As best as I can determine, however, the formal organization took place in the summer of 1981 --not long after the March 30 almost-assassination of Ronald Reagan, after which George HW Bush was virtual President and Bush's "Octopus" network of Moonies/Arab terrorists/Nazis/Yakuza wasactive in the Iran-Contra, P2 in Europe, and in the Vatican. Thus, there's something incongruous, or disingenuous, in the descriptions by Gary North and others ("outer circle" members) of the CNP's founding "in elation at Reagan's election," without anyreference to thestill-freshmemory of theattempted assassination ofReagan. The absence of any reaction is even stranger if the founding of the CNP occurredafter the attempted assassination of Pope John Paul II, reputedly by a "Communist conspiracy" --guaranteed to exarcerbate the paranoiaof the John Birchers who were their coworkers-- because that, too, occurred in the same monthwhen theagendafor the CNP was set. All the more curious because the CNPwas founded --in being funded--byNelson Bunker Hunt, who, two decades earlier, had paid for theinflammatory anti-Kennedy billboards in Dallas that set the mood for the assassination of John F Kennedy andis thought to have been, with his father HL Hunt, one of the mastermindsofthe assassination itself -- andthe vice president who assumed the reins of government now during Reagan's incapacity was GeorgeHW Bush, likewise implicated in the JFK assassination (judgingbyanFBI memo dated November 22, 1963). The same "Octopus"typeshad beenpresent in 1963 as well, in orbit around HL Hunt and his Texas oil brethtren, the CIA's Howard Hunt (no relation), and the Mafia underworld of Miamiprotected and profited from by Republicans like Dick Nixon. So, this raisessome intriguing questions. Waspolitically naive populist Ronald Reagan targeted for assassination by the same group that executed the Kennedy assassination, in the hopes ofstirring up public outrageagainstan"Communist Conspiracy," to be blamed (as Castro was, unsuccessfully, forJFK's death) for the murder ofAmerica'spresident? The much-publicized "KGB plot" to kill the Pope would have lent credence to that claim. Reagan, however, "dodged the bullet" andsurvived theassassination attempt. Was that an unforeseen, unintendedresult --pulling the rug out from under an otherwise well-laid plan? WereVice President George HW Bush's actions, temporarily assuming the powers of the presidency, not part of "Plan A"but more of a "clean-up" operation, as "damage control"? After all, it was Nelson Bunker Hunt who, inpartnership with his WACL friends andCIA covertops pals, bankrolleda number of "Christian missionary" organizationsthat were in factCIA fronts used for psychological warfare operations to shore up local dictatorships and, that failing, as conduits for mercenaries tosystematically terrorizethe native population. One of these "evangelical" groups funded by Nelson Bunker Hunt was "World Vision," which has an interesting record ... World Vision ran the refugee camps where the CIA recruited Cubans for the Bay of Pigs fiasco. "Lone nut assassin" Lee Harvey Oswald worked with these groups. So did Claw Bertrand (Clay Shaw). Many of the people Jim Garrison investigated about the Kennedy assasination had been recruited at World Vision camps. World Vision had a lot to do with identifying targets for the Army's "Operation Phoenix" civilian assassination campaign in Vietnam. Still later, World Vision ran the refugee camps where the CIA recruitedNicaraguans and El Salvadoreans for the

Abramoff and Adam Kidan both pleaded guilty to conspiracy and wire fraud, but they won't have to report to prison immediately. The judge postponed their reporting date for at least 90 days so the two can continue cooperating in a Washington corruption investigation and a Florida probe into the killing of former SunCruz owner Konstantinos Boulis. Both deny roles in the killing. Abramoff pleaded guilty in connection with the corruption probe but has yet to be sentenced. In court Wednesday, Abramoff said the fraud case was "incredibly painful" for himself, his family and his friends. "In the past two years I have started the process of becoming a new man," he said. Under their plea agreement, both men had faced a sentence of between five years, 10 months, and seven years, three months in federal prison. U.S. District Judge Paul C. Huck also ordered them Wednesday to pay restitution of more than $21 million. Abramoff and Kidan admitted concocting a fake $23 million wire transfer to make it appear they had made a large cash contribution to the $147.5 million purchase of SunCruz Casinos. Based on that fake transfer, lenders provided the pair with $60 million in financing. The same week Abramoff pleaded guilty to the SunCruz fraud, he entered guilty pleas to three federal charges as part of a wide-ranging corruption probe that could involve up to 20 members of Congress and aides, including former House Majority Leader Tom DeLay, R-Texas. In addition to assisting in that investigation, Abramoff, 47, and Kidan, 41, are expected to give statements in the investigation into the Feb. 6, 2001, slaying of Boulis, who was gunned down at the wheel of his car amid a power struggle over the gambling fleet. Three men face murder charges, including one who worked for Kidan as a consultant at SunCruz and who allegedly has ties to New York's Gambino crime family. Both Abramoff and Kidan have repeatedly denied any role in or knowledge of the Boulis murder. But prosecutors say Kidan has not been ruled out as a suspect and defense attorneys say Abramoff could provide critical inside information about the dispute with Boulis, who also founded the Miami Subs restaurant chain. Ultimately, cooperation in those investigations could reduce Abramoff's and Kidan's sentences. Abramoff, who was wearing a tan baseball-style cap, didn't speak to reporters as he and his lawyers left court after the sentencing. Before the hearing, more than 260 people including rabbis, military officers and even a professional hockey referee wrote letters on the men's behalf asking the judge for leniency. The letters, obtained by The Associated Press, put a new spin on the foibles and crimes of a man who became the face of Washington's latest corruption scandal. "Jack is a good person, who in his quest to be successful, lost sight of the rules," National Hockey League referee Dave Jackson wrote, describing the time Abramoff brought 14 youngsters to his dressing room before a game. Kidan, in his own letter to the judge, said he knew the SunCruz deal was wrong but said he "was very caught up in the fast paced world of my partner and the high profile that came along with it." He added, "I am not the horrible person that the media has written about." Associated Press writer John Solomon in Washington contributed to this report. Copyright 2006The Associated Press. [CTRL] Church lobbyists battle to limit abuse suits, Ohio lawmakers
-Caveat Lector- House retains some limits on clergy sex-abuse suits 3/29/06 Julie Carr Smyth AP Columbus - "State lawmakers dropped a proposal Tuesday to create a one-year window for victims of sexual abuse by clergy to file lawsuits in cases up to 35 years old. Victims' advocates lambasted House Speaker Jon Husted for striking what they see as the bill's most important provision, which would have allowed victims who missed the lawsuit deadline to sue for alleged abuse. Husted, Republican of Kettering, said leaders were unable to reach a compromise that suits church officials and an outspoken victims' support network, whose members descended on the Statehouse the past two days." http://www.cleveland.com/printer/printer.ssf?/base/news/114362518756070.xmlcoll=2 Church lobbyists battle to limit abuse suits More than a dozen states consider lifting statutes of limitations By Joe Feuerherd Washington "In a series of emotional hearings taking place in state capitols across the country, clergy sex abuse victims and church lobbyists both say they want justice, though there’s no consensus on what that might look like or how to get there. Proposals in more than a dozen states would eliminate or temporarily suspend the statute of limitations on child abuse. Laws vary by jurisdiction, but typically forbid civil suits against alleged abusers and those who covered-up their crimes several years after the victim reaches age 18. Statute of limitations restrictions on criminal prosecutions tend to be more open-ended, but are also the subject of scrutiny in legislatures across the country. Legislative fights are hottest in Colorado, Maryland, Massachusetts and Ohio. Other states where legislation has been introduced include Florida, Hawaii, Iowa, Michigan, Minnesota, New Jersey, New York, Pennsylvania, Rhode Island, Washington and Wisconsin." http://ncronline.org/NCR_Online/archives2/2006a/033106/033106a.php www.ctrl.org DECLARATION & DISCLAIMER == CTRL is a discussion & informational exchange list. By Burt Scully Deploying the Right, Penetrating the Left, How the Discrediting Committee Works: Salon, NYT, and Ledeen, The Real Scandal of the Abu Ghraib Picture One of the most bizarre media tricks over the last weeks was the little psychological warfare drama organized around the issue of torture in Abu Ghraib, The New York Times published an interview with one of the many prisoners tortured in Abu Ghraib, Ali Shalal Qaissi, now living in Jordan. Qaissi is the leader of an association of the former prisoners of Abu Ghraib and he is trying to have at least a little part of the truth about the torture of prisoners in Iraq come out. Susan Burke, The Philadelphia lawyer who is representing Mr. Qaissi and other former prisoners in a lawsuit against civilian interrogators and translators, has explained in great and compelling details how this interview really worked ( http://www.rainews24.rai.it/ ran24/ inchieste/ video_abughraib/ abughraib_itvburque_eng.wmv) . And, of course there are official documents confirming the paper work used to set up the tortures, here, here, and here. [1] And for a background including documents, pictures and films go here and here. This initial timid attempt to claim the right to speak for those who were tortured and degraded by the whitened sepulchers that had claimed to the world they were invading Iraq to stop torture and to bring democracy did not go unpunished. Indeed, in a situation of generalized lies supported by an enormous media apparatus which has sold out or been intimidated by the dictatorial power of the US government and elite, the simple affirmation of basic truths is, rightly, considered dangerous and intolerable. Such a power is so arrogant and overwhelming that it has established that the truth is what it says is the truth. This is not an exaggeration, it is a the statement of a fact. And in order to enforce this official truth, the dictatorial power has created an enormous, unprecedented, apparatus of propaganda, intimidation, and distortion that has been progressively taking over even the servile news of just a few years ago. By implementing what fascism had only tried, this arrogant power has organized a large network of mignons which is capable of being deployed in a swarming (SWARMING) fashion against those who threaten to break the wall of the big lie. And so, we have today Fox news et similia in the US; and we have the creation of similar operations in many countries. Media that fill their mouths with the words democracy, freedom, and truth while being their paid executioner. A population that is obviously against the war, against torture, against dictatorship, and against invasions has been intimidated and has lost the most fundamental precondition for democracy and freedom: the ability to express in a meaningful and concrete way what they think. This population has been, intentionally, persuaded that what they think is of no consequence and that what they want has no effect. As in any fascist system, the purpose is to break the resistance of the population and to force them to go to whoever seems the strongest for protection. And the strongest appears to be, for the moment, the likes of OReilly and other demagogical liars with the license to intimidate. This, however, is only a part of the story. The fact is that no Fascism has magic power to control a victim population forever. A spontaneous and, in fact, insuppressible resistance has emerged. It has emerged without, and actually despite, what is presented officially as the institutions of the

Eldon Tanner and Marion G. Romney led the Church leadership to resort to the occasional practice of adding an additional Counselor to the First Presidency, which Hinckley became on July 23, 1981. At the time of Tanner's death in 1982, Romney succeeded him as First Counselor and Hinckley succeeded Romney as Second Counselor. During this time period, there were a number of questionable, new Mormon historical documents that began to surface, and Hinckley oversaw the purchase of some of these documents. Later, most of the newly-surfaced documents turned out to be forgeries of Mark Hofmann, including the Salamander Letter. Because of his prominence in the Church and his responsibility to oversee the purchase of historical documents, Hinckley became a key figure in the investigation of Hofmann. By this time, however, Hinckley was largely shouldering the burdens of the First Presidency himself. Though he officially remained Second Counselor, he was informally referred to in the press as "acting President of the Church." During a 90-minute oral argument on the legality of the military commissions President Bush has set up to try suspected terrorists, most members of the court resisted -- sometimes sharply -- the administration's request to dismiss the case because of a new federal law circumscribing appeals by suspected terrorists. Justice Anthony Kennedy told Solicitor General Paul Clement that he has "trouble with the argument" that, because of the new law, court challenges to the commissions must wait until the trials are over. "I had thought that the historic function of habeas corpus is to ... test the jurisdiction and legitimacy of a court," Kennedy said. Habeas corpus is the legal vehicle through which prisoners challenge the lawfulness of their detention by the executive. The court's defense of its own turf does not bode well for the Bush administration's arguments in defense of the military commissions, but it was still unclear how the justices might ultimately rule. Kennedy pitched one approach, under which the court might uphold the military commissions, as the administration wants, but require that they proceed in accordance with the Geneva Convention, an international treaty that protects war detainees, as its opponents urge. Then, he suggested, the court could "just remand it for (a lower court) to go into all these arguments." Other members of the court seemed attracted to invoking the Geneva Convention, saying that the administration's position creates a double standard because it accuses alleged terrorists of violating the laws of war while denying them the protections of international law. "I don't see how you can have it both ways," Justice David Souter told Clement. Chief Justice John Roberts is not participating in the case because, as an appeals court judge, he was part of the panel whose ruling in favor of the commissions is under review at the Supreme Court now. If the remaining eight members of the court split 4-4 on the merits, the lower court's ruling would be affirmed. In a Nov. 13, 2001, military order, Bush declared that military commissions would try and sentence foreign terrorism suspects for alleged war crimes. The commissions immediately came under fire from civil libertarians and other critics who argued that the president's order was not properly authorized by Congress, violates the Geneva Convention, and provides for no effective appeals. The case before the court Tuesday arises from a petition for habeas corpus brought by Salim Ahmed Hamdan, a former chauffeur for Osama bin Laden. He is one of 10 Guantanamo detainees scheduled to face military trials so far. No commission has yet reached a judgment in any case. The Bush administration argues that military commissions are a time-honored instrument of warfare, amply authorized by the president's constitutional powers as commander in chief, laws on military justice and a Sept. 14, 2001, congressional resolution sanctioning war in response to the al Qaeda attacks of Sept. 11. A decision in the case is expected by July. But Justice Antonin Scalia has already spoken his mind about some of the issues in the matter. I had a son on that battlefield and they were shooting at my son and I'm not about to give this man who was captured in a war a full jury trial. I mean it's crazy." Scalia was apparently referring to his son Matthew, who served with the U.S. Army in Iraq. Scalia did say, though, that he was concerned "there may be no end to this war." The comments provoked "quite an uproar," said Samantha Besson, a member of the Freiburg law faculty who had invited Scalia to give his talk, which was mostly about his "originalist" interpretation of the Constitution. This isn't the first time Scalia has commented on matters before the court: two years ago he recused himself from a Pledge of Allegiance case after making public comments about the matter. "This is clearly grounds for recusal," said Michael Ratner of the Center for Constitutional Rights, a human-rights group that has filed a brief in behalf of the Gitmo detainees. "I can't recall an instance where I've heard a judge speak so openly about a case that's in front of him—without hearing the arguments." Other experts said it was a closer call. Scalia didn't refer directly to this week's case, Hamdan v. Rumsfeld, though issues at stake hinge in part on whether the detainees deserve legal protections that make the military tribunals unfair. "As these things mount, a legitimate question could be asked about whether he is compromising the credibility of the court," said Stephen Gillers, a legal-ethics expert. A Scalia recusal (it's entirely up to him) would create problems; Chief Justice John Roberts has already done so in Hamdan because he ruled on it as an appellate judge. A Supreme Courtspokeswoman said Scalia has no comment. —Michael Isikoff www.ctrl.org DECLARATION & DISCLAIMER == CTRL is a discussion & informational exchange list. "I would appreciate notification by you as to whether that outstanding authority should be terminated, as I recommend [or]continued ...This matterrelates to cleaning up prior conditional operations in the field of national security " — Excerpt from August 19, 1961 memorandum toNational Security Advisor McGeorge Bundy fromJohn F. Kennedy's Presidential Assistant Frederick G. Dutton [ 1 ] It is something of a tradition in Washington for staffers from a Presidential administration exiting office to leave a few surprises for the incoming administration of the opposing party. In 2001, for example, Democratic White House office workers removed the letter "W" from computer keyboards in an effort to annoy President-elect Bush's people. Of course, the "W" prank sounds pretty innocuous when compared to the ten letters President Eisenhower issued to (mostly) private citizens in 1958 and 1959 granting them unprecedented power in the event of a "national emergency" (read: A-Bomb attack). What no doubt caught the eye of Mr. Dutton (as quoted above) is the fact that these extraordinary missives had no expiration dates on them. One can only imagine President Kennedy's reaction to this news in light of the fact that he was also dealing with other surprises left for him by those irrepressible Dulles brothers. In terms of gauging how the Kennedy administration felt about the General's Shadow Government appointments, historians are left, for now at least, with Dutton's follow-up letter to McGeorge Bundy calling attention to the Eisenhower Ten (E-10). It is a truly remarkable document in that it is written in a controlled bureaucratic style, but one that only half-masks the author's indignation over the fact that (a.) there are citizens roaming the country with authority to take over the government the day after World War III and (b.) Bundy hasn't even replied to his first letter! While Dutton's consternation is understandable, CONELRAD, in reviewing copies of the actual Eisenhower letters, has discovered a couple of mitigating factors that the peeved Presidential Assistant was, evidently, unaware of. [ 2 ] First of all, there were only nine post-war job openings. There were ten letters because one person quit his non-job a year after accepting, prompting the need for a replacement, hence the tenth letter. Secondly, of the nine, two of the positions were filled by Eisenhower cabinet secretaries and another slot was filled by the Chairman of the Board of Governors of the Federal Reserve. The remaining six were very accomplished captains of industry who, as time has proven, could keep a secret to the grave. [ 3 ] It should be noted that the sheer impressiveness of the Emergency Administrator roster caused Eisenhower Staff Secretary Gen. Andrew J. Goodpaster (USA, Ret.) to gush, some 46 years later, "that list is absolutely glittering in terms of its quality." In his interview with CONELRAD, the retired general also emphasized how seriously the President took the issue of Continuity of Government: "It was deeply on his mind." It should be pointed out that not all of President Eisenhower's thoughts on civil defense were uniformly positive. In a declassified White House memo dated July 25, 1956, the President is quoted rebuking Commerce Secretary Sinclair Weeks' assessment that, during the Operation Alert 1956 civil defense drill, his agency had evacuated 450 people "rather smoothly" to a relocation site. The memo offers the
