Neither are hit. SATURDAY 1:15 p.m. A 31-year-old black man walking across the street in Springfield, Ill., is shot in the buttock by a man in a blue Ford Taurus or similar make of vehicle. About 15 minutes later and eight blocks away, two black men are fired upon by a passing motorist. Neither are hit. 2:50 p.m. Three shots are fired at a black minister crossing the street to his residence in Decatur, Ill. One man is seriously injured when a bullet hits him in the leg. SUNDAY 11 a.m. Won-Joon Yoon, a 26-year-old Indiana University doctoral student, is shot and killed outside the Korean United Methodist Church in Bloomington. Witnesses recorded the license plate number of a car seen leaving the scene and it matched Smiths car. 9:30 p.m. A man matching Smiths description carjacks a minivan at gunpoint at a truckstop in Ina, Ill. As police pursue the van toward the town of Salem, the man, later identified as Smith, shot himself twice and the minivan crashed. As Smith struggled with deputies and police officers who tried to subdue him, Smith shot himself a third time in the throat with a .22-caliber semi-automatic handgun. Government agencies have long gathered personal information for specific reasons, such as collecting taxes. But never before have federal officials had the legal authority and technological ability to locate so many Americans found to be delinquent parents or such potential to keep tabs on Americans accused of nothing. The system was established under a little-known part of the law overhauling welfare three years ago. It calls for all employers to quickly file reports on every person they hire and, quarterly, the wages of every worker. States regularly must report all people seeking unemployment benefits and all child-support cases. Starting next month, the system will reach further. Large banks and other financial institutions will be obligated to search for data about delinquent parents by name on behalf of the government, providing authorities with details about bank accounts, money-market mutual funds and other holdings of those parents. State officials, meanwhile, have sharply expanded the use of Social Security numbers. Congress ordered the officials to obtain the nine-digit numbers when issuing licenses such as drivers', doctors' and outdoorsmen's in order to revoke the licenses of delinquents. Enforcement officials say the coupling of computer technology with details about individuals' employment and financial holdings will give them an unparalleled ability to identify and locate parents who owe child support and, when necessary, withhold money from their paychecks or freeze their financial assets. "They never get away from us anymore. It's just wonderful. . . . What you're trying to do in child support is build a box, four walls, around a person," said Brian Shea, the acting executive director of child-support enforcement in Maryland. "It has in some ways revolutionized this business." But privacy experts and civil libertarians say the scope of the effort raises new questions about the proper line between aggressive public policy and intrusive government snooping. In pursuing an objective that is almost universally applauded, the government has also created something that many Americans have staunchly opposed: a vast pool of fresh personal information that could be used in a variety of ways to monitor their lives. "What you have here is a compilation of information that is much better and more current than any other data system in the U.S.," said Robert Gellman, a lawyer and privacy specialist in the District. "All of the sudden we're on the verge of creating the Holy Grail of data collection, a central file on every American." Already lawmakers, federal agencies and the White House have considered expanding the permitted aims of the system to include cutting down on fraud by government contractors, improving the efficiency of the government and pinpointing debtors, such as students who default on government loans. Under the system, every employer must send information about new hires and quarterly wages to state child-support agencies. State officials gather the data, along with information on unemployment benefits and child-support cases, and then ship it to computers run by the Administration for Children and Families. ACF officials then use computers to sort and send back to state authorities reports about people obligated to pay child support. Government officials say the system is safe, accurate and discreet. They also say it is secure. Because it has, among other safeguards, systems that confirm the accuracy of Social Security numbers, officials say it will not intrude into the lives of most people. An examination of the program, however, shows that government officials have downplayed or overlooked a variety of privacy and security concerns as they worked to meet congressional deadlines. The computer system that houses much of the data at the Social Security Administration "has known weaknesses in the security of its information systems," according to a Dec. 31 report by the General Accounting Office. And authorities have not studied the frequency of mistakes that might arise from incorrect data, even though the system will enable local child-support enforcement officials to routinely freeze a parent's assets without an additional court hearing. -Caveat Lector- By "problem", I assume you mean drug use and/or abuse. Huxley, Alpert and Leary were right, regardless of their ties to Tavistock, the CIA et. al. Whether they were unwitting pawns of said organizations or actively involved in the conspiracy is another story, but the real problem always comes down to the issue of control. The CIA conducted its drug experiments for the purpose of manipulating and controlling people, not for the purpose of healing anyone or helping to expand consciousness. Since LSD et.al. can be used either way, I hardly see drugs (including LSD) as a problem, per se. Government involvement is the problem, and one that conveniently demands its own solution. Which is, of course, more government (i.e., more control). There's an interesting book called "Shamanism the Drug Propaganda -- Patriarchy and the Drug War" by Dan Russell that's a very interesting history of the topic. -Caveat Lector- ---snip--- Perhaps, human beings have always been trying to find change their consciousness through drugs of one sort or another. Two crimes that occurred within hours of each other Tuesday night, hundreds of kilometres apart, have raised questions about whether someone is trying to intimidate or silence those who are asking questions about the prison-blood fiasco. In Pine Bluff, Arkansas, someone firebombed a prosthetics clinic owned by Michael Galster, who has been pushing hard for a U.S. government investigation. The clinic was burned to its shell and fire officials, who found a gas container in Mr. Galster's attic -- where he kept his documents -- say they're "90-per-cent sure" the fire was arson. In Montreal, someone broke into the offices of the Quebec chapter of the Canadian Hemophilia Society, which recently unearthed documents that showed Finance Minister Paul Martin was a board member of the corporation that owned Connaught Laboratories, the company that fractionated and distributed the Arkansas prison plasma in Canada. Hemophilia Society officials say thieves stole a computer and three telephones. They also stole documents from a box labeled "Hepatitis C, Krever Commission, Reform of the blood system, HIV-AIDS." Police are investigating both incidents. Mike McCarthy, a Canadian hemophiliac at the forefront of pushing for answers into the prison plasma scandal, says he's convinced the two crimes are connected. "It's too much of a coincidence," he said, adding that someone is worried Mr. Galster and the victims are probing too close to the truth. "They're trying to find out what we know and erase the trail if they can." "I think they're also sending a message. They're trying to scare us into backing off. They're trying to put the fear of God into us, that if we pursue the truth it can get worse. That the next action might not just be buildings and records." The RCMP are examining the prison-blood scheme as part of their criminal investigation into the tainted-blood scandal. RCMP Cpl. Gilles Moreau said yesterday that the Mounties are willing to review any evidence local police in Montreal and Arkansas uncover. "We do not work in a vacuum," said Cpl. Moreau. "If there's information that is linked to the blood distribution system for the period that we're investigating, we're certainly not going to close our eyes to that information. We welcome any information that comes our way." The story of how prison plasma was collected and found its way into the bloodstreams of unsuspecting Canadians stands as one of the most shocking aspects of the tainted-blood tragedy. It's not known how many Canadians contracted HIV and hepatitis C from the plasma of Arkansas prisoners, who were paid $7 a unit, although it's likely that several hundred people were infected by the tainted products. At the time, U.S. companies that fractionate blood products had stopped buying prison blood because it was widely understood that, since many inmates practised unsafe sex or were intravenous drug addicts, their blood posed a high risk of carrying the AIDS virus. In Arkansas, a private firm, Health Management Associates, was given a contract by the state government to collect the prisoners' plasma. The firm had difficulty locating a U.S. customer but found a willing buyer in a Montreal blood broker, Continental Pharma Cryosan, which then sold the plasma to Toronto-based Connaught Laboratories. Connaught apparently didn't realize the plasma had come from prisoners. Canadians learned of the prison plasma scheme in 1995, when Justice Horace Krever's inquiry unearthed some aspects of the story. Last September, the Citizen revealed further details. Also last fall, Mr. Galster went public with his accusations about the Arkansas prison system, where he conducted orthopedic clinics during the 1980s. Mr. Galster published a book, Blood Trail, which is a fictionalized account of how the prison-plasma program worked. He wrote under a pseudonym because he feared reprisals. Soon after media stories began appearing, he revealed his true identity. In February, he organized and participated in a news conference in Washington where Canadian victims called for a probe by the U.S. Justice Department and announced plans to depose Mr. Clinton. Mr. Galster said yesterday he is reeling with shock from the firebombing of his clinic, which he has owned for 21 years. The El Cajon resolution joins similar action prohibiting fluoridation enacted in San Diego county in the last month by the City of La Mesa; Helix, Lakeside and Riverview water districts; and an ordinance by Escondido, listed as No. 4 on the State's fluoridation priority list. The northern California city of Santa Cruz (No. 12 on the list) led the way on March 2, with citizens voting in favor of the ballot initiative to prohibit the addition of any substance to the water that is intended to treat people rather than improve the drinkability of water. The cities of San Diego (No. 18) and Sunnyvale (No. 81) have long-standing laws to prohibit fluoridation, which also conflict with a 1995 unfunded State law that calls for all public water suppliers with more than 10,000 connections to fluoridate as the funds become available. Citizens of Canada awoke to a similarly refreshing no-nonsense view of fluoridation when they read articles published in the Toronto Star on April 25, and the Calgary Herald and Globe and Mail on April 28. All three newspapers detailed the outspoken statements by Dr. Hardy Limeback, long recognized and frequently cited as a leading advocate of fluoride. Dr. Limeback, Ph.D, DDS operates his own dental clinic, and is previous Head of Preventive Dentistry at the University of Toronto, a consultant to the Canadian Dental Association, and the organizer of a special conference on fluoride supplements held in Toronto in November 1997. Limeback's statements appear to be a continuation of the conclusions reached by the conference, which was attended by representatives of all of Canada's various dental health professional associations and agencies. The purpose of the conference was to arrive at an appropriate nationwide policy for recommending fluoride supplements for children, given the extremely high incidence of visible signs of fluoride over-exposure (dental fluorosis in 30-to-65% of all Canadian children). Both the conference and Limeback's personal opinion concluded that any reduction in dental caries was due to fluoride's topical effect rather than as a result of swallowing fluoride, and recommended that if a child used fluoride toothpaste that no additional exposure was necessary even in a non fluoridated community; however, both the conference and Limeback continued to support water fluoridation for the purpose of bathing the teeth with fluoride while drinking. In an interview with Michael Downey of the Toronto Star, Limeback now rejects that conclusion, ``We are now spending more money treating dental fluorosis than we would spend treating cavities if we were not fluoridated. Children under three should never use fluoridated toothpaste or drink fluoridated water. And baby formula must never be made up using Toronto tap water. Never. We tried to get (fluoride supplements) banned for children but (the dentists) wouldn't even look at the evidence we presented,'' said Limeback. Limeback's concerns do not stop with the effects of over-exposure on the teeth. He concedes that fluoride may be destroying our bones, our teeth and our overall health. ``We absolutely know about the tragic consequences of higher levels of fluoride, and we know it builds up over time.'' Limeback is currently studying fluoride buildup in the body. ``What we're finding indicates a trend: Torontonians have double the fluoride levels in their hip bones compared to Montreal, where water is not fluoridated.'' To the proponents of fluoridation that state, ``There is no proof that fluoride causes brittle bones or cancer'' at current concentrations, Limeback responds, ``These people haven't done any studies to find out what effect fluoride accumulation will have at current levels. How can they say it's safe when the studies haven't been done? Right now, we have people who have been ingesting fluoride for 35 years. Smith, 30, of Aberdeen, N.J., was arrested last Thursday, following a national manhunt. He will be arraigned in Monmouth County Superior Court at 7 a.m. PDT Thursday. According to New Jersey Deputy Attorney General Christopher G. Bubb, Smith's arrest was made as a direct result of information provided by America Online Inc. "I think they made the decision that David Smith wasn't a person they wanted to protect," he said. Legitimate use of technology? At least one online privacy expert, however, wasn't alarmed by the Smith case. David Sorkin, professor at Chicago's John Marshall Law School and associate director of the Center for Information Technology and Privacy Law, said he didn't see the Smith case as a case study in online privacy. The use of tracking technology to apprehend a suspect was legitimate, Sorkin said, so long as investigators had probable cause and obtained the appropriate court orders. Of greater concern to Sorkin is the fact that different jurisdictions even within the United States have different standards regarding electronic privacy. "The fact that they were able to, and did use, the identifier and Internet logs used by America Online demonstrates the extent to which peoples' movements on the Internet can be tracked -- and the potential dangers," Sorkin said. Keeping tabs on ISPs EPIC's Sobel said he would follow Smith's case "very closely" -- especially if it goes to trial. "I think the case, generally, is going to give us an interesting glimpse into how individuals can be tracked on the Internet. But, apologising for the loss of life, Nato spokesman Jamie Shea said that the "tragic accident" would not undermine the alliance's resolve to bring an end to Yugoslav President Slobodan Milosevic's ethnic cleansing of the province. Nato's admission came the day after more than 60 refugees were reported to have been killed in at least two attacks in the south of the province. 'Bombed in good faith' Hear the pilot talk through the bombing raid Speaking to reporters at Nato headquarters in Brussels, Mr Shea said: "A Nato pilot was operating over western Kosovo and saw villages being burnt. "This is an area where the Yugoslav special forces have been conducting ethnic cleansing in the last few days." Mr Shea said the F-16 fighter pilot identified vehicles moving on the main road between Prizren and Djakovica, a route described by Nato as a key military supply corridor. "The pilot attacked what he believed to be military vehicles," said Mr Shea. "He dropped his bomb in good faith, as you would expect of a trained pilot from a democratic country. "The pilot reported at that time that he had attacked a military convoy. "The bomb destroyed the lead vehicle which we now believe to have been a civilian vehicle." Mr Shea said that despite the accident, Nato was taking more measures than any other force in combat history to minimise harm to civilians. Pilot explains attack In a recorded debriefing, the unidentified pilot explained how he became convinced that the vehicles he attacked were Yugoslav forces systematically burning house after house. An eyewitnesses describes the attack "The picture that I'm getting is that MUP (Yugoslav) forces are methodically woking from the north to the south and forcing the Kosovo Albanians from their villages," he tells the interviewer. Operating with a wing-man, the F-16 pilot made several passes over a convoy near Djakovica. After identifying more than 60 vehicles, he spots a further three "uniform shaped dark green vehicles" stopping near a home. Fearing an attack on civilians, the pilot made two further passes below the cloud line. He "eyeballed" and then identified the vehicles with targeting equipment before bombing. Cook denounces 'hypocrisy' TV reports: Serb media have accused Nato of murder UK Foreign Secretary Robin Cook accused the Yugoslav authorities of hypocrisy. "How dare they now produce crocodile tears for people killed in the conflict for which they are responsible," he said. Marko Gasic, spokesman for the Serb Information Exchange, told the BBC that the convoy had been returning to the town of Djakovica when it was attacked twice by Nato bombers. Bombing intensifies During a night of clear skies, Yugoslavia was subjected to one of the heaviest air strikes since Nato raids began three weeks ago. Along with the article went the images of the area in question, images NATO provided using their spy satellites. Yellow markings indicate the area that "could be a mass grave". I guess it could. I also guess it could be trenches made for the army. The resolution is not good enough to determine what is the real purpose of the excavations. Of course, if Serbs dig the ground it's for the mass graves, right? Especially if NATO's spy satellites say so, the same satellites that NATO used to target a dummy radar in Belgrade suburb. They spent 30 Tomahawk missiles on that radar model before they finally realized it's not the real thing. Somehow, I'm inclined to doubt the conclusions drawn from the information provided by those satelites. In other words, it would be fishy if it wasn't already ridiculous. Another fine example of "Allied Force" targeting skills caused a real massacre today, when the cruising missiles hit the passenger train passing the bridge in Grdelica gorge. The locomotive and first wagon were out of harms way when the missiles arrived, but they hit third and fourth vagon in the bull's eye. There results were disastrous and the aftermath is still in progress. So far the teams managed to drag only 16 survivors out of the wreckage, 16 severely injured people. They also managed to pull out 7 scorched bodies, one of them being a 10 year old girl. Nobody knows yet how many people exactly died there. I've seen one of the survivors on TV. They showed only the woman's face as she spoke about the explosion and how the roof of the train fell on her, which probably saved her life, and how she jumped from a 2 meter height, out of the wreckage, through the hell of burning steel and broken glass. I will never forget that face. I could look at it, but I couldn't tell how old she was. I don't doubt that NATO knew that the train was heading for the bridge. After all, they have all that sensory and targeting equipment, which they use very well to claim the presence of mass graves in Kosovo and to strike the car factory in Kragujevac. Somebody in the Allied Force must be very proud of this. All sorts of rumors can be heard these days, but the latest is the update about Albanian forces attacking our border. It is said that Osman Bin Laden is in Albania, along with 500 of his Mujahedins. For those of you who haven't heard of Osman Bin Laden yet, he's the supreme leader of all Muslim terrorists in the world. And for those who don't know what Mujahedins are, they used to be Muslim holy wariors, equivalent of Christian crusaders: fanatic warriors who believed that dying in Alah's name during a Jihad automatically brings them a place in heaven. Today they are elite Muslim mercenaries and terrorists. Now that we're acquainted with terms, let's review the situation again: the supreme terrorist leader with 500 elite warriors, preparing to attack the border. Being mercenaries, they have to be financed by someone. NATO claims that there will be no ground troops in Kosovo. Put two and two together and draw your own conclusion. Of course, these are only the rumors, but still very intriguing. Last update on the massacre in Grdelica gorge: the train wasn't hit from cruising missiles fired from ships. One of the survivors, from the first wagon, said that after the first missiles hit other wagons he jumped out the broken window, heard the sound of the airplane, saw the smaller, grey missiles heading for the train and then another round of blasts started. The facility is now known as University Hospital. The agreement was reached Friday when the last surviving patient from the study agreed to its terms. The suit -- which named the hospital and the federal government among defendants -- contended many of the patients' deaths were hastened by the treatment. Researchers in the 11-year study defended their actions as attempts to cure or ease pain in the earliest days of radiation therapy. The government was included in the suit because the Defense Department paid $651,000 for the test results to learn about the effects of radiation exposure. On Friday, the settlement earned the approval of Donna White Christy, the study's sole survivor, who was treated for cancer at the hospital when she was a child. Robert Newman, an attorney for about 50 of the plaintiffs, said the settlement will amount to about $50,000 for each family. Terms also include an apology from the government and a memorial plaque to be placed on the University of Cincinnati campus listing the patients' names. -Caveat Lector- Satellite 'Big Brother' eyes parolees By Gary Fields, USA TODAY Military satellites designed to guide nuclear missiles are being used to monitor prison parolees and probationers in a technological advance designed to reduce the nation's skyrocketing prison population. But critics say it also raises the specter of an Orwellian future. The ComTrak monitoring system uses 24 Defense Department satellites orbiting 12,500 miles above the Earth to track 100 people in nine states. The people under surveillance range from sex offenders in Chicago to juvenile delinquents in New Jersey. The cost of monitoring each person is $12.50 per day. It is a long way from a system originally designed by the Defense Department to help guide nuclear missiles. The Pentagon began leasing satellite time, allowing others to use the satellites, after the Cold War ended. "It's bullets to plowshares," says Jack Lamb, president and CEO of Advanced Business Sciences Inc., the Omaha-based company that developed the ComTrak system. The system has three main components: a bracelet the size of a wristwatch, a 3-pound personal tracking unit that resembles a walkie-talkie, and the battery charger/base that is kept at the monitored person's house and transmits information by telephone to a monitoring center . If the bracelet is broken or removed or the wearer is more than 50 feet from the tracking unit, an alarm is sent to the monitoring center. The system is programmed to set up zones where a person monitored can and cannot go, depending on the crime committed. For example, people with drunken-driving convictions can be tracked to set off an alarm if they enter local bars. Exclusion zones for a sexual predator can include schools and parks in a designated area. And an abusive husband can be tracked to ensure he stays clear of his wife's workplace, home or places she visits. When a person being monitored enters an exclusion zone, the tracking unit sends an automatic alert to monitoring centers in Omaha. Law enforcement authorities are alerted within minutes. At night, the tracker is placed in the charger, which downloads all of a person's movements that day - right down to the precise route the person took to work - and sends the record of movements to the monitoring center. Lamb says the potential for growth is "phenomenal." There are nearly 4 million people under some form of supervision in the USA. Of those, only about 11,000 are monitored electronically under the old system, which is unable to track a person's movements once he or she has left home. Some see the new system as a tool for judges grappling with a prison and jail population of 1.8 million people at a cost of more than $40 per day for each inmate. Percy Luney Jr., president of the National Judicial College at the University of Nevada, Reno, where judges receive training in such issues as alternative sentencing, says the system "gives judges an option for keeping people out of jail and away from all the negative influences there. It's also a cost-saver for the taxpayer." Lamb says his system also is an improvement over older technology, which can tell only if those being monitored leave home during restricted hours. "The problem with the old system is once they leave home, you have no idea where they are or what they are doing," Lamb says. Others involved in the prison industry, from defense lawyers to probation and parole officers and judges, acknowledge that the advanced monitoring system has potential. But there are some concerns about how far the use of such surveillance will go. Paul Rothstein, a law professor at Georgetown University, says the system has the potential "to change the face of law enforcement and incarceration." Nevertheless, he sees the "potential for creating a monster." Rothstein is concerned that the advances in technology could result in more and more people being subjected to electronic monitoring - not just those on parole. "You could end up with the majority of the population under some kind of surveillance by the government," he says. Jack King, spokesman for the National Association of Criminal Defense Lawyers, says his organization supports the electronic monitoring. He sees it as especially helpful in the case of someone who should be out on bail but is too destitute to pay it. He says he is concerned about such technology being used to monitor people who have served their sentences and paid their debts to society. "If it's to track someone who has done his full term, like a registered sex offender or a formerly dangerous felon, then the use of this technology becomes Orwellian with all the dangers to all our freedoms that suggests," King says. Helen Chenoweth - Congress must reclaim its authority When the order was given for American military personnel to attack Yugoslavia, it was not issued following a declaration of war from Congress. Nor was the order given by the President as a means of repelling a sudden attack on America by a foreign aggressor, or as a measure intended to rescue Americans abroad from unexpected peril. In fact, the order to attack Yugoslavia didn't even follow the pattern set in Korea and Vietnam, in which our nation was committed to protracted foreign wars through unilateral presidential action. On March 23rd, the order to commence hostilities was given to an American general by a Spanish Marxist - NATO Secretary-General Javier Solana. "I have just directed the Supreme Allied Commander of Europe, General [Wesley] Clark, to initiate air operations in the Federal Republic of Yugoslavia," announced Solana, who insisted that the attack "is intended to support the political aims of the international community." Congress played no role in defining those political aims, which means that the American people - in whose name Congress is empowered to act - were not permitted to play any role in the decision to commit our nation to war. In the run-up to our war with Yugoslavia, Congress was permitted by its leaders to carry out an impotent charade of debate. On March 11th, the House approved a non-binding resolution endorsing the use of American troops to enforce a peace agreement between the Yugoslav regime of Slobodan Milosevic and secessionist leaders in Yugoslavia?s Kosovo province. On March 23rd, just hours before Solana issued the order to begin the bombing, the Senate approved a resolution supporting the military campaign. But Clinton Administration officials, including the President, had by that time made it clear that while they sought approval of the military action from Congress, they did not consider it necessary for Congress to authorize the military strike on Yugoslavia. A few senators seemed to understand the constitutional implications of these actions. Senator Don Nickles (R-OK) pointed out, "If we start a massive bombing campaign, we?re going to war." Senator Ted Stevens (R-AK) described the prospect of waging an undeclared aggressive war upon Yugoslavia as "a precedent I don?t want to be involved in." Even more pointed were the comments of Senator Pete Domenici (R-NM). "I say shame on the President," declared Domenici, momentarily forgetting that Bill Clinton has repeatedly demonstrated that he is incapable of shame. "If this is such an important matter, why couldn?t [the President] trust the United States Senate and United States House and ask us whether we concur?" In order to appreciate the depth of the Administration?s deception regarding the war over Kosovo, it is necessary to understand that the war was "authorized" by NATO long before the bombing began on March 24th. The day after the war began, the London Telegraph reported that General Clark, NATO?s supreme military commander, "received his activation order for hostilities last October. The order was the official moment when authority over the forces to be used was transferred to him from the top brass of the member countries supplying them. The supreme commander does not need new permission from politicians or diplomats whenever he wishes to change tactics, or increase or scale back operations." (Emphasis added.) At 1:43 P.M. Eastern Standard Time on March 24th, with American bombers en route to Yugoslavia and just minutes before the first explosions were reported on the ground in Kosovo, White House spokesman Joe Lockhart explicitly admitted that the power to take our nation into war had been surrendered to a foreign official - namely, the NATO Secretary-General. Lockhart was asked by correspondent Helen Thomas, "Who gives the green light on this now? Is t the President himself, or the Supreme Commander of NATO...?" Lockhart replied, "The Supreme Commander of NATO acts on the authority of the political leaders of the NATO countries, and he has that authority." In brief, the power to declare war in Kosovo was exercised by NATO Secretary-General Solana; the power to make war was given to NATO?s Supreme Commander; the President of the United States played the role of "selling" the war to the public, and Congress was tacitly told that its duty was to rubber-stamp the decision to take our nation into war, and to authorize payment of the resulting expenses. "No power but Congress can declare war," observed Daniel Webster in 1846, "but what is the value of this constitutional provision, if the President of his own authority may make such military movements as must bring on war?" The Administration?s actions in committing our country to enforce, through military action, diplomatic initiatives in Kosovo presented Congress with a fait accompli. Moataz Al-Hallak, imam of the Islamic Society of Arlington mosque, was named on telephone and mailing lists for a bin Laden group supporting Afghan guerrillas in 1990, the newspaper said. His name surfaced again last August in the files of another Arlington man, Wadih el Hage, who was directing a bin Laden charity in Kenya. El Hage, who has acknowledged being bin Laden's personal secretary but denies any role in terrorism, is jailed in New York on charges of conspiring with bin Laden to bomb two U.S. embassies in Africa on Aug. 7. Twelve Americans were among the 224 people killed in the bombings in Kenya and Tanzania. Thousands of others were wounded. Al-Hallak has not been charged with any crime and told The New York Times last week that he has no connection to violence. The FBI declined comment to the Morning News, and Pat Fitzgerald, the federal prosecutor leading the bin Laden investigation in New York, did not return telephone calls. During el Hage's bail hearing last week, Fitzgerald described Al-Hallak as a ``contact between members of the bin Laden organization.'' ``This is a case about murder and conspiracy to murder, not about religion,'' Fitzgerald said at the hearing. -Caveat Lector- Science Daily, 12 Feb 99 -- Human Identity Reduced To A Bar Code Canned peas, beans, and human beings all have something in common -- they can be identified with a bar code. It takes more than supermarket science to see a human's bar code, however. The Department of Energy's Idaho National Engineering and Environmental Laboratory and Miragen, a biotechnology company, are developing a technique that can display a "bar code" of antibodies that is unique for each person and may become a powerful new tool for law enforcement. INEEL's chemical engineer Vicki Thompson presented an overview of her work to date to the International Society for Optical Engineering (SPIE). Her paper will be published in the conference proceedings called Enabling Technologies for Law Enforcement and Security in January. Miragen, based in Irvine, California, has developed a technique called the Antibody Profile Assay (AbPTM) that can identify an individual by a subset of normally occurring antibodies present in his body. These antibodies, called Individual Specific Autoantibodies (ISA's), are not affected by medicines or illnesses, and with very few exceptions are stable across a person's lifetime -- just like a fingerprint. The AbPTM technique involves flushing a sample containing blood (or potentially other bodily fluids) across a strip of paper lined with bands of specific proteins that the ISA's can cling to. The paper is then rinsed with reagents that stain the ISA's, and researchers are able to see which ISA's an individual has. There is little sample preparation necessary, and the results are in a permanent, easy-to-read format. The test can even distinguish between identical twins -- something DNA testing cannot. Until recently, Miragen has marketed the technique only for medical and agricultural purposes, but researchers at the INEEL are interested in developing this new technology for law enforcement. "The test itself is very simple to do; the chemistry behind it is not," says Thompson. Although she says she doesn't see this technique replacing DNA testing, it does offer several advantages: One, the test can be prepared by someone with a high school education. Secondly, the fact that this test does not require DNA material, only bodily fluids, gives law enforcement a very powerful new method for proving someone was at a crime scene. This could be very important in cases of alleged rape where the suspect has had a vasectomy - there is no DNA in the fluid, but there are antibodies. Also, results from the AbPTM assay are available in around two hours whereas DNA tests can take anywhere from 24 hours to three weeks. The assay provides an additional method with which law enforcement personnel can prove identity. This technique, which costs an estimated $20 per test, is significantly cheaper than DNA testing, which can range from $200 to $1,200 per test. Thompson is partnering with Miragen through a cooperative research and development agreement to test the technique's efficacy against the real-world problems facing law enforcement. Recently, she provided blood samples from 10 people to the Wyoming State Crime Laboratory. They agreed to doctor blood samples to simulate crime scene challenges for Thompson and her team. "They added gasoline to the blood samples, swabbed the blood off of sidewalks, windshields, and cars, mixed the samples, and even used animal blood," said Thompson. Surprisingly, animal blood is often found at crime scenes, and the assay technique must distinguish between human and animal blood, said Thompson. The Wyoming lab obtained samples of blood from cats, dogs, sheep, coyotes -- even moose. "It's not like you often find moose blood at crime scenes," says Thompson with a laugh, "it was just what was easy for them to obtain." The Wyoming Lab created a key of what was done to the samples (and who they belonged to) and sent Thompson 422 sample puzzles to solve. Thompson was able to correctly identify 91% of the samples. The assay technique was less reliable with blood samples that had been exposed to temperatures above 60ºC (140ºF) and samples contaminated with dirt. "The blood samples just get too degraded at high temperatures," says Thompson, "and we really don't understand what is happening with the dirt." Thompson later scooped dirt from outside her lab and did several new tests. "It seems to make a real difference in the samples mixed with dirt if it is over 24 hours before we test them -- that is a lot of time for microbes to work," she says. This is problematic because microbes are abundant in soils, and not all crimes scenes are discovered (and their evidence gathered) within 24 hours. Thompson also decided to make the new test non-responsive to animal antibodies completely. She changed the reagent wash composition so that only human ISA's are stained and create a color band, while the animal antibodies are ignored. They include, but are not limited to, the chemical-electrical activity of the brain, heart, and peripheral nervous system, the signals sent from the cortex region of the brain to other parts of our body, the tiny hair cells in the inner ear that process auditory signals, and the light-sensitive retina and cornea of the eye that process visual activity.[2] We are on the threshold of an era in which these data processors of the human body may be manipulated or debilitated. Examples of unplanned attacks on the body's data-processing capability are well-documented. Strobe lights have been known to cause epileptic seizures. Not long ago in Japan, children watching television cartoons were subjected to pulsating lights that caused seizures in some and made others very sick. Defending friendly and targeting adversary data-processing capabilities of the body appears to be an area of weakness in the US approach to information warfare theory, a theory oriented heavily toward systems data-processing and designed to attain information dominance on the battlefield. Or so it would appear from information in the open, unclassified press. This US shortcoming may be a serious one, since the capabilities to alter the data- processing systems of the body already exist. A recent edition of U.S. News and World Report highlighted several of these "wonder weapons" (acoustics, microwaves, lasers) and noted that scientists are "searching the electromagnetic and sonic spectrums for wavelengths that can affect human behavior."[3] A recent Russian military article offered a slightly different slant to the problem, declaring that "humanity stands on the brink of a psychotronic war" with the mind and body as the focus. That article discussed Russian and international attempts to control the psycho-physical condition of man and his decisionmaking processes by the use of VHF-generators, "noiseless cassettes," and other technologies. An entirely new arsenal of weapons, based on devices designed to introduce subliminal messages or to alter the body's psychological and data-processing capabilities, might be used to incapacitate individuals. These weapons aim to control or alter the psyche, or to attack the various sensory and data-processing systems of the human organism. In both cases, the goal is to confuse or destroy the signals that normally keep the body in equilibrium. This article examines energy-based weapons, psychotronic weapons, and other developments designed to alter the ability of the human body to process stimuli. One consequence of this assessment is that the way we commonly use the term "information warfare" falls short when the individual soldier, not his equipment, becomes the target of attack. Information Warfare Theory and the Data-Processing Element of Humans In the United States the common conception of information warfare focuses primarily on the capabilities of hardware systems such as computers, satellites, and military equipment which process data in its various forms. According to Department of Defense Directive S-3600.1 of 9 December 1996, information warfare is defined as "an information operation conducted during time of crisis or conflict to achieve or promote specific objectives over a specific adversary or adversaries." An information operation is defined in the same directive as "actions taken to affect adversary information and information systems while defending one's own information and information systems." These "information systems" lie at the heart of the modernization effort of the US armed forces and other countries, and manifest themselves as hardware, software, communications capabilities, and highly trained individuals. Recently, the US Army conducted a mock battle that tested these systems under simulated combat conditions. US Army Field Manual 101-5-1, Operational Terms and Graphics (released 30 September 1997), defines information warfare as "actions taken to achieve information superiority by affecting a hostile's information, information based-processes, and information systems, while defending one's own information, information processes, and information systems." The same manual defines information operations as a "continuous military operation within the military information environment that enables, enhances, and protects friendly forces' ability to collect, process, and act on information to achieve an advantage across the full range of military operations. (Reuters) - The Clinton administration unveiled rules Friday for treating raw meat with irradiation to kill dangerous foodborne diseases, calling it an important new tool to protect consumers. The announcement came amid a string of recent recalls by U.S. companies of hot dogs, lunchmeat, milk and other foods tainted with a deadly strain of listeria. The eruption of recalls in the past few weeks has forced the U.S. Agriculture Department and the Food and Drug Administration to intensify food safety efforts. ``When it comes to food safety, there is no silver bullet,'' Agriculture Secretary Dan Glickman said. ``But used in conjunction with other science-based prevention efforts, irradiation can provide consumers an added measure of protection.'' Glickman unveiled the proposed irradiation rules during a speech to the National Cattlemen's Beef Association. The rules will not be finalized until later this year, and would not require any U.S. company to adopt the technology. Irradiation treats food with brief doses of gamma rays or electron beams. The procedure would add up to five cents per pound to the cost of ground beef, according to USDA estimates. The technology could have destroyed a dangerous strain of listeria that recently contaminated hot dogs and lunch meat made by a Sara Lee Corp. (NYSE:SLE - news) plant in Michigan, according to experts. The outbreak was blamed for 16 deaths. But the USDA's new guidelines apply only to raw meat, and do not allow irradiation of packaged and processed products like hot dogs. ``We believe the ability to irradiate ready-to-eat foods after they are packaged is a critically important step,'' said American Meat Institute president Patrick Boyle. Consumer groups, which have clamored for better food safety technology, have been lukewarm about irradiation. While irradiation effectively kills sickness-causing bacteria such as E. coli 0157:H7, listeria, campylobacter and salmonella, it can leave products with a slightly ``off taste,'' according to some groups. Another issue is ensuring worker safety around radiation equipment. The labeling of irradiated meats is also likely to trigger wrangling between industry and consumer groups. ``If in fact the technology is safe and doesn't change the product, we as a scientific organization don't see the rationale for it to be on the label,'' said Dane Bernard, a vice president of the National Food Processors Association. The USDA's proposed rules would require the international radiation symbol on labels plus a statement indicating the product was treated with irradiation. Consumer groups want the information prominently displayed in large typeface so shoppers know what they are buying. ``There are a group of consumers who will never buy irradiated foods because they want fresh, natural and minimally-processed foods. There is another group of consumers like nursing homes and day-care centers who would seek out irradiated foods,'' said Caroline Smith de Waal, food safety expert with the Center for Science in the Public Interest. ``Then there is the vast body of consumers who don't fit into either category and we don't know how they will react,'' she added. The Food and Drug Administration, which has jurisdiction over all foods except meat and poultry, is expected to launch its own review next week of how to label irradiated products, industry sources said. The FDA has also promised to speed up its review of new food additives to destroy food bacteria. Labeling is a key issue because of the meat industry's hesitation to invest in irradiation equipment unless it believes consumers will be eager to buy the product. Test marketing of irradiated products will be launched soon after USDA finalizes its new rules. The USDA rules were a long time coming. After seven years of study, the FDA declared irradiation to be safe in December 1997. The USDA then took another 14 months to put together proposed rules for how to use the technology. Irradiation was developed a generation ago by Pillsbury Co.to prepare safe food for U.S. astronauts. The technology has been used on spices, cereals and other foods for years. Lance Corporal Jason Stark surrendered to authorities at the Marine Corps Air Station Miramar after a 73-day absence. The Marine left his unit after being ordered to take the anthrax vaccine. Some Marines have expressed concerns about possible side effects... such as sterility or cancer. Stark is petitioning the Marine commandant for a full inquiry into the vaccine's safety. GPS systems make it easier than ever to track fish, Fido -- and philandering spouses. By Lisa M. Bowman, ZDNN It's 10 p.m. -- Do you know where your children are? How about your pet? Or your spouse who claims to be "working late"? Global Positioning System technology, more commonly known as GPS, is making it easier than ever to find stolen cars or track down Fido when he gets lost. But the system also can monitor people, a move privacy experts fear could go too far. "The control of GPS tracking information will be a significant public policy issue several years from now," Phil Agre, an associate professor of information studies at UCLA and a member of the board of the Electronic Privacy Information Center. "Everyone should be aware of the dangers before the it becomes locked in." So far, GPS has been an invaluable tool for tracking endangered salmon, monitoring train schedules and even drawing up maps. Companies such as Troy, Michigan-based Onstar and Microsoft have developed GPS systems for cars that send directions to drivers based on their locations. Some even call the owner when a car "thinks" it's been stolen. In Pontiac, Mich., non-violent prisoners wear GPS-based bracelets in lieu of serving time behind bars. Systems are also in the works to ensure Alzheimer's patients stay close to the hospital and children don't stray too far from home. "Maybe these are benign uses, but where does it stop?" asked Agre. Agre and other privacy experts worry about misuse of the information by groups ranging from insurance companies to the FBI. SCARY SCENARIOS Among the scenarios feared by privacy watchdogs: Insurance companies could refuse to insure you, or charge you higher rates, unless you install a tracking system on your car. They could then tell if you drive over 55 or spend time in shady neighborhoods where your car has a greater chance of being stolen. FBI and local police officials could have access to your whereabouts by simply logging onto a database attached to a cell phone, tollbooth or GPS tracker. New York transportation authorities have turned over records of its E-Z Pass toll, a wireless system that lets people drive through without stopping, to police during a criminal investigation. What if it turned the same information over to a local restaurant, so it knew you drove by it every day? Private investigators could get their hands on geographic tracking data to trap a spouse suspected of straying. Gotcha! -- if toll bridge records showed you driving when you were supposed to be at work. FOLLOW THE DATA TRAIL Privacy advocates fear agencies that aren't used to handling private information, such as transit authorities, will become the keepers of personal facts and figures that people don't necessarily want to be in the public domain. == Geographic Data Tracking Already companies and agencies are experimenting with tracking people and things. Will Big Brother be next? Prisoner: In some states, corrections departments put GPS-linked bracelets on parolees. Elderly: In Japan, health officials are experimenting with monitoring Alzheimers patients whereabouts through GPS. Car: Some auto makers include GPS mapping systems that call the owner when the car "thinks" its stolen. Some Web sites sell devices that allow you to surreptitiously track another cars movements. Child: Several telecom companies are developing A system to track children through GPS, Expected to come to market in 2-3 years. Toll road Police have used records of wireless toll passing: collections to catch criminals. Some fear P.I.s might use it to snare philandering spouses. == But other privacy experts said such worries are simply alarmist. "A lot of the privacy stuff I think is a little overblown," International Data Corp. analyst Chris Christiansen said. Currently, the systems are too expensive to be prevalent at the consumer level -- plus many of the cheaper consumer devices are hindered by heavy rain, trees and tall buildings, he said. Originally developed to help the military track wayward sailors, GPS is made up of 24 satellites, each with a clock, positioned so that three are always above the horizon. Earthbound receivers can determine the position of a person, place or thing by measuring the amount of time it takes for a signal to arrive from three of the satellites. Tracking people by GPS is not even prevalent enough for the ACLU -- known for jumping on a cause at the slightest sign of injustice -- to take a stand. What's wrong with Baptism is the problem that the Bible itself realized and thus warned us against it. We fail to understand it's true meaning. The reason is because by taking the symbol literally we miss the power of real Baptism. In Greek there are 5 stages of consciousness. The lowest which is the lower mind is Earth, the next which is meditation is Water, the third which is the separation from thought is Air, the fourth which is the encounter with God is fire and the 5th is the new mind. Thus true Baptism is taking the Earth (head), into the water (meditation) rising into the air (separating from thought), being touched by fire (God) and receiving a new mind. This is the Baptism that Christianity knows nothing about and why the Bible told them to stop. Notice the third stage is Air. That is why the Bible says we will rise and meet Jesus in the Air. In Consciousness ! So would true Baptism be the renewing of the mind by raising ones consciousness or getting ones head wet ? HOLY COMMUNION Before the time of Osiris the tribes took Holy Communion in a very special way. The wisest person in the tribe was sacrificed for the common good. After the person was killed, the tribe ate him/her. They believed that by eating the flesh and blood of the wisest person, they would become wise too. The advent of Osiris is credited with having ended communion in the form of cannibalism. Osiris was believed to rise from death in the form of wheat. They would make bread from the wheat and beer from the barley. Thus taking the flesh and blood of Osiris was by taking the bread and the beer. When this spread to Greece the God Osiris was replaced by the Greek God Dionysus who was the God of wine. Thus taking the flesh and blood of God in communion was by taking the bread and wine which continues to this day. Of course we know that the New Testament was written in Greek. Now may we better understand the origin of the words of Jesus in John 6:53 Then Jesus said unto them, Verily, verily, I say unto you, Except ye eat the flesh of the Son of man, and drink his blood, ye have no life in you. CIRCUMCISION There is a great deal of debate over the physical aspects of circumcision Regardless of the medical value, we must again fall back on 1 Cor 15:50 in realizing that flesh and blood have no part in Gods Kingdom, which leaves us to seek a deeper spiritual meaning to circumcision . Mystically the lower part of the body representing the sexual area was always used in the Bible to symbolize desire. (this for obvious reasons.) If you will look at Genesis 32:25 you will see that the angel of God put Jacobs thigh out and it was then that Jacob was delivered out of his problem. His problem was depending on his own desires instead of trusting to God. The thigh again representative of desire. As Jesus teaches us to pray in Matthew 6, he tells us to enter the closet and close the door. This means to separate ourselves from the desires of the carnal mind. Five times in Matthew 6 Jesus says to "take no thought". Again it is the eliminating of carnal thought in prayer. This is referred to as "circumcision of the heart" Namely cutting

To establish rapport with people, he patted his enormous corpulent belly, chortling "I have become quite elephantine myself!" He took photographs and made reports about the counterculture community over several years. He also ingratiated himself with bearded long-haired artists so he could photograph them standing next to psychedelic paintings. Later, during his lectures at conventions of law enforcement agents, the Jolly Elephant Killer used this evidence to portray psychedelic users as brain-damaged degenerates. But someone asked re the above topic: "Is such formation-flying consistent with commercial-pilot practice (which airport officials claim to be the case)?" The answer is: Hell *NO!* In fact, I would love to see an official quote of these airport officals who are saying this. Does anyone have it? If so, please send it to me personally since I'm getting CTRL in digest mode and will probably overlook it. I am a pilot and I or any other one will tell you that commercial aircraft NEVER fly in formation. Formation flying is done only at airshows or perhaps more casually by a few private pilots, but never, never commercially. Commercial flights are governed by IFR or instrument flight rules and must travel on specifically defined air routes at a specifically defined range of altitudes. These routes are plainly visible on any flight chart (a.k.a. "map"). These "victor" airways are basically straight lines of flight between cities. More technically, we use "waypoints" and "intersections" which are imaginary points in space used for navigation between airports. In March 1994, a Denton County district judge sentenced Dianna Brandborg to three days in jail for her refusal to answer questions that she said were personal and violated her constitutional right to privacy. Brandborg appealed, and in June 1995, a U.S. magistrate set aside the contempt order. "In that case, I don't think a lot of lawyers understood what we were trying to do," Hagen said. "They thought we were doing away with their ability to ask questions. All we were advocating was respecting a person's right to privacy and if the question is not relevant, the juror should not have to answer that question." Brandborg's battle for privacy sparked one of four proposals that the Lone Star Fully Informed Jury Association, a Texas juror rights group, plans to take to the Legislature this year. Group members espouse jury nullification, the belief that jurors should decide cases based on their moral convictions instead of the law. The group's proposals include a ban on asking potential jurors their views on religion, politics or the law being prosecuted, said Tom Glass, president of the Texas association, which is part of a national group based in Montana. Another proposal would prevent prosecutors from excusing potential jurors because they disagree with a law relevant to a case, Glass said. The group's agenda -- legislative and otherwise -- has come under widespread criticism, particularly from prosecutors and judges. The idea of forbidding prosecutors from questioning jurors on certain issues would be "disastrous," said Roger Jones, chief of the felony trial division in the Denton County district attorney's office. "You have to have people on a jury that support the law that is in question in that trial. Otherwise, you are saying a jury is legislating instead of applying the law," Jones said. But what has sparked the most dissent is the group's assertion that jurors should vote with their conscience instead of the law and the evidence. For example, group members argue that a juror who believes that assisted suicide is morally correct should feel free to acquit Dr. Jack Kevorkian. "Americans at the end of World War II told German citizens that they should have followed their conscience instead of their government," said Glass, a Houston systems analyst. "Today's courtroom system tells jurors the exact opposite. You have to do whatever the law tells you to do." Critics argue that, taken to its extreme, jury nullification would render the law meaningless. The way to change unpopular laws is the ballot box, not the jury box, said Fort Worth state District Judge Bob McGrath. "The concept of giving the public more input into the laws is not a bad thing," McGrath said. "However, the way to accomplish that would be through initiative and referendum where the voters would have the right to make laws or nullify laws." It would be unfair, he said, for one person on a jury to use his or her beliefs to prevent a conviction. "Take drug possession as an example," McGrath said. "If you had one person on the jury who felt marijuana should be legal, they could prevent a conviction on something that society has determined by majority vote should be regulated." Juries already have the power to make a statement, he said. A jury might rule that a defendant broke the law but give him or her probation instead of jail time, McGrath said. Or a jury might decide that a party in a civil case was liable for another's injury but levy only a small fine. Hagen, who has lectured to group members on how to use "creative" legal strategies to defend clients, said he also has problems with jury nullification. "Right now, I'm not an advocate for pure nullification," Hagen said. "My concern is that nullification could be a two-way street. I'm more concerned about a jury finding someone guilty on proof less than a reasonable doubt. I think that happens with a great deal of frequency." Glass acknowledged that jury nullification could work in more than one way, but he said it is still worthwhile. "All institutions of freedom can be misused," he said. "That doesn't mean you get rid of them." They are standing in the community of Elkins, West Virginia, on religious grounds and are being treated with scoffs and ridicule by some school officials. One school board member has even left threats on his answering machine to use "satanic power" on his critics. Randolph County School District has implemented the use of ID tags that incorporate a photo and bar code at Elkins High School. Students, faculty, and employees must wear the tags on a cord around their necks in plain view at all times. Philip Hudok, a physics and chemistry teacher with 22 years of service has taken a firm stand that he will not wear the tags. He says the ID tags wrongfully assign numbers to people, which, he says, the Bible warns against. "I sent letters to the administration prior to the first day of implementation that I could not and would not be able to participate in the ID badge program. I refused on religious grounds and a Nazi-like, 'papers please' mindset," explained Hudok. In addition to pointing out references to the "Mark of the Beast" in the Book of Revelation, Hudok also cites Chronicles Chapter 21. A portion of it reads, "1: And Satan stood up against Israel, and provoked David to number Israel. 7: And God was displeased with this thing; therefore he smote Israel." Article 3, section 15 of the West Virginia Constitution states: "... nor shall any man be enforced, restrained, molested or burdened, in his body or goods, or otherwise suffer, on account of his religious belief ... " Apparently the Randolph County School District officials haven't read that provision. Initially the principal, Tom Pritt, agreed to permit Hudok to wear a badge of his own making. The handmade badge said simply, "EHS Physics Teacher." Superintendent of Schools Glen Karlen has stated that the ID tags are to provide for a safer school environment. He says they will prevent violence in the school. "The primary purpose of the ID system is to protect the students and the staff. There is no intention to infringe on anybody's rights," Karlen explained to the school board. The tags give a visual means to determine if there is someone in the school who should not be there. They are also used as admission to school events and activities, and the bar code provides a cashless payment system for school meals. Police and drug-sniffing dogs were not wearing the authorized visitor's passes of the school when they conducted a failed drug raid on Nov. 19. Hudok complained to the school board about the event. Students were selected at random and lined up against walls while dogs sniffed them for drugs. Hudok and students claim the dogs urinated on students' personal belongings and in the halls. No drugs were found. "Not so much as an apology has ever been issued," remarked Hudok. "Today was a snow day, but actually there wasn't that much snow," said Hudok in a phone interview Thursday. "I think they're trying to regroup and decide what they're going to do," he said. Hudok now has some help on the way. The Rutherford Institute has agreed to take on his case, and is planning a nationwide fund-raising campaign to provide a legal defense fund. Abstract: MDMA, known in street parlance as ecstasy, is illegal, and Prozac, an anti-depressant, is legal. Both have a similar elevating effect on mood by altering serotonin levels. (UK) 1996 EVERY week, according to the most conservative estimates, half a million Britons take a pill to make them happy. This pill was originally developed as an appetite suppressor. Now it is an adjunct to partying. In America, some 5 million people regularly take a different sort of pill. This one was developed as an anti-depressant. Now it is widely used as a chemical accessory by those who think it is unfair that they should ever feel low. The British users are breaking their country's law. The Americans are not. Which raises an important question. If it is not acceptable to take a drug with the awkward name of 3,4--methylene-dioxy- methamphetamine (better known as MDMA, and even better known as ecstasy) to make you feel happy when you just want to have fun, why is it acceptable to take the anti-depressant fluoxetine (better known as Prozac) to make you feel happy if you are not actually clinically depressed? When Prozac--made by Eli Lilly, an American pharmaceutical firm--came on the market in 1987, it was hailed as a "wonder-drug". Unlike previous anti-depressants, it appears to have no serious (and few trivial) side effects. Its sales have soared. They are expected to hit $4 billion a year by 2000, according to analysts at Lehman Brothers, an American investment bank. Ecstasy is older. It was developed in 1914 and became popular in the 1970s as an adjunct to psychotherapy because of its ability to reduce anxiety and facilitate communication. German marriage- guidance counsellors regularly recommended it. It, too, is good business. A tablet can cost as little as 3.50 ($5) to make and sells on the streets for around 15. This suggests that the British market alone is worth well over 300 million a year. Both drugs affect the level of serotonin, a neurotransmitter in the brain that is thought to influence sleep, appetite, aggression and mood. Neurotransmitters are chemicals that carry messages between nerve cells. They are secreted by one cell and picked up by receptor proteins on the surface of a neighbour. Once the message has been delivered, a neurotransmitter is either destroyed or sucked back into the cell that made it--a process known as re-uptake. Both Prozac and ecstasy work by inhibiting the re-uptake of serotonin. This means that the messenger molecules hang around in the gap between the cells and the message gets amplified. Ecstasy, in addition to blocking re-uptake, causes a surge of serotonin to be released into the gap--so that not only is it not removed, but there is more of it there in the first place. Since clinical depression seems to be associated with a lack of serotonin at certain receptor sites (extremely low levels of serotonin have been found, for instance, in some suicides), the idea of using serotonin re-uptake inhibitors as anti-depressants has been popular for some time. So there are parallels. But there is also an important difference between the drugs--one which might be thought to justify banning one but not the other. Though it has been accused of causing violence in rare cases (the "Prozac defence" was once fashionable among lawyers, but 65 consecutive convictions have dampened their enthusiasm) Prozac does not seem to harm its users. Very occasionally, ecstasy (or, more particularly, dehydration associated with its use) kills. This does not, however, seem to have been the reason why MDMA actually was proscribed. In 1971, when the drug was banned in Britain, this problem was almost unknown. Things had not changed much by 1985, when the drug was first scheduled in America. This is hardly surprising. Death is rare--it occurs in only one per 3 million uses. Fatal dehydration generally happens in a hot environment. And it is preventable by drinking a judicious, though not excessive, amount of water (too much can kill you, too). The formal reason for the drug's proscription was fear of neurotoxicity--that it might cause a persistent drop in serotonin levels in the brain. But America's Drug Enforcement Agency (DEA), instead of placing it in schedule three, which would have allowed continued medical use, put it in schedule one--denying it even to doctors. Better living through chemistry The neurotoxic effects of MDMA are real. Regular users may suffer a drop of a third in the level of serotonin-derived chemicals in the fluid of their spinal cords, according to research by George Ricaurte, a neurologist at Johns Hopkins University in Baltimore. He was 74. West, who died Saturday at his home here, headed the psychiatry department and the Neuropsychiatric Institute at the University of California at Los Angeles for 20 years. He retired in 1989, but remained active in research and mentoring students. West began studying torture and brainwashing during the Korean War, and eventually expanded his research to include post-traumatic stress syndrome, alcohol and drug abuse, pain, sleep problems, dreams and hypnosis. West frequently served as a court-appointed expert psychiatrist. He testified that Ruby, killer of President Kennedy's assassin, Lee Harvey Oswald, suffered from ``major mental illness apparently precipitated by the stress of his trial and its aftermath.'' That opinion forestalled Ruby's death sentence, and he died of cancer in prison. West was also one of four psychiatrists who examined Hearst, the kidnapping victim turned bank robber, before her 1976 trial. The panel found she was sane and able to stand trial but ``psychologically damaged as a result of torture.'' It recommended she should be treated before the trial, a recommendation ignored by the court. In a speech after Hearst's conviction, West said, ``The government finished the destruction of her life started by an anti-government group.'' Her sentence was eventually commuted. West was sought out by the news media for insight on cults as recently as 1997, when the group Heaven's Gate staged a mass suicide in San Diego. A civil rights activist, West was the first white psychiatrist to go to South Africa to testify on behalf of black prisoners during the attempt to end apartheid. He was a member of the White House Conference on Civil Rights in 1966, and he worked for years to abolish the death penalty. Advertising in essence isn't wrong - it's a way in which we are informed of new products. But, and this is a big but, more and more advertising is infiltrating our everyday lives, we cannot open our eyes in the morning without some form of advertising staring back at us. By definition, advertising is: (The Maquarie Encyclopedic Dictionary) "advertise -v t 3. to offer (an article) for sale or (a vacancy) to applicants, etc., by placing an advertisement in a newspaper, magazine, etc. " (This being the most relevant definition, p.13, if you are wanting to check the other definitions) Another definition, given by The Educational Resources Informational Center (ERIC), in an article titled 'Educating The Consumer About Advertising' (author Stephen S. Gottlieb) is: "Advertising can be defined as communication which promotes the purchase of products and services, and advertisements are pervasive in the American culture." No longer do these definitions of passive advertising hold true. Increasingly, if we apathetically allow the advertisements to wash over our TV dulled minds, we are not given a choice if we want to buy or not, and at some point the ad we just watched will force us to buy the product it promotes. That is, if we are not conscious of the intricate workings behind the glossy fantasy worlds they portray. That is the point of this article, to open the eyes of a few more people, and to make these people aware of the new techniques being employed. "If this text makes only one person think, then it has served it's purpose." - Zarkon, The Zarkon Principal THE LINE BETWEEN ADVERTISING AND ENTERTAINMENT IS BLURRING Once, a long time ago, it was possible to draw a line between advertising and entertainment. Not anymore. In the apparent evolved entertainment society of today, the advertising is the entertainment. Product Placement, or Advertising Through Association With An Icon Next time you are watching that favourite TV show, wide eyed, open mouthed and in an induced state of stupor, drag your eyes off of the action, and focus on the foreground, and on the backgrounds. Notice the way that certain products are placed? The way the piece of walking talking silicon picks up that can of soft drink, selectively holding the label to the camera. In the peripheral of the main focus of movies is also another great place to see the wonders of product placement in action. This form of advertising is a passive one, but it does have its very own insidious quality. The way that product placement works, is by taking the advertising out of its own domain, and placing it in situations where it is seen to be a part of everyday life. A character on the television casually walks to the fridge, while reciting lines, casually saying "Do you want a drink?" to another character. Whilst grabbing the article from the fridge, the character makes sure the product's label is visible. The viewer doesn't see this to be advertising, but just something that is done. The companies take the advertising out of a noticeably familiar advertising situation, where the consumer knows that the company is pushing their product, and creatively place it into the script, where it seems to become just part of every day life. Couple this with the association of a prominent famous figure actually liking the product (they probably don't though, and remember, the people on the TV aren't really real), and we have a potent purchase stimulus... "Well if Kramer likes it, then damn it, it must have something going for it. I'll just try it once to see what it's like". The advertising has worked its wicked way, a sale has been made that was directly influenced by the advertising. The other form of product placement is the way in which company logos weasel their way into the backdrops of shots on the TV and in movies. It seems to the impressionable mind of the viewer that it is only a part of the backdrop, hell, it happens so much, we can be excused for not noticing it. It isn't just the one instance of the logo appearing that works, it is the repetition of the same logo over and over causing it to lodge in our minds and induce sales. The products that stand out and say "BUY ME", are ones that carry a logo that has been repeated to us time and time before. This sort of advertising just doesn't randomly occur. Big corporate dollars are spent to ensure that certain products appear in specific places and scenes in movies and on TV. Who is writing the scripts - the writers or the money? The New Soap-Opera Ads I'm sure that we have all seen these new breed of ads which have started to insult our intelligence. It is an obvious form of product and service advertising. The company envisioned growing a series of hempseed crops, pressing the seeds for oil, making products from hemp oil and utilizing the stalks for particleboard. The project was dependent on their developing an improved tropical variety of seed hemp, something not being attempted anywhere else in the world. The project took on additional significance in the aftermath of Hurricane Mitch. Tens of thousands of homes need to be replaced. The relief agencies had a choice, cut down thousands of acres of trees for building materials or accelerate the building of the hempstalk particleboard mill. Most of the traditional crops suffered heavy damage during the storm, Hemp Agro's crop withstood the winds and rain. Fifty employees were busy harvesting bags full of hemp seed and building a mountain of hemp stalks. That's when a U.S. DEA agent went ballistic. Box 8386 Breckenridge, CO 80424 Email: [EMAIL PROTECTED] November 1998 Jury Nullification is a constitutional right, attorney argues I write in response to Judge Jeffrey Ryan recently lengthy attack on the Fully Informed Jury Association ("FIJA") and the ideas it promotes, which he described as "jury nullification." The judge began by smearing FIJA with an attempt to prove "guilt by association." After that, he attacked what FIJA promotes, jury independence or nullification. FIJA may be too "radical" for the judge, but FIJA's literature promoting jury rights, they quote such historical supporters as John Adams (2d President of the United States), Thomas Jefferson (author of the Declaration of Independence and 3rd President), and John Jay (1st Chief Justice of the United States Supreme Court). FIJA also recounts famous trials where juries stood up for the rights of the accused, in defiance of tyrannical and oppressive kings, judges and prosecutors, trials such as that of William Penn in London in 1670, of John Peter Zenger in New York in 1735, and trials under the Fugitive Slave Act in the 1850's. These trials helped establish freedom of religion and assembly, freedom of the press, and the end of slavery. English juries refusing to convict when conviction led to death helped end the "bloody codes" of England (under which over 200 offenses were punished by death). That's a pretty good pedigree for "jury rights," or "jury nullification." Juries also helped end Prohibition. What part of that history does the judge find objectionable? FIJA literature recalls that the Anglo-American legal system has had written guarantees of the right to jury trial since it was first enshrined in Magna Charta, in 1215, when the barons of England forced King John to recognize the right. King John was forced to restore to juries the responsibilty of determining what was a crime, meaning that juries judged the legitimacy of the King's rules, or proclamations, as well as whether a person had violated those rules. Our nation's founders complained bitterly that the British were depriving Americans of the benefits of trial by jury, and included that complaint as one of the justifications for independence listed in the Declaration of Independence. Why did Britain fear American juries? The reason was that Americans through juries refused to enforce many British laws - such as the Stamp Acts, tea taxes, anti-smuggling laws, etc. American juries also convicted British tax collectors and inspectors of trespassing against Americans, in defiance of British law which provided immunity for government officials. Britain was denying Americans trial by jury because American juries were expressing disagreement with invalid or unjust British laws. American juries were abiding by their oaths to "well and truly try the case, and a true deliverance make." When our founders demanded the right to a jury trial in all criminal prosecutions, and when they made that part of our Bill of Rights, they were demanding a jury with the power to do justice, even if that conflicted with the government's view of the law. The historical role of the jury extends back more than 1000 years. We are not taught that in our schools, and you won't read much of that history in court opinions, either. Judges have concluded that if this jury power ever existed, it is no longer necessary in our country, for we no longer need fear tyrannical judges. Right. Our system of government is a republic, based on the consent of the people, not just the majority. We protect individuals and minorities with constitutions and bills of rights, and with the right to trial by jury. No one can be deprived of their life or liberty without a unanimous verdict (except in Oregon and Louisiana) from a jury of their peers (except for the 90% or more of all criminal defendants whose cases are decided pre-trial, by plea bargains and such, because the risks of trials to uninformed juries are often too great). Over the last two centuries, our judges, lawyers, and legislators have fallen in love with the myth that the government (rather than the people) determines our laws and our rights. But that's a myth. The majority may not oppress the minority. Many of our criminal statutes are not universally accepted and such laws should not be used to deprive people of their liberty. If cross-sectional juries were drawn from our communities at random (no jury stacking through the jury selection process), and if our juries were fully informed about what was going on in the courtroom, and what harsh penalties might be imposed on defendants if convicted, juries would be acquitting many more defendants, sending a message to our so-called "representatives," that many of the laws they pass are unacceptable and should be repealed. -Caveat Lector- Technology Headlines Monday December 14 10:18 AM ET Fear Of Year 2000 Computer Bug May Trigger Early Panic By Neil Winton, Science and Technology Correspondent LONDON (Reuters) - Even if the ``millennium bomb'' does not explode in the world's computers just over a year from now, 1999 is likely to see rising panic as people take precautions against computer failure triggered by the year 2000. Experts say the most vulnerable countries include Japan, France, Russia and Brazil and the most vulnerable sectors are utilities, especially power generation. ``Next year we will see periods of calm broken by occasional news stories predicting computer systems failures,'' said Ross Anderson of Cambridge University's Computer Security Research Center. ``My own feeling is that around August or September panic will start, with hoarding of food and bank notes. Then the whole thing becomes a self-fulfilling prophecy.'' The time bomb has trivial origins. In the early days of computing, programs saved what was then precious space by abbreviating years to the last two digits. They knew this could cause problems at the turn of the century because computers would read ``00'' as ``1900'' rather than ``2000'' and crash or spew out flawed data. But they thought these programs would be history by then as technology raced ahead. They were wrong. Now the fear is that old data systems carrying the millennium bomb or bug could trigger disasters around the world in everything from defense, transport and telecommunications to energy and financial services. As 1999 progresses, early trigger dates are likely to provide sneak previews of the chaos that may hit as clocks strike midnight on Dec. 31. The first is Jan. 1, 1999. Programs used in some accounting systems operate a rolling year ahead as they set renewal dates for insurance premiums or bank loans and may crash when they reach out beyond Jan. 1, 2000. Margaret Joachim, Year 2000 coordinator at data processing services company Electronic Data Systems Corp. (NYSE:EDS - news), says there are other dates next year that might trigger computer failure. ``April 9, 1999, the 99th day of the year, and Sept. 9, 1999, which might be recorded as 9-9-99. This is because programmers often used nines as a cutoff for a program. A row of nines meant 'don't do this anymore,''' Joachim said. The world is in differing states of readiness. Information technology consultancy Gartner Group says the United States is best prepared, followed by Canada, Australia, South Africa, Israel and Britain. At the bottom of the list is Brazil, the world's eighth largest economy and a big producer of industrial components, commodities and grains. Brazil is unlikely to be able to confine problems within its borders, according to a recent report by Edward Yardeni, chief economist for Deutsche Morgan Grenfell in New York. Japan's lack of action is also causing concern. The Japanese government said last month that important industries like finance, transport, energy, telecommunications and medicine were lagging in year 2000 preparation. Hong Kong's government has said 80 percent of its critical computer systems were ready for 2000 as of Sept. 30, 1998, but it is worried about small and medium-sized businesses. India does not expect much damage because of its small number of computers -- only around 2.3 million in a nation of about 950 million. But India's ``brain trust'' of software makers have bagged orders worth $1.5 billion to fix year 2000 problems around the world, said Dewang Mehta, executive director of the National Association of Software and Service Companies. In China, authorities have decreed that all government computer systems must be fixed by March and tests completed by September 1999. Cambridge University's Anderson said France was most at risk in Western Europe, with computer failures most likely in the public sector and especially public utilities. Any problems could quickly become a problem for neighbors such as Britain, which receives electric power from France. ``There is still quite a question mark over whether France sees the scale of the problem,'' said Chris Webster, head of year 2000 services at Cap Gemini. ``There's a real chance that there may be some loss of service from utilities. Who, when, where or why? Impossible to say. Will it be a complete loss of power, voltage fluctuations? And there is a remarkable lack of information from utilities as to what they are expecting to happen.'' JP Morgan's Year 2000 expert Patrick Ward says Eastern Europe's and Russia's utilities are a big concern, not least because Russia provides 40 percent of Germany's power. -Caveat Lector- AP Headlines Wednesday December 16 12:09 PM ET Italians Exhume Banker's Body COMO, Italy (AP) - While his son and a judge looked on, the body of a Vatican-connected financier was exhumed today to determine whether his 1982 death was murder or suicide. Prosecutors hope a new examination of the body will shed light on the death of Roberto Calvi, whose corpse was found hanging from Blackfriars Bridge in London following Italy's biggest postwar banking scandal. Calvi was known as ``God's banker'' for his close ties to the Vatican. Calvi's wooden coffin was taken from the family tomb in Drezzo, a town on the shores of Lake Como, sealed with lead and loaded onto a hearse for the trip to the morgue in nearby Milan. Despite the years since Calvi's death, Italian Judge Otello Lupacchini said he was certain that forensic science could determine the cause of death. Banco Ambrosiano, in which the Vatican bank held a significant stake, collapsed in 1982 when it could not collect $1.4 billion in loans to shell companies in Latin America. Calvi, the bank's chairman, was found dead days later. Roman businessman Flavio Carboni has been charged with conspiracy to commit murder. Prosecutors asked for the exhumation after Carboni's lawyers presented a report based on a preliminary examination of the body that indicated Calvi had hanged himself. ``What do I think of the exhumation? It was Carboni's right to seek it in his defense. For us, it's traumatic,'' said Carlo Calvi, who flew in from his home in Montreal. The commotion fueled speculation that the House of Representatives might delay debate on impeaching Clinton, the threat of which had caused dollar sales recently. ``The dollar had been down with the impeachment story. But with any delay, that could be bullish for the dollar,'' said one currency dealer at a U.S. bank. The dollar had fallen overnight against the yen after Japan reported the surplus in its current account--the widest measure of trade in goods and services--grew 21.5 percent to $11.6 billion in October from a year earlier. As Japan exports far more than it imports, currency markets experience a relative shortage of yen, boosting its value. Japan also announced a $5.15 billion three-year loan program to boost sagging Asian economies, which was seen helping Japan along with the rest of the region. Dealers said the dollar would continue to trade in narrow but volatile ranges in coming sessions as many market players had already ended trading activities for the year. ``The market was short dollars on impeachment. Once the market gets long again, it will go back down,'' said one dealer at a Japanese bank. Late in New York trade the dollar briefly pushed above 117 yen when air raid sirens were heard in Baghdad, though witnesses reported no unusual activity. The dollar rose to 1.3525/35 Swiss francs from 1.3438/48 at the open. The British pound fell to $1.6677/87 from $1.6780/90 at the open and $1.6838/48 at Tuesday's close. Deputy Minister Chang Chang-pang made the announcement to the Asia Pacific Smart Card Association in a keynote address. The system will feature both contact and contactless cards, and will be used for ID, medical and social security benefits. It could be the first card to combine all health insurance information, including prescription coverage, on one piece of plastic. One can expect public transportation uses as well, similar to the Octopus system now in use in Hong Kong. "This initiative on the part of the Taiwan government paves the way for the introduction of intelligent smart card solutions in the private and public sectors not just in Taiwan, but across Asia and the rest of the world," APSCA GM Greg Pote noted last week in an IT Daily release. I think he may be right. The ASEAN market, less sensitive to privacy issues that plague the West, is perfect for large-scale smart card development. Once these apps prove themselves in Taiwan, expect to see them in the U.S. and Europe soon. Others are presenting my defense on the facts, the law, and the Constitution. Nothing I can say now can add to that. What I want the American people to know, what I want the Congress to know is that I am profoundly sorry for all I have done wrong in words and deeds. I never should have misled the country, the Congress, my friends or my family. Quite simply, I gave into my shame. I have been condemned by my accusers with harsh words. And while it's hard to hear yourself called deceitful and manipulative, I remember Ben Franklin's admonition that our critics are our friends, for they do show us our faults. Mere words cannot fully express the profound remorse I feel for what our country is going through, and for what members of both parties in Congress are now forced to deal with. These past months have been a tortuous process of coming to terms with what I did. I understand that accountability demands consequences, and I'm prepared to accept them. Painful though the condemnation of the Congress would be, it would pale in comparison to the consequences of the pain I have caused my family. There is no greater agony. Like anyone who honestly faces the shame of wrongful conduct, I would give anything to go back and undo what I did. But one of the painful truths I have to live with is the reality that that is simply not possible. An old and dear friend of mine recently sent me the wisdom of a poet, who wrote, "The moving finger writes, and having writ moves on. Nor all your piety, nor wit shall lure it back to cancel half a line. Nor all your tears wash out a word of it." So nothing-not piety, nor tears, nor wit, nor torment-can alter what I have done. I must make my peace with that. I must also be at peace with the fact that the public consequences of my actions are in the hands of the American people and their representatives in the Congress. Should they determine that my errors of word and deed require their rebuke and censure, I am ready to accept that. Meanwhile, I will continue to do all I can to reclaim the trust of the American people and to serve them well. We must all return to the work, the vital work, of strengthening our nation for the new century. Our country has wonderful opportunities and daunting challenges ahead. Lazarus Long, a wealthy 67-year-old Oklahoman whose name was Howard Turney until three years ago, says his longtime dream of constructing a libertarian island paradise on top of three shallow Caribbean reefs has been only slightly postponed by the hurricane's effects on New Utopia's neighbors. "We were in the process of negotiating a trade treaty with the Honduran government officials," New Utopia Information Officer Grace Caswell wrote on the island's website. "Prince Lazarus had gone to Washington to meet with the Honduran ambassador to the U.S. He, in turn, was to present it to President Flores on November 1st. That is the day that the hurricane 'Mitch' struck their country." "Honduras claims a 200-mile exclusive economic zone, so without recognition of New Utopia as a sovereign nation we can't begin construction without risk of being annexed by Honduras at some future date." If it sounds like these people are talking about building their own country on a fake island in the sea -- well, that's because they are. Once an agreement with Honduras is reached, the founders say, the reefs will be fitted with steel girders and gigantic platforms of pre-fabricated concrete. Construction of air and sea ports will commence, followed by housing, a university, an anti-aging clinic, offshore banks and a casino. Citizens will live in a tax-free constitutional monarchy not too far off the coasts of Mexico and Honduras. Marijuana will be legal and polygamy tolerated. The Ageless Sovereign His Royal Highness Prince Lazarus Long wants it known that he is not joking. As Howard Turney, he had a long and successful career as a maverick businessman after initial stints as a cowboy and soldier. He was in the restaurant biz, marketed groceries, farmed shrimp and sold used generators, before having his life changed by the human growth hormone, London's Independent reported. In 1990, at the age of 59, Turney was a badly aging mess, with a 44-inch waist and shaky hands, the paper reported. After reading a report about the magic of the then-illegal human growth hormone, Long got a connection in Monterey, Mexico and began mainlining the stuff. Now, without exercising seriously, he's lost the shakes, has rock-hard muscles and a 32-inch waist, the paper said. "I'm 66 going on 40," he told the Independent. "And I've not had any negative side effects at all." Moved, Turney founded a network of anti-aging clinics administering the wonder drug, and made a bundle. It was then that he really began identifying with one of the signature heroes of the novels of libertarian sci-fi scribbler Robert A. Heinlein -- Lazarus Long. In "Methuselah's Children," and especially "Time Enough for Love," Heinlein's Long holds forth as an ageless man of wisdom and sex, hurtling through the centuries with fabulous naked babes on his arm, and dispensing philosophical tidbits with wit and humor. At age 64, Howard Turney became Lazarus Long; soon after he declared himself prince of the New Utopia. As a dispenser of his own wisdom, Long echoes many modern-day followers of objectivist Ayn Rand when they try to talk about foreign affairs: "The United States used to prosper because it was relatively free in an unfree world," he writes on the website. "Now, without changing much itself, the U.S. is relatively unfree in a much freer world. This creates a competitive condition, which tends to favor an enclave like Hong Kong, which practices true free market capitalism, rather than a welfare state like the U.S., which is committed to burdensome taxes, which penalize success." Long tries his hand at a sort of poetry: "Excellence can be attained if you care more than others think is wise Risk more than others think is safe Dream more than others think is practical Expect more than others think is possible." A Tropical Venice New Utopia already has a constitution, a board of governors and more than 500 citizens, the website says. Prospective residents need only to buy a $1,500 five-year bond, payable at 9.5% compound annual interest. The projected price tag on creating an island where there is now only water is $216 billion, which will be financed by Long, citizens, prospective businesses and old-fashioned real estate developers. Offshore finance, tourism, medicine and education are targeted as the main sectors of New Utopia's economy, and Long plans on building a stimulating environment for the super-citizens. There is little agreement why the 57-year old janitor died in a hail of gunfire during a raid to shut down a suspected marijuana sales operation. And there are questions about why deputies, who were seeking Bonar's adult son, a suspected small time dealer, used such force in an attempt to arrest someone with NO prior arrest record. A public hearing was scheduled today in Belpre to allow citizens to question Washington County officials about the death of Delbert Bonar. The victim's family contends Bonar was unarmed when he was shot. Sheriff's deputies say the family is lying and the 57-year-old man had refused to put down an unloaded shotgun during the October incident. Bonar's daughter-in-law, Carolyn Bonar, told the Columbus Dispatch Delbert Bonar was putting down a water bottle and reaching for the telephone when he was shot. Sheriff Robert Schlicher told the newspaper Carolyn Bonar is lying. He said Bonar confronted Sgt. William Wilson and Capt. Chris Forshey and they protected themselves. ``This is something none of us feels good about but there isn't much more you can expect a law enforcement officer to do.'' The deputies had a search warrant when they raided the Bonar home at 9 p.m. Oct. 15. They suspected Bonar's son, Albert, was growing and selling marijuana. They found a small amount of the illegal weed, enough for personal consumption, but they did not find the salable quantities, growing plants, or stolen guns an INFORMANT said were on the property, Washington County Prosecutor Michael Spahr said. Two months after the raid and Albert Bonar has not been charged with a crime [snip] Albert Bonar admits to smoking marijuana, but having a few plants did not justify the raid that left his father dead. Albert Bonar said in a recent interview, that he remains stunned by the speed and violence of the raid. "Every night at 9 p.m., the nightmares start," he said.
