The April 1 incident between a U.S. Navy EP-3 surveillance plane and a pair
of aggressive Chinese fighters may have occurred because a Chinese warship
was preparing to test a nuclear-capable anti-ship missile, sources have told
WorldNetDaily.

According to intelligence and military sources, one of a pair of new
Russian-built Sovremenny class destroyers China bought in 1999 was preparing
to conduct a sea test of a nuclear device, probably one that could be
carried on an anti-ship missile, one source, who requested anonymity, said.

The report, which was confirmed by other well-placed military sources, said
the EP-3 surveillance flight may have been in the area to monitor the test.
The presence of the U.S. plane is said to have caused substantial unease
among Chinese military officials preparing the test, which may explain the
aggressiveness of two Chinese F-8 fighters sent up to shadow the American
plane.

We were reading their tactical mail, so they decided to bash the postman,
one source said.

One Chinese fighter clipped the EP-3 in midair while making a high-speed
pass. The collision caused enough damage to the Navy plane that it was
forced to declare a Mayday and land. The Chinese fighter crashed; Beijing
has said its pilot was killed.

WND, quoting foreign sources, reported April 4 that the remaining Chinese
fighter fired its weapons at the EP-3 following the collision, preventing it
from fleeing the area and forcing it to land at China's Hainan Island
airbase, where the plane remains, though a U.S. inspection team arrived
there yesterday to examine it.

The aircraft's 24-member crew was held by Chinese authorities for 11 days.
They were released April 12 after the U.S. ambassador to China presented a
carefully worded letter to Beijing.

The Pentagon has not confirmed that the Navy plane was fired on, but
officials have acknowledged that they were aware of those reports.

Richard Fisher, a China weapons analyst with The Jamestown Foundation, told
WND that the SS-N-22 Sunburn Moskit anti-ship missiles included in the
Sovremenny destroyer deal with Russia are capable of carrying nuclear
payloads.

While not able to comment directly on the report that China may have been
testing a nuclear device on or about April 1, Fisher said Russia initially
designed the Sunburns to carry nuclear warheads.

When they entered service, the Moskit was assumed to be nuclear-armed, or
at least some of them were, Fisher said. It is reported that the Moskit
was designed to carry a small nuclear warhead.


Yakhont anti-ship missile in flight.

Fisher said he did not know whether a new Russian-built missile, the
Yakhont, which is smaller, was nuclear-capable, but said it was possible it
could carry a smaller nuclear warhead.

The Yakhont is also a supersonic anti-ship weapon. Russia, which began using
it in the mid-1990s, says it is incapable of being destroyed by current
shipboard anti-missile defenses, including Aegis systems aboard U.S.
warships.

Military officials claim it is impervious to guidance jamming and is a fire
and forget weapon.

Reports have said that China is interested in buying up to four more
Sovremenny-class destroyers to augment the existing warships in its fleet
and that they may be equipped with the Yakhont.

The Sovremennys give the Chinese navy a punch it has been lacking, noted
Robert Karniol, Asia-Pacific editor of Jane's Defense Weekly.

WND reported April 6 that part of the EP-3's mission could have been to
monitor Chinese submarines also in the area. Many of China's most modern
submarines operate out of bases on Hainan Island.

Former Attorney General Janet Reno will speak this fall at Baylor
University, only a few miles from the scene of the deadly Branch Davidian
siege that confronted her in the first weeks of her administration eight
years ago. Reno will speak on ethics in public service, as well as share
some reflections on the 1993 standoff, during her visit Sept. 13, as part of
the President's Forum lecture series.

University spokesman Larry Brumley said Reno's representatives initiated the
visit, the Waco Tribune-Herald reported Friday.

Although it won't be the focus of her presentation, she is going to make
some comments about what she learned from the Branch Davidian episode and
will more than likely have some pretty candid observations, he said.

Given the indelible mark that event left on Waco, there was a feeling that
as a university that is rooted in this community, there would be some value
in hearing her and having her address face-to-face people in this community
who've been left with the aftereffects of that tragedy.

Baylor President Robert B. Sloan Jr. talked to local public officials, as
well as the Greater Waco Chamber of Commerce, before inviting Reno, the
spokesman said. Davidian survivors and their relatives were not contacted in
advance about the planned visit, he said.

Clive Doyle, a Davidian survivor who lost his daughter in the fire, told the
Tribune-Herald that he might attend Reno's speech. He said he did not blame
her for what happened.

She came into the job after a lot of this had started, for one thing, he
said. I think there were other people that knew a whole lot more that kept
her in the dark to a certain extent.

The siege began Feb. 28, 1993 when Bureau of Alcohol, Tobacco and Firearms
agents attempted to arrest Davidian leader David Koresh at the compound
10 miles east of Waco. The 51-day siege ended April 19 when FBI agents fired
tear gas into the building and a fire broke out. Koresh and more than 80 of
his followers died in the blaze.

Reno approved the use of tear gas on the Davidians in an attempt to force
them to surrender peacefully. She later said she would not have approved the
plan if she had known it would lead to deaths. A federal judge and special
counsel have blamed Koresh for the deadly fire.

Phil Patton's book Dreamland does a good job of real research into military
activity in the SW USA and most of what is seen is classified military
aircraft.

All the scary stories may be cover for genetic experimentation, cloning and
organ/limb transplants. In addition to holographic projection technology
(one entire book, Searchers by Ron Felber, was devoted to an episode in
which a CA couple were terrorized in their camper by thousands of greys
flying through the sky and landing in the Mojave Desert to peer in their
window). It worked - they were scared, but if they had gone outside and
tried to grab one I bet their hands would have passed right through those
little buggers.

As long as people believe their eyes, they've got us by the cerebral cortex.

At around ten p.m. last night, twenty-year old Shlomo Elyakim of Netanya was
driving home with his seventeen year- old girlfriend, and three other family
members: two girls and an eighty-two year old grandmother.  They'd spent the
day on a picnic in the blooming Galilee. The road they were on was Wadi Ara,
a main highway that connects Israel's coast with its North, the Sea of
Galilee, Safad.
It is a heavily traveled road, no where near anyone's concept of a Green
Line (which today gives any young man with a gun the right to execute
civilians, a right particular to our part of the world. In any other part of
the world it's murder).  A young man flagged down the car and asked
directions to the nearby Israeli Arab village of Uhm El Fahum.
When they provided him with helpful directions,(and he thereby ascertained
they were indeed Israeli Jews), another car pulled up alongside, took out
automatic weapons and sprayed the car with bullets. Mr. Elyakim was
murdered. The women injured, one of them badly.  How did CNN report this
horrendous crime against humanity, this violation of the Geneva Convention
on human rights? This shooting in cold blood, in the back, of a grandmother
and teenage girls, and a young, unarmed boy?  An Israeli soldier was
killed. That's all you will hear about it from CNN.
Mr. Elyakim was not in uniform. He was not killed because he was a soldier.
He was not in combat. All of this is the distortion we get from CNN's
wording of this incident. Like Goebbel's, CNN's reporters and editors are
master craftsmen of this kind of propaganda.  Ben Wedeman, another CNN
reporter, interviewed Arabs waiting to cross into Israel from army
checkpoints.
He listened and showed the terrible plight of these people who have to wait
four hours to get into a country in which they are often the perpetrators of
cold-blooded murder. And when one of them said, what else can you expect us
to do, but become terrorists after being treated this way?
Mr. Wedeman, his kind heart bleeding, nodded in goodness and compassion.  It
takes four hours to get into Disneyland, Mr. Wedeman. Are you suggesting
disgruntled ticket-buyers bring Uzi submachine guns to express their
legitimate outrage at such terrible suffering? And what about the wait of
those going from Spain to Gibraltar? And that's part of the European Union!
Also hours.
Like Goebbels, CNN, the BBC, and Sky News, all have their insidious agenda.
None of this, my friends, is an accident. A coincidence. My own theory is
that they are busy preparing the world for the next Kristallnacht. They want
to be sure all of you out there understand that those militant, horrible
Jews have it coming to them, just like their relatives in Berlin. Poisoning
wells, destroying the purity of blood linesand torturing the
peace-loving Palestinian people, who only want to drive the occupiers from
their land (and our land, remember the U.N.  vote? But hey, to whom does

Arrests made in May Day protests by Cadonna M. Peton (AP)

May Day protesters rushed a police line and threw rocks and bottles at
officers when the group refused to disperse, Long Beach authorites said.

Police in roit gear fired rubber bullets and bean bags at the demonstrator
after they charged the police line, police spokeswoman Nancy Tahing said.

Some of the thrown bottles were filled with feces and urine, she said.

There were about 250 protesters from a variety of groups, Tahing said. The
largest contingent was from a group called the Southern California Anarchist
Alliance.

The protesters carried banners and signs and shouted slogans.

They're observing May Day. I guess this is their way to observe it. Tahing
said.

The protest was among many around the globe marking the international worker
day.

Another group of May Day marchers gathered west of downtown Los Angeles in
Koreatown shortly before 6pm to call for better treatment of immigrants and a
new immigration legalization program. They planned a rally in MacArthur Park.

The Long Beach protest disrupted traffic near the shoreline convention center.

It was mass mayhem. They were being stupid. said Victor Reed, 23, who
watched the protest.

As far as what they're protesting I don't know. They came to Long Beach to
protest something and cause mayhem. said Fire Capt. Mike Garcia.

The protesters did not have a permit, and were warned they would be arrested
if they did not disperse, Tahing said. She said they could face a variety of
charges. Most likely unlawful assembly, which is a misdemeanor.

The protesters gathered in the promenade area about 3pm, and police began
making arrests around 4:30pm, tahing said.

Paramedics were on hand but there were no immediate reports of injuries.

Many of the demonstrators were surrounded outside the Breakers retirement
home.

My residents are safe,  said Jacie Tallon, executive director of the home.

In December 1984, via the mail, in a plain brown envelope, to
 private UFO investigator Bill Moore and his film producer friend, and
 associate, Mr. Jaime Shandera. Mr. Bill Moore is a well known private
 UFO investigator, and is co-author, with Charles Berlitz, of the book
 The Roswell Incident.  Unknown to the public is the fact that Bill
 Moore was recruited as an agent of the CIA.

Maybe it is generally unknown, but some of us had it figured out years ago.
The following post drew some nervous denial from Friedman on various mailing
lists, but he didn't convince me. In the acknowledgments section of The
Roswell Incident are several people I met in Herman, MN (home of the world's
most famous bachelors a few years ago). Some are school administrators,
fellow teachers, coaches and some are farmers. Regular yokels, if you will.
If anyone has any recent information on Moore I would like to see it.

 In the 1976 movie The Front, Woody Allen played a dimwit hired to put
 his name on scripts authored by blacklisted writers in the 1950s.

 Is Bill Moore also a front for unnamed writers in his published books
 The Roswell Incident and The Philadelphia Experiment, both possibly
 works of disinformation? Both were allegedly coauthored by Charles
 Berlitz, but it is accepted that he agreed to have his name ascribed to
 get publishers to take the books.

 Consider that Moore was teaching drama and French at Herman High School
 in Herman, MN (pop. 600) in the 1970s after leaving military service,
 when he met Stanton Friedman at a lecture at the University of
 Minnesota-Morris, 14 miles away. Herman is about as rural as America
 gets. I know, having spent much time there. My ex-wife is a 1977
 graduate of Herman High School and in her school yearbooks there is
 Moore, just the average teacher.

 Soon after meeting Friedman Moore became the author of The Roswell
 Incident, even though Friedman was much more qualified to write such a
 book, having done the lion's share of research on Roswell. Yes, Moore
 did additional research and his books are entertaining, but when Moore
 announced at a UFO conference in 1989 at Las Vegas that he had helped
 intelligence agents with the Paul Bennewitz problem, feeding Bennewitz
 false information, he was dismissed by much of the UFO community.

 Even more puzzling is this: Moore had two books published in a two-year
 period, and in the 18 years since then, has had no other books
 published.

 As a military veteran myself, I know how recruits are approached early
 in their career if they are thought to have potential for use by
 intelligence agencies. And once an asset, you are always potentially
 available for use by the agencies, even as a civilian. Is this the real
 story behind Moore and his books?

 Friedman knows the answer to that question, as he probably recruited
 Moore for just such a purpose. Perhaps Moore's 1989 revelation in Las
 Vegas was his way of ending his association with the agencies, perhaps
 out of disgust for what he had been asked to do.

 Whether any of this is accurate or not, the publication of the book The
 Roswell Incident has kept researchers running around in circles for
 almost 20 years trying to confirm its validity. As disinformation it is
 probably the best ever produced.

Yes but Dale who has more fun than Mothershiphave lots of good old
books, even got the Unicorn re story of Ira Einhorn who managed to make
connections with people associated with Red Stone - and the story of
Billy Milligan who lived in our small town - had 5 personalities but he
was also involved in murder and someone was going to make fast buck on
this guy.

But I wondered why a man in ultra top secret, Joint Chief of Staff
stuff,  Thor Chief, Doolittles Staff at one time, CO of Clark field,
Vice Commaner Far East AirTechnical command - worked with Vandenberg =
why would he warn me about anyone attached to these people?

With a long line of murders to follow way back in 1964 a rocket
scientist about to go to Wright Field was murdered - his desk had been
stuffed with pornography and then a blonde with a flower (yellow flower)
was found murdered in an area where peacocks roamed loose.thought of
the Peacock Society into which the Shah of Iran had been initiated - now
this Ira Einhorn they alled the Unicorn - got involved with the Shah -
this creep who murdered his girlfield and then somehow he hooked up with
Tom Beardon of Red Stone Arsenal..so this is why my brother in law
turned mad bull when I mentioned weather control, etc.for he
believed no place to wander into secret world of sabotuers, murderers,

UFO's make good front; however, I was told just recently that I was
right aboutone thing - when my friend a pilot flew to Georgia and
Alabama to load up munitions for Viet Nam during this war,  he got to
base and Viet Kong waiting for them - had infiltrated outside base
during the night for they knew their arrival time.

How could this happen?  Well sudden reports of UFO's over Georgia and
Alabama - this was tip off the planes had left the field and were on the
way.so UFO's - this one I saw the other day had to be Chinese and it
is a joke - if they bought this stuff, Clinton got the best of them for
they can send these UFO's right back to Chinese, turn them around and
back to sender unopened, with love.

So my relative worked with von Braun and was in his stuff from the start
- everybody smiled when talk of UFO's would come upalways liked
that oldl poem which I write once more:

Anyway Gordon Novel made that bunch on Mothership remove his name for

The reason is there are few moderators, and I believe in light moderation.
And Yes, I could kick saba off, I suspect she would be back under somesort
of other name and then that brings about a chorus of newbies be attacked as
being Saba in disguise. And yes I do not agree with Saba, nor do I even read
many of her posts, excusa,  And her and others, it seems to be generally a
known crowd, bicker about minutae and BS. Sometimes there is legit,
sometimes not.

Part of conspiracy research is the interplay of these various memes and the
interactions that they create. Part of this Lists excercise is also looking
at the flow of concoiusness of various thought patterns withinn the
community.  Reading the 'psysets.' Saba does present and bring some of those
around.

The beset REDMEDY for the BS is for ya'll to post the interesting essays,
articles, and news that keep helping us to understand how the world really
works. But Conspiracy Theory is messy, and bulky and the ya sometimes need
some BS to be able to discern the non-BS.

Unfamiliar or unknown new information that provokes fear is often mistaken
for hate. My own mother called me the anti-christ a few years back when I
talked about some things I read that conflicted with her religious views.

I hope what most of us here hate is  the hiding of truth. Exposing the truth
can be painful and those who don't want to hear it may be better served by
watching Friends or all the other stuff that helps avoid truth.

For whom the bells toll

There won't always be an England or a United States. Both are already
fading, not from military conquest but from their own immigration policy.
Demographers have calculated that by the end of this century the English
people will be a minority in their homeland. The English are not having
enough children to reproduce themselves. In contrast, the people of color
who have flooded into England have a high fertility rate. Non-whites will
comprise a majority of the population of London in just nine years.

It is amazing how fast it is happening. Half a century ago, there were only
a few tens of thousands of non-whites in the entirety of Great Britain. In
another half century, there will be the beginnings of a black government.
What will be the fate of the white minority after decades of being demonized
as white racists by their own kind at Oxford, Cambridge and the University
of London?

The English may be finished as a people, but they still have twice as long
as American whites. Demographers predict that whites will comprise a
minority of the U.S. population by mid-century. It has already happened in
California and in many cities.

Like the English, American whites are failing to reproduce. More than 42
percent of American women of childbearing age are childless. The figure is
rising as gender quotas, and the breakdown of marriage and family pull more
white women onto career paths that don't lead to children.

Examining the situation, the London Observer said that that this is the
first time in history that a major indigenous population has voluntarily
become a minority, rather than through war, famine or disease.

It is amazing that the two most important and powerful countries of the past
two centuries have legislated their own path to extinction. But it is
astounding that it is occurring in the same two countries where
intellectuals prattle on endlessly about the need for diversity. There are
many more non-white countries than white ones; yet, it is the white ones
that are slated to disappear.

What's wrong with having an England? What a colorful and unique place! What
character and genius! The cradle of the rule of law and representative
democracy! The font of the scientific and technological revolutions! It is
absurd to think these accomplishments are happenstance unrelated to
Englishness. Do we really need yet another black country, another India, or
a mixture of the two? Why can't we keep England English for diversity's
sake?

And the United States. What other country has such a strong sense of right
and wrong, and such determination to see justice done all over the world?
Who but the United States sends its treasure, not as tribute to the powerful
but as gifts to the poor? What other country sends its troops to stop
genocides and wars in foreign lands? Central and South America are full of
Hispanic populations. Do we really need another one here?

What is it that compels the United States and England to destroy themselves
with an immigration policy designed to replace the indigenous population
with different racial stock? In these two lands, agitators fight to preserve
every wetlands weed, sand fly and snail darter. What's wrong with preserving
England and America?

People had better give this some thought, because the decision won't be
theirs to make for much longer.

The 21st century may bring the extinction of white populations. Confined to
a small area of the world, white populations are everywhere in decline.
Italy, once a fecund Catholic nation where a large family was everything,
has such a low birth rate that its population is declining. Everywhere else
in Europe birth rates have fallen below replacement rates. European
governments open the borders to Third World immigrants in order to keep a
tax base for the expensive social welfare systems that have crowded children
out of the household budgets of the indigenous population. Canada, also, is
well on her way to becoming a Third World country.

Russia, too, has a declining population reeling from the environmental and
economic destruction after 75 years of communist rule. Pressed on her
eastern and southern borders by Asiatic populations, Russia is slowly
retreating from her empire.

In the far Pacific, two island nations, New Zealand and Australia, hang on
to an exported British culture. Perhaps they will be preserved, like the

 LOS ANGELES (AP) _ The parents of a boy who was shot by a white 
supremacist at a Jewish
 day-care center have filed a lawsuit claiming the center's owners 
failed to provide the
 necessary security to prevent hate crime attacks.

 In a lawsuit filed Monday, Eleanor and Charles Kadish claim the 
center had a responsibility to
 protect their child but was ultimately targeted for its lack of 
security.

 Buford O. Furrow on Aug. 10, 1999, fired more than 70 bullets into 
the center. Benjamin Kadish,
 5, was one of three boys injured along with a teen-age girl and an 
older woman.

 Furrow then shot dead a Filipino-American letter carrier. He pleaded 
guilty in March and is
 serving two life sentences.

 The lawsuit was filed in Los Angeles Superior Court against the North 
Valley Jewish Community
 Center.

 ``Clearly, the Jewish Community Centers of Greater Los Angeles are 
not in any way
 responsible for the crimes that Mr. Furrow did commit or the injuries 
he caused,'' said
 spokeswoman Nina Lieberman-Giladi.

 The couple are seeking an unspecified amount in damages.

Paul Bennewitz started to monitor unusual electromagnetic pulses from
what he thought were UFOs flying above the nearby Manzano Nuclear

conclusion that these pulses _may_ be controlling implanted abductees,
so he started attempting to decode the pulses, and thought he was on the

he had filmed of some UFOs over the Nuclear Storage Facility and Doty

the aliens carried out with humans to create hybrids and androids.
Bennewitz believed all of it. Doty then got WILLIAM MOORE to pass on
more disinformation on to him, and Bennewitz got more and more paranoid
and eventually went insane. Bennewitz told JOHN LEAR what he had heard
and Lear took this into account when he wrote his DARK SIDE HYPOTHESIS.

CASH/LANDRUM CASE In December 1980, Betty Cash, Vickie Landrum and her
grandson Colby Landrum, were driving along a road in Huffman, Texas when
they saw a bright light in the sky. After driving a little more along
the road, they came across a large diamond shaped UFO hovering over the
road belching fire out of the bottom. Since the flames were blocking the
road, they had to stop the car about 65 yards away from the craft and
the three of them got out. Vickie and Colby stayed by the car, whereas
Betty went on to get a closer look. She spent a long time gazing at it
and her skin began to burn because of the heat from the flames. She
returned to the car when the object began to rise and a large number of
unmarked black helicopters chased after the UFO. When they got home,
they started suffering from sunburn, diarrhoea and vomiting. It has been
claimed that the craft was a US attempt at making a UFO since it was
spewing out flames at the bottom and was joined by many helicopters
later on (See PROJECT SNOWBIRD).
CATTLE MUTILATIONS A world-wide problem, cattle are killed and the body
is left on the farm in various conditions. On studying the body, it has
been found that the body has been _totally_ drained of blood and that
there has been no trace of blood found anywhere on the ground around the
body. Various incisions would also be found on the body that were so
clear cut that they would have had to have been done with some sort of
laser technology that we didn't have when the mutilations started
(before 1970). Bones were also clearly cut with no bone fragments around
the cut. The bodies would be missing various parts which had also shown
to have been removed with accurate precision. UFOs have been linked with
these mutilations since they have been sighted at the same time in the
same area where the mutilated bodies have been found.

you don't even have to get them. Yahoo mail allows up to 100 addresses
to be blocked. The mail never reachers your inbox, and the sender is
none the wiser.

Well flw I believe you have mistaken Herbert Spencer's concept of Social
Darwinism with Darwin himself. Darwin never spoke of inferior and/or
superior species but of those that are the most capable of adapting to
changing environmental conditions. Spencer is the man who coined the
phrase survival of the fittest and began to apply the theory of
evolution to society. Also I'm not convinced that this the white race is
doomed scenario is apt in the longterm what with the rampant spread of
AIDS, TB, typhoid, cholera, inter alia, in the non-white population.
Of course in keeping with your Spencerian views we could say that the
reason is is that these people are simply too stupid to live.

I ve been reading some articles by Fritz Springmeier about MPD and Mind Control. I'm 
from Argentina (excuse me, my English is not the best, make an effort .) and I don 
t know him. I've read he has a radio programme and he wrote a couple of books related 
to this theme (with a woman called Cisco Wheeler). Are they a good source or is he a 
sensationalist and liar writer?

Can you give me a list of good and trustful Conspiracy Theorists and titles ? Excuse 
me, but I can t find too much books in my conutry about this and it s expensive to 
order them from USA. I don t want to buy expensive-trash

  and dishes. The 'Liberty' was left afire, listing sharply. Eight
  of her crew lay dead, a hundred seriously wounded, including the
  captain, Commander William McGonagle.
At
  1424 hrs, three Israeli torpedo boats attacked, raking the burning
  'Liberty' with 20mm and 40mm shells. At 1431hrs an Israeli torpedo
  hit the 'Liberty' midship, precisely where the signals intelligence
  systems were located. Twenty-five more Americans died.
Israeli
  gunboats circled the wounded 'Liberty,' firing at crewmen trying
  to fight the fires. At 1515, the crew were ordered to abandon ship.
  The Israeli warships closed and poured machine gun fire into the
  crowded life rafts, sinking two. As American sailors were being
  massacred in cold blood, a rescue mission by US Sixth Fleet carrier
  aircraft was mysteriously aborted on orders from the White House.
An
  hour after the attack, Israeli warships and planes returned. Commander 
McGonagle gave the order. 'prepare to repel borders.' But the Israelis,
  probably fearful of intervention by the US Sixth Fleet, departed.
  'Liberty' was left shattered but still defiant, her flag flying.
The
  Israeli attacks killed 34 US seamen and wounded 171 out of a crew
  of 297, the worst loss of American naval personnel from hostile
  action since World War II.
Less
  than an hour after the attack, Israel told Washington its forces
  had committed a 'tragic error.' Later, Israel claimed it had mistaken
  'Liberty' for an ancient Egyptian horse transport. US Secretary
  of State, Dean Rusk, and Joint Chiefs of Staff head, Admiral Thomas
  Moorer, insisted the Israeli attack was deliberate and designed
  to sink 'Liberty.' So did three CIA reports; one asserted Israel's
  Defense Minister, Gen. Moshe Dayan, had personally ordered the attack.
In
  contrast to American outrage over North Korea's assault on the 
intelligence
  ship 'Pueblo,' Iraq's mistaken missile strike on the USS 'Stark,'
  last fall's bombing of the USS 'Cole' in Aden, and the recent US-China
  air incident, the savaging of 'Liberty' was quickly hushed up by
  President Lyndon Johnson and Defense Secretary Robert McNamara.
The
  White House and Congress immediately accepted Israel's explanation
  and let the matter drop. Israel later paid a token reparation of
  US $6 million. There were reports two Israeli pilots who had refused
  to attack 'Liberty' were jailed for 18 years.
Surviving
  'Liberty' crew members would not be silenced. They kept demanding
  an open inquiry and tried to tell their story of deliberate attack
  to the media. Israel's government worked behind the scenes to thwart
  these efforts, going so far as having American pro-Israel groups
  accuse 'Liberty's' survivors of being 'anti-Semites' and 'Israel-haters.'
  Major TV networks cancelled interviews with the crew. A book about the 
'Liberty' by crewman James Ennes' was dropped from distribution.

On the campaign trail, candidate Bush had a simple but effective
  foreign policy message: no more nation-building. Plain Texas-style
  talk. It was a promise – and a style  –  that resonated with the
  American people, who despite the screeching propaganda of the
chatterers
  have never supported adventures abroad.
So why is it that everywhere we were engaged in under that grand
  wizard of the nation-builders, President Clinton, we remain engaged
  today? Particularly in places like the Balkans, which candidate
  Bush and his national security advisor, Condoleezza Rice, specifically

  singled out for disengagement? Secretary of State Colin Powell,
  in his first foray last month into the Balkan minefield, not only
  failed to uphold candidate Bush’s promise but actually promised
  the opposite: that we would remain engaged in the Balkans
  for the foreseeable future.
That in itself would be a bitter pill, of course, but what is worse
  is the manner in which we remain engaged in the Balkans. For, it
  was not only the fact that the US was dumping its national treasure
  into an area with little strategic importance, but rather that this
  money, used to build democracy in the post-communist
  world, has actually been engaged in undermining and destroying what
  little democracy had managed to seep through cracks in the region’s
  bloody post-communist era history.
Hard as it may be for some Americans to accept, the truth is that
  Bosnia is further from being a democracy now than it was under Comrade

  Tito’s rule, and the culprits are the very people we are paying
  enormous amounts of money to build democracy in the
  Balkans. Nation-building, in fact, is merely a codeword
  for left-wing social engineering with a little bit of old-fashioned
  colonialism thrown in for good measure  –  and profit.
The Joys of Nation-Building in Bosnia
Take Bosnia, for example. Clinton’s six-month occupation of post-Dayton Bosnia by
Nato peacekeepers has now lasted more than
  five years and cost the US more than $15 billion. What return can
  we see on our investment? Have we built any democracy? Ask the
political
  parties who have the misfortune of getting elected fairly in the
  new Bosnian democracy. The Croatian Democratic Union, the Serb
Democratic
  Party, and the Muslim-dominated Party for Democratic Action have
  campaigned and won election after election in Bosnia only to see
  results arbitrarily overturned by the dictatorial rule of the UN
  Office of the High Representative (OHR), which uses Nato’s
Stabilization
  Force (SFOR) as its army of enforcement. In one election, the OHR’s
  partner organization in Bosnia, the vile Organization for Security
  and Cooperation in Europe (OSCE) certified with a straight face
  an election in which 104 percent of the population. One can never
  have too much democracy, perhaps.
Dayton itself was Clintonian foreign policy at its most grotesque:
  the warring parties are squeezed until they sign on the dotted line,
  the ensuing treaty then suddenly takes on a supernatural power that
  can only – conveniently – be properly interpreted by the Office
  of the High Representative. Remember the Wye accords? Rambouillet?

Thus millions of dollars have been spent by the OHR to create and
  fund multi-ethnic political parties in Bosnia. The election
  law jointly authored by the OHC and the OSCE disqualifies any
political
  party that does not include at 33 percent women candidates. Millions
  more are spent to make sure that only these parties have access
  to the media. Those radio stations and newspapers that are not
sufficiently
  respectful to the spirit of Dayton are simply shut down by the OHR.
  Regardless of their ownership. Non-governmental organizations (NGOs)
  have been created and funded by the U.S. government in Bosnia to spew
the U.S. party line.
Yet the terribly backward voter in Bosnia remains ignorant of what
  is best for him, and keeps voting for

Aries II Revisited:
The Deluge of Government Lies Continues 

      The US Government's Ludicrous Statement Index regarding the Aries II 
Incident once more scales to new heights of ludicrousness.

      It all started again on Wednesday April 25, when, according to Jane's 
Defense Weekly, the Department of Defense was put under more pressure by the 
facts recited in the Al Martin Raw article on the downed plane incident 
(Aries II Down: www.almartinraw.com/column12.html).

      Besides Jane's, there was a plethora of other media outlets that 
"hammered" the Department of Defense's previous assertion that the Aries crew 
had successfully destroyed the bulk of the technology in question.

      Interestingly enough The Aries II Down story published on Al Martin Raw 
was the only story in the world that actually called this incident a 
"technology transfer" from the very beginning.

      It is by now reasonable to conclude that the government has actually 
made a defacto admission, that this incident was in fact a technology 
transfer from the United States to China.

      Suddenly the Department of Defense added "axes" to their ludicrous 
story (as in "the crew tried to destroy the top secret equipment with axes") 
when in fact there were no axes in the inventory on the aircraft. Then they 
admitted that there were no axes anywhere.

      What happened is they got their wires crossed. That was the Department 
of Defense release. Subsequently when the Navy released the inventory of what 
was on the plane, people noticed there were no axes. After all, why would you 
have "axes" on this type of an aircraft? I mean, you're not chopping firewood 
up there.

      This is called Bad Lie Coordination, as usual, as it's been all along 
in this story.

      Then the Department of Defense admitted that "not as much technology" 
was destroyed as they previously had said and that they now believe that the 
Chinese are in possession of certain technology that they didn't think they 
were in possession of before.

      Subsequently on April 27, the Department of Defense finally admitted 
that "no technology was destroyed." In fact, they say that it is reasonable 
to assume that the Chinese are in possession of the entire Story Classic 
System -- the key technology they were interested in which is the technology 
that interprets the data, not necessarily that which collects the data.

      For a long time, the Chinese have tried to buy the Aries II system 
surreptitiously and they have not been successful. The Russians don't have 
anything that's equivalent. In addition, the Aries II has multi-channel 
capability, which allows it to collect an unusually large amount of data at 
one time. It's called one source point technology.

      Now let's take a look at the Government's latest pronouncement. 
According to the Department of Defense, the Chinese have agreed to have a 
delegation of DoD representatives come to Hainan Island to inspect the 
aircraft.

      However (I love it), no photographs can be taken because it is a 
"secure Chinese military base." And no media will be allowed, thus allowing 
the Department of Defense the opportunity to backpedal on their previous 
statement of Friday, wherein they admitted that they suspected that the 
Chinese had taken 95% of the technology on the aircraft.

      The American media will be fed dummied up photographs showing how much 
of the equipment was supposedly destroyed.

      Furthermore the Department of Defense has stated that they are 
negotiating with the Chinese request for monetary reparations to be paid by 
the United States for the incident.

      Meanwhile, at the weekly meeting of the Group at Redstone Arsenal in 
Huntsville Alabama, the generals were in stitches about it. (By the way the 
group of retired generals and colonels call themselves The MICs, which stands 
for Military Industrial Complexers. They even have a bowling team called "The 
Complexers.")

      The US major general there is very friendly with the Chinese major 
general from the People's Liberation Army, which runs an arms company 
surreptitiously out of Hong Kong. The Chinese position was that this was 
supposed to be a "clean technology transfer" and they're supposed to get 
everything.

      What gummed up the works is that not everyone on the aircraft was in 
the loop. The only people who were in the loop were the five so-called 
unidentified non-military personnel, which incidentally the Department of 
Defense still refuses to identify.

      Conveniently, when they show photographs of the people who have been 
returned, they only show the Navy personnel. They have still never shown 
these other civilian personnel. No pictures of them landing or being 
transported. Nothing. It's very convenient.

      In fact, some of it -- a little of it -- was evidently really 
destroyed. So the Chinese are now demanding that US

More than a week after a small plane was shot down over Peru, killing an 
American missionary and her baby, the tragedy remains rife with questions. 
Among them: Exactly who was on board the surveillance plane that targeted the 
civilian flight? 
Were they employees of DynCorp, a major CIA contractor? Or were they 
employees of yet another company, with even less accountability to Congress 
and the American public? 

Outrage over the deaths has focused new attention on the U.S. government's 
use of "outsourcing" -- hiring private companies like DynCorp to do a vast 
array of jobs, including such dangerous, controversial missions as 
eradicating the South American drug trade. 

"These private military contractors are not held accountable for their 
actions," said Rep. Janice Schakowsky, D-Ill. "They may draw the U.S. deep 
into regional conflicts and civil wars." 

Last week, Schakowsky filed a bill that would ban the federal government from 
hiring private companies or individuals to carry out military, law 
enforcement, armed rescue or related operations in Peru, Colombia and other 
Andean countries. 

The bill stems in part from Schakowsky's frustration at being unable to learn 
much about the U.S. role in the Peruvian incident, including who was on the 
surveillance plane that initially may have mistaken the missionary flight for 
a drug-smuggling operation. 

"She talked with officials at the CIA . . . and they flat out refused to give 
us any information," said Nadeam Elshami, spokesman for the Chicago-area 
representative. 
Roni Bowers, 35, and her baby daughter were killed and the pilot seriously 
injured when their plane was shot down April 20 by a Peruvian military jet. 
According to U.S. officials, the jet fired at the missionaries' plane despite 
warnings from Americans running surveillance in the area. 

Reports on ABC and CBS originally said the pilot and others on the 
surveillance plane were employees of DynCorp, a Virginia-based company that 
is a major player in the war on drugs. 

DynCorp subsequently issued a terse statement "clarifying" the reports: 
"DynCorp does not provide surveillance services under this program and was 
not involved in any manner in the incident that occurred in Peru." 

However, critics say the statement's phrasing does not rule out the 
possibility that the crew of the surveillance plane worked for a company 
under subcontract to DynCorp. 

"Clinton could have written that statement -- you have to phrase it 
carefully," said Wayne Madsen of the Electronic Privacy Information Center, a 
public interest organization in Washington D.C. 

Rep. C.W. Bill Young, who is often privy to classified information as 
chairman of the powerful House Appropriations Committee, said none of 
DynCorp's own employees was on the surveillance flight. But the Largo 
Republican said "no comment -- I can't discuss that" when asked if the crew 
included DynCorp subcontractors. 

Regardless of whom they worked for, there is no evidence the Americans did 
anything wrong. In fact, as U.S. officials review audio and video tapes of 
the incident, there is evidence the American crew members did all the could 
to keep the Peruvian jet from attacking the missionary plane. 

However, critics of outsourcing say the mystery over who was on the flight 
underscores the problems in hiring private companies for sensitive jobs. 
"Even when the CIA or other government agencies are engaged in secret 
activities, no one in the public can say, "Is our money being wisely spent, 
is this the kind of project we want to do?' and hold people accountable if 
they don't follow our requirements," says Kit Gage, director of the National 
Committee Against Repressive Legislation. 

"Then, when a lot of activities get outsourced, you've even further 
attenuated any possibility of public accountability." 

Gage said she was outraged by reports that the U.S. crew on the surveillance 
flight did not speak Spanish and had a hard time communicating with a 
Peruvian officer aboard. 

"When you have international incidents like this that are severely 
compromised by the simple fact of them not speaking Spanish, that shows the 
whole problem of who's contracting whom to do what," Gage said. "Then there's 
the concern, does the Peruvian government take less seriously these folks 
because they're mere CIA contractors? It makes accountability and 
responsibility all the harder -- it just completely breaks down." 

Although most Americans have never heard of it, DynCorp has parlayed 
government outsourcing into a $2-billion-a-year business. 

Founded in 1946, the company has nearly 23,000 employees in all 50 states and

drive-thru shops next year where drug tourists can legally buy marijuana
and hashish.

The officials in Venlo say they want to make it easier on Germans who flock
to the southern Dutch border town for drugs by opening two coffee shops
with drive-thrus selling drugs such as marijuana and hashish.

They also want to keep the drug tourists from lingering in the Netherlands,
where so-called soft drugs are legally sold in small quantities.

Drug tourists draw street dealers selling illicit harder drugs, creating an
environment that generally makes ordinary people feel unsafe, said Venlo
spokeswoman Tamira Hankman.

Hankman couldn't say exactly what the shops will offer, but she said they
would not be like Amsterdam cafes where visitors can enjoy a cup of coffee
and a joint, but no hard drugs or liquor.

The new coffee shops need to be outside the city and they need to be
easily accessible, Hankman said. Our city center has been flooded with
these tourists and the plan is part of an offensive to make it safer.

Officials are working on the final details of the proposal. If the City Council
approves the idea, the drive-thru shops are expected to open next year
after consultations with German municipal officials, Hankman said.

Marijuana and hashish are technically illegal in the Netherlands, but
authorities tolerate their use and they are openly sold in small amounts. The
distribution of marijuana in bulk and its cultivation are considered serious
offenses.

Highbrow Hoax Mocks National Security Speak

It was a classic "black propaganda" operation -- a "top secret" document
ghostwritten to appear as though it was authored by the enemy -- perpetrated
with the skill of a CIA psywar specialist. Yet the grand disinformation
effort known as the Report from Iron Mountain was conceived and written not
by some veteran covert operative, but by a cabal of crafty leftist
intellectuals who sought to turn the logic of the national security state
against itself. Though long ago exposed as a hilarious, highbrow parody of
think-tank jargon and realpolitik reasoning, the Report continues to be
viewed in some quarters as a leaked official document that exposes a secret
government scheme to maintain the "war system" indefinitely.

The plot to prepare, and then "leak" to the public, an alleged government
report examining the costs and benefits of shifting the U.S. economy and
political system from its Cold War stance, was hatched in 1966 by Victor
Navasky, editor of the political satire rag Monocle, and writer Leonard
Lewin. Navasky and his staff at Monocle noticed a New York Times story
reporting that the stock market had dipped in response to what was termed a
"peace scare." The business of America, it increasingly appeared, was war
business. The seed of the scheme that grew to become the Report from Iron
Mountain was planted, and Navasky and a handful of co-conspirators set about
producing a sophisticated satire on the problems of peace, ostensibly
authored by a panel of national security experts secretly convened by the
government.

Lewin agreed to write the fake study and found a sympathetic publisher in
Dial Press, a division of Simon  Schuster, whose editor, E.L. Doctorow,
agreed to facilitate the hoax by marketing the Report as a non-fiction book.
The cover story begins in Lewin's introduction, where he claims he was asked
to disseminate the Report by an unnamed member of the Special Study Group
(SSG), a panel of 15 experts from diverse disciplines gathered by the
government to examine "the possibility and desirability of peace." The SSG,
wrote Lewin, was convened in 1963 at a secret New York facility -- "an
underground nuclear hideout for hundreds of large American corporations" --
known as Iron Mountain.

For two and a half years, Lewin wrote, the SSG held secret meetings at this
Strangelovian outpost and other sites around the country, to brainstorm on
"the nature of the problems that would confront the United States if and when
a condition of 'permanent peace' should arrive, and to draft a program for
dealing with this contingency." The anonymous specialists took of dim view of
a world without war, concluding that "lasting peace, while not theoretically
impossible, is probably unattainable; even if it could be achieved it would
almost certainly not be in the best interest of stable society to achieve
it."

Instead, the Report argued, it is in the "best interest of stable society" to
identify and perpetuate the "essential, non-military functions of war." These
include the economic stimulus of defense spending and a host of other
war-related factors that favor the traditional institutions of social and
political control. "The basic authority of a modern state over its people
resides in its war powers," the Report says, direly predicting that chaos and
disorder would result without the nation-rallying opportunities that armed
conflict provides. Absent the national security priorities that empower the
military-industrial system, the status quo could expect a major shakeup.

Writing as the SSG, Lewin explored all the implications of losing "the
important motivational function of war." Should the United States be forced
to abandon its "war system," the Report speculated on potential corrective
national policies -- "substitutes for the functions of war." The Iron
Mountain antidote to peace, should it somehow break out, is to manufacture
"alternate enemies" to maintain a siege mentality among Americans, leaving
them open to continued social engineering by U.S. elites.

The Report posits sinister schemes to mobilize the masses in the absence of
war, such as the creation of "an extraterrestrial menace," "massive global
environmental pollution," or "an omnipresent, virtually omnipotent
international police force." In the event popular passions are not
sufficiently inflamed by these new enemies, the Report suggests instituting
"a modern, sophisticated form of slavery," or perhaps "socially oriented
blood games," organized "in the manner of the Spanish Inquisition and the
witch trials of other periods."

Navasky later wrote that the major objective of the hoax was to "put the
unpopular subject of conversion from a military to a peacetime economy on the
national agenda." And while the Report from Iron Mountain certainly served
that purpose to some

WASHINGTON (AP) - The Pentagon (news - web sites) said Wednesday that future
contacts with the Chinese military are under review, but it withdrew a
directive from Defense Secretary Donald H. Rumsfeld to suspend all contacts.

Rear Adm. Craig Quigley, speaking for Rumsfeld, told reporters that the
Rumsfeld aide who wrote the memo had ``misinterpreted the secretary's
intentions'' by declaring a suspension of military-to-military relations.

``His actual intention is for all elements of the military-to-military
program to be reviewed and approved on a case by case basis by the Department
of Defense (news - web sites),'' Quigley said several hours after the memo
was leaked to reporters.

Quigley declined to say who wrote the memo. He said Rumsfeld had not seen it
before it was sent to the military service secretaries, the office of the
Joint Chiefs of Staff and senior civilian officials in the Pentagon.

The memo said Rumsfeld was directing ``the suspension of all Department of
Defense programs, contacts and activities with the People's Republic of China
until further notice.'' Several officials told reporters that the order took
effect Monday, the day it was distributed inside the Pentagon. Later, Quigley
said that a corrected version would be sent to make clear that
military-to-military ties were not suspended.

Monday's memo was quite detailed. It said Rumsfeld had directed that defense
attaches abroad be permitted to attend social functions, as part of their
usual activities, in which Chinese officials may be present. But there were
to be no Pentagon contacts with Chinese diplomatic representatives in
Washington, it said.

The confusion over the future of U.S.-Chinese military relations became
public on the day that a team of U.S. civilian defense contractors arrived in
China to assess what would be required to return the Navy surveillance plane
that made an emergency landing at a military airfield on Hainan island on
April 1 after colliding with a Chinese fighter jet.

The Lockheed Martin technicians spent about four hours aboard the Navy plane
on Wednesday to begin their assessment. They were to return to the plane for
a final day of work on Thursday.

In a brief appearance before reporters earlier Wednesday before the internal
memo leaked to the news media, Rumsfeld made no mention of his intentions
regarding military-to-military contacts with China.

He said it wasn't clear whether the Navy spy plane would be flown off the
island or, alternatively, be disassembled and brought by ship or air.

``There's an assessment team on the ground at the present time,'' he said.
``We've received some reports back, but there's nothing conclusive on that
point.''

Quigley said there were no military-to-military contacts with China scheduled
for May, and the Pentagon had said previously it was going to reconsider how
to proceed with contacts beyond this month.

U.S.-Chinese military relations have traveled a rocky road. The Pentagon
broke off ties after the Chinese military's deadly 1989 crackdown on the
pro-democracy movement in Tiananmen Square, and contacts had just begun to
grow again when they were halted in 1996 after China lobbed missiles toward
Taiwan.

Beijing broke off military ties in early 1999 after U.S. planes bombed the
Chinese Embassy in Yugoslavia during NATO (news - web sites)'s campaign
against Slobodan Milosevic (news - web sites). The Chinese never accepted the
U.S. explanation that it was an accident, and didn't resume defense relations
for several months.

Just last month, shortly after the collision near Hainan island, Quigley
defended the military-to-military program.

Despite the diplomatic tensions of the moment, the exchange program is
``still worth pursuing'' because it fosters communication between officers
from the two nations and helps each side understand how the other thinks,
Quigley said April 9.

 A senior American official said yesterday the United States will not 
forgive or forget China´s holding 24 crew members of a downed surveillance

 The blunt statement by the new assistant secretary of state for East 
Asia, James A. Kelly, was made to Congress as a U.S. team arrived in Hainan, 
China, to inspect the downed plane.
  We´re not going to conduct business as usual after our servicemen and 
women were detained for 11 days in China, said Mr. Kelly, who was confirmed 
earlier yesterday by the Senate.
 Beijing needs to understand that, he told the Senate Foreign Relations 
subcommitee on East Asia yesterday.
  Mr. Kelly delivered the first major speech on China by a Bush 
administration official since the Hainan incident. The new administration has 
said it is reviewing past policies toward China and other important issues.
 While Mr. Kelly, a former Navy officer, held out offers to work with 
the current leaders and with the next generation of leaders in China, he was 
offering tough love at best.
 We will hold China to its bilateral and international commitments, he 
said. We will use all available policy tools to persuade it to move in more 
constructive directions.
  Saying he would be frank about our differences, Mr. Kelly listed 
them: Taiwan, human rights, freedom of faith, arms sales and proliferation of 
weapons of mass destruction.
  U.S.-Chinese relations have plunged to a low point over the detention 
of the U.S. air crew and President Bush´s approval last week of the largest 
arms sale to Taiwan in a decade.
 David Shambaugh of George Washington University told the congressional 
panel that China sees U.S. surveillance flights off its coast -- such as the 
flight that was involved in an April 1 collision with a Chinese fighter -- as 
a sign of hostile intent.
 The Chinese are also concerned about stepped up U.S. arms sales to 
Taiwan, the suspension of U.S.-China military exchanges, U.S. condemnation of 
China for human rights abuses, the downgrading of China´s importance while 
ties to Japan are strengthened and possible opposition to its hosting the 
2008 Olympic Games in Beijing, Mr. Shambaugh said.
  The statement delivered yesterday by Mr. Kelly did not duck any of the 
sensitive issues which have troubled U.S.-China relations.
 He said we will continue to focus on Tibet and seek an end to 
religious restrictions against Tibetan Buddhists.
 He also said we have not been satisfied at China´s failure to grant 
consular access to an American University researcher held by China for 
several weeks, an issue raised at yesterday´s panel hearing by Sen. George F. 
Allen, Virginia Republican. 
  Mr. Kelly said Mr. Bush intends to visit China in the fall when he will 
attend the meeting of the Asia Pacific Economic Cooperation forum in 
Shanghai, a visit he described as representing the United States´ commitment 
to China´s economic reforms.
 Mr. Kelly said that while the United States is running an $80 billion 
deficit in its trade with China, U.S. firms sold $16 billion worth of goods 
to the Asian country in 2000, an 18 percent increase over the previous year.
 China is a kind of friend. Not a kind of enemy. But not an ally, said 
Mr. Kelly.
  On Hainan island, technicians from Lockheed Martin, the main contractor 
for the EP-3E surveillance plane, arrived yesterday at Haikou, the capital, 
the Pentagon said.
 They are to travel today to the military airfield where the plane is 
located, spokesman Navy Lt. Cmdr. Terry Sutherland said in Washington.
 Mr. Kelly said the United States would not pay reparations to China for 
the crash of its fighter, which collided with the American EP-3E airplane.
 However, the United States is willing to pay the costs of moving its own 
damaged plane onto a barge to ship it back home.

The April 1 incident between a U.S. Navy EP-3 surveillance plane and a pair
of aggressive Chinese fighters may have occurred because a Chinese warship
was preparing to test a nuclear-capable anti-ship missile, sources have told
WorldNetDaily.

According to intelligence and military sources, one of a pair of new
Russian-built Sovremenny class destroyers China bought in 1999 was preparing
to conduct a sea test of a nuclear device, probably one that could be
carried on an anti-ship missile, one source, who requested anonymity, said.

The report, which was confirmed by other well-placed military sources, said
the EP-3 surveillance flight may have been in the area to monitor the test.
The presence of the U.S. plane is said to have caused substantial unease
among Chinese military officials preparing the test, which may explain the
aggressiveness of two Chinese F-8 fighters sent up to shadow the American
plane.

We were reading their tactical mail, so they decided to bash the postman,
one source said.

One Chinese fighter clipped the EP-3 in midair while making a high-speed
pass. The collision caused enough damage to the Navy plane that it was forced
to declare a Mayday and land. The Chinese fighter crashed; Beijing has said
its pilot was killed.

WND, quoting foreign sources, reported April 4 that the remaining Chinese
fighter fired its weapons at the EP-3 following the collision, preventing it
from fleeing the area and forcing it to land at China's Hainan Island
airbase, where the plane remains, though a U.S. inspection team arrived there
yesterday to examine it.

The aircraft's 24-member crew was held by Chinese authorities for 11 days.
They were released April 12 after the U.S. ambassador to China presented a
carefully worded letter to Beijing.

The Pentagon has not confirmed that the Navy plane was fired on, but
officials have acknowledged that they were aware of those reports.

Richard Fisher, a China weapons analyst with The Jamestown Foundation, told
WND that the SS-N-22 Sunburn Moskit anti-ship missiles included in the
Sovremenny destroyer deal with Russia are capable of carrying nuclear
payloads.

While not able to comment directly on the report that China may have been
testing a nuclear device on or about April 1, Fisher said Russia initially
designed the Sunburns to carry nuclear warheads.

When they entered service, the Moskit was assumed to be nuclear-armed, or at
least some of them were, Fisher said. It is reported that the Moskit was
designed to carry a small nuclear warhead.


Yakhont anti-ship missile in flight.

Fisher said he did not know whether a new Russian-built missile, the Yakhont,
which is smaller, was nuclear-capable, but said it was possible it could
carry a smaller nuclear warhead.

The Yakhont is also a supersonic anti-ship weapon. Russia, which began using
it in the mid-1990s, says it is incapable of being destroyed by current
shipboard anti-missile defenses, including Aegis systems aboard U.S.
warships.

Military officials claim it is impervious to guidance jamming and is a fire
and forget weapon.

Reports have said that China is interested in buying up to four more
Sovremenny-class destroyers to augment the existing warships in its fleet and
that they may be equipped with the Yakhont.

The Sovremennys give the Chinese navy a punch it has been lacking, noted
Robert Karniol, Asia-Pacific editor of Jane's Defense Weekly.

WND reported April 6 that part of the EP-3's mission could have been to
monitor Chinese submarines also in the area. Many of China's most modern
submarines operate out of bases on Hainan Island.

WASHINGTON (UPI) - President Bush said Tuesday the United States would
develop not just the technically troubled ground-based missile intercept
system already under way, but also an airborne chemical laser weapon and
sea-based missile interceptors.
Bush called for a new framework for national defense and said a 30-year-old
Anti-ballistic Missile treaty with Moscow should be scrapped.

No treaty that prevents us from addressing today's threats, that prohibits
us from pursuing promising technology to defend ourselves, our friends and
our allies is in our interests or in the interests of world peace, Bush said
in a speech before National Defense University.

Some say the ABM treaty is already void because it was signed with the
now-defunct Soviet Union.

Defense Secretary Donald Rumsfeld has recommended that U.S. scientists and
arms experts explore several approaches to missile defense, including land-
and sea-based systems that intercept missiles in flight, Bush said.

Bush avoided detailing a specific program, making only vague references to
ground- and sea-based interceptors and boost-phase interceptors, which would
knock down enemy missiles shortly after they are launched. He said more
research must be done before a final plan is drawn up.

We have more work to do to determine the final form the defenses might take.
We will explore all these options further, he said.

Major Expansion

However, obliquely, Bush indicated he would expand the system far beyond what
the Clinton administration was pursuing - a $37 billion system of 100
ground-based interceptors, probably in Alaska, and series of powerful X-band
radars, designed to knock down around 24 incoming nuclear warheads.

That system has been plagued by problems. Two out of three attempts to knock
down a target in space - each test a $100 million endeavor - ended in
failure. Only the first scored a direct hit, and the deck was heavily stacked
in the system's failure. The target's location was programmed into the
interceptor.

The booster rocket for that system has not been tested yet, and the final
design of the interceptor has yet to be completed. The earliest that system
could be finished is 2005, but it may be delayed more than two years because
of technical problems.

Bush also referred to the Airborne Laser, a chemical oxygen iodine laser that
will be mounted on a converted 747-400. The Air Force plans to build seven
ABLs at a cost of $6.3 billion. The first will be ready, if all goes as
planned, beginning in 2008.

ABL is designed to direct its laser at an enemy theater (mid- or short-range)
missile, rupturing its skin and knocking the missile off course so it falls
short of its target - presumably in the enemy's home territory. The warhead
may not be destroyed by the laser and could detonate.

Presuming the chemical laser can be made to work, the ABL system faces two
main challenges: atmospheric turbulence, which can diminish the laser's
power, and simple countermeasures an enemy can employ.

ABL's laser is designed to work in nearly ideal weather circumstances, which
occur only half the time, according to the Pentagon's independent test office.

The laser is being built to take on 30 different kinds of missiles, each of
which will require different amounts of time to effectively irradiate, so ABL
will have to accurately discriminate between them.

Any of the missiles can employ a simple technique - spinning like a top on
ascent - to slow down, if not stop, the laser's effect.

The Navy is working on its own version of theater missile defense: four Aegis
radar-equipped destroyers with 20 Standard Missile IIIs on board each. Navy
Theater Wide, or NTW, is designed for both boost-phase interceptions and
interceptions in space.

The system is expected to begin production by the end of 2007 and will cost
$5.3 billion.

The first Standard Missile intercept attempt failed in July 2000. Eight more
tests are scheduled by the middle of 2002.

The system also faces a number of technical challenges, including whether the
Aegis radar, built to identify large targets like aircraft and ballistic
missiles, can track relatively small nuclear warheads in space, and whether
the interceptor missile's own plume will obscure its infrared sensor in space.

Moreover, the Standard Missile III may not be fast enough to hit targets in
space, and will require either an upgrade or replacement if it means to offer
more than theater defensive capabilities, according to the Pentagon's test
office.

Bush did not mention the controversial Space-Based Laser program, one of the
old components of the Reagan-era Strategic Defense Initiative.

For the past two months, top aides to U.S. Secretary of Defense Donald H. 
Rumsfeld have been conducting a systematic review of American military 
strategy and force structure. 

Last week, as the first official leaks began to emerge, there were few 
surprises, reports Stratfor, the global intelligence company. Rumsfeld's 
review reportedly has concluded the United States needs to move away from its 
initial post-Cold War doctrine that U.S. forces had to be sized and prepared 
to fight two major regional conflicts simultaneously, such as fighting a 
renewed conflict with Iraq and repulsing a North Korean attack against South 
Korea. 

As compelling and valuable as these reforms may be, however, Rumsfeld and his 
policy aides may be walking into a self-created trap. The Pentagon leadership 
is moving to examine -- and likely to instigate major structural change to -- 
the U.S. military, absent a review of overall U.S. national security strategy 
that should be the precursor to any changes in the force. 

This is not to say the Defense Department and armed services aren't overdue 
for a rooftop-to-basement re-examination of roles, missions, organization and 
weapons. They most certainly are. 

For instance, the two-conflict military doctrine -- now a decade old -- 
created a requirement for the current U.S. military structure that includes 
both mobile and heavy combat units. Most critics point out that this doctrine 
required the fewest painful changes, allowing each service to trim its size 
without major cuts or, worse, asymmetrical sacrifices. 

As a result, the Army today has a force of 10 divisions, including two 
stationed overseas (one in Germany and one in South Korea). In the United 
States, the ground force includes the heavy armored III Corps and its 
component infantry divisions, as well as the first-responding XVIII Airborne 
Corps that can call on a mix of light and heavy divisions in response to a 
crisis overseas. The Air Force has retained a mixture of fighter and bomber 
units that can deploy quickly to regional conflicts, and the Navy-Marine 
Corps team has continued a five-decade pattern of six-month deployments to 
areas of concern by aircraft carrier battle groups and Marine expeditionary 
units. 

But the force structure generated from the two-war doctrine has had 
fundamental problems, particularly in terms of the span of distance from 
bases in the United States to regions such as southwest Asia or the Far East. 
Forces either need to be deployed in the area of anticipated conflict or the 
U.S. regional commander suddenly involved in a conflict must wait for their 
arrival, which can take months. On the other hand, if the troops are 
pre-deployed, as they are in Korea, they still may be unavailable should 
conflict inconveniently occur somewhere else. And for forces based in the 
continental United States, the time it takes to transport their equipment and 
logistical support to the theater of operations probably would create a 
window of opportunity for would-be aggressors. 

During the Cold War standoff against the Soviet Union and the Warsaw Pact, 
the United States and its allies enjoyed a degree of predictability about 
locations of potential theaters of operation. That meant the United States 
could pre-deploy troops and material with a degree of reliability. But with 
the end of the Cold War and collapse of the Soviet Union, the predictability 
of strategically important areas declined dramatically. 

This problem became even more acute when the first Bush and Clinton 
administrations enacted force structure cuts of about 40 percent on the Cold 
War military, trimming the Army from 18 to 10 divisions, shrinking the Navy 
from 600 to 325 ships and reducing the Air Force by a similar fraction. 
Pentagon officials deemed it necessary to hold forces in reserve in the 
United States for deployment to unexpected areas. The problem with this 
strategy was obvious: Given the structure of U.S. military units, the time it 
would take to move troops, equipment and logistical support into a new area 
of operations could take months, meaning no significant force would be 
available for operations in a shortened time

 Thus millions of dollars have been spent by the OHR to create and
   fund multi-ethnic political parties in Bosnia. The
 election
   law jointly authored by the OHC and the OSCE
 disqualifies any
 political
   party that does not include at 33 percent women
 candidates. Millions
   more are spent to make sure that only these parties
 have access
   to the media. Those radio stations and newspapers that
 are not
 sufficiently
   respectful to the spirit

CNN Scoops Fox, MSNBC

IF YOU SAW LIVE FOOTAGE of the 24 U.S. Navy crewmembers boarding their 737
to Guam in Hainan last night, then you were watching CNN, which was the only
network to film the event. I saw the footage, and was struck by how, well,
Internet-like the quality was. The video was jerky and grainy, just like
low-bandwidth streaming video on the web.

It turns out, CNN used a cheap satellite phone to transmit the picture,
according to the Washington Post.

Normally, news crews drive electronics-laden vans with giant satellite
dishes on top. That wasn't possible in Hainan because of location and tight
security, and most other networks apparently came to the conclusion that
live transmission was out of the question. CNN, however, kludged together a
low-tech solution that enabled them to use a standard camera and transmit
the feed with a cheap, commercially available satellite phone sold to
business people. They powered the whole thing with a car battery.

While filming the event, Chinese authorities arrested the CNN crew, and
they're still being held. Despite strong protests from CNN, the Chinese
military is likely dismantling the satellite phone to learn valuable
American broadcasting technology secrets.
