and China's recent detention of two scholars with links to the United States has further raised distrust. The collision coincided with news reports Sunday that U.S. military experts will recommend new weapons sales to Taiwan that could heighten tensions with Beijing. China regards Taiwan as a renegade province, and has protested American weapons sales to the island democracy. Nick Cook, an aviation expert with Jane's Defense Weekly in London, said the U.S. military routinely sends surveillance aircraft such as the EP-3 to monitor China's military. The EP-3 can pick up radio, radar, telephone, e-mail and fax traffic, Cook said. He said the plane is the size of a 150-seat commercial airliner, with most of its space taken up by monitoring equipment. The U.S. plane took off from Kadena Air Base in Okinawa, Japan, the U.S. military said. It is based at Whidbey Island Naval Air Station in Washington state and was flying with a crew of 22 Navy personnel and one each from the Air Force and the Marines. Bates Gill, a China expert at the Brookings Institution in Washington, said China was acting like any military power by trying to ward off "activities aimed at its airspace." The collision with the American plane is a "small victory" from China's perspective, Gill said. "You've sent the message about intruding in airspace. You forced it to land. You've got your hands on it." One Chinese academic claimed that in-flight encounters were common with U.S. surveillance aircraft flying along China's coastline listening to its military. "It's very regular for the American Navy to have their planes intruding into Chinese airspace," said Yan Xuetong, an expert in international studies at Tsinghua University in Beijing. "The Chinese then send up fighters and chase them out." Totty, the U.S. military spokesman, confirmed that interceptions are common but denied that U.S. planes routinely intrude on Chinese airspace. "Our aircraft routinely operate in international air space on reconnaissance missions and it is routine for Chinese aircraft to respond by intercepting and shadowing us," Totty said. The Chinese Foreign Ministry said the collision occurred at 9:07 a.m. some 62 miles southeast of Hainan, a large island off the southern Chinese coast. Totty said it happened about 50 nautical miles, or 58 statute miles, southeast of the island. Two Chinese fighters were sent up to track the plane as it approached Chinese airspace, said the statement. "The U.S. plane abruptly diverted toward the Chinese planes, and its head and left wing collided with one of the Chinese planes, causing the Chinese plane to crash," the statement said. It said

He has been a combat soldier in the South Lebanese Army for as long as he can remember. He is sitting in an Israeli resort on the Sea of Galilee but he wants to be with his sister in Sydney. "My sister hoped I would be with her for Christmas," he says. "Now I'm hoping it will be Easter." But a furious argument in Australia's Arabic community has been triggered by the immigration of Mr Nassif and as many as 200 other members of the former South Lebanese Army - the Israeli-sponsored and trained militia that helped hold Israel's "security zone" in Southern Lebanon until last May. The New York-based Human Rights Watch and the B'tselem organisation in Israel have documented human rights abuses by the SLA against Palestinians and Lebanese citizens since 1980. About 3,000 Lebanese militiamen and their families fled to Israel after its hasty retreat from Lebanon. Most are afraid to return to Lebanon, where they fear they will be seen as traitors, while hostility from Israeli Arabs, who regard them as collaborators, is making it impossible to resettle them in Israel. In September Israel offered $US12,000 ($24,700) for an unmarried man and $US15,000 for a family if they went back to Lebanon. "They think we're stupid," Mr Nassif says. "Going back means going straight to jail, to torture and interrogation." Israel has asked other countries to take the refugees but, apart from Germany, which accepted 400, only Australia has agreed. Most of those who went to Germany are back in Israel, unable to tolerate the hatred from Palestinians and others there. "It would be like dropping a few SS troopers into postwar Carlton to bring 200 SLA killers [to Australia]," says Bilal Cleland, of the Islamic Council of Victoria. "They have a more dreadful human rights record than the Israeli Army." "It is strange that the Australian Government is bringing traitors to their own people, who have committed crimes against their own people, while keeping hundreds of refugees in detention camps," says Ali Kazak, head of the General Palestinian Delegation in Australia. But the editor of Sydney's The Middle East Herald, Sarkis Karam, says the refugees will be warmly welcomed by the vast majority of Australia's 160,000-plus Lebanese community. "This is a humanitarian issue, and Australia has a proud record in this area." A prominent Lebanese voice in Melbourne, Ray Werden, says community leaders made "very strong representations to [the Immigration Minister] Mr Ruddock to bring the SLA people here". He and Mr Karam concede that members of the SLA committed human rights abuses but say it was only a small minority - and none of them are coming to Australia. A spokesman for Mr Ruddock says there will be exhaustive security checks. "Anyone involved in atrocities or inappropriate activities will not get a visa.'' Because the screening would be so stringent, it would be some time before the first refugees arrived, he says. Only people with family already here are eligible. Last April Human Rights Watch found "grave breaches of the Geneva Conventions by the SLA, including torture and expulsion of civilians from the Israeli-occupied zone". Yet the group also documented how "Lebanese men and boys have been forced to serve in the SLA against their will. The families have been punished ... if they evaded or deserted from service in the SLA militia". Mr Nassif says no ideology motivated his decision to join the SLA - just the high unemployment in his war-ravaged country. Daoud Nadaf, 54, says he has no regrets about working for the Israelis, but he draws his finger across his neck to illustrate what he thinks Israeli Arabs would like to do to him. He just hopes Lebanese Australians do not make trouble for them when they arrive. He pulls out his address book to look up where his three brothers live in Sydney and where he hopes he will be with his wife, Nassima. "Bankstown," he says with a broad smile. In one corner, we will be told, is the Bush foreign policy team. Hellbent on reviving the Cold War, contemptuous of international agreements and the United Nations, it has little interest in worthy endeavors like "peace" in Northern Ireland, or adhering to the Kyoto Treaty on global warming or "peace" and "stability" in the Balkans. In the opposite corner will be the out-of-power Democratic Party foreign policy establishment and its media acolytes. It believes in international engagement, cooperation with Russia, acting as an "honest broker" between the Israelis and the Palestinians, and bringing "peace," "stability" and multiethnic harmony to the Balkans. So there it is: Isolationists versus Interventionists; Hawks versus Doves; Republican troglodytes versus Progressive Internationalists. What a wonderful debate! None of it, of course, has the slightest connection with reality. FRAUDULENT DEBATE This false and tendentious presentation of the issues serves the interests of our elites who want to suggest that the unseemly scramble for money and the perquisites of power the American political process in other words is really about sharply distinct approaches to the art of governance. The policies of the Democratic Party and the Republican Party foreign policy types are of course indistinguishable. By "peace" they mean the United States making war. By "stability" they mean US intervention to create instability. By "multiethnic harmony" they mean the United States sponsoring ethnic separatism and waging war against a hated ethnic group of the hour. By "honest broker" they mean the United States endorsing Israels program and urging its acceptance on the Palestinians. Democrats and Republicans are both committed to preserving US global hegemony in perpetuity. Yet here is Robin Wright writing breathlessly in the Los Angeles Times: "Americas foreign policy community is increasingly anxious about the Bush administrations abrupt, tough-guy approach to several of the key challenges facing the United States." Abrupt? The Bush team comes to power following an Administration that bombed more countries than any other. Evidently, the members of Americas august "foreign policy community" did not get anxious about the bombing of Bosnia, Yugoslavia, Sudan, Afghanistan and, of course, Iraq almost every day for ten years. Not one of these attacks had any basis in international law or UN Resolution. Yet the "foreign policy community" and our vaunted "internationalists" remained untroubled. Depleted uranium in the Balkans? No problem there. American soldiers patrolling the streets and hillsides of ever more countries? Nothing wrong with that. WE LOVE THE RUSSIANS So what is causing the agitation? Apparently, the Bush Administration is showing insufficient respect for Russia. "Gone are the Clinton administrations attempts to transform Russia into a modern state and its win-win view of the Washington-Moscow relationship," laments the New York Times. The Times takes it self-evident that it is reasonable for the United States to arrogate to itself the right to transform Russia into a "modern state" whatever "modern state" means. The Times also takes it as self-evident that the Russians too saw the Washington-Moscow relationship as one of "win-win." Was the looting of Russia by a bunch of gangsters in the name of a "privatization" policy pushed by Washington a case of "win-win"? Were the Washington-imposed IMF nostrums that reduced Russians to desperate poverty also "win-win"? Such issues are not to be raised and thus we maintain the image of a caring, cooperative Democratic Party establishment. According to Robin Wright, "The Clinton policy was based on the belief that post-communist Russia needed to be welcomed by the West and encouraged on the road to free markets and democracy. Good relations smoothed out crises over issues such as the Balkans, Clinton officials argued." James Hoge, editor of Foreign Affairs the in-house journal of the foreign policy establishment laments: "Why are they [the Bush Administration] so interested in saying to Russia that its mismanaging things, that its not that important anymore, that theyll take its views into account but not treat them all that seriously? Im mystified by it. What can they possibly gain from this kind of schoolyard bellicosity at this stage?" He was just another dot-com sucker, they say, taken in by the "new economy" claptrap even as the boom in the United States headed inexorably toward a bust. Like those former stock-option millionaires who are now back home cadging room and board from Mom and Dad, they suggest, he could use a dose of humility. With the decade-old economic expansion in danger, stock prices tumbling and the Federal Reserve no longer seeming omnipotent or omniscient, Alan Greenspan, who at 75 is in his 14th year as chairman of the central bank, is being second- guessed as never before. Under his leadership, the Fed is "behind the curve," Merrill Lynch recently told its clients. John H. Makin, an economist at the American Enterprise Institute, a conservative research organization here, called the Fed's current attitude "disconcertingly complacent." A survey of business economists found them less comfortable than at any time in years with the Fed's conduct of monetary policy. "The financial markets no longer trust him, and millions of Americans don't, either," the conservative commentator Bill O'Reilly said last week on the Fox News Channel. However fair or unfair the criticism and Mr. Greenspan still has plenty of admirers and defenders it gets at a broader question: To what degree can the country count on the Fed chairman and the central bank's control over interest rates to avert a recession? It was perhaps inevitable that he would be cut down a notch during a period when CNBC is charting the nation's diminished wealth minute by minute and President Bush is warning of trouble ahead especially since Mr. Greenspan's reputation as the infallible ringmaster of the economy was no doubt overblown when times were good. "The perception of him has slipped, although I'm not sure it's warranted," said Robert B. MacIntosh, chief economist at Eaton Vance, a mutual fund manager. "His job is not to give people 40 percent returns on their stock holdings. His job is to have the economy grow at a pace that does not let inflation get out of control." Mr. Greenspan's job is arguably more complicated than ever before. In an environment in which technology, financial markets and instant dissemination of information and analysis are combining to reshape the economy in ways that no one fully understands, some analysts think the Fed's ability to smooth out the business cycle may be diminished even if its monetary policy is flawless. If, as some economists say, the basic problem now is that companies overinvested in new equipment and technology, lower interest rates are not going to do much to get them investing again, at least not quickly. Under this view, a combination of business overinvestment, high levels of consumer debt, the falling stock market and huge trade deficits leave the nation at risk of a long downturn even if the Fed slashes rates more aggressively than it already has. Amid gloomy developments for advocates of gun restrictions, the Bradys' group, Handgun Control Inc., and its allies have lowered their expectations for Washington. They have turned instead to states and cities considered more receptive to stronger regulation of handguns. They are also scrambling to stop or rescind laws backed by the National Rifle Association and other pro-gun groups at the state and local levels, including those making it easier to carry concealed weapons. The shift comes less than a year after gun control advocates seemed to be gaining momentum with the heralded Million Mom March and a landmark agreement on safety standards with gunmaker Smith Wesson. But Republicans now in command at the White House and in Congress generally oppose new gun control measures. The agreement with Smith Wesson has effectively fallen apart in the face of boycotts by angry gun dealers and customers that have hurt the company. As for the Million Mom March, the organization just laid off 30 of its 35 employees. The group's protests on this Mother's Day will be centered in state capitals instead of on the Mall in Washington. "Everybody knows we're not likely to have big successes at the federal level," said Kristen Rand, legislative director of the Violence Policy Center, commonly viewed as one of the most aggressive anti-gun groups. "The lay of the land today is, if we don't lose anything on the federal level, we're in good shape, and hopefully we'll make some strides in some key states while we're at it.. We have to be realistic." The climate is a marked departure from the Clinton years, which brought a federal ban on assault weapons and enactment of background checks for handgun purchases as part of the long-sought Brady law. This year, however, the NRA and other gun lobbyists say they are confident they can again derail proposals for similar background checks at gun shows. In addition, the groups hope the Bush administration will support a nationwide ban on state and municipal lawsuits against gun manufacturers -- similar to legislation signed by Bush when he was governor of Texas. "Right now, the pendulum might have swung back in our direction," said James Jay Baker, chief lobbyist for the NRA. "The Democratic leadership decided they were going to make this a national issue, and they took it too far. . . . I'm hopeful that we will gain some ground." Sarah Brady, who will preside at a news conference today commemorating her group's victories over the last 20 years, said she hasn't given up on federal legislation. James Brady was critically wounded in the attempt on Reagan's life on March 30, 1981. "Given the leadership in the House and the Senate and the White House, it is not the easiest place right now in Washington," Sarah Brady said yesterday. "Certainly it's going to be an uphill battle. But we've had a lot of uphill battles, and that's generally when we've been able to do our very best." Some of the hottest battles are being waged in the states. The NRA is reviving a proposal in Missouri to allow easier access to concealed weapons permits, and gun control advocates are mounting a referendum drive in Michigan to undo a similar law there. The Center to Prevent Handgun Violence, an arm of Brady's group, launched a drive this month to persuade 20 states to follow the lead of the Massachusetts attorney general, who has enacted sweeping new restrictions on firearms under the auspices of the state's consumer protection laws. "There are many opportunities for us in the states," said Donna Dees-Thomases, founder of the Million Mom March. "If they want to throw up their hands in Congress, so be it. We've got other plans as well." The hard times can be traced to the aftermath of the April 1999 killings at Columbine High School, when gun control advocates did not get the federal restrictions they wanted. Conservative Democrats joined with GOP leaders to stop a House bill requiring a three-day background check on gun show sales and trigger locks for handguns. Ogletree and appears to be the most serious effort yet to get American blacks compensated for 244 years of legalized slavery. Lawsuits and legislation dating back to the mid-1800s have gone nowhere. "We will be seeking more than just monetary compensation,'' Ogletree said. "We want a change in America. We want full recognition and a remedy of how slavery stigmatized, raped, murdered and exploited millions of Africans through no fault of their own.'' "Ogletree said the group, which includes famed attorney Johnnie Cochran, first met in July and will hold its fourth meeting in Washington D.C. later this month. "This country has never dealt with slavery. It is America's nightmare. A political solution would be the most sensible but I don't have a lot of faith that's going to happen. So we need to look aggressively at the legal alternative,'' Ogletree said. Harvard's ultra-liberal Charles Ogletree indicated that the group's lawsuit will be directed against the federal government, state governments, corporations, and other institutions that allegedly have benefited from slave labor. Chinese version: An American spy plane is shadowed by two fighter jets. The American plane maneuvers abruptly and rams and downs one of the fighters. The US plane makes an unauthorized landing at Hainan Island's Lingzhui military airfield. "The US side has total responsibility for this event," the Chinese Foreign Ministry said in a statement, adding that it had made a "serious" protest and that, "The US plane abruptly diverted toward the Chinese planes, and its head and left wing collided with one of the Chinese planes, causing the Chinese plane to crash." US version: An Okinawa-based US Navy EP-3 electronic surveillance plane (crew of 24) on a routine mission in international airspace is shadowed by two Chinese F-8 fighters, is bumped accidentally by one of the Chinese fighters, sustains damage to its nose cone and left wing and makes an emergency landing at Lingzhui. "It's pretty obvious who bumped who," said Admiral Dennis Blair, head of the US Pacific Command in Hawaii. He told reporters that the Chinese fighters, similar to US F-16s, fly much faster and have more maneuverability than the EP-3, which is about the size of a Boeing 737 and basically flies in a straight path. Well, make up your own mind who's telling the truth. But if the Chinese Foreign Ministry is, it doesn't exactly speak well for the skillls of Chinese fighter pilots. The EP-3 is a lumbering, unarmed four-engine propeller-driven plane. For the American pilot to deliberately have downed the F-8 fighter would either be quite a feat or speak volumes about the PLA air arm's military preparedness. Watch out for a PLA version of the event "correcting" the Foreign Ministry's. For any number of reasons, the Hainan incident comes at a most inopportune time. Chinese Vice Premier Qian Qichen has just concluded a Washington visit and met there with US President George W Bush. While the two leaders agreed to disagree on a variety of issues, both sides viewed the outcome as basically positive. But there are several present irritants in US-China relations - the arrest and detention of two US-related professors by mainland authorities, the ongoing 10-day Taiwan visit of the Dalai Lama, and most importantly, the possible sale of advanced US weapons systems to Taiwan - which in combination could lead to a serious deterioration in relations if the Hainan incident is mishandled by either side. The potential for such mishandling is real enough based on respective domestic political considerations. On the Chinese side, President Jiang Zemin, Premier Zhu Rongji, and Vice Premier Qian Qichen must exercise caution so as not to hand hardliners the argument that they are soft on the American aggressors - charges which could gain popular appeal and threaten orderly leadership transition. As Francesco Sisci writes in the accompanying analysis, the Beijing leaders cleverly appear to be dealing with the problem by declaring victory in Hainan: The US intruder plane was forced down. On the US side, anti-China hardliners will push for the speediest return of the American crew and plane and take anything else as an argument for pushing for maximum weapons systems deliveries to Taiwan, accompanied by shrill human rights violations charges. In light of these domestic political factors, speedy resolution of the Hainan incident would appear to be in the best interest of both sides. To all appearances, President Bush prior to the incident was aiming for a compromise on weapons sales to Taiwan: some advanced systems would be sold, but sale of the Aegis radar system would be postponed. From Beijing's standpoint, perfunctory protests aside, that would have been an acceptable deal. More broadly, neither Bush nor Jiang need foreign entanglements at this stage in their presidencies. Bush wants to concentrate on reinvigorating the US economy as without that he would be perceived as having failed in his key self-appointed task and be seen as a weak president with commensurate lack of clout in foreign affairs. Jiang as well has economic priorities and does not want his legacy threatened by a no-win confrontation with the US. So, is early resolution of the Hainan affair in sight? As the incident itself demonstrates, accidents happen. Further hiccups should not be ruled out. But both sides' interests point toward deliberate efforts at damage control. Faria, MD Monday, March 26, 2001 Just when you thought talking to your doctor or psychiatrist was one of the most private and confidential things you could do ... think again. (1) In what it describes as an effort to curb handgun violence, a group called Doctors Against Handgun Injury is calling for sweeping changes in doctor-patient confidentiality that would allow doctors, including psychiatrists, to pry about their patients' gun ownership. In the past, the medical community fought strenuously against any invasion by government or others into the confidentiality of patient records and information. For example, the American Psychiatric Association (APA) had, in the past and for obvious reasons, been a bulwark in the defense of patient privacy and medical record confidentiality. (2) Suddenly, events have taken a nefarious course. The APA has now regrettably joined Doctors Against Handgun Injury, a gun prohibitionist coalition. This coalition - which also includes the American Medical Association (AMA) and, not surprisingly, the strident American Academy of Pediatrics (AAP) and 10 other medical organizations reportedly comprising 600,000 doctors - is calling for a variety of patient privacy-invading measures in the name of gun safety. Don't be fooled by their innocuous-sounding name. In a revealing article published in the New York Observer on March 15, 2001, and through information that has come to our attention, Doctors Against Handgun Injury plan to announce a new campaign to push for increasingly more stringent gun control measures and "will engage in what it calls 'upstream intervention' - that is, using regular checkups to ask patients about firearm ownership and storage in their homes." "To promote public safety, health professionals and health systems should ask about firearm ownership when taking a medical history or engaging in preventive counseling," the report states. "Patients should be provided with information about the risks of having a firearm in the home, as well as methods to reduce the risk, should they continue to choose to keep them." (3) According to the New York Observer article, "The group is also calling for more conventional measures, such as mandatory background checks of purchasers at gun shows, limits on the number of guns that can be purchased by individuals and a waiting period for all gun buyers. This is the first time that such a large group of doctors has taken a position on gun control." This is a regrettable and ill-conceived effort. This new policy, if implemented by physicians, particularly by psychiatrists, constitutes a breach in medical ethics, a boundary violation in reference to abuse of the patient-doctor relationship, and an egregious invasion of privacy. A boundary violation takes place when a physician breaches the patient's trust and uses his authority to advance a political agenda. As Dr. Timothy Wheeler explained in an article in the Medical Sentinel, "A patient who seeks medical or psychiatric treatment is often in a uniquely dependent, anxious, vulnerable, and exploitable state. "In seeking help, patients assume positions of relative powerlessness in which they expose their dignity, and reveal intimacies of body or mind, or both. Thus, compromised, the patient relies heavily on the physician to act only in the patient's interest and not the physician's." (4) From time immemorial, patient privacy and confidentiality have been ethical concepts that, up until now, were fundamental to all physicians and to the patient-doctor relationship. The Oath of Hippocrates, in fact, states: "Whatever, in connection with my professional practice or not in connection with it, I may see or hear in the lives of men, I will not divulge, as reckoning that all such should be kept secret. While I continue to keep this oath unviolated, may it be granted to me to enjoy life and the practice of the art, respected by all men at all times, but should I trespass and violate this oath, may the reverse be my lot." For psychiatrists, who of necessity should be able to obtain very personal and confidential information for their patients' mental health evaluation and treatment, trust is paramount. Some psychiatrists, again with good reason, have claimed in their medical practices a patient-doctor privilege similar to the attorney-client privilege that lawyers legally enjoy in their profession and which is a notch above what physicians now possess in patient-doctor confidentiality. Thus, this push by organized medicine, including the APA, should be received by patients with great concern and trepidation. "Some Time To Kill: In Waiting Periods, Gun Buyers Are At Mercy Of Criminals," by John R. Lott Jr., from the Investor's Business Daily California's government -- which has demonstrated its obvious prowess as a regulator of energy -- is searching for another vital product to regulate. The California Legislature launched hearings this week on the licensing of guns. California's would-be regulators might want to examine the experiences with gun licensing in places like Canada and Hawaii before they enact any ambitious and reckless new laws. Canadians are a law-abiding lot. But as of Jan. 1, millions suddenly became criminals, thanks to C-68, Canada's gun licensing law, which was passed back in 1995. The law ordered Canadians to obtain a license and register their guns within five years. Officially, the Canadian Department of Justice now claims that there are only 2.5 million gun owners, a 31% drop from their figure just a couple of years ago. This means that millions of gun owners are now operating outside of Canadian law, an assumption confirmed by press accounts that report internal Canadian Justice Department documents identifying 5 to 7 million gun owners and by academic and private surveys which indicate possibly more gun owners. The 2.5 million estimate, some academics argue, is surprisingly similar to the Canadian Wildlife Service's estimate for the number of people hunting each year. Getting the government to release information on the costs of licensing and registration is like cracking the black ops budgets in the U.S. Defense Department. The numbers are even refused to many members of Parliament. "Inside sources" have told members of Parliament that, excluding any costs borne by the federal police (the Royal Canadian Mounties) or in Quebec, $ 265 million (Canadian dollars) will be spent by the federal Canadian Firearms Centre this year. To put it another way, just this limited accounting number corresponds to 5% of all police expenditures in Canada. Just as with unfunded mandates in the U.S., the vast majority of gun licensing costs in Canada are borne by the provinces and local governments. For example, the attorney general's office of Alberta has complained that the law "is an administrative mess and it is very costly, and it is using money that would be better used really fighting crime." Canada's licensing laws are notable for their extremely intrusive character: Applicants must report if they've experienced a divorce, breakdown of a significant relationship, job loss or bankruptcy in the past two years. Despite the objections of Canada's Privacy Commissioner that files are filled with "unsubstantiated hearsay and incorrect information," the government questions people like ex-spouses, possibly bitter over divorces, to assess the gun licensee's fitness for a license. These are real problems. But the largest one pertains to the impact these rules will have on violent crime. We look with interest to see how Canada's crime rate changes this year. In the meantime, we can assume from America's experience with similar gun restrictions that Canada is in for some bad news. Consider what is happening in Hawaii. According to gun licensing theory, if a gun is left at the scene of the crime, licensing and registration would allow a gun to be traced back to its owner. But police have spent tens of thousands of man-hours administering these laws in Hawaii (the one state with both rules), and there has not been even a single case where police claim licensing and registration have been instrumental in identifying the criminal. The reasons for this are simple. First, criminals very rarely leave their guns at the scene of the crime. Second, would-be criminals virtually never get licenses or register their weapons. Gun licensing advocates ask, might licensing at least have allowed even more comprehensive background checks and thus kept criminals from getting guns in the first place? Unfortunately for these gun control advocates, there is not a single academic study that finds that background checks reduce violent crime. Instead, licensing prevents people who are being stalked or threatened from quickly obtaining a gun for protection. When added to California's 14-day waiting period, the processing time for a license will delay access to a gun by at least a month. While research shows that even short waiting periods increase rape rates, waiting periods longer than 10 days increase all categories of violent crime. Canadians will undoubtedly take some solace in press accounts noting that police won't "come knocking at the door any time soon." But as distracted police spend tens of thousands of hours trying to enforce the licensing, the doors of Canadians may be knocked down by gun-wielding criminals who pay no mind to the regulatory fads of political correctness. The following will be a line by line response to Mr. Dowbenko's article. "Secret Weapons: Whitewashing CIA Mind Control Atrocities," by Uri Dowbenko "Ted Schwarz is an apologist for CIA mind control atrocities." From the beginning, Mr. Dowbenko establishes his "alleged" review of our book as a character assassination of Ted Schwarz, choosing to ignore the fact that there were four author/contributors to "Secret Weapons," plus the publisher's editing and comments. One can only wonder why Mr. Dowbenko launches on a personal attack rather than conducting a balanced review of the book. It is apparent Uri Dowbenko hates the book; fine, that is his opinion and he's welcome to it. However, I am deeply angered at the personal attack against Mr. Schwarz in the form of a "book review." Thus, I am compelled to write a balanced response, although, I am personally offended, and, quite frankly, shocked, by the nature and tone of this, "review." "His book, "Secret Weapons," is chock-full of specious reasoning, flawed logic and outright lies. Its intent is simple - to make CIA mind control programs appear to be "science" rather than illegal Soviet/Nazi-like torture and an outrageous abuse of human rights." Our book's intent, was to get the truth of the CIA's Mind Control experiments on children under Project MKUltra into the mainstream public by the telling of my sister and I's true story, accompanied by verified facts, the presentation of documentation, and within the frame of historical context and mind set of the Cold War. As a survivor, I have experienced time and time again that the general public, in my opinion, has to be given the truth within a frame of reference they can relate to. Otherwise, they panic and dismiss, deny, and downright refuse to believe what you are saying. Mr. Dowbenko, to my knowledge, does not have the life experience of a survivor who has been through the pain of the re-victimization of the victim. If he had, Mr. Dowbenko might have a better grasp of the "why" behind the way the book was written. I do believe that this is not Uri's personal style of journalism, and that he prefers a more, "in your face" style of writing; therefore, I can understand his disdain for our book's presentation, but cannot understand the vendetta against author Ted Schwarz. "Schwarz writes like a hack hired by the CIA to deliver a story on mind control atrocities by government perps." The above statement calls for support. None is given as he launches into the next statement: "As a CIA spin doctor, Schwarz has definitely earned his blood money." Mr. Dowbenko, here, writes his opinion as fact. Again, this strong statement mandates supporting facts; where are they? Has Mr. Dowbenko ever spoken with Mr. Schwarz? Does he know, for a fact, that Schwarz is employed by the CIA and receives payment from them? Indeed, he has no supporting evidence at all. I, on the other hand, have known and worked with Ted Schwarz for three years. He was checked and cleared before ever being contacted by the other three of us for the book. For a fact, Ted Schwarz is not employed nor paid by the CIA. He and his family have suffered great financial hardship because of his dedication to getting our story out. Personally, I am grieved, yet grateful beyond measure, for the price he and his family have paid willingly and heroically for me and the other survivors of MKUltra. There's your "blood money" Mr. Dowbenko. "The book Secret Weapons is well-crafted disinformation. It glosses over egregious human rights abuses, as well as the illegal activities of the CIA." Examples? "The cover blurb claims that Schwarz is the "best-selling author of more than 100 books and over 2,000 articles." For the record, Schwarz has written a biography of dead Illuminati Grand Dame Doris Duke, world-class scammer-businessman John DeLorean, and Cuban asset, "Marita."" For the record, Mr. Schwarz has done exactly what the cover blurb said, and the way this is written leads the reader to believe he has written only the three works cited. President Demands China Allow Contact With Plane Crew Monday, April 2, 2001 President Bush demanded Monday that China arrange the "prompt and safe return" of the crew of a U.S. Navy surveillance plane that made an emergency landing on the Chinese island of Hainan after colliding with a Chinese jet. Despite U.S. demands for immediate access to the crew and aircraft, China indicated that access would not be granted before Tuesday night, China time, White House spokesman Scott McClellan said. "We find it very troubling about the lack of speed. We continue to press for prompt access," McClellan said. "I'm troubled by the lack of a timely Chinese response to this request for this access," Bush said on the White House lawn earlier Monday afternoon. Bush said China's continued failure to comply would be "inconsistent with standard diplomatic practice." Bush also called for the immediate return of the aircraft, which U.S. officials have been attempting to prevent Chinese officials from boarding. "Our priorities are the prompt and safe return of the crew and the return of the aircraft without further damaging or tampering," the president said. Three U.S. Navy destroyers have been ordered to stay near the island until the stand-off is resolved. U.S. officials were assuming the Chinese had boarded the Navy plane at some point, but they said the administration won't know until speaking to members of the crew. The EP-3 is about the size of a Boeing 737 commercial jetliner and carries equipment capable of monitoring radio, radar, telephone, e-mail and fax traffic, according to defense experts. The U.S. military says the plane was on a routine surveillance flight in international airspace when two Chinese F-8 fighters intercepted it Sunday morning. China has accused the U.S. pilot of intruding into Chinese air space and landing without permission, and says it has made "proper arrangements" for the crew. However, a U.S. Embassy spokesman in Beijing insisted the American pilot followed "commonly accepted principles of international law" when the plane made its emergency landing. Chinese officials have assured the United States the crew is safe and uninjured, according to U.S. officials. China has reported that the F-8 involved in the collision went missing shortly afterwards. China has blamed the U.S. pilot for the collision. But the U.S. military said the cause is still under investigation. Adm. Dennis Blair, commander-in-chief of the U.S. Pacific Command, said the fast, nimble Chinese plane had bumped into the larger, slower American plane. Ordinary Chinese expressed anger and outrage. Few seemed to doubt the official explanation blaming the U.S. pilot. Discussion forums on Web sites were filled with demands to seize the plane and jail the crew. The Chinese Foreign Ministry issued a statement Sunday saying the U.S. plane veered suddenly into the Chinese jet. The U.S. side has "total responsibility for this event," the ministry said. State television repeated the accusation on its noon broadcast Monday. Gen. Henry H. Shelton, chairman of the Joint Chiefs of Staff, said it was "hard to imagine" the U.S. plane had initiated the collision. Shelton said China had no authority to deny the U.S. contact with the plane's crew. "Under international law, that should've happened long ago," Shelton said in an interview. "We should have had access." Defense Secretary Donald H. Rumsfeld said the crew had communicated after the collision to indicate no one was injured, but he said no one has spoken directly to them since they landed on Hainan. At an appearance later Monday with Egypt's president, Bush declined to address reports that Chinese officials may have boarded the U.S. jet. Bush also reiterated the U.S. position that the jet was operating within international airspace and had not intruded into Chinese airspace. Bush said U.S. officials had been in contact with the Chinese since the incident. He also offered assistance in finding the missing Chinese jet, one of two he said were shadowing the American plane when the collision happened. Rather, Israeli Prime Minister Ariel Sharon's decision to launch the attacks "was influenced most of all by intelligence reports coming in from the Arab League summit conference that opened in Amman on March 27," the report said, rather than simply because Palestinian terrorists had stepped up attacks against Israel in recent weeks. Sources said that Arafat, along with Iraqi Vice President Izzat Ibrahim and Syrian President Bashar Assad, "indicated that the last knots had been tied for launching a regional war, confirming the warnings issuing from sections of Israeli intelligence these last months," said the report. Israeli intelligence said the Palestinian leader's efforts "went beyond Arafat's habitual maneuvers to draw the region into a general conflagration," thereby prompting Sharon and top Israeli military leaders to develop long-range military plans to circumvent, or at least blunt, any future attacks by combined Arab forces. "In the name of pounding and disabling Arafat's machine of terror, the Israeli army is preparing a phased campaign that will at the same time improve its vantage points in readiness for a regional war," the report said. "Control of 'A Areas' of the West Bank currently under Palestinian jurisdiction could give Israel the strategic edge against invasion from the East or the North." Occupation of those areas, DEBKA-Net-Weekly said, would "happen quite soon" because intelligence sources said "an external Arab offensive is in the cards by early summer." Prior to seeing the new intelligence reports, Sharon was said to be confident that he "only had Arafat to deal with," and that he was "confident he could out-general" the Palestinian leader as he had in 1982. Sharon, DEBKA-Net-Weekly said, reportedly realized, however, that any military effort aimed solely at Arafat's forces still would be neither quick nor painless. "Arafat got it right therefore when he accused Sharon of declaring war on him and his men. But he missed the point when he accused Israeli chief of staff, Lt. Gen. Shaul Mofaz of preparing a 100-day war," the report said. Sources told the Mideast intelligence weekly that Sharon and his advisers are "estimating a time scale of at least 180 days - longer if the entire region is caught up in the conflict." Ultimately, the report said, Sharon seeks to eliminate Arafat from the region and take away his legitimacy and political clout, thereby replacing him with a more moderate Palestinian leader willing to agree to a series of drawn agreements aimed at settling differences between Jews and Palestinians. Yang said he believes Beijing may use the 24 crewmen aboard the plane - one Air Force, one Marine, and 22 Navy personnel, including three women - as "hostages" to push for the extradition of PLA Senior Colonel Xu Junping, who defected to the U.S. in December while visiting New York City with a Chinese military delegation. Reports have said Xu has provided invaluable military intelligence information to the Pentagon about Chinese military capabilities, the PLA and the entire mainland's military infrastructure. The reports, while unconfirmed thus far, say, "Xu had brought with him confidential information which allowed â¦the Bush administration to have a better picture of the PLA," said Agence France Presse. "Beijing may use the plane's ⦠crew as hostages in seeking the return of Xu," Yang said. "The possibility must not be ruled out." So far, U.S. officials have been unable to speak with any crewmembers. China has blocked U.S. diplomats, who have traveled to Hainan Island where the plane is being held, from gaining access to them. The EP-3 was forced to declare a "mayday" and land at a Chinese air base on the Island Saturday night after being "bumped" in midair by the Chinese fighter, the Pentagon and the White House have said. A pair of F-8s had been sent airborne to "shadow," or intercept, the American Navy plane. Shenyang Chinese F-8 "Finback" fighter of the type sent to shadow the U.S. Navyâs EP-3 Orion on Saturday. China has said its fighter crashed after the incident, and that the pilot has yet to be recovered. Beijing has also blamed the incident on the U.S. plane. Yang said the incident could be an isolated case, but added, "Beijing may send a clear warning signal to Washington, through the aggressive attitude in intercepting the routine U.S. patrol mission." "They may try to tell Washington the PLA is now armed with capability to counter against any attack from the U.S.," he added. Other reports in the U.S. on Monday tend to substantiate Yang's observations. The Washington Times said senior U.S. intelligence and military officials have noted an increase in "aggressiveness" among China's forces in recent months, in response to otherwise routine surveillance and naval missions performed by U.S. forces. Saturday's aerial incident "occurred a week after another confrontation between a Chinese warship and a U.S. Navy surveillance ship in the Yellow Sea described by Navy officials as a 'threatening' Chinese action against the ship in international waters," the Times said. In addition, Pentagon officials told the paper that China has stepped up intercepts of EP-3 Orions, using F-8s sometimes armed with air-to-air missiles. "They've been flying within 20 feet of the EP-3s," one official told the Times. Meanwhile, Fox News reported that ordinary Chinese, in street interviews, were outraged by the incident, and most vehemently criticized the U.S. Fox News quoted one young Chinese man, who was dressed in a Western-style business suit, as saying the Chinese government should take a hard-line approach against the U.S. "We can't not take action. If they want to fight a war, we'll give them a war," the man said. Yang said the incident and the added strain in U.S.-Sino relations could make it more difficult for the Bush administration to decide to sell Taiwan the advanced weapons it has asked for, including Aegis-equipped destroyers. Crash widens US-China rift John Gittings in Shanghai Monday April 2, 2001 The Guardian The weekend's aerial clash between a US surveillance plane and Chinese fighter jets came at a delicate moment in US-China relations, as the Bush administration adopts a harder line towards Beijing. The tension has been increased in particular by the US claim that China is adding to its missile force aimed at Taiwan and Beijing's accusation that Washington is planning to sell Taipei advanced anti-missile equipment. Taiwan has been lobbying hard in Washington for four guided missile destroyers equipped with the hi-tech Aegis battle management system. The sale of the Aegis long-distance radar system would amount to the recognition by all sides that Washington intends to equip Taiwan with a missile defence system, and it is bitterly opposed by Beijing. A decision on the sale is expected within three weeks. "This has to be resolved very quickly. It's a serious matter," Senator Chuck Hagel, a senior Republican foreign affairs specialist, said yesterday. "We are at a very delicate point in our relationship with China. How this is handled will go a long way [in determining] the future of that relationship." The Chinese president, Jiang Zemin, has warned the US that it is inviting a new arms race, saying: "The more weapons you sell, the more we will prepare ourselves in terms of our national defence. That is logical." Beijing strongly denies that it is building up its missile force against Taiwan. It says the report has been fabricated by an "anti-China lobby" to justify the US supplying Taiwan with the Aegis system. Relations between the two countries have also been strained by the defection of a Chinese colonel to the US, and the arrest in China of a number of Chinese-born scholars with American connections. Colonel Xu Junping, an official in the ministry of defence, has been described as the most senior military defector from China. At least two Chinese-American scholars are being held after being detained separately in February, the US embassy in Beijing has confirmed. There is speculation that this may be a tit-for-tat measure in response to Col Xu's defection. The future of the strategic relationship between the US and China is also in doubt as the Pentagon moves towards upgrading the Pacific as the most likely theatre of future conflict. The defence secretary, Donald Rumfeld, supports this new course, which casts China as the principal adversary. While issuing strong warnings against the supply of missile defence systems to Taiwan, senior Chinese officials have tried to avoid comment on the broader US strategic shift. The deputy prime minister, Qian Qichen, reiterated Beijing's conviction that the two countries could be friends when he visited Washington and met Mr Bush. Diplomatic advisers in Beijing have so far been successful in persuading the leadership to give Mr Bush time to adjust. But observers believe that this moderate line is unpopular in the military and security services and will be impossible to maintain if the US sells the Aegis system to Taiwan. Any military incident on China's maritime borders, such as yesterday's aerial clash, touches on extremely sensitive nerves in Beijing. Patriotic anger may be quickly aroused by actions which may seem to infringe Chinese sovereignty in the South China Sea, as well as over Taiwan. The Chinese army has shown in the Taiwan Strait crisis of 1995-96 that it is prepared to run a higher risk. Beijing refuses to renounce the "use of force" in the area, saying that this is not a threat to Taiwan but to those who may try to intervene to frustrate its reunification. Both China and the US regard the South China Sea as of immense strategic importance. China strongly asserts its claim of historical sovereignty over the Nansha (Spratly) and other island groups - and what it is describes ambiguously as the "adjacent sea areas". The US regards the sea lanes in the area as critical strategic interests where free passage of oil and other commercial resources must be defended. On the detention of the academics, China says Gao Zhan, a US-based sociologist held since February 11, has confessed to "damaging state security." Li Shaomin, an American who works at Hong Kong's City University, has been held since February 25, after crossing the border to China proper. The EP-3 plane was standing empty at the military airfield where it landed in the town of Lingshui on Hainan island, said the sailor, who refused to give his name and was contacted by telephone at an adjacent naval facility. In Washington, President Bush said he was dismayed that diplomats had not been given access to the crew, and demanded their "prompt and safe return." The U.S. Pacific Command said it could not confirm reports Chinese officials may have boarded the U.S. jet, which has sophisticated monitoring equipment. China has indicated that U.S. access to the crew and aircraft would not be granted before Tuesday night, White House spokesman Scott McClellan said. (AP) Driving down a street with fuses already lit and their smoke filling the cab of his rented Ryder truck, Timothy McVeigh was prepared to crash his mobile bomb right into the Oklahoma City federal building if necessary. ``If I needed to, I was ready to stay in the truck and protect it with gunfire until the bomb blew up,'' McVeigh says in excerpts from a new book, ``American Terrorist: Timothy McVeigh and the Oklahoma City Bombing,'' in the April 9 issue of Newsweek. Instead, McVeigh says, he breathed a sigh of relief when he arrived at the building on April 19, 1995, because no cars were sitting in front to block his chosen parking spots. When the truck bomb exploded, it killed 168 people. McVeigh, 32, is scheduled to be executed May 16. ``I'll be glad to leave,'' he says. ``Truth is, I determined mostly through my travels that this world just doesn't hold anything for me.'' While being held in a federal high-security prison, McVeigh met Unabomber Theodore Kaczynski, who told authors Lou Michel and Dan Herbeck he found McVeigh likable, but thought the Oklahoma City bombing was ``unnecessarily inhumane.'' Investigators are holding the cash under powers aimed at preventing drug traffickers moving their profits from country to country. The cash was found by customs officers this month when a courier for a British security company flew into Gatwick Airport from Europe. The company and courier were hired to transport a high-security package in a case and were un-aware it contained cash. The courier was stopped by customs officers and the case was searched. They act if they have reasonable grounds to suspect the money is directly or indirectly linked to drug trafficking or will be used for further drug trafficking. The cash can be held for 48 hours, and if customs officers are still not satisfied that the money is legitimate a magistrate can give them powers to hold it for up to three months. Customs investigators are understood to have been given permission by a magistratesí court to continue to hold Mr Richís cash. If Mr Rich can show the source and the purpose of the cash is legitimate, customs officers will have to hand it back to him. Yesterday a spokesman for Customs and Excise said: ìWe cannot discuss individual cases of cash seizures.î The spokesman added that no one of Mr Richís name had been charged with any offence. Mr Rich has a company in London called Marc Rich Investment Ltd in Redan Place, Bayswater, West London. Yesterday a senior member of staff said that he was unaware of the seizure and referred any queries to senior executives in Zug in Switzerland, which is the home of Mr Richís private company. Mr Rich is based in Zug in a closely guarded home. For the past 17 years he has been facing 65 charges that include racketeering, evading $48 million in taxes and trading with Iran during the US Embassy hostages crisis in the early 1980s. In January he and his partner, Pincus Greene, were pardoned in one of the last acts of the Clinton presidency. The move caused outrage, although Mr Rich praised it as ìhumanitarianî. Mr Richís former wife, Denise, a socialite and songwriter, contributed more than $1 million to Democratic Party funds, and the circumstances of the pardon are now under investigation. Ehud Barak, the former Israeli Prime Minister, had also interceded on Mr Richís behalf. Once described as ìa beautifully sinister executive who could frame deals with the artistry of a pool sharkî. Mr Rich, 66, was born in Belgium and is said to have amassed more than £1 billion. He is reputed to have traded commodities with ìrogueî countries, often led by leaders few others would deal with. He was accused of illegal dealing with Iran under Ayatollah Khomenei and also dealt with Iraq, Libya, North Korea and Cuba. In 1983 he fled to Switzerland from his $10 million flat in New York and renounced his American citizenship just before he was indicted for tax evasion, fraud and other charges. The two were once closely linked: such eminent researchers as Tycho Brahe, Nicolaus Copernicus and Johannes Kepler all dabbled in astrology and other mystical activities alongside their more orthodox scientific pursuits. The late 16th century was a time of upheaval—cosmology was being redefined, the new world colonised, new stars and comets were appearing in the sky—and the search for knowledge took many forms. The astronomers who confirmed a supernova in the constellation Cassiopeia also pondered its astrological meaning. It is in this context, argues Benjamin Woolley, that the occult activities of John Dee, a mathematician, philosopher and adviser to Queen Elizabeth I, should be seen. Rather than unscientific, Dee’s seances with angels and spirits were one of the many ways he tried to fathom the secrets of the universe. Dee’s thirst for knowledge drove him to assemble one of the finest libraries in Europe, and throughout his life he nurtured the dream of establishing what would today be termed a research institute. His wide-ranging expertise meant he was regarded as an authority on matters ranging from calendar reform to navigation, cartography and the likelihood of the existence of the fabled north-west passage to China. He was also learned in cryptography, astronomy and the nascent science of optics. (That said, Mr Woolley slightly overdoes his claim that Dee prefigured work done later by Galileo and Newton.) But from his undergraduate days at Cambridge, when he staged a play whose impressive special effects were attributed to black magic, Dee was stalked by the accusation that he was meddling with diabolical forces. Which, indeed, he was. For much of his life Dee conducted seances or “actions” in which he communicated with the spirit world through a medium, or “skryer”, who spoke on their behalf. Dee’s most gifted skryer was a mysterious young man called Edward Kelley, through whom Dee variously attempted to discover the location of buried treasure, the secrets of the original language spoken by Adam in the garden of Eden, and clues to the future course of European politics. Because of his boundless curiosities, and because he moved between the worlds of science, mysticism, religion, politics and espionage, Dee proves an ideal character around whom to tell a number of intriguing stories. His fortunes rose and fell precipitously during his career; he went from being penniless to being a valued royal counsellor and back again several times, and was imprisoned, denounced and deceived for his pains along the way. Mr Woolley paints a subtle and sympathetic portrait of his subject, siding neither with the “hard-headed rationalists” who dismiss Dee as a fool, nor with the “muddle-headed mystics” who regard him as a Merlin-like wizard or an English Nostradamus. It is a shame that Dee was not born a century later, as he would have thrived in the scientific revolution. After all, Mr Woolley argues, Dee’s main interest was magic, which is traditionally divided into natural magic (obeying natural laws) and supernatural magic (involving supernatural forces). The word “magic”, in other words, is a term which includes understanding the world and exploiting that understanding. The modern term for this is science.

According to Chinese sources, a PLAAF J-8 fighter was lost in the bumping incident and its pilot has not been recovered. The incident set off a firestorm of criticism aimed at both Beijing and the Bush administration. One source was more than critical of the lack of military cover given to the slow-flying EP-3 four-engine spy plane. "This aircraft is referred to as a 'high-value asset,' " stated a current U.S. military fighter pilot. "I escorted them in the gulf during operation Desert Shield." "That there wasn't enough advance warning that there were Chinese fighters airborne and in a position to intercept this aircraft sounds a lot like the recent USS Kitty Hawk incident where the aircraft carrier was overflown by Russian fighter-bombers," stated the U.S. military pilot. Major Intelligence Coup for the PLA The capture of the EP-3 Aries spy plane is considered a major victory for the Chinese Army "2nd Branch" of the PLA signals division. In addition, several of the 24 crew members in Chinese custody are described as electronics specialists serving with the elite National Security Agency, or NSA. "This is a serious incident," stated Chalmers Johnson, president of the Japanese Policy Research Institute. "The thing that struck me the most was that this flight originated from Kadena in Okinawa." "I doubt we will ever get the plane back, and if we do it will be after the Chinese have taken it apart piece by piece," said Johnson. "This is very serious," agreed Larry Wortzel, director of the Heritage Foundation's Asian Studies Institute, in an interview from Seoul, South Korea. "The U.S. has conducted such routine reconnaissance flights for years. This is nothing like [Francis Gary] Powers. He was over Soviet airspace. This was in international airspace. The PRC has objected to these flights for years and flown close." "The [Navy] aircraft has a great deal of very sensitive intelligence gear," noted Wortzel. Airplane Part of NSA Echelon System The U.S. Navy EP-3 Aries aircraft captured by China is reported to be part of the National Security Agency "Echelon" system. Each Aries aircraft is so expensive that only 12 such planes are in the entire U.S. Navy inventory. Aries aircraft are equipped with giant onboard computers to sort and retransmit the data directly via secure link to NSA headquarters located at Ft. Meade, Md. The highly modified EP-3 Aries aircraft are also equipped with high-powered infrared video cameras to photograph various targets. Each Aries is designed to provide fleet and theater commanders worldwide with near-real-time tactical-signals intelligence. The Aries is packed with sensitive receivers and high-gain dish antennas. The captured EP-3 reportedly was on a mission to obtain a wide range of electronic emissions from deep inside Chinese territory. The normal crew complement is 24: seven officers and 17 enlisted aircrew consists of three pilots, one navigator, three tactical evaluators, and one flight engineer. The remainder of the crew is composed of equipment operators, technicians and mechanics. The Navy Aries aircraft are also frequently repainted with other squadron insignia, including tail numbers and cartoonlike characters, in an effort to disguise them as the more typical P-3 Orion anti-submarine aircraft. The covert paint jobs are performed at an NSA contract facility located outside Dallas-Fort Worth. Bush Policy Called Insane According to one Asia expert, the electronic intelligence flights off the Chinese coast are part of a deliberate effort by the Bush administration to draw a sharp Chinese response. WASHINGTON FINANCES ETHNIC WARFARE IN THE BALKANS by Michel Chossudovsky [3 April 2001] The Kosovo Liberation Army (KLA) --transformed in September 1999 into the Kosovo Protection Corps (KPC) under UN auspices-- is behind the terrorist attacks in the Tetovo region of Macedonia as well as in Southern Serbia. In Macedonia, these assaults are waged by the KLA's proxy: the Ushtira Clirimtare Komtare (UCK) or National Liberation Army (NLA). The terrorists operate from KLA bases inside Kosovo under KFOR protection. Supported by the US, the KLA and its various proxies are well equipped. According to Carl Bildt (special UN coordinator for the Balkans), the Macedonian Security Forces "are no match" for the rebels: 'the guerrillas are a competent military organization. They have a core of very experienced fighters. They are well fortified, evidently well prepared, and in all probability they control substantial parts of the hinterland.'" But where did they get the money? The Western media conveys the impression that the National Liberation Army (NLA) developed into a modern rebel force overnight, spontaneously "out of thin air" and that NATO leaders have no contacts with the KLA. UN PEACE-KEEPING FINANCES TERRORISM According to the (London) 'Sunday Times', "American intelligence agents have admitted they helped to train the Kosovo Liberation Army before NATO's bombing of Yugoslavia".1 A review of US Congressional documents would suggest that CIA support was not discontinued after the war.2 Moreover, while the KLA maintains its links both to the CIA and criminal syndicates involved in the Balkans narcotics trade, the paramilitary organisation -renamed the Kosovo Protection Corps (KPC) has been elevated to UN status, implying the granting of legitimate sources of funding through UN as well as through bilateral channels. Procurement of military supplies, training of the KLA and military advisers has been entrusted to Military Professional Resources Inc. (MPRI), a US based mercenary outfit linked to the Pentagon. The pattern is similar to that followed in Croatia and in the Bosnian Muslim-Croatian Federation where so-called "equip and train" programmes were put together by the Pentagon. MPRI's training concepts --which had already been tested in Croatia and Bosnia- are based on imparting "offensive tactics... as the best form of defence".3 In the Kosovar context, this so-called "defensive doctrine" applied in terrorist assaults in Southern Serbia and Macedonia is intent upon transforming the KLA paramilitary into a modern military force which serves the Alliance's strategic objectives. MPRI listed in 1999 "ninety-one highly experienced, former military professionals working in Bosnia Herzegovina".4 The number of military officers working on contract with the KLA has not been disclosed. There is, however, a consistent thread: KLA Chief of Staff Agim Ceku (previously with the Croatian Armed Forces) has been involved in a long-term relationship with the MPRI. Ceku started working with MPRI in 1995 in the planning of "Operation Storm" in Croatia, which led to ethnic massacres and the expulsion of more than 200.000 Serbs from the Krajina region of Croatia. Between 1999 and the end of last year, three of the industry's largest vendors -- Network Associates Inc. and Symantec Corp., both based in the U.S., and Trend Micro Inc. of Tokyo -- gave the Chinese security ministry roughly 300 different samples of the most common, malicious software found on the Internet, in exchange for permission to market their products in China. The three companies collectively represent nearly 75% of the $1.2 billion world-wide antivirus-software market. Executives at the three companies said China's Ministry of Public Security, the nation's principal police authority, told them that they needed virus samples to independently test the effectiveness of their software products before they could be sold to consumers. "We've met with this organization, developed a certain level of trust and believe they're doing what they're talking to us about," said Vincent Gullotto, senior director of the research labs at Network Associate's McAfee Corp. unit in Beaverton, Ore. Still, the move has raised concerns among some international-trade and national-security officials here who worry about China developing information-warfare tools. Others characterized the request as a potential time-saver for China that could provide researchers there with insights into developing not just future viruses but also an increasingly popular class of surreptitious monitoring software known as "back doors." It is also possible that the Chinese ministry could be looking to use the viruses to develop their own antivirus products at the expense of research done by foreign companies, although the authorities didn't seek access to the more useful source code that the software companies use to write antivirus products. An official at the press office of the Chinese embassy directed calls to its Commercial Office here. Repeated phone calls to that office weren't returned. Executives at the three companies said they rejected persistent Chinese demands for their broader research collections of viruses and other malicious software. A fourth company, F-Secure Inc. of Finland, said it negotiated last summer to let Chinese researchers conduct virus studies at its new laboratory in Beijing, but declined to surrender the samples directly. "This is very unusual," said Mikko Hypponen, virus-research manager at F-Secure. "No other country has anything similar to this." McAfee President Gene Hodges said that within 90 days of complying with the Chinese request, his company notified the U.S. government that it had provided the samples. "No specific concern was expressed" by the government officials that the company spoke with, Mr. Hodges said. He declined to say who or which U.S. government department his company contacted. Meanwhile, experts also were divided about the potential military usefulness of the common viruses turned over to China. Many of those samples can be found within rogue virus collections already on the Internet, though others are more rare. Mr. Gullotto of McAfee estimated that determined Chinese researchers "might be able to find 80% to 90%" of what the companies provided, and noted that antivirus software currently protects against those samples. Still, the unprecedented request to trade virus samples and other software programs for market access surprised some researchers at the companies. Sharing of viruses for research purposes is usually restricted to fewer than three dozen members world-wide of the loosely organized Computer Antivirus Researchers Organization. Software firms keep their sample virus collections -- code zoos -- in secure rooms and on separate computer networks that are off-limits to all but a handful of experienced employees. U.S. international-trade and national-security officials expressed disappointment with the companies' decisions to share any malicious software with China's government. They noted that the ministry has an intelligence division, and that China's military is developing a "Net Force" of young computer experts trained in information warfare. In late 1999, the Chinese army's official newspaper discussed the need for "software and technology for Net offensives so as to be able to launch attacks and countermeasures on the Net." These same officials said they were somewhat mollified that the software companies had negotiated to hand over to China only samples of relatively common viruses, not their more substantial collections of tens of thousands of dangerous programs. The seminal research suggesting this interpretation of the assassination is that of "William Torbitt," reported to have been the pseudonym for deceased Texas lawyer David Copeland. Copeland was a prosecuting attorney in the early 1950s, later serving as a civil and criminal lawyer. While revealing much of the information relating to the thesis of the present chapter, Copeland was not aware of certain facts that I believe would have allowed him to see the broader overall picture. According to Copeland,'The killing of President Kennedy was planned and supervised by Division Five of the Federal Bureau of Investigation... Actually, Division Five acted dually with the Defense Intelligence Agency which was acting on behalf of the Joint Chiefs of Staff in the Pentagon." FBI Director and 33rd degree Freemason-the ranking Freemason in Washington, D.C. at the time--J. Edgar Hoover was according to Copeland, one of the conspirators. Vice President Lyndon Johnson was another. Not surprisingly, William Sullivan, former assistant FBI director, has stated that Hoover and Johnson "mistrusted and disliked all three Kennedy brothers. President Johnson and Hoover had mutualfear and hatred for the Kennedys." (1) According to Copeland, ''L.M. Bloomfield, a Montreal, Canada lawyer bearing the reputation as a sex deviate, the direct supervisor of all contractual agents with J. Edgar Hoover's Division Five, was the top coordinator for the network planning the execution. A Swiss corporation, Permindex, was used to head five front organizations responsible for furnishing personnel and supervisors to carry out assigned duties." Almost buried within the Nomenclature text is information that I consider among the most important revelations. He reports that prior to the assassination, in 1963, there was a top secret meeting at the Tryall Compound in Jamaica of Sir William Stephenson, Britain's top intelligence agent. At the meeting was Major Louis Mortimer Bloomfield of the British Special Operations Executive (SOE), an element of British intelligence allegedly created to infiltrate American intelligence: Colonel Shaw, formerly of the OSS; Ferenc Nagy, who had been a cabinet minister in the pro-Nazi Horthy government of Hungary, and later the prime minister of that country; Georgio Mantello, aka George Mandel, former trade minister for Mussolini; and White Russian imigries Jean de Menil and Paul Raigorodski. Shaw, Nagy, Montello, and Bloomfleld were all officials of Permindex. According to Copeland, the matter discussed at the meeting was the assassination of JFK. The sources said they listened in on radio contact between the U.S. Navy aircraft -- an EP-3 Aries II surveillance plane -- and the Chinese jets, the ETT television network reported on its Web site. The dialogue shows that the Chinese pilots indicated that they were "extremely likely" to open fire, causing the U.S. aircraft to send a mayday signal to prevent an attack, the sources were quoted as saying. When the U.S. plane prepared for an emergency landing on the Chinese island of Hainan, it was clipped by one of the Chinese jets. The Chinese jet crashed into the South China Sea and its pilot remains missing. All 24 aboard the U.S. plane were reported unharmed. Washington said that the collision occurred in international airspace. While China is blaming the U.S. for the collision, the Taiwanese sources said it was the Chinese who caused the collision when they zoomed in on the surveillance plane in a bid to intercept it. But on Monday, Administrative Vice Defense Minister Kao Yang called the incident "beyond comprehension," arguing that any country's ground control is able to track and control the movements of its aircraft. Speaking during questioning in the legislature, Kao refused to comment on whether the incident was likely to cause tension in Sino-U.S. ties. But he said if both sides took a hard-line stance, the resulting standoff would likely boost Taiwan's prospects for obtaining advanced weaponry from the United States. He said it was difficult to say whether U.S. arms sales to Taiwan would be positively or negatively affected in the event of an amicable resolution of the collision. In its press release, the Federal Reserve said, Increases in demand have remained in excess of even the rapid pace of productivity-driven gains in potential supply, exerting continued pressure on resources. The Committee is concerned that this disparity in the growth of demand and potential supply will continue, which could foster inflationary imbalances that would undermine the economy's outstanding performance It would seem that the action taken by the central bank is aimed at countering the possible increase in the rate of inflation. Indeed most experts are of the view that the Fed has been too soft on inflation for too long; by raising interest rates by 0.5%, it has displayed strong leadership and determination to eradicate the inflationary menace. In response to the Fed's tighter stance, stock prices rose on investor optimism that the US central bank action will keep consumer prices in check. So it would appear that general rise in prices, labelled as inflation, is caused by an economic overheating i.e. demand exceeds supply. But how is it possible for economic activity to 'overheat'? In a market economy an individual exchanges by means of money goods that he produces for goods and services produced by other individuals. In short he exchanges goods that he produced for money and then exchanges money for goods and services he wants to have. Before an individual can exercise his demand for goods and services he must produce goods and services that can be exchanged for money. This in turn implies that production must precede consumption. So long as every increase in consumption is supported by production, no overheating, so to speak, can occur. The overheating emerges once there is an attempt to raise consumption without the backup from production. 'Overheating' requires the emergence of an exchange where individuals exchange nothing for money and then exchange money for goods and services. This can only occur when the money supply is expanding. The increase in the money stock means that the newly printed money wasn't earned; it originated out of the 'blue'. Once demand for goods and services, which is not supported by production arises, overheating will occur, which will take the form of a general rise in prices, labelled as inflation. Since growing money stock is the ultimate source of overheating why is the Fed regarded as an inflation fighter? It is the central bank together with the fractional reserve banking system that makes the increase in the stock of money possible? The reason why the Fed can masquerade as an inflation fighter stems from a misleading definition of what inflation really is. According to Mises, What many people today call inflation or deflation is no longer the great increase or decline in the supply of money, but its inexorable consequences, the general tendency toward a rise or fall in commodity prices and wage rates. In short according to Mises inflation is not general rise in prices, it is simply an increase in the money stock. Why is this important? Once inflation is defined as a general rise in prices, then anything, which contributes to price rises, is called inflationary and therefore must be guarded against. Not only has the central bank in this framework nothing to do with inflation, but on the contrary the bank is regarded as an inflation fighter. A fall in unemployment or a rise in economic activity are all seen as potential inflationary triggers and therefore must be restrained by the central bank's policies. Some other triggers like rises in commodity prices or workers wages are also regarded as potential threats and therefore must be always under the watchful eye of the central bank. This way of thinking views the economy as an unstable entity, which is prone to self-inflicting damages and therefore must be under the constant supervision of the central bank. Accordingly, individuals are depicted as automatons that are driven by mysterious destabilising psychological factors. However, regardless of psychological factors individuals actions are always conscious and purposeful. This in turn means that by striving to attain ends or goals individuals activities cannot be destabilizing but quite the opposite. What disrupts this process is the existence of the central bank and the fractional reserve banking system, which permits the expansion of the money stock. It is the expansion of the money stock that gives rise to consumption that is not backed up by production and hence to economic overheating. In other words it is not overheating that causes inflation, but rather it is inflation

Our own Dow-Jones and NASDAQ market indices both suffered heavy losses, while the Japanese Nikkei index fell to its lowest level since 1985! Nervous investors scrambled to sell even blue-chip holdings, especially after news that projected 2001 earnings would be lower than expected for many companies. The market downturn is not surprising. An economic slowdown began in 2000, accelerating in the last quarter of the year. All indications suggest the U.S. economy is headed for a further slowdown in economic growth, if not an outright recession. Already we have seen thousands of job cuts, and not only in the market-sensitive high tech sector. Economic output, as measured by the gross domestic product, dropped every quarter in 2000. Amazingly, some in Washington and the popular media want to blame President Bush and his administration for our current economic predicament. Never mind that growth began slowing fully one year before he took office. Apparently, certain politicians believe that the President is causing a recession merely by talking about the economic data. One prominent Congressman fretted that "we've been talking ourselves into this. Now it's happening." In other words, Mr. Bush is "talking down the economy," making a recession more likely simply by discussing reality. Such thinking should be dismissed as absurd. Economic recessions are not the result of a gloomy national state of mind; if so, we could create economic prosperity simply by positive thinking. Yet basic education in economics is so badly lacking in America that many will accept this preposterous idea. The same ignorance of economic principles is behind the fallacy that capitalism is to blame for recessions, that a free market system causes an inevitable cycle of booms and busts. In reality, it is government intervention in the economy, particularly in the areas of money supply and interest rates, which creates the precarious financial bubbles that cause economic recessions. The Federal Reserve did two things to artificially expand the economy over the last decade. First, it relentlessly lowered interest rates whenever growth slowed. Interest rates should be set by the free market, with the availability of capital (i.e. savings) determining the cost of borrowing money. In a healthy market economy, more saving equals lower interest rates. When savings rates are low, capital dries up and the cost of borrowing increases. When interest rates are set by the market, individuals and businesses make good spending decisions, because they pay an accurate interest rate for their debts. However, when the Fed set rates artificially low, the cost of borrowing becomes cheap. Individuals incur greater amounts of debt (evidenced by the record number of personal bankruptcies), while businesses overextend themselves and grow without real gains in productivity. The bubble bursts quickly once the credit dries up and the bills cannot be paid. Second, the Fed also steadily increased the monetary supply throughout the 1990s by printing money. Recent Fed numbers show yearly increases of nearly 15% in the M2 money supply. Since 1996, the Fed has poured more than $100 billion in new dollars into the U.S. economy. These new dollars may make Americans feel richer, but the net result of monetary inflation has to be the devaluation of savings and purchasing power. Prices seemed stable over the last decade, but many types of inflation were not reported as such. An obvious example is stock prices, where companies making little or no profit often sold shares at ridiculous price/earnings ratios. Housing and energy prices also rose dramatically, and wholesale price inflation is an increasing threat. So while monetary inflation creates a sense of prosperity in the short run, long-term it simply makes your dollars worth less. Only six months ago, market pundits were still proclaiming a new era of unending prosperity. They claimed that the fundamentals no longer mattered, that technology would save us from any more bear markets. Technology is wonderful, but it cannot save us from our own misguided monetary policies. Until we stop permitting the Fed to manipulate the economy, real prosperity will elude us. The Fed received credit for the boom times of the 1990s, yet its policies are responsible for the market correction and economic recession we are experiencing today. DiLorenzo Ever since its founding in 1913, the Fed has described itself as an 'independent' agency operated by selfless public servants striving to 'fine-tune' the economy through monetary policy. In reality, however, a nonpolitical governmental institution is as likely as a barking cat. Yet, the myth of an 'independent' Fed persists. One reason this myth persists is that statist textbooks have helped perpetuate it for decades. From 1948 until about 1980 Paul Samuelson's Economics was the best-selling introductory economics text. Generations of students were introduced to economics by Samuelson. Although not as popular as it once was, Samuelson's text (now co-authored with William Nordhaus) is still widely used. According to the 1989 edition: The Federal Reserve's goals are steady growth in national output and low unemployment. Its sworn enemy is inflation. If aggregate demand is excessive, so that prices are being bid up, the Federal Reserve Board may want to slow the growth of the money supply, thereby slowing aggregate demand and output growth. If unemployment is high and business languishing, the Fed may consider increasing the money supply, thereby raising aggregate demand and augmenting output growth. In a nutshell, this is the function of central banking, which is an essential part of macroeconomic management in all mixed economies. For about the past fifteen years the top-selling economics text has been Campbell McConnell's Economics, which echoes Samuelson and Nordhaus's idealistic statism: Because it is a public body, the decisions of the Board of Governors are made in what it perceives to be the public interest ... the Federal Reserve Banks are not guided by the profit motive, but rather, they pursue those measures which the Board of Governors recommends ... The fundamental objective of monetary policy is to assist the economy in achieving a full employment, noninflationary level of total output. These are mere wishes, not statements of facts, for there is voluminous evidence that the Fed -- like all other governmental institutions -- has always been manipulated by politicians. The Fed as a Political Tool When the Fed was founded, it was controlled by two groups, the Governors' Conference, composed of the twelve regional bank presidents, and the seven-member Federal Reserve Board in Washington. In 1935 the Fed was reorganized to concentrate nearly all power in Washington. Franklin Roosevelt 'packed' the Fed just as he later filled the U.S. Supreme Court with political sycophants. Roosevelt appointed Martinet Eccles, a strong supporter of deficit spending and inflationary finance, as Fed Chairman, although Eccles had no financial background and lacked even an undergraduate degree. In those years the Fed was really run by Eccles's political mentor, Treasury Secretary Henry Morgenthau, Jr., and thus ultimately Roosevelt. Later presidents were no less willing to influence supposedly independent Fed policy. According to the late Robert Weintraub, the Federal Reserve fundamentally shifted its monetary policy course in 1953, 1961, 1969, 1974, and 1977-all years in which the presidency changed. Fed policy almost always changes to accommodate varying presidential preferences. For example, President Eisenhower wanted slower money growth. The money supply grew by 1.73 percent during his administration -- the slowest rate in a decade. President Kennedy desired somewhat faster money creation. From January 1961 to November 1963, the basic money supply grew by 2.31 percent. Lyndon Johnson required rapid money creation to finance his expansion of the welfare/warfare state. Money-supply growth more than doubled to 5 percent. These varying rates of monetary growth all occurred under the same Fed chairman, William McChesney Martin, who obviously was more interested in pleasing his political master than in implementing an independent monetary policy. Martin's successor, Arthur Burns, was such a staunch supporter of Richard Nixon that he lost all professional credibility by enthusiastically endorsing Nixon's disastrous wage and price controls. Even though his staff informed him in the fall of 1972 that the money supply was forecast to grow by an extremely robust 10.5 percent in the third quarter, Burns advocated ever faster growth before the election. The growth rate in the money supply in 1972 was the fastest for any one year since the end of World War II and helped re-elect Richard Nixon. However, President Ford called for slower monetary growth as part of his 'Whip Inflation Now' program, and the Fed complied with a 4.7 percent growth rate. But when Jimmy Carter was elected, Burns again complied with presidential wishes by stepping up the growth rate to 8.5 percent. Carter did not

But now Beijing's military leaders are holding hostage a U.S. aircraft containing super-secret technology along with its 24-man crew. It looks like Bill Clinton's Chinagate chickens are coming home to roost. After eight years of Chinese intelligence gathering under the Clinton administration's "open-skies" policy, where it was considered destabilizing for the U.S. to maintain military superiority even over potentially hostile foreign powers, the strategic balance has plainly shifted. The Communist Chinese now apparently believe they are in a position to stare down the U.S. in a high-stakes international game of chicken. Thirty-six hours after a U.S. EP-3 Aries spylane was forced down over the South China Sea, authorities in Beijing have allowed no communication with the plane's crew, even refusing U.S. diplomats on the ground access. Should Americans be surprised at Beijing's belligerence? Not really. At least not unless they believed the Clinton-Gore gang's platitudes about strategic engagement with China - assurances offered while the Democratic duo were stuffing their pockets with contributions traced back to the Chinese army. In fact, the handwriting on the wall has been apparent for years. What else could one deduce from the 1997 testimony of former Clinton fund-raiser Johnny Chung when he described the chilling comments made to him by then-head of China's military intelligence, Gen. Ji Shengde. "We like your president," Ji told Chung. "We want to see him re-elected." Ji promised Chung $300,000 to insure Beijing's desired outcome. Then there was Charlie Trie, the longtime Clinton crony who just last year told investigators that money he gave to the ex-president also came from Chinese military sources. "An Indonesian businessman with ties to the Chinese military gave [Trie] $200,000 to contribute to the Democratic Party and to reimburse those who gave to President Clinton's legal defense fund," the Washington Times reported. The Times identified Trie's money man as Tomy Winata, "an ethnic Chinese who has been described by U.S. intelligence officials as a businessman who has profited greatly by serving as a front man for corporations controlled by Indonesian and Chinese army and intelligence officials." Despite the twin Chinagate shockers, the testimony of Chung and Trie caused nary a ripple in last year's presidential campaign. During the years Bill Clinton and Al Gore were in charge of U.S. national security, contributions traced back to the Chinese military kept rolling in - not only from Trie and Chung, but also from suspected Chinese spy John Huang, arms dealer Wang Jun, Lippo Group executive James Riady and others. Meanwhile, China was able to perfect its ballistic missile technology, thanks to a helping hand by Loral Aerospace Corp. CEO and Democratic Party mega-donor Bernard Schwartz. Worse still, while suspected spies like Wen Ho Lee labored away in New Mexico's Los Alamos nuclear weapons lab, Beijing managed to get its hands on top secret design plans for the U.S.'s W-88 multiple nuclear warhead. Despite repeated warnings by Energy Department officials that Lee was up to no good, the Clinton Justice Department looked the other way. Dr. Lee still hasn't told the FBI where he hid the legacy codes downloaded from his computer at Los Alamos, data U.S. officials described in 1999 as the "crown jewels" of the American nuclear weapons program. And it wasn't just Dr. Lee. Under Clinton Energy Secretary Hazel O'Leary, countless agents of Beijing were allowed unprecedented access to some of our most closely guarded nuclear facilities. Of course, the fact that China managed to obtain our most senstive national security secrets while Bill Clinton and Al Gore raked in campaign cash from agents of the People's Liberation Army was all just a coincidence. At least that's what we're told. The American media did its best to help keep the lid on, with lethargic Chinagate coverage guaranteed to keep the public from getting too excited about the apparent betrayal of U.S. security by a sitting American president. Even direct nuclear threats from Beijing officials did little to alarm a quiescent press. This chilling account of a meeting between China specialist Charles Freeman and deputy chief of Chinese intelligence Gen. Xiong Guangkai was reported in the Washington Post, but ignored by most of the rest of the media: "'I said you'd get a military reaction from the United States' if China attacks Taiwan, Freeman recalled, and they said, 'No you won't. Michael Waller [EMAIL PROTECTED] April 2, 2001 Communist China is using sophisticated methods to try to manipulate the Bush administration into doing its will, including mobilizing influential Republicans on its behalf. President George W. Bush and his national-security team are in the crosshairs of an aggressive Chinese influence operation to manipulate the administrations decisions about security interests in Asia. Through a combination of high diplomacy, personal contacts, media campaigns, threats and money, Beijing is exploiting divisions within the Bush camp and the Republican Party. The immediate goal is to prevent the White House from authorizing sales of defensive military equipment to Taiwan and from deploying effective defenses against Chinas small but growing arsenal of tactical and strategic ballistic missiles. Beijing rapidly is modernizing its primitive military from an almost purely defensive armed force to one that can project offensive power throughout the region and hold the United States hostage to nuclear blackmail. First on its list of objectives is the retaking of Taiwan, which it views as a renegade province. The trump card of the Peoples Republic of China (PRC) in its campaign against the island is its formidable buildup of ballistic missiles across the Taiwan Strait a move that easily would be checkmated if the United States were to sell Taiwan four Arleigh Burke-class destroyers equipped with the supersophisticated Aegis air-defense and battle-management system. This would allow Taiwan to knock out missile attacks from the mainland. Not only that, but the ships would enable the United States to include Taiwan in a regional theater-missile-defense system with other allies, including South Korea and Japan. Similarly, Beijing wants to make sure the United States never deploys an antiballistic-missile system that would eliminate the threat of its small but growing force of intercontinental ballistic missiles (ICBMs) aimed at the American heartland. The game for Beijing is to leave Taiwan and the United States vulnerable to missile blackmail. The Chinese campaign bears all the hallmarks of a Soviet-era active-measures operation except that it is far more sophisticated and likely to have a higher degree of success. Whereas the Soviets tried to exploit naïve liberals and moderates to do their bidding, the PRC is mobilizing worldly Republicans and businessmen drawn into situations where their profits depend on keeping Chinas Communist rulers happy. Beijings previous major influence operations concentrated on the annual certification for most favored nation (MFN) trading status a name that so embarrassed policymakers that they changed it to something more bland. Now, that sophisticated active-measures machine is focusing on military matters that directly affect U.S. national security. In an orchestrated campaign of good cop/bad cop, Chinese officials have gone directly to U.S. public opinion, trying to appeal to sentimental feelings of cooperation and partnership while literally threatening war. The operation is aimed at five levels: the American public at large, journalists who influence the public and decisionmakers, business elites, Congress and the president and his inner circle. Its a remarkable campaign, a savvy administration official tells Insight. We havent even settled in here and the Chinese have sent three high-level groups of emissaries to lobby the president, his national-security team and even members of his family. The regime has sharply focused its message. Rather than a blanket condemnation of all U.S. arms sales to Taipei, as had been its pattern, the PRC took a more nuanced approach to target only certain weapons systems, namely those key Aegis warships. It made relatively few objections to the sale of less-capable Kidd-class destroyers that have no missile-defense role. The first PRC delegation visit, in February, consisted of former ambassadors to Washington and Ottawa who were well-connected in both capitals. The second, in late February and early March, included a senior official responsible for Taiwan affairs. The third was a high-level visit of Vice Premier Qian Qichen, who is responsible for coordinating foreign policy and dealing with Taiwan. All three visited Washington without an invitation, which diplomatic sources say is a sharp break with PRC protocol that always had been to await an official invitation. The timing was exquisite, coming as it did just before President Bush was to decide which weapons the United States would sell to Taiwan. Official PRC sources say that Qian had four items on his agenda: concern about the administrations criticism of the Chinese human-rights situation, Beijings weapons proliferation to Iraq, upcoming sales of U.S. arms to help Taiwan defend itself and opposition to a U.S. national

The survey by the Pew Internet American Life Project found 73 percent of those surveyed were worried about criminals using the Internet to plan and carry out crimes, with 43 percent very concerned. Child pornography topped the list of online criminal activity that most worried Americans, followed by credit card theft, terrorism, wide-scale fraud, hackers accessing government and business sites, and computer viruses. Over half of the respondents, 54 percent, approved of the FBI or other law enforcement agencies intercepting email over the Internet sent to and from people suspected of criminal activities. The FBI's e-mail wiretap system, formerly dubbed "Carnivore," has been criticized by privacy and civil-rights advocates, who say it violates protections against unreasonable search and seizure. Americans familiar with Carnivore were divided on its merits, with 45 percent supporting the system and 45 percent saying the potential for abuse outweighed any crime-fighting benefits. Sixty-two percent said new privacy laws were needed to protect online communications against unwarranted surveillance, while 14 percent said existing laws covering telephone conversations were adequate. PUH-LEEZE! Wanna read something factual on the Federal Reserve read, "Secrets of the Temple, " by William Greider, Nakano comments: WRONG! Greider's book is a cheap imitation of Mullin's book. Many people were coming into regular bookstores and asking for "Secrets of the Federal Reserve" which these stores refused to carry. Someone saw an opportunity to write a book and give it a sound-alike title. I have read both books. Greider's is a shallow whitewash that pretends to be a serious investigation. Whatever you may think of Eustace Mullins he is an amazing researcher. His book is heavily footnoted and referenced. I don't know what all he may be doing now, I don't keep up with his activitiesbut his book on the Federal Reserve is the standard against which all others are measured. -Caveat Lector- Newsmax-Inside Cover Tuesday April 3, 2001 Roger Clinton Won't Cooperate with Grand Jury, Accuser's Lawyer Predicts The attorney for federal inmate Garland Lincecum, whose family said they paid Roger Clinton's business partners $235,000 in exchange for the promise of a presidential pardon, predicts that Clinton would go to jail rather than cooperate with a grand jury probing the allegation. "The most that he faces is a sentencing on a fraud charge," said Lincecum's lawyer Ed Hayes Sunday. "And I don't think he'd get more than five or six years for that." "He's been in jail once already and he held up pretty well the first time," Hayes added, referring to Clinton's 1985 cocaine conviction. "The likelihood is that he would go to jail again rather than testify against anyone." Hayes made the comments to WABC Radio's John Batchelor and Paul Alexander, who broke the story about Roger Clinton's alleged pardon peddling on Sean Hannity's Feb. 27 WABC broadcast. Their on-air report about the Lincecum family's plight sparked interest by prosecutors in the office of U.S. Attorney for New York's Southern District Mary Jo White. White has convened a criminal grand jury, which is expected to hear testimony this week linking Clinton to the pardon scam. Last week Batchelor told NewsMax.com that Clinton himself had been subpoenaed and was expected to appear at the federal courthouse in White Plains, New York on Wednesday. Hayes declined to confirm Roger's subpoena during his on-air comments to WABC, but pointedly noted that the grand jury will hear evidence putting the former first brother at the center of the scandal.
