For the second time in the past two weeks Israelis in a moving van have been detained near a U.S. nuclear facility, this time at the Kings Bay Naval Submarine Base near St. Marys, GA., near Sea Island, host of the G-8 Summit next month.

"Security scare shuts Kings Bay" reported the Jacksonville Times-Union on Saturday. "Kings Bay Naval Submarine Base was locked down for security reasons Friday after two Israelis were detained for questioning." 

Two Israeli men attempted to enter the base about 10:30 a.m., on the pretext that that had been hired by a moving-and-storage company to pick up household goods at an address on the base, the paper reported. 

One occupant of the vehicle was unable to provide base security personnel with proper credentials, a base spokesman told reporters.

"Base personnel then inspected the van."

What the MP's found has no doubt since become highly classified. But before that could happen, a base spokesman had blurted this much of it out...

"A briefcase was removed from the vehicle with a remote control robot, but nothing was found in it." 

"Nothing was found in the van, but both men, whose names were not released, were later taken into custody," the AP reported. 
 

Another 'NASCAR Israeli' incident

But wait. There's more...

A bomb squad was called in after the van tested positive for a bomb. Local police were notified and shut down all roads leading to the base. 

The Times-Union said, "Military dogs trained to detect bombs were called in. The military dogs were alerted to a scent in the cab of the truck. Guards closed access to the base and notified the Georgia Bureau of Investigation, the Federal Bureau of Investigation and the Naval Criminal Investigative Service."

The parallels between today's account and last week's incident (see story below: Israeli Movers Freed, Back in Miami,") are almost too numerous to mention...

"The dogs were called in again for a second pass of the vehicle, and they didn't pick up anything," said a base spokesman. 

The two Israelis, whose names were not released, were taken into custody by federal immigration officers in Savannah for possible deportation.

The Supreme Court has 
overturned a nationwide ban on gun sales
 decreed 
earlier this year as part of a government program to curb 
rising crime rates in Latin America's largest country. Ruling 
on an appeal filed by the Liberal Social Party, the court's 11 
justices voted unanimously to overturn a June 21 decree 
that banned the issuing of gun permits through the end of 
the year. The decree in effect imposed a nationwide ban on 
firearm sales, because nobody can buy a gun without a 
permit.  Criminals don't buy their weapons in gun stores, 
Chief Justice Carlos Velloso told reporters in explaining the 
court's ruling. He said the decree had no impact in curbing 
crime in this nation where recent statistics say a killing takes 
place every 13 minutes.  The Supreme Court accepted the 
party's arguments that the decree undermined the right to 
self-defense and violated the constitution's free enterprise 
guarantees. The government issued the now-defunct 
decree as a stopgap measure until a comprehensive gun-
control bill that has been stuck in Congress for months is 
approved. The bill would restrict possession of firearms to 
the armed forces, police, private security personnel, 
collectors and gun clubs, people in rural areas, and private 
security agencies.
In a break with tradition,
 a provincial British police force 
has sent officers out on routine foot patrol armed with 
pistols, says the Sunday Times. The newspaper said 
Nottinghamshire's action - a break from Britain's tradition of 
unarmed bobbies - was being studied by at least six other 
regional forces worried by the rising number of crimes 
involving guns. Latest national police statistics show that 
armed crime is up 10 per cent in the last year. The

Liberal leader Jean Chrétien
 criticized the Canadian 
Alliance for its opposition to the government's gun licensing 
and registration plan. We have four times or five times less 
murders in Canada by guns because we have gun control 
laws, he said. But if you are against crime, you don't make 
sure that there is a gun in every home in the nation.  
Chretien left some of the 150-odd MPs in a Liberal caucus 
meeting shaking their heads in wonderment when he 
responded that he was going to win the election by arguing 
against a gun in every house as well as on fighting the 
opposition on prostitution in Brazil.  No wonder Allan Rock 
wants to legalize marijuana!

ANTHRAX SHOTS - CEASE AND DESIST ILLEGAL CONDUCT"

In a major blow to the forced Anthrax inoculation program,
Connecticut Attorney General Richard Blumenthal has called upon
Secretary of Defense Donald Rumsfeld to END the controversial and
"illegal" vaccinations of America's armed forces.

Over a thousand members of all branches of the military have
refused the risky shots and been punished with fines, jail terms
and dishonorable discharges.  Many veteran pilots have quit
rather than submit to the inoculations.

In a letter to both Rumsfeld and Acting Food and Drug
Administration (FDA) Commissioner, Dr.  Bernard Schwartz,
Blumenthal blasted the use of an "investigational drug" on
service members without their informed consent.

He cited the case of two outstanding Connecticut Air National
Guard pilots, MAJ Russell Dingle and MAJ Thomas "Buzz" Rempfer.
Both resigned in 1999 rather than take the shots.

"Why should these officers put either their health or their
careers at risk?" Blumenthal asked.

"The United States Government so far has refused to recognize or
appreciate the DANGER and the personal dilemma it is imposing on
its military personnel, despite repeated concerns expressed about
administering an UNLICENSED drug NEVER PROVEN SAFE OR EFFECTIVE
FOR HUMANS.

"Unfortunately, and DIRECTLY CONTRARY TO LAW, the shots are being
administered to military personnel UNDER THREAT OF IMPRISONMENT,
LOSS OF PAY AND DISCHARGE," Blumenthal wrote.

"In effect, the military is FORCING its personnel to SERVE AS
HUMAN GUINEA PIGS for an UNLICENSED DRUG that has NOT BEEN PROVEN
TO BE SAFE OR EFFECTIVE."

Citing testimony given before the House Subcommittee on
Government Reforms, the Connecticut attorney general said "for
years the FDA and the military KNEW that the Anthrax shots could
not be used in this manner.  Suddenly in 1997, DOD and the FDA,
with no change in the facts or the law, reversed themselves and
with the stroke of a pen, wiped out the protections afforded our
members of the Armed Services by clearing the way for DOD's
mandatory mass inoculations."

Documenting his charges, Blumenthal said the only license for the
manufacture of Anthrax vaccine- granted in 1970 to Bioport
Corporation of Lansing, Mich.  - was to be EXCLUSIVELY used for
agricultural and veterinary purposes.  The attorney general said
FDA regulations PROHIBIT use on humans WITHOUT THEIR SPECIFIC AND
INFORMED CONSENT.

"I call upon the DOD and FDA to CEASE AND DESIST from their
ILLEGAL CONDUCT and to abandon plans for Anthrax Vaccine
inoculation of the Armed Forces," Blumenthal wrote.
"Additionally, the FDA should block the manufacture and sale of
this vaccine by Bioport and renounce the 1997 action which
illegally cleared the way for the DOD's mass inoculations."

 was given at the start of the deposition. 

That's about it.  Of course since our judge has decided for herself what she
thinks constitutes "sexual relations," who knows?  You know how it is with
Republicans.  They just change the rules, the definitions or the position of

LITTLE ROCK (AP) - A committee of the Arkansas Supreme Court sued
President Clinton on Friday, seeking to strip him of his law
license in unprecedented disciplinary action against a sitting
president.

The court's Committee on Professional Conduct voted May 19 to sue
Clinton over "serious misconduct" in the Paula Jones sexual
harassment case. The panel said that, in a sworn deposition,
Clinton gave misleading answers about his relationship with White
House intern Monica Lewinsky.

The brief filing in Pulaski County Circuit Court asked a judge to
find that Clinton "has conducted himself in a manner that
violates the model rules of professional conduct as adopted by
the Arkansas Supreme Court." Clinton has 30 days to respond to
the lawsuit, which was triggered by answers he gave about
Lewinsky.

The conduct committee accused Clinton of "serious misconduct and
defines the term as involving dishonesty, deceit, fraud and
misrepresentation." It said it based its lawsuit on complaints
filed by a federal judge and by an Atlanta law firm, the
Southeastern Legal Foundation.

The five-page lawsuit also said the president's conduct "damages
the legal profession and demonstrates a lack of overall fitness
to hold a license to practice law." It was supported by dozens of
pages of exhibits, including a partial transcript of Clinton's
deposition in the Jones case. Clinton has said the Arkansas
committee was responding too harshly and that his lawyers would
fight - though he would not get involved personally in the case.

The lawsuit was filed in Pulaski County Circuit Court, which
handles most cases involving state government. Marie-Bernarde
Miller, a lawyer and former nun who this year successfully argued
to remove a sitting judge from office, was selected to handle the
state's case.

Regardless of the outcome in the local court, it is expected that
the case will ultimately end up before the state Supreme Court on
appeal from either side.

This is the first time that an effort has been made to strip a
sitting president of his law license. New York pulled Richard
Nixon's license to practice law, but that came after he resigned
the presidency Aug. 9, 1974, during the Watergate scandal.

Clinton was impeached by the House and acquitted at a Senate
trial, and he also has been fined for contempt of court. The
Southeastern Legal Foundation, a conservative law group, and U.S.
District Judge Susan Webber Wright referred Clinton to the
discipline committee, saying he lied under oath about the
Lewinsky affair when asked about it by Jones' lawyers.

Jones, a former Arkansas state worker, sued Clinton in 1994,
claiming he made a crude pass at her in a Little Rock hotel room
three years earlier. Jones lawyers' drew Lewinsky into the case
in an attempt to show a pattern of sexual misconduct by Clinton,
a trail later picked up by independent counsel Kenneth Starr that
led to Clinton's impeachment.

In January 1998, Clinton said in his sworn deposition: "I have
never had sexual relations with Monica Lewinsky."

On Aug. 17, 1998, he told a federal grand jury that he had had an
inappropriate relationship with Lewinsky. He said the conduct he
engaged in with Lewinsky did not meet the definition of sex that
was given at the start of the deposition.

Wright found Clinton in contempt and fined him $90,000. Jones
settled out of court for $850,000 while appealing Wright's ruling
dismissing her lawsuit. Clinton did not have to admit any
wrongdoing.

When the professional conduct committee met May 19, eight of the
panel's 14 regular and auxiliary members recused - five citing
ties to Clinton or the Democratic Party - and the remaining six
members said Clinton should no longer carry an Arkansas law
license.

Clinton said his lawyers had told him that if he were to be
treated like other lawyers, there would be "no way in the world"
that he could lose his license. Clinton, a licensed lawyer since
Sept. 7, 1973, was attorney general of Arkansas from 1977-79 and
once taught at the University of Arkansas law school. He has not
practiced law since the early 1980s, between his first and second
terms as Arkansas governor.
