bubblesin danger of collidingBy Ian Williams What happens when two bubbles collide? Do they
both burst, or do they coalesce and become an even bigger bubble - which will
eventually burst even more spectacularly? That is the question posed by the
growth figures from both the US and China, whose growth rates are tied in ways
that neither seems to want to admit too loudly. Even before this week's
figures on China's explosive 9.1 percent growth in 2003, which many commentators
thought actually understated the reality, the United Nations' annual economic
report had identified the People's Republic of China as the locomotive for
growth in Asia (with a nod to India), and added that the US with its 4 percent
growth rate will do the same job for the industrialized world. But once again,
the question must be asked - will these two Chinese and US engines run in the
same direction indefinitely, or will they begin to diverge? Indeed, even more
scarily, will they have a head-on collision and involve the world economy in the
mother of all train-wrecks? The problems have been noted. The UN report
cited "the rapid rising weight of China in the world economy and its role in the
present recovery," but it also warned that UN economists see a need for the US
to reduce its government deficit. That echoed the very trenchant International
Monetary Fund (IMF) report that described the deficit as "perilous" in the long
run, posing "significant risks" to the rest of the world. IMF economists also
cautioned that one should add to the short term a US$500 billion deficit that
the US administration is running, a further US$47 trillion in unfunded long-term
commitments for US Social Security and the federally funded Medicare health
program for the elderly and indigent. And the IMF pointed out that there were
additional liabilities from cash-strapped local governments, forced to borrow to
compensate for federal cutbacks. On the American trade deficit, the IMF
also warned ominously, "The United States is on course to increase its net
external liabilities to around 40 percent of its GDP within the next few years -
an unprecedented level of external debt for a large industrial country." The
report suggested that this situation would push the dollar even further down.
On the other side of the Pacific, perhaps it should not be regarded as a
token of maturity that the money managers who poured funds into AOL, MCI, Enron
and Tyco - all with problems, to say the least - are now pouring millions into
Chinese IPOs with the same enthusiasm. It is difficult to see any more economic
rationale in the 1,600-times oversubscribed China Green Holdings than the
Internet Bubble of the last decade. And now US investment banks are
licking their chops at the prospects of taking Chinese Banks public. However,
the $45 billion that Beijing has put into two of the Big Four government-owned
banks can be seen as a mature appreciation of their problems - or as a symptom
of the continuing cronyism and lack of democracy and transparency in the system
and a down payment on what Standard  Poor's estimates could be up to $600
billion needed to bail out the bad loans. But that little detail probably won't
stop Wall Street from rushing to buy if the banks are floated, as Beijing plans.
The China Bubble is expanding dangerouslyAt one time, China's
autarkic economy protected it from outside influence. But along with this week's
figures on economic growth came another ominous big number. From once being
nearly self-sufficient in oil, China is now the second biggest oil importer in
the world - and is on the verge of needing massive coal imports as well. The

A recent Zogby poll found that even in red states, which voted for George W. Bush, 32 percent of the public believes that the election was stolen. In blue states, the fraction is 44 percent.  Now imagine this: in November the candidate trailing in the polls wins an upset victory — but all of the districts where he does much better than expected use touch-screen voting machines. Meanwhile, leaked internal e-mail from the companies that make these machines suggests widespread error, and possibly fraud. What would this do to the nation?  Unfortunately, this story is completely plausible. (In fact, you can tell a similar story about some of the results in the 2002 midterm elections, especially in Georgia.) Fortune magazine rightly declared paperless voting the worst technology of 2003, but it's not just a bad technology — it's a threat to the republic.  First of all, the technology has simply failed in several recent elections. In a special election in Broward County, Fla., 134 voters were disenfranchised because the electronic voting machines showed no votes, and there was no way to determine those voters' intent. (The election was decided by only 12 votes.) In Fairfax County, Va., electronic machines crashed repeatedly and balked at registering votes. In the 2002 primary, machines in several Florida districts reported no votes for governor.  And how many failures weren't caught? Internal e-mail from Diebold, the most prominent maker of electronic voting machines (though not those in the Florida and Virginia debacles), reveals that programmers were frantic over the system's unreliability. One reads, "I have been waiting for someone to give me an explanation as to why Precinct 216 gave Al Gore a minus 16022 when it was uploaded." Another reads, "For a demonstration I suggest you fake it."  Computer experts say that software at Diebold and other manufacturers is full of security flaws, which would easily allow an insider to rig an election. But the people at voting machine companies wouldn't do that, would they? Let's ask Jeffrey Dean, a programmer who was senior vice president of a voting machine company, Global Election Systems, before Diebold acquired it in 2002. Bev Harris, author of "Black Box Voting" (www.blackboxvoting.com), told The A.P. that Mr. Dean, before taking that job, spent time in a Washington correctional facility for stealing money and tampering with computer files.  Questionable programmers aside, even a cursory look at the behavior of the major voting machine companies reveals systematic flouting of the rules intended to ensure voting security. Software was modified without government oversight; machine components were replaced without being rechecked. And here's the crucial point: even if there are strong reasons to suspect that electronic machines miscounted votes, nothing can be done about it. There is no paper trail; there is nothing to recount.  So what should be done? Representative Rush Holt has introduced a bill calling for each machine to produce a paper record that the voter verifies. The paper record would then be secured for any future audit. The bill requires that such verified voting be ready in time for the 2004 election — and that districts that can't meet the deadline use paper ballots instead. And it also requires surprise audits in each state.  I can't see any possible objection to this bill. Ignore the inevitable charges of "conspiracy theory." Correspondent NEW YORK - The German government 
has agreed to compensate Nazi concentration camp survivors who were subjected to 
medical experiments during the Holocaust. An official announcement on the new 
compensation program, to be administered by the New York-based Claims 
Conference, is expected to be released during the coming days. 
A symbolic, one-time compensation of 
8,300 DM (about $5,400) will be paid to each of the 1,778 survivors of the 
medical experiments, who were held in special blocks of the concentration camps 
set aside for this purpose. Most of these survivors are now in their eighties or 
older. Another 119 people whose family members died as a result of these 
experiments are also slated to receive this special compensation.

There are 389 survivors of the Nazi medical experiments who now live in 
Israel; the remaining survivors (or their heirs) are scattered among 33 other 
countries.

The proposal for this special program for the victims of Nazi medical 
experiments was first made by the Claims Conference in discussions with the 
German government that resulted in the Program for Former Slave and Forced 
Laborers, a global compensation agreement signed in 2000.

In recent years, the Claims Conference has administered the distribution of 
payments to Holocaust victims from several humanitarian funds. Some of the money 
for these funds came from the dormant accounts of Holocaust victims at Swiss 
banks.

The executive vice-president of the Claims Conference, Gideon Taylor, told 
Haaretz that a major effort was made to locate the surviving victims of Nazi-era 
medical experiments. Now that this effort has been concluded, he explained, the 
Claims Conference will begin distributing the compensation payments.

Part of this effort also included collecting testimony from the survivors. 
These testimonies will now be officially published; some of this documentation 
will be stored at the New York offices of the Claims Conference, and some will 
be transferred to Yad Vashem in Jerusalem.

"Until now, there was little historic research focusing on the victims of 
medical experiments," Taylor said. "The information we found will make a huge 
contribution to investigating some of the most horrendous events in world 
history."

According to the victims' testimonies, the Nazi doctors carried out 178 
different types of experiments on their human subjects in over 30 concentration 
camps. The most famous case is that of Josef Mengele, a physician and SS officer 
known as the "Angel of Death" at Auschwitz.

Mengele coordinated the "selection" process for those arriving at 
Auschwitz, and was known for his cruelty and pseudo-medical experiments, 
particularly those involving twins and midgets.

Many of the experiments entailed the amputation of organs without 
anesthesia. Others experiments included injections of viruses and attempts to 
find a way to change the color of eyes.

Most of the survivors who provided testimony asked to remain anonymous. A., 
an 83-year-old woman who now lives in Israel, was a prisoner at Auschwitz for 
two years (1943-45). "The experiment was done on my uterus," she said. "I 
received an injection in my uterus and, as a result, I suffered from terrible 
pain for a year and a half, and my uterus shrank to the size of a 
4-year-old."

Probe of Intercepted Messages Focuses on Shelby
Justice Department Investigating Leak of Classified NSA Material Regarding
Sept. 11 Attacks

The Justice Department's 18-month investigation into the leak of classified
intercepted messages is focusing on Sen. Richard C. Shelby (R-Ala.), who was
chairman of the Senate Select Committee on Intelligence at the time of the
disclosure, according to a law enforcement official and congressional
sources.

A grand jury has been hearing information and has taken the testimony of at
least two witnesses, including Shelby's former press secretary, sources
said. The investigation centers on the disclosure in 2002 that the National
Security Agency had intercepted two messages on the eve of the Sept. 11,
2001, attacks signaling that something was to happen the next day. The
cryptic messages were not translated until Sept. 12.

Shelby has since left the committee and is chairman of the Senate Banking
Committee. He said in a statement yesterday: My position on this issue is
clear and well-known: At no time during my career as a United States Senator
and, more particularly, at no time during my service as Chairman of the
Senate Select Committee on Intelligence have I ever knowingly compromised
classified information.

To my knowledge, the same can be said about my staff. We have provided the
investigation with our full cooperation in the past, and we will continue to
do so. The statement said Shelby has had no contact with investigators for
more than a year.

Shelby's former press secretary, Andrea Andrews, has moved to Texas. Neither
she nor her attorney could be reached to comment yesterday.

It was unclear yesterday how close the FBI is to concluding its
investigation, or for how long it has focused on Shelby.

On June 19, 2002, CNN, citing two congressional sources, quoted phrases
contained in two classified NSA intercepts from Sept. 10, 2001, that hinted
of an impending terrorist operation. The intercepts included the phrases

revealed by NSA's director, Air Force Lt. Gen. Michael V. Hayden, during a
closed session of a joint House-Senate panel investigating the Sept. 11
attacks.

At the time, Vice President Cheney chastised committee members publicly
about the disclosure of sensitive information. Critics said the
administration was trying to stop public disclosure of embarrassing
information about the lapses in intelligence and security surrounding the
attacks.
Cheney's criticism prompted the House and Senate intelligence committees to
encourage an FBI investigation of themselves. Within two months, FBI agents
had the phone records, appointment calendars and schedules of 17 senators
and had questioned more than 100 people, including all 37 members of the
committee and about 60 staff members.

The agents typically asked lawmakers and staff members if they were willing
to take polygraph tests.

Meanwhile yesterday, Democratic members of key House committees said they
were frustrated by a lack of information about another leak investigation:
the FBI's probe of who disclosed the identity of a CIA case officer, Valerie
Plame, who was undercover.

In December, seven members of the House asked the Justice Department for a
progress report on the investigation, launched to find out who told
columnist Robert D. Novak that Plame is a CIA officer. Plame is married to
former ambassador Joseph C. Wilson IV, a prominent critic of the
administration's Iraq policies, who concluded during a 2002 CIA-sponsored
mission to Africa that there was little evidence Saddam Hussein sought
uranium there. Wilson says he believes his wife's identity was disclosed in
retaliation for his

Where did all the Kodak jobs go?

At the end of last year Kodak had a workforce of 20,6000
hundred in Rochester. That's down from 2002 when Kodak
had 22,000 employees in Rochester. So, where did the
jobs go? Most of Rochester's job losses went overseas.
Kodak says it has major manufacturing operations in 13
other countries.

At Kodak Park, you can't help but notice the empty
parking lots. Acres and acres of them.  Some of the
people who used to work at Kodak may still live in the
area but the jobs have gone elsewhere.

Just last summer, the last single use camera was made in
Rochester and 500 local people lost their jobs. Some
found other jobs within Kodak only to face further job
cuts.

Kodak disposable cameras are now made in Mexico and in
China, where workers reportedly are paid as little as a
$1.00 an hour.  Kodak employs 6,000 people in China.

NEWS 10NBC has learned that the company has been
outsourcing hundreds of information technology jobs to
India.  Because they are computer jobs, they can easily
be done in a country halfway around the world where the
yearly salary may only be one-fifth of what a U.S.
Worker earns.

In Guadalajara, Mexico, Kodak has a major presence.  The
manufacturing plant there looks like a smaller Kodak
park.

No one apparently tracks the number of local jobs lost
overseas but according to the state labor department,
the six-county Rochester metro area had 129,000
manufacturing jobs in 1990.  At the end of last
December, that number had shrunk to about 84,000. A net
loss of more than 45,000 jobs or about 35 percent.

Congresswoman Louise Slaughter late Thursday talked
about U.S. Companies shipping jobs overseas in search of
cheaper labor costs. 'The companies moved out where they
could get people at deplorable wagesI think the wages
they got there have never risen above $5.00 a day.'

As recently as the 1999 Kodak shareholders meeting, then
CEO George Fisher said the company felt it was moving in

MARKET REVIEW: DAVOS

TIES FORBIDDEN, reads a sign near the main entrance of this
weekend's World Economic Forum in Davos, Switzerland.

Apparently, the dress-down era of central banking has arrived.
Gone are the three-piece suits and the silver cufflinks... Gone
too is the monetary orthodoxy to which earlier generations of
central bankers pledged their allegiance.

Orthodoxy is out; expedience is in.

During what we may now call the tie era of central banking, the
doctrine of price stability was the guiding fashion. But today,
price stability is as outmoded as a Half Windsor. The central
bankers of the world have decided, en masse, to loosen their
collars, sell off their gold reserves, print paper currency and
reflate their economies.

With every global precinct reporting, writes James Grant in the
latest issue of Grant's Interest Rate Observer, the votes are in
and counted. The winner is inflation. The world has elected red
ink [and] ultra-low interest rates. Ushering inflation to its
inaugural ball, says Grant, is the corruption of the
international monetary system, of which the dollar bear market is
only one unsightly blemish.

We are sympathetic to Grant's perspective. But, so far, inflation
remains a relatively rare sighting. The U.S. economy, in
particular, seems to inhabit a kind of inflationary Eden; a
paradise featuring lots of the good inflation – rising shares
prices – but very little of the bad inflation – rising beer
prices.

Just as Greenspan promised, economic growth is reviving and
inflation is, to use the chairman's term, quiescent. However,
eventually – timing uncertain – America's massive, accumulated
deficits will begin to weigh on economic growth, at which time our
quiescent inflation will become a deafening annoyance. But that's
a problem for another day.

In the here and now, investors will continue buying stock and
bonds and whatever else they think will make them money, not
worrying about the future value of the money they hope to be
making. Will a Big Mac cost $3.00 in 2008 or $30.00; they do not
care.

Last week, the inflation-indifferent lumpeninvestoriat took a
small breather from buying stocks or bonds or dollars. (But they
did buy a little gold). The Dow's eight-week winning streak came
to a halt last week, as the blue chip index slipped 32 points to
10,568. The Nasdaq slumped 16 points to 2,123. Meanwhile, the
dollar tumbled anew, falling to $1.258 per euro from $1.239 the
week before. Gold edged higher to $408.10 from $406.75.

The stock market's sell-off may be far from over, according to Dan
Denning, editor of Strategic Investment. Keep an eye on the VIX,
says Dan. Judging by the recent action in the Volatility Index
(VIX), investors are in a collective coma. The lower the VIX, the
more complacent investors are... [Therefore], the lower the VIX,
the better the chances that the stock market is about to
experience a descent.

Last Thursday, the VIX hit an 8-year low. At the Chicago Board
Options Exchange, Barron's reports, the volatility index, or
VIX, closed below 15 for the first time since 1996. VIX is a
measure of anticipated market volatility, and traders simply
aren't expecting any drama these days -- not when the stock gauges
move in such small, soothing steps.

The low VIX reading finds ample corroborating evidence in the
world at large. Everyone, it seems, is bullish on stocks, while no
one, it seems, worries about what might go wrong.

For example, even though the world's central bankers have turned
their backs on the doctrines of their forbears, very few investors
worry about inflation. To the contrary, the lumpeninvestoriat –
most of whom tossed out their ties in the late 1990s – trust in

The Bush presidency has increased eminent scholar Chalmers Johnson's
disillusionment with the role the Bush administration is playing on the
global stage as well as at home. In this essay, excerpted from his
forthcoming book of the same title (Henry Holt) he develops his argument
about the impending sorrows of empires. Johnson is particularly concerned
about the increasing militarisation of the United States, the reduction in
civil liberties and the economic consequences for the U.S. and its

 From the moment the United States assumed the permanent military
domination of the world, it was on its own--feared, hated, corrupt and
corrupting, maintaining order through state terrorism and bribery, and
given to megalomaniacal rhetoric and sophistries while virtually inviting
the rest of the world to combine against it. The U.S. had mounted the
Napoleonic tiger and could not get off.

Four sorrows, it seems to me, are certain to be visited on the United
States. Their cumulative effect guarantees that the U.S. will cease to
resemble the country outlined in the Constitution of 1787. First, there
will be a state of perpetual war, leading to more terrorism against
Americans wherever they may be and a spreading reliance on nuclear weapons
among smaller nations as they try to ward off the imperial juggernaut.
Second is a loss of democracy and Constitutional rights as the presidency
eclipses Congress and is itself transformed from a co-equal executive
branch of government into a military junta. Third is the replacement of
truth by propaganda, disinformation, and the glorification of war, power,
and the military legions. Lastly, there is bankruptcy, as the United States
pours its economic resources into ever more grandiose military projects and
shortchanges the education, health, and safety of its citizens

  The first Iraq War produced four classes of casualties--killed in action,
wounded in action, killed in accidents (including friendly fire), and
injuries and illnesses that appeared only after the end of hostilities.
During 1990 and 1991, some 696,778 individuals served in the Persian Gulf
as elements of Operation Desert Shield and Operation Desert Storm. Of these
148 were killed in battle, 467 were wounded in action, and 145 were killed
in accidents, producing a total of 760 casualties, quite a low number given
the scale of the operations.
However, as of May 2002, the Veterans Administration (VA) reported that an
additional 8,306 soldiers had died and 159,705 were injured or ill as a
result of service-connected exposures suffered during the war. Even more
alarmingly, the VA revealed that 206,861 veterans, almost a third of
General Schwarzkopf's entire army, had filed claims for medical care,
compensation, and pension benefits based on injuries and illnesses caused
by combat in 1991. After reviewing the cases, the agency has classified

 In spring 1969 for instance, New Haven, Connecticut, chief of police James Ahern authorized his intelligence squad to establish wiretaps on Panther homes, despite a state law prohibiting the use of electronic listening devices. The New Haven police listened without acting while a known FBI informant compelled members to torture and ultimately murder a suspected police informant. In the winter of the same year in Chicago, FBI agent Roy Mitchell passed on information to the Chicago police that was used in a predawn raid that claimed the lives of Panther leaders Fred Hampton and Mark Clark. After the police laid the ground work, the FBI along with the courts legitimized their actions.
 The permissive environment therefore extended from the cop on the beat and the FBI agent in the field to the state and federal court system, all designed to neutralize political agitators. This phenomena is described best by Chicago policemen Howard Saffold in the Eyes on the Prize series as "open season," when police did not have to worry about the law. The government used the trials to remove potentially threatening influences from circulation and, at times, applied a "Garveyesque" strategy of steeping black political agitators in legal trouble. The goal was to decimate the membership of these organizations with an eye toward disruption. The motives of the federal government were not invisible, and by 1970, many prominent Americans spoke out to denounce what was happening. Referring to the trial of several Black Panthers in New Haven in 1970, for instance, Yale University president Kingman Brewster angered vice president Spiro Agnew and many others in the government when he expressed his doubts that a black revolutionary could receive a fair trial in the United States.

forgotten in prison. This is my 28th year, and I've seen others come and
go and return again. I can't help but feel a great sorrow for many of
these young men who keep coming back for one reason or another; most of
which are alcohol-related offenses. So much has changed since I came here
and yet, in many ways, it's still the same.

The government, under the pretext of security and progress, liberated us
from our land, resources, culture, dignity and future. They violated every
treaty they ever made with us. I use the word "liberated" loosely and
sarcastically, in the same vein that I view their use of the words
"collateral damage" when they kill innocent men, women, and children.

They describe people defending their homeland as terrorists, savages and
hostiles, and accuse us of being aggressors. We have never fought a battle
or war that was not on our own land; we never fired the first shot ...
ever. My words reach out to the non-Indian: Look now before it's far too
late - see what is being done to others in your name and see what
destruction you sanction when you say nothing. Your own treaty, the one
between yourselves and the government, is being violated daily; this
treaty is commonly known as the Constitution.

With us, they started a little at a time, encroaching on our rights until
we had none at all. It will be the same for the Constitution; this is not
conjecture, but fact. We are not embattled with the color of man, but with
the weakness of man, a mindset that lusts for power and wealth at the
expense of life.

Men of all colors, cultures and religions must stand together to oppose
the genocidal policies that face us all as the corporate world seeks to
enslave all, and pit one nation against another.

If you avoid breaking laws and do what you're told and ignore the poor,
the oppressed and the downtrodden - you probably won't be bothered. If you
try to right what is wrong, however, you will surely meet great opposition
and run the risk of imprisonment or death.

I am a Sun Dancer. I took a vow for my people. I chose to seek the
Creator's will and to follow it to the best of my ability. I WILL NOT
STAND DOWN FROM THAT VOW. I will continue to speak, write and organize
until Grandfather himself quiets my life. If I can do this in prison, I
have no doubt you can do much better from where you stand.

I encourage you to do your best, be kind to one another, seek harmony and
balance with all natural life, enjoy what freedom you have left, and most
of all, never, never give up.

The way it was reported in the papers here is that the job layoff came
because Kodak had to work with the change to digital photography.  Here
in Chicago we have story after story about companies sending jobs to
other countries.  Primarily I'm socially conservative, but I think we
have to face that two things are happening.  There is corporate
consolidation taking place.  Fewer and fewer independent companies and
more under single banner corporations with many subgroups.  Then there
are what Democrats call tax cuts to the rich, which seem to be tax cuts
not for individuals who will use that money to start jobs in the US, but
who use that money to support where they can gain the largest profit,
from corporation who send their jobs overseas.  Middle and lower class
people who get money back from the tax cuts are supposed to spend that
money to keep the economy up.  People in the US have an ideal of
economic prosperity which they believe is sustained by their own
efforts.  Go to college, work hard, and you entitled to a two car garage
next to a nice large home or condo in the suburbs.  It's why people have
come here from other countries, for that opportunity.  This is not going
to continue under the new one-world plan when income is to be equalized
across the world.  The more corporate consolidation that takes place, so
much more smoothly the transition will be to a two tier system where
there will be those who have the power and those who do not, and
individuals who want to be part of the power structure better not think
they have any freedom of speech. No more middle class.  Social
conservatism will fall victim to this system.  Abortion and euthanisa
will delete the unproductive.  Homosexuality, because it produces no new
mouths will be acceptable.  Animal rights will transfer normal
compassion for humanity to animals.  The environmental concerns will
supplant concern for humans.  The move from monotheism (Judaism,
Christianity) will be replaced by New Age spirituality without morality.
(You can feel good about yourself without having responsibility for
anything.)   And so the change taking place goes.  This commentary may
seem a long way from Kodak sending jobs overseas, but I don't believe in
missing the woods picture while concentrating on the trees in the
woods.

Right now Bush appears to be an unknowledgeable flunky.  Heaven knows
his image of one of sincere.  I see no Democrat who has integrity, who
doesn't buy into the one-world line.  If someone appeared on the tube
who claimed to be a savior of America, I would probably run for the
hills, knowing that he/she was a set up.

The bottom line is that we will probably have to go through much
destruction for many years with very few of us surviving because the
one-world system doesn't work where human nature is concerned.  Another
reason I have very little hope for the future is that I see people
hidden in their own little created caves, hoping the world passes them
by without their putting out any effort to help the community at large.
Oh well, some did survive the Nazi holocaust of Jews, Germans, Polish
people, Christians, and other groups.  Wishing is as good as working for
those who survive, but for the others...

"David Kay, who stood down yesterday as head of the Bush administration's hunt for weapons of mass destruction in Iraq, said that he did not believe that any stockpiles of such weapons ever existed. Mr Kay, a former UN inspector, said that most of what was going to be found in the hunt for Saddam Hussein's WMD had already been uncovered. The returning of sovereignty to the Iraqis would make the search more difficult, he added. "I don't think they existed," Mr Kay said, referring to Saddam's alleged stockpiles of chemical, biological and nuclear weapons.
