Despite research that shows drug use is down among high school seniors since the early 1980s, school systems nationwide are becoming more aggressive at trying to curtail the problem. And the federal government is helping, with grants to more than 20 school systems that want to try the new spray. If the Broward School Board approves the kits this fall, a principal could rub sticky paper on a locker or desk -- or anything else that might have been touched by a drug user -- and then spray it with a chemical to find traces of marijuana, cocaine, heroin, speed and Ecstasy. The paper may display one of a rainbow of colors, depending on the illicit substance: reddish-brown for marijuana, purple for heroin, canary yellow for amphetamines. Downplays Usage The school district is downplaying the scope of the kits, saying they would only be used when there is probable cause to suspect drug use, to confirm or debunk suspicions that a student is on dope. ''My intention is not to swab kids,'' said Joe Melita, the Broward school district's chief investigator. ``It could be used if a parent is worried about their child and needs the school's help.'' A positive test from the kit would likely steer a student to the guidance office, not the police station, Melita said. ``We don't want this to be a punitive thing.'' The U.S. Supreme Court allowed public schools two years ago to drug- test students who participate in extracurricular activities, expanding a 1995 ruling allowing testing for athletes. Neither Broward nor Miami- Dade schools conducts those tests, despite the green light. If approved, Broward would join a handful of school districts nationwide -- including Palm Beach County -- that have used the kits, made by a Washington, D.C., firm and funded with a federal grant. By Reza Fiyouzat Now that the ultimate seat of political authority in Iraq, at a suitably secret ceremony, has officially been smuggled from the Green Zone in Baghdad to the backrooms in the White House, political and strategic strings controlling the fate of Iraqi people can be pulled and cajoled more conveniently from behind the scenes, at the whim of the imperial planners in Washington, D.C. The Iraqi population in general and the Iraqi resistance in particular will no doubt continue to consider the presence in their country of over 150,000 foreign soldiers and paid mercenaries, who do not take their orders from the Iraqi people, as nothing but a foreign occupation. Their resistance is only likely to grow and multiply. If history is any indication, widening the conflict is one option open to an aggressor wielding substantial military superiority coupled with moral and ethical bankruptcy. At some point, conditions will ripen enough to produce the necessary pretexts so as to invade another country preemptively, so as to take the fight to yet another enemy. This, of course, does not have to happen overtly; at least not initially. Enter Ambassador Negroponte. As explained by Ghali Hassan (CounterPunch, June 4, 2004), John Negroponte has a healthy portfolio of managing death squads and death squad-related state bureaucracies in Honduras, as Reagan's ambassador to that country from 1981-1985. Nicaraguan, El Salvadoran and Honduran peasants and revolutionaries have paid a huge price in limbs, lives, crops, families, churches, schools and hospitals and entire hamlets and fields lost to learn of this vicious functionary's efficiency in organizing torture and brutality. As Iranians, therefore, some of us are more than slightly worried to see him move next door. Deeply worried we are, of course, for the Iraqi people that a death-squad manager is going to be one of the main arbiters of real power in Iraq, a country in which death squads are already roaming freely. They are called, now, the International Peace Keeping Forces, or something equally fictional. Negroponte is not only good at training and directing death machineries, he has the expertise to work regionally, across borders. Hence the alarm among some Iranians. Here is a related reason to worry about Negroponte moving into our "inexplicably" unstable neighborhood. According to documents released by the National Security Archives on June 22, 2004, there were plans drawn up by the CIA in late 1952, early 1953 to train and arm a guerilla army in southern Iran, as a contingency backup in case Operation AJAX had not been successful. Operation AJAX, you may remember, was the infamous covert coup organized and successfully carried out by CIA and the British intelligence, in August 1953; in the process, overthrowing the democratically elected Iranian Prime Minister, Mohammad Mossadegh, and installing Mohammad Reza Pahlavi as an absolute monarch, a brutal dictator, who thereafter kept his more than friendly relations with the U.S. and the UK to the hugely profitable advantage of the latter. At the time the coup organizers were planning, drafting and redrafting their schemes, one particular point of anxiety was that in case of a failed coup, the communists (Tudeh Party), utilizing their popularity among the rank and file of the National Front (Mossadegh's party), would gain the upper hand and would seize some or all state power in Iran. For this contingency, the organizers needed a guerilla army that would literally target communists. Although this particular Plan B was eventually shelved (or, maybe the coup was successful enough?), we can look at this as a prototype for what the US later used in Guatemala, the Bay of Pigs invasion, or even as a precursor to the Contras and other death squads funded, trained and sustained in Central America throughout the 1980s. In fact, Kermit Roosevelt, the operations-manager for carrying out the CIA coup in August 1953, in his Countercoup: The Struggle for the Control of Iran, at the very end of the book, recounts an interesting moment, after the completion of the coup, when making his final report to John Foster Dulles, who was leaning back in his chair, riveted by the retelling of the story by the unseemly action-man. "Despite his posture, he was anything but sleepy. His eyes were gleaming; he seemed to be purring like a giant cat. Clearly, he was not only enjoying what he was hearing, but my instincts told me that he was planning as well," (Countercoup, p. 209) And sure enough, "Within weeks I was offered command of a Guatemalan undertaking already in preparation Ũ I declined the offer,"

First of all, a girl born to a family incurs the eventual financial burden of a dowry. But even more significantly, perhaps, sons are cherished because they will carry on the family name. For all time, the outcome of a pregnancy, a boy or a girl, has been a lottery - until now. With the advance of medical science, it is now possible to know whether a fetus is male or female. Accordingly, it is reported that to avoid the birth of a girl, many pregnancies are being terminated. In addition, of course, there is the more ruthless option of female infanticide. If these practices of sex selection were to become widespread, it is obvious that there would be many more males than females in the coming generations. Thus an intriguing paradox emerges. The attempt by each couple to produce an heir that will carry on the family name, results in fewer potential wives in the population, and thus a decreased opportunity for the sons to fulfill their filial duty. The upshot: the ability of each couple to achieve the benefit of a male child, diminishes the opportunity of all couples to have grandchildren, and thus carry on the family name. In sum: what is good for each family is bad for all families. An obvious solution would be to outlaw female feticide and infanticide, so that the sex ratio on the population would return to an approximately normal 50-50. Bad for each, good for all. The paradox of good for each, bad for all, and its reciprocal bad for each, good for all, far from being accidental consequences of this bizarre case are arguably the very foundation of social life and the fundamental justification of government. Furthermore, the failure of the radical right - libertarians, free-market absolutists, self-described conservatives - to acknowledge this paradox, renders their doctrines politically untenable and morally indefensible. That will be the contention of this essay. But first, consider some additional examples: The voting paradox. Much easier to stay at home and let others take the trouble of studying the issues and going to the polls (good for each). But such apathy erodes the foundation of democracy and leads to autocracy (bad for all - except the autocrats, of course). Conversely, it is the civic duty of each citizen to take the trouble to study and vote (bad for each), if a democratic government is to flourish (good for all). The Wal-Mart menace. Face it, Wal-Mart offers the lowest prices in town, so it is to the advantage of each individual to shop at Wal-Mart. But the terrible wages and working conditions at Wal-Mart drive down the wages and working conditions at competing stores, and, furthermore, the central business districts of small towns throughout the country are being devastated. That which is good for each shopper is bad for the community and for workers in general. If, like me, you choose not to shop at Wal-Mart, you will lose in cost and convenience - bad for each. But if the boycott is widespread, the Wal-Mart plague will be contained, wages will rise, and Mom and Pop in the downtown stores will thrive again - good for all. One solution, of course, is for the workers to organize and to act collectively (union dues are bad for each worker and good for all, as they help to improve wages and working conditions). A few hours later five Palestinian gunmen were killed in Gaza by Israeli forces protecting the approach road used by Israelis from the Jewish settlement of Netzarim. The army said its unit returned fire from one gunman and then shot four others who subsequently approached the structure occupied by the troops. The boy killed in Rafah, named as Omar Za'ran, was pronounced dead by medics at the local hospital, after he was brought in from the Brazil section of the town's refugee camp. Bashir Abu Jlidan, 18, said: We were playing football when Israeli tanks ... started firing inside the camp and towards us. He said that the boy had fallen to the ground, bleeding. Palestinian sources said a force of 15 armoured vehicles backed by Apache helicopters had entered the town. The army said it was a mission to find and destroy tunnels used by militants to smuggle weapons. It added that it was still checking reports of the boy's death. The army, which was still operating in Rafah last night, said it had discovered the shaft of a tunnel under abandoned stores near the Brazil camp. Palestinian sources said the force had begun to destroy houses in the area. Meanwhile, witnesses said Israeli helicopters had fired two missiles into Beit Hanoun in northern Gaza, injuring several people, one critically. Israeli military bulldozers began destroying olive groves and orchards in Beit Hanoun to strip militants of cover. And in a third Gaza incident, the sources said last night that at least one Palestinian gunman had been shot dead by an army patrol protecting the Jewish settlement of Netzarim.
